This paper describes the evolution of the Waste Management Program at the Lupin Mine through the years 1982 - 1986. Echo Bay Mines' Lupin Mine is located on the western shore of Contwoyto Lake in Canada's Northwest Territories about 80 km. south of the Arctic Circle. The gold mine commenced production in 1982 and the Waste Management Program was based originally on the total containment concept. Due to an expansion of the mill circuitry and increased throughput, it was apparent that total containment was no longer applicable and therefore studies were undertaken to characterize the tailings, to evaluate the effectiveness of natural degradation of contaminants in the tailings pond and to determine what additional treatment steps would be necessary to meet the requirements of the mine's Water Licence. These studies indicated that arsenic and cyanide concentrations in the tailings pond decant water would not meet Water Licence discharge limits unless certain measures were under taken. As a result of this work, in late 1984 a decision was made to create a two-ponds-in-series system and the necessary civil work was started in 1985. In addition, a series of dykes were constructed to contain the solids portion of the mill tailings in a confined area of the first pond. To remove cyanide, the ponds are operated in a sequential fill and decant mode to take maximum advantage of natural degradation. For arsenic removal, a chemical feed system was constructed for iron salt addition to the decant stream from the first to the second pond. Decanting of the ponds is accomplished by means of a series of 500 mm (20 inch) Sclairpipe syphons.

Most modern mines can profit from improvements in information handling. Recording systems in many cases were designed to satisfy certain necessary legal requirements, but not specifically to provide management information. As a consequence, the top managements of these properties work with cost data and production information that is dated, lacking in detail and clouded with supposition. It is the intent of this paper to describe an information system for a mine-plant complex in terms of the type of data, application areas and the existing equipment technology that may be applied to improve this situation. The economics of information processing and data handling will not be discussed in detail. This paper is based on the premise that information is something of value and that information processing like a manufacturing operation works for and is subject to management control. Information, the product, must be of quality, and the cost must be favorable in terms of its use.

Mesh based areal support is commonly applied in South-African deep-level gold mines. It forms part of an integrated support system that can cater for both rockfall and rockburst incidents. The application has been successfully applied over many years. Operations have different geotechnical conditions and practical considerations, which has led to the development of various types of mesh and integrated mesh-based support systems (i.e. meshing and lacing versus welded or chain-link mesh sheets). Typically rolls or sheets of mesh is pinned with rockbolts to the surface of an exposed excavation. Applications vary from hangingwall coverage in a conventional stope gully to complete excavation coverage in footwall drives of conventional mines or on-reef drives in massive mechanised mines. It is however critical to understand the behaviour of the rockmass and apply suitable support systems.

A coupled finite element geomechanical- hydrology code is currently under development for application to the problem of predicting groundwater disturbances associated with mine subsidence. The structural-fluid coupling is addressed by calculating the subsided mine geometry, with emphasis placed on determining the strata disturbance and locating damaged regions, for input into a hydrology code, which determines localized volume flow rates and aquifer fluctuations. Benefits from coupling will be best realized when field measurements, an additional aspect of the study concurrent with analytical investigations, indicating the relationship between increasing rock strain and increasing permeability are incorporated into hydraulic material descriptions. Hydrologic and struc- tural calculations are presented to demonstrate computational capabilities applicable to mine subsidence

"A Yieldable Structure for Use in Areas of High Rock Stress & Deformation." Rock stress of up to 9000 psi have been recorded in the mines of the Coeur d'Alene Mining district. Associated with these large stresses are rock fractures and deformation. In order to maintain openings required for mining, large wood preparation structures are constructed to provide access to the work areas for men and materials. These wood raise preparation structures are costly to construct and maintain. Therefore a steel-foam concrete structure was designed and proposed for testing which would be less costly to construct, require no maintainence and maintain its structural integrity while allowing up to 53 inches of wall rock deformation.

The Pachuca-Real Del Monte district, Hidalgo, Mexico (Figure 1) has produced roughly 1,500,000,000 oz Ag., 6,000,000 oz Au. and minor Pb., Zn, and Cu from about 100,000,000 tons of ore since discovery early in the 16th century. Production has come from epithermal vein deposits that have been up to 8 km in length, 650 m in vertical extent and 45 m in width but which averaged 200-400 m in length and vertical extent and 2-4 m in width. Ore deposits occur through-out an area about 12 km E-W by 10 km N-S (Figure 2) and between the elevations of 2000 and 2800 m above sea level. The deposits occur as shoots in the veins and terminate laterally where the veins narrow, upward where the veins pinch out and downward where the veins decrease in silver con-tent to below the cut-off grade; the veins are known to extend 500 m below the bottoms of the ore bodies and probably extend to much greater depths. The district lies wholly within a mid-to-late Tertiary volcanic rock sequence that is made up principally of andesite and dacite lava flows and flow-breccias. Although the bottom of the sequence is not exposed in the district, stratigraphic constructions indicate the volcanic rocks to have an aggregate thickness of 2000 to 2500 m. Structurally, the area is characterized by gentil warping and normal faulting of the volcanic rocks. Pre-ore modifications to the volcanic rock sequence consisted mainly of faulting along west-trending, south-dipping normal faults and north-trending high-angle faults.

The results from a retrospective study are described in this gaper in which she past development drilling activities were investigated using geostatistics. The purpose of the study was to determine the amount of savings in drilling cost that could have been realized through the optimal placement of sequential drill holes using geostatistics. Out of 144 DDH's that were in place within the study area, the results showed a possible elimination of 34 DDH's without any reduction on the confidence interval of the global reserve estimates. If the incremental savings from one drilling campaign to the next were considered, however, the amount of percentage savings were even greater. Other interesting results from this study were; 1) tangible demonstration of the importance of a proper geologic delineation within the study zone, and 2) the robustness of the obtained experimental variograms from the rather early stage in development drilling.

The Royal-Mountain King Project is 7.2 kilometers (4.5 miles) northwest of Copperopolis, California. Reserves of 8,250,000 t (9,100,000 st) at 2.32 g/t (0.068 oz/st) gold will be processed at 2500 t/d (2750 st/d) from three pits. Production is scheduled to begin the first quarter of 1989. District geology consists of northwest trending sequences of Jurassic meta-sedimentary and meta-volcanic rocks. Three ore bodies are located along the Hodson fault which trends northwest and dips 40 degrees northeast. The Gold Knoll and North Pit ore bodies are hosted in carbonate and silica altered meta-volcanic rocks whereas the Skyrocket ore body is hosted in quartz stockwork zones in meta-sedimentary rocks. Gold is present as inclusions and micro-veinlets in pyrite.

When the automatic control of a ventilation process is considered, and supervising expert systems need to be designed, an important problem to address is: what will be the optimal set points of the regulators that should meet a certain number of independently formulated requirements, distributed over a ventilation network? The set of these requirements, expressed in terms of air flow quantities or differential pressures in certain airways, need not be consistent. Their number is not limited by the number of available regulators, nor by their nature, i.e. passive or active. Moreover, they may be subject to upper or lower limit values. The method described here addresses this problem and tries to provide a tool that should allow to calculate the set points of all the regulators as a global and optimal solution with respect to this set of distributed requirements. The pure mathematical developments in this paper are kept as short as possible in order to allow more room for the description of a relevant example.

Two types of underground tests on three types of shield supports, 2-leg, 4-leg, and chock shield, were con- ducted to measure the horizontal movement of the canopy against the immediate roof. In no friction tests, steel rollers were placed between roof and canopy top, while in friction tests normal direct contact was used. Results indicate that the canopy for 2-leg shields always moves forward during setting, whereas there was no forward movement for 4-leg or chock shields. Based on the test results, a model for active horizontal force was proposed.

Water contact angles in the air/water/francolite, fuel oil/water/francolite and fuel oil/water/quartz systems were measured to describe the wetting characteristics of these minerals. It was found that white francolite is more hydrophilic than black and tan francolite both in the absence and presence of fatty acid addition. The contact angle measurement results do not correlate very well with the flotation response and it appears that kinetic aspects of the bubble attachment process play an important role in the francolite-fatty acid flotation system.

"A new raw water intake from the South Holston River to the Kingsport water treatment plant is under construction. The exploration for the 335 meter long horseshoe shaped tunnel design took advantage of the site topography along the alignment to better define the complex geology consisting of Knox Limestone and Sevier Shale formations separated by a fault zone. To assess the geological conditions and to determine the extent of the fault zone, a 183 meter long horizontal boring and geophysical investigation was performed along a portion of the tunnel’s horizontal alignment. Explorations defined the fault zone width at approximately 5 meters and packer testing along the alignment provided a means of estimating groundwater inflows. As the tunnel excavation advances, comparisons of exploratory data versus encountered conditions will be made. This paper provides details on the geotechnical investigation, lessons learned, and the influence of the geology on the tunnel design. PROJECT OVERVIEW The Kingsport WTP is supplied with raw water via the South Holston River. The City of Kingsport (City) owns and operates the Kingsport Water Treatment Plant (WTP). The existing raw water intake system, consisting of pumps, power supply, raw water piping and appurtenant facilities has been determined to be vulnerable to failure. The original Raw Water Pump Station (RWPS) was constructed in 1928 as part of the original Kingsport WTP project. The 1928 RWPS operated until 1970 when it was replaced by the existing RWPS. This existing system still utilizes the 1928 piping and piping tunnel. Improvements to the RWPS hydraulics and capacity are required to meet the City’s future water treatment needs. The system extracts water from the South Fork of the Holsten River and coveys it via three pressure pipelines to the WTP. The conveyance piping exits the RWPS, ascends approximately 23 m up a near vertical rock outcropping then enters a 120 m long tunnel. Upon exiting the tunnel the piping continues underground to the WTP. The drill and blast tunnel is horseshoe shaped and nominally 3.3 m high by 3.3 m wide. The easternmost 62.3 m of the tunnel is without any type of support. The remainder is lined with concrete. According to the City of Kingsport, the concrete lining was installed in the 1970’s as part of upgrades to the facility. An evaluation of the current facilities concluded that the conveyance piping was in poor condition and required replacement."

At the outset of a discussion on the adaptability of Illinois coals for use in iron and steel production, it is perhaps well to define terms. ?Adaptability? as used in this context, means that a coal can be, adapted to use within a given technological and economic framework. For a coal to be adaptable, to use in the manufacture of metallurgical coke within the present technological and economic framework, it must possess, among other things, at least the following characteristics: 1. The coal must be capable of producing, alone or in combination with other coals, a coke that can meet at least a minimum standard of required performance in the present-day blast furnace. The coke must have sufficient strength, stability, hardness, and freedom from impurities to make it suitable. 2. If the coal in its raw form does not meet these requirements, it must be amenable to beneficiation or upgrading so that the requirements can be met. 3. It must be available in uniform quality and in sufficient quantities to meet the need. 4. Use of the coal must be economically attractive. If its quality is equivalent; to that of the coals with which it must compete, it must be no more expensive than they. If It is better, a premium price may perhaps be demanded. If, in any respect, it is the least bit less suitable, the cost must be lower to offset its disadvantages.

Its a pleasure to be with you this afternoon and to talk briefly on one of my favorite subjects -- the U.S. sulphur industry. As our Chairman mentioned, I have been associated with the sulphur industry either directly or indirectly for the last twenty years, both on the production side and as a consumer. Sulphur, while unseen and relatively unknown to most people, is like margarine ... that ubiquitous spread ... that is yellow and nearly omnipresent in the industrial world. It is because sulphur, in some form, is required in nearly all aspects of our economy that makes its study so interesting to me as a researcher. An analysis of the sulphur outlook requires examination of such industries as fertilizer, paints and pigments, copper and zinc, uranium, petroleum, chemicals, pulp and paper and textiles - just to name a few. Of course, because its use is so widespread and ever-changing it is difficult to develop and maintain a good understanding of the sulphur industry. It is also a problem to cover the industry in a short discussion and to project its really dynamic nature. Hut, if you will bear with me, I will attempt the task. First of all, let me say that sulphur today is a world commodity and to a large extent moves freely in world trade; nearly a third of the world's sulphur or something over 15 million tons in 1974 entered international trade. However, today our interest is in the current changing sulphur picture in the U.S., with particular emphasis on the western part of the country.

Despite the importance of froth flotation to the mineral industries as a means of separating various minerals, the commercial flotation reagents used have varied little in the last twenty years. Numerous articles and books are available describing existing flotation chemistry and its application, e.g., Fuerstenau (1962), Fuerstenau (1976), Aplan (1980), Somasundaran (1980), King (1982), Leja (1982), Ackerman, et. al. (1984), Crozier (1984), Hansen and Klimpel (1985). There are many reasons for this lack of significant new reagent development including the general utility and relative cheapness of collectors, such as xanthates, and frothers, such as methyl isobutyl carbinol and the glycol ethers. Another important reason is the inherent complexity of the flotation process itself coupled with highly variable and difficult to standardize feed materials which make reliable reagent comparisons difficult and seriously limit the use of theoretically based studies to "predict" new or optimal reagents. In addition, the higher cost of "specialty flotation reagents demands that their performance attributes be significantly greater than existing general all- purpose commercial reagents – something often difficult to prove in practice. Faced with this situation, a detailed applications research pro- gram [Klimpel (1980 ab, 1982, 1984 ab), Klimpel, et. al. (1982)] was organized from 1979-1985 on mineral flotation with the following goals: 1) the development of appropriate batch laboratory flotation testing techniques sensitive enough and statistically reliable enough to identify small differences in performance between different flotation tests (i.e., between various reagents, even those with relatively minor chemical structural changes); 2) the identification of mathematical models with appropriate numbers and types of parameters that have maximum statistical power to statistically distinguish between various time-recovery profiles; 3) the generation of laboratory and corresponding plant scale data in sufficient quantity and consistency so that the highly interactive nature of the "flotation system9' of chemistry/ equipment/operating conditions could be quantified; and 4) the invention and development of really new and unique reagents for giving improved flotation performance. Heretofore, underground coal mines in Alabama have operated under only 60 to 360 meters of cover: however, new mines (at least 5 in the early opening or development stages) will be operating under cover ranging from 600 to 660 meters. With increased rock confining pressures, roof stability problems will become more critical. Initial studies in two 7 ½ -minute quadrangle areas in the Warrior coal basin of Alabama indicate that the orientation of certain lineament and fracture-trace modes mapped from ERTS-1 (Earth Resources Technology Satellite) imagery correlate closely with the strike of joint and fault modes. High altitude (118,000 m) U-2 aircraft data were used to support these findings. In addition, over 50 percent of the normal faults mapped in the study area could be directly correlated with ERTS and U-2 lineaments and fracture traces. These correlations provide clues to the structural development of the Warrior coal basin and may, in turn, be used as a guide to the prediction of roof-stability conditions in advance of mining.

The sorptive and impervious nature of clay materials was recognized long before modem technology allowed us to understand the physiochemistry of clays. In Cyprus, around 5000 BC, sorbent clays were used for fulling woolen cloth. One of the earliest recorded uses of clays as an impervious liner was more than 3200 years ago in the construction of a bitumen-sand-gravel-clay liner built along the embankment of the Tigris River at Assur. Today one of the most common applications for clay minerals in the environmental industry is for use as impermeable barriers to fluid transport. Clay minerals are fine in particle size and thus have large surface areas, which, as a result of intermolecular forces and ionic substitutions, make them excellent materials for both ion exchange and ion sorption. Therefore it was logical to consider certain clay materials for applications in the environmental industry, where they can act as physical and chemical traps for potential contaminants. Certain bentonites have historically been used as sealants for fluids (Grim, 1962), and other clays have been used as sorbents for both water and oil (Haden, Jr., 1972). Prior to the 1980s, disposal of the nation's municipal, commercial, chemical, and nuclear wastes was largely indiscriminate and poorly regulated. This created environmental pollution problems, especially with respect to groundwater contamination. Promulgation of federal regulations like the Resource Conservation and Recovery Act (RCRA) and the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA - commonly known as Superfund) have forced a more careful and costly approach to waste disposal. The US Environmental Protection Agency (EPA) is the government body charged with enforcing and ensuring compliance with federal regulations governing toxic waste production, storage, and disposal. Widespread application of geotechnology to the design and construction of waste containment systems and to pollution remediation has become necessary due to such laws and because of increasing use of the subsurface environment for the disposal of hazardous wastes. In the United States nearly 1.8 kg of trash is disposed of per person per day, which amounts to nearly 181 Mt per year. This amount is more than double the waste produced in 1960, and these numbers are expected to continue to increase. Canada produces approximately 1.68 kg of waste per person per day. The EPA estimates that in the United States 64% of our garbage is landfilled, 18% recycled, and 18% incinerated. Even with continued increases in recycling and incineration efforts, the EPA projects that the United States will still need 82% of today's landfill capacity in the year 2000. Data on the exact number of landfills in the United States and Canada is conflicting in part because of changing definitions of what constitutes a landfill and because of inadequate record- keeping by some states and provinces. An estimate of the number of municipal solid waste (MSW) landfills in the United States in 1990 to 1991 ranged from 4 462 to 10 467 with an average estimate of 6 600. In Canada the number of MSW landfills reported varied from 5 493 in a 1982 survey to 1 766 reported in a 1991 National Solid Wastes Management Association (NSWMA) survey (Repa and Sheets, 1992b). A properly operated MSW landfill on average requires 1 hectare of land per year per 25 000 people (Coates, 198 1). In addition to MSW facilities, there are also waste disposal facilities needed for hazardous waste and low level and high level radioactive waste. In 1983, approximately 266 Mt of hazardous waste was generated in the United States, almost 50% of this by industrial production. About 68% of the hazardous waste generated in the United States and Canada and almost 50% generated in Europe are still landfilled (Egger, 1987). In 1985, approximately 51 000 m3 of commercially produced low level radioactive waste was disposed of in radioactive waste disposal sites across the United States (Jungling and Greeves, 1989). By 1987, the US defense program had produced approximately 10 000 t of high level nuclear waste. In addition, there were approximately 14 000 t of spent fuel assemblies from commercial nuclear power plants in temporary storage; the amount is expected to nearly triple by the year 2000. Presently most commercial spent fuel assemblies are stored in water-filled pools at nuclear power plants. Defense waste is stored on federal reservations in surface and underground steel tanks (Anon., 1987). Under federal law nearly all waste disposal and containment sites are required to have a liner or barrier and a cover system design that meets federal- or state-approved hydraulic conductivity requirements for the type of waste that the site will receive. When approved materials, necessary for constructing the waste containment structure, are not available on site, one of the most economical ways to meet these requirements is through the use of clay, soil/clay, or clay/geotextile materials. In a 1991 survey by NSWMA of its members and other select private sector facilities, 81% of the surveyed landfills had some type of liner system. About 75% of these liners were clay materials (either recompacted or natural). The remaining 30% were using flexible membrane liners as part of a liner system. Clay liner materials are most commonly used in the South, Midwest, West-central, and South-central regions of the United States. About 93% of the landfill facilities had closure plans, and of these 91 % were using clay materials in some way for the final cover material (Repa and Sheets, 1992a). Waste barriers and containment structures take several basic forms, and they are used in a variety of different applications: 1) cutoff walls, 2) soil or soil/clay-admix liners, 3) geosynthetic bentonite-clay/geotextile membranes, 4) radioactive waste containment barriers, and 5) synthetic geomembranes. As a result of recommendations made in the 1988 Report of the Mine Safety and Health Administration Advisory Committee on Standards and Regulations for Diesel-Powered Equipment in Underground Coal Mines, the Mine Safety and Health Administration (MSHA) initiated a program to develop and test a diesel particulate sampling device. The sampling device employed the principles of inertial impaction to separate respirable dust into two fractions; one fraction containing particulate material having an aerodynamic equivalent diameter equal to, or greater than, 1.0 micrometer, and the other fraction containing particulate material having an aerodynamic equivalent diameter less than 1.0 micrometer. The design criteria were based on data which showed that virtually all of the diesel particulate material and very little of the mine generated dust was less than 1.0 micrometer in size. The instrument was tested in underground dieselized coal mines and in the laboratory. Comparative measurements were obtained with the MSHA designed impactor sampler, a University of Minnesota (UM) designed impactor sampler and MSHA's standard respirable coal mine dust sampler. Simultaneous measurements were also obtained with five of the MSHA and five of the UM designed impactor samplers to investigate between sampler precision. The paper discusses the design differences between the MSHA and UM impactor samplers, the precision of replicate measurement obtained with both instruments and compares measurements obtained with the respective samplers of the sub- and supermicron fractions of the respirable material.

Sources of lead contaminated soils are numerous, i.e., the uses of leaded gasoline, lead-based paints, leaded pesticides, solders, smelting of lead concentrates, refining of lead products, automobile demolition, recycling of lead batteries, and so on. Conservative estimation by the US Environmental Protection Agency, EPA, indicated that several thousand lead contaminated sites are awaiting remediation. The current remediation technologies include immobilization, reclamation and soil washing. In this paper, the above remediation technologies will be reviewed, and where appropriate, the economics of processes discussed and future possibilities indicated.

Grinding with an electrochemically inert grinding media (i.e., high chrome white iron) shifts the pulp potentials to more oxidising conditions, increases the dissolved oxygen content and reduces the EDTA extractable iron concentration when compared with milling with electrochemically active grinding media (forged steel). These changes in pulp chemistry produce cleaner particle surfaces, reduce reagent consumption, and increase concentrate grades and recoveries. This paper presents a robust laboratory test program that not only demonstrates the changes in the pulp chemistry, but also provide an indication of the magnitude of the metallurgical improvements that are possible. While laboratory studies are interesting, the proof is in the pudding! So, the paper provides an overview of plant trials conducted at several porphyry copper operations around the world: Newmont’s Cadia and Red Chris Operations, as well as Evolution Mining’s Northparkes Operation. These successful plant trials clearly demonstrate that selection of the right grinding media alloy will yield savings in grinding media consumption and reagent consumption as well as increases in revenue through improved copper and gold recoveries. However, many of the porphyry copper mines on the Eastern Pacific are copper-molybdenum deposits. The paper presents laboratory test results for typical copper-molybdenum operations and extrapolate these numbers to what might be expected should a plant trial occur.
