Let's review the economic factors in mill design. Talking about engineering economics in mill design reminds me of an old' saying "There are several ways to handle women but nobody knows what they are." I'm sure that the same economic factors do not apply to each of our mill designs, but for the sake of emphasis, it is well to review a few of them. They are so simple that we are apt to feel they are not important. Other speakers today are talking about the engineering factors of mill design, but I'm asking the question "Have we checked the economic factors involved in these designs? Have we checked the obvious? Many great discoveries have resulted from analysis of the things that appeared to be obvious all the time. What are some of these economic factors? Perhaps the most basic one is simply the value of minerals in place if minerals have value in the ground, they have value only because many important and different considerations add up to the probability that the minerals can be mined, beneficiated and disposed of profitably. The size formation and quality of the ore body, the distance from market, and the transportation available to the market area, depreciation rates, taxes, and the ownership interests involved are but some of the factors that must dovetail into the answer of profit, an answer prerequisite to hoped-for financing.

Anaconda exploration in the Rico mining, district from 1978 through early 1983 resulted in discovery and partial definition of the Silver Creek molybdenum deposit. Approximately 44 million tons of 0.31% Mo are drill-indicated, and projections suggest that the deposit exceeds 200 million tons. No source intrusion has been intersected by drilling, but its composition is suggested by silicic alkali-alaskite porphyry dikes of intramineral age observed at the surface and in drill holes. Age data and fluid inclusion studies indicate that the deposit was formed 5.2 ±2 m.y. ago and that more than 1,200 meters of cover has since been removed by erosion. Both emplacement of the hypothesized source intrusion, and the geometry of the molybdenum deposit, were influenced by three major intersecting faults. The most significant of these, the Last Chance fault, juxtaposes Precambrian quartzite and greenstone against Pennsylvanian clastic and calcareous sediments within the mineralized zone. Wallrock alteration associated with the deposit is characterized by potassic, phyllic, and propylitic zones in non-calcareous rocks, and garnet and anhydrite-diopside zones in the carbonates. All +0.2% Mo mineralization is within the potassic and garnet zones. Pre-mineral faults that intersect the deposit contain the only surficial molybdenum, tungsten, and fluorine anomalies. Pervasive dispersion haloes of the indicator elements were intersected at depth by drilling in the discovery phase of exploration, and are particularly well-developed in the hanging wall of the Last Chance fault.

The essential foundation upon which to build an effective marketing program in industrial minerals is the ability to produce competitively mineral products meeting precise customer specifications and to ship them promptly and on schedule. Without this prerequisite, all the other factors in a second marketing program-creative sales management, energetic solicitation, advertising, technical service, new products, etc.are without meaning. The primary image to be created in the mind of customers is that of the reliable and prompt supplier of mineral products at competitive prices and of standard, uniform quality. With this favorable image implanted, it becomes possible to integrate the other essential factors into a strong marketing program; and without this image, little can be accomplished. After having .made provision for the basic product ion position outlined, there are then two fundamental considerations in the design of a successful marketing program for industrial minerals. The first of these is that the number of potential customers for the typical industrial mineral product is, relatively small, and indeed compared to the number of customers for consumer products, the number is actually minute. The second consideration is that the customers for industrial minerals are manufacturers and producers rather than consumers. These two factors lead to a necessity that the marketing program be specifically and uniquely tailored to fit the individual mineral product to be sold and to conform to an existing pattern of distribution.

This presentation will describe the process by which the Quebrada Blanca (QB) copper project in northern Chile was financed. It will also show how a relatively junior mining company addressed the problems created by its inability to provide its share of the equity funding and the guarantees required by the project lenders. QB is located in the semi-arid Andean highlands of northern Chile, 170 kilometres southeast of the port of Iquique and 30 kilometres west of the border with Bolivia, at an altitude of about 4,300 metres (14,000 feet). Figure 1 depicts the project's location. The QB orebody is a secondarily enriched porphyry copper deposit containing reserves of 85 million metric tons grading 1.3 percent copper. Underlying the enriched zone is a significant primary ore zone containing several hundred million metric tons grading about 0.5 percent copper. In the late seventies and early eighties Falconbridge and its affiliates spent $20-30 million dollars exploring the deposit and conducting feasibility studies. For a variety of reasons they decided not to develop the property which was returned to its owners, Empresa Nacional de Mineria (ENAMI), which is a Chilean state mining corporation. In 1988 ENAMI announced its intention to privatize the property through a public bidding procedure.

Economic concentrations of potassium are essentially limited to thick, stratigraphic sections of marine evaporites. These deposits were precipitated through the evaporation of sea water in restricted epicontinental seas or in grabens related to continental margin rift systems. Following deposition the deposits were subjected to diagenesis and varying degrees of metasomatism and structural deformation. The origin and characteristics of potash deposits are easier to study and interpret than those of most ore deposits because the phase chemistry of the salt systems is known and the approximate composition of the ore-forming fluid (sea water) can be inferred with confidence. It is particularly helpful that the temperature and pressure of deposition approximated that of present earth surface conditions and the pertinent mineral assemblages can readily be duplicated in the laboratory. The study of these comparatively simple salt deposits provides examples of the practical advantages of understanding the genesis of an ore deposit. These observations, in turn, illustrate the importance of pursuing research on the more complicated magmatic, hydrothermal, and ground-water systems as a means to the more successful exploration for and exploitation of the deposits they have produced. It is the purpose of this paper, therefore, to discuss certain aspects of salt deposit geology as they contribute to exploration and mining through some understanding of ore formation. References to field examples and chemical relations in the salt systems are brief. All examples are more fully discussed, however, in the references cited.

Minerals for electronic and optical uses divide easily into two sections: 1) quartz and 2) minerals other than quartz. QUARTZ The properties of quartz crystal that make it useful for radio communications were discovered in 1918. Since that time, an in¬dustry for the mining and processing of natural quartz crystal has grown, matured, and been almost entirely replaced by new tech¬nology. The new technology still involves quartz crystal, but ma¬terial that is grown rather than mined. An economic summary of the commercial growing of quartz crystals has a place in a handbook directed to the mineral engi¬neering industry because quartz crystals have long been an impor¬tant commercial mineral, and the raw material for cultured quartz - ¬that is to say, quartz crystals grown through the ingenuity of man - is still natural quartz. Nearly all the natural crystals that have been used for elec¬tronics and optics came from Brazil. The larger pieces which met rigorous standards of quality were used for electronic and, to a lesser extent, optical components. Smaller pieces and fragments were used for vitreous silica. The need for high quality material in quantity led to US government sponsored research and exploration programs in the 1940s. No deposits meeting the very rigid requirements for electronic-grade quartz were found, but other projects resulted in the development of a process for the factory growth of beautiful crystals of prescribed shape, size, and quality. Domestic deposits of appropriate quality were identified to use as raw materials for the quartz culturing process. The development of the cultured quartz crystal illustrates the success that technology can have in adapting a product of the mine to increasingly sophisticated uses. A remarkable achievement per¬haps, but foreshadowed by experiments by Giorgio Spezia (1908), an Italian geologist studying the relative effects of temperature and alkaline environment on the solubility of quartz. Modem radio equipment is most often controlled as to fre¬quency by the presence in the circuit of a separately added crystal¬ - the 1918 discovery responsible for the existence and growth of the quartz industry. The crystal is quartz, but this component is a carefully oriented and prepared slice from a crystal, but not a crystal as recognized by a rock hound or seen in a museum. How quartz operates to control frequencies is not a proper subject for a handbook on industrial minerals, and references should be consulted (Cady, 1964, Mason, 1964). Quartz belongs to a class of materials called dielectrics: those that do not conduct an electric current but permit electric fields to exist and act across them. Quartz shows the piezoelectric effect, which means that when a quartz plate is mechanically deformed against its natural stiffness, one of its surfaces becomes negatively charged, the other positively charged. When the plate is released quickly from the stress, the charges disappear as the plate regains its original shape, but because of mechanical momentum the plate deforms in the opposite direction (to a lesser amount) and the surfaces correspondingly become charged in the opposite direction. By thinly coating the two surfaces with metal and attaching flexible wires, these charges can be brought into an electronic circuit. If the surfaces are suddenly electrically charged by movement of current through the wires, the converse piezoelectric effect occurs and the plate deforms. Carry the thought further and it is realized that an alternating current flowing through the wires responds to the mechanical oscillation. By controlling the thickness of the plate, its mechanical vibration frequency can be varied through a wide range. One type of quartz plate, the AT-cut, has a precisely defined orientation with respect to the crystallographic axes of the crystal and vibrates on a microscopic scale much as a book would deform when placed flat on a table and the top cover moved parallel back and forth with the hand. At least 17 other orientations have been studied, some of which have preferred uses in various applications (Cady, 1964). The quartz crystal industry is composed of three main segments (excluding fused quartz and quartz used for optical purposes): 1. Natural electronic-grade quartz crystals. Mined quartz suitable for fabrication into piezoelectric units. Zlobik (1981a) esti¬mated the waste to ore ratio at 1:1000 to 1000 000, depending upon the deposit. 2. Lasca. Mined quartz usable as feedstock in the production of cultured quartz. Approximately 0.63 kg of lasca are required to produce 0.45 kg of cultured quartz. 3. Cultured quartz. Cultured quartz is produced from lasca feed¬stock in a process of crystal growth in an autoclave under conditions of heat, pressure, and time. It is estimated that 0.45 kg of cultured quartz is equivalent to 1.4 to 4.5 kg of natural quartz crystal in yield of commercial quartz suitable for slicing into piezoelectric units. "Freeport-McMoRan’s Sierrita operations refines molybdenum disulfide in a ferric chloride leach to remove impurities. To understand bottlenecks in the leach process and the true capacity of the leach system, a cross-functional team was established to look at theoretical models, kinetics of the leaching process, equipment limitations and operational strategies. A series of in-plant tests were run which resulted in a road map for improved throughput. INTRODUCTION Molybdenum, a vital component in the steel industry, is often found in nature as molybdenum disulfide (MoS2). Molybdenum disulfide deposits can exist as standalone components in an ore body, or can also be found within copper porphyry nodes. Processing for these copper/molybdenum porphyry ore bodies involves a first stage of flotation to produce a bulk concentrate before separation of the copper and molybdenum concentrates in a second stage of flotation. In this second stage of flotation, a reagent is added to suppress the copper particles, while allowing the molybdenum disulfide particles to remain hydrophobic and continue to float. This separation is very good at keeping the molybdenum out of the copper concentrate; however a portion of the copper continues to float through the circuit. As a result, there is typically some amount of copper in the final molybdenum concentrate. This copper must be removed in order for the molybdenum disulfide product to meet product quality specifications. Once the raw molybdenum disulfide product has been made, a separate process must be applied to remove any copper, lead, or other impurities remaining in the concentrate. This process usually involves the selective leaching of impurities out of the bulk solid. Gupta mentions three specific types of leaching agents, sodium cyanide, ferric chloride, and hydrochloric acid for the removal of sulfide impurities. Sodium cyanide is useful for the removal of copper compounds such as bornite, covellite, and chalcocite.1 Sodium cyanide solution dissolves these copper compounds, and the remaining molybdenum solids are filtered to produce a pure molybdenum concentrate. Ferric chloride works similar to that of sodium cyanide, but is particularly efficient in removing chalcopyrite and galena compounds. These compounds are easily chlorinated at elevated temperatures, producing copper chloride and lead chloride, through the reactions presented below:"

Two hours driving time west of Denver, CO and 21 km (13 miles) north of Leadville, Bartlett Mountain rises 4,065 m (13,337 ft) high in central Colorado's Tenmile Range. Bartlett Mountain is one of Colorado's most recognizable peaks, especially when the late afternoon sun casts a surreal, reddish light across its most prominent feature - the Glory Hole. This is a gaping, half-mile-wide, 245-m- (800-ft-) deep crater. Created by subsidence from 60 years of massive underground mining, the Glory Hole is a monument to the Climax Mine, one of the great achievements in American mining and metallurgy. For most of this century, the name Climax has been synonymous with brilliant mining engineering, innovative metallurgical research and entrepreneurial promotion of a once-obscure metal - molybdenum. Climax overcame an array of economic, technological and social problems to become a model for underground development of massive deposits of low-grade ores. It is one of the few mines in the world where cumulative production is measured in the billions of dollars. The Climax mineralization was emplaced 30 million years ago. Magmatic intrusions formed a large, mineralized stockwork within the granite country rock of Bartlett Mountain. Associated hydrothermal events forced superheated metal- and quartz-rich solutions through fracture zones, silicifying the country rock and depositing huge amounts of molybdenite, or molybdenum disulfide. The mineralized rock, a light gray, finely crystalline, silicified granite, is laced throughout with blue-gray quartz veinlets containing molybdenite. Although the richest ores graded only about 1% molybdenite, the Bartlett Mountain deposit contained more than 2.7 Mt (3 million st) of elemental mo- lybdenum.

As orebodies being mined globally are of ever-decreasing grades, the focus on the concentration process has moved increasingly to the challenges faced in management of the gangue minerals. This is especially so in the flotation of platinum group minerals (PGMs), where head grades are typically in the region of 4–7 g/t. Hence, in PGM operations, a typical recovery of about 80 percent requires depressing about 85 percent of the gangue minerals. In a flotation cell the main control parameters are reagent type and dosage, froth depth and air addition rate. This paper reviews research projects carried out over an extended period aimed at optimizing the depression of gangue minerals: both those that are naturally floatable and those, such as chromite, that are entrained.  This has involved comparing the two major depressants used in the industry — guar and carboxymethylcellulose (CMC) — in the depression of the relevant gangue minerals, as well as investigating their consequent effect on the behavior of the froth phase. Because most PGM flotation plants treat the ore as if all the PGMs are associated with sulfides, copper sulfate is widely used as an activator, but this can also lead to inadvertent activation of gangue minerals. Finally, chromite levels must be kept below 3–5 percent to avoid any negative effects on smelter performance, and thus it is important to reduce chromite recovery which mainly occurs due to entrainment through, for example, froth depth control.

To evaluate the influence of uniformly tensioned roof bolts on roof stability, mechanically anchored roof bolts were installed using the conventional bolter and a specially developed thrust and torque controlled retrofitable box mounted on a bolting machine. Thirteen thousand bolts were installed over 19 crosscuts in a 4 heading development in an operating coal mine. Geological , bolt and mine parameters were recorded at bolt installation, and bolt tension histories, roof sag and other changes evident in the rooms, crosscuts and intersections were recorded over a 2 month period. In all, 24 variables and 11 responses were quantified at 67 bolt clusters. These data were analyzed statistically to determine the significant variables influencing roof stability. As the mine development was safe and stable during the monitoring period, roof sag after two months was used as an index to quantify "stability." The variables of significance were shown to be coefficient of variation of bolt tension, bolt anchorage capacity, roof lithology, roof shape, standard deviation of bolt tension, and dip of roof lithologies. It was concluded that of the variables with which the mine operator has control, bolt tension uniformity was the most significant parameter at this mine. Other variables, such as intersection type and time between mining and bolting , were not significant, whereas, some other potentially significant variables such as horizontal stress or roof joint frequency did not vary sufficiently for their influence on stability to be evaluated.

An expert process operation advisor system can increase plant efficiency, even in a complex, natural environment where not all elements of the production process can be measured directly. This system, develaped and tested in a Frasch process sulphur mine, monitors key process variables with extended qualitative pattern processing and provides on-line advise to the operators of sulphur production wells. An expert system framework captured common sense rules generated from years of experience obtained in the operation of a sulphur well monitoring system. The existent operating procedures were enhanced by process analysis using a qualitative modeling approach which provided extended rules for on-line classification of a well operational status and an expert alarm system. The methodology for development and implementation of the process advisor is presented in this report. Qualitative process modeling, statistical process control and heuristics were incorpomted into the process advisor resulting in a more efficient use of heat, an extended well operational life and the resulting cost savings. The computer process advisor also allowed the operator to concentrate his attention on the weak wells or wells in trouble. A process management system improved plant operation by automatically storing well data into a commercial database for operator validation. The enhanced relational data base system provided valuable and timely information for planning and decision making. The synergistic combination of on-line process analysis tools, expert control systems and database technology is shown to facilitate the flow of materials, energy and infomation in a modern plant.

All technologies move through a cycle from infancy to maturity. Thickened tailings have moved into the young adulthood phase of its development. Many mining companies like the idea of reducing their water-taking and water disposal issues. This limits the risks associated with traditional surface water-covered tailings facilities and the reduced dilution possible through underground disposal of thickened or paste tailings. Just as home theater systems advertised as ?plug and play? are rarely quite that straightforward, implementing and improving a thickened-tailings system has its challenges. However, the technology has also developed in recent years so it is more accessible. Some success factors have emerged because of the new technologies. Is thickened tailings the right solution? The first step in success with thickened tailings should be whether it is, in fact, the right solution for a particular mine. And, if so, what type of thickening is best. The answer depends on several factors, including: ? Grain size: The grain size that is optimal for maximizing mill recovery is some-times not suitable for thickening. Other mineralogical factors, such as mica content, may also influence whether the tailings are suitable. ? Water issues: Available water does not always have the purity necessary for the process. Another issue to consider is that if water is in short supply, as is increasingly often the case, thickening may be a way to reduce the need to both take and dispose of water.

The MSHA prescribed method for the determination of quartz in airborne respirable-dust samples from underground coal mines is the P-7 method, a combination of low-temperature, radio-frequency ashing (LTA) and infrared analysis (IR). There is no prescribed procedure for quartz analysis in bulk samples of coal and host rock. Dispersive infrared (IR), Fourier-transform infrared (FTIR) and X-ray diffraction (XRD) methods are most commonly used for the analysis of quartz in powders. Several aspects of the experimental procedures, such as the preparation of the analysis sample from bulk samples, ashing techniques, scanning procedures, peak measurement location, calibration techniques, sample amounts, size consist and data interpretation, affect the results from each of the methods differently. Significant differences in analytical results obtained from X-ray diffraction (XRD) and infrared spectroscopy (IR) on the same samples are reported. All studies point to the need for reliable quartz analysis methods. In a recent research program, a procedure for preparing bulk-coal and host-rock samples for quantitative quartz analysis was developed. Further, the results from X-ray diffractometry and infrared spectroscopy for quartz content on identical samples were compared. Calibrations with pure and mixed standards were used to assess the influence of particle-size distribution, matrix and calibration on the analytical results. In this paper, several issues concerning the measurement of quartz in the samples of coal, host-rock and airborne respirable dust from mines are outlined and quantified.

This paper outlines the chance constrained binary integer program developed by the author in his doctoral dissertation at Columbia University, New York, 1973. The optimum planning of a mining program involves the determination of a production schedule which maximizes the net present value of the mining property. The actual mining process has an inherent stochastic and discrete nature. In particular, the demand for the mined product and the grade of the mineralized material in the ore are the two most important stochastic mining variables. The decision to mine or not to mine any block of a mining property is a binary integer variable. This paper outlines the formulation of pit production scheduling problem as a chance constrained binary integer program. The deterministic equivalents of these chance constraints are nonlinear in binary variables which have subsequently been linearized. The planned objective is to meet with a stipulated high degree of reliability, all the random demands as they materialize with a random supply of the commodity being marketed as determined by the eventuating random grade values of the exposed ore blocks and the mining system's production constraints such that the discounted total production costs over the entire planning horizon are minimized or the profits maximized. The emerging surface of the mine in each scheduling period is determined by the values taken by the binary decision variable associated with each block of material in each scheduling period.

Many systems which are modelled mathematically result in a model where the relationships between some or all of the parameters are found to be non-linear. These systems are usually complicated further by a desire to make the system achieve multiple and often conflicting objectives or goals simultaneously. Rozwadowski (1970) developed a model to describe the total discounted net profit of a mine as a function of the amount of ore developed and of the grade of the amount of ore mined. Dynamic programming was used to determine the policy which gave the maximum net present value. In this paper it is shown that the relationships between the variables can be approximated by piecewise linear functions. This is amenable to solution by an algorithm based on the simplex algorithm of linear programming. The goals of maximizing the net present value, the total net profit and the total gold output are incorporated simultaneously into a goal programming formulation of the system. The resulting model is characterized by a large number of disconnected constraints. These are decomposed into several smaller problems and the problem solved. The solution is examined to discover the sensitivity of the system to changes in certain parameters. In particular the interaction between the three goals is analysed to determine whether there is conflict between any of the goals and, if so, what the trade-offs between the conflicting goals are.

L. Cope Welcome. I am pleased to see so many people interested enough to stay until this last session of the last afternoon of the convention. Of the people on the panel here, everyone has done everything in placer mining, but we have tried to sectionalize it with each one of us taking a particular portion. Any one of us could probably answer any question. I am very pleased to see some well experienced people in the audience. To start the discussion, Joe, can you give us a brief comparison of pit and drill sampling? J. Wojcik They both have their place. If you expect your deposit is something that is going to have widespread fairly uniform grades, then the pits may be the way to go. If you are going to have something you have to trace for several miles down the river valley, you can't do it with pits and do a proper sampling job. C. McLain Joe, the end result of all of this is to go ahead and mine it if it is a deposit. Do you try to relate your drilling results to something in mining itself against the recovery, because the drilling in different types of ground will give you different kinds of recoveries, and mining in the end is what you are going to do? Do you try to relate this to your mining method?

Intensive hydrologic monitoring of the Powder river basin has been on-going since the early 1970's. Data were used in environ- mental assessments and for determination of hydrologic consequences associated with coal mining activities. For most coal mine operators, data collection has continued in this baseline mode with little or no statistical analysis of the data and with no statistical procedure established to detect changes in groundwater quality. For the past four years Powder River Coal Company has studied several statistical techniques to analyze groundwater quality. Three objectives were pursued: 1) to determine the baseline water quality for key aquifers; 2) to determine which wells could be deleted from the monitoring program without reducing monitoring effectiveness; and 3) to define a statistical test to determine water quality changes. Knowledge of the regional geo-hydrologic system was combined with an analysis of the water quality monitoring in order to identify homogeneous aquifer zones. All wells within an aquifer zone were treated as one population, and a t-test was used to determine the minimum number of samples needed to define the water quality for each aquifer zone. Results indicate that the data for each aquifer zone were nor- mally distributed and that groundwater quality could be defined using a fairly small number of samples. Because of the minimum sample size test, groundwater quality sampling was reduced by between 75 and 85 percent.

In 1981 a Zn-Ag-Pb deposit was discovered in the vicinity of Molai, Greece. Subsequently, it was determined to be of the Kuroko type. The geology of various areas in the southeast Peloponnesean Peninsula is similar to that of the Molai deposit. Since favorable geologic criteria are present, absent, or unknown in varying degrees in all areas, it was deemed necessary to classify and rank the prospective areas according to the level of information available. For each level of information, an ore discovery model based on pragmatic exploration criteria was developed, enabling the favorability of occurrence to be calculated for each area. A Monte Carlo simulation was used to calculate the probabilities, the input data consisting of quantitative and qualitative estimates of the geologic criteria for each area. Three levels of information were modeled : Level A consisted of 9 criteria, level B of 12 criteria, and level C of 20 criteria. The three levels of information were tested on the Molai area. The results exceeded expectations, showing the gen¬eral trends which control mineralization at the lowest level of information. With an increase in the level of information, geological trends become more evident and a differentiation can be made between areas containing Cu mineralization, exhibiting a low probability, and areas likely to contain Zn-Ag-Pb mineralization. The models were then applied to the neighboring areas - only level A and B were available.

The Pennsylvania Department of Environmental Protection in 1998 reviewed its permitting process to determine how effective its program has been in preventing pollution and to identify here it could be improved. Of the 1,699 bituminous mine permits issued from 1987 to 1 996, 50 were identified to have current or past postmining discharges with water quality problems. The remaining 1,649 sites had no known current or past postmining discharges problems. The 50 sites were selected for further review. On closer examination, 33 of these permits no longer had water quality problems or the problem had not actually resulted from the permitted mining activity. Only 17 permits, or one percent of the total permits issued, were found to have caused long-term postmining discharges serious enough to require treatment and prevent bond release. Analysis of these 17 sites using current knowledge of mine drainage prediction, revealed that the most common cause of error was inadequate information in the permit application. Errors in interpretation of the application data and in implementing the permit were less common. A very small percentage of all permits issued resulted in postmining discharges for no clearly identifiable reason. Trends over the 10-year study period indicated a decreasing incidence of permits resulting in postmining discharges. Further, with the exception of the first few years of data, most of the postmining discharges were of mildly acidic or alkaline quality and amenable to passive treatment.
