The mining industry has recently been. - experiencing a difficult period. Escalating costs, lower grades and deeper level mining, are a few of .the reasons' why interactive graphics or CADD (computer aided design and draughting) systems are increasingly being used. CADD systems which support powerful and flexible mining applications have great potential for making all forms of mining more efficient and effective. There are many application programs which address almost every aspect of mining. Most of these programs originated to satisfy a particular need. Graphics and other features were added until they, reached a point where they were commercially viable as a mining package. Because of their evolution these packages, lack many CADD-type features. Today there are powerful personal computers (PC's) and engineering workstations running the best CADD systems available. These systems, support hundreds of applications in almost every discipline. Mining was until recently not well supported by interactive graphics vendors because of the highly variable nature of mining and the lack of common standards. Users of CADD systems have experienced the benefits of CADD and come to expect similar features from graphic mining packages. Several developers of mining packagers have either attempted to include some CADD features or make their packages compatible with one or other CADD system. Mining can benefit greatly From a combination of interactive graphics (or CADD) and the right mining application software.

Before the first shovelful of dirt is removed from a developing mining property, a wide range of data must be collected, organized and analyzed. Among the key steps in this process are: • Visualization of the deposit from drill hole data and geologic interpretation, using all available information, including surface geology, geochemistry and geophysics. • Drawing of vertical and horizontal sections. • Construction of a 3D solid model of the deposit. • Contouring of deposit outlines and geological structure until the model represents best estimate of reality. • Estimation of grade and quality distribution. • Calculation of reserves. • Examination of possible mining methods. • Determination of economic feasibility. Many techniques are available to aid in this process of mine project feasibility analysis, from quick pencil calculations to sophisticated computer methods. However, time races faster in the complex modem business world than it did 50 years ago. Tried and true pencil methods take too much time. Opportunity may pass a mine developer by while a property is still in the first stages of analysis. In the days of hand techniques, initial analysis of the economic feasibility of a mining project usually stopped with reserve calculations and broad mine planning. Further planning was not done or was done only for the short term. Manual techniques require too much time and manpower to evaluate a longterm mining program. Mining-industry recognition of computer utility has increased. Most companies now use computers in technical applications and could not conceive of working without them. Building initial computer models of a deposit may take nearly as long as hand techniques. But the payback comes when changes are needed and a variety of mine plans are quickly tested.

The rare earth elements (REEs) are a group of 17 chemical (metallic) elements. REEs are used widely in high-technology, clean-energy products as well as weapon systems. China's dominant position as a producer of over 95% of the world REEs output and the world's increasing reliance on REE products have highlighted concerns about the future availability of rare earths in recent years. This paper briefly reviews the REEs world reserves, production, consumption, the impact of our heavy reliance on REEs products and China's changing policies on REE export on world supply chain.

This paper presents a vision system capable of providing an accurate estimate for the volume of stockpiles using 2D images. By imaging a stockpile from multiple viewpoints with a two-camera system, a 3D point cloud of known scale is generated using image-based 3D reconstructions. With a small amount of user interaction, the points that correspond to the surface of the stockpile are extracted and used to measure the volume. The hardware required for the two-camera system is light enough to be carried by a small unmanned aircraft and is a cheaper alternative to LiDAR while still being competitive in terms of accuracy. When testing the volume measurement algorithm on a stockpile of known volume, the measured output was found to have less than a 3% error from the ground truth.

ENERGY POI.ICY-PRINCIPLES AND THEIR PRACTICE Persistently, at least since the end of World War 11, governments have intervened broadly, deeply, and incoherently in major energy markets. If we take a broad definition of energy that encompasses gas distribution and electric power, we can observe regulations of even older vintage. This trend, of course, is not unique to energy. Expansion of government controls has occurred in many areas. The relevant basic question about energy regulation, therefore, is not why is energy special, but whether any general principles exist to explain the wisdom of existing regulations. This review takes place at a time, the middle 1980s, in which a massive onslaught is being undertaken against government regulation. However, the present chapter is influenced primarily by my observations of the failures of energy regulations and not by any inspiration from those ideologically opposed to government intervention. Several subquestions arise in policy appraisal. A primary need is to establish clear objectives and determine the consistency between these goals and the policies imposed. Thus, the first step is to set objectives. The next is to outline ways to attain these goals. However, it should be recognized that many apparently distinct options are economically equivalent. When the goal is to charge producers or consumers for something, it is possible to attain the same result through either government ownership or taxing private transactions. The tax can raise the price to the level the government would have charged if it were the owner. Creation of a Department of Energy is not necessarily any different from having separate energy agencies well coordinated by some small supervisory body. Thus, a distinction should be made between substance and form in policymaking. The critical substance concerns such matters as whether the government imposes financial penalties, incentives, or rules to attain a goal. Then, there can be many equivalent ways to implement the basic policy form. The second prior illustration suggests that one favorite question is how to attain proper integration of policy. At various times, voices on either (or even both) sides of the Atlantic have called for a coordinated energy policy. The U.S. Paley Commission made this a primary goal for future policy. The western European governments that were the founding members of the Coal and Steel, Economic, and Atomic Energy Communities spent much time in the middle fifties and much of the sixties trying futilely to agree on an energy policy. (See Gordon, 1970 for an annotated review). The energy price rises of the 1970s rekindled United States interest in coordination. However, astute observers of the problem such as O. C. Herfindahl of the United States and Maurice Allais (1 962) in France warned the discussions confused form with substance. The crucial issues were what were the goals and what were the best types of policies to attain such goals. Policy suffered, not from poor organization, but from discord about the goals and how to attain them. All this suggests that we need principles to guide policy appraisal. The Gaudin lecture is devoted to fundamentals. Given my involvement with column flotation over the last 20 years, this is my topic. I have tried to identify spinoff basic research and provide a personal list of favorites. Two are selected for discussion here. They are single bubble rise and bubble surface area flux. The rationale for such work, as well as some of the findings, are reviewed. Support for fundamental work seems as volatile as the economy (and the link is probably not coincidental). I hope some utility to the minerals industry is evident in the text. Column flotation in its current form originated in the early 1960s. The method was invented by Boutin, patented by Boutin and Tremblay and pursued doggedly by Wheeler. Their aim was to overcome the problem of mechanical entrainment of fine particles in the water carried by the bubbles, which they were convinced contributed to lowering flotation concentrate grades (Wheeler, 1988; Finch and Dobby, 1990). The solution was a combination of columnar geometry, the addition of wash water into a deep froth and the maintenance of an excess of water to the tailings, as compared to the feed (a so-called positive bias). Success at Les Mines Gaspe, Quebec, on cleaning Mo in the early 1980s signaled the start of industrial acceptance, making the column one of the flotation machines of choice today. Over the next 20 years, column applications mushroomed to cover virtually all mineral commodities, as well as nonmineral applications such as soil decontamination, deoiling of water and deinking of recycled paper. In the wake, research groups are continuing to probe the fundamentals, conferences and workshops have been transferring the technology and specialist companies have emerged to service the demand. Innovations were triggered as problems arose (for instance, in gas injection systems) and novel flotation cells, much in vogue in the 1990s, had the door opened. Mechanical cell manufacturers have not been idle - there is nothing like competition to provoke a fresh look at an established business. Flotation-cell technology has probably not seen so much activity since the patent rush in the early days of flotation, which occurred around the turn of the century. For an industry often considered reluctant to risk innovation, this is not a bad record. A good idea will find a place, but patience (not always an innovators strong suit) and careful preparation are required. Two books (Finch and Dobby, 1990; Rubenstein, 1996), three symposia (Sastry, 1988; Agar and Huls, 1991; Gomez and Finch, 1996), and a series of reviews (Dobby and Finch, 1991; Finch and Dobby, 1991; Finch, 1995; Finch et al., 1995) document the period. Like many good ideas, column flotation has been overexposed, and there have been disappointments. When Caterpillar announced that it had purchased Bucyrus for $8.8 billion, it was billed as the next great chapter in the history of mining. Surely, when the history books are written, it will be remembered as a deal that changed the face of the mining equipment sector, and it could well be a major milestone in the path toward autonomous mining in the future. In the short term, the deal is a clear indication that the world?s largest equipment maker is bullish on the mining sector. The purchase of Bucyrus allows Caterpillar to expand its mining interest to six product segments (underground, surface extraction, large mining trucks, surface material handling, hauling products and growth markets) with 16 product lines to serve the mining industry. But the commitment doesn?t end there. According to Steve Wunning, president of Caterpillar?s resource industries group, which includes Cat?s global mining division, the commitment to mining goes far beyond the acquisition of Bucyrus.

The Westerschelde Tunnel is located in the south of the Netherlands and links the two parts of the Provinces of Zeeland, Zeeuws-Vlaanderen and Zuid-Beveland, which are separated by the Westerschelde. Road traf?c has up till now taken the detour via Belgium or crossed by ferry. This unsatisfactory transport link signifies major economic disadvantages above all for Zeeuws-Vlaanderen. The first fixed link for road traffic between the communities of Terneuzen and Borsele are to be created by means of the two 6.6 km long tunnel tubes down to 65 m below sea level.

Thank you, Don Gentry, for your generous introduction. It is not adequate simply to say that I appreciate very much the vote of the Award Committee putting forth my name as the winner of the 1992 Daniel C. Jackling Award. To look at the list of previous Jackling Award winners is a humbling experience. The Society for Mining, Metallurgy, and Exploration has been blessed with some exceptional members over the years, and I feel privileged indeed to be included among the Jackling Award winners. During the years of my education at Penn State, my field of specialization was mining engineering, with particular emphasis in my master's and Ph.D. work on rock mechanics. But my career has not been quite so tightly focused as that. I have been involved with coal mining in all its variety - its technical aspects, both theory and practice; and its business side, dealing with management and labor, accountants and lawyers, politicians and environmentalists. And I have also been involved with related fields - construction; exploration; barges, railroads, ships and docks; supply houses; the coke business; you name it. Coming from that practical background, I believe it is most appropriate that I talk with you today about some practical matters. But I will not advise you today how to mine coal or protect roof in a hard-rock mine. You fellows know how to do that. The practical matters that I have in mind relate to policy - national policy. I will acknowledge immediately that national policy is often much less than practical, but bear with me as we explore the subject together. I am reminded of a supervisor I had early in my career. He very strongly advised me, back in 1961, to "get involved in the political process," for without objectivity injected into our national policy making, we will become a second-rate economic power. I have selected as the subject of my remarks today, "Coal and the de facto National Energy Policy." There is an energy policy relating to coal, a de facto one, and it's the one we see as a result of regulation, attitudes and culture from our nation's capital. This de facto policy is the one we in the coal business live with every business day. My thesis is very simple - Coal is, in fact, a vital part of our national energy policy and will remain so, as a practical matter, no matter what politicians may do to us, or not do to us. Coal will prevail - that will be the happy ending to my story in which, of course, we are the good guys in the black hard hats. But first, I must flesh out the plot with some other characters and with some threatening activities. There are five main characters in my story: in order of appearance - Perpetual Politics, Rampant Regulation, Selective Science, Electrification and Confident Coal. The time: the present. Perpetual Politics is always a threat to coal. When you cross the Capital Beltway into Washington, D.C., check your wallet and your gold fillings, because you're not likely to run into any friends. A new method is proposed for measuring the grindability of solids and the energy efficiency of grinding mills. The method is based on a similarity law of fracture mechanics for elastic materials in conjunction with the self- preserving character of the size distributions formed when feed particles are comminuted individually in compression. The single-particle grindability index reflects more closely the inherent resistance of a solid to size reduction than the grindability indices currently in vogue. The performance of grinding mills is evaluated in comparison with the single-particle breakage mode, which has the highest energy utilization or efficiency of all mechanical grinding routes. For a given set of stipulations, the performance index of the commonly used ball mill when grinding dolomite is found m he only 21%. compared to 44% for the high-pressure roll mill, a newly-invented energy-efficient mill. The difference is also reflected in the energy consumed per unit mass offines produced when closed-loop grinding circuits are simulated, which shows that the high-pressure roll mill circuit is invariably more energy-efficient than the ball mill circuit, provided the energy input per pass through the mill does not exceed a prescribed limit. Theoretical upper bounds on the yield of the ground product in a desired size range and lower bounds on the energy investment are calculated from the single-particle breakage mode which has, apart from the highest energy utilization efficiency, a minimum dispersion in size of the comminuted particles. Data on theoretical hounds for seven minerals/ores are presented. It is argued that it is unlikely that a grinding mill can be designed and a comminution circuit constructed whose performance exceeds these bench-mark values.

"Underground construction poses certain challenges for all parties involved because the actual ground conditions are often unpredictable. Highly complex projects like tunnel construction are affected by various uncertainties. To address this complexity, the construction contract has to be flexible enough to be adapted to the actual conditions (e.g. divergent ground conditions, work delays). However, the adaptation of a tunnel construction contract does not guarantee the absence of a margin of interpretation. The perfect construction contract is an illusion because ex ante statements of the actual ground conditions are not feasible. This paper will discuss contractual parameters that must be considered in order to enable an effective adaptation of the contract during excavation. It is therefore necessary to discuss the following topics: decision-making competence, variable remuneration, fair-risk allocation, value engineering and partnering between client and contractor. INTRODUCTION Thinking of tunnel construction processes, engineers’ first (or at least second) association is about ground conditions. When constructing under the surface, the project is directly related to the ground conditions; however, ground conditions are known fairly well in advance. The estimated conditions can be the same or can also differ from the existing ones. A clear view of the conditions is possible only by driving through the section. What Hoek calls “Geological unpredictability which is guaranteed to provide some surprises in even the simplest tunnelling job” is, in addition to contractual issues, one of two critical aspects of modern tunneling (Hoek 1982). Almost no research tries to figure out, what flexibility in this context means and how to approach it in the contracts. Papers dealing with the New Austrian Tunnel Method (NATM) pose some principles to meet the requests for flexibility (cf. Austrian Society for Geomechanics 2011). However, it remains unclear how to create contracts in order to make them “flexible” enough to react to divergent ground conditions."

Studies of sedimentary humic acids by nuclear magnetic resonance (NMR), stable isotopes, and elemental analysis show they are derived by oxidative degradation of complex plant macromolecules that are insoluble in aqueous or organic solvents. The mechanism by which humic acids originate is fundamental to our understanding of the role of organic matter in ore deposition, because these substances can complex and mobilize a number of metal ions. The organic matter associated with uranium ores of the San Juan Basin, New Mexico and Carlin-type disseminated gold deposits of Nevada has certain organic geochemical characteristics that suggest an origin from humic acids.

Nickel is a metal whose workability and mechanical strength at high temperatures and in corrosive environments makes it an indispensable alloying element for the realization of stainless steel, specialty steel, super-alloys, rechargeable batteries and electroplating. Because its main fields of application are key to the development of industry and, thus, to society, nickel has recently been recognized as a potentially critical mineral, despite its abundant reserves. The purpose of this paper is the creation of possible case scenarios determined by factors and events that, in the medium to long term, could change the current structure of the nickel market on the demand and/or the supply side. Four scenarios have been determined by considering a demand variation due to the occurrence of a natural disaster and an aerospace plan implementation and taking into account the resource nationalism and the skills shortage as supply varying factors. Through the creation of a georeferenced global nickel database, the paper proposes supply strategies related to the four scenarios for each top nickel consumer: China, India, European Union, United States and Japan.

"Above ground, elevated belt conveyors with span >200m between support points can cross valleys, rivers, forests and buildings with minimal footprint. The Cable Bridge Conveyor is a new type of suspension bridge based belt conveyor system that has long span between support points. It combines typical belt conveyor and the improved simple suspension bridge to form a conveyor bridge. The improved simple suspension bridge places a widened bridge deck directly on suspended cables, without the need for high truss towers. The benefits include reduced cost and increase aerodynamic stability compared to conventional suspension bridges. The Cable Bridge Conveyor’s compatibility with current belt conveyors allows the versatility in application. INTRODUCTION Belt conveyor is a ubiquitous material handling system. Conveyors can be placed directly on ground or elevated above ground by support structures. Considerations of cost, design, environment, civil work, safety and process requirements are all factors in choosing the ground based or elevated conveyors (1). The ground based conveyor has the lowest structural cost, where the conveyor is laying on an existing road. Maintenance access is easy and straight forward. Compared to the ground based conveyor, the elevated conveyor can cross existing buildings and structures, give passage to traffic beneath the conveyor, has smaller footprint, and requires less civil work to pass mountainous areas. The drawback of the elevated conveyor is higher structural cost, which can be compared with savings in civil work and other benefits. Conventional elevated conveyors are supported by rigid truss type structures, with typical span of 15m to 25m between concrete support bents or steel trestles. Triangular truss, using steel pipes instead of hot rolled steel sections, is more efficient. The typical span of triangular truss supported conveyor is around 30m to 40m, while the weight is about 10% less than conventional box truss with shorter span (2). Long span elevated structure based on suspension bridge is another step forward in increasing the distance between support bents, reaching 100m~400m and beyond. The very wide distance between support points of an elevated conveyor offers unique benefits. The conveyor can cross rivers, valleys, highways, forests and other obstacles with minimal footprint and reduced civil work. The versatility from long span conveyors makes bulk material transportation over previously impossible terrains now a feasible option."

SEVERAL categories of storage are used depending on capacity. Operational storage, which is small in comparison with the market, facilitates handling surges of a few hours' or a few days' duration. Seasonal storage, usually larger, permits accumulation of product during sea- sons when demand is low, for delivery when demand is high. In producing areas, large storage may permit production at a uniform rate, without waste or distress sale. Near large markets such storage increases the efficiency of transportation, allows a more extensive or higher grade market to be served, and affords protection against interruption in delivery.

In the construction of "Hamacho" subway station (Tokyo Metropolitan Rapid Transit), in order to minimize ground surface settlement, the pipe-roof method was employed as an auxiliary measure when removing the portion between two parallel shield tunnels to form one large tunnel for the station. 14 steel pipes (dia.1,219.2mm, length 75m) were driven in horizontally so as to cover tunnels and support heavy and extremely soft covering soil and surface structures. Procedures of temporary supporting, excavation under compressed air, reinforcing, concreting, etc., and some comparisons with conventional methods are described.

Cu isotope fractionation in low-temperature aqueous environments has been well documented. Here Cu fractionation was applied to two distinct, yet related, mining problems. First, an exploration geology application, where copper isotope fractionation was measured in oxidized leach caps, chalcocite enrichment blankets and hypogene mineralization in three porphyry copper deposits located in the southwestern U.S. Cu isotope patterns exist in a vertical distribution within the mines, coupled with distinct relationships with the Cu grade. Second, a hydrometallurgical application, where copper isotope fractionation was measured in leach fluids, feed and residues from a quick leach test (QLT) on Cañariaco, Peru ores. The results indicate the relative proportions of the minerals providing Cu during leaching. Interpretations of the QLT test measurements indicate covellite is the dominant ore mineral providing Cu during leaching. Both applications clearly demonstrate the use of the Cu isotope technique to understand low-temperature aqueous processes involving copper.

The burden of achieving this objective falls on the mineral manager. He must strive to produce a salable product in an environmentally acceptable process while continuously Improving the profit margln.(1,2) Metal prices fluctuate on a regular basis. They directly Impact revenue and hence operating philosophy. The mineral engineer needs to develop an optimum operating strategy to meet his overall objectives, One would expect that, In the modem era of complex computer models, it would be easy to develop an economic model to maximize profits and/or cash flow. Discussions with mill managers Indicate that one mine/corporation's optimum operating strategy is not necessarily optimum for another. This paper approaches the problems from basics "Economics 101" and Illustrates the complexity of developing a universal model which can be applicable to all mines. Case examples are used to illustrate the need for better communication to avoid the basic economic fallacy “that optimization of segments leads to optimization of the whole system.” TECHNICAL MODELS Technical models are a prerequisite to the development of economic models because they provide the necessary Input data to these models, The flow of material from a mine through the sale of the finished product is shown In Figure 1. The ore Is mined and milled, and the concentrate can be stored for sale or smelted and refined In-house or at a toll facility. The finished product(s) are held In Inventory until sold either through existing contracts or in the spot market. [ ] Fairly reliable technical models have been developed for mining, milling and smelter operations. Mine plans are developed to provide a good Indication of the relationship between production and cut-off grade. It is easier to change surface mine plans than plans for underground mines. However, there are limits to maximum production that can be achieved with existing equipment. It Is possible that mine benches may not be developed to handle additional equipment, even If It was purchased to enhance production. More often than not, the cut-off grade Is lowered to Increase throughput goals.

In response to recent mining disasters and new mine rescue team legislation, NIOSH researchers conducted meetings across the United States with mine emergency response experts to investigate current needs and issues. Some of the issues include emergency response preparedness, mine rescue contests, real-life training capabilities and training facilities. Many new teams are being formed that must be trained for mine rescue team competitions as well as be ready to respond to a variety of mine emergencies, including a fire or explosion, a massive roof collapse, mine inundations or vertical shaft rescue situations. Therefore, it is important that these teams are adequately prepared and trained. This paper presents a summary of domestic and international coal mine rescue training facilities and identifies those that provide unique, real-life and/or state-of-the-art training. Research findings from this report will be used in further NIOSH investigations to improve coal mine rescue training.

"In the global mining industry, there are those who seem resigned to the fact that the mining industry has always operated according to certain time-tested principles that don’t involve jumping on every new technological trend. Others expect that mines will soon have autonomous electric vehicles running around the clock. The truth lies somewhere in the middle. In business, as in life, that is usually the best path to follow.The instant access to people and information provided by 21st-century technology continues to push businesses in all industries toward greater efficiency and unheard-of levels of modernization. And in the world of mining, the embrace of advanced technology is all about managing risk.However, even in this age of digital information overload, some mine sites still require employees to physically download data from individual trucks to monitor payload data and inspect road conditions using a clipboard. What’s more baffling is that other mine sites still have no way of tracking tons moved at all.This isn’t due to a lack of innovation in the industry. Quite to the contrary, there is an abundance of new technology available that provides real-time monitoring of vehicle movements and tracks road conditions without the intervention of people. So why are owners reluctant to embrace advances in mining tech?Gauging the value of changeSurvey data has traditionally been captured by ground laser scans and LIDAR systems. A mine site surveyor would drive around the pit with a truck-mounted scanner to generate a point cloud. This process would be completed every few days and would take an entire day.The many cons of this method far outweigh the pros. First, it provides no visual data. If an operation has moved beyond the roller wheel and tape measure, visual pit models and LIDAR scans are typically completed once every six to 12 months by an aerial flyover, but such sporadic information gathering isn’t likely to result in the most actionable data. Moreover, given the high cost (in terms of both money and time), the numerous safety and liability issues, and the lack of flexibility in scheduling, manual processes are more trouble than they are worth.Overall, while miners are excellent operators who value innovation, their employers often try to outsource it or acquire innovators instead of investing in existing technology that can improve current operations.
