Adequate planning for the development, operation, and reclamation of a surface mine requires attention to present and future uses of land, both on the mine site and in the mine vicinity. This paper outlines land use implications of surface mining, and suggests procedures that could link mine planning, mine operation, and reclamation to more general land use concerns. Mining is viewed as a temporary use of land that may irretrievably commit land resources away from some future activities, but may allow other uses, some of which may have been impossible without mining. The paper accepts the premise that surface mining should attempt to minimize environ-mental damage and to maximize future alternative uses of land by appropriate reclamation. I. Drainage and erosion control often become problems at mine reclamation projects. An example of this was an abandoned surface uranium mine on the south Texas plains. Engineers with the Texas Railroad Commission solved these and other problems with a three-dimensional geomatrix erosion-control matting at the 69-hm2 (170-acre) site, about 70 km (45 miles) southeast of San Antonio. Enkamat, manufactured by Akzo Nobel Geosynthetics, was installed to reinforce the grass waterways that handle runoff from the reclaimed mine. Reclamation was completed in the spring of 1992. Bill Walker is regional manager for Erosion Control Systems. He worked with the contractor to identify an erosion control product that complied with the project's design and installation parameters. "Use of erosion control matting enabled us to reduce erosion control costs," said Mark Rhodes, with the Texas Railroad Commission. "Also, the erosion control material was more aesthetically compatible with the reclaimed landscape." The commission's design called for a terrace ditch to be constructed midway up the reclaimed spoil slope to catch and collect water. Commission engineers selected spoil slopes, ranging from 5% to 8%, to build reinforced grassed waterways to drain the collected water from the terrace ditches. This was done instead of dropping the water at steeper slope location in rip rap- or concrete-lined channels. Enkamat's three-dimensional geomatrix of heavy nylon monofilaments is 95% open space that aids root growth. Its root-reinforcement system resists the hydraulic lift-and-shear forces created by high-volume discharges of water. In addition, fine eddy turbulences are prevented from isolating and uprooting individual roots and clumps of vegetation. Enkamat is flexible and lightweight. This makes it easy to install. And, because grass grows into it over time, it "disappears" after installation. Between 12,540 and 14,200 m2 (15,000 and 17,000 sq yds) were installed in the waterway using 150-mm (6-in.) staples to fasten the matting, said contractor Dale Blackstock. "It was easy to use; no problem at all to put down." Blackstock selected Enkamat from a list of eight different channel lining materials described as acceptable in the commission's design specifications. The design specifications were based on the results of channel-lining performance tests conducted by the Texas Department of Transportation. Rhodes said that the commission's Abandoned Mine Land Reclamation program had installed Enkamat on other abandoned uranium mines and on an abandoned surface lignite mine near Austin. "Pretty much all of our installations of Enkamat have worked out well," he said. "There have been no failures. The reinforced grass waterways have performed as designed."

The Smoky Valley Mine is jointly owned by Louisiana Land and Exploration Company, Felmont Oil Corporation and Case Pomeroy Company. Copper Range Company, a subsidiary of L.L. & E. is the operator of the mine. The mine is located about 60 miles (100 km) north of Tonopah, Nevada on Highway 376 (formerly 8A) in the Big Smoky Valley on the western flank of the Toquima Mountain Range In the shadow of Mount Jefferson. The mine is at an elevation of about 6100 ft. (1860m) and is situated on the southwestern flank of Round Mountain, the hill for which the town of Round Mountain is named. The ore is a rhyolitic iglmbrite with coarse gold occurring along fractures and with fine microscopic gold disseminated in the rock mass. Minor silver is associated nth gold. Annual mining is planned at 5.8 million tons (5.3 million tonnes) per year with 2.2 million tons (2 million tonnes) as ore (7,000 tons or 6,400 tonnes per day).

Environmental regulation of the United States copper industry has evolved significantly over the past three decades and the pace of that evolution is expected to escalate dramatically during the 1990's. The paper examines, from a corporate perspective, current environmental regulation and expected trends including the development of Subtitle D regulations for mineral extraction, beneficiation and processing activities under the Resource Conservation and Recovery Act. The paper concludes by exploring existing and potential impacts on copper companies in complying with the changing environmental regulatory scheme and responsible and progressive precautionary measures companies should consider to address these issues while simultaneously addressing often competing socioeconomic demands.

Coal refuse slurries stored in tailings impoundments can potentially lead to environmental concerns such as effluent seepage, property devaluation, and in extreme cases, dam failures. Pressure filtration offers an opportunity to reduce the impoundment requirements by providing significantly drier solids. A full-factorial design was used to study the effects of temperature and pH on dewatering a refuse slurry obtained from a coal preparation facility in Pennsylvania, USA. The experimental results indicated a strong effect of temperature on cake moisture as the cake moisture after about 2800 s was 22% at 43 °C and only 36% at 10 °C for tests conducted at pH 3. ANOVA results confirmed the statistical significance of pH, temperature, and their interaction effect. Also, the results showed no significant differences between the tests conducted near neutral and alkaline pH values at low and ambient temperatures. On the other hand, Tukey’s test indicated higher reductions in cake moisture at higher temperatures for lower pH values. This study affirms the need to monitor and control the pressure filtration process as throughput could significantly vary with changes in temperature and slurry conditions.

Vertical hoisting of materials using hoists and skips is common in the Mining Industry. These systems have a number of drawbacks, one being limited hoisting capacity at medium depths. FKC-Lake Shore and Metso Flexowell have been developing and installing vertical belts for medium depth shaft applications for many years, progressively going deeper whilst increasing belt capacity. The latest development from Metso the Pocketlift® belt advances this technology allowing higher tonnages to be lifted from greater depths. The design, manufacture, installation and operational experience of a 1818 tonnes capacity, 273 meters vertical lift Pocketlift® system at the White County Coal Pattiki 2 mine is the subject of this work.

The TRAC™ Program was developed to provide our clients with a mechanism that allows them to better manage site remedia­tion and closure costs. This program provides a fixed-price contract for site remediation and case closure and is well suited for large pro­jects with multiple PRPs, such as Superfund sites. Because Kvaerner is a large engineering/construction firm and not a consult­ing firm, we can offer this type of contracting mechanism that envi­ronmental consulting firms are hesitant or unable to provide. With TRAC™, Kvaerner assumes financial and technical responsibilities for carrying a site through the closure process for a fixed price. Liabilities carried on our client's balance sheet for site closure can be removed when they sign up forTRAC™. In many instances, a profit can be realized as the liability on the balance sheet may exceed our TRAC™ fixed-price cost to close the site. Bonds and other sureties securing the site can be released and set­tlement with other involved parties can be quickly reached. For a project to be considered for this program, it typically meets the following criteria: 1) The project site should be physically separated from other contaminated sites 2) A reasonable quantity of site investigation data must be avail­able including site-usage history with or without a projected fea­sibility study(ies) and/or remediation design 3) Access to perform all necessary work must be available. After a review of all site data, K vaerner develops a "risk menu" to manage financial risks. In this "menu", each compo­nent of the project is assigned a level of probability that the costs will occur. Then the base cost of each activity is "weighted" by multiplying the potential cost growth by the probability. This analysis assures that the financial risks are appropriately defined, weighted, and mitigated and a realistic fixed price is developed. Upon acceptance of our proposal and conclusion of contract negotiations, Kvaerner takes over future responsibility for clos­ing your site. This allows the client to: 4) Release reserves obligated on financial statements for the site (and potentially realize a profit if the TRAC™ fixed-price cost is less than our client's booked obligation) 5) Finalize cost settlement with other responsible parties, insur­ers, etc. 6) Redirect resources involved in the environmental manage­ment of the site 7) Cap legal and administrative costs In addition to performing the site cleanup and closure work, at our client's request we are able to: 8) conclude lease obligations for property 9) dispose of equipment and buildings

The Jamaica Mining Legislation requires the bauxite companies operating in the island to reclaim all mined-out lands (except those legitimately excluded) to the level of agricultural or pastoral productivity, which existed prior to the commencement of mining. If it is not possible to reclaim a mined-out area the companies are required to reclaim an equivalent area of some other land which had not previously been used for agricultural purposes, or alternatively, pay to the government the sum of $120 (US) for every acre of land mined in the particular sector. In the seventeen years since the programme commenced the companies have in general chosen to reclaim most of the mined-out lands, rather than the cheaper alternative. However, the ultimate success of the programme will depend not only on actual reclamation per se but moreso the productivity of the rehabilitated lands. There are a number of reasons why the accent has to be placed on productivity of the lands. The first is that Jamaica is a small country (4,450 square miles) with a population of nearly 2 million people. Because of its mountainous terrain it is estimated that only 35% of the land area is cultivable in crops and pastures; hence this limited area, as well as that which can be reclaimed, must be made highly productive in order to support local and export demands. The Mining companies own over 200,000 acres of land, and of this acreage, it is conservatively estimated that about 75,000 will be affected by mining and will be reclaimed. As such, the use of the land after mining can have an important bearing on Jamaica's future agricultural productivity. Anaconda's experience with percussion longhole drilling in Butte, Montana, has consisted of six phases: 1. Drilling horizontal blast holes in stopes with push feeds. 2. Ring and parallel blast hole drilling in longhole stopes with bar mounted as well as skid jumbo mounted longhole drifters. 3. Ring and parallel drilling in raise climber shrinkage stoping using special raise climber drilling decks designed and built in Butte, Montana. 4. Parallel longhole drilling in horizontal cut and fill stopes with monorail jumbo. 5. Drilling water drain holes between mine levels. 6. Laboratory and field scale kinetic testing was conducted to evaluate scaling up of laboratory data. Two 20- tonne (field) cells were monitored for internal temperature, pH, conductivity, volume and rate of flow, and water quality. On a surface are. basis, results showed sulfide oxidation rates obtained using 50-kg cells are more sensitive to changes in aeration than those from 1-kg cells. Correcting the laboratory oxidation rates for field temperatures with a pH 7 activation energy, which is in the field drainage pH range, returned oxidation rates an order of magnitude lower than the field cell rates.

Limestone neutralization of acid mine drainage has been proposed and examined as a method of treatment. However, limestones differ greatly in composition and structure. The reactivity of 14 selected limestones was studied, both by chemical and physical properties and by relative effectiveness in neutralizing synthetic and actual mine waters, and several guidelines for the choice of limestones are given. The particle size should be at least as small as 74 microns and preferably smaller. The most effective limestones are most nearly pure calcium carbonate. Stones which have a relatively low calcium con- tent but which contain calcite and have a large surface area are also effective neutralizers. Magnesite and dolomitic limestones are much less reactive. Disadvantages in using even the most reactive lime- stones for neutralization are indicated.

Longwall mining operations continue to increase extraction rates and the potential to generate higher amounts of airborne respirable dust (ARD). The National Institute for Occupational Safety and Health (NIOSH) has gathered data from underground longwall surveys and laboratory crushing tests to identify the important factors influencing the amount of ARD levels generated. Coal-seam characteristics, operational parameters (i.e.,cut sequence, mining height, etc.), extraction rates and dust-control parameters (i.e., airflow, water flow, etc.) were examined to determine their influence on ARD levels measured at longwalls during actual mining operations. ARD generated by a laboratory crusher while crushing bituminous coal samples collected from underground longwalls was also examined to determine if there were cor relations with coal-seam properties. Results from the longwall and laboratory data collected indicated that low-ash, high-volatile coals (low moist fuel ratio or MFR coals) generate higher amounts of ARD. It was found that face ventilation and water application to the coal product are essential elements to controlling longwall ARD levels.

For most geologists and miners the term "asbestos" refers to a group of highly fibrous silicate minerals that readily separate into long, thin, strong fibers of sufficient flexibility to be woven, are heat resistant and chemically inert, and possess a high electric insulation and therefore are suitable for? uses where incombustible, nonconductive or chemically resistant material is required. The United States Mining Enforcement and Safety Administration (MESA) specifically refers to the naturally occurring minerals chrysotile. amosite, crocidolite, termolite asbestos, anthophyllite asbestos, and actinolite asbestos as "asbestos" if the individual crystal fragments have the following dimensions; length -greater than 5 micrometers, maximum diameter -less than 5 micrometers, and a length to diameter ratio of 3 or greater. Since asbestos has been identified as one of the ten most carcinogenic substances (a cancer causing agent) it has become, for many government regulatory agencies, a major issue concerning banning emissions to the environment.

In the recent past, there have been numerous projections of the capital requirements for additional mine and processing capacities required to meet projected non-Communist World demand for minerals during the next 15 years. A consensus judgment would place this currently at $14 billion per year, with the largest expenditures required for increases in aluminum and copper production. Until the early 1960's, internally-generated funds were used to finance nearly all of the large mining companies' capital requirements. Since that time, however, the enormous rise in capital costs per ton of capacity, accompanied by a relative stagnation in the financial condition of many of the major mining companies, have caused the industry to begin to rely on external sources for financing expansion, most notably, project financing from commercial banks and institutional lenders. Seven years ago, it was estimated that, in the five-year period 1972-1976,75% of the total capital requirements of $10 billion per year would come from internally-generated funds, with the balance to be provided by external sources. l There is little doubt that, in the coming decade, the percentage provided by external sources will increase. There should be little difficulty in attracting the necessary investment within the U.S., particularly in view of the expected continuation of companies in diverse industries seeking mineral investment opportunities. The more serious question lies in the availability of internal and external sources of funds for the expansion of mine and smelting capacity in the developing countries. Recently, R. F. Mikesell projected an average annual investment of $4.7 billion (in 1977 prices) over the 1977-1990 period would be required from foreign sources to expand metal producing capacity in developing countries. Mikesell concluded that external financing of mining projects in the developing world has averaged less than $1 billion per year over the past five years, thereby requiring more than a quadru1ling of this financing over the next decade.

Rising electricity costs in South Africa have resulted in a need for optimized compressed-air networks in the mining environment. As a result, the financial benefit of air receivers needs to be reconsidered along with the economic dispatch strategy. This study investigates the use of an evolutionary algorithm in the mining industry to determine the potential financial benefit for various-sized air receivers, as well as their dispatch strategy. A genetic algorithm was selected due to the improved solution reliability and accuracy compared to other optimization techniques. This study indicates that a genetic algorithm can be used to determine the optimal dispatch of compressed air in the deep-level mining industry. Further, this study indicates that air receivers are financially viable in the mining industry and can be used to reduce operating costs, improving profitability.

INTRODUCTION Background and Objectives Underground coal mining is a vital component of West Virginia's economy. However adverse environmental effects including ground subsidence and aquifer dewatering are often associated with such mining activities. Many families in northern West Virginia still rely on private water wells and springs for domestic water needs. In such areas where underground coal extraction and land subsidence have occurred, a disruption of the ground water flow system commonly exists with subsequent drainage of water to lower levels that may extent as deep as the mine workings; this causes loss of water supplies to landowners and represents a nuisance to mining companies 2 This report represents a summary of an M. S. thesis project in geology at West Virginia University by the senior author (3). The intent for this study was to document the effects of underground coal removal on ground water levels at selected mine sites in northern West Virginia, as observed from water wells, springs, and streams. This research should be useful to coal companies and regulatory agencies and aid in recommendations of future water well locations and specifications in areas of existing or proposed underground coal mines.

The Bureau of Mines analyzed coal mine blasting accident data obtained from the Mine Safety and Health Administration (MSHA), U.S. Department of Labor. The data were examined to determine the causes, frequency, and severity of accidents in an effort to point out the most dangerous aspects of coal mine blasting. Accident data for the 14 years from 1971 through 1984 show that there has been a total of 43 fatal and 926 nonfatal blasting accident victims in surface and under- ground coal mining. This is an average of 3.1 fatal and 66.1 non- fatal injuries each year. Underground coal mining accounted for 60.5% of the fatal and 78.7% of the nonfatal accidents involving explosives and breaking agents in coal mining. In addition, since 1970 there have been 53 fatal and 20 nonfatal injuries that occurred when explosives were the ignition source for dust and/or methane explosions in underground mines. Abstracts from 297 accidents that occurred from 1978 through 1984 were also examined to determine accident causes. Most accidents occur during scheduled blasting, and failure of the blast area security system is the leading cause. Blast area security problems in surface mining are failure to clear the blast zone, failure of personnel to follow instructions, inadequate guarding, and failure to retreat to a safe location and/or take adequate cover. Other common causes in surface mining include premature blasts, excessive flyrock, and misfires. In addition to the above causes, accidents in underground coal mining can be due to rockfalls triggered by the blast, unexpected breakthroughs, fumes, and incidents associated with Airdox-type systems.

ShovelSense is a complete solution for bulk ore sorting at the mine face that combines robust shovel bucket mounted X-ray fluorescence sensors, with real-time material classification, fleet management integration and supporting cloud-based data infrastructure, to ensure each truck always goes to the right destination. Correct truck destinations are a challenge in many current mining settings because the material classification of a truck, which is the key input into the truck destination, is often based on estimates at block resolution (~20x20x15m), with limited adjustment for blast movement and mixing. In this contribution, we present a geostatistical, data driven approach to estimate the potential value of bulk ore sorting at the mine-face for seven open pit mines. The approach is premised on the assumption that truck loads within blocks follow a simple gamma distribution. Standard ore control data from the seven mines have been used to estimate the potential bulk sorting value at these operations and ShovelSense-integrated dispatch datasets have been used to validate these estimates for specific benches on which ShovelSense operated. ShovelSense results validate the ore control data-based value predictions and show how at mine-face bulk ore sorting value varies between distinct deposit types. In general, deposit types that have higher bulk ore grade contrasts, display more potential ShovelSense value. The manuscript concludes with the limitations and opportunities of applying the proposed value estimation approach to evaluate at mine-face bulk ore sorting opportunities for open pit operations.
