At one time explosives were the only economical means of rock tunnel excavation. Except in relatively long tunnels in the right rock explosives are still the cheapest means of rock excavation where they can be used. Today the most economical means of rock tunnel excavation is increasingly not the choice of the contractor. A good part of our work is for public agencies in urban areas and the public today is increasingly less tolerant of the disruption caused by our efforts. Owners in many cases have to direct their engineers to write specifications which severely restrict noise and vibration levels during construction. Sometimes specifications allow drill-and-shoot for starter tunnels only or even eliminate powder by fiat. Recent advances in the use of explosives such as sequential firing have made blasting more palatable to the public but are not enough in all situations. Thus the roadheaders on construction projects. In recent work I have seen the Alpine Miners, a Paurant Miner and the Robbins Mobile Miners used in several rock formations and now believe this type of equipment has a place in the tunnel constructor's choice of equipment. Rudy and I have not attempted to present a formula for choosing the best alternative excavation method in any given case because, of course, of the variables involved. We have simply tried to describe our experiences on a particular project and hope our observations will be of some value to tunnel constructors.

The Vulture mine near Wickenburg, Arizona was a major gold producer from 1863 to 1942, having yielded about 11t(12.1 st) Au and 8t (8.8st) Ag. Gold occurs as coarse native metal and electrum in quartz veins and also finely dis¬seminated within a quartz monzonite sill and its silicified wall rock. The sill is semi-conformable within a Proterozoic volcaniclastic-dominated sequence, all dipping north about 35°. Early mining focused on the vein-hosted gold, particularly in the immediate hanging wall and footwall of the sill. Later efforts included some open-pit mining of the outcropping sill and adjacent altered and mineralized rock. Two sets of post-mineral faults have complicated the orebody geometry. The sill is a 350 m (1148 ft) long apophysis from a quartz mozonite stock to the west of the mine area. The stock has been dated at 85 my and contains abundant lesser gold occurrences in its core and about its margins. The Proterozoic rocks are notably lean in precious metals except where altered in proximity to the Creataceous stock and sill. Circumstances dictate an interpretation of epigenetic mineralization related to the Laramide intrusion.

Collaboration between education providers is the key to long-term sustainability and improved quality in mining education. The mining industry is now, more than ever, an industry doing business on a global basis. Staff are recruited by global mining companies in many different countries and can find themselves deployed anywhere in the world. The mining engineer of tomorrow must be willing to take on this international challenge, and must be educated to a level where he or she has a comprehensive grounding in technical aspects of mining engineering, but also a well-founded appreciation of management, social, environmental and cultural issues which may be encountered around the world. In order to deliver such an education, academic providers must collaborate at both a national and international level. This paper provides an overview of progress that has been made in Australia through the national joint venture ? Mining Education Australia (MEA). Supported by the mining industry in Australia, through the Minerals Council of Australia (MCA), MEA has now been operational since 2007 and is seeing the development of a range of innovative courses and delivery methods, together with a high level of staff co-operation across the country. MEA has also now commenced some international teaching initiatives which are seen as a catalyst for a far greater degree of international collaboration in the future. Such activity is not only to the benefit of the students who are taught by experts from around the world, but it also ensures that individual university programs remain viable in terms of staffing numbers and financial performance. The paper also presents some statistics on recent upward trends in mining engineering student numbers from around the world, in response to the global shortage of mining engineers.

Continuous operating performance and high profit is one of the major concerns in the mining industry. Information systems are expected to reinforce and enable conformance to these requirements. The companion efforts of business management and production information systems press for tighter integration to avoid over-laps, multiple instances of similar data, and expensive maintenance of databases. Implementation of advanced intelligent systems throughout a mine operation can reduce costs, optimize investment and create a shorter payback via conversion of the data accumulated by field and process devices into information, and subsequently, into decisions. However, in order to harness the potential power inherent in these intelligent devices, adequate and flexible modular knowledge-based solutions are required. Fortunately, there has been at least one such practical response to this challenge, namely the ABB IndustrialIT portfolio. With these tools in place, production efficiency is reached via integration of process, production, and quality information. Moreover, they permit immediate detection and remedial action to changes to process and boundary condition variables. Finally, using advanced optimization techniques supported by dedicated mathematical models, they allow for economic process optimization (process set points and coordination thereof, energy management, production planning, energy supply contract optimization, etc) of the plant as a whole.

Enhanced gravity separation appears to be one of the most promising methods for processing all types of <200-µm coal feeds and tailings. Systems based on this technology are reviewed, and the results of investigations based on C900 Multi-Gravity Separator tests conducted to assess the treatment of <200-µm, extremely difficult-to-wash coal settling pond tailings are presented. Multi-Gravity Separator processing tests of ultra-fine tailings with a high clay particle size content (22.6% <10 µm and 60.1% <40 µm) and a 69.56% ash content show that this material can be effectively treated after desliming (<10 µm) of clay-size particles to produce a coal with a 20.6% ash at a separator combustible material recovery of 69.3%. Desliming is shown to be critical in reducing coal ash content and combustible material recovery. Similar improvements are anticipated in the recovery and separation pro-cesses for other enhanced gravity separation systems from the desliming of feeds. Although not a conventional form of treating Multi-Gravity Separator data, the existence of well-defined polynomial relationships based on the product of drum shake amplitude and shake frequency relative to product coal recovery, product ash content and yields at varying wash water flows is demonstrated. Low-amplitude and intermediate- to high-frequency bed agitation are shown to produce optimum ash reduction results.

Underground heat issues are mainly focused on the detrimental effects to a workers health. However, working in hot, humid conditions has other negative effects. Studies have shown that safety, productivity, workforce morale and operating cost are also worsened in these conditions. The human body has several mechanisms for rejecting heat and remaining cool. However, once the air temperature exceeds about 34°C, the only effective mechanism is by evaporation of sweat from the skin. This is assisted by acclimatisation which is the human body?s enhanced ability to combat extended exposure to heat. The body has to remain well hydrated when working in heat as even small degrees of dehydration cause significant decreases in the ability to work in heat. There are two ways in which heat load can be reduced: Through use of refrigeration/vent/cooling to reduce thermal stress on workers; Reduce the contribution that heat sources have to underground heat load (e.g. reduce idle time, fleet size, etc). Some of the sources of underground heat have the potential to be more manageable than others. Geothermal heat and heat from autocompression will be found in all mining situations in varying degrees depending on geothermal gradient and surface temperature, however, the use of equipment and blasting may be streamlined to reduce the underground heat load. It is through a combination of the available options that most mines will successfully control their heat related problems. Mt Isa, which has been a focus for heat related study in Australia, has successfully implemented protocols for working in heat. Through combining these with the installation of a surface bulk air cooling plant, Mt Isa has consistently reduced the incidence of heat illness. This is likely to be the most cost effective method of reducing heat load for deep mines in Australia. Shallower mines which may only occasionally encounter hot conditions should consider more portable cooling options. This study will review the heat issues in underground Australian metalliferous mines.

Every mineral project or mine is based on a geologic entity-an ore (mineral) deposit. A well-defined mineral deposit and its associated geologic characteristics are the only aspects of a project that cannot be altered. Mine plans can be modified to exploit the deposit using alternative approaches and yielding similar results. A variety of processing methods also are often available producing generally comparable results. Major modifications can be made to other aspects of the project without substantially changing project economics. However, all engineering and metallurgical aspects of a mine must be accommodated to the spe¬cific location and geologic characteristics of the deposit. Geologic data and interpretations form the foundation for both mine evaluation and mine production by providing esti¬mates of reserves and essential information for mine planning and process design or control. Proper geologic work requires a keen awareness of and an ability to anticipate the technical requirements of geotechnical engineers, hydrologists, mining engineers, metallurgists, and other specialists. This study addressed the separation and recovery of vanadium(IV), iron, and titanium from synthetic and real leach solutions of vanadium-bearing titanomagnetite using extractant P204 (di-(2-ethylhexyl) phosphate) and P507 (2-ethylhexyl hydrogen- 2-ethylhexyl phosphonate). Based on the speciation analysis of vanadium in sulfuric acid medium, the single-stage extraction efficiency of vanadium, iron, and titanium was 94.21%, 3.45%, and 5.32%, respectively, under the optimal extraction condition of P204-P507 concentration of 15% (v/v), P204 to P507 ratio of 3:1 (v/v), TBP (Tributyl phosphate) concentration of 5%, sulfonated kerosene concentration of 80%, initial pH of 1.8, contact time of 8 min, and phase ratio (O/A) of 2:1. By confirming the predictions of the McCabe-Thiele diagram, a five-stage countercurrent extraction was carried out and the desirable extraction efficiency for vanadium reached 98.13%. The maximum co-extraction coefficient and distribution ratio of vanadium were 2.58 and 26.23, respectively. The stripping efficiencies and concentrations of a vanadium-rich solution by three stages of countercurrent experiments with 20 vol.% sulfuric acid reached 99.14% and 0.58 g/L, respectively, while almost all of the titanium remained in the organic phase. The mechanism of synergistic extraction between hydrogen ions of P–O–H and VO2+ in acidic conditions was confirmed by ATR-FTIR spectroscopy and molecular structure derivation. Besides, the separated impurity ions ( Fe2+) after oxidation, precipitation, and roasting process form a qualified iron oxide pigment with a total iron content of 97.2%.

Integrating a research and development department into an engineering company&apos;s corporate structure can be rewarding to the engineering division, the R&D group, and, most of all, the company&apos;s clients. Actually, the R&D department is a logical extension of the conventional processing group within an engineering organization-but the R&D group provides services as needed to the engineering department while it is carrying out regular testing, pilot plant, and preliminary feasibility studies. Backup Services Provided With an R&D group, the engineering division does not need a process engineering group as such. The R&D group provides project backup services for feasibility studies, preliminary and detailed engineering, construction, and startup. The R&D group, in turn, benefits from its close association with project engineers, draftsmen, estimators, and computer capabilities in the engineering division. The client also benefits from the arrangement because R&D and engineering skills are available to both departments on an as-needed basis without standby eost. To handle the integrated responsibility of R&D projects, as well as conceptual design and preliminary feasibility studies, the R&D staff must be carefully selected. These research engineers should: • have a good background in plant practice as a mill superintendent or chief metallurgist; • be capable of organizing and supervising a testing program or a pilot plant campaign; •be innovative and willing to accept new ideas and concepts; • be able to translate lab test results into a workable flowsheet through sound conceptual design and feasibility studies; and •be able to communicate with clients. In short, the R&D engineer must be a jack of all process-engineering trades to successfully take a project from concept to operating reality. Our national interests are best served by having well-trained first responders available for rapid response to emergency situations in underground mines. However, recent mine disasters have indicated that focused training on hazard recognition, decision making, leadership, and incident command center protocols needs to be incorporated into a comprehensive training plan for all personnel involved in a mine rescue. Currently, there are very few training opportunities for the mining professionals responsible for making the crucial decisions needed during a mine emergency. With recent technical advances, it is now feasible to use a computer-based simulator to train mine rescue personnel for mine emergencies in their mine or any other mine at a convenient location without interrupting normal mining operations. This simulated environment teaches underground search and rescue procedures, communications, and decision making based on real-time information and hazard recognition. Since 2010, the Colorado School of Mines (CSM) has offered computer simulated mine rescue training using an incident command center (ICC) directed towards enhancing decision making and communication skills. To support this training, CSM partnered with Rite Solutions, Inc. to modify, enhance, and create simulation software for mine rescue applications. The focus of this partnership is to modify existing simulation technology to address the unique nature of underground rescue operations, make it applicable to any underground operation, create generic scenarios, and develop customized computer simulations, including scenarios, for specific sites. Need The CSM mine rescue computer simulator helps mine rescue teams train for mine disasters where they would be deployed for the rescue and recovery of a mine. It provides additional, readily accessible opportunities to train without affecting mining operations. While the simulator lacks the physical demands of a rescue situation, it is very effective for teaching mine rescue procedures as rescuers seamlessly walk through the process and work out issues before going underground. The mine rescue simulator also introduces students to coordination through an ICC which stresses the use of effective communication and hones decision making skills. Most of the mine rescue teams participating in this study had never trained with an ICC controlling the actions of the mine rescue team making this an extremely valuable training opportunity. In addition, the mine rescue computer simulator allows instructors to modify mine rescue scenarios and tailor the scenarios to each team?s individual needs resulting in a more versatile training experience. The goal is to ensure that all teams receive the maximum benefit from each training session.

In September, a fleet of 363-t (400-st) Liebherr trucks became operational in Brazil and have already begun moving iron ore in Para state. Prior to the arrival of the the trucks the Brazilian fleet relied on trucks up to 218 t (240 st). With the addition of the 363 t (400 st) trucks, the fleet has since experienced the high productivity offered by Liebherr T 282 B trucks.

Traditionally, fuel oil or diesel was the collector of choice in coal flotation, but in recent years these materials have come under increased scrutiny because of concerns about the toxicity of some components. In response to these concerns, Georgia-Pacific Chemicals LLC has commercialized a patent pending coal collector (Talon® 9400 reagent) that is 100% derived from the pulping of trees. This study presents a comparison of yields and recoveries for different coal collectors, including the one derived from the pulping of trees.

"Lax, misguided, and dangerous" is Rep. James Santini&apos;s description of the official US position on strategic nonfuel minerals. Santini (D-NV), chairman of the House Mines and Mining Subcommittee, criticized the Interior Department for "its long record of benign neglect" regarding the domestic minerals crisis. Santini made his remarks at a news conference at the American Mining Congress convention in San Francisco, where he released his subcommittee report "US Minerals Vulnerability: National Policy Implications." The report-said to be the first major congressional study of the minerals issue by a committee of jurisdiction is the result of a two-year inquiry. The investigation was undertaken, according to the chairman, "because no person or agency in the executive branch of government fully grasps the critical importance of nonfuel minerals to the nation&apos;s economy, defense, and quality of life." The report also urges a larger role for the Department of Defense, which has "stood passively by for many years as a consuming by-stander," according to the report. President Carter&apos;s incomplete Non-fuel Minerals Policy Review also drew the committee&apos;s ire; Santini calls it "a tragic waste that cost tax-payers $3.5 million and the loss of some 13,000 person-days." The subcommittee examined the following issues for its report: • The US minerals industry&apos;s inability to meet national raw material needs under a "hodgepodge of contradictory, restrictive, and irrational" federal regulations; • Dependency on foreign sources of strategic minerals in times of "increasing resource nationalism" and "Soviet mineral expansionism;" • National security needs for foreign mineral resources that do not have effective substitutes; • The US government&apos;s approach to national minerals policy "amid a growing realization that such a policy does not exist." The subcommittee report includes an analysis of public and private studies on nonfuel minerals and discusses a series of policy problem areas that negatively affect domestic production. Capital formation disincentives, tax policies, antitrust enforcement, environmental laws, health and safety regulations, technical problems, and restricted access to federally-controlled public lands contribute to what Santini calls a "tragic irony." "The irony is that we are a nation vastly rich in mineral resources yet our own government chooses to stifle development of these critical raw materials and thereby increase offshore reliance. The tragedy is that we also are ensuring US vulnerability to severe economic dislocations and a weakening of our national security." In just six years, from 1973-1978, the US trade deficit in nonfuel minerals rose from $2 billion per year to $8 billion, according to the report. The country imports more than 50% of 23 critical minerals, including 100% of its manganese, chromium, cobalt and platinum. The US is promoting its dependence on foreign mineral sources at the very time the security of many of those sources is becoming less certain, the report notes. Santini said the subcommittee investigation revealed a vulnerability that may be more serious and pervasive than that of foreign oil. The US may be able to develop alternate energy resources, but there are no effective substitutes for many nonfuel minerals. The report also discloses that US stockpiles of critical and strategic minerals are of inadequate supply and quality. Holdings of some vital minerals are far below present objectives, and for some there are no holdings at all, according to Santini. To resolve the current crisis, the report makes the following recommendations: • Complete immediately President Carter&apos;s Interagency Nonfuel Minerals Policy Review; • Implement (throught the Interior Department) the 1970 Mining and Minerals Policy Act; • Create an Office of Energy and Minerals with the same stature, power, and oversight responsibilities as the Council on Environmental Quality; • Ease federal restrictions on mineral exploration and development on public lands and implement a complete review of public land use policies; •Fund for and fulfill US nonfuel minerals stockpiling objectives; •Increase federal funding for non-

Resource Engineering and Development, Inc. is desigining and building a portable 150 to 225 tpd, flotation-cyanide leach plant with unitized, skid-mounted components. This plant design, with its portability, low capital investment, and high recovery of silver and gold from many partially oxidized ores, is well suited to treat many small, highgrade deposits, old waste dumps, and old mill tailing piles. A description is given of flotation and/or cyanide leach tests run on 18 partially oxidized, newly mined ores; waste dump materials; placer slimes; and old mill tailings.

All mining operations are superimposed on natural hydrologic systems. As a result, mining operations are influenced by natural hydrologic processes and require water management systems to successfully conduct mining activities. Managing water and mining-related solutions is a critical task at all stages of the mine life because of the time-dependent nature of natural and mining-related flows. Effective operation of the mining water management system requires a “systems” approach that integrates the time-dependent effects of all water and mine solution handling components. This paper discusses the concept and application of dynamic systems modeling to address the time dependent nature of mining water management systems.

The Murray Mine was one of the first mechanized cut-and-fill underground gold operations in northern Nevada. At the end of 2002, mine production began to decline. So the mine entered a phase of remnant mining and began preparations to close down. The remaining mining took place along the ore waste boundary in previously condemned areas and in challenging ground conditions. To remain economically viable, new techniques were implemented in operations, geology, engineering and rock mechanics. These improvements pushed the edge of known and accepted mining practices and have allowed the Murray Mine to remain in operation.

Sag Mills are becoming bigger in size almost every year. Concentrator plants are also becoming larger with more SAG and Ball Mills units with Gearless Mill drives installed in one plant. In contradiction to this development, concentrator plants are being built in increasingly remote areas, where the power supply and network conditions are not necessarily covering the needs for the operation of such plants. This paper describes sources of harmonic distortions and possible approaches to solve this problem. It also illustrates the permissible tolerances in terms of commutation of power electronics, based on already realized installations. Furthermore it explains how, and with which measures, harmonic currents created by non-linear loads with SAG and Ball Mill drives can be handled, and how harmonic standards can be fulfilled accordingly. Finally, this paper gives an overview about the technical impact of a strong versus weak network, and the economic relationship between them.

In 1995 I was asked to participate in a litigation matter between a corporation and its insurance carriers concerning insurance coverage for remedial costs at a large, environmentally contaminated closed-down former industrial facility. One of the buildings on this site became known to the lawyers representing the company as “the infamous Building 8”. This building housed millions of documents retrieved from various locations at the facility while it was being shut down. It became apparent that the facility management had no document destruction policy, and thus Building 8 contained internal memoranda, notes, copies of correspondence, permits, operating records, inventory records, and the like from fifty years of operation. Needless to say, some of these documents, all of which were subject to discovery by the insurance companies in the litigation, contained material that was less than helpful to the company’s case. Of course, there were also a few helpful documents, but the overall usefulness of these records was outweighed by the negative impact they had on the conduct of the litigation. A second example involves e-mail. Several years ago, acting on an anonymous complaint that we later discovered was made by a disgruntled former employee who had been fired, a small army of federal environmental investigators descended on a client’s operating facility and, armed with a search warrant, literally commandeered the facility’s EH&S department. The investigators impounded the computers of the EH&S personnel and extracted all of the data from the hard drives of those PCs, as well as all EH&S related files from the hard drives of several servers used by the facility. These computers contained many years’ worth of stored e-mails, draft letters and memoranda, and other documents that provided grist for a four and one-half year criminal grand jury investigation of the facility and its EH&S staff. Both of these companies would have benefited from following a rigorous, enforceable, corporate records policy. Here is a third problem. My client had, during the 1960s, made a brief, and unprofitable foray into the nuclear fuel processing business. It ultimately sold the subsidiary, and was forced to give the purchasing company a broad indemnity against future liability. As might be expected, years later the facility was found to have considerable soil and ground water contamination both by chlorinated solvents and low-level radioactive material. Several years into the remediation program, my client discovered a tractor-trailer load of files, apparently removed from the subject facility, sitting in a parked trailer in a company-owned lot 300 miles away from the facility, where they had been for nearly thirty years. These documents were not helpful to the client, but had to be reviewed, at considerable cost, by paralegals. Moreover, several of the boxes turned out to have been mildly radioactive, setting off a chain of health and safety issues that consumed tens of thousands of dollars of legal expenses before they were resolved. Today, formal, enforceable corporate records management programs have become an extremely important element of overall corporate management. What was for most of the last century little more than a low level warehousing function is now a critical, actively managed, operating function that affects every level of corporate management. The rapid assimilation into corporate culture of electronic document management and the prevalence of e-email as the primary means of internal communication have created records management complexities the likes of which were not even conceived of fifteen years ago. Record preservation and destruction are no longer matters that can be handled on an ad-hoc decision making basis. Because of regulatory requirements affecting various classes of documents and the litigation consequences of ad hoc retention and destruction of corporate business records, and the need to have the ability to quickly retrieve documents in either a litigation or business negotiation context, a set of records management norms have evolved over time that have become the core elements of virtually every corporate records program.
