4.1 INTRODUCTION There have been numerous methods developed for predicting the final subsidence and final displacement profiles (Voight and Pariseau, 1970; Brauner, 1973a; Kratzsch, 1983). But for discus- sion purposes, they can be classified into six categories: theoretical, profile function, influence function, graphical, physical, and numerical modeling. The theoretical method employs mainly continuum mechanics theories and attempts to explain the mechanisms that lead to sur- face subsidence. Many models using nearly all kinds of material behavior have been developed. These include elastic (Salmon, 1963; Berry, 1964), plastic (Pariseau, 1968), viscoelastic (Iman, 1965), and elastoplastic (Dahl, 1969). The Profile Function Method is essentially a method of curve-fitting against the measured subsidence profiles in a particular mine or region. There are more than 20 profile functions developed empirically for nearly all major coalfields in the world. These include, to name just a few representative ones: Hungary (Martos, 1958), Japan (Hiramatsu and Oka, 1968), Russia (Avershin, 1947), United Kingdom (Wardell, 1965), and USA (Peng and Chen, 1981; Karmis et al., 1984). The NCB's graphical method in the subsidence Engineers' Handbook (1975) also belongs to the profile function method. The influence function method was first proposed by Bals (1931/1932). It was further developed in various periods and stages by Knothe (1957), Liu and Liao (1965), Brauner (1973a) and Marr (1975). This method is now widely used in various parts of the world. The physical models include sand (Litwiniszyn, 1959; Pariseau and Dahl, 1968) and gelatin (King and Whetton, 1958; Khair et al., 1986). They are used mainly to study the parameters that control subsidence behavior. The most popular numerical method is the finite element technique. It can simulate nearly every conceivable material behavior, inhomogeneity, bedding planes, anisotropy, and various boundary conditions. This versatility is absolutely necessary considering the ever-changing geologic and mining conditions encountered. In the following sections, only those methods that have been applied to US coalfields will be discussed. Furthermore, the methods for prediction of several key parameters such as maximum subsidence, maximum possible subsidence, and maximum displacement are discussed first, because they are the key parameters to be used in the profile function, influence function, and graphical methods.

The nature of water and clay in carbonate rocks is currently being investigated at Rensselaer Polytechnic Institute by various thermal and sorption techniques. Two basic concepts 'led to the present research. (1) To explain the expansion and contraction on wetting and drying of some unsound argillaceous carbonate rocks, it was postulated that the pore space around each clay particle is such that when water is sorbed by the clay, force is exerted against the pore walls. (2) The clays in expansive rocks are rejected from the growing dolomite crystals during their growth, and form a more or less connected network, thereby becoming "wettable," or available to water. New quantitative cold differential-thermal-analysis (electrocalorimetric) equipment was designed and constructed to check the "limited space" and "wettable clay" concepts and to determine the thermal nature of the transition of water to ice in rocks. This DTA equipment can detect the release of heat in freezing of less than 0.001 per cent water in a rock. Twenty-three rock cores (nine sound and fourteen unsound) and 4 procelain cylinders for standards were studied. In the nine sound rocks and in all the procelain cylinders, the rapid freezing of from 50 to 100 per cent of the water was readily detectable after 7 to 10° C of supercooling. No further freezing could be detected to -20° C. However, in eleven of the fourteen unsound rocks, no freezing was detected to as low as -40° C; in the other three, less than 50 per cent of the water froze. As a check of the DTA measurements, adsorption isotherms were determined for all materials. Calculations of theoretical freezing points for sorbed water again demonstrated that the least sound rocks had the most nonfreezable water. "Frost" sensitivity in these carbonate rocks is, therefore, probably not the result of the force of expansion of water to ice. The disruptive force is believed to result from expansion of sorbed, ordered water on clay surfaces. The relationship between the unfilled rock pores after 24-hour water saturation and the water sorbed at 85 per cent humidity at 30° C (i.e., the theoretical nonfreezable water delineates the sound and unsound carbonate rocks.

Introduction Based upon the 1980 Bevill Amendment to the Resource Conservation and Recovery Act (RCRA), a 1986 Regulatory Determination decision, and subsequent rulemakings, the Environmental Protection Agency (EPA) exempted all extraction and beneficiation wastes and twenty mineral processing wastes from regulation under RCRA Subtitle C (hazardous waste) regulations. These twenty mineral processing waste streams were studied in a 1990 Mineral Processing Report to Congress. For purposes of regulatory classification, EPA made special distinctions between extraction/beneficiation and mineral processing. Wastes determined by EPA to be from the extraction/beneficiation of ores and minerals retain the exemption, while wastes found to be mineral processing, except for the “special" twenty mineral processing wastes, fall within RCRA Subtitle C jurisdiction. For those wastes that are subject to RCRA Subtitle C, § 3004(m) of RCRA requires EPA to set levels or methods of treatment, of any, which would substantially diminish the toxicity of the waste or substantially reduce the likelihood of migration of hazardous constituents from the waste so that short- term and long-term threats to human health and the environment are minimized. These treatment standards are developed by EPA under the Land Disposal Restrictions (LDR) program. Under § 3004(g) (4) of RCRA, EPA is required to promulgate treatment standards for any waste that is newly identified or listed as hazardous. As part of the settlement agreement in Environmental Defense Fund (EDF) v. Reilly and Chemical Waste Management, Inc. v. EPA (1992), EPA has agreed to propose a rule by June 30, 1995 and promulgate a final rule by June 30, 1996. This rule is commonly referred to as the "Phase IV" LDR rule and will address newly identified mineral processing wastes. Other wastes that will be addressed in this rule include newly listed dyes and pigments and wood preserving wastes. Therefore, in the Phase IV rule EPA will develop treatment standards for all mineral processing wastes that have lost their Bevill exclusion. EPA is currently collecting information on the waste characterization, treatment alternatives, and disposal capacity data currently available on these wastes. The 71st Annual Meeting of the Minnesota Section of SME and the 59th Annual University of Minnesota Mining Symposium were held jointly April 14-16, 1998, in Duluth, MN. Registration was estimated at 450 people, about the same as last year's attendance. A short course on mine productivity and a trade show that included about 75 exhibitors were also held in conjunction with the SME meeting. This year's theme was "Iron ore and integrated steel - where are we going?" Although generally optimistic in the near term, the general feeling among the attendees is that the industry faces serious competitive challenges. The iron mining industry in Minnesota experienced a tremendous rebound from the devastating downturn of the 1980s. Today, however, all seven of Minnesota's taconite plants are operating at full capacity. And these high production levels are expected to continue during the next several years. Longer-term, however, Minnesota's producers face an increasingly competitive worldwide market, including stiff competition from Canadian operations. Because of the increasing competition, industry representatives in Minnesota believe that it is critical to strengthen their operations. To accomplish this, companies are looking to: ? Further reduce production costs. ? Bring new technologies into their operations. ? Develop value-added facilities such as direct-reduced iron. ? Expand their markets. The industry is also seeking more collaboration between industry and government. The National Steel Pellet Co. and Minntac are looking at using ported kilns, which would reduce energy consumption significantly. Cleveland Cliffs, EVTAC, Northshore Mining and Minnesota Iron and Steel are all looking at building value-added plants. One such project that received attention among the attendees was Minnesota Iron and Steel's proposed $1.2 billion combined mine, taconite plant, direct reduced iron facility and steel production facility. If the operation is built, it would produce about 3.4 Mt/a (3.39 million ltpy) of direct-reduced iron pellets. Financing is pending. An announcement is expected in the fall of 1998. The pellets, containing 70% iron, would be processed into steel in electric arc furnaces. The steel produced would then be processed into hot-rolled coil, which is used by the appliance and automobile industries. The keynote addresses and technical sessions focused on these issues as well as on environmental issues.

The author has known Professor Wadsworth since the 1960s, when interest in the application of microbial technology for metallurgical processes was beginning its rapid rise. The development of bioleaching and mineral biooxidation was advanced, in part, by Wadsworth's belief in the potential for its application, as well as by his numerous contributions to the understanding of the fundamentals of hydro-metallurgy. Wadsworth is recognized for fostering research and development of the field and adding credibility to microbiological-based metallurgical processes, now often referred to as biohydrometallurgy. This Wadsworth Award is recognition of the field of biohy-drometallurgy. It is an honor to serve as a representative for all those individuals involved in research and commercial development of this technology. Modern commercial application of biohydromctallurgy began with the bioleaching of copper from submarginal-grade. run-of-mine material. Kennecott Copper successfully developed this process in the 1950s at the Bingham Canyon Mine in Utah. Other mining operations around the world followed Kennecott's lead. Today, dump bioleaching remains a very low-cost process for scavenging copper from rock that cannot be economically processed by any other method. Despite the commercial success of dump bioleaching, little effort has been made to enhance the micro Biological component of this leach process. Expansion of biohydro metallurgy into recovery of other metals did not occur until the mid-1980s, when the first commercial plant for the pretreatment of refractory gold-bearing concentrate was commissioned at the Fairview operation in south Africa. Now, processes for copper bioleaching and refractory gold pretreatment are engineered specifically to promote the activity of the microorganisms. This paper reviews the current state of commercial applications of biohydrometallurgy. It examines potential future developments and portrays the role of the microbiologist in facilitating continued growth and commercial acceptance of the technology. The commercia1 examples in this paper illustrate the expansion of microbial processing in the mining industry during the last 20 years. "Bleeding", as used in mine ventilation language, has a number of meanings among mining men and is regarded with different degrees of importance. This lack of uniformity stems from a number of specific situations. A method that is adequate in a mildly gaseous mine may fall short in a very gaseous mine. Projected bleeders could be dependable under a certain type of roof, and totally unsatisfactory under a different type. Similarly a plan of bleeders can be rendered useless due to undulations of seam and water in one mine and function well in another. Finally, what is effective in a mining system with partial recovery will not suffice with full recovery. You may wonder, then, if there is a common denominator for the essential function of "bleeding". In my opinion, there is, and it can be defined as controlled movement of air across an active pillar line toward the back and outby ends of the adjacent gob area into the headings provided for the purpose. The objective is to maintain as methane-free as practicable a belt adjacent to the working places, so that, if face ventilation is interrupted temporarily, the gas will not accumulate in dangerous volumes at the working faces before ventilation is restored. It's possible for these temporary interruptions to be unnoticed in time or at all. In such cases, ineffective bleeding could cause a disaster. This has happened. To control, there must be power. That is to say, there must be adequate air, pressure differential between the front and back ends of a pillar line to facilitate proper regulation for diverting of air to the various portions of the gob and as far away from the active section as is practicable. As an indication of the importance of pressure, it is noteworthy that one may provide and maintain in a reasonably open condition a heading or two for a bleeder system and fail to obtain effective bleeding .because air pressure differential is inadequate. On the other hand, you are all familiar with the fact that pillar lines in some seams can be ventilated adequately by air flow straight across the gob when the section is near a main return shaft and thus obtains a heavy pressure differential.

The salt gradient solar pond has been the focal point of accelerating international attention and interest in recent months. Only recently have most investigators in the renewable energy field come to realize the versatility of the solar pond, and its ability to overcome certain problems usually associated with solar technologies. These realizations, together with clear demonstrations in Israel and elsewhere of its technical feasibility, have combined to bring the solar pond to the forefront of renewable energy technologies. The solar pond is a natural or site-built pond, about one to five meters or more in depth, which has been altered to retard the loss of absorbed solar energy. The absorbed solar energy is usually lost through upward buoyancy of the warmed water, followed by the loss of its heat to the atmosphere. The chief solar pond technology -the salt gradient, or "nonconvective" solar pond-prevents this upward buoyancy by means of a vertical density gradient achieved with dissolved salt. The deep waters in the solar pond reach high temperatures, up to and even above the boiling point of pure water.

This paper will describe several modifications to design of con­ventional oxide gold heap leaching. They are targeted at reduc­ing costs and simplifying heap operations. These modifications were conceptualized during consulting work on over 90 differ­ent heap leaches. In 1995, a unique opportunity arose to imme­diately apply all of these design concepts to the permitting and construction of a new facility at the American Girl Mine in southeastern California. American Girl Mine has operated since 1987. In April 1995, the mine faced a situation with grave consequences for cash flow. Approval for mining of a new ore zone, Oro Cruz, had just been granted, after lengthy delays by California regula­tors. All existing pad space would be filled by October. Only 6 months were available, and new pad siting and design were still undecided. Permitting of a new pad had not begun. Options were quickly reviewed. A strong criteria for pad site selection and design was ease of permitting. There was also a strong desire to install a system that would achieve better met­allurgical recovery and reduced operating costs, compared to previous heaps at this mine. One site offered the best chance for rapid permitting. It was the site of the original 1987-90 heap leach. This already dis­turbed ground contained 1.6 million tons of heaped ore. The old heap had just completed detoxification and was about to be signed off as a Group C waste, ready for reclamation. Instead of recontouring and revegetating the old heap, which the reclamation plan anticipated, we offered BLM and the County something even better. We proposed to off-load much of the detoxed old heap, and reuse the space. The off-loaded material would be back-filled into the original open pit, imme­diately adjacent. While the footprint of the proposed new pad was much larger, the reuse of disturbed ground, and backfilling of the open pit, had very strong appeal to the regulators. Our permitting strategy included the technical design of the proposed new facility. Many of the new design details also appealed to the regulators, particularly the "zero active ponds" concept.

In the past ten years about 3000 wastewater treatment plants have been built in Poland. The result of this development has been a massive increase in overall sludge production. According to data supplied by the Ministry of Environmental Protection, 400,000 dry tons of sludge are generated every year in Poland (Koblak-Kalinska 1996). Still it is difficult to estimate the amount of sludge, which is used in agriculture or for reclamation purposes. However, it can be assumed that this comes to no more than 10 percent of all sludge produced in Poland on a yearly basis. Thus it became obvious that an urgent solution to this problem was needed. Local authorities in Silesia realized in the early 90?s that a demonstration was necessary to encourage the proper utilization of sludge. This was the basis for establishing the Biosolids Subpart of the Silesia Project, which addressed the use of biosolids in the reclamation of mining and smelting dumps (Stuczynski et al. 1996). Metal waste sites themselves are known to contain more than 87 million tons of waste (Pistelok et al. 1995). Each year this amount increases by approximately 400,000 tons. We realized that a simple solution for stabilizing these sites would be to cover them with vegetation in order to reduce leaching of toxic elements, as well as to keep metallic fugitive dust from entering the environment. The reclamation of smelter waste sites, which was carried out within the framework of the Silesia Project was a joint effort of local government, industry and international research institutions/agencies, including the US Environmental Protection Agency (EPA), the Center for Research and Control of the Environment (OBIKS), Virginia Polytechnic Institute and IUNG. One of the goals was to evaluate the possibility of adapting the rules of sludge management currently used in the United States to conditions commonly found here in industrial regions of Poland. However, the main objective of the Silesia Project was the development of guidelines concerning all aspects of sludge use for the reclamation of degraded lands and waste sites. Biological aspects related to reclamation of metal waste with the use of biosolids will be discussed in this paper.

Before you begin mining aggregates in Oklahoma, you must first look at the market and ask these questions: (1) Is there a need for additional aggregate production? (2) Can we produce the aggregate efficiently enough to compete? (3) Is the deposit close enough to the market? If you can answer "yes" to each of these three questions, then you are ready to start the process for mining aggregates in Oklahoma. The first consideration to be made is whether the aggregates produced will need to meet state specifications. If you do not want to meet state durability standards, there are numerous formations you can mine and produce aggregates. We will deal only with the formations that will meet state durability standards. These formations are located in the southern half of Oklahoma and in the Tulsa area. Some of the formations that contain limestone, dolomite, and sandstone that will meet state durability tests are West Springs Creek, Kindblade, McKenzie Hill, Butterly-Royer, and Rush Springs Formations. Granite and rhyolite also are found in Oklahoma and can be used as construction aggregates. Once an area has been identified as having durable material, and drilling has verified its properties, a permit must be secured from the Oklahoma Department of Mines, Oklahoma Department of Environmental Quality, and any other applicable agency before construction of a plant occurs. There are many different brands of crushers available, but all work on one of two crushing principles-either compression breakage or impact breakage. Each type has its application in different industrial-mineral types and the desired end product. A typical small crushing plant would start with a jaw crusher for primary reduction, and then employ one standard cone and one shorthead cone for secondary reduction. One grizzly would be in the circuit with one finished-product screen and three to four finished-product stackers. Natural sands and gravels are found in rivers and old river channels. These too need to be tested to see if spec product can be produced. All of our sand operations have very little gravel; thus, we do not process the gravel. The sand is processed through classifying tanks for gradation.

If I told you tonight at the outset that my prognastications for the future of mine ventilation were imparted to me by a palm reader or inspired by a vision, you'd dismiss what I had to say before I said it! If, on the other hand, I told you that my forecasts were the result of an elaborate computer model, derived from a complex algorithm, which in turn relied on finite element analysis -- and the entire projection confirmed by on-site experiments with a turbo hybrid-flow mine fan -- you'd sit up in anticipation and hang on my every word!! All of which places me in a terrible dilemma, because my predictions really lie somewhere in between. My intent is to talk to you out of my background of forty years in mine ventilation, looking ahead to conditions that I expect to prevail in the next fifteen years. You may be curious why I picked an unlikely time span of 55 years for my overview, and my response is that it bridges a career lifetime. "The last forty", of course, corresponds with the period of my professional employment since graduating with a B.S. and M.S. here at Penn State. "The next fifteen" bridges the period I expect (the Lord willing) to remain professionally active -- and coincidently brings us into the beginning of the 21st century. (I must confess to stacking the deck a bit: Since it's infinitely harder to look ahead than to look behind, I purposely minimized the forecast period and maximized the history! Besides, "forty" and "fifteen" have a nice phonetic ring, perfect 20/20 vision sums to "forty", etc., etc.). With these disclaimers, I'll invite you to join me now in a fast 55-year overview of mine ventilation, of necessity limited to a broad-brush treatment of the subject. (After all, this is an after-dinner talk, not a marathon!) In each- segment, I've selected the seven topics that seem to me of paramount importance: in the first part, seven accomplishments in retrospect, and in the last, seven expectations for the future. (The number "seven" needn't confound you, either: In the bible, it signifies "wholeness" or "completeness".))

Cuprex Limited is currently developing a small gold mining operation in Central Australia in the Tennant Creek field. In February 1984, the company undertook a feasibility study on the project and operations commenced in August 1984. Ore reserves are located between 230 and 280 metres (755 ft and 919 ft) below surface and ore extraction required the establishment of a shaft network for access, ore hoisting and ventilation. Zeni Drilling Company from West Virginia, U.S.A. was contracted to blind drill two shafts for the project. Blind drilling was selected for various reasons, including timing which related to cost efficiency. The blind drill shaft technique has proved successful in this application and with enthusiastic and innovative support from the mining industry, will prove an efficient and cost effective means of accessing and operating underground mining projects of all sizes in the future.

The industrial mineral filler plant of the Gouverneur Tale Company is equipped with a good dust collection system installed long before the recent popularization of environmental pollution. Credit for this fact is due to the foresight of Mr. R. S. McClellan, Project Manager and subsequent Vice President and General Manager of Gouverneur Talc, who recently retired as Vice President Engineering of the parent organization, the R. T. Vanderbilt Company. Also instrumental in the early stages of plant operation and the solution of start-up problems was J. A. Gustin who is now an engineering consultant located in Martinsville, Va. Credit is most certainly due to the late R. T. Vanderbilt, the company's founder, who favored and approved the investment in the necessary facilities that were far ahead of all competitors in the industry at that time.

Designing an underground nuclear waste repository is a complex process. Although many decisions are involved before the design is complete, the first three--what the target horizon is, what the underground boundary is, and where the entry point will be located--are important because they establish the basis for the entire repository design. Even more important than these decisions, however, is the data on which the decisions are based. Because the current data are limited, an aggressive data gathering program is needed during the next design phase to augment information about the intricate interplay among all facets of the repository design and the geologic medium in which the proposed repository is to be developed. Although unique to modern engineering enterprises, the challenges involved in designing a repository in the unsaturated zone are within current technology and engineering practices.

Mining wastes have received individual attention under the Resource Conservation and Recovery Act (RCRA) since its inception, in recognition of the special characteristics that distinguish mining wastes from other solid wastes. The Environmental Protection Agency (EPA) has recognized that: - Mining wastes are generated in much larger volumes than other industrial wastes. Most material handled in mining is waste (over 99% in many cases) and not marketable product, whereas waste is a small portion of raw materials used in most industries. Consequently, controls used for hazardous wastes may be technically infeasible or economically impractical. - Nearly all mining waste is managed at the site of generation and is land-disposed. . - Mining wastes typically pose lower hazards than other industrial wastes. Mining operations are located predominantly in sparsely populated areas and in arid or semi-arid areas with little surface water runoff and deeper water tables.

The decision to accelerate development of Stillwater Mining's East Boulder Mine was made in March of 1998. It required the completion of conceptual designs by July of 1998. This was accomplished through teamwork and close cooperation of mine personnel, engineering firms and vendors, all working toward the common goal of developing an efficient and workable design. Early in the project, representatives of Stillwater Mining, Kilborn International, Parsons Brinckerhoff Transit and Rail Systems, Continental Conveyor, and H.A. Simons met to develop methods to bring the mine into production at a highly accelerated rate and to solve potential bottlenecks, including the movement of personnel, materials, and muck through a 5.6 km (3-1/2 mile) adit. This interaction, including companies not normally associated with the mining industry, led to innovative approaches and designs produced by Kilborn Engineering and Stillwater Mining.

Testing methods are described to help in decisions of selecting the most viable comminution circuits. The authors present a comparison evaluation based on numerous studies to help make initial choices for feasibility evaluations. An update summary of completed Bond grindability and Abrasion Index testwork at Allis-Chalmers Process Research Test Center for all materials is included. "What is the best circuit to comminute primary crusher product to make beneficiation feed?" This frequently asked question has the implication that there is one circuit which is universally the right circuit. The answer has been sought ever since it has been necessary to break rock to liberate entrapped mineral values. With every new contribution to the art and the science of comminution, the scope of the discussions broaden. It is not even possible to define what the abstract term best means.

[According to the Young equation, SG = SL + Coso, the equilibrium contact angle depends on the values of the three interfacial tensions involved. A solute promotes wetting, i. e. a decrease of contact angle if it decreases.LG and/or YSL or if it increases SG. Dewetting, the important step in flotation is, promoted if the solute increases y and/or SL or decreases. Most solutes used for wetting or dewetting are, positively adsorbed at all interfaces involved and consequently according to the Gibbs equation lower the interfacial tensions. Wetting is therefore expected to occur if LG and SL are more affected by the solute than SG. Dewetting on the other, hand demands a greater decrease of SG than that of SL (and of LG). See P. Dense-medium circuits have been installed in many mineral treatment plants since its, original development about thirty years ago. In the intervening, period the process has been thoroughly evaluated and many innovations have been introduced. The Heavy Density. Cyclone is one of the newer systems which has extended the operating range of this process to 65 mesh size. Several different finely divided materials have been used to produce the separating bath but nearly all new plants use a ferro-magnetic medium. The, advantages of magnetic medium include: 1. Smaller recovery plant 2. Lower cost recovery plant both in initial and operating cost 3. Excellent medium stability 4. Dependable medium supply at reasonable and stable cost. Magnetic separators are used to recover this magnetic medium and the smaller plants and lower operating costs are directly related to their use.

"Further, we search for the veins by observing the hoar-frosts, which whiten all herbage except that growing over the veins, because the veins emit a warm dry exhalation which hinders the freezing of the moisture, for which reasons such plants appear rather wet than whitened by the frost," Georgius Agricola, De Re Metallica, 1556 In view of Agricola's statement, made in 1556, the concept of using the heat released by oxidizing sulfides as an ore guide can hardly be considered a product of twentieth-century technology. In fact, thermal exploration has received relatively little attention in modern times compared to other potential field geophysical methods. There have evolved, however, two basic approaches to thermal exploration for subsurface heat sources. These are 1) the measurement of surface temperatures by infrared, thermal imagery and 2) the measurement of geothermal gradients in exploratory drill holes.
