"The solubilities of rhodium (Rh) in a molten silver alloy in doré-smelting conditions for treating copper refinery slime at temperatures of 1,000 to 1,300 °C were measured using a high-temperature equilibration-quenching technique and direct phase analysis by electron probe X-ray microanalysis. The results obtained indicate that the solubility of rhodium in molten silver is very limited: only 0.04 to 0.26 weight percent at 1,000 and 1,300 °C, respectively. The thermodynamic properties of rhodium in molten silver were estimated from the solubility data. The compositions of the solid rhodium alloys in equilibrium with molten silver-rich doré metal were also measured in this study. The excess rhodium in the doré alloy will precipitate during the refining as solid, greater than 99 weight percent Rh.IntroductionSilver refining is a core step of the processes of anode slime treatment and precious metals recovery in copper refineries (Hait, Jana and Sanyal, 2009; Ludvigsson and Larsson, 2003). It separates the oxidic materials, such as nickel oxide (NiO) and barium sulfate (BaSO4), from metallics after the de-coppering and de-selenation steps of the anode slime, and refines the silver bullion from the undesired elements present (Cooper, 1990; Hyvärinen, Lindroos and Yllö, 1989). Doré metal is a silver-rich alloy which after the smelting step will be refined electrolytically, and the remaining constituents of gold as well as the platinum group metals (PGM) will be subsequently recovered in their own processing stages.Because of low concentrations of PGMs in copper, they are typically soluble in the doré metal in anode slime treatment. This can be concluded from their binary phase diagram data with silver (Massalski et al., 2007). One exception is sometimes encountered in the anode slime smelting operations if the smelter feedstock is rich in rhodium, as may be the case if the raw materials contain secondary raw materials such as e-scrap. The solubility of rhodium in solid silver is less than 0.04 weight percent (Królas and Sternik, 1995), and its solubility in molten silver is highly uncertain. The only experimental information in the literature (Królas et al., 1993; Elliott, 1985) suggests that the silver-rhodium alloy system at 960 °C forms a eutectic, which locates less than 2 °C below the melting point of pure silver (Arblaster, 2015). Early observations (Rössler, 1900) propose that rhodium is insoluble in molten silver even if solid silver-rhodium solutions have been recently produced on a nanoscale (Kusada et al., 2010).The aim of this study is to measure experimentally the solubility of rhodium in molten silver at doré metal smelting and refining temperatures. The silver alloy used to mimic the doré alloy contained silver and about 1 weight percent of the alloying elements copper, gold, palladium, rhodium and tellurium. The experiments were carried out in metal-slag equilibria with nitrogen-oxygen mixtures as the atmosphere, employing an equilibration-quenching technique and using direct phase composition analysis by electron probe X-ray microanalysis (EPMA) (Jak, Hayes and Lee, 1995)."

We studied yttrium extraction from untreated zircon sand processing waste tailings. Xenotime mineral as the rare earth element source with an abundance of yttrium (REY) was detected in sufficient grade for extraction. As much as 9.03% yttrium exists in zircon tailings (analysed by X-ray fluorescence spectrometry). The presence of yttrium was confirmed by X-ray diffractometry in xenotime minerals, which are yttrium carriers (Y-PO4). The purpose of this research was to determine the effect of leaching conditions on yttrium recovery from zircon sand after alkaline fusion treatment. Alkaline fusion was chosen to decompose phosphate into hydroxide in the xenotimemineral,which will reduce further required hydrometallurgical processing.Alkaline fusionwas carried out for 3 h at 450 °C, with a ratio of sodium hydroxide to zircon tailings sand of ~ 1:1. The alkaline fusion product was leached with water, followed by hydrochloric acid treatment to leach the yttrium. Yttrium recovery reached 87% under optimum conditions (60 °C, 1MHCl, and solid-to-liquid ratio = 1/10 for 7.5 min). A suitable model for yttrium dissolution with hydrochloric acid was diffusion through a solid particle ash layer. The calculated activation energy (EA) for this model was 20.21 kJ/mol.

"A heterogeneity study was conducted at Erdenet Copper Mine in Erdenet, Mongolia, to determine the fundamental sampling error associated with blasthole sampling. Using a custom-designed radial sector sampler , six large blasthole samples were collected to perform the test developed by Pierre Gy to estimate the constitutional heterogeneity factor for several types of ore. The study investigated the entire sampling protocol, from mine site to analytical laboratory, and quantified the contributions to total fundamental sampling error (FSE) of the various stages of sampling and sample preparation. The total relative standard deviation (RSD) of sampling error was determined to be ±32 percent and ±49 percent for copper and molybdenum, respectively. A classical statistical analysis conducted on the data confirmed the level of RSD native to the mine. About 95 percent of the sampling error was produced from one step in the sampling protocol, that of reducing the 1-kg (2.2-lb) sample to a 50-g (0.1-lb) sample for chemical analysis. To minimize the FSE, the use of a slightly different protocol is recommended. The 1-kg sample (2.2-lb) should first be crushed to a 0.2 cm (0.08 in.) particle size. A 250-g (0.5-lb) split should then be taken and finely ground, from which a 50-g (0.1-lb) split should then be taken. These simple steps will reduce the FSE to ±7.9 percent and ±17 percent for copper and molybdenum, respectively. The modified sampling protocol effectively reduces to zero the probability of misclassification of low-grade ore. IntroductionThe Erdenet copper-molybdenumopenpit mine is located in Erdenet in Orkhon province, Mongolia. The Erdenetiin-Ovoo copper-molybdenum deposit is 1.5 to 3 km (0.9 to 1.8 miles) wide and about 25 km (16 miles) long (Erdenet Mining Corp., 2016). Chalcopyrite, bornite covellite and chalcocite are among the major minerals found in the deposit. The mine processes approximately 26 Mt/a (29 million stpy) of ore."

Nowadays more infrastructure tunnel projects are procured using design-build method. In this environment, the Owner’s engineer would typically provide performance requirements for the design-builder, and the Contractor’s designer would work with the contractor to design the tunnel lining based on the Contractor’s means and methods and manufacturing process. This paper will describe the typical requirements provided by the Owner based on its design objectives, and the means and methods by the Contractor that would significantly impact the design. Project examples and recommendations for Owner’s requirements will be provided that can optimize the design and still achieve the Owner’s performance objectives.

This paper describes the U. S. Energy Research and Development Administration's (ERDA) program to develop in situ coal conversion processes, especially gasification, he potential of this technology, the technical directions being explored, and the program strategy to carry the process concepts toward commercialization are emphasized. The geographic location of the U. S. coal resources and a market analysis are described. Commercially successful in situ coal processes could add over a trillion tons of coal to the U. S. coal reserves. The economics of these processes is compared with surface gasification independent studies show this process to be 25Z cheaper than surface gasification for Western coals. The major projects are briefly described. The Linked Vertical Well process is in the lost advanced stage and shows great promise. The last test produced a low-Btu gas averaging 171 Btu per standard cubic foot for average pro¬duction rates of 5.5 million standard cubic feet per day. The other projects are Packed Bed, Longwall Generator, and Steeply Dipping Beds.

INTRODUCTION Section 209(b) of the Federal Land Policy And Management Act of 1976 (FLPMA-43 U.S.C. 1719 b) authorizes the Secretary of the Interior to convey mineral interests owned by the United States where the surface is or will be in non-Federal ownership. The objective is to allow consolidation of surface and subsurface (mineral) ownership. Certain major conditions must prevail for a conveyance to occur. These are: 1) There are no known mineral values (KMV) or 2) Where the mineral reservation interferes with or precludes appropriate non-mineral surface development and that non-mineral development is a more beneficial use of the land than the mineral development. Remember that allegation, hypothesis or speculation that the conditions could or may exist in the future will not be a sufficient basis for conveyance. Convincing factual evidence for an applicant’s case for mineral conveyance must be made in order to achieve that conveyance. See 43 CFR 2720 0-1 to 0-3, and 0-6. CONCEPT OF KNOWN MINERAL VALUES Known mineral values means mineral rights in lands containing geologic formations that are valuable in the monetary sense for exploring, developing, or producing natural mineral deposits. The presence of such mineral deposits with potential for mineral development may be known because of previous exploration, or may be inferred based on geologic information (43-CFR 2720.0-5(b).

"Anglo American operates 18 Weir GEHO piston diaphragm pumps (PD) in the two pump stations of the 52-km (32-mile) long Minas Rio iron ore concentrate pipeline. The pipeline is designed to transport 26.5 Mt/a (29.2 million stpy) of concentrate from the mine to the export terminal at the coast.During the commissioning of the pipeline in the fall of 2014, high pressure pulsation levels were experienced, with peak-to-peak levels as high as 20 bar. Based on pressure readings it was concluded that hydraulic resonances were present in the system, which were excited by the third and sixth harmonic of the flow pulsation generated by the pumps.Based on this observation, Weir Minerals Netherlands, manufacturer of GEHO PD slurry pumps, recommended installing a phase shift controller that controls the phase shift between the crankshafts of the individual pumps, thereby minimizing the effect of the hydraulic resonances.GEHO piston diaphragm pumps and pressure pulsation analysisPiston diaphragm pumps are used worldwide to transport abrasive and/or aggressive slurries against high discharge pressures in the mining, mineral processing and power industries. The basic operating principle of a piston diaphragm pump is shown in Fig. 1.A crankshaft is driven by an external electric motor via a gearbox. The crank mechanism transfers the rotating motion of the crankshaft into a reciprocating motion of the piston. The piston displaces a hydraulic fluid, called the propeling liquid, which displaces an elastic rubber diaphragm. When the piston moves to the right, the pressure in the pump chamber drops below the suction pressure and the nonreturn valve on the suction side will open, allowing the pumped fluid to flow into the pump chamber. When the piston moves to the left, the fluid is compressed, and when the pump chamber pressure rises above the pipeline pressure, the nonreturn valve on the discharge side will open allowing a displacement of fluid into the discharge line. The main objective of the diaphragm is to isolate the piston and the drive mechanism from the abrasive and/or aggressive fluid and create a hermetic seal between the pumped fluid and the ambient environment. Piston diaphragm pumps as shown in Fig. 1 are among the largest positive displacement pumps in the world and have been produced with stroke volumes of up to 100 L (26 gal) per pump chamber for flow rates up to 800 m3/h, discharge pressures up to 250 bar and hydraulic outputs over 2 MW per unit (van Rijswick et al., 2010)."

1. INTRODUCTION For Europe the Arlberg road tunnel signifies the elimination of the largest traffic barrier between Bucharest and Paris in the east-west transversal. Apart from that the tunnel will serve the feeder system to the two north-south links Ulm - Milano, and the Brenner motorway, and links the Inntal and the Rheintal motorways closer together.. Thus, the supraregional road system carrying traffic through the Tyrol and Vorarlberg will considerably be emproved by the Arlberg road tunnel. 2. THE PROJECT The 16.1 km contract section of expressway S 16 includes a ramp section of approximately 2.6 km, the access points at St.Anton and at Langen, and the main 13.98 km section of the road tunnel. This section cuts the link between St.Anton and Langen by 3.7 km, and saves 475 m in altitude. The Arlberg road tunnel is planned to have two tubes with two lanes each. In the first stage the southern tube was under construction. Its traffic capacity is 1,800 car units per hour. The tunnel has a cross section of 9o to 103 m2. The sloping gradients are by 1.3o and 1.67 per cent. Fresh air is supplied and used air removed through a ventilation system, fed at the portals and through two vertical ventilation shafts. One of them, at Maienwasen, is 222 m deep, its cross section 66.5 m2. The diameter in clear is 8.32 m. The vertical shaft Albona is 736 m deep, the diameter in clear is 7.37 m. Exploration expenditures in Alaska last year amounted to $8.9 million. This was comparable to 1985's $9.1 million. Development expenditures dropped 29%, $24.3 million in 1986 vs. $34.1 million in 1985. The exploration industry is restructuring and stabilizing after the loss of major mineral firms during the last few years. These included Anaconda Minerals, Asarco, Hecla Mining, Enserch Exploration, Phillips Minerals Division, Exxon Minerals, Noranda Inc., General Crude, Mohawk Oil & Gas, Inspiration Development, Teton Exploration, and St. Joe Minerals Division. Some of these companies were mineral subsidiaries of oil companies and were either dissolved or redirected to programs outside of Alaska. However, recent entry exploration firms include Echo Bay Mines Ltd., Long Lac Minerals, and Exvenco. They are busy evaluating prospects and mineral developments in the southeastern panhandle. In the 1970s, about $254 million was spent on Alaska mineral exploration. Of this, about 5% ($12 million) was for nonmetallics and coal, about 26% was directed at precious metals ($66 million) mainly gold, and 69% ($175.3 million) for the base metals zinc, copper, molybdenum, tin, tungsten, and nickel. Since the early 1980s, trends have reversed. Of the nearly $196.3 million spent from 1981-1986, 48% has been for precious metals ($94.3 million) and 40% on nonmetallics and coal. In the last two years, nearly 70% of the Alaskan exploration dollar has been spent in search of precious metals. Three gold skarns were explored during the year - the Nixon Fork project in western Alaska (Battle Mountain Mining Co.), the Nebesna and Rambler lodes of the northern Wrangell Mountains (Nebesna Mining Partners), and the Zackley project near Paxson in southcentral Alaska (Nerco Minerals). Nearly 7.6 km (25,000 ft) of diamond and rotary drilling were conducted on these three properties. Archean supracrustal rocks of the South Pass greenstone belt of western Wyoming have been the State's most prolific source of gold and iron ore. Actual gold production statistics are incomplete, but as much as 400 to 500 thousand ounces may have been mined with some silver and tungsten as a by-product. Iron ore was also mined from the greenstone belt for 22 years, and production totaled more than 90 million tons. Immediately south of the exposed greenstone belt in the Oregon Buttes area, Tertiary boulder conglomerate, which has been eroded from the granite-greenstone terrain, may contain a gold resource of 28.5 million ounces (Love and others, 1978). The amount of gold placered from stream alluvium derived from these Tertiary conglomerates is unknown.

Alternative methods of analyzing data acquired by the Morenci copper concentrator process control instrument-computer system are presented. Experimental measures of ore characteristics, for proposed feed forward control, are introduced. These include on-line indexes of ore hardness, ore density, ore dusting, and ore color. Comparison of metallurgical results before and after computerized process control implementation, allowing for differing ore grades, oxidation, hardness, and fineness of grind, also is described.

Using an exhaustive data set of Walker Lake, four different kriging techniques plus the inverse distance squared weighting were compared with regards to each one's performance in accurately estimating the block grades. The North-West quadrant of the Walker Lake data area was used because of its extreme variability of values and its distinct contour of the values. There were 1900 exhaustive data points in the selected area from which a total of 121 samples were drawn following the sampling strategy given in Isaaks and Srivastava (1989). The average of 5 x 5 exhaustive data points was treated as the true, known block grade. A total of 780 blocks, each block corresponding to the average of 5x5 exhaustive data points, were then estimated using the 121 sample points. The resulting estimates were then compared with the true known values to determine each technique's prediction performance. For this particular portion of the Walker Lake and for the given sampling strategies used, the obtained results for the global estimation are mixed. For the variable U which is much more variable, the rankings are; 1) Jackknife Kriging (JK), 2) Indicator Kriging (IK), 3) Inverse Distance Square weighting (IDS), 4) Ordinary Kriging (OK), and 5) Log-Jackknife Kriging (LJK). For the variable V, the results are; 1) OK, 2) IK, 3) JK, 4) LJK, and 5) IDS. When we apply several cutoff grades to the estimates to determine the conditional mean grades and tonnage, the above rankings generally get shifted around. Two exceptions to these cases are; a) UK for U and b) IDS for V. These two consistently ranked at the bottom.

A modeling, simulation and optimization study of a complex industrial fluorspar beneficiation plant (Kadipani, Gujarat, India) with fourteen/ten flotation banks is carried out to find an optimum/near-optimum circuit for the given quality of feed ore. The phenomenological flotation model developed by Mehrotra and Kapur (1974) is used for circuit optimization. Two different optimization problems are formulated and solved. The first optimization problem involves a single objective function, which uses available plant data to estimate the feed-characterizing parameters, i.e., the flotation rate constants, by minimizing the weighted sum-of-square errors between the computed and plant values. The second optimization problem involves two objective functions to obtain several simplified circuits. The number of non-linking streams and the overall recovery of the concentrate, i.e., the acid-grade product, are maximized simultaneously in this problem. The single-objective variant (SGA-II-mJG) of the binary-coded elitist non-dominated sorting genetic algorithm with the jumping gene adaptation, NSGA-II-mJG, is used for the first problem, while NAGA-II-mJG (Guria et al., 2005 a) is used for the second problem. Simplified circuits with a few split streams are proposed on the basis of the present optimization study, which enhance the recovery of the acid-grade product without affecting its quality, for a given total volume of the flotation cell-bank. Even though the optimal solutions have certain drawbacks, they suggest a meaningful direction in using an iterative fitting of parameters to such optimal circuits, followed by re-optimization. The mining industry is currently looking to better understand, anticipate, and be able to mitigate business and operational risks in order to deliver the rewards of risk taking, and to minimize the frequency and impact of risk on the downside. Assessing risk works from the premise that the identification and management of existing risks can be very challenging, especially when threats are not easy to detect, the likelihood of occurrence is difficult to gauge, and/or the consequences are uncertain. Some approach this as a ?check the box? task, even though fire and safety incidents continue to occur and investigations often find the hazard analyses did not properly identify the cause or consequence. You cannot engineer protective designs and safeguards for causes and consequences that have not been identified appropriately. For the mining industry, risk management is an important tool for making critical decisions and, in some cases, meeting regulatory requirements. Providing high-quality documentation that meets both regulatory and corporate requirements is critical for maintaining safe, uninterrupted mining operations. Risk management is a five-part process: 1. Identify the hazards and their causes, 2. Determine the hazard consequences, 3. Calculate the frequency of occurrence, 4. Quantify the risk associated with the system, process, or procedure, and 5. Provide feasible solutions for the risks

AMAX Coal Company's Belle Ayr coal dryer is the first industry attempt to commercialize sub-bituminous coal drying which has been the subject of laboratory and pilot plant tests for almost two decades. This paper presents the historical background, construction, start-up and operation of this adaption of fluidized bed coal drying technology to Powder River Basin coal. The flowsheet and operational problems encountered during plant start-up are discussed together with general material balance and product quality.

The technical paper correctly points out that the kriging variance is not a good measure of the uncertainty of the estimated (i.e., kriged) value of individual blocks. The au thors claim that their proposed jackknife method, which is a rekriging of each block by eliminating, in turn, one sample from the original sample set and then taking the average of the rekriged estimates, not only gives good block estimates, but the resulting jackknife kriging standard deviation is a useful indicator of the "true uncertainty associated with block estimates." However, they immediately abandon the idea of using the block-by-block standard deviations, reasoning that these standard deviations are not independent and that there is no easy way to utilize them. There may be another reason for not using them. The jackknife standard deviations for individual blocks given in their example are mostly in the range of 0.004 to 0.005 oz/st (0.14 to 0.17 g/t) with only one block having a high value of 0.012 oz/st (0.41 g/ t). These individual block standard deviations are as low as the jackknife standard deviation for the mean grade of the entire shape, i.e., 0.0041 oz/st (0.14 g/t). Do they represent the "true uncertainty" of the individual block estimates? Could the authors explain this? In a global shape consisting of a large number of blocks, any given sample will affect the kriged estimate of only those few blocks within its vicinity. This is the rationale for the authors' selective rekriging, making the jackknife algorithm more efficient. On second thought, why not do away with jackknifing altogether? Just cumulate and normalize, if necessary, the kriging weights of each sample used during the ordinary block kriging process, and then compute the global variance from these kriging weights and their respective sample grades? After all, isn't the global mean grade nothing but the weighted average of the samples used in the estimation? Reply by G.S. Adisoma and M.G. Hester The jackknife is one of the many tools in a practitioner's toolbox to solve estimation problems. The strengths of the technique lies in its simplicity, i.e., it uses the concept of mean and standard deviation and the fact that it can be easily combined with other tools, in this case kriging. Because the jackknife kriging (JK) estimate is also the mean of the pseudovalues, the JK standard deviation is attractive just as the standard deviation of the mean explains the variability of the data. The difference is that the pseudovalue calculation in jackknife kriging uses the ordinary kriging (OK) weighting scheme instead of simple arithmetic averaging. The data used to illustrate the jackknife technique in the paper consist of high values that are roughly three times the low values. The resulting JK estimate of the block grades show that the highest estimate is roughly twice the grade of the lowest estimate. The contrast between the low and the high estimate is more evident in the JK estimate than in the OK estimate, even though the mean grades of the blocks for the two estimates are very similar. Nonetheless, in this paper, we are concentrating more on the need for a more realistic measure of uncertainty, or precision, for the estimate. Unlike its OK counterpart, the JK standard deviation of the blocks clearly reflects the original data variation. The highest JK standard deviation of the blocks is three times its lowest value. This follows our intuition that, when the samples used to estimate a block is more variable, the resulting estimation variance (or standard deviation) should be higher than the case where the samples are more uniformly valued. However, block-by-block standard deviation or variance is of little practical value in reserve estimation and classification, as well as in mine planning. One is usually more interested in quantifying not the variance of the individual block estimate, but the uncertainties associated with a much larger dimension, such as the minable reserve. Thus, the thrust of the paper is to find a simple way to obtain a single estimation variance or standard deviation associated with the reserve grade estimate. The discussion by J.H. Tu did not mention how one would obtain the global variance from the OK weights and the sample grades. As a technique that offers a data valuebased measure of uncertainty for its estimate, the "leave-one-out" jackknife fills this need nicely through the block kriging shortcut approach described in the paper. Note: The first column and the last two columns of Table 3 in the paper should have contained a single number each, namely, an OK estimate of 0.0317, a JK estimate of 0.0333 and a JK standard deviation of 0.0041 oz/st, respectively, for the shape, as are obvious from the text. ?

Just cumulate and normalize, if necessary, the kriging weights of each sample used during the ordinary block kriging process, and then compute the global variance from these kriging weights and their respective sample grades? After all, isn't the global mean grade nothing but the weighted average of the samples used in the estimation? Reply by G.S. Adisoma and M.G. Hester The jackknife is one of the many tools in a practitioner's toolbox to solve estimation problems. The strengths of the technique lies in its simplicity, i.e., it uses the concept of mean and standard deviation and the fact that it can be easily combined with other tools, in this case kriging. Because the jackknife kriging (JK) estimate is also the mean of the pseudovalues, the JK standard deviation is attractive just as the standard deviation of the mean explains the variability of the data. The difference is that the pseudovalue calculation in jackknife kriging uses the ordinary kriging (OK) weighting scheme instead of simple arithmetic averaging. The data used to illustrate the jackknife technique in the paper con¬sist of high values that are roughly three times the low values. The resulting JK estimate of the block grades show that the highest estimate is roughly twice the grade of the lowest estimate. The contrast between the low and the high estimate is more evident in the JK estimate than in the OK estimate, even though the mean grades of the blocks for the two estimates are very similar. Nonetheless, in this paper, we are concentrating more on the need for a more realistic measure of uncertainty, or precision, for the estimate. Unlike its OK counterpart, the JK standard deviation of the blocks clearly reflects the original data variation. The highest JK standard deviation of the blocks is three times its lowest value. This follows our intuition that, when the samples used to estimate a block is more variable, the resulting estimation variance (or standard deviation) should be higher than the case where the samples are more uniformly valued. However, block-by-block standard deviation or variance is of little practical value in reserve estimation and classification, as well as in mine planning. One is usually more interested in quantifying not the variance of the individual block estimate, but the uncertainties associated with a much larger dimension, such as the minable reserve. Thus, the thrust of the paper is to find a simple way to obtain a single estimation variance or standard deviation associated with the reserve grade estimate. The discussion by J.H. Tu did not mention how one would obtain the global variance from the OK weights and the sample grades. As a technique that offers a data value-based measure of uncertainty for its estimate, the "leave-one-out" jackknife fills this need nicely through the block kriging shortcut approach described in the paper. Note: The first column and the last two columns of Table 3 in the paper should have contained a single number each, namely, an OK estimate of 0.0317, a JK estimate of 0.0333 and a JK standard deviation of 0.0041 oz/st, respectively, for the shape, as are obvious from the text.

Rare earth elements (REE) and critical minerals are increasingly becoming more important in our technological society and are used in many of our electronic devices (such as cell phones, computer monitors, wind turbines, etc.), batteries, and magnets. Measuring REE and critical minerals in ashed coal approximates the REE and critical minerals in the fly or bottom ash remaining after coal is burned at a power plant, where REE and other critical minerals could be leached. In New Mexico, there are 26 coal fields in Late Cretaceous rocks in the San Juan and Raton Basins. These rocks are being characterized as part of the DOE’s CORE-CM (Carbon Ore, Rare Earth, and Critical Minerals) program. Higher concentrations of REE (as much as 2103 ppm total REE) are found locally in ashed coals from the basins. More chemical and mineralogical analyses are required to fully understand the distribution and origin of REE in these deposits. As the demand for REE increases because of increased need and short supplies, the dollar value per ton of ore rises, enhancing deposit economics, perhaps even from coal.

In 1993, a lawsuit was filed on behalf ofnative groups in Ecuador against Texaco for environmental damage resulting from petrole­um production activities which had occurred many years earlier. The basis of the lawsuit at the time was that Texaco had failed to perform its foreign activities in the same manner that it operated in the U.S. No environmental regulations were in existence in Ecuador at the time of Texaco's operations. Also in 1993, a lawsuit for over $3 billion Australian was filed on behalf of native New Guineans for alleged environ­mental damages and health impacts that occurred as a result of BHP's operations at its Ok Tedi Mine. Since then, Royal Dutch Shell has been subjected to major criticism for environmental damage caused by its operations in Nigeria. A more recent report has criticized Shell for groundwater contamination of an aquifer in Turkey. Southern Peru Copper is now defending against a lawsuit filed by citizens exposed to air emissions from smelter operations in Peru. In all of these cases, much of the alleged damages occurred many years previous. A defense com­monly made by the companies has been that operations were conducted according to the standards in place at the time. This has not limited the lawsuits nor minimized the international publicity which has followed. While such lawsuits have been common in the U.S. for many years, their appearance in other nations have pointed out a growing sense of worldwide concern with regard to the impacts of industrial operations. Of particular concern is the fact that lawsuits have been filed in countries that have up to now had few, if any, environmental regulations. The regulatory environment has been a part of most U.S. business operations since the early 1970's. Now, however, envi­ronmental regulations are starting to be implemented in many less developed nations. This has led to the formulation of a myriad of standards and approaches to environmental regulation around the world. For multinational companies, the challenge becomes one of anticipating the level of compliance that will be required to minimize liabilities not only for the present but also in the future. The purpose of this paper is to provide some guid­ance with regards to choosing a level of compliance, particular­ly as it applies to water quality.
