Cable bolts are used as a means of rock support around underground excavations in many mines across Canada and around the world. A substantial body of research on cable bolting was conducted at a number of Canadian universities and mines from the mid-1980s through the 1990s. Since then, research into selected areas of cable bolting practice has continued in Canada. The research has focussed on cable bolt instrumentation and on the inclusion of cable bolts in empirical stope design techniques. A review of cable bolting practice is now warranted at many mines. It has been five years since the completion of the previous substantial body of Canadian academic research and the associated advancement in understanding of cable bolt design, implementation and verification practice. Attempts were made at that time to transfer the new design procedures and performance assessment technologies to mine-site personnel. In some cases, this was effective, and ground control personnel continue to improve on their cable bolting practice at each specific mine site. However, at other sites, experienced people have moved on, and the new, less experienced personnel do not have access to the training or technical resources required to improve their understanding of the subject. In other cases, the technology was not transferred effectively to practitioners, with the result that substantial improvements can be made to the cable bolting practice at those mines. Guidelines for auditing cable bolting practice are provided in this paper. The guidelines include a discussion of the objectives of the audit, suggestions for audit procedure and a summary of the possible outcomes of a cable bolt audit. The objectives of an audit might include assessing the reasons for unexpected cable bolt failures, evaluating the quality of the installation procedures, quantifying the efficiency of the cable bolt system and assessing training requirements and procedures. A cable bolt audit should include consideration of all aspects of the cable bolting cycle, including the design, implementation and verification phases of the operation. At the end of the audit, a ranking should be assigned to the components of the cycle. The ranking system can then be used to identify items that require immediate attention, others that could be improved and others that are adequate. Following completion of a cable bolt audit, increased confidence in the support system and its application is generally, found, along with the potential for cost savings in many cases.

On my arrival in New York after the Russian examinations John D. Ryan, president of Anaconda, asked me what my plans were. I told him I wanted to be useful somehow in the World War that we had entered while I was away, but I did not know how. Ryan and Thayer told me that the new American Air Corps was gathering a group of executives, most of them young, to go to France as Army officers to help with the industrial side of our aviation activities. This would include construction of military airports, maintenance, and supply for our rapidly growing Air Corps. They thought I might be accepted in this group of about 30. It seemed to be just what I wanted, and I put in my application at once. My application was accepted about three weeks later and I was told to come to Washington to take physical and other tests and to meet others of the group. I liked them. They were a cross section of competent American manufacturers, bankers, automobile executives, and merchants. I was the only miner. I had many discussions in the days in Washington with members of our organization and others I knew who were going into war service. Attitudes were very different from those 55 years later. There was no discussion as to whether war was right or wrong. We were in it and must do all we could to help. At the same time there was a holdover from the days when, at least for the elite, war was high adventure. Even the most high-minded did not then realize that war is a horrible form of wholesale murder and, in 1917, it would have been treason to suggest this. I had two weeks before our industrial group was to start work which gave me time for a hurried trip to Berkeley where Dorothy and I announced our engagement.

INTRODUCTION Today, flotation is clearly the dominant mineral concentration method. Since it is a relatively selective process, it is used for almost all sulfide minerals. A recent U. S. Bureau of Mines study indicated that approximately 225 million metric tons of sulfide ore was processed in 67 plants in the United States in 1980 (USBM Staff, 1981). There were over 100 plants processing copper ores in the world (Bassarear, 1985). Sulfide ores containing lead, zinc, copper, molybdenum, precious metals, cobalt, nickel, and iron are generally separated and concentrated by flotation. This chapter briefly reviews the plant practice related to the recovery of the above-mentioned sulfide minerals with emphasis on chemical reagents used for the production of marketable-grade products. PROCESSING OF SULFIDE ORES It is beyond the scope of this chapter to review the milling data for operating plants which have been extensively covered in literature (Tveter and McQuiston, 1962; Rausch and Mariacher, 1970; Weiss, 1985; Crozier, 1979). However, the following generalizations can be made regarding the processing of sulfide ores: 1. The primary grind is targeted to produce as coarse a product as necessary to provide an economic degree of liberation. 2. The concentration process, generally flotation, is designed to produce a concentrate consisting predominantly of valuable minerals and a middling fraction which may require further grinding to produce an optimum release of minerals. 3. The chemical reagent suite (collectors, frothers, etc.) for the separation of sulfide minerals from gangue minerals is generally complex. Total reagents used in the flotation process can be as high as six to eight, as is the case for lead and molybdenite separation from complex sulfide ores. 4. Chemical reagents are generally expensive because of the high selectivity for sulfide minerals. The process flowsheet is dependent on several factors, including ore grade and mineralogical composition. Generic process flowsheets for processing different sulfide ores have been developed for discussion in this chapter. However, there appears to be a consistent relationship between the reagent combination choice and the mineralogical composition of the ore (Tveter and McQuiston, 1962). These are covered in detail in the following sections. LEAD AND ZINC Galena (PbS) and sphalerite (ZnS), which commonly occur together, are the only minerals of lead and zinc, respectively, in most primary deposits. Feed ore grades are typically 1 to 5 percent Pb and 1 to 10 percent Zn. Very often economic quantities of copper and precious metals, silver and gold, also occur with these base metals.

Despite the apparently unflattering term filler, this group of industrial materials has become an essential component of many industrial products with varying degrees of sophistication. Mineral fillers are, by definition, inert materials included in a composition for some useful purpose. Included in this broad category are asbestos, barite, bentonite, natural calcium carbonates (limestone), clays, diatomite, feldspar, micas, silica, talc, and other industrial minerals. Also included in this category are synthetic mineral- derived materials such as aluminum hydrate, precipitated calcium carbonate, and pyrogenic and precipitated silicas and silicates. Mineral fillers are included in compounds to accomplish a variety of final results. Inclusion of fillers modifies physical characteristics such as hardness, brittleness, impact strength, compressive strength, surface texture, fire resistance, softening point, and electrical conductivity. Depending upon the performance characteristics of the particular filler used and the quantity of the usage (i.e., percentage added), these materials can enhance the physical and optical properties, price-performance, and appearance of the finished products. These enhancements in properties of the finished compounds are the result of properties of the fillers including chemical activity, purity, hardness, particle size, particle shape, particle size distribution, surface structure, color, density, and refractive index. This chapter will review the general usage of fillers, the rationale for their use, trends, and economic factors influencing those trends. Major using industries will be examined in detail with extensive discussion of major fillers used in those industries. The reader is referred to the appropriate commodity chapter for specific information on deposits and processing for industrial minerals. All of these same filler materials have additional significant uses based on their chemical composition or other characteristics. Cross-references for these will be found in other use chapters and summarized in commodity chapters. The chart in Table 1, updated from the 5th edition of Industrial Minerals and Rocks, illustrates the major mineral fillers (both natural and synthetic) and their more important end uses.

Stone is considered by many to be the premium material for beauty and durability in all kinds of construction. Its use dates to the dawn of civilization and only buildings made of stone have survived from ancient times. The use of stone relative to other materials declined from the beginning of the present century reaching a low point in the third quarter, but there has been a resurgence in the use of stone in construction during the past decade, due probably, to new techniques for producing stone, a greater recognition of its beauty and durability, and greater affluence among consumers. The aesthetic appeal of stone is attested to by the many attempts to simulate it in synthetic materials. Today, natural stone is considered by many to be the ultimate in aesthetic appeal, durability, and ease of maintenance. Consumption of dimension stone has increased dramatically during the past decade. The US Bureau of Mines reported that the total value of US consumption in 1978 was $1 13 million and that total imports were valued at $65 million in 1979 (Anon., 1980). In 1989 consumption of domestic dimension stone was valued at $208.3 million and imports at $525 million. This dramatic increase occurred after demand had decreased at an average rate of 2.5% in the two decades prior to 1978 (Anon., 1980). More than half of the imports come from Italy, but production of dimension stone has increased worldwide spectacularly. Meaningful statistics on dimension stone are hard to acquire. The finished piece of stone is a highly value-added product, but stone may be sold as rough blocks, sawed slabs, or finished product. The same piece of stone may therefore be sold and reported three or more times. Furthermore, although the quantity of stone is most commonly reported in tons, stone cladding is more often sold by the surface area and at the same price for different thicknesses. By any measure, however, the production and consumption of dimension stone has increased dramatically during the past decade. A significant indication of the resurgence of stone was the introduction of two new trade publications during the 1980s. Stone World (Tradelink Publishing Co., Inc., Oradell, NJ), introduced in 1984 is published monthly and Dimensional Stone (Dimensional Stone Institute, Inc., Woodland Hills, CA), introduced in 1985 is published monthly. Both magazines provide useful information on new technology, market trends, producing areas and companies, and other information not previously available.

Marble has been recognized as a valuable natural resource ever since ancient times. Due to its peculiar aesthetic and technical characteristics as well as the lithotype uniqueness, it has widely been appreciated over the past centuries. In present times its production and demand are enjoying an increasing trend, with comparatively high market prices. All this considered, marble can be included among these natural resources whose exploitation provided, and still provides, an important contribution to the growth of the economic system. Nevertheless, there is at least one more important reason that makes marble a valued resource. For ages, marble represented one of the most important raw materials for sculpture sand architectural masterpieces, which constitute part of the cultural heritage of mankind. With this in mind, the value of marble is strictly related to its extraordinary capability to preserve cultural heritage and therefore to convey civilization from past to future generations. In other words, the role of marble should be recognized as being of the utmost importance in order to attain an overall objective of ?cultural sustainability?, that is, the assurance of the inter-generational flow of the cultural heritage capital. To achieve this sustainability goal, the priorities should be to protect and preserve the world?s artistic and architectural historical heritage, which require restoration works. In this field, a very il task is entrusted to the extractive industry: this industry, in cooperation with historians, art experts and public authorities, is in charge of detecting and supplying historical stones for restoration purposes, taking into consideration that, in order to restore a monument in a correct way, the same lithotypes the monument was made from are needed. These marbles are often no longer in production, so that it becomes necessary to find the location of the original quarries, as only there is it possible to extract even the small quantities of stones that are needed. In this case, the stone, located in its geological context, could have such valued characteristics as to be considered an important public asset and consequently a resource to be preserved and protected even beyond the market conditions. This important task should be carried out by the public administration through a targeted intervention of territorial planning and monitoring, which could include the support for the specific extractive activity.

Phosphate produced fertilizers provide the phosphorous nutrients required by plant life to sustain significant growth, thus improving the production of food for the world's population. Phosphorous replenishment of soil currently can be obtained efficiently by no other means than by direct application of phosphate fertilizer to the soil. Phosphate products are also utilized in animal feeds, detergent, and various industrial processes. Thirty-three countries are presently mining phosphate rock for the production of fertilizers, and its process byproducts. The major phosphate rock producers are the United States, the former Soviet Union, Morocco, and China [(Table 1)]. Phosphate rock is generally defined as a rock material that contains phosphate minerals which are sufficient for commercial usage. Phosphate minerals are found in sedimentary igneous and metamorphic rocks. Economic resources of phosphates are primarily developed from sedimentary rock sources. The apatite mineral family comprises the majority of phosphate constituents from both sedimentary and igneous rocks. Igneous phosphate rocks are generally composed of fluroapatite whereas sedimentary rocks are generally composed of carbonate fluroapatite, or chlorapatite. Phosphate rock is mined by a multitude of processes, including surface and underground mining. The mined rock requires mechanical and chemical processing to liberate the phosphate for utilization as fertilizer. Approximately 85% of the world's phosphate production uses sulfuric acid, with the remaining processes utilizing nitric and phosphoric acids. Ammonia is also introduced in the manufacture of liquid fertilizer, ammonium phosphate and ammonium polyphosphate. GEOLOGY Mineralogy and Chemical Properties Phosphate most commonly is derived from the mineral apatite, which is chemically described as CA5(F,Cl,OH)(PO4)3. Apatite is also broken up into the composite apatite minerals which are fluroapatite Ca5F(PO4)3, chlorapatite Ca5Cl (PO4)3 and hydroxyl-apatite Ca5(OH)(PO4)3. Carbonate CO3 can substitute for PO, forming carbonate apatite, called francolite. The guano phosphate (bird excrement) mineralogy commonly occurs as brushite CaHP04.2H20, monetite CaHPO4, whitlockite Ca3(PO4), and dahlite Ca10(PO4)6(OH)2. Apatite minerals form from igneous sources where they are developed deep in the earth's crust; and the cooling processes are slow, producing long, hexagonal prismatic to tabular crystals. The termination of the crystal can be basal plans or pyramids. In some instances, the crystals are bipyramids. Faster cooling, or sedimentary derived apatites are more commonly cryptocrystalline. Collophane is a name given to cryptocrystalline apatite found in phosphate rock in fossil form. Apatite minerals are relatively soft and are used to describe the 5 hardness on the Mohs scale. Cleavage is poor and develops along the C(0001). The color of apatite minerals varies from colorless, to violet, and blue, but are predominantly green or brown; luster is vitreous to subresinous. Collophane's physical appearance is often opaline, dense, with colloform structure and sometimes concretionary, nodular or pulverulent. Phosphate Bearing Materials Origins Phosphate deposits of igneous and metamorphic origins have been well defined. Sedimentary origins have been defined, but with a greater degree of uncertainty. Research in the 1980s proved out some of these processes through studies of real time deposition in Chile, Peru, and Australia. Igneous intrusive alkali rock and associated contact metamorphic rocks, provide approximately 20% of the world's phosphate. Fluorine containing apatite minerals are the most common materials containing phosphorous. Fluorapatite occurs in most igneous rocks. Fluorapatite and fluorine hydroxylapatite, together with carbonate varieties of these, are important members of the group. Where an essentially pure chlorapatite, carbonate apatite, and hydroxylapatite are rare and restricted in occurrence, the fluorine containing types occur in most all igneous rocks as early formed accessory mineral, usually in microscopic crystals, and may occur as extremely large bodies as magmatic segregations from alkalic igneous rocks. Apatite is also found crystallized in pegmatitic faces of both acidic and basic types of igneous rocks. More specifically, apatite is associated with magnetite deposits, in hydrothermal veins, especially those formed at relatively high temperatures, and in veins of the Alpine type. Apatite is common in both regionally and contact metamorphosed rocks, especially in the crystalline limestones where it is associated with sphene, zircon, pyroxine amphibole, spinel vesuvianite, phlogopite, talc, chloride schists, and as a contact metamorphic mineral.

To help local governments plan for long-term supplies of sand and gravel for buildings and infrastructure, the Utah Geological Survey is assessing natural aggregate resources (mainly sand and gravel) in the St. George, Utah area. Whereas much of the aggregate in the study area is adequate for road-base construction, high-quality aggregate for Port- land cement concrete is limited due to geology, and also due to land administration and environmental issues. Virgin River alluvial gravels southwest of St. George are generally poor sources of aggregate because they contain clasts of soft sediments and soluble minerals derived from Mesozoic rocks. Elsewhere, widespread secondary calcium carbonate (caliche), as rinds and matrix in gravel, lower the quality of material. Young river-terrace deposits in Fort Pearce Wash, and along the Virgin River above St. George are the primary sources of sand and gravel for the area. Alluvial fans on the east side of the Beaver Dam Mountains, and on the west side of the Hurricane Cliffs are also sources of aggregate. Stream-channel deposits associated with "inverted valleys" north of the towns of St. George and Hurricane, Utah, and older pediment gravels on the west flank of the Beaver Dam Mountains may be future sources of high-quality aggregate. Accelerated urban development during the 1980s and early 1990s has caused St. George and other communities in Washington County to encroach upon sand and gravel pits originally located in rural, undeveloped areas. Urban residents often view nearby sand and gravel operations as undesirable neighbors and pressure elected officials to close the pits. Pit closures effectively eliminate the remaining reserve from the sand and gravel resource base of the area. More- over, resources may also be lost as new homes are built upon undeveloped sand and gravel deposits. The St. George area is particularly susceptible to loss of aggregate resources because high-quality natural aggregate for construction is already in short supply. Moreover, most of the land in the study area is administered by the U.S. Bureau of Land Management and subject to various land-use restrictions. Much of this public land cannot be developed for mineral materials, such as sand and gravel, because of federal regulations protecting rare plants and animals, archaeological sites, and important watershed areas. Of particular concern to resource development are areas designated as Areas of Critical Environmental Concern, Wilderness Areas, and Wilderness Study Areas. Protection for Endangered Species is a critical element in all planning efforts. Those species present in the St. George area or in areas near- by include: the desert tortoise, southwestern willow flycatcher, Virgin River chub, and dwarf bearclaw poppy. As the St. George area is depleted and/or deprived of sand and gravel resources through extraction and urbanization respectively, construction costs will rise unless conservation measures are instituted. To avoid the loss of aggregate resources, the UGS is pursuing a program of data gathering and field surveying of surficial deposits to determine tonnage and quality of the remaining sand and gravel resources. The resource information from this program will help land planners, developers, and government officials make informed decisions concerning urban development throughout the region.

In Roman and earlier civilizations the term cement was applied only to mixtures of lime, pozzolana, sand, water, etc., used as a mortar to bind larger stones. Today, portland cement, the subject of this section, can be briefly defined as follows: The product obtained by finely grinding clinker produced by calcining to incipient fusion (i.e., sintering) an intimate and properly proportioned mixture of argillaceous and calcareous materials. History The Egyptians were probably the first to join building stones with a mixture of sand and a cementitious material (i.e., having the property of or acting like cement). It is generally accepted that the cement used by the Egyptians on such structures as the Great Pyramid was calcined gypsum, Later the Greeks began to calcine limestone for use as a mortar with sand and water. Still later, broken brick and tile were added to the mortar to make the first concrete. The Greeks and Romans found that some sands produced mortars that were especially resistant to the action of water. Hydraulic (i.e., underwater-hardening) cements formed by combining slaked lime, water, and finely divided siliceous materials (e.g., pozzolana) possess superior strength and are capable of resisting the destructive action of water. They were used on the Pantheon, Colosseum, and other structures, some of which are still standing. In 1756 an English engineer, John Smeaton, found that an argillaceous limestone (i.e., containing an appreciable amount of clay as an impurity) produced a cement with greater resistance to the action of water. Despite Smeaton's findings, the use of the old mixture of lime and pozzolana long retained its popularity. Significant contributions in cement technology from England, Swe¬den, France, and Holland were made in the next 68 years. However, the invention of portland cement is generally credited to Joseph Aspdin, an Englishman, who in 1824 patented "portland cement." The name was selected because, on hardening, it resembled the natural building stone from the Isle of Portland, England. The patent features mixing ground limestone and argillaceous materials in appropriate proportions and calcining (i.e., expelling CO2 by roasting) the mixture. This superseded the existing practice of calcining naturally occurring argillaceous limestone. In about 1845 Isaac Johnson, also English, conducted experiments on proportioning the components and calcining them at higher tem¬peratures. His accomplishments are accepted as the beginning of the present-day portland cement industry. The U.S. cement industry originated with the demand for good hydraulic cement for building structures such as the Erie Canal, which was started in 1817. The first discovery of cement rock (i.e., naturally occurring argillaceous limestone with near-optimum ratios of calcium carbonate, alumina, and silica) near Fayetteville, N.Y., was made by C. White. In 1818, White secured a patent for the manufacture of natural cement from that deposit. Subsequently, several natural cement plants were built in 1830-1840 at Rosendale, N.Y., and in the Lehigh Valley of Pennsylvania. David Saylor, who participated in establishing a natural cement plant at Coplay, Pa., in 1850 discovered that a superior cement could be produced by calcining the rock at higher temperatures than hith¬erto. In 1871, Saylor obtained a patent and commenced the manufac¬ture of portland cement. By 1890, there were 17 portland cement plants in the United States with a combined annual output of 62,300 tons. At the end of 1970, the number of plants producing portland cement in the United States (including Puerto Rico) was 169, down from a maximum of 185 in 1967, with total annual shipments of 73.4 million tons valued at $1,298 million. (Fig. 1). In 1970, annual world production of hydraulic cement (which includes pozzolanic materials, hydraulic limes, natural cement, alumina cement, and portland cement, all of which are in current use in various parts of the world) reached 630 million tons (Table 1). Flowsheets of typical U.S. cement plants are shown in Chapter 13. Chemical Composition and Physical Properties It is generally accepted that portland cement clinker consists of a mixture of compounds or synthetic minerals. The four principal compounds are:

"With the background of water shortages and serious water pollution, issues of water involved in energy exploration and utilization have become critical problems affecting urban water usage. In order to identify the relationships of the energy-water nexus, this paper characterizes the energy-water nexus literature using a bibliometric method and based on the Chinese National Knowledge Infrastructure database platform. The results reveal that 1) Scientific outcomes in this field have increased sharply since 2003, with a slightly higher growth rate than that of general disciplines. 2) China Water Resources, Yangtze River and Express Water Resources & Hydropower Information are the dominant journals, and the main research fields include industrial economics, environmental science, and management, among other disciplines. 3) Hohai University, the Chinese Hydraulic Engineering Society, the Institute of Geographic Sciences and Natural Resources Research, and the Changjiang Water Resources Commission are the main research institutions in this field. However, the proportion of publications of these institutions is not high, which suggests that there is no institution dominating this field. 4) According to the keyword analysis, the hot spots in this field include ecological environment, sustainable development, environmental protection, climate change, etc. Energy-mining related keywords have increased over time, implying that the energy-water nexus from the perspective of the energy exploitation industry can become a key issue. At the same time, the frequency of keywords related to sustainable development has been maintained at a high level, and the studies concerned with the impacts of climate change were introduced into this field relatively late. The conclusion of this study provides a foundation for a comprehensive understanding of the current situation as well as for further research in the energy-water nexus field.Introduction As an important strategic resource for national economic and social sustainable development, water has been increasingly focused on by the Chinese Government. Over the next decade, the total water demand of China will continue to grow steadily, which lead to a significant trend of increasing water consumption in the future (Zhang 2013). To reasonably exploit, utilize, conserve and protect water resources, the Water Law of the People's Republic of China was enacted by the members of the 9th National People's Congress Standing Committee in 1988 and after multiple revisions, the latest of which, in September 1, 2016, has involved water infrastructures in the national economic and social development plans of the government at all levels and regulated the rationale for water engineering construction. Thus, in the context of serious water shortages and water pollution, China’s government has taken several measures to make rational use of water resources."

INTRODUCTION The process of mining removes valuable and eco¬nomically recoverable minerals from the earth. In the case of hard-rock mining, this process involves breaking and removing ore, while leaving the waste rock or host rock as intact as possible. Prior to mining, ground stresses exist in the ore and the host rock as a result of weight and tectonic forces; for the purposes of this chapter, the ore is considered to support the host rock on both the hanging and footwall sides. Two basic phenomena accompany mining. First, the hanging walls and footwalls tend to move together as the ore is removed. Second, high stress gradients de¬velop in the rock periphery of the opening; the magni¬tudes of the stress gradients vary widely, depending upon the local geometry and conditions. At various times, mining methods have used square¬set timbers, waste-rock backfill, alluvial sand fill, and tailings backfill materials, with or without cement, to replace the loss of support caused by the removal of the ore. Cut-and-fill mining has evolved to use hydraulically placed tailings for the backfill. In the stope, this fill provides massive support to the walls, thereby reducing stresses in the back. It also provides a floor from which men and machines can work to drill and blast, to haul ore, and to scale and bolt the back. In many cases, the addition of cement provides a competent free-standing wall when the fill is exposed during mining of adjacent stopes or during pillar recovery operations. In most cases, the use of fill does not eliminate standard tem¬porary or local roof control measures such as roof bolts and wire mesh. Fill Characteristics It is important that backfill used for ground support be of maximum stiffness in relation to wall closure. The stiffness of the fill is related to its placement bulk density or void ratio. In the case of cemented tailings, this is enhanced by the cement bonds. During stope closure, individual fill particles experience rotation and crushing at point contacts, but they are subject to little relative translation. The stiffness approaches infinity as the void ratio approaches zero, until the ground forces reach equilibrium, and closure stops. The gradation of particle sizes and minimal segregation resulting from good hy¬draulic placement both contribute to a high degree of early stiffness in the closure history of classified tailings backfill. This also implies that the fill should be resistant to creeping under high static loads. All mines experience shock loading situations such as blasting, and many mines experience rock bursts that can apply sudden and very high loads to the fill. Certain conditions of void ratio, particle size, and moisture con¬tent can result in mass fluidization of unconsolidated fill during such shock loading. Two key factors in avoid¬ing fluid behavior are the provision of a well-drained fill through desliming or classification and the achievement of a small degree of consolidation through the addition of cement in ratios as lean as 40 to 1 (2.4% cement). The acceptance of classified mill tailings as backfill material has been enhanced by its relative economy, including its source, preparation, delivery, and stope distribution. Transportation from the backfill prepara¬tion plant on the surface into the stope usually can be accomplished with low power consumption, with low labor costs, with few capital costs, and at high tonnage rates. An additional benefit is a reduction of the storage volume required for surface disposal of the tailings stream, with a resultant improvement in the environ¬ment. The costs of placing cemented tailings backfill generally range from $1.65 to $6.61/t ($1.50 to $6.00 per st) of fill depending upon the cement ratio used. Scope This chapter examines a major backfill program at a mine and mill complex where the backfill facilities are included as a part of the original planning. The backfill preparation plant is intended to make maximum use of remote controls and automation. The logistics asso¬ciated with material storage, handling, and metering in the plant are outlined. Important considerations in specifying equipment for typical service conditions are discussed. The fill delivery system is described, includ¬ing the boreholes, level lines, and stope distribution lines. Stope preparations for fill confinement and drain¬age are described, as are the techniques of placement and distribution. Methods of controlling and directing the flow of drainage water and slimes are presented, along with the facilities and equipment for clarification, pumping, and sludge removal. As shown in Fig. 1, the fill program encompasses most aspects of the mining and refining facilities, so the discussion is brief in each area. The preparation of backfill of a uniform and con¬trollable quality is presented here as a material handling problem. The balance of the presentation concentrates on the logic of the system, the costs where meaningful (in 1977 US $ unless otherwise specified), and some operating "tricks" that have contributed to system per¬formance and reliability. SURFACE PREPARATION PLANT A backfill preparation plant is required on the surface. This plant generates suitable fill material from the stream of mill tailings. Among the functions of the plant are: 1) Slimes are removed to improve the percolation characteristics of the fill; typically, particles finer than 325 mesh are removed from the tailings. 2) Tailings and sand storages are provided so that the steady stream of tailings produced by the mill can be accepted. Provision is made to accommodate the cyclic high-volume demand from the mine. 3) The plant stores the cement and contains meter¬ing and mixing facilities to provide fill of a controllable and uniform quality. 4) The hydraulic backfill delivery system is a part

The decade of the 1980's saw "advanced materials" become a key factor among the industrialized nations, with the United States, Japan, and the European Economic Community being the major competitors. All three have identified communications technology, advanced materials, and biotechnology as the keys to future industrial leadership and the closing decade of the 20th Century is expected to be an era of rapid development and restructuring. The progress of EC'92, the effort to develop uniform standards and remove trade barriers in Europe; the determination of Japan to commercialize advanced structural ceramics, alloys, composites, and superconductors; and the emergence of less developed countries as major supplies of commodity materials pose enormous challenges to the position of the United States as an industrial and financial leader. A consensus is developing that the industries that are first to commercialize the large array of new structural materials and electronic, optical, and magnetic materials and devices will be those who determine the structure of national and world economics. Many technical, economic, legal, political, social, and cultural factors are important determinants in the race to commercialize new materials. Millions of words have been written about these factors and their interdependence; yet the sheer complexity of the problems, the rate at which changes are taking place, and the economic risks involved are so great that government policy makers and industrial decision makers find adequate understanding to be very difficult. Of the many factors involved in advanced materials, the Bureau of Mines has the statutory responsibility to provide information on where materials can be found and how they are mined, extracted, purified, combined, and recycled. It is obvious that minerals availability is essential to implementation of any new technology just as there can be no commodity metals industry if the ores are not available. Because "minerals availability" for commercialization of advanced materials and devices is more complex than for commodity materials and a new mix of materials and processes is emerging, the Information and Analysis Directorate of the Bureau of Mines is redirecting resources to provide reliable information for policy and decision making. The Office of Advanced Materials Coordination (OAMC) was established as a staff operation in July 1987 to assist the efforts of the divisions and branches. The key issues and problems were defined and the role of the Bureau was outlined (Sorrell, 1987, 1988). In February 1990, the functions of OAMC were transferred to the new Branch of Advanced Materials, a line organization parallel with the Branches of Ferrous, Nonferrous, and Industrial Minerals, and was given the responsibility for developing new methods to acquire, analyze, and disseminate information about new materials. The purpose of this paper is to provide definitions, a summary of major issues and problems, an overview of minerals and processing availability problems, and a perspective of the ways in which the mining and materials industries can help to ensure domestic availability of raw and processed materials.

INTRODUCTION The impact of modern mining and ore processing on the environment is readily minimised. Our improving knowledge of how pollutants are released to and move through the environment has been accompanied by better expertise in controlling these emissions. For example, when the new mines and smelters were developed in the Viburnum Trend of Missouri a sulfur dioxide pollution problem was quickly recognized and soon controlled. (Wixson 1974) But older operations were not efficiently organized and, despite their smaller scale, they often caused major pollution problems. The British mining fields are among the world's oldest and during the heyday of their operation (approximately 1750-1900) they were worked with- out regard to their environmental impact. The Rivers Pollution Commissioners in the mid-nineteenth century were led to remark that ore dressing was carried on in a slovenly and wasteful manner and the complaints by farmers, that river borne mine wastes were poisoning both their crops and stock, were justified. (Frankland and Mortan, 1984). The Comissioners report led to the 1876 River Pollution Act of Parliament, the first modern environment protection legislation. The development of mining since the last century is characterized by improved regulation of the pollution potential of ore dressing, smelting and refining. The collective memory is unfortunately long and pessimistic. A serious problem arises when old mines are reopened especially if the mine has not been worked for several years since local action groups may soon blame the new owners for causing problems which, in reality, are longstanding and were caused by the use of earlier state of the art technology. It is therefore essential that during the early development stages prior to reopening that comprehensive studies be carried out to identify and quantify local contamination problems. These baseline studies should include surveys on the nature and composition of old tailings disposal areas and other wastes on the mine properties. The composition of air and water should be monitored. Soils are long term sinks for all heavy metals and particular attention should be paid to soils within any city areas near the mine since there are sources of heavy metals in urban areas which are not connected with mining and ore processing. This paper describes some of the results of such a study around a prospective cobalt mine in Southeastern Missouri. It is restricted to the soil survey of forest and agricultural land which took place in and around Fredericktown, Missouri. The city is located at approximately 37° 30' North and 90° 20' West and lies 143 kilometers south of St. Louis. There are several metal mines near Fredericktown, including Mine La Motte, which is the oldest and was first opened in 1720. [Figure 1] is a location map of the area. The survey described here was in connection to the reopening of the Madison Cobalt Mine which was first worked in 1947.

Spinel ferrites, like NiFe2-2x Znx Ti4 O4 Fe CO1.5 Ge0.5 Tix O4, Ga1-x Fex Ni CO O4, Nil-x Fex Mn2 O4 have been prepared using the respective metal oxides in Stoichiometric quantities, by the ceramic method. The oxides were homogenized in acetone medium, pelletifed by using poly vinyl acetate as the binder. They were fired at 1000°C for 100 hours for compound formation. Chalcogenide spinels such as Zn1-x Cux Cr2 Se4 where 0=x=l and Cu1-x Fex Cr2 Se4 where 0=x=0.3 have been prepared by using 99.99% pure elements and then fired at 1000°C in quartz ampoules under vacuum conditions. X-ray diffraction studies of these compounds indicated a single cubic spinel phase. DC resistivity studies of the compounds were taken between 300-700K using LCR bridge by two probe technique. Thermo-electric power measurements were taken between 300-500K for all the compounds. Initial susceptibility studies have been carried out using a low field (0.506) and from which the nature of magnetic dimains and Curie temperatures were determined. Magnetic hysteresis measurements were carried out at 300K and at 80K, using alternating current hysteresis loop tracer, at 2K02 field. Mossbauer spectral measurements were carried out using Co57 source embedded in a copper matrix and an absorber containing 0.3 mg/cm2 of the sample. The spectra has been fitted by Mossfit Program. The catalytic effect of the spinel ferrites NiFe2-2x Znx Tix O4 where 0=x=1 has been studied by using the model reaction of decomposition of H2O2 at temperatures from 40°C to 70°C. It was found that the spinel oxides were found to possess poor catalytic activity.

SPECIALTY CHEMICALS Specialty mining chemicals, like other specialty chemicals, share common business characteristics that transcend geographic boundaries. They are manufactured 1n a few selected areas, generally expensive relative to commodity chemicals, shipped and compete globally and usually require specialized knowledge for proper use. Specialty mining chemicals are relative newcomers to chemical markets. The vast majority of mining chemicals are derived from products that are less than two decades old. Traditional collectors and frothers have been available for a considerably longer time. The emphasis on adding value to existing products and byproducts Is responsible for several characteristic features of the mining chemicals business. Most raw materials for these chemicals are related to oil and gas byproducts, chemical refineries, pulp and paper mills and all chemical manufacturers. INTRODUCTION The maximum recovery of cleaned coal at the required quality is of major concern to plant operators. However, the quantity and quality of products of coal cleaning, predicted by theoretical calculation based on washability studies and determined in the operation of actual commercial cleaning plants, will be different for each coal. Therefore, during the last half century, coal preparation engineers have repeatedly sought methods for evaluating the technical and economical efficiency of separating coal in coal cleaning equipment and for predicting the quantity and quality of cleaned coal produced, as well as profit- ability for the entire plant. Many formulas have been proposed by investigators to evaluate the efficiency of various coal cleaning operations. Performance criteria in use today are capable of defining all of the important aspects of a given concentrating operation; however, each criterion has certain restrictions or limitations. It is important, therefore, to understand how such formulas can be used and the problems involved in their construction. Technical Measures of Equipment/Plant Performance Conventional measures for evaluating the performance of a preparation plant are generally the same as those used to evaluate equipment performance. Measures involving separation efficiencies are influenced by the following three broadly encompassing primary factors: (1) density composition of the feed coal, (2) design characteristics of the cleaning unit, and (3) relative density of the separation. Since separation efficiencies are dependent on factors involving the nature of the coal, they are termed dependent criteria and represent a very broad technical indicator of an individual process or plant performance. Performance measures known as independent criteria are influenced mainly by quantitative errors inherent in the design and operation of the processing equipment. Economic Measures of Plant Performance True assessment of coal cleaning methods require reference to economic measures such as profitability. During the years in which technical efficiency criteria for characterizing plant performance were being improved, coal preparation engineers were also seeking appropriate economic criteria to assess plant performance. Technical and economic effectiveness of plant performance are important parameters for coal preparation flowsheet design. Tripoli and the related mineral commodities such as micro- crystalline silica have been mined for more than 100 years for their abrasive properties. Although abrasive and buffing compound markets are still very important, within the last 15 years the filler and extender markets in paint, plastics, rubber, adhesives, and sealants have increased substantially. Tripoli or microcrystalline silica consists almost entirely of very small quartz crystals, many less than one micrometer in length. Material mined from different districts differs in crystal shape, grain size, and texture of the rock, all of which influence markets. Most US deposits are now mined by surface methods, and both air floated and micronized products are marketed. Deposits of tripoli now mined in the United States occur in chert-bearing Paleozoic limestone in the central part of the country with producing districts in southern Illinois, central Arkansas, and eastern Oklahoma. Although deposits within each district are confined to specific formations and extend laterally within those formations, individual bodies form minable deposits that are typically several hectares in areal extent. Tripoli is white to cream to rose and characterized by high porosity and ease of disaggregation. DEFINITIONS Tripoli In the United States, tripoli was first used to describe the fine-grained, easily disaggregated material from Seneca, MO, be- cause of its similarity to a rock from the Tripoli region of North Africa (Hovey, 1894). The North African rock is actually diatomaceous earth, a material that is similar in appearance to the rock from Seneca, but is of entirely different origin having formed by the accumulation of siliceous remains of microscopic marine or fresh- water animals. Tripoli is best defined as a very fine-grained, generally porous rock that consists of microcrystalline quartz, typically formed by the alteration of a chert-bearing limestone. Tripolite A term used to describe a rock from the vicinity of Tripoli in North Africa which is diatomaceous earth (Quirk and Bates, 1978) Microcrystalline Silica Microcrystalline silica is the same material as tripoli, but the distinction between the use of these two names is dictated largely by convention and markets. Material produced from southern I1linois deposits and used in white pigment and filler applications is generally referred to as microcrystalline silica, whereas that used in abrasive applications, both from the Illinois district and from other states, is commonly called tripoli. Amorphous Silica Amorphous silica, a term formerly used to describe the material produced from the deposits in southern Illinois, is now replaced by the term microcrystalline silica. Amorphous silica came into use when even optical methods for the identification of very fine- grained quartz were not widely available and the Illinois product, composed of quartz grains too small to be seen with the unaided eye, was thought to consist of amorphous silica. The Illinois material is clearly crystalline quartz, as shown by X-ray diffraction analysis and scanning electron microscopy (Fig. 1). Novaculite Although originally used to describe a rock suitable for the manufacture of whetstones, novaculite is now defined more generally " - as a homogeneous, mostly white or light colored rock, translucent on thin edges, with a waxy or dull luster, and almost entirely composed of microcrystalline quartz" (Steuart et al., 1983). The more compact rock mined in central Arkansas from the Arkansas Novaculite is referred to as novaculite, whereas the more porous rock is referred to as tripoli. Rottenstone The commodity rottenstone is sometimes included within the general mineral commodity category of tripoli. Rottenstone is mined in Northumberland County in eastern Pennsvlvania and formed by the weathering of a siliceous shale of Devonian age (Faill, 1979, Berkheiser, private communication, 1991). This material is used as a filler and extender, but is apparently unlike tripoli both in origin and physical properties. Spiculite Spiculite is a rock consisting of siliceous sponge spicules having formed by the removal by solution of the carbonate matrix of a spicule-bearing limestone. Spiculite has been mined in Texas and, because it resembles tripoli in several aspects, is included in the discussion of deposits.

Introduction 1300 BC, Egypt. Pharaoh, the god-king, owned all things. He was the only mine operator. As the provider of all things, Pharaoh had great expectations of his officials who gathered the wealth. Pharaoh's official, the mine foreman, was at a gold mine site to see that royal expectations were met. For the official, it could mean a promotion to the good life here and to the godly life hereafter. When he checked the haul for sufficient progress, a lot was at stake. The miner wore a loincloth, perhaps a headband and, if he was a prisoner, ankle manacles. Only an oil lamp helped illuminate the hot, dusty blackness. A fire at the base of the quartz ore face competed for scarce air. The ore so heated crumbled at the prompting of copper wedges. Confined to a crouch, the miner tossed chunks of ore onto a rope-mesh which, when loaded, was drawn up and lugged out. On the surface, the gold was ground to dust. Then it was transported by donkey caravan to the royal depot. There it was weighed, recorded, and distributed to workshops. Many minerals mined Egypt had gold mines to the south in Nubia and to the east in the desert and Sinai. Indeed, gold underwrote Egypt's prosperity. With a constant gold supply, fewer hungry hands robbed burial crypts and tombs. Gold was sacred, "the flesh of the gods." The shiny metal financed the army that policed the desert mining routes and guarded the gold caravans from Bedouin marauders. Gold theft was an offense to the gods. Anyone caught with gold `in his lunchpail,' so to speak, could say goodbye to life, both in this world and the next. In addition to gold, Egypt possessed other mined riches that allowed the Egyptian civilization to flourish. From Sinai and Nubia came copper. So abundant was the red metal that it enabled Egypt to become the supreme power, before the advent of iron. Also mined were amethyst, turquoise, feldspar, jasper, carnelian, and garnet. These were used for the rich inlay work that distinguished Egyptian jewelry and cloisonne. But Egypt's most endurable and awesome material was its stonework - for statues and obelisks and in temples, tombs, and pyramids. Stone quarrying was a vast enterprise. One expedition boasted nearly 10,000 men. These included 5000 laborer soldiers, 130 skilled quarrymen and stonecutters, and - egads! - even 20 scribes. In addition, there were thousands of officials, priests, and officers grooms. There were even fishermen, to provide the multitudes with the catch of the day. Mining methods detailed In 1300 BC, quarrying techniques had changed little since the age of the pyramids some 1300 years before. At that time, in 2600 BC, limestone was locally quarried and fashioned into the blocks of the pyramids. A basic limestone mining method was tunnel quarrying. A ramp was built up to the face of a cliff. A monkey stage was then erected on a ramp. While standing on the stage, quarrymen carved out a rectangular niche in the cliff. The niche was large enough for a quarryman to crawl into. With a wooden mallet, he hammered long copper chisels along the edges of the niche floor to free up the back and sides of the block. The quarryman climbed out of the niche and removed the stage. He then carved out a series of holes in the cliff face for what would be the bottom of the block. The quarryman pounded wooden wedges into the holes. He watered the wedges until they were soaked. The water-logged wedges expanded, splitting the stone along the line of holes. The freed-up block was then levered down from the cliff. On the ground, the blocks were placed on sledges. Men pulled these to nearby water transport. Without block and tackle pulleys, paved roads, and wheels, this was no mean feat. Each block weighed an average of 2.3 t (2.5 st). Whenever possible, the quarrying was done directly from the surface. "Sociotechnical systems are everywhere in the modern industrial world. Sociotechnical systems describe how humans interact with technology throughout a variety of processes. These systems are prevalent in modern industrial settings, such as operating mines. Safety and health management systems (SHMSs) are complex sociotechnical structures designed with the aim of managing and reducing occupational risk. U.S. mining companies are voluntarily adopting SHMSs to supplement regulatory safety compliance efforts. Like all complex sociotechnical systems there are a wide variety of approaches and adoption philosophies around a SHMS. Many SHMSs suffer from high levels of redundancies, which manifest themselves in diverse ways: duplicate processes, forms, permits, and tracking mechanisms. These redundancies have severe impacts on the overall system and absorb critical culture and leadership “energy”. A recent study initiated by the University of Utah and sponsored by the Alpha Foundation is investigating the effectiveness of SHMSs across 15 different U.S. mining sites. A large amount of data has been captured to help characterize elements of SHMSs and correlate their impacts on safety outcomes. Many variables were assessed in the study. Those of importance to this paper are the variables describing the robustness of the sociotechnical aspects of the SHMS. Two such variables are the overall integration of the SHMS within the whole system and how data is managed. Data management in this context deals with the approach to capturing, analyzing, and acting on data within the system. As well, systems are integrated around controlled, data-sharing mechanisms. It has been found that wide variety of approaches has been taken to integrate the SHMS within the governing management philosophy at a given site. A series of case studies is presented that develop some specific best practices for proper data management and integration of SHMSs.Introduction and Project Background Managing occupational health and safety can be done in many different ways, and with many different approaches, but is often based on the host country’s regulatory and industrial culture. However, many companies have extended their effort beyond the regulatory requirements of their host nation and have implemented Safety and Health Management Systems. The goal of these efforts is to reduce and eliminate occupational risk. Many health and safety practitioners have a hard time justifying various elements of health and safety management. There is a lack of institutional knowledge that measures and assesses the effectiveness of these Safety and Health Management System (SHMS) elements. To better understand the effectiveness of SHMSs the Alpha Foundation has funded a research project with the University of Utah. The title of the project is “Characterization and Effectiveness of Safety and Health Management Systems in the U.S. Mining Industry.” The research team will assess the SHMSs of 15 United States mine sites. The outcome of the project will be a method to characterize the strength of the SHMS elements, assess a culture and leadership index, and finally establish correlations between elemental risk and safety outcomes. The study is currently in progress. However, many important outcomes have already been observed, particularly on the data management practices within an SHMS."

GENERAL INTRODUCTION Sample collection, preparation and analysis are all steps in a single process designed to provide information about a much larger amount of material than the sample itself. For example, information about the ash content of a unit train load of coal may be derived from a single, relatively small sample of perhaps a few hundred pounds (liters) extracted from the entire shipment. These three steps can be thought of as links in a chain, allowing the simple analogy that the strength of the chain, or, in other words, the value of the information is only as strong as the weakest link. Sample collection, discussed in Part 1 of this chapter, is critical because analytical procedures can do no more than reveal the characteristics of the sample presented to the laboratory. If that sample does not properly represent the population to be characterized, neither will the analysis of that sample. Sample preparation is also a critical part of the chain. Any change in the nature of a sample between the time it is collected and the time it is analyzed will appear to reflect the nature of the population. For example, sample preparation procedures that allow air to partially dry the coal sample before reaching the laboratory will cause the sample analysis to indicate a lower moisture content than the sample originally had. Other changes can be more subtle. Second only to moisture loss, oxidation reactions generally cause the greatest problems. Oxidation of a coal sample can alter surface properties, changing flotation response. In extreme cases, combustion parameters, such as caking or agglomerating properties or mineral composition, such as pyrite content, can change. Water samples can also be altered by oxidation. For example, ferrous iron can oxidize to ferric iron, possibly changing water quality parameters such as pH. Sample analysis, the subject of Part 2 of this chapter, is the final link in the chain. Obviously, no laboratory procedure can correct for problems created by improper sample collection and preparation. At the same time, poor analytical techniques will create incorrect information about the total amount of coal from which the sample was extracted (the population) in the same manner as improper sample collection and preparation. The key to gaining correct information about the population is to view these three steps as parts of a single process. Following proper techniques through only one or two steps of the process will not produce accurate information.
