In the capitalistic system the success of a mining enterprise is measured by the rate of return on the investment and the speed by which its redemption is achieved. Exploration in search of ore deposits often results in the emergence of the lean orebody which does not meet basic company requisites. At this point a decision must be made whether to place the orebody into production or postpone production pending more favourable market conditions. The wisdom of this decision, borne out by future results, demonstrates the quality of a company's management and is instrumental in the degree of financial success it achieves. The project feasibility report must show a rate of return on the capital invested that is attractive to the company, plus its full redemption in the desired period of time, in order to bring the property into production on a sound economic basis. Mining companies have demonstrated their ability to bring the profitability of a marginal property from a point that says "no go" to a point of "go" by substantial reduction of expenditure without adversely affecting production rate or cost. Here is where the real challenge exists for today's mining engineers and plant designers; they will have to develop better ideas and concepts: ideas that will still allow maximum production at reduced capital expenditure, This is the sound way marginal orebodies can be brought into production without inflationary increases in the price of their product.

The boron review did not arrive in time for publication in the June issue. The United States was the world's largest producer and consumer of boron compounds during 1992. The US Bureau of Mines estimated that boron mineral concentrate and chemical production in the United States totaled 1Mt (1.1 million st) in 1992, yielding 521 kt (574,000 st) of B203 for a total estimated value of $333 million. That was about 20% less than 1991 revised production figures, and less in value by $107 million. The United States continues to provide essentially all of its own boron supply while maintaining a strong position as a source of sodium borate products and boric acid to foreign markets. Domestic employment in the mining and beneficiation of boron products in 1992 was about 900 people, the same as in 1991. In 1988, 1250 people worked in the boron industry. The Bureau estimated that total world production of boron in 1992 was about 3 Mt (3.3 million st), or about 1.2 Mt (1.3 million st)of B2O3. World production in 1992 was about equal to revised 1991 levels. The first 0.7 m3 (1 cu yd) diesel load- haul-dump vehicle (LHD) arrived at the Homestake Gold Mine in Lead, SD in I969 to muck a ventilation drift. Others soon followed. Mechanization has subsequently changed stoping methods, manpower requirements, ventilation practice, the definition of minable reserves, and it has impacted safety and health. These have all had a direct bearing on the economics of producing gold ore from deep underground. Mechanized mining Before mechanization, production quotas at Homestake were met by several open cut-and-fill (OCF) mining methods. OCF mining relied on jackleg and wagon drilling, electric and compressed air slushing and cribbed raises brought up through the fill. Even square- set stoping was used until about eight years ago. The mine became 100% mechanized in 1988. The two current stoping methods are mechanized cut-and-fill (MCF) and vertical crater retreat (VCR). In 1992, MCF accounted for 54’S, VCR for 44% and development/uphole for 2% of the 1.4 Mt (1.55 million st) of underground ore produced. These methods are typically ramp- based and use diesel-powered LHDs, trucks, pneumatic drill jumbos and utility vehicles. Electric LHDs and rubber-tired compressed air muckers have also been used in VCR scrams. Pfarr (1991) and Mitchell (1980) provide good overviews of current production methods.

INTRODUCTION Today more tunnels are being bored by mechanical means in igneuus and metemorphic rocks (i.e. "hard" rocks) than ever before, and there is reason to believe that this trend will continue in the future. Because of this, there is an increasing demand fur stronger, more powerful machines and fur cutters that are capable of handling the high loads and abrasive rock conditions that often accompany hard rock tunneling. Tunnel boring machines ("TM's") built today, therefure, generally have higher thrust and torque capabilities than those built in the past, and they are equipped with the largest cutters and rings now available. The recent experience in hard rock tunneling has demunstrated that TBMs can be both efficient and ecunumical under such conditions, and that acceptable performance rates can be achieved in all but the hardest rock. In spite of this success, it is believed that improvements in buth the cost of boring and in performance rates can still be made through mudificatiuns in the existing kerf cutting system. Some impruvements in TBM performance under hard rock conditions, fur example, have already been made thruugh the development of constant section rings that maintain a constant edge width and, therefore, a constant level of performance as they wear. INTRODUCTION Friction Rock Stabilizers, commonly called Split Sets,tm* have been under development since early 1973. Five years of intensive laboratory and field testing led to their introduction to the metal mines in the United States in the fall of 1976. Actual sales started in February of 1977 and, to date, over five million units have been marketed to metal mines. The present rate of useage is near 3 1/2 million units per year which is approximately 50 per cent of all roof fixtures used in the United States metal mining industry. Mr. Richard Hoppe, Senior Editor of Engineering & Mining Journal, in an article of the February, 1979, issue, entitled "Winning the Battle Against Bad Ground", said, "In hardrock mining operations in the western U.S., particularly underground uranium mines where exceedingly difficult ground is common, no roof support system has been accepted more quickly than the Split Set friction bolt invented by Dr. James J. INTRODUCTION Geotechnical engineers play a major role in tunnel design primarily because tunnels are constructed entirely within the ground. In general, this role can be divided into two major tasks: subsurface investigations and project design. Under subsurface investigations, it is necessary for the geotechnical engineer to accurately describe the ground in which the project will be built. Under project design, it is necessary for the geotechnical engineer to work together with other members of the design team to make certain that the tunnel fulfills its intended purpose at least cost. Given in the paper are the authors' opinions about what constitutes an adequate scope of services for these two tasks on a tunneling project. SUBSURFACE INVESTIGATIONS o Background Study All subsurface exploration programs for tunnels begin with a thorough investigation of background information about the proposed site. Such background information includes geologic, reports topographic maps, aerial photography, and case history reports of other nearby tunnels. Once completed, it is necessary to study the background information so that the proper scope and magnitude of subsurface exploration work is performed in a manner that provides maximum input to a knowledge of those intact and rock mass properties that are important for an understanding of the entire ground mass. Mining, perhaps more than other industries, has been under pressure to achieve higher productivity, while reducing costs and environmental impacts. This has encouraged a move toward large-scale operations and greater integration and automation of systems. Mechanization is being used increasingly to raise production and reduce labor requirements. Yet, while transportation, ventilation and other activities have benefited from this trend, mechanization of rock excavation (for development and production) has lagged. The switch to a mechanized excavation system can be complex, requiring a thorough study of operational and cost benefits to be successful. To justify the high capital cost of mechanical mining equipment, production rates and the true costs of machine mining must be accurately estimated. To evaluate the cost effectiveness of mechanical mining for a particular operation, the total production cost (capital and operating) must first be estimated. This requires a reliable estimate of the production rate of the candidate mechanical excavator. Previously, the variable nature of rock caused performance prediction of these machines to be more an art than a science. Additionally, some of these machines are highly sensitive to operator skill. They all depend on their backup systems. The effects of interaction with the overall mining operation can be difficult to forecast. And a new system must surmount psychological barriers before it can become truly operational.

Successful implementation of computer systems deals with meeting final systems objectives and cost and schedule requirements, but the final success is dependent upon personal inter- action. This is a case history of the installation of responsibility reporting at The Anaconda Co.'s Twin Buttes operation, later to become Anamax. The study has been documented as it occurred in hopes that it will illuminate the "people" side of computer systems implementation. Systems implementation involves negotiating with people. "The cooperative approach to negotiation (Nierenberg, 1968) the approach which vostulates that all varties must come away having gained something is based on a simple but important premise. Negotiation takes place between human beings. You cannot negotiate with a computer." This is a look at the human side of a major system installation. An attempt is made to show how a reporting system enabled a company to take a new look at itself. It is also an example of statements made by Toffler (1970) in Future Shock. "As machines take over routine tasks and the accelerative thrust increases the amount of novelty in the environment, more and more of the energy of society (and its organizations) must turn toward the solution of non-routine problems. This requires a degree of imagination and creativity that bureaucracy, with its man-in-a-slot organization, its permanent structures, and its hierarchies, is not well-equipped to provide."

The study area is located in the Alpine-Himalayan zone in Turkey. Geologically, this is a very complicated region, and the rock units generally are divided into two groups as either allochthonous and autochthonous. Tectono-stratigraphically, the units are Paleozoic quartzite, black limestone, arkosic sandstone, interlaminated radiolarite and Triassic limestone, thick Jurassic limestone, detritic limestone with alternating Eocene Nummulites beds and cream-green marl, Miocene siltstone, and ophiolite. Trachyte, trachyandesite, feldspathoidal trachyandesite porphyry, tuff, and pumice formed by volcanism during the Plio-Quaternary also are present. Recent alluvium and slope detritus locally cover all the other rock units. A number of sulfur outcrops occur in the area. Among them are outcrops at Keciborlu, Yelliyatak Hill, Buyuk, and Kucuk Kukurt Dere. The most important sulfur deposits are found in volcanic tuff and siltstone-marl, and they include highly organic material. Sulfur may accumulate around recent gas diffusions and also as massive formations. The information about local geology and sulfur isotopes shows that the sulfur originated From the crust and probably comes from organic-rich Paleozoic and Triassic units. The sulfur did not move between Triassic and Pliocene time. However. Plio-Quaternary volcanism did cause movement of the sulfur, and this was followed by formation of the secondary sulfur due to post-tectonic thermal activities and the mixing of other surface waters.

The mining industry finds itself in the middle, between the need to increase production of our energy resources and the necessity of minimizing the environmental impact. Using the recent past as a guide, the mine planning engineer's function will continue to increase as further coal quality constraints are made upon the production staff. The engineer will need to make use of all available tools in order to provide timely answers to the complex "what if" questions that arise. This need to consider many alternatives is bringing about a rapidly increasing acceptance and utilization of the computer. In the areas of data handling, mineralization modeling, and production simulation, the computer is an effective tool for the mine planning engineer. Described herein is a coal data storage and analysis system developed to provide timely answers to the "what if" questions for an operating strip coal mine in Montana. The characteristics of a computerized coal data base and coal quality planning system are outlined in this chapter. The system has been developed for use at a particular coal mine; however, it has applicability to coal mines in general. Fig. 1 is a flow chart showing the functional relationships of the system. There are three main file types: the drill-hole data base, the boundary file, and the zone file. The purposes for which each file is organized are illustrated on the flow chart.

The regulatory landscape has changed considerably since the first passage of Oklahoma's land-reclamation requirements in 1968 (Open Cut Reclamation Act of 1968). The Oklahoma Legislature revised the reclamation requirements in 1971 with passage of the Mining Lands Reclamation Act. With the passage of this Act, the Legislature empowered the Oklahoma Department of Mines with jurisdiction for permitting and regulatory authority over non-coal (industrial-minerals) mining operations. This act required all operators to file with the State, through the Department of Mines, a written application for a permit to engage in non-coal mining. Each application consisted of a mining plan, which included location maps of the proposed mining area along with a reclamation plan for the area to be covered. Additionally, a reclamation bond is required prior to issuance of a permit to ensure that the site would be reclaimed. Since 1971, the Act has been amended to include public notification and public participation in the review process of any application. Also, the operator can request that the Department review the mining plan based on the Life Expectancy of the mine, instead of the original one-year plan (HB 1409 in 1993). Even though the operator is granted a mining plan tied to the "Life Expectancy" of the site, the permit is reviewed annually for compliance as required by law.

With the end of active copper mining in 1983, the extensive underground mine workings and the Berkeley Pit, one of the largest open-pit mines in the United States, began to flood. Daily in- flow to the pit is about five million gallons per day, with the water level rising at a rate of 30 feet per year. To support the remedial investigation and feasibility study, a six-layer, three-dimensional MODFLOW-based ground water flow model was constructed to simulate the 9,100-acre site. The vertical domain of the model extended over 1,060 feet of elevation difference and consisted of a finite difference grid of 89 rows by 54 columns. All work was PC- based. Model boundaries were assigned to correspond to natural hydrologic features such as geologic contacts, faults, and surface water features. The fully calibrated model was approved by the State of Montana and the U.S. Environmental Protection Agency (EPA) for use in the site remediation. The computer model was used to determine ground water flow velocities and contaminant travel times within the alluvial sediments adjacent to the Berkeley Pit. The purpose of the model was to predict future alluvial ground water flow directions should acid- and heavy metal-laden flood waters filling the Berkeley Pit rise up and enter the Alluvial Aquifer.

Beneficiation tests were conducted on samples from three ore zones in the Los Monos, Navay orebody in Táchira State, Venezuela as part of an overall feasibility study. The scope of work included ore sample characterization, flowsheet development, and optimization of beneficiation variables on a bench scale followed by confirmation on a pilot plant scale. Phosphate in the ore samples occurred primarily as francolite and was associated with quartz, kaolinite, and feldspar. Liberation of the phosphate began at 589 microns (28 mesh) for the main ore zone sample and at 295 microns (48 mesh) for the lower-grade ore zone samples. Development tests on simulated mining composites demonstrated that the samples responded well to 589 micron (28 mesh) grinding, two stages of high intensity scrubbing, conditioning at high % solids with caustic and equal amounts of tall oil and fuel oil, and separate coarse and fine flotation circuits with one stage of roughing and two stages of cleaning (reflotation). Concentrates in the range of 31.5-34% P205 with recoveries from 64-70% were obtained from the mining composites. Product quality for all concentrates in the range of 31.5 % P205 was good; 1.40 CaO/P205 and 0.04-0.05 minor element ratios. Confirmation testing in a continuous pilot plant produced results similar to those achieved in the laboratory.

It is a pleasure to introduce this session on frontier technology and present an overview of pyrometallurgical technology, as it is today and where it may be heading. While there have been many advances in hydro-metallurgical processing in our times, pyrometallurgy has not been still, and more novel processes have been introduced in the last four decades than in all previous ages of humanity put together. As a result, pyrometallurgy has managed to remain the predominant mode of producing metals from ores and concentrates: over 95% of the world primary metals production, including iron, manganese, copper, lead, chromium and nickel, is obtained via the high temperature route. Some of the characteristics of pyrometallurgy, along with the corollary industrial advantages are shown in [Table 1]: [ ] On the other hand, the necessity of operating at high temperatures also entails special problems and it is unfortunate that research on how to overcome these problems has not, in most cases, kept up with the development of these wonderful novel processes. We shall first speak of the important developments in pyrometallurgy which have brought us to the current state of the technology, and subsequently on the problems still encountered and the kind of research and development that will be necessary to bring pyrometallurgy on a par with other late twentieth-century technological developments.

HISTORY The Surigao Nickel Refinery of Marinduque Mining and Industrial Corporation is located on Nonoc Island off the northwestern coast of Mindanao in the Philippines. Nonoc Island is part of the Surigao Mineral Reservation which had been identified as early as 1912. Initial interest in these deposits was due to their iron content, and their value as a nickel deposit was not seriously entertained until the late 1950's. The Philippine government undertook extensive test pitting and sampling programmes at that time and in the early sixties Marinduque became involved in helping to establish firmer ore reserves. Evaluations of the test pitting programme indicated reserves of 75,000,000 tonnes of ore averaging 1.22% Ni, 0.1% Co and 38.5% Fe. The Philippine government called for bids on the reservation in 1962 and Marinduque and Sherritt Gordon carried out some feasibility studies for the recovery of nickel from the deposit. However, it was not until 1968 that Marinduque was granted proper authority to exploit the Surigao deposits. Marinduque and Sherritt then entered into an agreement which allowed Marinduque to utilize a process developed by Sherritt for treating lateritic ores. During 1968, a 25 st/d pilot plant was erected in Fort Saskatchewan, Alberta for the purpose of modelling all process steps. A 10,000 tonne ore sample was sent from Nonoc as feed stock for the pilot plant.

Benefits of proper control of reagent usage in flotation circuits are typically improved metallurgy and savings in reagent costs. Improved metallurgy can mean more consistent product quality, i.e., final concentrate grade, better recovery of product values from the feed, or higher plant throughput at existing target recovery, and grade values. Flotation performance is sensitive to a variety of process disturbances which occur in operating plants, such as changes in flow rate, percent solids, size distribution. flotability of mineral species, etc. A way to handle these variations is to fully understand the dynamic flotation responses to disturbances and to implement a suitable control strategy to compensate for these disturbances. Depending on the objectives of the control system, various types of control strategies are available which employ different levels of refinement to achieve the desired performance. Typically, variables such as collector and frother dosages and reagent addition points can be manipulated to affect the performance of the circuit. In the case of sulflde mineral flotation, manipulation of the process electrochemical potential, in flotation and in grinding, offers another degree of process control. Because of the complex and interactive nature of flotation process variables, optimized reagent control requires consideration of all, or at least the most important, interactive variables of the flotation circuit. Model- based optimizing control provides a framework to handle the complex and dynamic nature of flotation reagent process control.

INTRODUCTION With the world media full of predictions that the price of gold will quadruple in three years (Maybury, R.J., 1988), and with financial forecasters and strategists touting opportunities to make 400% in gold (Skousen, M., 1988), explorationists and entrepreneurs are scurrying to find enough gold to feed the global gold fever created. At the same time, gold deposits in the United States and other developed and intermediate countries are becoming less attractive because of environmental restrictions, radical reductions in tax incentives, and depleting reserves, causing people in the mining industry to begin looking at opportunities for foreign investment in gold mining concessions in lesser developed countries (LDCs). Meanwhile, LDCs are responding with chamber-of-commerce aplomb in marketing their opportunities. In the face of all this frenzy and hype, targeting gold mining concessions in LDCs for foreign investment may be done more objectively by employing a systematic approach. For this paper the SHOP rating system (Corbin, R.K., 1987), which considers factors of the LDC's stability, hospitability, ore occurrence, and profitability potential is used. The result is that a tiny banana-growing republic in Central America, first discovered by Columbus and named the "Rich Coast'' because of the many gold adornments worn by its Indians, has been rediscovered and emerges as a classic LDC gold target.

Nautilus Minerals was listed on the Toronto Stock Exchange in May 2006. The company now has major mining companies Anglo America (5.7%), Teck Cominco (7.2%) and Epion Holdings (22.4%) as significant shareholders, and has raised approximately $US346 million dollars to develop the world's first deep-water mine. The company is currently targeting high-grade copper and gold in seafloor massive sulphide mineralization, located near plate boundaries in back-arch basins of the Western Pacific. The first mine scheduled to be developed by the company is located in 1,600 meters of water at Solwara 1, in the relatively quite waters of the Bismarck Sea approximately 50 km from the port of Rabaul, within the Territorial Waters of Papua New Guinea. During 2006 and 2007 the company completed detailed environmental and geological studies, culminating in a number of world firsts, including the world?s first NI 43-101 compliant resource statement and environmental impact study for a seafloor massive sulphide system. Permitting is well advanced for the project, with initial production scheduled for late 2010, subject to timely grant of the permits. Extensive government and stakeholder liaison and engagement has been undertaken throughout the projects life, and is a core feature of Nautilus' desire to "do it right" in all aspects of this new industry.

As the first wave of precious metal heap leach closures and reclamation projects occur, a number of companies are being hit with costly surprises. While this paper refers specifically to U.S precious metal projects, it could be conceptually directed at copper leach operations and acid rock drainage (ARD) problems on an international basis. ARD is Mother Nature's version of heap leaching, only with different products and timing. Although many precious metal deposits tend to be small in comparison with some base metals systems (porphyry copper deposits), adjacent or nearby discoveries have extended the operating lives of numerous precious metal mines. Now, depleted reserves, several years of relatively depressed precious metals prices and some properties with technical difficulties have resulted in numerous mine closures. As a result, our industry is getting a diverse and comprehensive initial look at mine closure and final reclamation. The situation has been further complicated by the evolutionary trend in regulations and their enforcement and increasing public and political awareness of all environmental issues. Concurrent (proactive) vs. deferred (reactive) reclamation and a realistic early appraisal of ultimate reclamation and closure requirements, not just regulatory compliance, need to be a part of project design. The U.S. and Canada are the current fertile testing grounds and have set the design, regulation and closure standards for the next wave of operations in Latin America, the CIS (?), etc.

Yesterday, air pollution was somebody else's problem -- today, it is everybody's problem. The coal industry with thermal coal drying, is aware of their problem and the necessity of doing an acceptable job; however, there is much to be said as to how good a job is required and what performance limits should be set up. American Air Filter Company has been one of the pioneers in the solution of the thermal coal dryer dust problems, Because of high moisture content, products of combustion and occasional temperature surges, only wet collection has been considered as the practical approach. Our first installation goes back some 12 years with a total to date of 29 Individual wet collectors, each, fabricated of suitable corrosion-resistant material, at 14 operating plants. To eliminate a potential air pollution problem, a performance requirement of not more than approximately one-quarter (1/4) grains per cubic foot in the dust collector discharge was used. In nearly all installations, operating performance surpassed requirements, but discharge stacks were not entirely free of discoloration. However, plant nuisance and air pollution complaints were eliminated. This satisfactory performance was accomplished by medium priced wet dust collectors operating at a 4-6" W.G. pressure drop with cater drain requirements of about 1 gallon of drain water per 1000 cubic feet of air exhausted.
