"Exposure to respirable contaminants in mine atmospheres has long posed a serious hazard to miners. The control of these hazards, some of which can have sudden and catastrophic effects and some others, slow and long enduring consequences, has been a major concern for labor, management and government alike. This concern has manifested itself in four primary mechanisms of control -- (1) regulatory control through minimum standard setting by the passage of mine health and safety laws, (2) engineering control through design and operation of 'mines according to the best recommended practices, (3) medical control through periodic physical examinations, wearing personal protection devices, etc., and (4) legal and social control through workmen's compensation laws for occupation related health deterioration:-The respirable contaminants in mine atmo¬spheres are toxic and explosive gases, toxic and explosive dusts, diesel exhaust particu¬lates, radon progeny, etc. Perhaps the most important of all these and the most widely occurring in mine atmospheres is respirable dust, an inevitable product of fragmentation, a unit operation fundamental to all mining operations. In fact; the-most serious health hazard for workers in the mining and minerals processing industries is still the exposure to respirable dust, and solutions to the problem of respirable dust disease remain to be found.The 1969 Coal Mine Health and Safety Act and its provisions for the respirable dust standards in underground coal mines are briefly reviewed. An overview of the research accomplishments in meeting the standards is presented. The current state of knowledge on the effectiveness of the standards and the new and emerging problems are discussed. A brief summary of the research programs of the Generic Technology Center on Respirable Dust is presented.In general, underground mines are becoming increasingly safe. The U. S. Bureau of Mines conducted an investigation to determine the cause of the deterioration of Portland cement during storage and transportation , and to discover a means of preventing it . All available printed sources of information on this subject have been examined and a bibliography has been compiled . The subject has also been discussed with the leaders in the cement industry ; the present report is the result of their cooperation , and is based principally on information thus obtained . Deterioration of Portland cement during storage over any considerable period of time has long been noted ; closely related to it is deterioration of cement during transportation, which involves not only the time factor of storage but also exposure to varied climatic conditions . Deterioration in both cases is due to hydration of the cement by absorption of moisture from a humid atmosphere , or by exposure to actual rain-fall . After hydration cement possesses no cohesive power ; the degree of deterioration is directly proportional to the degree of hydration . The amount of deterioration of Portland cement during storage has been accurately determined in an investigation by the Structural Materials Research Laboratory , in cooperation with the Portland Cement Association . Cement stored in a shed in cloth sacks retained 80 per cent of its original strength after three months storage ; 71 per cent after six months ; 61 per cent after one year ; and 40 per cent after two years . The deterioration of Portland cement during storage and transportation was noted particularly in France during the World War . Information concerning cement used by the American Expeditionary Forces was furnished by Lt. Col. H. S. Spackman and Major E. C. Eckel , U. S. R. , who had charge of practically all matters concerning cement used by the A. E. F. The cement used by the A. E. F. came from the following sources : 42,000 tons was French , Swiss , and Spanish cements ; 120,000 tons was English cement ; 55,000 tons made in plants operated by the A.E.F .; 500 tons ( Not over) from America . Deterioration was most marked in cement from the first source .

"INTRODUCTION This circular contains the story of a stubborn mine fire of electrical origin that started on the main haulage road of No. 59 mine of the Peabody Coal Co. and illustrates that sometimes serious fires can be fought by direct attack. The story also points out that the cost of such procedure can be extremely high, and it is better, therefore, to minimize the possibility of a fire of electrical origin by suitable over-current and line-fault protection. The lives of 163 men were saved by utilizing a recently sunk air shaft near active workings as an escapeway. These men could not have reached the older openings. Also described are the rescue of 75 additional men through another air shaft, sealing of the fire, attempted extin¬guishment with carbon dioxide, and the difficulties of fighting the fire and recovering the mine.A fire occurred shortly before 12 o'clock noon, August 15, 1949, in the No. 59 mine, Peabody Coal Co., Springfield, Ill. All 257 men underground escaped to the surface. One group of 75 men was delayed from escaping for several hours after the alarm was given because smoke and fire gases were circulating in a main return airway, which intervened between their working section and one air shaft, and also in the stairway compartment of the shaft. After being supplied with universal-type gas masks, or self-rescuers, these men were conducted from the mine by members of a State mine-rescue team and other mine employees. Six nine officials were hospitalized because of exposure to carbon monoxide during fire-fighting activities; all were discharged a few days afterward. Later, while doing work incident to fighting the fire, two men were killed, and several were injured by falls of roof and rib.The fire broke out after a collision of a loaded trip with four empty mine cars on the main east haulage entry. The mine cars were jammed against the trolley wire causing a sustained electric arc that ignited the wooden mine cars and the fire spread to the timbers and coal."

So far as the propagation of electromagnetic waves is concerned, an underground tunnel behaves like a pipe or hollowed waveguide. Waves propagate in this tunnel with a low attenuation only if their frequency is higher than a so-called critical frequency which depends on the shape and mostly on the cross -dimensions of the tunnel and which value is in the neighbourhood of several tenths of MHz. However, when a metallic conductor is stretched along the gallery the electromagnetic characteristics of the latter are considerably modified and the effect of the cut-off frequency disappears; this is due to the fact that the gallery equipped with such a conductor works like a coaxial cable where the conductor serves as the outward conductor and the wall of the gallery as the return conductor. This is the principle of the monofilar waveguide cable which has been perfectly studied by Gabillard. Two mean characteristics of the monofilar mode are as follows: first of all, when the cable is suspended in the middle of the cross section of the gallery, the electromagnetic field occupies all the space between the wire and the walls of the gallery. When the wire is close to the wall, the electromagnetic field tends to become concentrated between the wire and the wall, with the consequence that, with the given monofilar mode power, the aerial of a receiver standing somewhere in the tunnel will capture a weaker and weaker signal. Secondly, owing to the fact that the mode of monofilar propagation uses the ground as return conductor, its power of propagation is considerably diminished; the closer the wire is to the wall the higher the attenuation, for only a very small part of the wall is utilized as return conductor. To cover great distances, everything else being equal, two or more conductors must be placed in the gallery. If the distance between two conductors of a cable is much smaller than the distance between one or other of the conductors and the walls; or again if one of the conductors surrounds the others and forms a screening, two sorts of modes appear: on the one

The year 1916 broke all previous records of mineral production in the Territory. As a consequence, there has been a noteworthy increase in the number of mines in active operation or under development, though the greater part of the increased output is the result of greater activity at mines already producing rather than of opening new mines. Owing to available funds not being sufficient to meet the cost of travel in the interior of the Territory during the winter months, the Federal mine inspector was unable during the spring to visit the placer mines of the interior as has been his custom in the past. However, by working in close cooperation with the Territorial in- spector, who left Juneau in June to take the first boat down the Yukon to Fairbanks after the spring break-up, it was possible to visit hurriedly all the larger mining centers of the Territory. The Territorial inspector covered the districts from Fairbanks to Nome and the Federal inspector covered those of southeastern and south- western Alaska. A number of applicants have begun mining coal on ground held under free-use 10-acre permits, and have furnished coal for local use. The larger leasing units in the Bering River and Matanuska coal fields have been advertised and applications for leases have been submitted. These applications came too late in the fall for active development to begin before the end of the year. The Government railroad has been built from Anchorage to the center of the Matanuska coal field, and private interests have under- taken the building of a standard-gage road from a point known as Goose City on Controller Bay to Canyon Creek, in the Bering River field. Capital has become interested in the oil fields on Controller Bay, and plans have been made for more active exploration and production. The work of the Federal mine inspector is still handicapped by the lack of funds for additional field assistants and of the office ac- commodations necessary for carrying on the work with the efficiency that its importance warrants.

The tests and studies begun by the United States Geological Survey in the fall of 1908 with a view to lessening the accidents attending the use of explosives in coal mining are being continued by the Bureau of Mines at the Pittsburgh experiment station and in the field. One hundred and six applications for the testing of 209 different explo- sives had been received at the Pittsburgh station prior to March 1, 1913, and on that date 97 explosives that had passed the required tests were on the "permissible" list issued by the bureau. This bul- letin gives the results of tests of all permissible explosives tested between May 15, 1909, and March 1, 1913. Bulletin 15 entitled "Investigations of Explosives used in Coal Mines" contains the results of tests of 17 permissible explosives tested prior to May 15, 1909. A copy of the test requirements and the names of explosives on the per- missible list dated March 1, 1913, are appended to this bulletin. An explosive is considered permissible for use in coal mines when it is similar in all respects to the sample that passed the tests required by the bureau, and when it is used in accordance with the conditions prescribed. The physical tests reported in this bulletin were conducted by Messrs. H. F. Braddock, A. J. Strane, J. W. Koster, A. S. Crossfield, A. J. Hazlewood, A. B. Coates, and J. E. Tiffany at the Pittsburgh experiment station of the bureau. The act of Congress making appropriations for sundry civil ex- penses of the Government for the fiscal year ending June 30, 1912, authorized the Secretary of the Interior to charge a fee covering the actual necessary expenses involved in making such tests by the Bureau of Mines as might be approved by him. After careful consideration had been given to the actual necessary expenses involved in the test- ing of explosives to determine their permissibility for use in coal mines, the sum of $150 was approved by the Secretary of the Interior as a reasonable charge for each complete official test. During the first year this law was in effect the fees collected amounted to more than $6,000.

Miners' nystagmus is the result of a peculiar form of eyestrain, which often results in impairment of vision and a consequent diminu- tion of the wage-earning capacity of the workman. Historically it has been pointed out by Shufflebotham that "This disease was first recognized by Gillett, of Sheffield, about 1854, although no case was mentioned in medical literature until 1861, when the symptoms were described by De Conde, a Belgian physician. Cases were reported by Pepp Müller as early as 1860, by Von Graefe in 1873, and by Bell Taylor, of Nottingham, and by Nieden in 1874. In this country (England) we are indebted to a very large extent to the observations and writings of the late Simeon Snell and for his pioneer work on this many-sided disease; in France Dransart occupies a similar position." In the treatise on "The Effects of Arts, Trades, and Professions," by C. Turner Thackrah, published in London in 1832, it is stated that- The complexion of the colliers, even after the removal of the dirt, is generally sallow and unhealthy. Their eyes, from the swelling of the lids, appear small, are affected with chronic inflammation and intolerant of full light. * Sickness and vomiting sometimes affect persons at their commencing the employ; and many, after a few years' trial, are obliged, by the injury which their health has sustained, and especially by the weakness of their eyes, to leave the mine. According to Greer, an authority on industrial diseases and acci- dents, miners' nystagmus occurs in 5 per cent of all miners, but it is quite probable that the reference is to European coal miners rather than to men employed in all branches of the mineral industry. According to the same authority, miners' nystagmus "is associated with a twitching of the eyelids and with considerable diminution of the range of movement of the eyes, and is particularly liable to occur in patients whose vision is subnormal owing to errors of refraction, especially astigmatism. It causes much inconvenience to those suf- fering from it and prevents them from following their usual occupa- tion as, owing to the movements of the eyes, everything at which they look appears to be in a state of perpetual motion, and in conse-

A multiple drill carriage or "jumbo," which is believed to be unique in both design and performance, was constructed and has been in use for the past year at the Bureau of Mines experimental oil-shale mine near Rifle, Colo. This jumbo mounts four long feed percussion drills and is so designed that two men can operate all four drills. Before the jumbo was placed in operation, a minimum of eight man-shifts was required to drill 72 fifteen-foot holes in headings 60 feet wide and 27 feet high. The sane round is now drilled by two men in about 6 hours. Over 500 feet of drilling per man shift is easily and consistently accomplished. Use of the jumbo has resulted in a 75 percent reduction in drilling labor and a substantially lower drilling cost.

This report contains a description of the distillation laboratory at Bruceton, Pa., which was established to aid in the separation and identification of the products produced in the synthetic liquid fuel processes under study there. Compounds present in synthetic liquid fuels may include aliphatic from C1 to C60 or greater. Alcohols, ketones, esters, aliphatic carboxylic acids, saturated hydrocarbons, olefins, and diolefins are all found in Fischer-Tropsch products. Coal-hydrogenation products contain, in addition to aliphatic compounds, a large proportion of naphthenic material and aromatic compounds ranging from benzene to coronene; in addition, appreciable quantities of tar bases and tar acids are present. In designing the laboratory, therefore, provision had to be wade for the greatest amount of flexibility and versatility. A great deal of standardization of basic equipment had also to be designed to permit interchange of parts and services.

"SUMMARYThe Bureau of Mines has been investigating deposits of critical and essential minerals in the United States since 1939. Projects were set up on only the most promising properties. A preliminary examination of the Rio Grande property was made by Bureau of Mines engineers in July 1942 and the property was examined again in July 1943.The Geophysical Branch of the Bureau undertook a Geophysical survey of the area in November 1943 and was intermittently active in the district until June 1946. The major portion of their work was done from June 191 to November 1945. Favorable areas for exploration were recommended by the Geophysical Branch of the Geological Survey, 3/ and all holes were drilled in them.Two projects were set up by the mining branch in an endeavor to find ore bodies on the strength of the geophysical information."

The Bureau of Mines has compiled pipeline mileage every 5 years since 1926, with the exception of the war period 1941 to 1949. The present survey has been made to reflect the progress under mobilization of the petroleum pipeline industry where efforts have been made by the government to stimulate construction of those facilities that would best equip the nation for a possible major emergency. This report summarizes the total mileage change 1n petroleum pipelines for 1950 through 1952. In order to increase the value of the information gathered the reporting companies were requested for the first time to report not only the net change in mileage as formerly, but also all new and used pipe laid and the total taken up. This new information permits effective appraisal of the construction effort of the industry and relates it to steel requirements.

A simple , quick, and relatively accurate device is needed for determining the presence of very small concentrations of organic halide gases in various atmospheres . Such a device would enable safety engineers , health officials , and others to discover quickly the presence of these gases in a suspected atmosphere and thus be able to apply protective measures promptly. This detector should prove useful in detecting leakage of halide gases from refrigerating and air - conditioning systems and in determining the presence of halide solvents in the atmosphere of dry - cleaning and degreasing establishments where organic halide solvents are used . Virtually all poison war gases are halide compounds . Because of the high toxicity of these gases , even in very low concentrations , a detector having the proper sensitivity should be useful in civilian defense for determining when atmospheres are relatively free of poison gases .

Approximately 45% of U.S. coal is produced from underground mining. The use of diesel engines to power under- ground mining equipment has steadily increased over the past four decades in an effort to improve mine safety and productivity. Several advantages realized with the use of diesel-powered mining equipment in underground coal mines are listed in Table I. The primary disadvantage of using diesel equipment in underground coal mines is that diesel exhaust emissions can contaminate mine ventilation air. The major constituents of diesel exhaust are gaseous emissions (which include carbon monoxide, carbon dioxide, oxides of nitrogen, sulfur oxides and unburned hydrocarbons) and diesel particulate matter (DPM). The Mine Safety and Health Administration (MSHA) has incorporated threshold limit values for all gaseous components of diesel exhaust into their regulations. These have been established by the American Conference of Governmental Industrial Hygienists.

This U.S. Bureau of Mines report presents a study of three typical tailings samples as potential cemented backfill in underground mines. The testing series was unique in that the pulp densities of the samples were all above 75 pct solids. Test results included dry density; slump; percent settling after 28 days of curing; tensile strength after 28, 120, and 180 days of curing; and unconfined compressive strengths after 7, 28, 120, and 180 days of curing. The physical properties of the various test mixtures were further analyzed using linear and nonlinear statistical methods to produce correlations and mathematical equations. Physical properties were used to determine the influence of mix additives and as input for numerical modeling studies of backfill. The mathematical relations were used as a predictive tool in determining the suitability of various materials as backfill.

Active and abandoned mine sites can be an irresistible- - and sometimes deadly - - draw for outdoor enthusiasts, particularly children and young adults. Despite repeated warnings, posted signs, and fencing, tragedies involving accidents on active and abandoned mine property continue to make headlines, especially with the arrival of warmer weather and the summer months ahead. Over the last few years, there have been dozens of tragic incidents involving children and adults ventur­ing onto active and abandoned mine property. They include: A 16-year-old youth suffered fatal injuries after his all-terrain vehicle became airborne in an accident at a gravel mine near Albany, New York. A young boy was electrocuted when he contacted a high-voltage power line while sliding down a stockpile at a sand and gravel mine in Grand Island, Nebraska during its off-shift hours.

The Bureau of Mines conducted groove cutting experiments in marble, lime-stone, granite, and quartzite with a 7-inch disk cutter under a normal thrust of 7,000 lb. The values of muck weight per unit length, specific energy, cutting coefficient, and groove depth for each of these rocks were determined for groove spacings ranging from 0.1 to 4 inches, and from these results the values of optimum and critical spacing were computed" The results indicate that compressive strength may be used to predict some of the cutting characteristics of the independent grooves. Considering all the cutting characteristics, particularly those for the interacting grooves, Shore hardness, coefficient of rock strength, and torsional velocity correlate with cutting characteristics better than do other physical properties. Some of the field applications of the principles established in this report are identified.

Eliminate the need for roof bolter operators and their helpers to work under unsupported roof while setting or removing temporary supports before or during the roof bolting cycle-a task that annually accounts for approximately 20 percent of all roof fall fatalities. Approach The Bureau of Mines designed, built, and field tested an auto-mated temporary roof support (ATRS) that can be carried from place to place on the drill head of a single, fixed-head roof bolting machine (squirmer) used in low coal seams (less than 42 inches thick). How It Works The ATRS is designed for installation on any streamlined squirmer. It consists of a ten? foot-long, steel, wide-flange beam supported by two double-acting, telescoping hydraulic cylinders. According to Dr. Geller, author of Building Successful Safety Teams: Together Everyone Achieves More (1998), a team of people working together for industrial safety consists of as few as two people or as many as fifteen who have complementary skills, assignments, or abilities for completing a particular task. Effective teams have members who share a common mission and relevant goals, and they share specific methods to reach their goals and accomplish their mission. They also have an evaluation system in place for holding themselves mutually accountable for goal-directed responsibilities.

The Bureau of Mines has been conducting investigations with the view of determining the types of containers best adapted to the stor- age of oil. These investigations have shown that tanks composed wholly of steel give the best results. Where larger containers than it is feasible to build with steel are desired, concrete-lined reservoirs can be recommended for some grades of oil. Practically all such containers in use at present have wooden roofs and this type of construction is here described, although it is the belief of the writer that concrete roofs would be far more satisfactory in every way, and that the difference in cost between a concrete and a wooden roof would, as a rule, in a few years' time, be offset by a saving of oil and in cost of repairs and renewals.
