Cerro Vangaurdia Gold Mine is a joint venture between AngloGold (the operator), Perez Companc and Formicruz and is situated in the southern province of Santa Cruz, in Argentina, approximately 2,150 km south of the capital, Buenos Aires. The mine is located in a severe, semi-arid environment with very cold winters and little annual rainfall (200mm). It is an open-pit operation, mining several narrow, shallow epithermal quartz veins with . gold and silver mineralisation. Commissioning of the plant commenced in September 1998 and the first dore bar was poured towards the end of the same month. The nominal capacity of the plant is 55,000 tonnes per month, with a design capacity of 60,000 tonnes per month. Prior to finalising the design, an extensive testwork programme was undertaken at Nova Lima, in Brazil, in which all parts of the process were evaluated together on a pilot-plant scale. The process flowsheet selected at Ce1rn Vanguardia is quite novel, in that it includes milling in cyanide, as well as a cyanide recovery and recycling plant on the tailings section of the treatment plant is included. The cyanide recovery process selected was a version of the acidification - volatilization - reabsorption (AVR) process, known as Cyanisorb™. INTRODUCTION The basic premise of the ideas presented in this paper are as follows: Engineers believe that "theoretically" it will work. Operators ask what they must do to make it work. And, people can screw it up. r Today the challenges conf onted during the engineering, startup and operation of mines are becoming more complex. As mining and processing professionals, we are called upon to trav­el all over the world, are subjected to a wide variety of climates and must deal with a numerous cultures and people. Historically, for the majority of the people working in the mining industry, the primary challenges related to projects have focused on the differing perspectives of the disciplines involved. For example, geologists focus on resources and reserves, mining engineers relate to tons or tonnes, metallurgists count ounces or pounds or kilograms of product, mechanics emphasize availabil­ity, human resources personnel deal with absentee rates and turnover and accountants watch the bottom line ($$'s). As the world has become "smaller" and the mining industry has become more globalized, the puzzle is becoming increasingly difficult. Even the most experienced in the crowd of mining profes­sionals are oftentimes surprised by the types of problems that are encountered. Try as we may, we cannot anticipate the complex­ity of dealing with the human side of an operation.

The use of CCD (counter current decantat.io;1) thickeners, or; clarifiers, in the gold mining industry is quite common. Although there are a number of technologies in the industry which utilize these types of tanks, the fundamental requirement is to settle leach tailings and eventually separate gold and silver "values" from the "barren" (no values) solution. The thickener separation process varies depending upon the raw ores found in any specific mine. In mines where rudimentary, rocky ores are most common the settling process is fairly straight-forward and uncomplicated. But, for those mines with complex carbonaceous ores, usually identified by high silting, clay components, the ability to monitor and control the settled materials is quite laborious and costly. The task of monitoring and maintaining control of settled residue in clarifiers and thickeners, of any design, is difficult in any industry, but due to the added desire in the gold mining industry of leaching the values from the liquid slurry, the problem is multiplied. Other common activities taking place in the thickeners are exaggerated internal flow rates, settleable solids activity due to rake movement, and the settling activity generated by flocculents being added to the liquid medium. All of this action within the liquid column causes the continual monitoring of the interfaces within the tank close to impossible.

It is a great honor and pleasure for me as President of the Japanese Tunnel Association to send greetings to the 1974 Rapid Excavation and Tunneling Conference. Recently in Japan, the Japanese Tunnel Association was established as recommended by the OECD Advisory Conference on Tunneling. This is a central organization concerned with tunnel construction consisting of government authorities, universities' research institutes and construction firms as well as manufacturers of relevant materials and equipment. As I was chosen the first president of the newly-established Japanese Tunnel Association, I would like to avail myself of this opportunity to announce to you its establishment and its earnest wish to contribute to the development of tunneling technique not only in our country but also all over the world. At the same time, I cordially request your friendship and cooperation for the benefit of further development of tunneling techniques on both sides of the Pacific. At present, many tunnels are under construction in Japan. The total length of tunnels under construction for railways and highways is about 600km including the 54km Seikan Undersea Tunnel which connects the Main Island and Hokkaido. Naturally, for construction of such tunnels in Japan, we have introduced much equipment and technique from the United States and other foreign countries. Now with accumulated experience, we are confident to be able to furnish various useful information concerning tunnel construction.

The purpose of the paper is to present a way of assessing nonrenewable lignite resources by means of sustainability indicators. An introductory presentation of the origin and characteristics of the discussed nonrenewable natural resources is followed by the study and analysis of separate sustainability indicators. Out of many, only the ones that would directly relate to the explored coal deposit were studied. Some different viewpoints such as economic, social and environmental were assessed inside the studied landscape structure and in relation to other provincial resources using the indicators that are closely linked with the explored lignite reserves. Exploitation of coal as an underground nonrenewable natural resource, has been taking place in the ?alek valley for more than 120 years. However, about 60% of the coal will still be left underground since not all coal will have been extracted when the mine closes. According to the regional and wider national strategic goals concerning the use of natural resources and electricity production in the future, the sustainable aspect of the exploitation of the geologically well explored reserves is emphasized in the paper. Finally, we have tried to evaluate the role and the meaning of the studied underground natural resources for further sustainable development of the ?alek valley and placed stress on the most questionable spheres that should be considered preferentially.

As indicated on the official conference program, this presentation in not a formal one, but a synopsis of the activities of a newly created Sub-committee of the Research Council on Underground Construction, which involves itself with small diameter tunnels. Because there is a dire need to develop a system of excavating small horizontal openings at shallow depths without interrupting traffic, it was hoped that a more progress report could be reported at this time. Because of ecological and environmental considerations, laws are being passed which mandate that all utilities be placed underground. In urban areas the excavation of trenches in which these utilities are placed has been done by disrupting the normal flow of traffic, thereby creating complete chaos. In addition, it always seems that the Companies involved have no coordination, since one company completes its installation and another one begins. Certainly, utility tunnels can be driven at greater depths to house main feeder and trunk lines, but there still remains the problem of installing distribution lines for house services. The definition of a "mini" tunnel, is a tunnel whose excavated size is approximately 48 in. or less. The objectives of the Committee are to "stimulate the development of systems and equipment to build tunnels in these size ranges which will reduce costs, time and surface disruption from current systems."

Following on from the successful completion of three exploration programs and the discovery of two new inactive Seafloor Massive Sulphide (SMS) deposits within New Zealand?s Exclusive Economic Zone (EEZ), Neptune is now poised to take the next step from explorer to developer. Neptune considers that commercialization of SMS deposits represents the future of the mining industry, providing a new source of metals to the world economy, and enabling host countries to benefit from this new industry. Neptune recognizes that marine biodiversity is among the greatest treasures of New Zealand. The geological isolation, range and complexity of habitats, and a number of major ocean currents that influence New Zealand have created diverse marine communities. Neptune, recognizing both the environmental importance of marine biodiversity and the value it provides to all New Zealanders has made commitments to ensure sustainable development. There are many unanswered questions regarding how the marine environment may be affected by SMS development, however best practice environmental management is a key aspect of the Company?s approach to our activities and the code for ?Environmental Management of Marine Mining? prepared by the IMMS has played a part in this approach. Neptune has close relationships with the scientific community to ensure that appropriate environmental strategies and plans are developed in order to minimize the effects of our activities on the environment.

There are many carbon-in-pulp and resin-in-pulp screening devices which are at present in use in the South African mining industry. Each one of these screens has been an improvement, from the very basic air cleaned and 'EPAC' types which were either circumferential or · diametrical launder screens, which were developed for C I P in the early 1980's, through to the more sophisticated LAP and Kambalda Screens. Each one of these screens not only increased the performance or throughput per square metre than its predecessor, but also addressed maintenance problems, wear, reliability and the ability to handle surge conditions, thereby preventing tank overflow. However, very little theory has been presented concerning, the flow of pulp through internal screens, carbon loss and screen wear rates. Almost all this information is based on empirical data. The NKM screen continued this trend and was able to offer flow rates in excess of 180 cubic metres per square metre of screen per hour and an average screen life of approximately six months. However, with increasing sophistication of the screen and the use of wedge wire as opposed to the normal woven wire, the mass was significantly increased and costs began to mount. Therefore, Mixtec undertook to develop a radically different screen, which incorporated many of the advantages of .the existing equipment and combined a few of its own.

Pre-mining identification of acid forming mine and waste materials is of concern to the mining industry because of the potential for the generation of acid mine drainage, acid rock drainage, and soil acidity problems. Accurate identification of acid forming material is essential for developing appropriate waste management strategies to reduce environmental problems related to acid generation from sulphide containing wastes. The acid-base accounting procedure, in its various forms , is commonly used for pre-mining screening of mine and mine waste materials. The procedure is generally effective when used and applied correctly but is prone to incorrect interpretation of results which can have significant financial and environmental implications. This paper examines the acid-base accounting Procedure and the possibility of misuse of this method with special emphasis on the sampling method, the sulphide forms, the acid neutralization capacity, and the interpretation of results. Data from numerous coal, base metal, and gold mining operations are used to illustrate the application of the acid-base account. The data base indicates that overall, approximately 1/3 of all waste generated by mining and mineral processing is potentially acid forming indicating the need for correct identification and management. Problems associated with simple application of 'absolute' acid-base criteria for classifying acid forming material are highlighted and the need for developing site specific or 'relative' criteria is discussed and illustrated by case study.

Over the past couple of decades several endeavours have been made to develop lixiviants with the intention of replacing cyanide in gold leaching. In 1980s these endeavours were largely economically driven, due to cyanide shortages at that time. In more recent times, the driving force has shifted to occupational health and environmental considerations. It is often argued that the high acute toxicity of cyanide alone makes it worthwhile considering to replace it completely by less toxic alternative lixiviants. This has led to having to consider more criteria in the choice of any alternative lixiviants, which have often not been taken into account in the past. The intention of this paper is to review these alternative lixiviants and also review the criteria, which have ultimately led to most of these lixiviants never having found any large scale application, if they passed laboratory stage at all. It is also intended to show, that by handling and treating cyanide in a proper manner, the overall profile for the use of cyanide compared to these alternative lixiviants is very favourable. The question to really be answered is whether there is actually any chemical or process applicable to gold leaching that does not show the high toxicity potential of cyanide and that is still favourable with regard to looking at a broader spectrum of criteria and not only acute toxicity.

Major precious metals projects are underway in Australia, Papua New Guinea, Indonesia, the Philippines and New Zealand. This article reviews the status of those projects. Included in this review are project location, reserves, method of resource exploitation, anticipated production, and other unique conditions. The article is limited to major precious metals projects in the Western Pacific region. This is not meant to negate the attractiveness or importance of the many other projects in that area. The geographical setting of these five countries are shown in [Fig. 1]. The gold output of the countries has increased dramatically during the 1980s. [Table 1] compares 1980 and 1988 production figures. The compound growth rate is 120%. That reflects the attractiveness of the region’s resource base as well as the impact of price increases, new exploration models and processing technologies, and changes in government policies. If the 10 projects discussed here are all brought onstream, their combined output - at about 130 t (4.17 million oz) - would amount to an increase of greater than 50% over 1988 production from this region. Table 2 shows indicative production levels for each of the 10 projects. Dollar amounts are in US currency unless otherwise specified. Australian dollars have been converted to US dollars at the rate of 1.28: 1.00.

The haulage of muck from mines was first illustrated by Georg Agricola in De Re Metallica in the year 1556. In many of his ancient wood cuts he showed a crude car running on wooden rails. These wheels had no flanges. There were four pins sticking down from the car to guide it along the rails. Eventually they made the wheels of cast iron with flanges on them. In England, coal was hauled from the pit mouth to the nearest river or canal in "wains", or wagons, running on the common highways. These wains carried one chaldron of coal, weighing 2500 lbs and it took six horses to haul these wains over the atrocious roads of that day. Somebody, about 1760, invented a cast iron rail. These were cast iron troughs, 4 ft long laid on wooden sleepers. With these iron rails they found that one horse could do the work of six. But this U-shaped groove trapped all the dirt and grit. Somebody had the brilliant idea of attaching a flange to the inside of the wheel and from then on the rails were of timber protected against wear by a strap of iron. The coal mining industry has long recognized the need for a system capable of hauling mined coal from the face in a continuous flow. More than 30 years ago, successfully operating continuous haulage systems were first placed in the field. There were a few individually successful applications. However, the truly successful use of such systems really only began in the early seventies. Today, a variety of systems are available from a number of manufacturers. Even so, continuous haulage has not achieved the acceptance and application it would seem to have earned. There is a need for more productive, cost-effective, and safer methods of hauling coal from the face. There is also a need to speed up development for longwall operations. And continuous mining is not really "continuous" unless it is supported by a reliable continuous haulage system. Despite all this, most of the coal producers have failed to exploit the successful continuous haulage systems offered by several manufacturers. In the 1970s, many of the top coal producers tried a continuous haulage system but gave up on it and on the concept. In some cases, major coal companies had systems operating successfully in one mine, or even one division. But their use did not spread to others of their mines or divisions. Frequently, their use was eventually abandoned, even in mines where it had been successful.

Cyprus Miami Mining Corp. has a history of overcoming adversity through innovation and adaptation to changing conditions. Requirements to remain profitable in the 1990s include a combination of advanced technology, employee involvement and training, attention to customer satisfaction, environmental awareness and quality management. The Miami property is located in the Globe-Miami area of Arizona, 130 km (80 miles) east of Phoenix and 160 km (100 miles) north of Tucson. The complex is located in a high desert environ¬ment at an elevation of 1065 m (3500 ft). The region receives about 480 mm (19 in.) of precipitation annually. History Mineralization at the Miami property was first discovered in the 1880s, which led to underground mining of copper by the 1890s. In 1911, the Inspiration Consolidated Copper Co. was formed by combining the Inspiration and Live Oak Mines. Full-scale production began in 1915. Block caving methods were used at both mines. Open-pit mining commenced in 1948. Underground mining had ceased by 1954, and all production was obtained from surface operations. Innovation has been the key to Miami's success. Development of sulfide flotation and the ferric cure process for vat leaching were advanced at Miami. In situ leaching of oxide material, remaining after block caving had removed the sulfide ore, was also used.

Due to special job or client requirements, there will always be some variation in the philosophy of organizing and controlling construction under a project management contract. In typical cases, however, some standard procedures apply. Controls on a construction project are best described only in general terms. They should apply to the total job and can be most effective only when all pieces of the job organization fit together to support a control system for the entire project. Controls are more than a system of reports, schedules, and tabulations-they are the result of an integrated organization dedicated to getting a job done on time and within budget. One of the most important aspects of project control is the construction organization. It must include the right people, facilities, and site equipment, as well as the authority to do what's necessary to accomplish the work. This should be set up to function with as little involvement from off-site or the home office as possible. However, the jobsite construction group must work within established policies and guidelines and is subject to continuous off-site or home office monitoring. In other words, the job-site leaders need to have a clear definition of their responsibility, their authority, and the necessary people and equipment to make things happen. INTRODUCTION Tunnel boring machines in non-abrasive competent rock with little or no water have set new performance standards in the driving of tunnels. However, when the machines have hit blocky or running ground, they have encountered difficulties. The success of a tunnelling machine is usually due to a thorough geological investigation which accurately describes the rock conditions, a well designed tunnel support system, and a tunnel boring machine designed to cope with these conditions. In some cases machines have had to be modified in the tunnel after the machine had commenced boring, because geological conditions were not correctly anticipated before tunnelling began. The features described herein are not a panacea for all conditons, and some of them, like an auxiliary thrust system that thrusts off a precast invert segment requires pre-planning of work on the part of the contractor. CUTTERHEAD DESIGN Figure 1 shows typical cutterheads of ten to fifteen years ago. Note the large buckets and large openings between the buckets. These large openings were considered necessary to gain easier access through the cutterhead for cutter changes. The standard cutter in those days was an 11 inch or 12 inch cutter with small bearings, and was generally a delicate tool for the duty it was to perform. Some gold production was obtained from placer deposits in Puerto Rico during the period of Spanish colonial rule, but most of the gold was produced prior to 1536. There had been no significant hard rock mining, other than in quarries for road metal or construction purposes or for raw materials to make cement, prior to 1954 when the government of the Commonwealth of Puerto Rico recognized that changes in the mining code were necessary to stimulate exploration for metalliferous ore deposits. The Puerto Rican Legislature passed an act (No. 6), which was approved on Oct. 6, 1954, that reiterated that the title to all "commercial minerals" is vested in the Commonwealth of Puerto Rico. The act provided for the establishment of a Mining Commission, stipulated the power% with which the Mining Commission was vested, and provided that no one may dispose of "commercial minerals" in Puerto Rico without a Commonwealth grant issued on its behalf by the Mining Commission. Act No. 6 also provided for prospecting permits, mining leases, and grants. The Mining Commission, by authority granted to it by Act No. 6, adopted regulations effective Nov. 21, 1957, relating to prospecting, leasing, and producing commercial minerals in Puerto Rico. Royalty rates were also specified for various types of deposits at different annual tonnage production levels.

The Mount Gunnison No. 1 Mine of the West Elk Coal Company (wholly owned subsidiary of ARCO Coal) had secured contracts to provide low sulfur, high Btu steam coal to various utility companies. This called for the development of the B-Seam at the Mount Gunnison Mine located some 400 feet below the operating F-Seam workings being mined with conventional room and pillar techniques. The B-Seam, to meet production goals, will be mined by a new 600-foot longwall machine making a 13-foot high cut. American Mine Services was awarded a competitively bid contract to drive two 2000-foot, 13-foot by 16-foot slopes at -15 percent, sink a 16-foot diameter ventilation shaft 400 feet between the F- and B-Seams, install a 60-inch conveyor in one of the slopes, remove 7000 feet of existing conveyor and rehabilitate 7000 feet in two entries to accommodate the placement of the longwall machinery. The slope portals were located 7000 feet in by the surface portal. Unique to the project was the placement of work shops and other infrastructure 7000 feet underground with an entry height of 6 feet. The $7 million contract was completed in less than one year using a mix of permissible (Schedule 31) and standard (Schedule 24) LHD equipment, all pneumatic jumbos and shaft sinking gear.

The studies reported on in this paper were initiated to draw attention to the severe contamination problem in the Section 30 drilling program at Chimney Creek. The lithologic-subset sampling study reached a different conclusion from that presented in your paper, and I wish to comment on your subsequent analysis of the data and your conclusions. Request for more complete data In the section on subsampling, you mention that the subordinate lithologies were separated and sampled, yet only the dominant-lithology gold value is plotted in Fig. 4. In a contamination study, the reader is interested in the assay values for the individual subsets. Please include a table of the subsample assay data in your reply. Also, please indicate which analytical methods were used to arrive at the gold values in the subsampling study. Turning barren rock into low-grade ore Figure 5 is very revealing and typical of all of the cross sections in Section 30. Note the long strings of low-grade mineralization spread out for hundreds of feet below the ore zones. There were some very high gold values found in certain contaminated fractions during the subset sampling. The conclusion, here, was that the distinctive, strongly-mineralized dolomite layer was probably loose and crumbly and continued to disintegrate during drilling. This caused salting of the unmineralized rock samples below.

Steady-state material balances calculated from data measured at various locations around process units are useful for many purposes, such as metallurgical accounting, on-line control, and the development of mathematical models. Often it is possible to calculate material balances by several independent procedures when excess measurement information, i.e., redundant data, is available. Clearly, if the data were collected without measurement errors, a theoretical condition never found in practice, all material balances calculated from redundant data would be in agreement. The real situation is that error exists in practical measurements, so that the results of material balances determined from available optional procedures differ. Consequently, best fit computational procedures to improve the material balances by taking measurement errors into account have been formulated. Such procedures can be used also to judge whether measurements are grossly in error due to either faulty observations or defective data sensing devices. A variety of mathematical techniques are available which serve to adjust raw data. The adjusted data permit mass balancing that does not depend on the computational method. To illustrate the need for an adjustment procedure, Table 1 shows a raw data set acquired around the Brenda Mines Ltd. No. 4 grinding circuit shown schematically in Fig. 1. At least seven optional ways to calculate a circulating load ratio may be employed. These are shown in Table 2 where, depending upon the calculation [ ]
