President Robert E. Murray opened the meeting at 9:30 a.m. He called on the Auditing Committee to give its report. Jack Leech read the report and asked that it be approved. A motion was made, seconded and carried. The Resolutions Committee was asked to present its report. Mr. J. F. Ratchye submitted the following: (1) RESOLVED. MR. MONAY (Vice President Kinney Coal Co., Scofield, Utah): The past year and a half has witnessed a series of coal mine disasters in Utah and Wyoming, concentrated into the short space of a few months, following a long period of years in which the industry was comparatively free from devastating calamities. The natural result has been a hysterical activity on the part of bureaus, commissions and professional reformers who know little about coal mining from a practical standpoint. This activity has been met by the industry in Utah with an attitude of submission, no doubt the result of the fear of being misunderstood by the public. But it is my firm conviction that the lives and property of the coal industry will find their surest guaranty of protection in the humanity, and in the self interest of those operating and working in the mines, rather than in governmental regulation. Inelastic, inflexible blanket statutes and rules will simply stifle and hamper the initiative and progress of our industry in working out its own salvation, under the varying and changing conditions of different localities, different conditions, and in different mines. We who have spent our lives in digging in the mines and operating them, know more about this business than anyone else and I believe it is time for us to speak up and no longer sit meekly by while inexperienced bureaus and unskilled commissions make up laws, rules and regulations for us which when made are on the books to stay, even though in a short time they may prove inapplicable, in whole or in part, or be superseded by something different, and which in some cases create new dangers or lull us into a false sense of security. Shortly after the Castle Gate explosion in March, 1924, a new set of safety rules was issued by the Indus- trial Commission of the State of Utah to become effective July 1st of the same year, the most important of which prohibits the use of black powder in any mine--gaseous or non-gaseous; prohibits the use of open flame lamps in any mine-gaseous or non-gaseous; and requires that rock dusting in all main haulage ways as far as the freezing point and required that all mining machines be equipped with water to be applied while cutting. These rules have been characterized as "Utah's Monument to her Dead Miners" in a large poster spread broadcast over the country from an office in New York that styles itself the Association for Labor Legislation. In reviewing the coal mining history of the State of Utah, in the year 1900, a serious disaster occurred at Winter Quarters. The cause of the same is believed to be an explosion of powder that was stored in the mine, which was a common practice in the early days, and from that time until the Castle Gate disaster, March 8, 1924, a period of some twenty-four years, no explosion of any kind occurred in this district. During all this period open lamps were used, considerable black powder was used, rock dusting was unheard of, sprinkling with water was very generally done-all without any catastrophe. Since the adoption of the new rules, we have 'had a very violent explosion at the Carbon Fuel mine in Spring Canyon. At the time of this explosion, 3,000 feet of the main slope had been rock dusted several times between July 1st and September 21st. The second left entry, which is a main haulage way, a distance of 3,000 feet was completely rock dusted on the date of the explosion. This mine is not considered extremely gaseous, yet an explosion as violent as that of the Castle Gate mine occurred. Some thirty men who had been loading coal in various parts of the mine on this Sun- day, the day of the explosion, and other men employed in rock dusting the second left entry, had just left the mine a little while before it occurred, and no abnormal condition in the mine was noted. At the time of the explosion five machine men were in the mine.

The nineteenth regular meeting of the Rocky Mountain Coal Mining Institute at Rock Springs, Wyoming, was called to order in conjunction with the Wyoming State Safety and First Aid Meet, at 2 p. m., Thursday, August 7, 1924, by President William Littlejohn of Castlegate, Utah. Meeting opened by invocation by Father Welsh. Address of Welcome by Mayor P. C. Bunning and key to city presented to President Littlejohn. Response to address, of welcome made by President Littlejohn. Minutes of the last regular meeting read and approved. Report of officers: Financial statement by Secretary-Treasurer Shubart, who stated that there was $1,225.68 in the treasury and requested that the report be referred to an auditing committee for examination and approval. Motion by Mr. Pryde that the report be referred to an auditing committee. Seconded by Mr. Robinson. Carried. A committee of three, consisting of Messrs. Murphy, McKeehan and Gibson, were appointed by President Littlejohn to examine the report, and approve it. As no time was found during the meeting, the Committee was instructed to report later by mail. Report of Standing Committees: Mr. Pryde stated that the report of the Safety Committee would he presented at the morning session, August 8th. Report of Special Committees: None. Unfinished business: President Littlejohn stated that some action should he taken on the interchanging of certificates in the four states of New Mexico, Colorado, Utah and Wyoming. A committee should probably be appointed from each of the states, and the matter left in their hands to try if possible to get their legislators to put some law into effect which will make the certificates in all these four states interchangeable. President Littlejohn also stated that the subject had been brought up, through correspondence, of changing the emblem of the Rocky Mountain Coal Mining Institute, which is the old oil lamp, and that he had had a letter from Mr. C. M. Schloss, who stated that inasmuch as the old oil pit lamp was symbolic of mining it should be retained so that unless someone had any

Ladies and Gentlemen: At the request of Mr. J. M. Jennings, chairman of the General Committee on arrangements during the convention of the Rocky Mountain Coal Mining Institute here, I have endeavored to prepare a brief description of the Columbia Steel Corporation's tipple at Columbia, Utah, and its operations, but [ ] from the fact that you have already listened to, and have been interested I'm sure, in the description given by Mr. Jennings and Mr. Murphy, on tipple construction and operations, I am taking the liberty, with your permission, to embody in my paper a description of our haulage and ventilation systems at Columbia, which I hope will be, in a measure, also interesting to you. As many of you know, we are mining on a Multiple Panel System, which while comparatively new in Carbon County, is being used successfully in various mining districts of the United States. Mine The Columbia mine is situated about four miles south of Sunnyside, Utah, at an elevation of 6,760 feet at the portal or main entrance of mine. [ ] From this portal, the main air intake or solid rock tunnel, about 1,600 feet long, runs into the mountain in an easterly direction to an intersection of the coal vein on a grade of 0.5 of one per cent in favor of the loads. There this main entry divides and forms two main entries. These are run in parallel with 100-foot chain pillars between them and protected with 150-foot barrier pillars on each side, and run into the coal in a southerly direction on a 0.5 of one per cent grade in favor of the loads for a dis-

The coal stripping project of the Edna Coal Company in Routt County, Colorado, near Oak Creek, is not greatly different than many other such projects in the United States-with two rather significant exceptions. The project is at an altitude of approximately 8,000 feet, and the topography is that characteristic of mountainous terrain. The first exception-that of high altitude-makes year round operation a challenge. The second exception-that of rugged topography makes the haulage of materials a difficult task.

FEBRUARY 20TH. MORNING SESSION: The fourteenth regular meeting of the Rocky Mountain Coal Mining Institute was called to order in the Magnolia Room of the Albany Hotel. Monday, February 20th at 11 o'clock A. M., with the President, Mr. R. M. Magraw, in the chair, sixty-two members being present. The first number upon the program was the reading of the minutes of the previous meeting by the Secretary. There being no corrections or alterations, the minutes were approved as read. As Mr. Dan Harrington was unavoidably absent, his paper, subject: "Coal Mine Accidents and State Mining Law" was, by request of the President, read by Mr. J. Q. Lalor. Following this was a short discussion. There being no further business the meeting adjourned. AFTERNOON SESSION: The meeting was called to order in the Magnolia Room of the Albany Hotel at two-thirty o'clock P. M. with President R. M. Magraw presiding, fifty-eight members being present. Mr. Ben Shubart and Prof. J. C. Roberts were appointed a committee to draft and telegraph a message of condolence to Mr. E. S. Brooks of Rock Springs, Wyoming, on account of the recent death of his daughter. The com¬mittee submitted a copy of the following telegram, which was read by the Secretary: "E. S. Brooks, Rock Springs, Wyoming. We extend to you and your family our sincerest sympathies in your deep affliction. (Signed) THE ROCKY MOUNTAIN COAL MINING INSTITUTE." The following resolution was next presented by the Secretary and upon motion, duly seconded was carried by a unanimous vote: WHEREAS, it has come to the knowledge of this Institute that the Coal Mining Course of the Colorado School of Mines has been abolished; and

On motion of Gilbert Davis, duly seconded, it was voted that the reading of the minutes be dispensed with, inasmuch as they are printed in the proceedings. Owing to the absence of Mr. H. C. Marchant, who was unavoidably detained in Washington, Mr. F. W. Whiteside, Secretary Pro Tem, made the annual reports of the Secretary-Treasurer, which, on motion duly made and seconded, were received."

forated, allowing the completion of the removal of wash water. When discharged into the washed nut bin, the coal is moist but carries so little water as to not be objectionable to the trade, nor to give any difficulty from freezing during the coldest weather. The rock and bone from the primary jigs is elevated to a 15-ton bin by means of a single strand scraper conveyor 40 feet center to center operating on a 45 degree incline, carrying 12" x 5" scrapers every two feet. This conveyor travels at a speed of 100 feet per minute and has a capacity of 17 tons per hour. From this bin, this material falls into the third or rewash jig similar in all respects to the first two, which discharges the rock waste directly into a 15-ton refuse bin below and the bone into a short dewatering conveyor which delivers into a similar 15-ton bin from which the bone is taken to the powerhouse. The oversize and water from the shaker screen, the water from the dewatering conveyor for both the washed nut and bone, and the sludge and wash water from the three jigs, are delivered by launders to the first compartment of a three-compartment settling tank. Most of the coarser broken coal is deposited in this tank, from which is it continually removed by a bucket elevator carrying 8" x 5" perforated buckets operated on a 60 degree incline at 200 feet per minute, capable of delivering 25 tons per hour to the 50-ton washed coarse slack bin. The water passes successively through the three compartments of the settling tank and from thence through a six-inch pipe to a centrifugal pump, circulating 900 gallons per minute against a 32-foot head. A four-mesh screen 30" x 72" in the third compartment of the settling tank removes the chips of wood, paper, and the other trash, which otherwise would accumulate in the water. Water is provided from the camp water system, deriving water from the well located in an arroyo bed. During the summer months just passed, the water used, has been 108 gallons per ton of raw nut, or 146 gallons per ton of washed nut. The water meter had not been installed last winter, but it is estimated that operating at capacity, the washery will be found to require only about 75 to 100 gallons per ton of raw nut. It has not been found necessary, nor advisable, to attempt to dry the sludge from the settling tank, nor to save the water from leakage of the tanks and bins. The sludge from the jigs is washed into the settling tank and the sludge from the settling tank is washed through a tile drain to the arroyo. The jigs, shaker screen, circulating pump, washed slack elevator, and the rock handling conveyor, are all driven from line shafts driven by one 40 H. P. motor, each jig driven through a clutch. The belt conveyor and the washed nut conveyor, have separate motor drives of five and seven and a half H. P. respectively. The washer is housed in a corrugated iron building, which is partially heated by steam coils. One attendant is required for operation, regulating the feed of the jigs, the supply of water, removal of the rock, and oiling and maintaining the machinery. The rewash jig is operated only intermittently. About eleven per cent by weight of raw nut is removed as waste and four per cent goes to the washed slack bin. No control analyses of the products have been made; the efficiency of the plant being determined only by the physical appearance of the products; but the washery has been a source of pride and satisfaction to all those connected with it. As mentioned before, it has caused no interruption of operation and it has assisted materially in creating an unprecedented demand for ALAMO nut. MR. Stan thanked Loren Linville and Bill Grant for the excellent job they did in their assignments. He called on John Schmidt, Chairman of the Auditing Committee, to report on the financial statement of the treasurer. Mr. Schmidt read the data and asked for its approval. A motion was made, seconded and approved. The 75th Regular Meeting of The Rocky Mountain Coal Mining Institute convened at The Mark Conference Center, Lionshead Village, Vail, Colorado, and was in session at 10:00 a.m. Past President, Shirl C. McArthur, President and General Manager, American Coal Company, Huntington, Utah, called the meeting to order. The membership was asked to stand and pledge allegiance to the flag. He introduced President Robert E. Murray, President, Western Division and Subsidiary Companies, The North American Coal Corporation, Bismarck, North Dakota. A biographical sketch follows: Since 1974, Mr. Murray has been President of the Western Division of The North American Coal Corporation, as well as President of The Falkirk Mining Company and The Coteau Properties Company, wholly-owned subsidiaries of North American. Previously, Mr. Murray, who has been associated with North American for twenty- three years, served as Vice President-Operations, Vice President - Eastern Division, and Assistant to the President of the Company. In these positions, he was responsible for North American operations in Pennsylvania, North Dakota and Utah.
