A resource of 134,400,000,000 tons of minable trona and mixed trona and halite underlies an area of about 1,300 square miles vest of Green River, Wyoming (Culbertson, in preparation)(Figure 1). In 1982, the total domestic consumption of soda ash (refined trona) was 6,667,000 short tons (Kostick, 1983), approximately 90 percent of which came from Wyoming trona. This enormous resource occurs in the Wilkins Peak Member of the Creen River Formation (Eocene). The Green River Formation is derived from sediments deposited in a large lake (Lake Gosiute) that occupied the Green River Basin in south-western Wyoming 38-54 million years ago. The Wilkins Peak Member represents a restricted, evaporite-rich cycle of deposition during which time the trona deposits were formed. A total of 42 trona beds are known, of which 25 are of sufficient thickness and extent to be considered minable (Culbertson, in preparation).

Various types of commercial ion exchange resins were evaluated with respect to their ability to extract gold from cyanide leach solutions. Large differences were found among the various resins in terms of selectivity and gold loading. The hydrophi­licity and the charge density appear to be the main factors that determine the resin characteristics. Polystyrene weak-base resins, such as Dowex MWA-1, exhibited the best all-round performance.

A proven high grade reserve of gold mineralization located in Mexico is evaluated to determine which gold recovery process is best suited for this deposit. The processes evaluated are; Heap leaching, Vat leaching and a CIP circuit. All qualify as viable options, however each one presents a different economic picture which is impacted substantially by the financial constraints of the project. Taking this into consideration the most economic process was selected.

The Fort Cady in situ borate mining project involves recovery of boron from a mineral deposit located over 1400 feet below the surface. The resource recovery method is being developed using in situ mining technology employing weak acid solution injected directly into the ore body. As the acid contacts the calcium based ore (primarily natural colemanite), the contained borate values are digested as boric acid. This boric acid solution is then pumped to the surface by use of submersible pumps. At the surface the borate values are recovered as a finely divided solid white powder after a series of chemical reactions and precipitations resulting in the production of calcium borate. The refined product is then sold under the trade name CADYCAL 100.TM All environmental permits for up to a production rate of 90,000 tons per year have been obtained. These permits required an Environmental Impact study (EIS) for federal lands and an Environmental Impact Report (EIR) for the private portion of the property. Regulatory permitting required over 5 years to obtain all the various authorizations for this project. The ore body has an average thickness of 118 feet extending over 273 acres. At a production rate of 90,000 tons per year with only a 70 percent resource recovery allowance, in place reserves are sufficient to sustain production for over one hundred years.

The crust of the earth, together with its seas and its atmosphere, is the source of all of mankind's primary wealth. Indeed, most people think of precious metals and stones when they think of wealth mined from the earth, but the value of the material and energy goods derived from the earth far exceed the value of the precious metals and gem stones. Thus, it is obvious that all minerals which we mine from the ground represent new wealth--the copper, clay, or petroleum we mine just as much as the gold or silver. More and more, wealth is defined in terms of utility-not in terms of an arbitrarily established monetary value. The recent action of the OPEC nations in controlling the flow of petroleum has clearly demonstrated this to the petroleum-importing nations! There is developing in the United States, as well as in many other nations of the world, a concern for the future availability of many mineral-derived raw materials and of mineral fuels. Ore grades are diminishing, concern for the environment has placed restraints on commercial development of some mineral deposits and the processing facilities necessary to exploit them, and countries upon which we have relied for major mineral materials have become increasingly nationalistic, causing uncertainties in future supply and causing an increasingly alarming deficit in our nation's balance in trade.

Early in the 60's the author served as Chairman of the Engineering Foundation's Coordinating Committee on Air Pollution Research. One of our objectives was the development of a study on the measurement of stack emissions. Three publications of the Foundation resulted from these efforts to focus attention on the stack sampling problem.1,2,3 Two of these were annotated bibliographies covering 197 references. The third reported the results of a workshop meeting at which some 21 individuals from research institutes, industry and government discussed the possible and probable areas of research that would add to or increase the ease, precision and utility of sampling gaseous and particulate matter emitted from stacks. The American Society of Mechanical Engineers has had in its Power Test Codes a Standard Code for Determining the Dust Concentration in a Gas stream4 since 1941, The American Industrial Hygiene Association has published, in its Air Pollution Manual,5 a Section on Stack Sampling. Industry and regulatory agency requirements for stack sampling have utilized some modification of the alternatives in methodology. There has been ho single guide to stack sampling that met the needs of those who have the need to know.

On the job injuries to the musculoskeletal system are probably the oldest of the industrial safety problems. Long before we had pinchpoints to guard, chemical vapors to ventilate, and noise to enclose, people were getting strains, sprains, and sore backs from their work activities. In spite of the age of the problem, it remains a long way from being solved. The past ten years have seen a significant commitment by the sci¬entific community to understanding the problem. Engineers, scientists, doctors, and epidemi¬ologists have been involved, and as a result, today we have a much better understanding of the problem. The first step in understanding a problem such as this is to explore its history and epidemiology. The research done by Chaffin (1977), Snook (1970), Ayoub (1978), the ILO (1962), and others, led NIOSH to publish its Work Practices Guide for Manual Lifting in 1981. The guide was based on research carried out in general industry, but subsequent research by Stobbe (1983) and Peters (1983) has suggested that the nature of the problems producing injuries in underground mining is the same as in general industry. The problems are more intense in the mining environment.

Surface water quality is determined by complicated interactions between water and land. Runoff--the flow of waters in surface streams and rivers-¬represents the total amount of water collected in a drainage basin or watershed that appears at the outlet of the basin. As the water flows through the basin, it is in contact with land and can pick up impurities from the land. Thus, surface waters are not pure--they contain impurities, or "pollutants," in vary¬ing concentrations determined by the nature of the land which they drain. The composition of surface waters thus tends to represent a steady state equilibrium between interactions of water and land. However, when man utilizes the land in the drainage basin or watershed, the natural equilibrium between water in the runoff and the land is disturbed. Such disturbances usually effect adverse changes in surface water quality, as new equilibrium conditions between land and water are established. These adverse changes in surface water quality can be thought of as "nonpoint pollution." Esti¬mation of nonpoint pollutant loads thus ultimately reduces to determining the magnitude of the differences between water qualities before and after man's disturbance of land within a watershed. The important key in making such an estimation lies in the determination of water quality in the natural or "back¬ground" condition of the watershed. In subsequent discussion in this paper, tools for making an estimation of background water quality will be described.

The great importance of aggregates as a basic building and maintenance material for both public and private projects makes the identification and availability of this valuable resource imperative for our economic and social well being. This was one of the main reasons that led the California Legislature to enact the Surface Mining and Reclamation Act of 1975 (SMARA). The Act requires the State Geologist to classify mineral areas in the state and the State Mining and Geology Board to designate mineral deposits of regional or statewide significance. The design process must anticipate all construction and operational conditions and make an allowance for all eventualities. Prevention of failure during operational life, and in some cases post abandonment, requires that a risk assessment is undertaken during the design stage which defines not only the factors of safety to be used but the criteria for the structure during its operating life. These operating criteria should clearly identify the at-risk structures and the inspection and monitoring routines required to ensure compliance with the design objectives. On a mine site, it is the role of mine management to ensure that the operating rules be applied throughout the mine life and that a system of inspection and monitoring procedures be instigated. Where the risks are significant, high-level auditing by an independent engineer will also be required. Within the inspection and auditing framework, the designer needs to incorporate instrumentation to enable the operators and management to confirm that the facility meets the requirements of safety, stability and environmental compliance whilst continuing to meet its operational function. This paper reviews the use of inspection and monitoring to prevent failure and provides, in summary, examples of where monitoring has been undertaken and prevented failure. A tabulated review of legislation, regulations and technical guidance generated as a result of previous failures or untoward events is provided.

INTRODUCTION In urbanized area with heavy street traffic and with environmental requirements to lessen construction noise and vibration, the cut-and-cover is not always a feasible method to build a small diameter tunnel for sewage, water or other utilities. That is where the use of the shield machine to bore such a small diameter tunnel should be considered as a more acceptable alternative. Although the shield machine of this type should be small enough to meet specific requirements for a given tunnel, it should be big enough to provide some working space inside of the tunnel. Recently, we have successfully developed the fully mechanized small diameter tunneling method which enables us to bore a tunnel as small as 600mm in finished diameter. This paper discusses the concept of this newly developed method, including a case history where sewage tunnels of 800mm finished diameter were constructed by using this method. OUTLINE OF METHOD Developed from the original slurry shield pipe-jacking tunneling method, this method is highly automated so that all operations inside of the tunnel can be remotely controlled. In mid 1978 Inland Cement Industries Ltd. brought on-line their new one million megagram (Mg) per year cement plant at Tilbury Island, Delta, British Columbia. The Plant--Its Philosophy of Design The design of this plant began in 1974, at the beginning of the rapid rise in petroleum costs later referred to as the "energy crisis". The trend in fuel costs was clear, so one of the basic criteria for the selection of process equipment was high thermal efficiency. Throughout the process of selection of materials handling and process equipment, energy consumption was a factor in decisions. A second factor which influenced the design of the plant was its location on navigable water. The plant is designed to make maximum use of this means of transport to minimize transportation costs. All raw materials (and some fuel) are received by water, and a major portion of the cement and clinker is sent out by barge. Extensive modern dock and material handling facilities were provided to accomplish the shipping and receiving functions. A plant meeting stringent environmental regulations was the third major factor which formed the basis for design. To meet this requirement, all storage facilities had to be covered, 53 bag type dust collectors were applied throughout the plant, and materials handling equipment was designed to minimize dust and spillage.

Florida produced more than eighty percent of domestic phosphate during 1974. This amounted to more than thirty-five million short tons. Ninety percent of this production was used in the production of fertilizers. Other uses of phosphate include food preservatives, fabric dyes, optical glass, photographic films, soaps, plastics, pharmaceuticals and animal feed ingredients. Marketable phosphate rock projections for the nest decade forecast a very healthy growth for the Florida phosphate industry. Associated with the expansion, however, are the corresponding problems of water conservation, air and water pollution and land reclamation. Recognizing mining as an interim land use, the industry is presently engaged in a very active reclamation program. The proximity of the central Florida deposits to rapidly developing urban areas makes it important to undertake successful and well planned reclamation programs. Water use and conservation is of vitil importance to the industry. Water withdrawal from existing aquifers and discharges into drainage systems are closely regulated by state agencies. Water is stored and recycled to maximize usage. In some instances water is even returned to major aquifers through a series of recharge or connector wells. The phosphate industry has spent over 200 million dollars in the past decade for research, development and implementation of pollution abatement and water conservation systems.1 The following discussion outlines various phases of phosphate mining in central Florida today, with emphasis on research in waste disposal techniques and progressive land reclamation programs.

In the comparison and consideration of synthetic and natural materials, graphites represent a situation in which natural graphites amount to less than 10% of the total carbon and graphite production by weight, and less than 5% in dollar volume, There are few applications where it could not be re- placed by synthetic graphite. On the contrary, synthetic graphite materials can be engineered to cover an extremely wide range of applications. These include electrographite brushes for rotating machinery, pyrolytic graphite, graphite-impervious pipe, nuclear moderators, high purity spectrographic graphite, power tube anodes, graphite rotary shaft seals, and rocket nozzles. The special qualities of natural graphite and its limitations are delineated and the almost unlimited possibilities in artificial graphite materials are discussed.

The phosphate formations of the Pliocene epoch were deposited along the coastal shelf of the eastern seaboard. The deposition of the phosphate is thought to be somewhat contiguous along the early shoreline, and the deposit can be more or less traced over an 800 to 930 mile path from the Florida Gulf Coast, near Ft. Myers, to the Pamlico Sound of North Carolina. This is illustrated in Figure 1. Three areas of commercial importance are currently being exploited from this extensive known deposit: 1 - The so-called ?Bone valley? in Central Florida (multiple operations) 2 - Hamilton County in North Florida (Occidental Corporation operation) 3 - Beaufort County in North Carolina (Texas Gulf Sulphur operation)

In 1962 a computerized data processing system was first installed and programmed for the grading of direct-shipping iron ore from the Sept-Iles terminal of the Iron Ore Company of Canada. Over the years several changes and improvements have been incorporated into this system. It is the purpose of this paper to describe its present operation and features. Sept-Iles is located on the north shore of the St. Lawrence River, 500 miles north east of Montreal. The direct-shipping ore is received by railroad from Schefferville, 320 miles to the north in the Knob Lake Iron Range of New Quebec and Labrador. The shipping season extends from mid-March to December. The maximum tonnage handled in this period being 13,045,000 long tons in 1959. Crude ore receipts for 1974 amounted to 6,568,000 tons of direct-shipping and 4,700,000 tons of plant feed material from Schefferville. This was augmented by 4,447,000 tons of concentrate and 7,572,000 tons of pellets from Labrador City 200 miles north of Sept-Iles. The direct-shipping ore has come from as many as ten mines, and grade variations, even-within the same mines, have been sufficient to require blending for uniform, acceptable cargos. Shipments of low phosphorous, non bessemer and manganiforous iron ore are made, to Canada, the United States, Europe and Japan with grade variations to meet customers requirements.

CONTAC Engineers is a Chilean based company which works on process control and automation, principally for the minning industry. Jointly with other local and international engineering firms, CONTAC has participated in most of the last expansion and modernization plans being carried out at the Chilean pinning industry. At presente, CONTAC is involved on a research and development plan for the design and implementation of new instrument and process control procedures for mineral process automation. One of these efforts is the design of an ore size analyzer for coarse ore being transported over a conveyor belt. A feasibility and prototype study was made at a SAG Mill Plant and currently a high resolution, high speed analyzer is being developed. It will became available on early 1986.

Engineering rock mass classifications have received prominent attention as design aids in rock tunneling. Support selection in civil engineering tunnels and chambers is often based on such classifications. In the field of mining, rock mass classifications have not been utilized to the same extent but some applications have been made. This paper considers the current rock mass classification schemes from the point of view of their potential in mining. Case histories are described featuring their use in assessing the cavability of ore as well as entry stability and support. Current possibilities for rock mass classifications as design aids in mining are outlined.

These projects include the Kumtor Project, the Kubaka Gold Project, the Kazgold Project, the Aginskoe Project and the Jerooy Project. These projects are all in various stages of detailed engineering and construction. In this paper, Kilborn will discuss our experience in the CIS and share some insight into project development in this geographic region.
