The mining industry in South Africa has developed its own environmental guidelines in the form of an Aide-Mémoire1,which is an extension of the previous rehabilitation provisions to include all aspects of the environment and all phases of a mining operation. This development, at the time, recognized an international trend towards the formalization of environmental management in mining practice, which resulted from the realization of the large environmental liabilities that mines could face, particularly on closure. Over the past decade the international environmental focus in the mining industry has moved from operational management, to the reduction of liability on mine closure. Mine closure guidelines are being developed internationally by nations (for example, SRK, 19982) and by large mining groups (for example, Rio Tinto, 19983). In South Africa the Department of Minerals and Energy (DME) is presently reviewing the Aide-Mémoire to bring it in line with international and local developments and a separate mine closure plan is being considered.

Southern Africa has a history rich in the pyrometallurgical processing of ores. Two of the alloys produced are high-carbon ferromanganese (74?83 per cent Mn) and silicomanganese (59?67 per cent Mn and 14?31 per cent Si). The largest land-based manganese ore deposit in the world is based in the Northern Cape Province of South Africa. In 2010, 6.3 Mt of ore from the deposit was exported, mainly to China, Norway, Japan, and India, and an estimated 1.1 Mt beneficiated locally to produce manganese ferroalloys. In southern Africa the producers of manganese ferroalloys are Metalloys and Assmang, and of silicomanganese Transalloys, Mogale Alloys, and Match Corporation. Submerged arc furnace technology is utilized in the production of high-carbon ferromanganese (HCFeMn) and silicomanganese, applying the discard slag practice in both instances. The carbon content of HCFeMn is reduced using converter technology and that of SiMn using the Perrin process. Ninety per cent of the world?s manganese ferroalloys production is consumed by the steel industry. The consumption (and production) of manganese ferroalloys therefore closely follows worldwide steel production. From 2001 to 2010, the doubling of the worldwide production of manganese ferroalloys can be attributed to an increase in production capacity in Asia and Oceania, with the largest increase in the production of SiMn. Manganese ferroalloys produced in Asia and Oceania are mainly for the local market, with North America, Europe, Russia, and Turkey the major markets for alloys from southern Africa. The major challenges faced by the southern African manganese ferroalloy producers are increasing electricity tariffs and productivity of labour, which require a concerted effort by all parties involved to achieve a satisfactory solution. An overview is given of the matte melting process used for the beneficiation of South African Platinum Group Metal (PGM) ores. Most producers use six-electrode furnaces to melt the concentrate and Pierce Smith converters to oxidize excess iron sulphide from the furnace matte. Concentrates from two reef-types (the so-called Merensky and UG-2 reefs) dominate the feedstock supply. Concentrate from the Merensky reef is low in chromium and do not pose significant melting problems. Concentrates from the UG-2 reef contain much higher levels of chromium, which results in the formation of chromium-rich spinels during melting. This is attributed to the low solubility of chromium in furnace slag under typical operating conditions (an oxygen partial pressure of 10-8-10-9bar at temperatures of 1550°C to 1600°C). During the converting process care is needed to avoid excessively oxidizing conditions, which result in cobalt, nickel and copper losses to the slag. High nickel losses result in the formation ofFe2NiO4(trevorite), which often forms solid solutions with FeCr2O4and Fe3O4. In future, the main challenge in the processing of South African PGM ores will be to cope with ever increasing levels of chromium in the concentrate. A short-term solution to the problem would be to melt the concentrate under slightly reducing conditions to promote the formation of CrO, which is more soluble in the slag than Cr2O3. A longer-term solution to the problem would be to abandon the current matte-smelting process in favour of an alloy-based process, which would offer total flexibility with respect to the amount of chromium that can be tolerated in the feed. Due to the environmental constraints and the limitations on blasting, ripping as a ground loosening and breaking method has become more popular in both mining and civil engineering applications. Because of the technological advances in dozer manufacturing techniques, more powerful dozer types are available today. Thus, the ground, previously classified as non-rippable, has become rippable. As a consequence, a more applicable rippability classification system is needed which considers both equipment properties as well as rock properties in all applications. This paper is part of a complementary research work and presents the development of a previously published grading rippability classification system by the application of fuzzy set theory. The integrated rippability classification system considers the combined utilization of the rock and equipment properties, as well as expert opinion. Fuzzy set theory was chosen mainly because it deals well with uncertainty in the choice of variables. Although there are apparent sharp or discontinuous boundaries in existing classification systems, practically most of the factors involved in the ripping process are less well defined and boundaries are more blurred (or fuzzy) or uncertain in nature. Also by means of fuzzy logic it is possible to eliminate bias or subjectivity. The validity of the proposed system was checked by the comparison against existing classification systems and direct ripping production values obtained at studied sites. It is seen that by means of fuzzy logic, the uncertainties are reduced and biased usage of the final ratings that appear in alternative systems are efficiently dealt with. In an effort to improve efficiencies and reduce costs, AngloGold has embarked on a process to develop and deliver consistent, high quality, tailings based support or construction products to stopes and tunnels on request. A three-phase approach of product conceptualisation, design and delivery has been adopted. To date a substantial amount of laboratory development has taken place with promising results, indicating that the project aims are achievable. Dans un effort pour améliorer le rendement et réduire les coûts, AngloGold s’est embarqué dans une opération qui vise à développer et fournir aux chantiers d’extraction et tunnels, sur demande, des produits de construction ou de support basés sur rejets qui sont réguliers et de haute qualité. Une méthode à trois volets a été adoptée : conception, création et livraison. A ce jour, un développement important en laboratoire s’est produit, avec des résultats pleins de promesses, qui semblent indiquer que les buts du projet peuvent être atteints. In der Bemühung, die Effizienz zu steigern und Kosten zu verringern, hat AngloGold begonnen ein Verfahren zu entwickeln welches auf Anfrage konsistent hochqualitative auf Haufwerk basierender Unterstützung oder Bauprodukte für Abbaustellen und Tunnels entwickelt und liefert Eine Dreiphasenplan zur Produktkonzeptualisierung, Design und Lieferung wurde adoptiert. Bis jetzt hat eine substantielle Anzahl an Laborentwicklung mit vielversprechenden Resultaten stattgefunden und aufgezeigt, daß die Projektziele erreichbar sind.

Anglogold Ashanti?s Kopanang Gold Plant (previously No. 9 Gold Plant) treats ore from Kopanang and Tau Lekoa shafts. The plant is twin streamed and has dedicated treatment circuits, from milling to final product, for each shaft. Waste rock material is used to compensate for the mill gap on both streams. Each stream consists of three 4.85 m x9.15 m ROM mills in closed circuit with a single stage hydrocyclone, milling an average of 7 000 t per day. The liner configuration in each mill consists of six rows of 30 grid liners along with rectangular lifter bars. The topic of gold lock-up is not new and has been investigated and reported on many times, both within Anglogold Ashanti and the broader mining industry. Although the lock-up mechanism is understood, its measurement is neither practical nor precise. The initial lock-up in a new liner and the release as the liner wears down cannot be accurately quantified. Previous test work carried out on Kopanang Gold Plant (with a ?gold scanner?) measured the natural gamma radiation emitted by uranium. This radiation is in proportion to the mass of concentrate locked up in the grid liner pockets, as well as between the cast-on backing plate and the shell. The ratio of concentrate lock-up was estimated as 35% behind the liners and65% in the pockets. Mill gravity concentrates are recovered during routine relining operations from behind the grid liners at Kopanang Gold Plant. Prior to relining, the liners tend to release the concentrate from the pockets as the liners wear. Historical Kopanang data from actual ?mill gold? smelted indicates that an average of 29 kg gold is recovered from behind each row. This indicates a total lock-up of 250kg gold per mill. This locked-up gold should preferably be minimizedor eliminated for the following reasons: ?The cyclic build-up and release of gold in mills complicates accounting ?Gold concentrate arising from liners is a security risk and creates a major mechanism for gold theft ?Loss of interest on the value of 250 kg fine gold is significant and was a major driver for the project. These factors led to the need to develop techniques to eliminate or at least minimize the gold lock-up in the mills. Wave liners, with rubber inserts, have been successful in eliminating lock-up, and were tested at Kopanang Gold Plant in November 2000. However, due to increased load-slip and high wear rates associated with these liners, this option proved less economical in terms of liner wear. Grid liners, with rubber-filled pockets, demonstrated a very high wear life and eliminated pocket lock-up. This system was successfully trialed in January 2003, but unfortunately did not prevent lock-up behind the liners. Current developments have resulted in a system that eliminates both pocket and backing plate lock-up. The conventional grid liner design has been modified to remove its steel backing plate. Rubber inserts that are integrated onto a rubber backing plate, have been designed to be used with the newly modified grid. The backing plate and grid pockets are now completely occupied by rubber, thus completely eliminating concentrate build-up around the new grid liner system installed in November 2003. Results to date are promising and liner life is expected to exceed conventional performance.

With increasing demand for real-time monitoring of mine parameters, the requirement for appropriate data management in many mining applications is also increasing. This includes atmospheric monitoring in underground coal and metal mines. Although a number of different (real-time) monitoring systems have been installed in underground mines, they all typically share the same systems or sub-systems, where each sub-system may include both custom hardware and / or software components. In addition, monitoring components installed in underground coal mines in the USA should also be intrinsically safe and approved by the US Mine Safety and Health Administration. Real-time analysis adds complexity to the system since data validation and storage should be completed independently of filtering, data reduction operations, or visualization. Real-time processing may include statistical evaluation, trending, cross-correlation, and real-time alarm or warning generation. This paper presents the concept and design of an integrated system under development for atmospheric monitoring in US coal mines.

Mapping of exposed rock walls provides data on geological features such as joints, bedding planes, faults etc critical to the economics and the safety of mine operations. Traditional, manual methods of mapping can be time consuming, error prone and limited in their coverage. New methods have been developed to map exposed faces remotely and safely however the benefits of these methods are only fully realised when exposed structures can be quickly and easily mapped using automated methods. This paper describes the application of an automated method of analysis of 3D images that provides users with the capacity to map exposed structures automatically. The method is based on the use of vector classification methods used in some neural network systems and provides rapid and reliable identification of exposed planes. CSIRO Exploration and Mining is applying these methods to 3D images for a range of applications from pit mapping to machine automation.

In the present paper, microstructure changes of solid-state reduction of industrial chromite pellets and lumpy ore were investigated with SEM/EPMA. To simulate the reactions in the packed bed zone of the Submerged Arc Furnace (SAF), carbon monoxide was used as the reducing agent, with the presence of graphite in proximity to chromite. The experiments were carried out at 1500 °C. Scanning electron microscopy was used to observe and analyse the structure and composition changes of the chromite samples. It was found that reduction of lumpy ore generally took place slower than that of pellet. In all samples, chromite reduction proceeded faster in the outer part of the sample than in the centre part. The reaction mechanism is discussed on the basis of experimental results and earlier investigations. The possibilities to optimize the FeCr production process are also discussed.

Over the past two years Anglo Platinum made use of the specialist skills of Cyest Corporation to develop a Mine Optimization Tool (MOT) to enhance the current suite of in house mine planning tools and processes. The application was built in a multidimensional modelling environment developed by Cyest called CarbonL. This has allowed complex modelling that is transparent to the business users and therefore is not prone to the ?black box? approach that generally exists with these types of complex tools. The purpose of the MOT is to have an integrated software tool that can schedule production activities by half level for a shaft complex, while at the same time integrating the economics concomitant with that schedule. The tool allows the user to configure all activities relevant to the selected mining method, define the mine design parameters and geological parameters, define scheduling rules and then schedule all activities. This allows the user to test various production strategies and schedules very quickly and easily in terms of shaft value, costs and revenue profiles, labour complement and production ramp up so as to determine the option that best fits the overall strategy. This allows assessments of multiple scenarios in a relatively short period of time, after which only the best option is taken forward for graphic design and scheduling. This paper discusses briefly the rationale behind the Mine Optimisation Tool and the underlying workings of the modules that comprise the tool. It also covers the life cycle of this tool from the original prototype through to the final Mine Optimisation Tool software and discusses the positioning of the final tool.

The new South African Mineral Policy has major implications on the way mineral rent will be collected and shared between the stakeholders in future. Although the policy does not supply details on how this will be done, drastic departures from practices under the previous dispensation require a new approach. For example, there introduction of the ?right to mine? principle implies that the repealed lease consideration concept will be expanded to all minerals. The new policy also makes provision for predetermined standard terms and conditions for all prospecting and mining permissions. It also states that, regardless of whether the mineral rights are state or privately-owned, all prospecting fees and mineral royalties will be determined by state officials after consultation with the registered holder of the mineral rights. This paper proposes a standard mineral royalty formula that complies with the principles mentioned in the White Paper and has been shown to be internationally competitive.

Selection of the most suitable roadheaders (boom type tunnelling machines) for the galleries/tunnels to be excavated in certain rock and under known project conditions is important for avoiding problems during application. This research utilized a multiple attribute decision-making method and studied how this will be applied for the selection of boom-type excavation machines. The Cayirhan Coal Basin was used for selecting roadheaders using the analytical hierarchy process, which is one of the multiple attribute decision-making methods. To conclude, this study reveals that decision-making methods can be used in the process of selecting roadheaders for the excavation of galleries. A paper was presented by Bateman Minerals and Metals at INFACONX (2004) describing a simplified Computational Fluid Dynamics (CFD) Model for predicting the temperature and velocity distributions in all the fluid zones of a single electrode DC Furnace simultaneously with the temperature distributions in the refractory lining of the vessel. The boundary conditions imposed on the model consisted of the arc current, external surface film coefficients and ambient temperatures. The temperature and velocity distributions in the free-board, slag and metal were solved simultaneously by coupling across the interfaces between the fluids and transportation phenomena developing in the plasma arc. A simplified model was used to describe the ex-change of energy by radiation between the arc and surfaces enclosing the freeboard region. The strengths of this model were reported as being the ability to: ?Solve the different zones and transportation phenomena simultaneously without the need to transfer partial numerical results between different numerical analysis applications. ?Solve velocity and temperature distributions without assumptions regarding internal film coefficients and additional internal temperature boundary conditions. One of the disadvantages of the model was that the energy absorbed by the process was not modelled, resulting in vessel performance predictions under heat loss conditions only. Whilst this allowed potential problem areas such as localized refractory heating to be identified, the model was only capable of predicting how these could be improved by varying the overall geometry and materials of construction. This paper presents improvements in the application software and user defined subroutines of the model as follows: ?Incorporation of surface to gas, gas to gas and gas to surface radiation models to improve the accuracy of radiative heat transfer mechanisms within the freeboard. ?Incorporation of a process energy absorption model based on a theoretical temperature dependant enthalpy curve which incorporates melting, smelting and superheating in selected areas of the bath. This enables the effect of feed distribution and power to feed ratio changes to be estimated. The effects of a commercial arc at full power on the freeboard and slag can now be simulated with increased accuracy.

This paper traces the rise of South Africa's mining industry in the context of the different state forms that oversaw its development. It commences with the mining-led industrial revolution through four periods of conflict, each of which contributed to a deepening of the industrial base, with constant battles between domestic and foreign capital and labour, and the rise of both Afrikaner and African nationalism. The role of state-owned enterprises has been crucial in shaping this dynamic so that at its peak the public sector and leading mining houses constituted two massive centres of power. This was followed by a thirty-year period of neo-liberal experimentation. The current debate on the 'developmental state' is an attempt to reconstruct the state as a counterweight to capital. It is argued that while the country has moved toward inclusive political and economic institutions, these are both limited by deep 'extractive' characteristics. This transformation failure provides a fertile ground for populism that presents one of the biggest threats to inclusive growth. Cited examples point to the many ways that states have sought to deal with the bonanza that conversion of mineral non-resources into resources brings. Such greenfield resources on state land, or in areas where the state holds monopoly rights, do not present ownership issues. It is suggested that this is the route that South Africa should follow, as the alternative will be conflictual.

"The consequences of ineffective mine closure in South Africa are evident from the number of abandoned mines and operations on extended care-and-maintenance, the on-selling of mines to less well-resourced companies to close, and increasing illegal mining activities. However, the data to substantiate these observations and provide insight into the underlying issues has not been available. Through the Promotion of Access to Information Act, a list of mine closure certificates applied for between 2011 and 2016 and a list of certificates granted over the same period for all nine regions of South Africa was obtained. From the analysis of this data, we show that the mine closure system as implemented in South Africa is largely ineffective. Although closure certificates are being granted, these are for prospecting sites and small-scale mines, which have a relatively small environmental impact. No large mines of any environmental significance were relinquished over the period under review, with very few applying for closure certificates. Furthermore, the issuing of closure certificates varies significantly between regional offices, with the success rate for applications being generally low and issuing of certificates taking an extended period. IntroductionThere are a number of concerns with the mine closure process as practiced in South Africa, and these have largely been laid at the door of government. Alberts et al. (2017) stress that the legislation generally conforms to international best practice. However, the system is ‘complex and unwieldy’, involving various pieces of legislation and different government departments with overlapping requirements and different interpretations of the law. A further area of concern is the capacity and competence of government to implement legislation. The ‘shortage of relevant mine closure skills and knowledge within the regulator’ was identified by van Druten and Bekker (2017) as a key contributor to unsuccessful closure. Lack of capacity and resources within the regulator has also been highlighted by Botham, Kelso, and Annegarn (2011) and Milaras, McKay, and Ahmed (2014). A recent study of the mineral application process by Corruption Watch (2017) indicates that positions in the regulator have been frozen for many years, leading to a shortage of staff, and that unqualified individuals have been appointed. There is also the perceived reluctance of government to grant closure in order to limit transfer of the liability to the state and delay the inevitable job losses."

The ISASMELT? top submerged lance (TSL) bath smelting process was developed in Mount Isa, Australia by Mount Isa Mines Limited (now a subsidiary of Xstrata plc) during the 1980s. By the end of 2011, the total installed capacity of the ISASMELT? technology will exceed 8 000 000 metric tons per year of feed materials in copper and lead smelters around the world. Commercial plants, operating in Belgium and Germany, are also batch converting copper materials in ISASMELT? furnaces. This TSL technology is equally effective for continuous converting processes, in which role it is called ISACONVERT?. This paper presents the recently patented ISACONVERT? process for the continuous converting of nickel and platinum group metal (PGM) containing mattes using the calcium ferrite slag system. The paper focuses on the potential application of the ISACONVERT? technology to existing nickel and PGM smelting complexes.

Block model estimates are commonly calculated by the well-established technique of kriging. The mathematics are well established, but implementation details require site-specific considerations. Checking and measuring the performance of the estimates is important to ensure the block model is suitable for its intended purpose. There are different criteria for long-term planning and short-term planning. The implementation of kriging should be checked with cross-validation and assessed for conditional bias and departure from theoretical optimality with the calculation of kriging efficiency. A new expression of kriging efficiency, which compares the kriging variance with the theoretically optimal kriging variance, is developed to aid in this assessment. The assessment tools presented here can be applied in a number of situations; however, ordinary kriging with a reasonably large search performs well in most cases.

There is an increasing awareness of the importance of including an assessment of environmental liabilities in the preparation of bankable feasibility documents. This means that environmental assessments of proposed, existing and decommissioned mine sites have to be undertaken for the purposes of quantifying environmental liabilities and assessing potential risks. This paper examines the need for considering environmental liabilities before describing the approach adopted in undertaking due diligence studies for the preparation of bankable feasibility documents and some of the difficulties experienced. Finally, some concluding remarks are made and the implications for the mining industry are discussed.

This custom has obviously died out, be it that the articles are nowadays of such a high standard that nothing can be added or be it that the receivers of the Journal suffer from an information inflation and do not read the articles anymore. I now have the temerity to offer a discussion to an article that recently appeared in the journal, namely ?The evaluation of rock brittleness concept on rotary blast hole drills? by R. Altindag (J.S. Afr. Inst. Min. Metall., vol, 102(2002), pp. 61?66.

It is predicted that vast volumes of affected mine water will be produced by mining activities in the Mpumalanga coalfields of South Africa. The potential environmental impact of this excess water is of great concern in a water-scarce country like South Africa. Research over a period of more than 10 years has shown that this water can be used successfully for the irrigation of a range of crops (Annandale et al., 2002)1. There is, however, continuing concern from the local regulators regarding the long-term impact that large-scale mine water irrigation may have on groundwater quality and quantity. Detailed research has been undertaken over the last three years to supplement the groundwater monitoring programme at five different pilot sites, on both virgin soils (greenfields) and in coalmining spoils. These sites range from sandy soils to very clayey soils. The research has included soil moisture measurements, collection of in situ soil moisture over time, long-term laboratory studies of the leaching and attenuation properties of different soils and the impact of irrigation on acid rock drainage processes, and in depth determination of the hydraulic properties of the subsurface at each of these sites, including falling head tests, pumping tests and point dilution tests. This has been supported by geochemical modelling of these processes to quantify the impacts. The results indicate that many of the soils have considerable attenuation capacities and that in the period of irrigation, a large proportion of the salts have been contained in the upper portions of the unsaturated zones below each irrigation pivot. The volumes and quality of water leaching through to the aquifers have been quantified at each site. From this mixing ratios have been calculated in order to determine the effect of the irrigation water on the underlying aquifers. Keywords: coalmines, irrigation, gypsiferous mine water.
