"Construction of the largest desalinization plant in the Americas has commenced in northern Chile. It is part of a several billion dollar expansion at a copper mine whose operations nearly stopped due to the challenge of securing a reliable source of water from the Pacific Ocean in a safe and environmentally sound manner. This paper discusses the risk management, design and construction of a quadruple chamber intake and outfall shaft, high capacity pump station, three 7m diameter vertically drilled marine shafts and three subsea tunnels constructed through challenging Andean hard-rock geology. The three 2.5m diameter subsea microtunnels are being mined with vertical curves through variable quality rock 30 meters beneath the ocean and retrieved in the wet from the 7m diameter marine shafts. INTRODUCTION AND BACKGROUND The battle for securing the rights to a constant water supply is a worldwide issue and nowhere is that more evident than the Atacama Desert of Chile, the world’s driest place with areas of the desert that have not seen rainfall in recorded history. The Atacama Desert also happens to be home to some of the world’s largest ore deposits which require huge amounts of water to extract and process. What available water there is comes from three main sources: deep seated wells, glacial water from the Andes Mountains, and desalinated water. Vying for water from wells and glacial streams and lakes are numerous agricultural and domestic facilities in the valleys surrounding the Atacama Desert. Environmental regulations and legal rulings have limited the amount of “natural” source water which can be used for mining purposes. Desalination plants are a known solution for combating water scarcity, albeit a costly one. The total estimated cost of constructing this desalination plant is over $3B USD, which will include a 2500lps capacity and an approximately 118km pipeline from the coast up to the mine located in the Andes. The overall scope of the project includes design, procurement, and construction packages for the 2500lps desalination plant including the seawater reverse osmosis plant, water conveyance to the mine, power transmission, the reservoir and the marine works package which forms the basis of this paper. There are two approaches to developing a minicomputer based application for an industrial grinding circuit. Usually, the control program is coded and compilation-debugged on a large-scale scientific computing system or the minicomputer itself if the machine is available. Final debugging and testing must wait for installation and checkout of the entire minicomputer system. Two immediate disadvantages of this approach are the need to obtain, install and check out the hardware before the final debugging stages of program development can begin, and interference with normal mill operation during such final testing. This work reports on an alternative to the usual procedure. Here both compilation and execution bugs are eliminated from the application program before hardware installation by testing the control program against a reasonable dynamic simulation of the entire process. Thus, software development can be completed before the target mini is installed. Such off-line development requires a reasonably accurate mathematical model for the entire process system as well as a suitable simulation package for communication between the simulated environment and the minicomputer application program. Specific data describing the design configurations and dimensions of the mills, cyclones, sumps, pump characteristics and analog controller configuration were supplied by ANAMAX for a grinding division consisting of a rod mill followed by two ball mills in parallel. This information was used to set up a plausible model structure. Steady state ANAMAX data on particle size analysis at various points in the circuit and corresponding values of flow rates, pump speeds, sump heights and slurry densities were used for model parameterization. The preferred operating control strategy - "best grind at operator-set rod mill feed rate" - was set by ANAMAX. An inferential particle size analysis technique using the cyclone cluster as an on-line particle size sensor was used in a novel control strategy_ to achieve the stated objective. Two disturbances common in the ANAMAX circuits - rod mill scoop pluggage and shut down/start up of one of the ball mills - were studied in detail. This report out- lines the steps in system development and testing and the results obtained.

The United States is the world's most productive nation and its citizens enjoy one of the highest material standards of living of any people in the world. Materials and energy are the lifeblood of any industrialized economy. Annually the United States uses over 4 billion tons of mineral materials and fuels, or 40,000 pounds per person as detailed in Figure 1. Domestic processed materials of mineral origin and energy are valued at more than $150 billion annually, and they are derived largely from domestic sources, supplemented by imports, as detailed in Figure 2. In recent years the superior productivity of the United States has also enabled it to give food and manufactured articles to many other less fortunate nations and peoples of the earth. What then is our concern with materials at this time? Seeing the burgeoning increases in our mineral demand: from 2 billion tons in 1950, to over 4 billion tons today, and projected to 11 billion tons by 2000 - we are getting questions concerning our ability to continue to increase production sufficiently for the future.

Scarcely a month goes by that I or someone else at Newmont Mining or Newmont Gold isn't asked to give a talk on the topic I was asked to discuss today. Investors, financial analysts, geologists, metallurgists, even our government--everybody wants to know what the future holds for gold mining. Well, you're not going to get exactly what you asked for. Today, I'm prepared to focus primarily not on what the future will bring to us, but rather on what the future will demand from us. More than that, I cannot undertake because it isn't within my scope to predict how wise and resourceful everyone in our industry will be in the future. What our future will hold, as I see it, will depend on our--and our colleagues'-- responses to these very real demands. Three critical issues stand out in my mind as to what the future will demand of us in the gold mining industry. And these demands will be for: 1. The very greatest of technical expertise and innovation. 2. The highest order of environmental sensitivity and timely accommodation. 3. Planning, planning and more planning. All of these flow inexorably today from the traditional objective of any mining company--or any company in any business, and that is, to make money. Nothing as I see it, should be undertaken by a geologist, metallurgist or even an environmental department, unless the exercises will enhance profits; and nothing may be ignored which can have consequent damage to the bottom line. Thus, the three issues I've listed for you subordinate themselves to the objective of making money, although at least in the environmental area, it might seem to some that we can only incur additional costs without even a dollar-for-dollar return. I hope to disabuse you today of any such out-of-date notion. Let's tackle the first issue-- Technical Expertise and Innovation. Newmont Gold Company this year is celebrating its 25th anniversary of successful and profitable operations on the Carlin Trend. Carlin in 1961, which is when exploration began on the "Trend" by Newmont, actually may share a lot of similarities with Carlin today. They didn't then know where the gold was and, if they found it, they had one hell of a challenge mining and processing ore at a profit because gold was selling at only $35 an ounce. Today, we know where the current reserves are. But we don't know where our future reserves lie. Furthermore, we don't know exactly how we're going to mine them, and, as everyone here knows too well, we don't know what the optimum metallurgical treatment is, even if we can find and mine them. And all that despite the abundant level of modern experience and skills within the current generation of mining companies, and the fact that, even taking inflation into account, gold sells at a higher price today than in 1965 when Carlin began operations. But, of course, I'm telling you what you already know.

Reserve depletion in Central Appalachia is continuously creating unique ground conditions for underground coal mines with many of these difficult environments directly attributable to multiple seam mining and/or deeper overburdens. While many empirical studies have been performed in an effort to improve understanding of these problems along with potentially improving safety and extraction, many of the difficulties encountered lie outside of the normal realm of expected behavior. This is often the case when mining in bump prone ground, where additional concerns are introduced and design buffers are warranted. The boundary element software LaModel was used to study three bump events in a deep-cover, multiple-seam reserve located in Harlan county in the Kentucky region of Central Appalachia. This region is notoriously bump prone due to significant areas of deep cover, the presence of strong to massive lithology (such as sandstone), and an extensive history of underground mining that increases the probability of multiple seam interactions. Multiple seam interactions are best understood with respect to site-specific parameters, including both the geological and geometrical components of interburden, overburden and mine workings. Initially, empirical-based approaches (ARMPS/AMSS) were used when attempting to back-analyze the bump events. However, it was recognized that a more detailed investigation was necessary to understand the fundamental causes/conditions associated with the bump events. Consequently, the LaModel study resulted in a mine-specific calibration method for the reserve. With this method in place, enhanced bump prediction throughout the reserve is expected, such that the stability, recovery and safety of future mining may be improved.

The sand and gravel industry in Southern California has made a sizeable contribution to the construction development of the 15 County area in this part of the State. Facing this mineral extraction industry, in the next decade, is a problem of meeting the market demand. The question is, "how can sand, gravel and rock operations be made compatible with goals for sound and attractive community development?" Three basic principal characteristics of the land needed for this-mining industry are: 1. The land must have workable sand, gravel or stone deposits. 2. The land must be properly located for transportation purposes close to the market in order to sell the aggregate at a minimum cost. 3. The land must be zoned so that it will be permissible to mine.

INTRODUCTION In 2010, Montana Tech was gifted 65 acres of land immediately west of the campus. The parcel of land included an old silver mine called the Orphan Boy Mine. The Orphan Boy and its sister, Orphan Girl, were developed about1895 and operated until 1956. In addition to the gift of land, a significant industry gift was obtained to develop a first class training facility, which we call the Underground Mine Education Center (UMEC). The UMEC has been funded primarily by industry through donations of dollars, equipment, and supplies. The UMEC is a unique hands-on, educational environment for today’s students who are being trained to find, develop and process the worlds' natural resources. The center complements courses in mining engineering, geological engineering, environmental engineering, metallurgical engineering and occupational safety and health. It also serves as a as research facility utilized by students and faculty, and other organizations interested in doing research a hard rock underground mine. LOCATION The Orphan Boy and Orphan Girl Mine are located approximately 700 feet (ft.) apart and the Orphan Girl Mine is part of the World Museum of Mining. Underground they are connected on various levels and all levels below the 100 ft. level are currently flooded. The Orphan Boy mine was 804 ft. deep and Orphan Girl was 3200 ft. deep. The surface locations of the two mines and some of the underground workings on the 100 ft. level are shown on Figure 1 (2015). CONSTRUCTION Land ownership was gifted from BP/ARCO in 2010 and planning started immediately. In June of 2011, site development for the decline to the 100 ft. Level of the Orphan Boy began with a satisfactory portal site developed (Figure 2). We hoped to be able to start driving the decline in July. However, the portal was sited approximately 125 ft. away from a natural gas line that bisected the Montana Tech campus. While outside the right of way for the line, Northwestern Energy requested that no blasting be performed near the gas line until such time as the gas line was abandoned in the fall so decline development was put on hold. The gas line was officially abandoned in January of 2012.

In recent years, several geotechnical methods have been successfully applied to ash pond closure. These include modified dewatering techniques with wellpoints and wells to physically drain the material, soil mixing to create a soil-concrete material for improved accessways as well as improved ground structures within ponds to act as barriers or gravity dams, and geotechnical instrumentation to serve as an early warning of the potential for liquefaction. Given the parallels between fly ash and sluiced in place mine tailings, the application of fly ash remediation method to mine tailings shows significant potential, as illustrated in this paper.

The failure of coal ribs is a major hazard in underground coal mines. Researchers from the National Institute for Occupational Safety and Health (NIOSH) have been working on the development of an engineering-based rib control method. A user-friendly standalone application, called Design of Rib Support (DORS), is being developed to ease the calculations of rib support. DORS can estimate the Primary Rib Support Density (PRSD, ton/ft2) for development loading. However, it still needs to take account of another key factor, bolt length, in rib support design. The bolt length can be estimated from the rib fracture depth, and this study focuses on the coal rib fracture depth analysis with numerical modeling and artificial neural network. A total of 331 FLAC3D simulations with different mining scenarios and rib conditions were conducted for this study. Machine learning was then used to predict coal rib fracture depth under different conditions. Based on the numerical simulations, the parameters for mining scenarios and rib conditions were collected as features for machine learning, and coal rib fracture depths were collected as the target to predict. Good data correlation (r-square) was obtained with the use of an artificial neural network. The

Debate on an appropriate, acceptable method of regulating mine and mineral processing wastes has been ongoing since Congress passed the Resource Conservation and Recovery Act (RCRA) on October 21. 1976. Final regulatory determination on which mineral processing wastes are excluded from the RCRA hazardous waste regulations under the Bevill amendment was made by the U.S. Environmental Protection Agency on June 13, 1991. Regardless of whether a mining or mineral processing facility?s waste stream(s) lost or maintained its exclusion status under the Bevill amendment, that facility can expect more stringent regulation of affected waste streams. These more stringent regulations will be added to an already complex regulatory maze, which includes the Clean Air Act (CAA), Clean Water Act (CWA), Safe Drinking Water Act (SDWA), Comprehensive Environmental Response, Compensation and Liability Act (CERCLA), Superfund Amendments and Reauthorization Act (SARA), and Toxic Substances Control Act (TSCA), as well as state and municipal environmental regulations.

The recent recession has severely impacted the performance and results of virtually all of our natural resource companies. The depressing climate continues to linger and recovery maybe sometime away. Problems remain for resource companies in the steel and petroleum industries as well as the mining business. In February, at the AIME Annual Meeting in New York, an All-Institute session presented a variety of views on the situation. A. T. Yu, chairman of ORBA Corp., Mountain Lakes, NJ, organized presentations by top management personnel of four natural resource companies. This well attended session heard management strategems for the present and views for the future. A compilation and synthesis of these presentations, gathered by Dr. Yu, are presented here for ME readers. Leading off will be William A. Griffith, president and chief executive officer of Hecla Mining Co., Wallace, ID. Other speakers presented here include Wilfred P. Schmoe, executive vice president of Du Pont Co., Wilmington, DE; Frank W. Luerssen, chairman and chief executive officer of Inland Steel Co., Chicago, IL; and Adam H. Zimmerman, president and chief operating officer of Noranda Mines Ltd., Toronto, Ontario. First, then Griffith's remarks. Introduction The key to successfully managing a natural resource company in austere times is good management in good times. In other words, position the company during prosperous times to survive the times when the well dries up. Although we know how to manage properly, for various reasons we sometimes do not do it. We forget the lessons of history. We allow ourselves to be carried away by our egos. We fail to position our companies properly in good times. As a result, in bad times we find ourselves in deep trouble. We need constant reeducation in the things we already know. In the natural resource industries, proper positioning in good times involves becoming a low-cost producer, retaining the flexibility to pull in our horns, developing a lean and effective organization, and maintaining a healthy balance sheet. Nothing improves the chance of survival during austere times as much as being able to produce at a lower cost than your competitors. In our business, that means having low-cost mines - low cost because the ore bodies are high grade or favorably located, and because they are efficiently operated. It also means recognizing the competition. The key numbers are the cost to produce an ounce of silver or gold. Nothing else really counts. And our competition is every other precious metal mine in the world. Flexibility is important when one gets stuck with a high-cost operation, often because things do not work out as we expect. It is important to be able to shut down an operation quickly and easily, without high holding costs, and without disrupting the corporate organization. A lean and mean, effective organization of competent people is vital during bad times. A company will not have that if it is not developed and maintained during good times. Numbers, arithmetic, mathematics. Where did it all come from? Who needs it? We all do, but many school children would not agree. Engineers, physicists, accountants, tax collectors, and most of the general public are well aware that modern society in large part is founded on mathematics and could not exist without it. Mathematics developed over thousands of years as part of the everyday life of man. No one area, tribe, or race can claim discovery. In fact, from the records that do exist, it is evident that many facets of mathematics were discovered independently of others who made similar discoveries. While proof may be lacking, the earliest concepts of mathematics may be some 250,000 to 300,000 years old. The first use of numbers as written records is unknown. However, a bone of a young wolf deeply cut with 55 notches-arranged in two rows, one of 25 notches, the other of 30-was found in Czechoslovakia. Dated to be about 30,000 years old, it is perhaps an early record of some kind of counting system. It is assumed that mathematics was developed as an answer to man's practical needs, but anthropological studies suggest that the art of counting may have developed in connection with the needs of primitive religious ceremonial rites. Fingers probably were first used to designate sets of from one to five objects. Using both hands, up to 10 items could be indicated. As civilization developed, so did the need for more flexible systems to record items of trade, measure land, and figure taxes. Aristotle noted that the development of the decimal system comes from the fact that most people are born with 10 fingers and 10 toes. In spite of this obvious fact many early civilizations used binary, ternary, and quinary systems while vigesimal systems (with 20 as a base) and even sexagesimal systems (with 60 as a base) were used by others. A form of writing was in use in both the Mesopotamian and Nile valleys as early as 3000 to 4500 B.C. In Mesopotamia, wedge-shaped marks were impressed upon soft clay tablets that were hardened in ovens or by the sun. Many thousands of such tablets have survived. When the tablets were finally deciphered, some were found to be records of items shipped in trade, inventories, tax accounts, and mathematics exercises for teaching. Mesopotamia is also the source of an interesting board game dating back to about 2500 B.C. Its buttonlike men and triangular dice were apparently used with squares of shell, inlaid with lapis lazuli and red sandstone. Unfortunately, rules of play were not found. In Egypt, record preservation was somewhat better. Discovery of the Rosetta Stone in 1799 eventually led to deciphering the Egyptian hieroglyphics that included a numbering system at least 5,000 years old. These records show a competence in counting and numbering. A calendar of good accuracy may have been in existence as early as 4,200 years ago. Defining Productivity Productivity is a principal concern to all organizations - industrial, commercial, government, and academic. As a ratio of output to input, productivity measures the efficiency of an industrial process, much as thermodynamic efficiency measures the useful work obtained from the available energy consumed. However, there is one important difference. Whereas thermodynamic efficiency is a dimensionless a ratio of energies, productivity output and input are usually measured in different physical units. Nevertheless, the resulting ratio is a normalized expression for unit of output per unit of input to the process. In the early days of coal, mining was essentially a hand loading operation. There was little expenditure of alternative forms of energy within the process. Loading required expenditures of human energy on the order of 1.2 MJ/t (1,000 Btu per st). And if we accept the conventional value "you load 16 tons," the output to input ratio is 14.5 t (16 st) per manshift. In energy terms, it is on the order of 116 MJ/t (100,000 Btu per st) produced per labor Btu expended. However, the latter measure of efficiency was not meaningful in economic terms, while the 14.5 t (16 st) per manshift was significant. Since labor was the principal component of cost, it represented a direct relationship to the cost of production: [ ] Furthermore, when workers were paid directly on the basis of tons produced, the labor cost per ton was specified directly by this rate. With the introduction of mechanized loading, significant increases in productivity occurred, when measured on the basis of tons per manshift. Electric power consumed about 11.6-116 MJ/t (10,000-100,000 Btu per st). This makes the 29-GJ/t (25 million Btu per st) coal output/input ratio between 100 and 1,000. That is one or two orders of magnitude lower than hand loading. However, electric energy was quite inexpensive compared to labor, which made the mechanization economically efficient. The accepted productivity measure continued to be tons per manshift. This measure includes some of the effects of mechanization: namely, the additional manpower needed to maintain the machines and support the equipment that uses electrical energy. However, it does not consider the capital and operating costs that relate to mechanized equipment. As a result, the concept of tons per machine-shift has emerged as an accepted measure of shift productivity. The only appropriate measure that encorporates the productivity of men and machines is an economic one. The output is the tonnage per shift and the impact is the cost per shift. [ ] This is simply the inverse of the cost per ton. In addition, much flexibility is available in allo¬cating costs to the three categories. This adds a level of intangibility to the measure. The amount of information needed to obtain all of the required costs is appreciable compared to the simple matter of counting tons and workers. Furthermore, financial information relating to production costs is closely held by mining companies, so historical statistics on economic productivity are not publicly available. To extend the concept further, consider the value of the tonnage produced, to obtain a dimensionless ($/$) measure of economic productivity.

This case history provides a physical benchmark of tunneling technology progress comparing an old hand-mined tunnel to a modern 20-ft-diameter EPB TBM that mined in the same ground. This rare opportunity to see how tunnels were constructed many years ago occurred when an old 10-ft-diameter storm drain tunnel in the way of os Angeles subway construction was demolished and replaced with obas berglass pipe. Steel rib and lagging initial support was exposed showing solid-sawn 2" × 12" × 48" redwood lagging. This paper documents the as-built old tunnel, how it was successfully replaced, and some lessons learned.

Following an in-depth scenario and strategic planning exercise in 1997, Noranda's mine production goal was set at 500,000 tonnes per year of both copper and zinc metal within five years. There had been no recent discoveries, reserves were shrinking and things had to be done differently and quickly. Change is now continual in our program but here is what we did first: Combined the exploration and business development groups Formed teams to search for and respond to opportunity Made our geologists more business minded and our engineers more optimistic Went global Set clear thresholds, farmed out the marginal properties, fast tracked the others Focused reconnaissance exploration where we had a clear competitive advantage Became a "flexible" partner to both juniors and seniors Is it working? A number of successes, near successes, and outright failures are discussed. The main result is a much higher rate of opportunity flux which is essential for success in the mining industry.

For many years drilling and blasting has been considered more of an art than a science. This is still true in some respects, but today scientific approaches to drilling and blasting design must be used to plan an efficient operation which achieves desired fragmentation within constraints. These constraints involve minimizing damage to the wall or nearby permanent structures and avoiding undesirable fragmentation and mine dilution which can adversely affect operation costs. The degree of fragmentation by blasting is the most important single factor in any attempt to optimize the overall cost of the mining operations. The mining cycle begins with the drilling and blasting operations, which result in a given blasted rock size distribution. While this operation represents only about 20% of total mining costs, the efficiency and costs of the subsequent operations are strongly dependent on the fragment distribution obtained.

Humid tropical environments pose many problems for mineral exploration. The problems result from thick lateritic soils, dense vegetation, seasonally heavy rains, deep chemical weathering, few outcrops and thick saprolites. Although geochemical exploration should be potentially a useful technique in these environments, it appears from the scarcity of reports in the literature that insufficient attention has been paid to developing procedures that are specific to the needs of humid tropical areas. For this reason, the authors believe that this account of a geochemical study in a tropical coastal area on the edge of the Brazilian shield is of general interest and importance for potential geochemical exploration surveys in similar areas within the tropics. The objective of the geochemical study was to develop a practical technique of reconnaissance geochemical prospecting for copper deposits in Brazilian tropical coastal lowland areas. In order to achieve this objective, information concerning the secondary dispersion of copper in these areas was required. Consequently, an orientation survey was designed to provide this information. The present account contains details of the geochemical study and the information about the secondary dispersion of copper that was acquired during the course of the orientation survey. Location and Climate The field area is on the Atlantic coastal lowland of Brazil at latitude 13°S. It lies approximately 10 kilometers south of Maragojipe, a city of 15,000 inhabitants; this city is on the western side of the Bay de Todos os Santos about 45 airline kilo¬meters northwest of Salvador. (See Fig. 1) A good gravel road from Sao Felipe to Sao Roque do Paraguay crosses the southern part of the field area. The climate of the area is hot and moist, and is without prolonged dry periods. This paper examines the cost elements associated with changes to gold mining practice over the last decade that result from the changes in environmental regulation and the heightened governmental and public awareness of environmental issues. The main experience base is Pegasus Gold Corporation's flagship mine, Zortman/Landusky, located in the Little Rocky Mountains of Phillips County, Montana. This operation was among the first mines that were permitted under the 1974 Montana Metal Mining Reclamation Act. In 1974, the Montana Metal Mine Reclamation Act was enacted, creating a permit system for metal and industrial mineral mines for the state of Montana. The act established the content of mine permit applications and defined parameters for the reclamation of mining disturbances. The Act can be viewed as implementing legislation for Article 9, Section 2, of Montana's Constitution, which provides that "all lands disturbed by the taking of natural resources shall be reclaimed." Pegasus Gold Corporation's Zortman/Landusky mine was among the first mines permitted under the new Act. In 1978, the initial permit applications were submitted for Zortman and Landusky, and a full Environmental Impact Statement was prepared by the Montana Department of State Lands; permits were issued in 1979. When opened later that year, the anticipated mine life for the combined Landusky and Zortman operations was approximately 18 years, based upon a proven and probable ore reserve of 43.2 million tons. Zortman/Landusky was the first large-scale heap leach gold mine in the United States. Its distinguishing feature was, and remains, a remarkably low ore grade, now .016 oz/ton. The ore is economic because it requires neither crushing nor agglomerating to leach effectively. Approximately two years after the initiation of the state's regulatory process, the Federal Land Policy Management Act (FLPMA) was enacted, establishing a mine regulatory framework for lands under the administration of the Bureau of Land Management.
