Incorporation of a 2,727 mtpd, $5.7 million flotation circuit into the Mclaughlin flowsheet was completed in November 1991. This capital addition reduced overall operating costs and improved the gold recovery of the low grade refractory reserves over that expected for direct cyanidation. In addition, flotation provided a means to generate a sulfide concentrate which is utilized to supplement feed to the pressure oxidation circuit.

This study attempts to compare the costs of transporting coarse coal by pipeline, versus the more conventional use of belt conveyors. Hydraulic conveying of crushed (not pulverized) coal has not had widespread commercial acceptance. However, there is little doubt that the technology is available, so that, should this method be proven economical for a given application, implementation of this technology will become more acceptable. Hydraulic transport by pipeline between the mine stockpile and the coal preparation plant, for distances normally considered practical for an overland belt conveyor, should be an ideal application. In this application there is no need for dewatering facilities at the receiving end of the pipeline, because, the receiving screens at the plant serve this purpose. Further, clarified water from the preparation plant can be recirculated back to the mine, a plus for water resource and environmental considerations.

[INTRODUCTION] The significance of gamma exposure to uranium miners has been recognized only in the last few years. Most ore deposits which have been underground mined, were 1% or less U308. Full-time mining of this grade ore can result in exposure exceeding 1 Rem per year. Several companies in Saskatchewan are planning to mine recently discovered ore bodies which contain ore pods in excess of 10% U308. The purpose of this paper is to present dose data which can be used to estimate gamma exposure from high-grade ore deposits, and to present mining techniques which will minimize miner exposure. [Dose Estimates] When one has a point source of radiation, the conventional laws of isotropic emission and the fall of dose with square of the distance, make dose calculations relatively easy. However, if one has an area source of infinite thickness, the assumption must be made that a uniform gamma flux is being emitted from all faces of the source (Figure 1). Dose from gamma emission would fall off only due to air attenuation up to such a distance at which the source can be considered to be a point source (usually 10 times the largest dimension of the source). For short distances, such as to the cab of ore-moving equipment, the dose reduction would be negligible. Assumptions: 1) Radium and gamma-emitting daughters are in secular equilibrium with uranium. 2) All gamma radiation is emitted from radium and its daughters. 3) Average gamma energy of 0.8 MeV. 4) Uranium ore has a linear attenuation coefficient of 0.212 cm-1, similar to that of Si02(sand). 5) Uranium ore density of 3.0 gm/cm3. 6) One curie of radium emits 6.84 x 1010 photon/sec(l). 7) One percent uranium ore contains 1 x 10-8 Ci/cm3 of radium. 8) Each MeV of 0.8 MeV photon results in a dose of 2.10[ ]10-3 mRem/hr. per MeV/cm2 -sec. 1) 9) Minimum ore depth 100 cm. 10) Linear attenuation coefficient instant for radium gamma of 0.374 cm -1 [ ] The photon flux from a radioactive slab is computed as follows: [Flux = photon/cm3 3(1) 2u S] [where, us is the linear absorption coefficient of s the source (uranium ore).] Thus, 1% uranium ore, in the form of an infinite slab, emits 1613 photon/cm2-sec, which results in a dose rate of 2.71 mRem/hr. Why is there such an increased thrust toward positive multiple use land management and where will it lead? History and purpose of the mining law of 1872. John Marshall discovered gold at Sutter?s mill near Coloma, California, on January 19, 1848, and utter chaos resulted. The great migration of people to the undeveloped western lands had begun. Prior to this discovery, copper, lead, and iron had been the minerals for which the laws were made. With this discovery of gold on the public domain, it became apparent that congressional legislation was necessary. This became even more apparent as each of the numerous mining districts which were springing up in California, and elsewhere in the west adopted local miners' customs to regulate their activities. Although these early miners acted under mining district rules and in some cases state regulations, they were, in reality, appropriating minerals without sanction of federal law.

The calculation of the liberation spectrum in the product from continuous milling operations is a problem of considerable importance and is difficult to solve because the population balance equation must be integrated in two-dimensional space. Complete solutions require the estimation of a large number of parameters unless a structural model of the ore texture can be used. A very simplified textural model based on the use of the modified Andrews-Mika diagram and the PARGEN simulation of multi-phase particles has been formulated and is used to simulate the behavior of a continuously operating laboratory ball mill. A sensitivity analysis for this mill has been done to show the likely effect of model approximations on the predicted liberation spectrum which will be measured.

"The cPlant is a modular flotation plant which has been designed to minimize capital expenditure and risk. The plant is based on a number of standard modules, for both flotation and ancillary equipment, which can be configured to give the required flowsheet for the ore being treated. All of these modules can be rapidly deployed and erected onsite, minimizing not only engineering time and site preparation but reducing the time taken to get the plant up and generating revenue. Given the paradigm shift in flotation circuit design that has been employed in the cPlant it may allow smaller, previously uneconomic deposits to be exploited and create a more cost efficient upgrade route for existing plants. This paper introduces the cPlant and presents a case study comparing EPC cost and development timing of a cPlant against a traditional flotation circuit design. INTRODUCTION In the development of any mining project the cost associated with process plant engineering, equipment procurement and installation can affect the financial viability of a project. This is of special significance for smaller scale mining projects which perhaps don’t have the mine-life or revenue generation to justify the payback on a modern processing facility. Listening to customer feedback and understanding the challenges that small to mid-sized projects can face lead Outotec to the development of the cPlant. Modularization of mineral processing plants isn’t a new idea with a number of examples being reported in literature for gravity gold (Cabot, Trudel and Cabot, 2001; Gray et al., 2006), dense medium separation (September and Abate, 2006) and even hydrometallurgy (Saario et al., 2013). All these plants have been developed to try to improve on the traditional economics associated with fixed processing plants. Using standardized modules to construct a plant reduces engineering time and design costs which can both be beneficial to the outcome of a project. In addition the modular nature of the plant lends itself to transport to remote sites and rapid installation with only minimal site preparation required. A plant of modular design also has several other advantages over its conventional cousins. Firstly it is relatively easy to expand by duplicating existing modules. Secondly the modules can be treated as building blocks for the process and rearranged if a change in conditions requires flowsheet adjustment. Thirdly, there is potential to disassemble and remove the modular units at the end of the mine life. The ability to easily disassemble, re-pack and transport the plant to a new location not only is important to the long term environmental footprint of an operation but can also be seen as a bonus to an operator that has a number of small ore deposits. If applied in this way modular plants have the potential to create a whole new operating model for previously unviable ore deposits."

The Pittsburgh Safety and Health Technology Center (PSHTC) of the Mine Safety and Health Administration (MSHA) provides engineering and scientific support to the inspectorate personnel of MSHA. One of the Center's myriad roles is to assist in the investigation of mining accidents, especially those involving fatalities. Center personnel utilize forensics to help uncover the causes of accidents and to make technical recommendations on the prevention of future similar mishaps. To exemplify a typical forensic investigation, this paper documents the methodology used in determining the reasons for a boat sinking, which resulted in a double fatality on a mine company pond.

The conventional beneficiation scheme for Florida phosphates involves reverse flotation with an intermediatory acid scrubbing step. A single reagent flotation process, using fatty acids or amine as the collector, would eliminate the scrubbing step along with the other flotation step. This can not only simplify the process flowsheet, but also result in reduced reagent costs. The potential of single reagent flotation of Florida phosphates using fatty acids as the collector was examined in this study.

I cannot help but be reminded, as I stand here today, of my boyhood years and heritage, both of which are inextricably tied to this very valley and are, in a: bay, apropos of the theme of this Keynote Session. I remember the scarcity of people. For example, 48, 000 in Phoenix and 436, 000 in the State in 1930 and 65,000 in Phoenix and 499, 000 in the State in 1940. Today Phoenix boasts a population of over 500, 000 and the State a population of 1, 500,000. I remember the' lack of facilities, goods and services, including gas and electric power. I recall stories of my grandfather who had the freighting or teaming contract to haul all the supplies and generating equipment, by wagon mind you, up the old Apache Trail to Roosevelt Dam. . .a three day trip from the nearest railhead which, by the way, was not Phoenix, for it did not merit a railhead on those days, but the village of Maricopa approximately 25 miles south of Phoenix. I remember chopping firewood, heating wash water on an open fire in a No. 3 wash tub at the rear of the house and doing my school homework by the light of a kerosene lamp just 25 to 35 years ago within what is now a large metropolitan area

Turkey has important celestite reserves in Sivas. These reserves have gypsum and/or calcite as gangue minerals. Celestite-calcite ore cannot be concentrated by gravity methods due to the low efficiency of gravity methods in fine sizes. Research was tried to concentrate celestite to a market grade by flotation. Parameters such as pH, particle size, dosage and types of collector and depressant were examined. Cyanamid A-845 and Na-oleate combination as collector, sodium silicate as depressant, and Aerofroth-65 as frother were found as the optimum flotation reagents. By applying 3-stage cleaning, a concentrate assaying 95,34 % SrS04 was obtained with 84,93 % recovery.

Roadheaders have become widely used in underground mining and tunneling operations because they offer the flexibility to excavate soft- to medium-strength rock formations. A critical issue in successful roadheader application is the ability to develop accurate and reliable estimates of machine production capacity and the associated bit costs. Increased pressure to improve productivity and lower costs in the mining and civil construction industries has been the driving force behind the more wide- spread use of mechanical excavation systems. This has caused both industries to move away from the conventional drill and blast methods. Additional benefits of mechanical mining include improved safety, reduced ground support requirements and fewer personnel. These advantages, coupled with recent enhancements in machine performance and reliability, have resulted in mechanical miners taking a larger share of the rock excavation market. Roadheaders are the most widely used underground partial-face excavation machines for soft- to medium- strength rocks, particularly for sedimentary rocks. They are used for development and production in soft rock mining (main haulage drifts, roadways and crosscuts), particularly in coal, industrial minerals and evaporitic rocks. In civil construction, roadheaders are used to excavate railways, roadways, and sewer and diversion tunnels in soft ground conditions. They are also used to enlarge and rehabilitate underground structures. Their ability to excavate almost any profile opening also makes them attractive to those mining and civil construction projects where various opening sizes and profiles are needed. In addition to their high mobility and versatility roadheaders are generally low capital cost systems com- pared with most other mechanical excavators. Because of higher cutting-power density due to a smaller cutting drum, roadheaders can excavate rocks harder and more abrasive than continuous miners and borers.

In 1998, a group called Kentuckians for the Commonwealth filed an Administrative Petition with the Kentucky Natural Resources and Environmental Protection Cabinet to designate 8,903± hm2 (22,000± acres) on Black Mountain, which contains the state's highest point, as unsuitable for mining. A fast track legislative process was triggered that could have "taken" 91 Mt (100 million st) of coal reserves or, in the alternative, imposed severe restrictions on mining. Even with all parties represented by reasonable individuals, this process can be extremely cumbersome and expensive. The legal and technical preparation for this unusual hearing process as well as issues and strategies of the negotiated resolution are reviewed

The dining industry game tome Spruce Pine area a few years after tine Civil War. Two Yankees came down from Massachusetts to mine sheet mica to sell to the stove manufacturers for windows in heating stoves. At this time the method of mining was very crude; it was done only with pick and shovel. They were mining mica from the soft veins. Later they progressed to hand grilling and blasting. Hand drilling was quite an art in the area. One man would hold and turn the steel while one or two other men would drive the steel with hammers. In shaft raining, the muck and water was removed by hand winches called windlasses. About 1920 air compressors and jack hammers came into use. These were perhaps tide greatest improvement that has ever come to the area's mining industry. Later carne gasoline hoists, air drive water pumps, and all electrical equipment. Mica mining has, for the past few years, been very modern and efficient.

A combined size reduction- liberation model of grinding has been developed to predict the product size distribution for both free and locked particles. The model is an extension of the population balance model for size reduction. Locked (or composite) particles have been subdivided into discrete classes of different compositions to obtain more detailed information. The model has been tested on a sphalerite ore from Tennessee. Liberation data have been obtained using an areal scanning technique on microscope images of polished particle mounts.

The area from Ohio on the east, Tennessee on the south, and Minnesota on the west: contains some very unique and useful clay deposits. Included are fireclays and plastic clays in Ohio, Kentucky, Indiana, Illinois, and Missouri; flint clays in Kentucky and Missouri; ball clays in Kentuckv and Tennessee; adsorbent clays (fuller's earth) in Missouri, southern Illinois, and Tennessee; and alluvial clays and shales for structural clay products from every state. Unique kaolin clays are known in Minnesota, Missouri, and southern Illinois and halloy-site localities are known in southern Indiana. The geology, physical properties, and uses or potential uses of these midwestern clays are described.

INTRODUCTION The most serious occupational radiation episode in U.S. history was the exposure of uranium miners to radon daughters in the 1945-1968 time period. Although the maximum permissible dose at that time was 12 WLM (working level months) per year, average exposures were several times that figure, and ten times higher exposures were not uncommon. Starting in the early 1960s, mounting epidemiological evidence appeared for an excess incidence of lung cancer among these miners; up to 1974, there was an excess of 134 cases (159 observed vs 25 expected) among the 4000 in the group under study (NAS-1980). When this excess became apparent, the Federal Government took jurisdiction, greatly tightened enforcement, and in 1969 lowered the maximum permissible exposure to 4 WLM per year. These standards were met largely by a great improvement in ventilation. As a result of these measures, average miner exposures were reduced 5-fold from 1965 to 1968 and by another factor of 3 by 1970. In 1978, the 4 WLM/year maximum permissible exposure was exceeded by only 37 of 7500 underground miners, for only 16 wars it exceeded by more than 25%, and for only 8 was it exceeded by 502 (AIF-1980). The average exposures to the various groups are listed in Table 1. We see that the average exposure for all miners was 1.03 WLM, and for those who worked essentially full time underground it was 1.45 WLM. For purpose of later discussion, it will be convenient to choose a single value for average exposures. In view of the fact that employment situations and job categories are bound to vary over a lifetime of work, we take this to be 1.3 WLM/year. The purpose of this paper is not to dwell on history, but rather to address the question of whether or not this present situation is satisfactory. This question was considered recently by a study group under the auspices of National Institue of Occupational Safety and Health (NIOSH-1980) and it answered the question in the negative, concluding that the maximum permissible exposure should be substantially reduced. However, their arguments were incomplete and were lacking in perspective. The principal thrust of this paper is to provide some of the material overlooked. RISK TO URANIUM MINERS FROM RADON EXPOSURE In order to quantify the risk to uranium miners under present working conditions, it is first necessary to estimate the risk of lung cancer per WLM of exposure. The most straightforward way of doing this is to use the data on the group of uranium miners under study. These are listed in Table 2 for 8 exposure ranges and for the total group (NAS-1980). If all data are given equal weight, the risk is seen to be 3.5 x 10-6 per year per WLM. Much can be said in favor of using this value for the risk as dose independent; it is within one standard deviation (SD) of the observations in 5 of the 8 dose categories (as expected from the definition of SD), and within 2 SD for all 8, and for the three cases differing from the mean by more than one SD, two are above and one is below. However, the uranium miner exposures in the present situation will be far below those covered in Table 2, so it is worth considering the possibility that the risk differs from this at low doses. From the last column of Table 2 we see that the experience from all exposures below 600 WLM indicates a risk higher than the mean for the entire group by more than two standard deviations (the value 600 WLM in this comparison was deliberately chosen to maximize this deviation; for exposures below 360 WLM and 840 WLM, the excess is only 1.0 and 1.6 standard deviations respectively). In view of this tendency for the risk to be higher at lower dose, we will take the risk to be 5.0 x 10-6 per year per WLM in what we will refer to as model A. In recent years there has been an Increasing Interest In the application of automatic control theory to mineral processing systems, and numerous applications of mineral process control have appeared in the literature. A general approach to the synthesis of mineral process control systems is presented. The first phase of the control system design consists of specifying the control objectives, process variables and their interactions; these topics will be discussed with specific reference to mineral processing. The second phase Is con¬cerned with selection of control strategies algorithms, instrumenta¬tion, and other components of the control system and is discussed at length. These concepts are then illustrated by a flotation control case study.

Interlocking material balances on complex mineral dressing plants greatly assist in metallurgical investigations: indeed, without such a balance, there is no firm basis upon which to base process performance evaluations. To achieve balances both qualitative and quantitative data must be rationalised in conjunction with the process flowsheet. WSL has developed a range of programs to evaluate interlocking material balances. However, to obtain maximum benefit from the balances, answers of direct value at the process level must be provided: WSL has developed also a range of programs for this purpose. Practical examples are given, which illustrate the benefits obtained from process balances.

This paper is intended to provide information for one to be able to determine the slurry system head curve for pump applications. The slurry characteristics are the basis for what the size, material of construction, and critical carrying velocity of the pipe will be. The system head curve is adjusted by use of the pipe friction coefficient factor and slurry derate factors. An example using multi-staging of slurry pump curves is presented to compare the wear life relationship of pump parts for a tailing pipeline system head curve.

An inactive mining operation in northern California is known to be a source of acid mine drainage and heavy metals which have impacted adjacent creeks. Elevated concentrations of copper and zinc are a concern to aquatic populations, particularly steelhead trout and salmon downstream in the Sacramento River. Previous regional geological surveys of mineralization by the U.S. Geological Survey located and mapped outcrops of massive sulfides and gossan. Recent investigations indicate that a substantial amount of the metals in the local creeks are due to natural causes. The investigations include locating and mapping surface and subsurface minerals, soil and water sampling, and chemical analysis. Groundwater, seeps, and surface water were also sampled and analyzed. A water balance was conducted on a sub-basin level following delineation of surface water drainage and groundwater divides. A chemical mass balance incorporated metal concentrations and water volumes and was then used with other data to determine the contribution of metals from natural versus mining-related causes.
