The Sales Comparison Approach to estimating the value of a mineral property must always be attempted1 . In addition to other parameters, the approach depends heavily on the availability of transaction data. The consideration for the mineral property must be in form of cash, cash equivalent or other consideration. In other words, “What dollar amount did the property sell for?” Mineral properties are generally real estate, albeit frequently buried deeply under the overlying surface real estate, unless the property may be a quarry. In some states, transactions must be recorded in county courthouses, and the sale consideration must be included. In such cases, the appraiser’s job is made easy. In other locations, the sale considerations are withheld in the courthouse data; but occasionally a local transfer tax is collected and recorded. Again, the appraiser’s job is made easy by back calculation with knowledge of the legislated transfer tax percentage. The worst problem occurs when the consideration for a mineral real estate sale is totally withheld. That may occur in so-called nondisclosure states. "INTRODUCTION As one of the most pressing and important political debates of this century, climate change has captured global attention and is forcing governments to take action towards decreasing GHG and carbon emission levels below what was previously thought to be necessary. With the ever-increasing price of diesel fuel accompanied by the popular topic of carbon taxes and greenhouse gas emissions, the mining industry is looking to industry specialists for assistance. The benefits of a no-idle policy reach far beyond carbon reduction and fuel savings, ranging from decreased maintenance to increased engine life. With products like battery powered A/C systems and diesel-fired heaters, going no-idle is easier today than ever before. With both systems being manufactured to withstand the harsh environments of the mining industry, the end user will see a seamless change from conventional, inefficient belt-driven systems to future, stand-alone mobile equipment HVAC. THE HISTORY OF GHGS AND CLIMATE CHANGE In 1896 Svante Arrhenius first claimed that the combustion of fossil fuels may eventually result in enhanced global warming, but not until 1955 did Gilbert Plass draw global attention to global warming by summarizing that adding carbon dioxide to the atmosphere would intercept infrared radiation and thus warm the earth. Then in the early 1960’s Charles Keeling developed modern technology to produce concentration curves for atmospheric CO2 (Figure 1). In 1988 the Intergovernmental Panel on Climate Change (IPCC) was founded by the United Nations after acknowledgement of a rising global annual temperature. The IPCC consists of over 2500 scientific and technical experts from more than 60 countries, and because climate change could not be solved by a single country, the Kyoto Protocol was negotiated in 1998 requiring all participating countries to reduce their GHG emissions by at least 5% from the 1990 levels. The Protocol was signed by 186 countries in 2001 (since then several countries have retreated from the agreement, including the United States)."

Nickeliferous laterites were characterized by particle size analysis, X-ray fluorescence (XRF), X-ray diffraction (XRD), scanning electron microscope (SEM) and energy dispersive X-ray analysis (EDX), Fourier transform infrared (FTIR) spectroscopy and thermal analysis. Results showed that the laterites consist mainly of nickel-substituted lizardite with cobble-like morphology and traces amounts of magnetite and phlogopite. As fluoride ions can react with silicon in the lizardite crystal structure and form metal-fluoride complexes, as well as increase the equilibrium constant of the lizardite dissolution in acid solution dramatically, the addition of minor fluoride salts (0.2wt.% NaF) gave a markedly enhanced metal extraction rate (Ni 81.7% and Co 52.3%) under the experi-mental conditions of particle size d50= 25 µm, 10% (v/v) H2SO4, reaction time 2 h, reaction temperature 90°C, liquid-to-solid ratio 3 mL g-1 and stirring at 500 rpm compared with H2SO4 alone (Ni 69.6% and Co 30.8%).

The study investigated the potential use of low activity circulating fluidized bed combustion (CFBC) ash and phosphate tailings for the production of a filling material based on the cement. The phosphate tailings were used as aggregate and consolidated by cement and CFBC ash. The results showed that the bleeding rate and fluidity of all mixtures decreased with the increasing the amount of CFBC ash. The fluidity of filling slurry is highly related to the experimental factors such as the content of sulfur solid ash, B/A ratio, and mass concentration. The replacement of CFBC ash ranging from 20 to 40% led to a significant decrease in setting time and an obvious increase in compressive strength, but the above effect was obviously weakened when reducing the mass concentration and B/A ratio. The hydrated calcium silicate gel and ettringite generated from the hydration of cement and CFBC ash were the main sources of strength for the filling materials. When the recommended proportion was 1/6 binder/phosphorus tailings ratio, 76% solid content, and 40% CFBC ash replacement, the filling material still met demands on working and mechanical properties; at the same time, the utilization of CFBC ash and phosphorus tailings was maximized.

In a shearer longwall mining operation, the longwall bits are responsible for breaking into and chip-ping the broken coal blocks away from the coal face. However, underground observations have found that a large number of longwall bits are always working under various degrees of wear. Reduction of the bit wear could be realized by using better designed longwall bits and properly selected shearer operating parameters. A computer program has been developed to simulate the performance of the longwall bits. The shape of the bit head, the installation of the bits on the drum and the operation parameters are the information required by the program. Through the simulations, the main factors affecting the bit wearing process are identified. Suggestions are also made for improving the design of the longwall bits.

The gray, dark gray and black colors of the sediments and the presence of pyrite in the Carlin, Jerritt Canyon, Horse Canyon, Betze, and Gold Acres sediment-hosted disseminated gold (SHDG) deposits indicate that these rocks are not oxidized with respect to carbon and iron sulfide. Both ore and non-ore host rocks generally are dark colored. Analyses for noncarbonate carbon (usually called organic carbon) in samples from SHDG deposits and related unmineralized rocks indicate that these rocks contain from a few tenths to a few percent carbon. We use the term noncarbonate carbon because, strictly speaking, organic carbon denotes carbon that is bound to hydrogen. However, the carbon present in SHDG deposits and related rocks has very little hydrogen chemically bound to it. Rocks with less than 2% organic carbon are usually gray in color. The dark colors in our samples are due to the relatively high temperatures that these rocks have experienced relative to organic matter maturation. We confirm the results of Nelson et al. (1982) that previous reports (for example, Radtke and Scheiner, 1970) were incorrect in reporting significant amounts of humic acids, extractable hydrocarbons (bitumen) or "carbonaceous" material. We believe these reports had problems with contamination or misdirected emphasis. Our samples consisted of unweathered rocks, collected mainly from mine cuts (benches, trenches, cores) and put into glass containers or wrapped in aluminum foil to avoid contamination. Only a few samples were collected from natural outcrops. We were careful to avoid samples in proximity to blast holes that were packed with ammonium nitrate and diesel fuel ("ANFO"). Contamination by ANFO may explain some of the previous reports of hydrocarbons, pyrobitumens, humic acids and anomalous nitrogen. When we were collecting samples, it was apparent that in addition to lithologic and color differences, the surface appearance of the rocks was distinguishable: "preg robbing" material that had a sooty surface; "graphitic" rock with a shiny surface; and more ordinary rocks that had a flat gray or black appearance. [Preg robbing is a term for ores that adsorb gold from the milling circuit; the graphitic material had not been x-rayed to actually identify graphite.] We hoped that laboratory study of these samples would show some fundamental differences that we could relate to ore genesis. Even though these sample types appeared different in the field, we could not distinguish any differences in thermal maturity (see below). Normal petroleum/organic geochemical laboratory procedures (solvent extraction, Rock-eval, pyrolysis-gas chromatography) failed to yield much information because the carbon was over-mature relative to oil and gas generation. Rock-eval results show less than 20 (± 20) mg of pyrolizable hydrocarbons per gram organic carbon (and an indeterminate Tmax) indicating that the organic matter in these deposits is burned-out relative to petroleum generation [with an H/C (atomic) ratio of less than 0.41. Because of the non-definitive results from standard organic geochemical methods, x-ray diffraction (XRD) and Raman spectroscopy were used to characterize the carbon. Prior to XRD, samples were treated with HCl and HF acids (1) to remove quartz that has a peak near 26° [20] at the position of the 002 peak of graphite and (2) to concentrate the carbon to a level detectable by XRD. The residue was put on a colodion mount and analyzed by XRD. The XRD analyses yielded a broad peak at 26° [20]. The shape of this peak indicates that the carbon is more thermally mature than anthracite rank coal but less mature than crystallized graphite. This paper deals with the application of linear programming to the solution of mine ventilation network problems which involve only the controlled splitting of air. An airway whose air quantity is to be controlled to a prescribed value is called a "fixed-quantity" airway. In a network where the fixed-quantity airways are increased in number and are distributed such that the air quantities for the remaining airways are uniquely determined by Kirchhoff's first law, the problem reduces to determining the head losses and locations for air regulators and fans. This is one of the network problems encountered most often in underground coal mines. By formulating Kirchhoff's second law as a set of linear constraints and the total air horsepower supplied by fans as a linear objective function which is to be minimized, the problem is analyzed through the technique of linear programming. Some important properties of the problem are discussed and examples are presented.

Operational excellence is generally known as a management system integrated across critical functions that is geared towards continually improving operational performance. Functional areas such as health, environment and safety, quality and human resources are the focus of many corporate-wide operational excellence programs. Operational excellence also focuses on improving areas such as customer orientation, employee empowerment as well as process, and systems optimization. It is widely viewed as critical to sustaining business performance improvement. Although it is difficult to find a universally accepted definition, or even common foundation in many respects, operational excellence remains a popular term in the business world. Many organizations have developed their own version of organization excellence, influenced by such individual factors, other similar institutions or even third-party service providers. A mining organization is no different from other organizations in that adopting and implementing effective operational excellence programs can dramatically improve business execution and performance across regional or global interests. This paper brings together various perspectives of operational excellence and reconciles them for a useful composite for the mining industry. While most agree that operational excellence should include normal functions in a manufacturing operation such as production, maintenance and engineering and processes such as quality, environmental and continuous improvement, many other factors for operational excellence seem to vary from perspective to perspective. Thus, programs that manufacturers engage in may seem the same, but may, in fact, be different in key areas. This may affect organizational performance in tangible ways. Management must buy into the company?s definition of operational excellence and be dedicated to achieving it. A review of many of the existing definitions of operational excellence, explicit or embedded as part of a program, seems to yield the following common factors: ? It should help organizations better execute their processes and services. ? It should be geared towards improving quality ? It requires that the various operations should be aligned with the overall enterprise strategy. ? It should be geared towards continuous improvement. A composite of operational excellence definitions suggest that it is: ? Geared towards helping the organization achieve sustained profitability; ? tied to strategic alignment and business objectives; ? tied to solid investment strategies; ? integrated as part of the culture, process, time plan and performance; ? a relevant performance measurement system; ? extended to include all aspects of the supply chain (including external suppliers); ? integrated with health, safety and environmental (HSE) aspects. And, while the pursuit of operational excellence intuitively suggests that businesses should improve, it is very difficult to achieve given the difficult challenges facing companies today. Mining businesses face numerous pressures to perform in a global marketplace such as demand, energy cost, variable cost and pricing fluctuations as well as infrastructure challenges to further confound the environment. Resin-grouted bolts serve as a crucial means of stabilizing yielded coal ribs in underground coal mines. A comprehensive investigation into their efficacy was undertaken by a collaborative effort between the National Institute for Occupational Safety and Health (NIOSH) and Missouri University of Science and Technology (MST). This study involved pull-out tests in multiple locations, including six coal mines and the NIOSH research mine. A total of seventy-three (73) tests were conducted, of wide range of anchorage lengths, ranging from a short encapsulation length of 0.305 m to a fully grouted encapsulation length of 1.524 m. The test findings indicate that when short encapsulation bolts are installed at high rotation speeds, their anchorage capacity is significantly reduced, leading to failure at the bolt-grout interface. Conversely, when these bolts are installed at lower rotation speeds, they exhibit greater capacity, with failure occurring at a higher anchorage load equivalent to the yield load of steel rebar. No matter what the rotational speeds were used during bolt installation in this study, the fully grouted bolts consistently experienced failure at the ultimate load of the steel rebar. Most of the tests carried out on partially grouted bolts with anchorage lengths of 0.610 - 0.914 m have shown behavior patterns like the fully grouted bolts, although exhibiting reduced stiffness. The outcomes of this research offer a profound insight into the ways in which resin-grouted bolts enhance the stability of coal mine ribs.

Federal regulations require that refuge alternatives (RAs) be located within 305 m (1,000 ft) of the working face and spaced at one-hour travel distances in the outby area in underground coal mines, in the event that miners cannot escape during a disaster. The Mine Safety and Health Administration mandates that RAs provide safe shelter and livable conditions for a minimum of 96 hours while maintaining the apparent temperature below 35 °C (95 °F). The U.S. National Institute for Occupational Safety and Health used a validated thermal simulation model to examine the mechanisms of heat loss from an RA to the ambient mine and the effect of mine strata composition on the final internal dry bulb temperature (DBT) for a mobile tent-type RA. The results of these studies show that 51 percent of the heat loss from the RA to the ambient mine is due to radiation and 31 percent to conduction. Three mine width and height configurations and four mine strata compositions were examined. The final DBT inside the RA after 96 hours varied by less than 1 °C (1.8 °F) for the three mine width/height configurations and by less than 2 °C (3.6 °F) for the four mine strata compositions.

The upward mining method, as an effective mining method, is widely employed in close-multiple coal seams to extend the service life of coal mines and improve the recovery rate of residual coal resources. However, the upward mining feasibility of the upper coal seam is related to the height of caved zone of interlayer strata after lower coal seam extraction. Therefore, it is extremely important to determine the height of the caved zone after the lower coal seam. The No. 9 coal seam (upper coal seam) and the No. 12- 1 coal seam (lower coal seam) in the Qianjiaying coal mine are selected as the research object. The characteristics of the interlayer strata structure field, fracture field, and subsidence field are studied using UDEC numerical modeling, in which the height of the caved zone is gotten after the No. 12- 1 coal seam extraction. Furthermore, the height of the caved zone is verified by onsite detection of GPR and BTVI. In the numerical modeling, the height of the caved zone is 19.6 m. And the height of caved zone is 14.7 m and 15.4–21.2 m, respectively, by using the onsite detection of GPR and BTVI. The heights of the caved zone onsite detection results are consistent with the numerical modeling result. The No. 9 coal seam is always located above the caved zone after the No. 12- 1 coal seam extraction. Consequently, the upward mining of the No. 9 coal seam is feasible.

Introduction Agrico Mining Co.'s Florida mining division has three surface mines and employs nearly 700 workers. The division produces some 6.3 Mt (7 million st) of phosphate rock annually. It is a good business. And Agrico has made it better by making it safer through a new approach to mine safety. In one year, Agrico - the second largest phosphate mining company in the US - recorded a stretch of one million manhours without an accident. That same year, the direct cost of accidents dropped to $9137 from a previous five-year average of about $50,000. Together with Don Roe, division manager of safety and security, Division General Manager Don Morrow made 1981 a watershed year for safety at Agrico. Morrow called on consultants from Safety Management Services of Du Pont's Specialty Services division to strengthen a safety program that was already better than average. From the late 1970s and into 1981, lost-workday cases (LWCs) were costing Agrico an estimated average of $22,000 each. And they were occurring with alarming frequency. In 1977, the company recorded six LWCs at an incidence rate of 0.64. This was followed by a jump to nine cases in 1978. In 1979, both occurrences and the rate increased - 10 LWCs at a 1.19 rate. The number of LWCs decreased to seven in 1980, with a rate of 0.71. Agrico instituted a far-reaching safety program in 1981, which began to take full effect in 1982. LWCs dropped from five in 1981, to three in 1982. And the direct cost plummeted from $110,346 to $28,828. In 1983, the mines recorded only one LWC. Its $9137 cost represented a reduction of $101,209 since the Safety Management Services of Du Pont had been called in. Through early 1984, the LWC incidence rate at the facility's three mines, phosphate drying plant, and transportation department was down to 0.26. This is 84% lower than the 1982 mining industry average, making it the safety leader among all Agrico companies, including its chemical plants. Cesium and rubidium were effectively separated by zinc ferrocyanide coprecipitation method, and the effect of precipitant addition amount on the separation of cesium and rubidium was studied. Under the conditions of Zn/Cs molar ratio of 0.45 and Zn/Fe molar ratio of 1, the precipitation rate of cesium is 84.01% and the separation factor of Cs/Rb is 164.65. The thermogravimetric curves of the sediment were measured, and the effects of roasting temperature, roasting time, and leaching liquid/ solid ratio on the extraction of cesium were studied. Almost all of the cesium was extracted under optimal conditions: roasting temperature of 600 °C, roasting time of 3 h, leaching temperature of 25 °C, leaching time of 0.5 h, and liquid/solid ratio of 5:1 mL/g. After the leaching process, the leach liquor with high concentration of cesium of 80.17 g/L was obtained. Finally, the leach liquor was further purified by solvent extraction, and the purity of the cesium chloride product reached 99.66%.

Mine frictional resistance is one of the essential parameters of mine ventilation systems, and it is of considerable significance for the prevention and control of mine risks and accident hazards. Frictional resistance requires a lot of resources and time and has errors. To reduce the errors of frictional resistance, a regression model of frictional resistance is proposed based on the correlation analysis of the affecting factors. Through the comparative test analysis of seven regression methods, it is found that the classification and regression tree method for solving the proposed regression model has better performance than other methods. The least square error criterion is used to calculate and rank the importance of the factors affecting frictional resistance. The results show that the cross-sectional area of the tunnel, the support method, and the presence or absence of devices or pedestrian ladders have the most considerable influence on the prediction accuracy of frictional resistance. The support methods and cross-sectional areas are essential input variables. Through the combination test analysis of the influencing factors, the results show that the regression model does not have predictive ability when the number of input variables is less than 3 and the best predictive performance cannot be obtained using all the influencing factors. The best prediction model of resistance is to combine the shape of the tunnel, the support method, the presence or absence of devices or pedestrian ladders, and the cross-sectional area. The method proposed in this paper does not require a lot of resources and time investment, and the frictional resistance error is small. At the same time, it solves the problem of resistance prediction with incomplete data of influencing factors and provides a compelling new method for obtaining frictional resistance parameters.

"One of the major issues that the Rare Earth Elements Mining Industry has to deal with is the legislation vacuum that exists in many countries around the world. Among these, are countries which have long history and tradition in mining. In many cases the lack of direct legislation for REE mine management as well as for other potentially polluting industries can be a barrier to sustainable development. Moreover, the case of lax legislation in China has led to environmental pollution problems and extended smuggling of rare earth elements. This paper looks into the current regulatory status on the mining of REEs, identifies the loopholes and suggests some elements for a new global legislation framework for sustainable development in the REE mining industry. The setting of this regulatory framework will be in line with the present and future challenges of the rare earths market as well as with the policy strategies that are defined internationally. The aim of such a legislative framework will be to strengthen the global rare earth elements supply chain, appease social concerns and ensure the preservation and conservation of the environment. INTRODUCTION The general public received their first introduction to rare earth elements (REEs) in 2010, when the previously inconspicuous commodities became the subjects of front-page headlines. It was when China created a furore in global high-tech markets after imposing an embargo on Japan following a minor marine dispute (Barakos et al. 2015b). Soon enough the Chinese embargo was extended on REE export restrictions all over the world and thus aroused concerns to many countries over potential supply disruptions. The world had suddenly realized that these wonder materials underpin products that they care about. Governmental and industry executives, policymakers and material scientists voiced concerns and conducted numerous reports stating the situation and the risks of a supply crisis. The price spike of 2011 intensified the crisis and the public turmoil, yet the drama did not last for long as the prices declined significantly in 2012. Nevertheless, the world was nonplussed by the fact that China has the total control of the market with more or less the 90% of the global production. More potential entrants became interested, thus initiating an exploration boom during the recent years that has resulted in a significant increase in known global REE reserves that could have potentials for exploitation."

The abstract highlights the increasing use of mobile equipment in mining and its contribution to accidents. The research analyzes injury narratives from Ghanaian surface gold mines to understand the involvement of mobile mining equipment in injuries and explore the use of injury narrative data as a human factors tool. The study identified priority human factor issues, such as operating mobile mining equipment, part removal/installation, and the operator's cabin. The use of Sankey diagrams for multivariable analysis effectively identified specific operator-centered issues that warrant further investigation for improved safety interventions.

During 1964 and 1965 a mineral exploration program was carried out over an area of approximately 250 square miles, located in the Anvil-Vangorda Creek area of east central Yukon, 125 miles northwest of Whitehorse. The Vangorda deposit, a massive lead-zinc sulphide body discovered in 1953, was centred in the area proposed for exploration, a northwest trending belt located between the southwestern flank of the Anvil Range and Pelly River. Exploration for base metals in the remote Anvil area had previously been restricted by poor metal markets in the late 1950's. Regional geologic information was also limited except for publication of a scale 1 inch to 4 mile map by the Geological Survey of Canada in 1961. To effectively explore this area, a combination of geophysical and geochemical methods were essential due to extensive overburden cover varying in depth from a few feet to over 300 feet. (Figure (i) Key Map) Dynasty Explorations initiated the first comprehensive regional exploration program in the Anvil area, utilizing saturation prospecting methods employing geologic, geochemical and geophysical methods. The program involved an approach demanding continual modification of technical and physical logistics. After a total of 12 months of field work involving an expenditure of approximately $450,00, massive sulphides were discovered which subsequently proved to be an economic orebody. Thirteen properties had been acquired and explored. Ten separate geophysical anomalies had been outlined by a combination of magnetic, electric and gravimetric survey techniques of which five were tested by rotary drilling and two by diamond core drilling. The discovery of the Faro deposit was a direct result of this program.

With the rapid development of renewable energy technology, such as electricity reserves, to store energy for electric or electric vehicles, environmentally friendly energy sources are expected to continue to be fulfilled according to mobility and stationary energy needs. Lithium is the most attractive candidate for energy storage development. The presence of lithium in Indonesia in the Sidoarjo mud content is interesting to be used as an alternative source of raw materials. During the research, sulfuric acid acted as a solvent, and hydrogen peroxide acted as an oxidation agent. Lithium recovery will be studied using a leaching process at various temperatures (30, 45, and 60 °C) and sulfuric acid concentrations (0.5, 1, 2, 3, 4, and 6 mol/L). The increasing temperature, sulfuric acid concentration, and hydrogen peroxide concentration will directly affect the lithium recovery. An increase in sulfuric acid concentration will be directly proportional to the recovery of lithium in the solution. Optimum conditions were obtained at varying 6 mol/L sulfuric acid concentrations and 60 °C temperature variations. The shrinking core model (SCM) studied leaching kinetics, and ash layer diffusion acted as a rate-controlling process. The activation energy of the leaching process was obtained at 38.90 kJ/mol.

Three-point bending (TPB) tests were conducted on prismatic Nestos marble (Greece) specimens. The specimens were instrumented with piezoelectric sensors, and comprehensive recordings of acoustic emission (AE) signals were obtained. Machine learning in the form of artificial neural networks (ANNs) was then applied in an effort to investigate whether specimen load evolution can be predicted as a function of AE signals. A number of ANN models were developed, and the optimum model was selected based on the highest coefficient of determination (CoD) value as well as the lowest root mean square error (RMSE) value that was calculated for each model. The best performing ANN model exhibits accuracy above 99% with an RMSE value below 4%. It can be concluded that ANNs can potentially be applied to predict rock behavior under load especially when such loads lead to failure.
