A longwall coal mine in southwestern Virginia mining the Pocahontas #3 Coal Seam experienced a history of mining-related seismic events. The events were never large enough to cause concern until three major events occurred recording 3.4, 4.3, and 3.4 ML in 2005, 2006, and 2007 respectively. Two of the seismic events generated an air blast which damaged stoppings which fueled a mine fire in 2005 and 2007. The mine responded to the events by narrowing the longwall widths, changing ventilation controls, installing a 7-sensor seismic system around the active panel, and creating a mining hazard map to avoid similar geology in the future. All of the actions taken have prevented seismic activity from impacting mining operations, but it did not prevent other large seismic events from occurring (Van Dyke et al., 2018). In 2016, another large seismic event, measured at 3.7 ML, occurred in the gob that was reported by the local media and recorded by the United States Geological Survey (USGS). While the event did not directly impact mining operations, mine management wanted to know where and under what conditions could large seismic events occur in the future. The National Institute for Occupational Safety and Health (NIOSH) became involved to help understand what conditions precipitated these events so that future mine design could more accurately assess seismic hazards and reduce the risk to mine worker safety. Researchers at NIOSH and mine management created a seismic forecasting map that combined three factors: (1) overburden thickness, (2) sandstone thickness, and (3) the expected caving height of the gob. The criteria were developed based on the geologic data the mine collected from core drilling, e-log analysis, and fiberscope observations. The forecast map was able to provide an accuracy of 72%–85% of events 1.5 ML or greater and 100% accuracy of events that were 3.0 ML or greater based on historical data. The seismic forecasting map was applied to the entire future mining area to show areas where seismic potential could be the greatest based on current mine design planning, ultimately improving the ability of the mine operator to assess the seismic hazards surrounding active and future mining areas (Van Dyke et al. 2018). Following this research, the seismic forecasting map was implemented into the mine’s hazard recognition program and is continuously updated and evaluated prior to mining each longwall panel. This paper will cover in more detail how the seismic and lithologic data was processed and how the mine implemented a new seismic mitigation program based on the forecasting results.

INTRODUCTION In any mining operation all possible steps should be taken to increase efficiency. One area for improvement is mine planning and design, particularly in the area of equipment selection for room-and-pillar systems. Be- cause of the availability of a wide variety of face machines, a fair degree of selectivity can be exercised in the choice of equipment for a particular job. However, this choice must be made on the basis of quantitative facts and forecasts related to the mining application. The purpose of this section is to develop and analyze the details of the mining process. Some specific areas studied include the relationship of system design to productivity, suboptimization as a result of equipment changes, and measurement of system performance. The plan of work leading to a quantitative description of these study areas is based on the growing interest in total system design using simulation as an analytical method (Manula, 1963). CHARACTERISTICS OF PRODUCTION OPERATIONS FROM ROOM-AND-PILLAR SECTIONS For a given mining method, raw production in a given section of a mine is primarily dependent upon the coal seam thickness, roof and floor conditions, methane emission, the mining methods, and the man-machine element. Average section production varies from 300 to 800 st per shift for conventional and continuous mining in high seams and from less than 100 to 300 st per shift in low seams. Since the reject varies from 0 to 40%, these figures must be decreased by the appropriate percentage to reflect the amount of clean coal mined. Personnel requirements per production section per shift for the various methods are listed in Table 1. Table 1. Production Personnel Method No. Method No. Conventional 12-1 5 Longwall 9-14 Continuous 9-1 2 Shortwall 9-12 MINING VARIABLES To evaluate the constraints and interrelationships for various mining methods, it is necessary to categorize the variables which underlie system production potential. Seven critical independent variables which determine production can be identified and categorized (Suboleski, 1978) : Seam Height The five categories are as follows: less than 36 in.;. 36 to 55 in.; 55 to 100 in.; 100 to 180 in.; and greater than 180 in. Floor Quality Floor quality ranges from : Excellent: Smooth, hard, grades less than 1 to 1 % % , and dry. Good: Smooth, soft but dry, with grades less than 3 % . The floor will deteriorate, but cautious operation can prevent it. There may possibly be heaving at some later time. Fair. Soft and damp. There is occasional interference with equipment operation; requires the use of four-wheel drive shuttle cars; ruts with regular use, and may have adverse grades of 5 to 7%. This may be coupled with slippery bottom and/or occasional steep rolls. Poor: Soft and wet. Requires blocking of the bottom to support equipment. There are frequent steep rolls and grades in excess of 7%. Roof Quality Roof quality ranges from : Excellent: Men are able to work under the unsupported top during the initial production cycle if legally permitted. Good: The roof is bolted on a 4 x 4 or 5 x 5 pattern with short bolts (442 in.) or <seam height if the seam >42 in., or requires posting with no bolts on a 4 x 4 or 5 x 5 pattern. There are no falls. Average: The roof is normally bolted on a 4 x 4 or 5 x 5 pattern, but with long bolts (>seam height or >6 ft.). There are infrequent minor falls or there may be an excellent roof which is difficult to drill. Fair: This type often requires spot bolting in addition to the regular pattern or bolting with planks. The roof conditions require shorter than planned cuts, or narrow cuts. Poor: This type requires bolts plus crossbars and posts, or installation of yielding supports or truss-type support. It is almost certain to fall if this is not done. Methane Liberation This ranges from none detected to low (no buildup at the face, even with minimum ventilation requirements) to moderate (the curtains must be extremely tight and tubing close to the face or methane will build up to 1 % during the loading of the car) to high (methane will build up to 170 if the miner is operated at the normal rate, even with proper ventilation). Hardness of Coal Coal hardness falls into the following categories: Soft: Soft coal is easily cut by a continuous miner. A plow could be used by longwall. Average: Coal of average hardness could be easily cut by a miner, and a shearer would be used in the longwall. Moderate: Moderately hard coal causes difficult cut-

Resource nationalism is essentially mandatory government intervention in natural resources businesses by political or economic means in order to benefit the nation and the people. It is attacking the mining industry more and more rampantly by all kinds of means since the twenty-first century. Poor countries who count on a resource-led economic growth usually find themselves trapped into “resource curse”. The harmfulness of resource nationalism for investors is that one event can quickly escalate and lead to a chain of events which make projects commercially unavailable. In spite of historical and theoretical social investigations in the causes of resource nationalism, rare studies engaged in quantification of dominant parameters of it. The objective of this study is to find significant factors that dominate the occurrence of resource nationalism for important metal and energy resources producing countries and quantify their marginal effects. The study applies binary choice logit model for panel data using pooled method. One feature of the research is that binary data set of occurrence of resource nationalism are sorted out by authors referencing U.S. Geological Survey’s reports. The results indicate that high-technology export (% manufactured export), ores and metals exports (% merchandise exports), rule of law (world governance indicator), trade (% GDP), and natural resource rent except forest (% GDP ) dominant the occurrence of resource nationalism for high and upper middle income group countries; government effectiveness (world governance indicator), policy perception index (The Fraser Institute), high-technology export (% manufactured export), and mineral rent (% GDP) dominant the occurrence of resource nationalism for lower middle and low income countries. According to our model, probability of occurrence of resource nationalism in 90 countries are predicted. Top 10 risky countries in 2012 are estimated to be North Korea, India, Honduras, Indonesia, Kazakhstan, Burkina Faso, Mongolia, Cuba, Bolivia, and Peru. The study is a primary trial of researching on resource nationalism and provides some insights for theoretical building and simulation on the issue.

Two rare evaporite minerals, nahcolite (NaHC03) and trona (Na2C03?NaHC03?2H20), are both widely used in the production of sodium carbonate (Na2CO3) The largest natural carbonate deposits (trona) are in Wyoming, USA, the second largest deposits are in Turkey, in a lacustrine basin (Beypazari) where nahcolite and trona are located within the Miocene Hirka Formation. The Hirka Formation is mainly composed of bituminous shale, claystone, marlstone, tuffltuffite, and dolomitic limestones. Although numerous trona beds are interbedded within the above mentioned sedimentary units, there are only two beds of trona that are of economic interest. The lower part of the lower trona bed is rich in double carbonates such as pirrsonite (NA2C03? CaC03?2H20) and gaylussite (Na2C03?CaC03?5H20), indicating a change in Ca/Na ratio in the solutions which are responsible for the formation of soda occurrences. In contrast, the upper part of the upper trona bed is rich in nahcolite. This minerological pattern has been found in every drill- hole in the basin. While both trona beds average up to 10 m (33 ft) thick, the average thickness of nahcolite is approximately 0.5 m (1.6 ft). Also, thin section studies show that many fibrous and lath-like trona crystals contain small radial nahcolite crystals; all of them are euhedral and equi-dimensional. Geochemical studies of major, minor, and trace element contents also support this coexistence. Macroscopic and microscopic observations reveal that the nahcolites principally were formed as a result of an incongruent dissolution process of trona. In conclusion, the presence of nahcolite in the Beypazari basin is due to the dissolution process of trona, particularly during the last stage of evaporation, as a result of fresh water entering the basin. During that time, an increase in the HC03/ C03 ratio resulted in nahcolite-trona phase transitions.

Specialty sand and bentonite are produced in the plateau province from the Bidahochi Formation near Sanders, Apache County, Arizona. It appears that deposits of both sand and bentonite formed during the Pliocene in fluvial and lacustrine environments, respectively, along the west side of the Defiance Uplift. The bentonite is an alteration product of airborne vitric ash that fell or was washed into lakes. In the Cheto district, the individual bentonite horizons, which range from less than a foot to more than 10 feet thick, are restricted to the position of the medial volcanic member. Bentonite production began at the Allentown mine in 1924 and the Chambers mine in 1926. In 1933 strip mining of the extensive deposits in the Cheto district commenced. Production increased each year to a peak of 270,000 tons in 1957. As a result of the introduction of synthetic zeolites into petroleum refining, production declined. About 40,000 tons of bentonite are currently produced from the district each year. Bentonite is shipped out of State for processing into desiccants, thickeners, and acid-activated clay products. The specialty sand was derived from Permian sandstones and deposited by streams draining the Defiance Uplift. Although stream channels are usually restricted to the upper member of the Bidahochi, stratigraphically above the bentonite horizon, a few actually cut through the bentonite. The well-sorted sand, suitable for use as a proppant in hydraulically fractured oil and gas wells, is localized in elongate lenses along the margins of the channels. These lenses range from 5 to 50 feet in thickness and often extend thousands of feet in both width and length. The sand is about 97 percent silica, has a yield of 40 percent in the minus 20 plus 40 mesh size fraction, and has a roundness of 0.6 to 0.7 on the Krumbein scale. Production of this sand began about 1961. All of the current production, which amounts to about 40,000 tons per year, is sold in the petroleum-producing area near Farmington, New Mexico.

Introduction and Historical Background Although both sluices and devices using a simple flowing film are among the oldest known methods of concentration, they are still extensively employed in a variety of situations where they are not only efficient but also have a low operating cost. More particularly, they are valuable for making a bulk concentrate of high specific gravity minerals from alluvials and beach sand and in upgrading low value ores. The antiquity of some of the basic concepts can be seen in the fact that they are found in Agricola&apos;s De Re Metallica which was published at Basic in 1546, while in 1602, Carew114 gave a fairly clear account of tin ore dressing in Cornwall in which grass turves were used to catch the cassiterite. This is perhaps one of the forerun¬ners of the blanket strake. The planilla of Mexico, the lanchute of Malaysia and the old Cornish box huddle are also descended from these early strakes. In fact, a sluice with holes in the bottom for concentrate discharge was shown by Agricola, not unlike the principle used in the plane table and the lamflo sluice. The convex huddle for the treatment of sandy material appeared about 1848 and the concave form eight to ten years later. For the treatment of "slime" sizes, wooden dead frames which were manually worked were used in Cornwall for many years but gave way to the automatic water-operated type in 1860, and even a mechanically tilted frame was described by Henderson115 in 1857. Theoretical Considerations The behavior of solid particles in suspension depends to a great extent upon the pulp density and the size of the suspended particles. In a fairly dilute suspension, such as that normally used when dealing with small particle sizes, the behavior of particles in a flowing film results from two effects. These are the lateral displacement, which is determined by the time taken for each particle to penetrate the flowing film and reach the solid surface, and the resistance offered by each particle to further displacement after it has reached this surface. The initial penetration through the flowing film depends on the size and specific gravity of the particle and the thickness and viscosity of the film. As a result the smaller particles will migrate further before their movement is retarded relative to larger particles of the same specific gravity. The behavior on reaching the solid surface de¬pends on whether there is a single particle layer or, as is more often the case, a multiple layer or thin bed of material which is sufficiently dilated, permits the penetration of higher specific gravity grains. Thrust of Flowing Films. When a thin film of liquid flows over a plane solid surface, the layer next to the surface remains at rest but the velocity of the film increases with the distance from the surface and becomes a maximum near, but not quite at, the free surface. Therefore, a particle in suspension in such a film is acted upon by a greater force near the upper part of the film than at the lower part, resulting in an overturning effect. After a particle reaches the separating surface or an accumulated densely packed bed of other particles, the liquid flow causes it to move downstream by rolling, sliding, or by a movement involving alternating suspension and deposi¬tion (saltation). In rolling and sliding, which are brought about by a substantially noneddying stream, the large submerged particles are acted upon to the greatest extent and they move more rapidly than smaller ones, notwithstanding their greater mass. When two particles of the same size but of different specific gravity are considered, the higher density one moves more slowly by reason of its greater mass. As a result the particles tend to become arranged in the manner shown in Fig. 29. If any particle is so large as to stand above the water surface, the transporting force on such a particle, although the maximum available, will have less effect than that on a submerged one. Such large grains are therefore carried a lesser distance. Fluid Velocity in a Flowing Film It can be shown that if y is the distance within the flowing film from the interface, the fluid velocity v&apos; at this point is given by IIn this equation p&apos; is the fluid density, g the acceleration due to gravity, a the viscosity, a the angle made by the film to the horizontal, and 0 the film thickness (in cgs units). Furthermore, the volume Q of fluid per unit time and unit width is related to the film thickness and can be calculated, since which upon integration gives Consideration of the velocity v&apos; (Eq. l) and the terminal falling velocity µ derived from Stokes law enables the horizontal travel dz in time dt to be calculated as follows: Again integration and substitution of Eq. 3 gives In this equation, z is the distance travelled before a particle of density p at the top of the fluid film has settled on the concentrating surface. From these expressions it can be seen that the depth of the flowing film varies as the cube root of the volume of fluid and inversely as the cube root of the sine of the plane surface inclination. Similarly the distance a particle can travel before reaching the surface is directly related to the quantity of fluid and its viscosity. The viscosity of pulp is greatly increased by the presence of near colloidal particles and consequently the penetration of the somewhat larger grains through the flowing film is retarded, resulting in them being carried further across the concentrator deck. Obviously this effect can be reduced by prior removal of some or all of the ultra¬fine particles. The detrimental effect of kaolin on the separation of fine ferrosilicon from quartz has also been demonstrated by Johnston,116 the relationship between viscosity and efficiency of separation being shown in Fig. 30. The pH value also has a very marked influence on the viscosity and the use of acid mine water, for example, can increase viscosity materially and thereby result in lower efficiency. Dilation of Multi-Particle Systems Except during washing (when a single particle layer may exist) concentration usually takes place in a bed of particles which is partially dilated or stirred by eddy currents. Shotcrete is used both in mining and tunnelling for supporting rock. Both dry and wet processes are used for shotcreting, and each produces good quality concrete. Thick shotcrete layers function as a concrete arch supporting loose rock. Thin layers prevent relative movements between the blocks of rock due to the fine concrete in the cracks and joints. No progressive fallouts occur since key blocks are kept in place. Rockbolts are often used together with shotcrete in order to create an arch around the tunnel making the rock to support itself. Shotcrete is sprayed either manually or by means of mechanized equipment. The aim is to spray required the layer thickness in one pass and with a minimum amount of rebound. Sprayed layers should also be as even as possible. The tip of the nozzle should be moved in circular movements. The shotcrete should be sprayed at a right angle to the rock surface; the optimum distance from the nozzle to the application surface must be found by experiment. In a mine shotcreting forms a materials handling system which includes batching, transporting and the actual shotcreting. The equipment used vary depending on the spraying method, mining conditions and the location of the mine. Shotcreting is performed with a purpose-designed unit in most cases where operation is mechanized. The shotcreting unit consists of a spraying machine with a hose and a nozzle, an additive system, a manipulator and a mobile carrier with all the necessary controls and accessories. The key element of the unit is the shotcreting manipulator which holds and guides the nozzle as required. The manipulators currently in use are hydraulically operated, and their remote controlled booms are also often called robots. These manipulators have enabled users to increase their output capacities, to remove the operator away from unsafe areas and from the influence of dust and rebound. Furthermore, they improve the shotcrete quality and reduce shotcreting costs.

INTRODUCTION The process of froth flotation as a means of upgrading the quality of coal by removing water and/or ash and/or pyrite has been receiving increasing attention since the 1960&apos;s by the world-wide coal industry. Historically, coal preparation practice has involved the use of primarily gravity based separation techniques, screening, and/or water washing in removing the larger fragments of inert material from coarse raw feed coal. The preparation, handling, and cleaning of raw coal finer than 500 micrometers was deliberately avoided. Most often the fine coal that was produced would be judiciously incorporated into the bulk of the larger sized cleaned coal product or simply discarded. Since the 1960&apos;s and accelerating in the 19701s, the desirability of performing some type of coal cleaning or upgrading on the finer raw coal feed materials has been increasing. There are several apparent industrial incentives for implementing fine coal ((500 urn) processing alternatives including the gradually increasing value of the normally lost fine coal product; the additional amounts of fine coal being produced due to changes in mining techniques; the need to appropriately dewater and upgrade fine coal streams in order to meet increasingly stringent environmental regulations on water quality. storage of fines, etc.; the increasing need to lower undesired sulfur and ash contents in some coal end-use applications; and the increasing development of speciality coal use processes that require inherently finer and cleaner coal particles such as in gasification, liquefaction, fuel injection, etc. Looking at the over 70 years of mineral oriented fine particle separation successes at the industrial level, the use of froth flotation in fine coal would also seem to be a natural process to utilize at the industrial level. In the world of strictly mineral processing technology and, more importantly in the world of mineral commodity economics, there are clearly a number of advantages to using froth flotation that are well documented and universally accepted. These include: the relatively low capital and space requirements required when compared to other process options available to upgrade minerals; the extreme flexibility inherent to the froth flotation process both with regard to throughput and differences in raw feed characteristics; the general availability of a wide range of equipment sizes and reliable suppliers of equipment; and the general availability of appropriate and relatively cheap chemicals that are the major driving forces behind mineral flotation. Just how has the implementation of froth flotation fared in coal upgrading over the last 20 years? It is towards answering this question that this paper will be oriented. As such, the discussion will be somewhat philosophical. The comments offered are based on the personal experiences of this author who has worked in the basic side of inventing new flotation chemistry and flotation analysis techniques with the major overriding goal of implementing this new technology successfully at the industrial level in both coal and mineral flotation throughout much of the world. This paper is not intended to be a complete reference to all published scientific work on the subject of industrial froth flotation of coal. As a brief background to what will be expanded upon in this paper, the author would like to offer the following summary comments: 1) the industrial practice of fine coal froth flotation is qualitatively similar but quantitatively different than industrial mineral froth flotation when viewed from either research considerations, operating viewpoints or economic evaluation criteria; 2) it is clearly possible to invent and/or develop new technology (such as new chemistry and/or equipment) that can do statistically better than current plant practice in well-controlled tests in either coal or mineral flotation circuits; 3) there is so much inherent variability to the raw feed coal streams and other operating parameters that even if there is a documented technical incentive to implement some new piece of technology, the people, instrumentation and control methodology required are often simply not available or not economic unless the potential payoff is quite large.

INTRODUCTION The work of the metallurgical engineer engaged in developing a leach, solvent extraction electro- winning process usually begins in the laboratory and generally proceeds via pilot plant testing before finally resulting in a commercial operation. The path leading to the development of the eventual process will involve a test program on leaching in order to derive information on the amenability of the copper-bearing material to acid dissolution, under various conditions. Commonly in North America the leach process of choice is either dump or heap leaching but it may also be in-situ leaching or the treatment of mine waste- waters and bleed streams. In the past, agitation and vat leaching have also been included in the list of options. Currently the economics of copper production dictate that only material of mineralogy and grade, capable of being leached without prior milling, will lead to a viable process. This is not necessarily true in other parts of the world where grades are higher and milling costs lower and therefore this paper con- fronts all the techniques available to the metallurgical engineer in terms of the evaluation of the solvent extraction process. Understanding the objectives of a laboratory and pilot plant evaluation of a solvent extraction route is important and these are described in some detail in this paper. Of at least equal importance is understanding limitations of such a test program and this aspect of process development is also discussed with reference to the kind of equipment and experimental practices that have been shown to produce results consistent with the objectives. WHERE TO BEGIN? At the inception of a project much information is developed on the variables of the leach process and indeed in some instances the type of leach that best suits the ore to be treated is the subject of intense investigation (Wadsworth 1983). The decision to treat the leach solution by solvent extraction focuses attention on the selection of the extractant most suited to the nature of the chemical composition of the solution. A laboratory screening program will probably need to be arranged in order to assist in narrowing the options and the following is suggested for this initial screening. Selection of a Representative Leach Solution This is preferably obtained from leaching a representative sample of the ore under conditions likely to pertain in the commercial leach circuit. As the conceptualized circuit flow sheet will undoubtedly involve the recycle of aqueous solutions via the leach, then it is desirable to know the nature of and the likely level of the impurity ions in the solution as well as the concentration of copper. The other most important parameter that is required is the free acid (Anon, Acorga Analytical Method) content of the solution. As a rule of thumb, it is always true that recovery across SX is maximized as the pH of the leach solution rises. Whilst a high pH may be desirable for SX recovery, it is not always desirable for the pH (or more correctly, the free acid) of the leach to rise too high. The working range, therefore, tends to be between 1.5-2.5 pH. At an early stage in process development it is likely that a number of ill-defined conditions will exist, making it difficult to decide on typical leach conditions in which case the screening tests should be carried out using a synthetic leach solution prepared from laboratory chemicals. In doing this the copper and free content should be carefully controlled along with the appropriate addition of major impurity ions as their sulphate salts. INTRODUCTION The selective sensitivity of plastic nuclear track detectors (PNTD&apos;s) to low energy 4He particles in an environment which also contains gamma and beta radiations has made these detectors prime candidates for the dosimetric measurement of the concentrations of radon and its daughter products in mine air. Their passive, integrating mode of measurement, small size, low weight and inexpensiveness are attractive characteristics for large scale personnel dosimetry. The detectors can be used in either active or passive dosimeters. In active devices, the PNTD is placed in close proximity to a sampling filter. The filter collects, from a calibrated air flow, all the daughter nuclei which are in suspension. As the daughter nuclei pass through the decay chain, through 214Po, a fraction of the 4He particles emitted are registered as latent tracks in the plastic. In passive devices, the PNTD is placed in direct contact with the ambient air containing the radio-nuclei concentrations to be determined. The active dosimeters have the advantage of excellent sensitivity, and the measured track densities yield very close approximations to accumulated Working Level (WL)** exposures. They have the disadvantage that the simplicity of the passive PNTD is lost, since a battery-driven constant flow-rate air pump is a necessity. The passive dosimeters are simple in construction and use, but they have the disadvantage that WL exposures are not directly measured and certain assumptions concerning radon and daughter equilibrium conditions must be made in determining WL exposures from the measured track densities. Also the sensitivities, in track densities per Working Level Hour (WLH) exposure, are much less than for active dosimeters. Dosimeters of both types have been investigated. Passive devices have been tested extensively both in the laboratory and in mines. Active devices have been laboratory tested. In our earlier measurements, cellulose nitrate plastic detectors were used exclusively, since this material had the highest sensitivity of the PNTD&apos;s then in use. When the properties of CR-39 plastic were discovered (Cartwright, 1978; Cassou and Benton, 1978), this material was used, where possible, to take advantage of its superior sensitivity. The results of our earlier work have previously been published (Frank and Benton, 1977). * Research sponsored by the Bureau of Mines, U.S. Department of Interior, under Contract No. JO-188003. ** A Working Level is defined as any combination of the short-lived radon daughters containing 1.3 x 105 MeV of potential 4He-particle energy per liter of ambient air. PASSIVE DOSIMETRY In the earliest testing of PNTD&apos;s for passive WL dosimetry, a single strip of cellulose nitrate plastic was used to determine the total cumulative 4He-particle activity in the air of simulated uranium mine and uranium mine environments (Rock, 1968; Rock [et al], 1969; White, 1969). The measurements yielded a close relationship between track densities and WL exposures in a controlled, static environment, but poor accuracy in the active mine tests. It was assumed that equilibrium differences contributed largely to the variations found. The response of PNTD&apos;s to airborne 4He-particle emitters, derived by Lovett (1969), demonstrated that detectors such as cellulose nitrate, which has a sensitivity cutoff at 4He-particle energies below the emission energies of radon and its daughters, are equally sensitive to the activity concentrations of radon, 218po(RaA) and 214Po(RaC&apos;). Since radon does not contribute to WL as it is defined, and since, under normal ventilated uranium mine conditions, the radon activity constitutes about 40% to 70% of the total 4He-particle activity, the WL exposures calculated from measured track densities are very sensitive to the particular radon daughter equilibrium conditions. Also, the detector does not weight the individual daughter activities in proportion to their importance to WL. The equation for WL is WL = 0.00103C2 + 0.00507C3 + 0.00373C4 (1) where C2, C3 and C4 are the activity concentrations of RaA, RaB and RaC-C&apos;, respectively, in pCi/[L]. The detector leaves C3 unmeasured and weights C2 and C4, equally. [This problem has been approached by Domanski et al (1975, 1979), for some non-uranium mines, by measuring equilibrium conditions throughout the mines to determine a mean value for A, the inverse of the Working Level Ratio (WLR = 100 WL where C1 is the activity of radon-222 in pCi/[L].) The distribution of values allowed Domanski to determine probable errors in calculating WL exposures from track densities. However, measurements of equilibrium conditions in U.S. uranium mines (Breslin et al, 1969; Holub and Droullard, 1978) indicate that this method would not be accurate enough for uranium miner personal dosimetry.] A two-element dosimeter was designed at our laboratory to compensate for equilibrium variations. The first element is a radon detector; the second is a detector for the total 4He-particle activity in the ambient air, just as in the single element dosimeters cited above. The addition of the radon detector allows the equilibrium conditions for the individual nuclei to be determined, given certain assumptions concerning the interrelationships between the nuclei concentrations in mine air. The two detectors and the problems involved in calculating WL exposures from their measurements are discussed below.

Rod mills were developed, as a logical substitute for the rolls crusher when larger tonnages had to be handled, on a continuous basis. Today, with even larger tonnages to process, the trend is to install larger equipment, automate the plant and develop the highest availability possible, in order to cut costs. The rod mills, because of design limitations in size and speed 1&apos;2, are not able to meet these new requirements. The autogenous mill was a timely development and serves as an excellent alternative for ores that are suitable to this type of grinding. When ores are not amenable to autogenous grinding, selection of a flowsheet is dictated by liberation characteristics and unit operations to be used for mineral recovery.. The following alternatives are available: (a) Multiple rod mills, capable of drawing no more than 2000 HP each, followed by ball mills. (b) Gyradisc crusher followed by two stages of ball mill grinding.3 (c) Tertiary crushing followed by closed circuit single stage ball mills grinding to approximately -100 mesh, as in the copper industry. Sand-and-gravel aggregates have become the number-one, nonmetallic-mineral resource in the world. Surficial aggregate deposits of economic size are becoming increasingly rare in most parts of Canada. In southern Saskatchewan, this is especially true, and detection and delineation of intertill sand-and-gravel deposits with airborne electromagnetic (EM) surveys have proven very successful. Airborne and ground geophysical surveys detect such deposits by their resistivity contrast relative to the surrounding clay-rich soils. Dighem helicopter-borne electromagnetic surveys map soil variations over a large area quickly and cost effectively, greatly reducing the cost of detecting and mapping deposits compared with traditional methods (air-photo interpretation, ground EM, and drilling.). The multiple-frequency EM system used by Dighem can map variations both horizontally and vertically. Magnetic data collected simultaneously are useful in mapping bedrock geology. Both resistivity and bedrock maps aid in the important task of reducing drilling costs and person-hours in the field. The results of the survey are presented as maps of ground resistivity, which are relatively easy to interpret. These maps are produced in the field at the time of the survey, making quick follow-up of the survey possible. Airborne EM surveys can map the extent and depth of aggregate deposits more effectively than is practical from the ground. Since aggregate deposits can vary tremendously in a very short distance (<300 m) large-area EM maps can show both local area variability and also help develop intertill trends. A test survey for the Saskatchewan Highways and Transportation Department over a 3-km by 5-km area mapped all the known deposits as well as some unknown deposits, subsequently proven by drilling. The test-survey data show that the method not only detected the deposits, but also gave an estimate of the shape (volume) of each of the deposits. Comparison of the data to drill sections shows excellent correlation. Theoretical modelling demonstrates that the multifrequency system can discriminate sand and gravel from bedrock ridges. Since the successful test work, about 725 km2 of ground have been surveyed, resulting in the discovery of four new deposits, which can be used immediately, resulting in significant savings for the Saskatchewan government and taxpayer.

In spite of our deep conviction that it would be wrong for the United States to enter World War II, when, after Pearl Harbor, we were actually in it, I felt that I must do all I could to help. The country had been so good to me that I could not decently stay on the sidelines. My first thought was that I might help with supply and administration in the Air Force, as in World War I. So on the evening of Pearl Harbor I wired the chief of our Air Force in Washington saying that I had been on Gen. William Mitchell&apos;s staff in World War I and was offering my services again. I received a noncommital answer, but after a couple of weeks was told to take my physical examination. I passed it, but nothing further happened. After helping to make plans for the wartime operations of Summit King and Desert Silver, Dorothy and I went to New York to spend Christmas with Molly and Peter, both of whom were in college in the East. I had to complete a report on the Argonaut mine in California first, though the war made my recommendations of dubious validity. Before Christmas I received wires from Temple Bridgeman, Phil Wilson, and other friends who had taken positions with government agencies responsible for securing mineral products needed for war use. They urged me to join them. It was evidently a case of not whether but how I could be most useful. After six uncertain days with the family in New York I took the night train to Washington on the 28th of December. I had a hectic day there. First I saw Arthur Bunker and Phil Wilson at what became the Aluminum and Magnesium Division of the War Production Board. Their office was in an old converted barracks. They asked me to examine magnesium deposits in Nevada at once, and then to look at other magnesium and aluminum properties. After leaving

During much of the 1970s and 1980s, world metal consumption grew more slowly than during the 19505 and 1960s. The slowdown contributed to surplus capacity and low real prices because actual consumption was consistently less than expected as new mining and mineral processing capacity came on stream. Over the last year or so, however, world metal consumption has picked up noticeably, raising the question, Has metal demand returned to the long-run growth rates more typical of the 1950s and 1960s than of the 1970s and 1980s? This paper examines this possibility and, more generally, assesses the factors that will shape demand for the major metals over the longer term. TRENDS IN METAL CONSUMPTION The extent to which metal consumption has recaptured the brisk growth rates typical of the 1950s, 1960s, and early 1970s is shown in Figure 1. This figure traces the consumption of crude steel, primary aluminum, refined copper, refined lead, and refined zinc between 1960 and 1987 for the western world, consisting of the OECD countries (including the United States), and the developing countries. Consumption increased in 1987 for all five metals, and preliminary data for the first six months of 1988 suggest even more substantial increases, at least for the United States (U.S. Bureau of Mines, 1988). However, Figure 1 also shows that the recent increases in consumption are not untypical of similar surges during earlier periods of economic expansion and thus may reflect only cyclical or temporary factors. In short, the available data are unable to provide a clear indication of whether recent increases in metal consumption reflect the beginning of a new era of faster growth or simply a cyclical and temporary upturn associated with the expansionary phase of the business cycle. Consequently, to pursue this issue, we are forced to examine the underlying forces that will shape metal demand trends over the next decade. The approach we have taken involves two steps. The first examines the prospects for overall economic growth. The expectation is, the faster the economy expands, the faster the production of metal-containing goods grows.2

In South Carolina and Georgia an area about 20 miles wide situated near the inner margin of the Coastal Plain and extending from the vicinity of Columbia, S.C. southwestward about 180 miles to the vicinity of Macon, Georgia is the principal kaolin-producing area of the world. It is especially important as the world&apos;s major source of clay used for paper coating. Essentially all of the land known or likely to be productive of quality kaolin in this area is now owned or controlled by producing companies. The least-fully developed portion is that in the vicinity of Wrens, Georgia which has been explored and developed since 1961. For the two decades following the end of world war II, demand for kaolin increased at approximately twice the rate for other industrial minerals. From 1945 to 1965 production increased four-fold. Since 1965 the rate of increase has been less, but the outlook now is that production and demand will double at least once again before the year 2000. A substantial part of this increased demand has come, and will continue to come, from industrial development, especially in the paper industry, outside the United States. The general effect, in addition to a continuing increase in production in the U.S., will be to cause: 1. Intensive research for development of more effective and more economical methods of beneficiation; 2. Concerted research effort to find an economical way of modifying high-viscosity kaolin so that it can be used for paper coating; 3. More active exploration in the U.S. and overseas, especially for deposits to supply the foreign markets; 4. More intensive study of the geological factors responsible for the accumulation of commercial deposits of kaolin; 5. Some modest rise in price, relative to the cost of other industrial minerals. The effect on kaolin producing region of Georgia and South Carolina will be to cause: 1. Working of progressively lower-grade deposits; 2. An increase in the acceptable thickness of overburden; 3. Mining of deposits farther down-dip, the use of which is now inhibited by large volumes of groundwater; 4. Increased threat of invasion of the kaolin in industry&apos;s market by substitute materials; 5. A substantial increase in concern over environmental factors; 6. More attention to be paid to the large opportunity offered for mining of silica sand and other co-products.

Introduction Men like physical power because it gives control over nature and over other men. Physical power comes in two common forms: explosive and non-explosive. In both forms, the most powerful devices yet invented make use of nuclear energy: on the one hand, the hydrogen or fusion bomb, and, on the other hand, a nuclear power plant. For some nations, nuclear power offers a measure of independence not otherwise available in a time of diminishing and unevenly allocated fossil fuels. Consequently, it has great attraction. Unfortunately, the application of nuclear energy (especially fission energy) to either explosive or electrical power entails a singular risk, that of injury from ionizing radiation, both natural and induced; this risk is found in all stages of the nuclear-fuel cycle, from mining of fissionable materials to the disposal of wastes produced in the "burning" of nuclear fuels. The health costs of nuclear power were not fully assessed in the early stages of the development of nuclear technology and some of them were not properly guarded against, either in the USA, which led the world into the nuclear age, or in Canada, which followed an independent path. What I shall do in this paper is to sketch the history of nuclear regulation in our two countries, to point out what I consider similarities and differences, and to suggest that regulatory history, as perceived by a concerned public, has a great deal to do with what is possible today and probable tomorrow, in other words, with public acceptance or rejection of the nuclear option. The U.S. situation As we sow, so shall we reap. In the USA, further expansion of the nuclearpower industry has been almost stymied by government actions that reflect mounting public concern. There is no national storage facility for spent reactor fuel and it has been decided not to reprocess it; consequently, existing power plants are about to choke on their own wastes. Since the Three Mile Island accident, no new nuclear plants have received operating licenses, although several are ready to start up. The uncertainty of future government action has caused the abandonment of plans for a number of new nuclear plants. In addition, many research projects related to medicine and agriculture, which produce low-level radioactive wastes, are about to be shut down for lack of licensed disposal facilities. In the field of minerals processing the concentration of valuable minerals normally takes place in suspensions of ore particles in liquids. The fluid resistance offered by Newtonian liquids to the movement of free settling spheres for the limiting cases of creep flow and turbulent flow is well described by Stokes&apos; and Newton&apos;s Laws. However, these equations are not applicable to non-Newtonian fluids, since the relationship between applied shearing stress and resulting rate of shear is a non-linear function, and more than one viscosity parameter is necessary to describe their rheological properties. For this reason, the term "apparent viscosity," which has been commonly used to explain the flow resistance of the non-Newtonian systems including suspensions, may be misleading. A rigorous analysis of the mechanisms of momentum transport of solid-liquid systems is complex indeed. There are many variables that affect the properties of such systems, and precise limitations and assumptions are necessary in order to produce quantitative relationships for predicting their behavior. Very dilute suspensions of spherical particles in Newtonian liquids of identical density as the solids have been examined in the past (12); however, the study of suspensions in which there is a considerable difference in density, between the liquid and the suspended solids has been neglected.

Barrick Goldstrike Mines is improving the reliability of mining and processing equipment through the use of failure analysis and condition monitoring activities. Program results include an increase in equipment capacity and an overall reduction in operating costs. Identifying equipment failure modes and developing associated capital asset management practices can minimize failure consequences. Successful programs have included alterations to management practices, equipment modifications, and/or the implementation of condition monitoring programs. By controlling or minimizing the effects of incipient equipment failures, corrective actions can be taken earlier in the failure cycle. This results in an associated reduction to repair costs and equipment down time. Mining companies invest in their capital assets to provide the capacity necessary to meet operational needs. Over time, functional failures occur that reduce this productive capacity. Diagnostic technologies now exist that allow the condition of equipment to be monitored. Early response to this information minimizes the effects of functional failures and restores equipment re- liability. Reliability is a performance indicator of overall equipment condition. It is most often expressed in terms of mean time between failures. When the established objectives of a capital asset management program include the maximization of this failure interval, trailing indicators, such as availability and operating cost improve. The probability of equipment failure is influenced by engineering design and operating conditions. The performance level resulting from this operating environment is expressed as "inherent reliability." Without maintenance intervention, equipment will ultimately fail to perform its intended function and become less reliable. Therefore, maintenance must be managed as the supplier of reliable operational capacity. Maintenance can only supply equipment performance that approaches the level of inherent reliability. Actually achieving inherent reliability requires that all maintenance decisions are made at the economically optimal time. Enhancing performance levels beyond inherent reliability can only be achieved by altering operating conditions or practices or through physical equipment modifications. An evolution in maintenance management philosophy has been under way since the beginning of the industrial revolution. As equipment has become more sophisticated, so have maintenance practices. At the beginning of the industrial age, equipment tended to be over designed and slow moving. The first maintenance philosophy was one of reactive maintenance. Maintenance intervals were dictated by the operational status of the equipment. As a result, production interruptions were common and capacity needs were met through an investment in redundant capital assets.

"SummaryFor more than a century, ground freezing has been a construction technique used in stabilization of ground by means of lowering the temperature of surrounding soil strata. This technique is used in circumstances where conventional grouting method is unable to achieve the degree of consolidation required to prevent settlement and water ingress during the execution of underground excavation. Whilst ground freezing is effective in imparting self-supporting characteristics to the excavation profile, it poses significant challenges when it comes to the New Austrian Tunneling Method (NATM) where sprayed concrete is used to support the freshly excavated ground. Sprayed concrete, if used in an appropriate manner, provides a fast, efficient and structurally-reliable means of supporting the structure, especially in underground construction. The evolvement in sprayed concrete technology is attributed to the development of concrete know-how, improvement of spraying technique with the use of automation spraying equipment, more in-depth understanding of sprayed concrete behavior and enhancement of materials used in production of high quality sprayed concrete Not only has this markedly escalated the prominence of sprayed concrete on wider perspective,. the positive development has also pushed sprayed concrete beyond its boundaries, enabling it to be embarked on area of application not considered possible decades ago. Nevertheless, sprayed concrete, for all its placement versatility, still depends largely on the technicality provision very similar to concrete to achieve the required quality. Parameters such as raw material grading composition, curing temperature and cement quality are some of the factors that can easily sway the quality of concrete from one extreme to another. Conducive ambient temperature is critical in ensuring optimum hydration of concrete. This is more important in sprayed concrete where temperature plays a pivotal role in influencing the early strength and long term strength development. The low temperature imposed by ground freezing is everything but ideal for competent hydration to take place. This paper outlines how the innovative use of sprayed concrete helps to overcome the adverse ambient temperature in the construction of a 110m underground pedestrian walkway utilizing ground freezing technique in Hong Kong."

A panel discussion on carbon-in-pulp processing of gold and silver ores was one of the highlights of the 1981 AIME Annual Meeting in Chicago. The session generated considerable interest and discussion among panelists and the audience. For those unable to attend the panel, the program was recorded and the discussion appears in this two-part report. The panel was co-chaired by Robert S. Shoemaker, vice president of San Francisco Mining Associates, and Laurence D. Hartzog, principal engineer with Bechtel Civil and Minerals Inc., San Francisco, CA. Panel members included: George Potter, consultant, Tucson, AZ; Kenneth B. Hall, metallurgical superintendent, Homestake Mining Co., Lead, SD; and Donald M. Duncan, resident manager, Pinson Mining Co., Winnemucca, NV. There have been several types of carbon-in-pulp adsorption vessels in use, such as the Dorr-type agitator, the simple propeller agitated tank, the Pachuca tank, and, lately, the draft tube-type of agitated tank. Which one of these is best and why? Potter: On the selection of the most appropriate adsorption vessel, there is a considerable difference of opinion that stems largely from the fact that every ore is different. The mesh of grind, the pulp solids, and the apparent viscosity of the pulp as caused by its clay content and chemical conditions all differ. The traditional Dorr agitator with the slow speed center sweep and either peripheral or center column air lifts has worked quite well on the finer grinds of all minus 65 and probably 70-80% minus 200 mesh. Pachuca tanks have also been successful and they may be capable of handling a coarser feed than the traditional Dorr tank. One uranium mill, for example, handles minus 28 mesh sandstone ore in a Pachuca. The most recent development and one that commands consideration is the draft tube agitator in which there is a turbine which closely fits inside a draft tube. Velocity in the tube is carefully calculated to avoid undue shear and thus abrasion of the carbon. The objective in all cases, of course, is to mix the granular carbon, which is typically 6 x 16 mesh, very gently but thoroughly in a slurry with minimum carbon abrasion. I do not know that there is one outstanding choice just yet and I have been unable so far to get information on C-I-P service for ore grinds as coarse as 35 mesh. Duncan: The major advantage of draft tube-type is the ease of startup. At the Pinson plant we installed draft tube-type agitators but it is too early to quote experience with them. We also haven&apos;t operated long enough to determine just what our carbon loss is. The advantage, of course, in the draft tube design is that it requires only about one-third the horsepower input of a conventional agitator. If it has no other advantages, it has that. Hall: The type of vessel most suitable for C-I-P adsorption depends on the type of ore treated and the prevailing operating conditions. In most cases, a deep tank with turbine-type mechanical agitator and low speed tip velocities would be satisfactory. Turbine-type impellers give a positive type of agitation which assures optimum ion contact and reduces short circuiting. Thorough aeration is possible with an air sparge properly located. A mechanical agitator can easily be started up after an outage, but it is usually necessary to drain and wash out a Dorr rake-type or Pachuca before restarting. The turbine-type impeller requires more power, but maintenance costs are negligible if rubber covered impellers are used. Carbon losses are minimal. In smaller plants, Pachuca type agitators provide adequate aeration and agitation. Bob Polak, Occidental Minerals (from the floor): Mr. Hall, you favor the mechanical-type agitator with the preface that the proper design is critical. Could you elaborate on this for us? Hall: The most important thing is low tip speed to prevent carbon attrition. I think the impeller should be sized so that you get a good sweeping action toward the bottom of the tank, across its bottom, up the sides, and back to the center. The advantage of the draft tube is that you get a more positive agitation and you probably get improved aeration too. Polak: Do you know of anyone using an upflow mechanical agitator rather than a downflow unit? Hall: I think that Bob Wilson at Custom Equipment has designed one where he has located the sparge directly beneath the impeller. The air bubbles are broken up by the impeller as the slurry passes through it. The slurry flows upward, outward, down the sides, and, again, back to the center of the tank. I don&apos;t know that any tanks of this design are in commercial use. Hans Von Michaelis, Randol International (from the floor): A question to any of the panelists on flat bottom versus conical bottom Pachucas. Hall: I would say the conical bottom would be most suitable in most cases. Some plants have experienced problems with flat bottom Pachucas in that they have a tendency to sand in on the sides of the tank so only the center of the tank is active. Duncan: With our draft tube tank we placed an inverted cone in the center of the tank bottom and blanked off the bottom comer around the circumference of the tank to facilitate movement of the pulp. Other than that, as far as conical bottom tanks are concerned, I&apos;m generally opposed to them because of the cost and height differential. Larry Kramer, Kennecott Minerals Co. (from the floor): Mr. Duncan, you mentioned that the draft tube-type could be agitated with about one-third the horse-power applied to a conventional propellor agitated tank. I have trouble trying to pin down that kind of number. Could you give a bit of rationale as to why that mechanism has a lower horsepower requirement? Duncan: I think it has to do with the fact that below the propeller you have straightening vanes. The pulp, which is flowing vertically downward, is turned and flows upward again without any recirculation. You have an inherently less horse-power requirement in that type of tank. The one-third horsepower requirement is a number I obtained from Lightnin, which supplied us with details of the draft tube. There is probably much more recirculation with a conventional impeller type that is wasted motion. Potter: Last week I saw some agitators in South Africa with short draft tubes and actual turbine-type impellers. This plant was handling 200 kt of ore per month. The tanks were flat bottomed, and the agitation appeared to be quite satisfactory.
