The Mine Safety and Health Administration (MSHA) promulgated a rule in 2014 that required numerous changes in compliance dust sampling requirements for coal mine operators. Two key parts of this rule were the lowering of the respirable coal mine dust standard from 2.0 mg/m3 to 1.5 mg/m3 and requiring operators of underground coal mines to use a continuous personal dust monitor (CPDM) for compliance sampling. The CPDM currently approved for compliance sampling is equipped with a display that provides miners with in-shift information on their respirable dust exposure. The goal was to provide an indication of a potential overexposure and empower the miner and mine operator to implement changes in controls and/or operating practices to prevent an overexposure from occurring.

The Wolf Creek Upper Narrows Tunnel (Upper Narrows Tunnel) is one of the first major highway tunnel in the United States implementing the use of spray-on membrane for purposes of constructing a double-shell drainage solution between an initial shotcrete lining and a final cast-in-place concrete lining (Figure 1). In the case of the Upper Narrows Tunnel the primary membrane is constructed with a spray-on product manufactured by Degussa, namely Masterseal® 340 FA (MS 340) that has been utilized previously in other tunnel projects. Shotcrete-like in application, but differing in physical properties, MS 340 is now outdated, and is succeeded by Masterseal® 345 (MS 345), a nearly identical product, with improvements in material properties. Tunnel project histories utilizing either MS 340 or MS 345 are discussed and summarized with regard to the respective motives for prompting spray-on membrane selection and the realized benefits resulting from spray-on membrane construction. With an emphasis on the Upper Narrows Tunnel, project summaries discuss details of the aspects of design for spray-on membrane construction methodology as opposed to conventional sheet membrane construction methodologies. It is anticipated that experience gained during the construction of the Upper Narrows Tunnel with respect to other tunnel projects that have utilized spray-on membrane will be of use for future tunnels employing spray-on membrane in drainage solutions.

In order to provide insights for the optimization of ventilation systems for U. S. underground coal mines facing both methane control and spontaneous combustion issues, a computational fluid dynamics (CFD) study was conducted to model the potential for spontaneous heating in longwall gob areas. A two longwall panel district using a bleeder ventilation system was simulated. The permeability and porosity profiles for the longwall gob were generated from a geotechnical model and were used as inputs for the CFD modeling. In this study the effect of methane emissions from the mined coal seam, including the longwall face and overlying rider seam reservoirs on the gob gas distribution was considered. The spontaneous heating is modeled as the low-temperature oxidation of coal in the gob using kinetic data obtained from previous laboratory-scale spontaneous combustion studies. Unsteady state simulations were conducted and the effects of the coal’s apparent activation energy and reaction surface area on the spontaneous heating process were also examined. "Dilution — planned and unplanned – remains a significant cost impairment in the mining process. A series of trials were held over a sixmonth period in fiscal year 2018 (FY18) that established the cost-benefit of new technology as it applies to the alignment accuracy of production drilling rigs in underground mining, thus confirming its ability to limit drilling as one of the causes of dilution. The trials identified three underlying factors affecting drilling accuracy, measurable by blast-hole deviation surveys of planned versus actual toe data. These were rig alignment error, collar location change/ error and in-hole deviation.The trials involved a comparison of existing rig setup processes and technology, with the new technology (Minnovare’s Production Optimizer system). The trials were undertaken in the same environment: the Cracow gold mine, an operating underground mine. The comparison first revealed the extent to which rig alignment impacts blast-hole deviation. Secondly, the new technology was proven to limit rig alignment error, thereby reducing average blast-hole deviation and increasing the number of holes drilled within tolerance by 160 percent.The increased accuracy reduced stope dilution by reducing over-break of subgrade ore. The new technology was implemented at Cracow during the latter half of 2018. Despite utilizing the new technology for just six months of the year, the mine recorded a 5 percent overall reduction in dilution for the full year compared to the previous year (FY17); from 22 percent down to 17 percent (a net decrease of 22.7 percent). Mine management attribute a significant proportion of this reduction to the new technology, along with sequencing and planning improvements. This opinion is backed by detailed stope reconciliation data taken during the trial from 28 stopes — representing 20 percent of the total tonnes mined during FY18. The data identified that stopes drilled using the new technology recorded 62.6 percent less average dilution."

"Cast blasting is the primary means of overburden displacement in a surface coal mine. It serves two purposes; fragmenting the rock and throwing it directly to its spoil pile using explosive energy. Increased throw minimizes costs by reducing the amount of material that needs to be rehandled. Prior studies have shown that by only changing blasthole timing with the same blast design, fragmentation and throw alter. It is necessary in cast blasting to optimize both fragmentation and throw, since larger fragments will require more wasted energy to throw the same distance. In an operating mine in Georgia, an optimum interhole delay for fragmentation has been found by studying timings from 0 millisecond (ms) to 45 ms. Instantaneous timing between holes increased the throw by more than 31 m (100 ft), but fragmentation was poor. Shock and detonation wave collision is a potential reason for this increased throw.Explosives are utilized extensively by the mining industry in order to break rock, as either ore or overburden, for hauling, loading and crushing. An effective production blast strives to achieve optimum rock fragmentation in order to increase the efficiency and reduce the costs of those downstream operations, while simultaneously meeting environmental regulations. The goal of blasting with respect to fragmentation is, according to Hettinger (2015), “to decrease the average particle size of the fragmented rock without overly increasing fines or, in other words, improve fragmentation.”Additionally, the distance the rock is transported by the explosive energy from the blast, also known as throw, can increase efficiency by reducing the amount of material that is rehandled by mine equipment. The primary situation in which this is desirable is the cast blasting of overburden across the narrow pit of a surface coal mine. A key variable in a blast design pattern that can be manipulated to optimize both fragmentation and throw is delay timing between detonations. The invention and increased utilization of electronic detonators have allowed for precise delay timings to be used between rows, holes and even multiple primers within the same hole. These recent developments in the blasting community have also provided an opportunity to investigate whether or not the mechanism of shock or detonation wave collisions caused by short timing delays are responsible for any increased fragmentation or throw. This experiment attempts to demonstrate if an increase in throw can be achieved while maintaining optimum fragmentation."

Occupational exposures to respirable dust and submicrometer aerosols emitted by diesel-powered equipment are a health concern for underground mining operators and regulators. A study was conducted in an underground mine with the objective to identify, characterize and source apportion airborne aerosols at the setup face and recovery room during longwall move operations.

Binders have been suggested as an aid for agglomeration to improve copper recovery in heap leaching operations. However, it has not been established if the use of binders would negatively affect the solvent extraction process, which is used to purify the pregnant leach solution from the heaps and remove any contaminants. Such negative effects would lead to an increase in processing costs or a decreased in copper production. The controlled studies reported here have shown that some binders (a polyacrylamide and a waste treatment additive) did not interfere with the solvent extraction process. Other binders (a polyvinyl acetate emulsion and tall oil pitch) negatively impacted copper solvent extraction and, therefore, should not be used in copper heap leaching plants.

The Jamestown Mine is a 6.3-kt/d (7000-stpd) open-pit gold mining operation located in the central portion of California's historic Mother Lode district. Most early production from the Jamestown area occurred in underground operations from 1906 through 1916. Pit production began at Jamestown in early 1987 and continued until July 1994. Although additional mineral resources existed, they were deemed to be uneconomic. About 23.3 t (750,000 oz) of gold were produced from pit operations, compared to 31 t (100,000 oz) from early underground mining. Recent operations at Jamestown included two open pits, a flotation mill and a flotation tailings facility. Flotation concentrates were produced in Jamestown and shipped to Yerington, NV for cyanide leaching in a carbon-in-pulp (CIP) circuit.

Investment in the ferrous sector between 1981 and 1985 will total about $9 billion, or 7.6% of the state budget for capital assets. The money will primarily go to complete the first stage of the Baoshan Iron and Steel complex and to increase steel production by 3 Mt* (3.3 million st) and seamless tubing by 0.5 Mt (551,000 st). Investment in 1983 will be about $3.5 billion, a 28% increase over 1981. Although data on nonferrous investment is less specific, the Chinese announced early this spring that the country's investment would be 2.6 times greater than the average spent during the previous five year plans. Geological surveying will also be stepped up. The Ministry of Geology and Minerals recently announced it will incorporate a search for metal and mineral resources into its second round of oil and gas surveys. The Sixth Five-Year Plan desig¬nates some actual production targets. Steel is to increase to more than 72 Mt (79.4 million st). The country's production of 10 priority nonferrous metals - aluminum (and bauxite), copper, lead, zinc, nickel, tin, antimony, mercury, magnesium, and titanium - is to increase 12.7%. Top priority is to develop aluminum production. Renewed efforts are to be made to develop gold and silver production and to increase rare earth and rare metal production. By April 1983 when the China Nonferrous Metal Industry Corp. was established, some five months after publication of the Five-Year Plan, the goals for nonferrous development had already been upgraded and changed to include: • development priority status equal to that of coal's; • an increase of more than 150% in the 1985 projected production level for the 10 top nonferrous metals (a move from the Sixth Five-year Plan's production increase of 12.7% to one of 34%); and • modification of the top 10 nonferrous metals list to include tungsten, molybdenum, and rare earths. Aluminum, copper, lead, and zinc maintained primary importance, while mercury, magnesium, and titanium were deleted. It is likely that the modification will be taken one step further and titanium will be substituted for antimony. China has already indicated its intentions to stabilize rather than expand its antimony industry, while press reports play up the titanium industry's importance to the country's development. In addition, the China Nonferrous Metal Industry Corp. announced that it expects to register a progressive annual increase of 4% in foreign currency earnings through export. China's nonferrous development efforts, therefore, appear two-pronged. First, the country's efforts will be directed toward self-sufficiency in its four major process and primary metals - aluminum, copper, zinc, and lead - and a number of other nonferrous metals that are in increasing demand by its light industry sector. At present, 96% of China's non¬ferrous consumption is composed of aluminum, copper, lead, and zinc. Substantial portions of that must be imported to meet rising demand. Second, efforts will concentrate on those metals that can be developed the fastest and are in "urgent demand" on the international market. Metals such as tungsten, tin, molybdenum, titanium, nickel, and rare earths will be given freer use of foreign capital and technology to increase production levels and raise quality. Examples of some projects in the area include upgrading the country's carbide industry and developing new high speed and tool steels to meet international standards. Until not so long ago most ring geared mills were operated with fix speed motors only. By using the latest generation of medium voltage frequency converters, new possibilities have arisen to improve the grinding process. Beside all the direct and indirect advantages, several dedicated functions have now been implemented for ring geared grinding mills in the minerals industry. The sophisticated operational functions ensure a smooth, safe and reliable operation with minimum stress for the mechanical equipment and therefore utmost availability of the mill. Several papers have already been presented concerning the benefits of using this state of the art technology for mill drives. Now this paper is focusing on the experiences gained with this kind of sophisticated ring geared mill drive system rather than only show and explains the operational benefit of the different functions. Several measurements of different operating conditions, starting, frozen charge remover, controlled roll back, backlash, etc., made on an installed and commissioned 2 x 5 MW dual pinion ring geared mill drive system will be shown and discussed. The accuracy of the load sharing between the two 5 MW motors during starting, normal operation and stopping will be demonstrated using real measurements from an operating system. Finally the inherent features of these drive systems are briefly discussed.

Physical and chemical conditions permitting, in-situ leaching (ISL) of uranium offers a variety of advantages over conventional production methods including less surface disturbance and less solid waste. Commercial production of uranium by in-situ leaching techniques was initiated in 1963 in the Shirley Basin of Wyoming by Utah Construction. On a world-wide basis, ISL uranium production amounted to about 13.2 million pounds U3O8 in1999, approximately 16% of world output. Both acid and alkaline systems are used, the selection of which is primarily dependent upon groundwater quality and related reclamation requirements. ISL offers low capital costs per unit of annual capacity and is particularly flexible in adapting to changing market conditions.

The Washington, DC Water and Sewer Authority (WASA) has implemented facility planning for the Anacostia River Projects portion of a program to bring its Combined Sewer System (CSO) into compliance with federal water quality regulations by 2025. The program includes approximately 19 kilometers (12 miles) of deep CSO storage/conveyance and flood relief soft ground tunnels, construction, vortex drop, overflow, maintenance and air release shafts, as well as near surface diversion structures and conveyances. The Project encompasses major technical and non-technical challenges including completion under a federal consent decree schedule, construction within the confines of heavily developed urban areas, difficult ground conditions, major infrastructure crossings, and close coordination with several major public agencies. This paper discusses the planning stage considerations related to the geotechnical investigation program, discusses obstructions that influenced alignment selection, and provides two examples of preliminary estimates of settlement induced ground movement due to the tunnel and shaft construction.

East Pit Lake is an artificially created lake that resulted from the remediation and reclamation of surface coal mining operations at TransAlta Utilities' Whitewood Mine in the Wabamun area west of Edmonton, Alberta. The original excavation resulted from the creation of a mine end cut at the northern extent of the mining operation. The area of the surficial drainage basin that feeds East Pit Lake was relatively small. Therefore, most of the inflow and outflow from the lake would result from regional ground water flow. There was a concern about the lake's ability to provide a suitable habitat for a sportfish population. To determine the final recovered water level and rates of recovery, a two-dimensional ground water flow model was used. Data supplied by nested piezometers in and around the mine were used to calibrate the computer simulation and assess predicted recovery.

Due to the planned deepening of the NY Harbor, NYCEDC/NYCDEP is planning to replace two existing water lines between Brooklyn and Staten Island with one deeper water pipe. The crossing, just north of the Verrazanno Bridge is 1.75 miles long. The new pipeline will be tunneled using gasketed concreted segmented liners. Apressurized face machine will be used through the soft ground. This will be the first subaqueous application using this technology in New York City. This paper discusses the planning, design and risk issues associated with the crossing and the challenging soil conditions that resulted in the decision to use a pressurized face machine.

Henderson Mine’s primary production transitioned from the main portion of the 7700 level to the 7210 main panel in 2005. On the 7700 level, the southwest (SW) panel was brought into production in 2014 and produced through 2020. A-Panel was brought online in 2019 and took over primary production in 2020. The 7210 north panel is under development with production expected to commence in 2025. The 7700 northwest panel is expected to be the mine’s last production panel.

Information gathered while studying geological parameters that govern fine gold deposition in the a1luvial environment can be applied to the technological development and selection of fine gold recovery systems. It is recognized that substantial gold losses occur in the minus 1.5 mn (minus 12 mesh) fraction using conventional sluicing systems. Within the past two decades much attention has been given the design and efficiency of these thick bed concentrators. Studies and comparisons drew information from several foreign and domestic placer operations. These studies concentrated on: 1) the physical and chemical properties of alluvial gold 2) the parameters that control fine gold deposition 3) the geometrical form, components and general working structure of conventional sluicing systems 4) the physical properties which contribute to the overall efficiency of a sluice system 5) the comparison of three major styles of conventional sluicing systems. A dramatic improvement regarding fine gold recovery and water quality was observed when using modern multiple-channel sluicing systems in place of conventional single-channel sluicing systems.

Requirements for minerals are on the increase globally and the deep sea offers a potential source of essential materials. Extracting these minerals from what is considered an environmentally sensitive area, and one about which little is still known, is a challenging activity, which needs careful consideration and an appropriate environmental impact assessment to be carried out. Extraction of material from the deep sea beds can cause disturbance or damage to benthic communities; impact on mobile marine species such as fish, mammals and reptiles; cause increases in suspended sediment and sediment deposition onto potentially sensitive areas or potentially release contaminants which were previously bound to the sediment. This paper discusses the potential environmental issues surrounding extraction of deep-sea deposits using aggregate dredging techniques and how those issues can be appropriately assessed. In particular issues of suspended sediments, plume transport, water and sediment quality and underwater noise impacts on potentially sensitive species and habitats will be explored.

INTRODUCTION Background Tokyo, the capital of Japan, is one of the largest cities of the world. As many as 33 million people live in Tokyo and three neighboring prefectures although the city occupies only 0.6% of the area of the country. The network of Metropolitan Expressways serves as a major artery for daily physical distribution in Tokyo. The Central Circular Route of the Metropolitan Expressway (MECCR) is located innermost among the three circular routes in Tokyo (Figure 1). Once completed, MECCR is expected to drastically mitigate traffic congestion in the central Tokyo area and provide drivers wider varieties of options in route selection. Alleviating congestion is estimated to reduce 400,000 tons of carbon dioxide emissions annually. The eastern and northern sections and part of the western section of MECCR have been completed with the total length reaching 33 km. The western section will be extended southward by approximately 4 km in the spring of 2010. An 11-km-long western section of MECCR that is currently being constructed is composed mostly of tunnels. A large number of power supply, gas supply, telephone, drinking water and sewerage pipes have been placed under the Yamatedori avenue along which MECCR is being constructed. The shield tunneling method has therefore been adopted for constructing tunnels along the route. The method involves the advancement of a shield tunnel boring machine (TBM) through the ground simultaneously assembling segmental rings within the shield. The method not only enables the building of highway tunnels more quickly and efficiently than other methods but also minimizes the effects of construction work on the surrounding area and the environment. Constructing the tunnel using the conventional cut-and-cover method might have required large amounts of time and cost because relocating the numerous objects buried under the Yamatedori avenue might have been necessary during tunnel construction. It was also considered desirable to place the tunnel at a depth of 30 m or more from surface to prevent tunnel construction from adversely affecting railways because the tunnel was expected to cross eleven railways and subways. This is one of the reasons for selecting shield tunneling as an effective method. The shield tunneling method was finally adopted for a length of 7 km in the 11-km western section of MECCR. The shield tunneling method was also employed in the Ohashi Tunnel located southernmost in the 11-km western section of MECCR. This paper describes the construction of the Ohashi Shield Tunnel.

The regulations for current coal mine refuge alternative (RAs) require that there be sufficient life support to sustain survival of the maximum number of RA occupants for a minimum of 96 hours. This minimum duration assumes that rescuers can access the RA through the mine within four (4) days of the onset of the mine emergency. But what if mine rescue teams cannot reach the miners within the RA before the RA air supply is severely limited or exhausted? What could be done to extend the duration of the RA life support capability into the 97th hour and beyond? In addition, what might be done to enable more rapid rescue of the miners if they could not be reached through the mine in a timely manner? This paper describes a systems approach to address the potential need to extend the duration of RA life support beyond current design limits. New capabilities that need to be developed in advance of such a dire need include more reliable emergency communications, highly mobile and efficient drilling rigs, enhanced directional drilling techniques, and a standardized RA external life support interface along with RA internal design modifications to accommodate use of an external supply. The following sections describe the need, intent, and technology gaps associated with each of these capabilities. Government agencies and the mining industry should consider initiation of a program to investigate, design, and develop effective means of extending the current 96-hour time restriction on coal mine refuge alternative life support. The development process should begin with a focused study to refine the overall operational concept, investigate the current state-of-the art of critical technologies, identify specific technology development priorities, and make recommendations for a development program to provide in an organized, efficient, and timely manner a solution for extended refuge alternative life support and occupant rescue.
