In England, the provision of aggregate is determined by the historical relationship between construction and aggregate consumption. This approach does not necessarily lead to sustainable decision-making and can be seen as being driven by political expediency, rather than reasonable environmental consideration. The introduction of the statutory requirement for Strategic Environmental Assessment (SEA) in the UK has provided the opportunity to examine this issue on a more rational basis. This paper provides a practical application of a SEA based approach, to the provision of aggregates at a regional level. The process, underpinned by relevant information on resources and environmental assets, suggests that alternative supply scenarios for aggregate provision are tested in a transparent, consistent manner with increased genuine stakeholder consultation. It supports a move away from "predict and provide" approaches to one where aggregates are sourced with the best balance of environmental costs and benefits.

The Camp Dresser & McKee (CDM)/Hatch Mott MacDonald (HMM) joint venture has been engaged by the New York City Economic Development Corporation (NYCEDC) to provide engineering ser-vices in connection with the replacement of two existing siphons which cross New York Harbor between Staten Island and Brooklyn. The project involves the construction of a 72-inch diameter pipeline within a 12-foot diameter tunnel beneath the New York Harbor. The tunnel will be constructed using either slurry or an earth pressure balanced (EPB) tunnel boring machine (TBM). This paper presents the results of an extensive geotechnical field and laboratory testing program including advanced frozen soil tests (uniaxial compressive strength tests, triaxial tests, and uniaxial creep tests), in-situ vane shear and pressure meter testing, and a marine geophysical survey (seismic reflection technique) to ascertain the complex subsurface conditions along the tunnel alignment and shaft locations. The paper will also discuss the design and construction aspects and the challenges associated with each component of this project.

In recent years, tellurium has been extensively used in the manufacture of semiconductor materials. For this type of application, high-purity tellurium is required. Selenium, lead and silicon are usually the main impurities in tellurium. During the electrolytic refining of copper, tellurium gold and silver are collected in the anode slimes. A pyrometallurgical treatment is used to recover gold and silver from the decopperized anode slimes whereas tellurium is oxidized and skimmed off from the refining furnace as a Na2CO3-based slag. In the slag, tellurium is present as sodium tellurite (Na2TeO3), which is further water-leached from the slag. The first step in the conventional process for tellurium recovery consists of the precipitation of the tellurium contained in the leaching solution as tellurium dioxide (TeO2). The solid TeO2 is then dissolved under acidic conditions for its further reduction with sulfur dioxide gas (SO2). In this paper, an alternative route for tellurium production is presented in which a sodium tellurate [Na2TeO4] intermediate is obtained by oxidation of the sodium tellurite in an alkaline solution following the water leaching step. Sodium tellurate is then dissolved in acid media and high-purity tellurium is obtained by reduction with SO2 gas. Experimental tests under laboratory conditions indicate that the novel process yields higher precipitation selectivity for tellurium than the conventional process. A comparison of its efficiency concerning impurities co-precipitation with respect to the conventional process is discussed.

In this study, the oxygen-rich bath smelting process of copper dross was simulated using Factsage software. It was found that the two-step simulation results agreed better with the industrial data, especially in the speiss. Bismuth (Bi), lead (Pb), antimony (Sb), arsenic (As) and copper (Cu) contents in the speiss by two-step simulation differed from the industrial data by 0.6, 0.8, 2.6, 7.2 and 8.6 weight percent, respectively. The two-step simulation results indicate that the speiss partitioning of Sb, As and Cu increased from 60.1, 32.3 and 27.5 percent to 81.6, 67.8 and 47.2 percent, respectively, with the smelting temperature increasing from 1,050 to 1,250 °C, while the metal partitioning of Sb and Cu increased from 0 and 2.7 percent to 15.2 and 13.3 percent, respectively, with the separation temperature increasing from 400 to 700 °C.

"A tunnel project poses many challenges; the operation of the Tunnel Boring Machine (TBM) being one of them. Mechanized tunneling is known as a safe and effective alternative to other methods in terms of schedule and cost; however, efficiency can be severely affected by a bad TBM selection and qualification and employment of inexperienced operators. The success of a mechanized tunneling project involves a comprehensive and interdisciplinary consideration of all contributing factors such as TBM technical specification and selection, TBM design and procurement including ancillary equipment and tunnel linings. The tunnel equipment selection along with the operation can make or break the project. The objective of this paper is to address the importance of the skills and qualifications of the TBM crew with particularity to the TBM Operator. The study includes the Owner and Consultant involvement in the selection and pre-qualification of the TBM crew and specifically the TBM operator as well as the role of Contractor and TBM manufacturer in TBM operator training. This paper also analyzes the possibility of issuing a TBM operator certification, and discusses the benefits and significance of periodic training and certification programs. INTRODUCTION Training in the tunneling industry is not a new topic. The industry continues to evolve and become more complex with technology advances and expansion of mechanical tunnelling to mechanized shaft construction, large diameter drilling and mining industry applications. The need for professionals trained to operate mechanized tunnelling equipment is ever increasing, while there is a significant number of veterans who will be ageing out in the next 5 years. Consequently attracting young professional is a very important aspect of sustaining a qualified pool of professionals. For any given tunnel project, the owner and the engineer spend up to several years, studying the ground conditions during preliminary and final design. Post contract award the contractor spend additional months studying the ground again to develop the optimum means and methods for construction. All this time and money spent at the beginning of the project has the purpose of developing the optimum tunnel design, assessing the risk associated and implementing mitigation measures to reduce risks to acceptable levels. Following the tunnel design process, sophisticated TBMs are being specified and sourced to ensure the best tool for the job. The question raises here: Are there available experienced/trained professionals capable of operating these sophisticated machines?"

Heap leach technology provides several benefits to combat these issues including low cost, flexibility and diversified process conditions. This paper provides an overview of heap leaching technology with specific emphasis on chemical aspects. Hence, influencing factors, advantages and disadvantages, testing approaches and some fundamentals will be discussed. Finally, heap leach technology for different ore types (copper, nickel, uranium and gold) will be briefly compared.

Since its introduction 40 years ago, the compartmental model of flotation has been used to predict the performance of mechanical flotation cells. However, it has found limited success for modeling dual-chamber machines and, as a result, engineers have adopted empirical correction factors usually derived from field audits of industrial cells to predict the performance of dual-chamber flotation cells. This paper introduces an extension of the compartmental model that applies to both single- and dual-chamber cells. The model is tested against pilot test work performed at Capstone’s Pinto Valley concentrator, and then used to evaluate the key operating and design parameters of dual chamber flotation cells. The results suggest that the design of the mixing chamber — for example, whether it is pneumatic or mechanically agitated — is not a significant contributor to overall machine performance. The work also suggests that the highest recoveries are achieved when the froth recovery is high, and longer separation chamber residence times and/or higher internal circulating loads are only beneficial when the froth recovery is low. Lastly, the results show that the single most important driver of the machine performance is the froth recovery of the separation chamber.

The U.S. mining industry has made progress in reducing accidents and injuries, but interpreting safety data remains difficult due to changes in workforce size and productivity. The Mine Safety and Health Administration (MSHA) uses tools like the pattern of violation (POV) and significant & substantial (S&S) calculator to monitor safety, though these have limitations. To address this, we developed an information entropybased risk (IER) index that combines various safety metrics, including citations, penalties and injuries. Using data from 2011 to 2020, the IER index was validated with statistical methods and clustering algorithms to ensure it accurately reflects risk levels. The analysis showed clear differences in risk across mining sites, proving the index’s usefulness. The IER index was then applied to a coal mine to demonstrate its effectiveness. This new tool can help mining companies better assess their safety risks and take action to improve workplace safety.

The need for yieldable ground support, particularly in high stress or deep mining conditions, has grown in recent years. This paper highlights some of the current industry limitations and provides selection criteria for a new yielding ground support system, DSI?s Dynatork Bolt. This bolt distinguishes itself by withstanding 16 ? 30 kJ of energy deflecting loads anywhere from 7 ? 20 tons (depending on the energy). A summary of the laboratory test results and case studies will also be presented as a measure of the performance of this dynamic product.

A large portion of the energy consumed in copper concentrators is used to reduce the particle size of the feed by crushing and grinding. The cost of metal production could be reduced if low-grade particles of centimeter size were removed prior to further processing. Two copper sulfide ore samples (3 × 1 cm) from Arizona were analyzed by micro X-ray computed tomography (Micro-XCT) to determine the grade of copper sulfide in each particle. For copper ore sample A, a significant number of particles contained very low amounts of copper, while some particles had copper sulfide grains of millimeter size. Based on Micro-XCT, it was expected that 85 percent of copper for sample A could be recovered at 65 percent of mass rejection during preconcentration by sorting. However, in sample B (a different copper ore), distribution of copper sulfide was dispersed primarily in each ore particle, so for the particle size class of 3 × 1 cm, liberation of copper sulfide and gangue minerals was not significant. In view of the XCT results, dual-energy X-ray radiography was used as a basis for sorting. Pilot-scale X-ray sorting of sample A (10 × 1 cm) showed 31 percent rejection of a 0.08 percent Cu gangue product with a corresponding recovery of 90 percent copper.

Your thoughts on the current status of the global minerals industries? The global economic, technological, social and political changes of the last two decades of the 20th century resulted in the emergence of a restructured minerals industry. This industry is now based on a new cost-cutting philosophy; utilization of modern technology; productivity gains rather than production tonnages; diversification of mineral markets; and globalization of exploration, mining and processing. Quantity and tons used to be the focus. The emphasis today is on remaining competitive in the marketplace by lowering per-unit production costs as much as possible. What factors and trends will impact the minerals industries in this, the 21st century? A number of parameters will impact minerals operations and shape the future sustainability and growth of the minerals industries. Increased demand for minerals will be accompanied by the demand for technical advancements. We will also see a continued emphasis on health and safety, environmental stewardship, and education and training. Let me elaborate.

During the past 50 years, significant research has been performed in the ecology and physiology of plants that colonize soils containing elevated concentrations of heavy metals. Similar work has also been performed on plants that are able to survive acidic and saline environments. Efforts have focused on the ecological analysis of plant communities that occur over a range of metalliferous mining wastes. Investigations have been performed on the mechanisms that allow selected varieties of plant species to survive in normally phytotoxic environments and on the potential applications of metal-tolerant varieties of plant species. The purpose is the remediation and reclamation of mining wastes and soils that contain unusually high concentrations of so-called heavy metals. Characteristics of some mineral wastes Metalliferous mining wastes present special environmental restoration problems because of their toxicity. Potential toxicities are mostly caused by residual metals derived from weathering of low-grade ore or the waste products of mineral processing. In cases where pyrite forms a part of the mining waste, acid generation by oxidation may exacerbate the toxicity problem by promoting heavy-metal mobilization in aqueous solution.

Energy West Mining Company (EWMC) has implemented a geologic program for improving stability and support requirements along deep two-entry longwall gateroads at its Deer Creek Mine operations located near Huntington, Utah. Together with geotechnical monitoring and concurrent review of mine seismicity in cooperation with MTI staff, it has become possible to improve longwall layout designs for two seam extraction of the Hiawatha and Blind Canyon seams. The geologic program consists of surface and in-mine exploration drilling, surface and in-mine geologic mapping, rock mechanics testing and detailed measurements of changes in depositional and structural conditions during development of every longwall gateroad. The geotechnical program consists of underground measurements at seven locations in two neighboring mining districts located in the Hiawatha and Blind Canyon coal seams under moderate to deep cover. Within the last five years, additional measurements, including data on seismicity and face conditions, have been incorporated into the data collection program for verifying the insitu coal strength and load transfer mechanisms for improving two-seam designs and support systems. Geologic mapping results are also used to predict local stability of headgate and tailgate entries, combining mine roof mapping, stratigraphic profiles of the coal and roof, and depth-of-cover information and dual-seam mine overlays, for use by operations personnel in planning roof and rib support for the retreating longwall sections.

Considerable controversy seems to exist over the extent and nature of information that should be provided in design-build type contracts. Much of this controversy may relate to the types of owners, ranging from private industry to state and federal agencies that are implementing design-build. Philosophies for the development of geotechnical information ranges from no information to a thorough investigation approaching that needed for final design. Several recent projects, such as the Channel Tunnel in Europe, Whittier Tunnel in Alaska, Tren Urbano in Puerto Rico, and Sound Transit in Seattle have taken varying approaches to providing and interpreting geotechnical information for bidders. The pros and cons of these various methods are discussed and assessed.

Many excavation and loading tasks require equipment operators to simultaneously coordinate the motion of multiple machine links, in order to achieve complex tool trajectories. Efficiency, ore selectivity, and machine wear, are all affected by the skill level and attentiveness of the operator. A software-based kinematics reconfiguration system designed to assist operators with various tasks has been implemented on a small experimental excavator using our new differential control architecture. Kinematics transformation and feedback control algorithms are being developed and tested using computer simulation, and the results implemented on the experimental excavator. Several task-specific kinematics transformations, including a virtual revolute-to-Cartesian machine reconfiguration and computer-assisted bucket steering and stabilization have been successfully tested. Progress, challenges, results, expected benefits, and planned work are described.

The Western Mining Resource Center (WMRC) at the Colorado School of Mines (CSM) received a grant from the National Institute for Occupational Safety and Health (NIOSH) to perform a study that will help reduce the amount of respirable dust generated from the cutting of coal. The study is based upon laboratory testing and field experience. This information is being used to develop a new cutterhead design in conjunction with Joy Mining Machinery. The new cutterhead design is being evaluated with existing computer models developed at CSM. The new continuous miner cutterhead will be tested at the Twenty Mile Coal Company’s Foidal Creek Mine. Baseline testing with the current cutterhead will also be performed. This paper presents laboratory test results, design methodology, and test results performed to date.

Editor's note: information for this feature was taken from the published APCOM proceedings. Computer trends, with special focus on the reasons for computer use, grabbed the lion's share of attention at the 23rd worldwide meeting on the Application of Computers and Operations Research in the Mineral Industry (APCOM 23). However, technical topics did not provide the meeting's sole focus. The last-minute inability of certain former communist countries to fund the travels of a few scheduled speakers was a reminder that science does not operate in a void. As with all technical progress, the APCOM presentations raised interesting questions regarding interrelated organizational dynamics and political and socioeconomic issues. Consider US Bureau of Mines (USBM) research to design an expert control systems to "duplicate" an experienced, "good" operator during automated underground roof bolting. In his presentation of the project, Takach, Jr. stressed the importance of preserving the ability to switch from automatic to manual drilling control. From a technical standpoint, this allows the expert system to "learn" from a good operator. As important, he said, is that this flexibility decreases the human operator's sense of being replaced by the machine. The question arises: Which will loom larger in union minds, increased operator safety through remote opera¬tion or the potential for total operator replacement? Like any new product, computer technology relies on marketing to aid its acceptance and use. Consider, too, a decision support system, by Schena and Gochin, for mineral resource management in a developing country. Many technical professionals (tp)* desire to occupy upper level management positions. But career paths for most scientists and engineers do not extend beyond their specific disciplines. This is unfortunate. Our technical frontiers are expanding so rapdily that it is difficult, if not impossible, to make sound top management decisions without understanding the technical complexities involved. Technical professionals often are not considered for upper level management positions because they lack the managerial and interpersonal skills necessary to become successful administrators. You've heard this before, but a key component of these skills is the ability to communicate. Technical professionals are often unable to communicate as well as they should with nontechnical professionals and nonprofessionals within the organizations that employ them. Communication is important for managerial success Communication is the network of interactions whereby knowledge and understanding are conveyed from one social set to another (Flippo and Munsinger, 1982). In order to be successful, managers must not only be "good" communicators, they must be "effective" communicators as well. Good communication occurs when managers are able to formulate and transmit their messages in such a way that they are received and understood. Effective communication goes one step further: It occurs when recipients accept messages as legitimate and respond to these messages in the manner desired. Before promotion into upper level positions, managers must have developed organizational skills (planning, decision making, organizing, and controlling) and interpersonal skills (directing, influencing, and motivating). Applying these skills effectively is difficult without a highly refined ability to communicate. Effective communication, then, is basic to managerial success. Nowhere, perhaps, has the importance of being able to communicate effectively been emphasized more than in Mintzberg's landmark study of managerial roles (Mintzberg, 1973). Mintzberg's results indicate that executives typically averaged 36 written and 16 verbal contacts a day. These contacts were both important and trivial. They generally occurred in a random manner. Time spent on each varied. Scheduled meetings averaged over an hour. Desk work, telephone calls, and unscheduled meetings required an average of 15 minutes or less. Why technical professionals have difficulty communicating Three reasons why technical professionals do not communicate well are: • The work motivational patterns and personal attitudes of technical professionals are not conducive to effective communication. • Students in technical professions are not encouraged by educational institutions to develop their communication skills. • Organizations do not insist that all technical professionals be able to communicate in the language of business. The work motivational patterns of most technical professionals are indicative of internals and high achievers (Hunt, Salisbury, and Whittington, 1968). As internals, they believe they control their own destinies. As high achievers, they believe that task accomplishment is a primary indicator of success. To ensure a task is completed in the manner desired, tp's attempt to structure and define work situations so they alone are responsible for results. TPs consider the task accomplished when they, and perhaps other tp's, are satisfied with the results. From the tp's perspective, the task may have been completed. From a communication standpoint, two other factors may apply. First, solving the problem required very little interaction (and thus, communication) with others. Second, the tp's, considering the task accomplished, have little concern for how their "technical" answers will be translated to nontechnical persons needing

Introduction Thick seams constitute a considerable portion of Polish coal reserves. In producing mines and those under construction, the reserves where the height is more than 4.5 m (15 ft) total about 24% of all the hard coal reserves. The reserves that are under urban and industrial areas can be extracted using stowing methods for surface protection. About 50% of thick seam reserves can be extracted by caving methods. Thick seam mining methods Thick seams are usually extracted by multilift methods. There are some methods of thick seam mining that generally can be divided into caving and stowing methods. The stowing method is more expensive, but must be used when mining to protect surface features. The more known methods of thick seam mining include • extraction of thick seam in ascending order with stowing ; • thick seam mining in descending order with consolidated stowing; • thick seam mining with gob consolidation; • thick seam mining in descending order with roof caving ; • sublevel caving thick seam mining system; and • thick seam mining system using an artificial roof. Thick seam mining with introduction of an artificial roof The most advantageous method of thick seam mining is the method using an artificial roof. The artificial roof usually consists of wire mesh. Such wire mesh must be durable and must prevent small rock fragments from passing through. The mesh is usually made of steel properly protected against corrosion. The artificial roof is placed on the coal floor of the top slice (Fig. 1). Caving rock falls on the artificial roof and is thus separated from the coal. The next slice is extracted under the artificial roof. The producing face of the next slice must progress within 10 m (33 ft) behind the front of the first slice. As the second producing face progresses, the wire mesh moves down on the coal floor and may be used as an artificial roof for the next slice. Thus, one artificial roof allows the extraction of several consecutive slices. Application of the artificial roof allows for clean extraction and reduces coal losses. It also eliminates the hazard of spontaneous combustion. Introduction of the artificial roof has been limited due to a lack of artificial roof laying equipment. Manual laying of wire mesh is a labor-intensive operation, and it delays face progress, resulting in poor productivity. To eliminate these problems, artificial roof laying equipment was designed at the Polish Central Mining Institute. The support and the method of laying operation is covered by a patent.
