This paper addresses the impact of declining world rutile resources upon the production of titanium products and their asso¬ciated costs. Titanium is used primarily for the production of pigments; in its metal form it is considered a strategic and critical material to the U.S. defense and aerospace industries. There are two major mineral sources for titanium: ilmenite and rutile. Both these mineral types can be used to produce titanium pigments. Only high grade titanium concentrates, such as rutile, high-grade ilmenite, and synthetic rutile (which is produced through further processing of ilmenite), can be used in the production of titanium metal. This paper draws upon the data and analyses of a recent Bureau of Mines Minerals Availability Program appraisal that evaluated the international availability of titanium from market economy countries. The paper will show that production from economic rutile mines will decline sometime after the turn of the century and that rutile shortages could be alleviated by production from other high-grade titanium resources such as higher cost rutile deposits and anatase deposits, or through an increase in world synthetic rutile capacity.

An induction time apparatus has been constructed in the present work which has a sensitivity limit of 100-150 micro-seconds. The basic unit is similar to the one used by Eigeles and Volova (1960) and Trahar (1983), but it operates with a micro-computer and has a greater sensitivity. Using this apparatus, the flotation chemistry of the quartz-amine system has been studied. It has been found that at a given dodecylamminium hydrochloride concentration, the induction time is at a minimum at approximately pH 10.5. At this pH, the collector hydrolizes to form neutral amine and the flotation recovery reaches a maximumy,suggesting that iono-molecular species are the surface-active species responsible for flotation. This finding confirms the earlier conclusions obtained using the surface tension (Somasundaran, 1976; Finch and Smith, 1973) and contact angle (Smith, 1963) techniques. The induction time measurements have also been conducted as a function of particle size, collector concentration, indifferent electrolyte concentration and temperature. The results are compared with flotation data, and the activation energies for the bubble-particle adhesion have been calculated.

Approximately 30 miles east of Chicago on the southern shores of Lake Michigan stands Bethlehem Steel's newest fully integrated steelmaking facility - the billion dollar Burns Harbor plant. The initial phase of "green field" construction that began in 1963 was directed to the creation of high quality finishing facilities. In late 1964 the 160" plate mill came "on stream" followed closely by Sheet and Tin and Hot Strip facilities. Unit train shipments of slabs primarily from the Lackawanna plant located near Buffalo constituted the input materials for the new mills. In 1967 a hot metal facilities program was announced for Burns Harbor that at its completion would make the plant fully integrated. Incorporated within the program were: 1. A new high performance 50" x 96" slabbing mill complete with a battery of soaking pits. 2. A two vessel Basic Oxygen Furnace Shop. 3. (1) battery of 6 meter high Coke Ovens with attendant coal handling facilities. 4. A 3800 feet long vessel loading & unloading dock. 5. The first conveyor belt fed Blast Furnace in the United States. 6. An extensive materials handling system for receiving, stocking and reclaiming from storage the raw materials for the Blast Furnace and Coke Ovens operation. The intent of this paper is to provide a detailed description of the functions and components of the materials handling system noted above.

In our laboratory, a new detection system using smell detectors was developed to detect the spontaneous combustion of coal and the combustion of other materials used underground. Laboratory experiments were carried out on several kinds of coals, including South African coals, and machine oil, wood and rubber used in belt conveyers. The following results were obtained: 1) Spontaneous combustion of coal can be detected earlier by smell detectors than by conventional CO detection methods. 2) There were no differences in the results using different kinds of coal. 3) Combustion of other materials can also be detected earlier by this system than by conventional detectors for gas and smoke. 4) Use of this detection system enables one to discern the source of the combustion gases, whether it be coal, wood, oil or rubber.

A wind tunnel investigation into the fundamental characteristics of jet fan performance is described. The effects of varying fan positioning in a square tunnel cross section are reported for two fan outlet diameters and velocities. Tests were conducted, also for a jet fan placed in a flow developed by an external fan operating in the same direction as the jet fan. The position of the jet fan relative to the tunnel walls was found to affect its performance. Performance parameters were determined and used to formulate theoretical equations based on momentum and energy considerations. The results identified a range of flow ratios which can be used to design an effective jet fan ventilation system and provide a basis for the selection of jet fans for practical mining applications

The Inco process can be retrofitted into a typical heap operation with minimum capital. Capital cost for a mid to large size heap would be less than 1 cent/ton. Operating costs are typically in the order of 8 cents/ton. Ammonium bisulphite is the preferred reagent. Introduction From the days of the Spanish in the eighteenth century, Colorado's San Juan mining district has attracted miners and public interest. The Spanish left behind names - San Juans, La Plata, Animas, legends of lost mines, and the remains of a few scattered mining operations. They came, but did not stay. Again in 1860-61, as a spinoff of the Pike's Peak gold rush, prospectors climbed the mountains and descended into the canyons searching for gold. They found some, not enough to convince them to remain and confront the isolation, often hostile environment and the Utes, who rightfully felt this to be their home. Not until the 1870s did miners come to stay. In their wake little camps grew in the high valleys and squeezed into narrow canyons. Nowhere else in Colorado were there more rugged mountains, a higher average elevation, nor a climate that one old Swede said was "three months of mighty late fall and nine months of winter." The San Juans proved eventually to be a mineral treasure chest. At the moment, however, the prospectors sought gold. Then they discovered silver deposits and the first rush was on. It got started just in time to be completely overcome by the Leadville excitement. At Leadville, investors almost fell over themselves to buy claims and stock in the hopes of becoming another millionaire like Leadville's own Horace Tabor. The San Juaners could only look from the sidelines and speculate how it might have been had fate been kinder. Fate was seldom kind, as these pioneers quickly discovered. From the mid-1870s on, the San Juaners wrestled with some major problems. And the fate of their district rode in the balance. The problems they faced were similar to those of other Colorado districts, compounded by their geographic isolation. Every mining district needed the best transportation system available, experienced investors combined with sound investment, and mineral reserves to develop. The San Juans offered the last in abundance. It was hoped the first two would appear. Railroads - much needed transportation link Nothing was more desired than railroad connections, the penultimate nineteenth century form of transportation. Colorado's own, the Denver & Rio Grande, resolved the issue with its mountain-hugging narrow gauge. As early as the mid-1870s, the D&RG dreamed of tapping this potentially lucrative market in southwestern Colorado. A national economic depression and then the Leadville silver excitement prevented immediate construction. Not until 1879-80 did survey crews start work.

The expansion of gold production in Nevada's Carlin Trend over the last few years has been staggering. To increase gold production while minimizing capital requirements and providing for the safe and efficient mining and processing of ores has required a tremendous effort by the mine engineering group at Newmont Gold. Organizational changes were implemented by the company to effectively deal with a full range of engineering problems. Specially developed computer software and its applications will be explained in this article as well as improvements in the techniques used in converting geologic resources into reserves. Scheduling procedures for the mining of multiple pits to feed multiple processing facilities will likewise be presented. Ore control procedures and current mine engineering practices are discussed. Growth at Newmont Gold Expansion of production levels at Newmont Gold Co. was brought about primarily by the economic incentive to exploit increased reserves. Automatic tripper control systems can be reliable and as such are suitable for use in the mining industry. Proper application of fundamental engineering principles provides the means for the reliability. Some of the principles are: (1) Be sure the system designer designs a system that does the job operations people want done; (2) Use sound logic design practices to avoid internal electrical problems; (3) The design must be maintenance oriented; and (4) Use good quality components. I would like to discuss a tripper control installation at Kennecott Copper Corporation, Chino Mines Division, in Hurley, New Mexico, and how these principles apply to this tripper control system. First, however, I will expand on the principles to clarify just what is meant. First, "Be sure the system designer designs a system that does the job operations people want done.? Operator acceptance is often the key to the success or failure of an automatic control system. One of the best ways I know of to get operator acceptance is to give him a system that he wants. I don't mean to imply that if bad practices or procedures exist that they should be incorporated in the control system. I do think that many designers feel they haven't done their job if the control system doesn't do things drastically different than the old manual method. Good engineering principles dictate that the job should be done right and if the manual method was right it can very likely be right for the automatic method.

INTRODUCTION Previous papers and discussions at this conference have already covered the subjects of identification and nature of risks, allocation of risks and contractual arrangements. In this portion of the conference, in the light of topics already covered, we will consider how to minimize risks and how to mitigate losses. Webster defines mitigate as "to make less severe or painful", an apt definition for our purpose! RISK MANAGEMENT POLICY The first thing that must be said about risks, especially in construction, is that they exist and that they don't necessarily fall alike on the just and the unjust. Some risks, i.e., some kinds of risks, must be recognized as inevitable in engineering and construction and therefore must philosophically and realistically be accepted as part of situations to be dealt with. Dealing with means minimizing, covering, and sharing of risks and doesn't mean merely passing off the risks to someone else. While some risks can be avoided, for example, whether the structure will fall down or the excavation will cave in, risks management primarily deals with: A. minimizing risks---whomever risk it may be B. equitable sharing of those risks among the participants.

Iron ore concentrates pellets are currently in duration heat hardened (sintered) under oxidizing conditions. Pellets produced from magnetite ore concentrate are completely oxidized during induration and finish as hematite pellets. These pellets then require a blast furnace to reduce the hematite to metallic pig iron. Partially reduced pellets would save energy and fuel during transportation and further reduction. It has been stated in the literature “the most important single factor responsible for the development of strength in fired magnetite pellets containing no additive is the oxidation of the magnetite to hematite and the subsequent recrystallization and grain growth of this constituent.” However experiments shown in this paper reveal that oxidation is not necessary to produce high-strength pellets. Magnetite concentrate pellets developed similar strength when indurated at 1350°C under either oxidizing (air) or inert (argon) atmosphere; the pellets sintered under argon remained magnetite. In addition, magnetite concentrate pellets indurated under reducing (CO) atmosphere also remained as magnetite, but required induration temperature of approximately 150°C less than the other pellets.

GeoBiotics, LLC and Kumba Resources (Pty) Ltd are jointly developing the GEOCOAT® heap bioleaching technology and downstream processing technology for recovery of zinc from tailings at the Rosh Pinah Mine in Namibia. This paper outlines the development of a computer simulation for the bioleaching of sphalerite and the downstream processing. Computer modeling has shortened the product development cycle by allowing many flowsheet scenarios to be analyzed negating much of the expensive and time consuming laboratory testing. A model was developed using the Limn® system which is an Excel® Add-In flowsheet drawing and solution engine. Given that most engineers are familiar with Excel® this software is extremely easy to use and has less hidden calculations making model verification much easier.

Operational grade modelling is a technique that uses production data to run daily updates of property models. It will enable mining engineers to use property predictions based on the most recently acquired data as support for quality control and decision making. The approach necessitates that the properties of the run- of-mine material can always be attributed to individual mining blocks or charges. The software employed must be highly reliable, because a system failure or the loss of data could seriously affect the mine's quality management. An operational grade modelling system has been developed for the Breitenau magnesite mine. It makes use of the Linear Octree Based Property Modelling system which was conceived and realised at the Free University of Berlin. This paper describes the system design and gives an account of the experiences during the first six months since system start-up.

A PC-based simulation model using the software packages SIMAN and CINEMA was developed to simulate and animate truck-shovel operations. The model is capable of simulating one mathematical dispatching strategy using linear and dynamic programming and six heuristic dispatching strategies. Data were collected from an actual operating mine through time studies and analysis of historical records. Statistical analyses were performed, and appropriate theoretical distributions were fitted for various time events in the truck-shovel cycle. The model was then applied to study overall impact of these dispatching strategies on constrained and unconstrained mine productivity. The simulation/animation model developed in this study seems to be an efficient planning tool for choosing optimal fleets and finding an optimal dispatching strategy to produce an equilibrium between the quality and quantity of production.

The difficulties that rise during the evaluation of multiple-layer lignite deposits come from the deposit structure (alternating lignite layers with intercalated material of varying thickness), as well as from the limitations of the applied selective mining. Thin layers of lignite and interbedded waste layers are grouped under specified assumptions regarding thickness and ash content, to form the exploitable blocks. However, in practice the decision for excavating a block is made under subjective constraints of different importance or by using uncertain data. Advances in Fuzzy Inference Systems (FIS) have provided a new approach to the evaluation of multiple-layer lignite deposits. FIS have the ability to handle imprecise or incomplete or linguistically ambiguous information and to incorporate them into decision-making processes. In the developed FIS (Mamdani type) new linguistic variables, concerning with working conditions, operators? experience and production were involved. The FIS was used for the estimation of quality characteristics and reserves of the exploitable lignite produced from Southern Field mine, Ptolemais (Greece).

The recent nonequilibrium electrophoretic mobility measurements by laser-Doppler electrophoresis coupled with the stability and prevalence of collector colloids in soluble-salt flotation systems suggest that the selective flotation of alkali halides is due to the adsorption of oppositely charged collector colloids by heterocoagulation. Previously reported flotation results confirm this surface charge/collector colloid adsorption model. These results also indicate that the sign of the surface charge has a significant effect on the extent of particle dispersion/aggregation. In this regard, the nature of such particle interaction forces at high ionic strengths are examined to improve our understanding of these systems. Atomic force microscopy (AFM) is now being used to directly measure the interaction forces responsible for the stability of these alkali halide aggregates observed in optical microscopy studies. Results from this study indicate that, while repulsive hydration forces exist between similarly charged hydrophilic particles, attractive forces exist between oppositely charged hydrophilic particles in high ionic strength solutions.

This paper describes the results of a comparative study of the geostatistical ore reserve estimation method over three conventional methods; the polygon method, the inverse of the distance squared (IDS) method, and ELIP which is similar to IDS. Each method was evaluated on its ability to accurately predict individual block grades for one bench of the Pima Nine, located near Tucson, Arizona. Results at the Pima Mine indicate that the geostatistical method is no better nor worse in predicting block grades and total tonnage than the ELIP or IDS methods in contrast, the polygon method is clearly inferior. All of the methods would have given better results if geology had been included in the block model. At already producing mines ELlP or IDS may be good choices since they involve substantially less cost in computer time. For prospective or new properties, the geostatistical model is more attractive, due to its ability to construct confidence limits on the estimates.

Recent sinkhole activity in carbonate terranes of Alabama has resulted in damage to transportation lines, structures, utility lines, and property in general. Active sinkhole development and subsidence has been well documented in Alabama, Florida, Pennsylvania, and South Africa. An excellent example of the potential danger resulting from this activity is the spectacular collapse under a South African gold ore crusher plant that resulted in the death of 29 men in 1962. Due to the severity of the problem in certain localized areas in Alabama, a detailed investigation is being undertaken by the Geological Survey of Alabama and the U. S. Geological Survey. One of the most promising techniques is the application of aerial photography and thermal infrared imagery. Conventional and modern remote-sensing techniques are being used in Alabama to locate and define areas of sinkhole activity and to determine which areas are most prone to its occurrence.

Traditional aggregate sources, that is the riverbeds, the alluvial fans, located relatively close to the developing urban centers are being foreclosed to mining. As the sand and gravel reserves are depleted, those production plants are unable to secure additional adjacent reserves and are being forced to close down. The sand and gravel industry, in many respects, is its own worst enemy. We promote development, we promote the paving of streets, the building of houses, and industrial and commercial centers, and because of economics, we tend to favor those developments located close to our operations. Thus, we encourage development by our neighbors who soon become our detractors. In general, urban development is not compatible with sand and gravel mining. The neighbors don't like the view of the pits or the quarries, they complain about the "dust", about noise, about trucking . . . in general, the neighbors are not happy being close to an aggregate source.

Shallow underground voids resulting from early coal mining and other resource recovery activities over the past several decades are now being recognized as a significant cause of ground subsidence problems. Uncertain knowledge of abandoned coal mines also imposes potential hazards in current mining operations since water inundation or the release of methane gas is a serious hazard when mine excavation operations break into an abandoned mine. Requirements for detecting and mapping subversive man-made tunnels in previous work has led to the development of a surface- operated automatic earth resistivity survey system and associated computer data processing system for military applications. Field demonstration tests of this system have resulted in successful detection of tunnels at depth-to- diameter ratios greater than ten to one. Under the sponsorship of the Bureau of Mines, a similar high-resolution earth resistivity system was designed and constructed for use as a potential means of detecting coal mine workings. The hardware and software aspects of the new system are described together with applications of the method to the survey and mapping of abandoned coal mine workings. Field tests are presented showing the detection of both air-filled and water-filled mine workings.
