In its investigations looking to the improvement of health condi- tions and the increase of efficiency in the mining industry, the Bureau of Mines, in cooperation with the Bureau of Public Health, is studying sanitary conditions in and about mines with the intent of pointing out how those conditions that are a menace to the health of the miner may be most efficiently removed or remedied. An out- line of sanitary betterment work at mining villages in the Birming- ham district of Alabama has already been published by the bureau," and in this bulletin are presented suggestions on the planning of mining towns and the construction of miners' houses. The bulletin does not pretend to be a treatise on the so-called "housing problem," and mentions sociologic issues only incidentally. It is assumed that the influence of proper shelter on health is understood and that not a lack of appreciation so much as a lack of knowledge of the best remedies is responsible for many of the undesirable conditions that exist at mining towns. The purpose of this bulletin is to supply facts on the building of well-lighted, well- ventilated, warm, attractive, and economical houses for miners, these houses being assumed to be units of an industrial village or town the building and management of which are under the control of a corporation, so that special conditions hold which do not apply to houses built and owned by individual miners. From this it is not to be inferred that the company-controlled town is the best system or the only one in vogue. The discussion of this side of the subject in all its phases is too involved to be included in this paper. One element in favor of the company-controlled town is its possible immediate responsiveness. Hence this assumption. Also the assumption is made that a-new isolated town is being built, and hence the selection of the site, the arrangement of the streets, and the situation of the houses are discussed before the house itself is treated, for one of the most important factors in obtaining an economical sanitary house is a well-selected town site. Many of the suggestions, however, may be applied in improving conditions in existing towns, in building new houses in old towns, or in repairing old houses. Emphasis must be laid on the fact that as a rule a mining village has a shorter life than a manufacturing town. Economy is emphasized frequently because the discussion is predi- cated upon the assumption that the miner himself is to pay for all that he gets. House rent will doubtless be expected to bring in a reasonable return on all money invested in streets, sidewalks, water supply, sewer system, and houses; in other words, the town is to be run on a business and not on a paternal or charitable basis. "Fair and reasonable" precludes, of course, the idea of excessive returns. Some companies do not consider it good policy to realize as high a rate of interest as an independent realty company would be war- ranted in realizing. Under some circumstances part of the town improvements might be charged as "expense of the industry," that is, to the consumer. The isolation of a mining town introduces a unique responsibility. As the miners are practically obliged to rent the company houses, the officials of the company ought to scrutinize all expenditures in- volved so that house rent may be reduced to a minimum. In a way the town builders are placed in the position of trustees. They deter- mine, within certain limits, what proportion of a man's wages shall be spent on house rent. This consideration should restrain fanciful and unnecessarily expensive building; the other extreme should like- wise be avoided. True economy should be distinguished from cheap- ness. Ugly, insanitary, uncomfortable shacks should not be built even if, because of their cheapness, there is a demand for them from tenants. The obligation of the industry to society as a whole as well us to the tenant ought to forbid this. A cheerful, strong, healthy, virile race will not rise out of the filth and squalor of cheap hovels. An insanitary environment often does its damage slowly and silently; vitiated air does not, like mine gas, announce its deadly work by an explosion. As Talbot⚫ says: Health depends in part on freedom from infection. The probability of obtain- ing that freedom will be greatly increased by maintaining the body at a high state of vigor, or "vitality," as it is popularly called. This implies the promo- tion of all agencies which have to do with the physical well-being as well as with the control of sources of infection. Many men realize that in building houses for their workmen they are invested with a peculiar responsibility that must be wielded wisely, and in large developments they call into consultation the land- scape architect, the sanitary engineer, and the building architect, as well as the mining engineer.

The Bureau of Mines studied the penetration of a slender cylindrical tube into a sand bed, simulating seafloor material under the application of a static load. The factorial experimental design was based on three factors: tube diameter, geometry of penetrating bit, and seawater saturation of sand, all of which were found to be significant in influencing the depth of penetration. The geometry of the penetrating bit, or shoe, is of major significance in the mechanics of penetration and should be considered the most important factor for additional study. Linear regression analyses of the load-penetration data show that the relationship is linear.

The Madison RARE II study area has four prospects with identified resources. These are listed in table 1 and are described in the following text. A high potential for Sillimanite exists at the Placer Creek occurrence (fig. 1, no. 7) and potential for phosphate rack in all areas underlain by the Phosphoria Formation. Some prospects exhibit minor potential for copper, lead, zinc, silver, and gold in the southern portion and very minor potential in the northern portion. Deposits in the northern end also have low potential for rare earth, asbestiform anthophyllite, or kyanite group minerals (including sillimanite).

This Bureau of Mines report provides information on the first 49 water-flood projects (or units) in Nebraska. All injection was in the ?D? or "J" Cretaceous sands of western Nebraska. Specific data presented include location, map, discovery and development, water supply and injection, oil and water production, estimates of oil in place, primary and secondary recoveries. The 49 projects studied) including four dual-zone projects, should recover about 126.5 million barrels of oil. Eighty-six percent of the estimated oil had been recovered by the end of 1966. Abundant water was found near most projects.

Methods for converting WOCl4 to WCle were investigated in small-scale, laboratory apparatus to devise a method for preparing pure WCls suitable for conversion to tungsten metal. Chlorine, COCI2, and CCI4, alone and in combination with various forms of carbon, were tested as chlorinating agents at various temperatures. More than 95 percent conversion of WOCl4 to WCls was achieved with all reagents at 8000 C in the presence of activated carbon. Only CCl4 maintained its effectiveness in the absence of carbon at 800° C. The effectiveness of carbon was found to be related directly to its surface area.

"Respirable quartz cytotoxicity, as measured by erythrocyte hemolysis and pulmonary macrophage release of lactate dehydrogenase in vitro, is neutralized by boiling in water in glass test tubes for 10 to 40 minutes. The cytotoxicity is reduced to near zero by boiling l to IO mg quartz per milliliter water. For greater concentrations of quartz in water the hemolytic potential after 40 minutes of boiling approaches that of native quartz. Replacing the medium with fresh water midway through boiling results in full detoxification through 20 mg quartz per milliliter water. Pre-boiling the medium with silica reduces the detoxification effect. Detoxification persists after mild drying at l 10°C for 8 hours, and persists after three days of resuspension in water at room temperature.INTRODCJCTIONResearch underway to determine interactions of quartz and other mineral dust surfaces with pulmonary fluids and alveolar macrophages in culture led to the observation that when dusts were autoclaved in aqueous suspension, their cytotoxic effects on macrophages were suppressed, in some cases fully and even after several days incubation with the cells. This finding was in direct contradiction to earlier results from both short term macrophage lysosmal enzyme release assays, as well as longer term cytotoxicity assays from macrophages in culture; in those studies, dusts were steam autoclaved at 121°C with no liquid water but with steam present. 1.2 However detoxification under boiling conditions has been reported in other research. 3 It was decided to use the hemolysis assay to further investigate these findings, because of its sensitivity simplicity and cost.RESCULTS AND DISCCISSIONRespirable quartz dust used in this study was taken from a stock of crystalline silica, Min-U-Sil; obtained from Pennsylvania Sand Glass Corporation, fractionated in air with a particle classifier. The small size fraction retained for use was 80% less than S micrometer particle diameter, with an area equivalent median diameter of 1.24 micrometers as estimated by automated image analysis. The silica was at least 98.S mass percent silica as determined by X-ray energy spectrometric analysis; and the crystalline form was alpha-quartz as determined by X-ray diffraction. It's specific surface area was 3.97 square meters per gram as determined by nitrogen adsorption isotherm methods. I"

A hygroscopicity tandem differential mobility analyzer (HTDMA) technique is used to determine size-effect of nanoparticles (NaCl, (NH4)2 SO4, KCl, NH4NO3, MgCl2,CaCl2) on their hygro­scopic properties (deliquescence relative humidity (DRH) and hygroscopic growth factor (GF)). The HTDMA system uses a combination of two nano DMAs and two regular DMAs to measure particle size change in a wide dynamic particle size range. Particles are subsequently analyzed with a transmission electron microscopy to investigate the potential effect of particle structure or morphology on the hygroscopic properties. We found that structural properties of NaCl and (NH4)2SO4 particles also play an important role in determination of the DRH and GF and are more pronounced at smaller diameters. Data show that the DRH of NaCl nanoparticles increased from *75% up to *83% RH at 8 nm and that their GF decreased with decreasing size. The extent to which the GF of NaCl nanoparticles decreased with decreasing size was greater than theoretically predicted with the Kelvin correction. The GF of furnace-generated NaCl nano­particles that have pores and aggregate shape was found to be smaller than that of atomizer-generated particles that are close to perfectly cubic. For the case of atomizer-generated (NH4)2SO4 nanoparticles, we observed no signi?cant size-effect on their DRH, and the measured GF agreed well with predicted values using the Kelvin correction. For furnace-generated (NH4)2SO4 nanoparticles, a gradual growth at moder­ate RH without noticeable deliquescence behavior occurred. Their TEM images showed that contrary to atomizer-generated (NH4)2SO4 nanoparticles the fur­nace-generated (NH4)2SO4 nanoparticles are not perfectly spherical and are often aggregates having pores and holes, which may favor holding residual water even in the dried condition. For atomizer-generated KCl, MgCl2, and CaCl2 nanoparticles, we observed no signi?cant size-effects on their DRH and GF for the mobility size as small as 20 nm.

Table 1 and figure 1 show the number of fires and fire injuries that occurred in underground metal/nonmetal and stone mines by state during 1990-2001. Table 1 also shows the injury risk rates, employees' working hours, and lost workdays. Overall, 65 fires occurred in 20 states; these include 2 fires and no injuries for contractors. Six of the fires caused nine injuries. The yearly average was 5.4 fires and 0.75 injury. Forty-one fires with 2 injuries occurred in metal mines, 14 fires with 7 injuries occurred in nonmetal mines, and 10 fires with no injuries occurred in stone mines. The underground mine fires required 25 mine rescue team interventions and 30 mine/section evacuations. The Ewhr value was 260 x 10° hr (Irr = 0.007), and the LWD value was 83. Idaho had the most fires (eight fires and no injuries), followed by Louisiana (seven fires and two injuries), Michigan (six fires and six injuries), and Missouri (six fires and no injuries). Of these states, Michigan had the highest injury risk rate value (Irr = 0.146). Table 2, partly illustrated in figure 2, shows the number of fires, fire injuries, risk rates, employees' working hours, and lost workdays by time period. The number of fires during the six time periods show an increase during the fourth period followed by a sharp decrease during the fifth period and a sharp increase in the last period. The number of fire injuries show an increase followed by a decrease during most of the periods, accompanied by a decline in employees' working hours during most of the periods; an increase is seen during the third and fourth periods. The In values follow patterns similar to those shown by the injury values. Tables 3-8 show the number of fires by ignition source, method of detection and suppression, equipment involved, location, and burning material by time period. Figure 3 shows the major variables related to fires for 1990-2001. Table 9 shows the number of fire injuries per number of fires causing injuries and total fires by year, ignition source, equipment involved, and location.

Prior to 1854 the provincial legislatures in Austria enacted their own mining laws. The confusion that resulted from the existence of different codes when mining began to be conducted by modern methods forced the drafting of a law to cover all mining operations of the country. Such a general law (allegemines österreichisches Berggesetz) came into effect May 23, 1854, in the old monarchy, with the exception of Hungary, which had its own special laws. This general law of 1854 is still the basic mining law for Austria, although it has been amended and supplemented by a mumber of acts.

"On January 15, 1920, a man was killed by falling rock in a limestone quarry in Utah. The quarry was visited by a representative of the Industrial Commission of Utah, and the cause of the accident was carefully determined. The facts concerning this accident, and the Bureau's recommendations are given in some detail in the hope that quarrymen may take steps to avoid dangerous conditions, and thus reduce the liability to accident.The quarry rock face is about 180 feet high, and the ledge is covered with an overburden of 10 to 20 feet of a mixture of soil and boulder. The rock face is not vertical, but slants at an angle of about 45° to 50°, while the stripping face stands at an angle of 70° to 80°, and is flush with the rock face. The conditions are shown in the accompanying figure.The man who was killed was employed in breaking rock at the foot of the quarry wall. The sun had been shining on the stripping face, and probably thawed the ground, thus permitting a boulder weighing about 20 pounds to roll down the slanting face, striking, and almost instantly killing the workman who was working with his back toward the quarry wall."

We have gathered here in Pittsburgh, at the Nineteenth Annual Safety Congress, in order to advance the cause of safety. Although my personal inter- est in this movement alone would have been sufficient to insure my presence here, specific duties have brought me to this congress in an official capacity. My responsibilities as the head of the United States Bureau of Mines, which makes the promotion of safety in the mining and allied industries one of its major activities, necessitate my attendance. My obligations as president of the Joseph A. Holmes Safety Association, an organization closely allied to the bureau and which has for one of its objects the public recognition and reward of outstanding achievements in safety, require that I be present at this time. This morning, my job is to present the Holmes safety certificate to the Lehigh Portland Cement Co. First I will remind you of the nature of this safety association, named in honor of the first director of the Bureau of Mines. After Mr. Holmes' death, in 1915, a number of influential organizations banded together to commemorate the name of this leader in the conservation of human life. In order that you may appreciate the significance of an award by the Joseph A. Holmes Safety Association, I shall read you the list of 24 national organizations which comprise its membership:

On a continuous miner coal face methane concentrations are affected by the quantity of fresh intake air reaching the face. When mining the box cut on a 12.2-m (40-ft) two-pass extended cut face, the continuous miner is always at the point of deepest penetration, and operation of the machine-mounted dust scrubber and water spray system improve the flow of fresh air to the end of the box cut. However, when the continuous miner leaves the box cut to begin cutting the 40-ft slab, little is known about how much ventilation air reaches the end of the box cut. The Pittsburgh Research Laboratory (PRL) of the National Institute for Occupational Safety and Health conducted a full-scale study to answer this question. Tests were run to determine how much ventilation air reaches the end of the box cut with the continuous miner at three locations in the 40-fttwo-pass extended cut mining sequence; at the end of the 40-ft box cut, at the start of the 40-ft slab cut, and 6.1 m (20 ft) into the slab cut. During these tests, methane gas was uniformly released at the end of the 40-ft box cut. Methane concentrations measured0.3 m (1 ft) from the roof and face of the box cut were used to estimate face airflow quantities. Fresh air flow rates of 1.89and 4.72 m/sec (4,000 and 10.000 cfm), scrubber flow rates of 0, 4,000 and 10,000 cfm, water spray pressures of 0 and3827 kPa (0 and 120 psi), and a blowing curtain setback position of 15.2m (50 ft) were used during these tests. To improve ventilation to the end of the 40-ft box cut when the continuous miner was starting the 40-ft slab cut and 20 ft into the slab cut, the blowing curtain was advanced from its 50-ft setback to locations 40-ft and then 8.5 m (28 ft) from the face. "There is considerable evidence that all mine dusts do not present the same health hazard. Rank of coal and composition, especially silica content of the mine dust, shape, and surface charge are risk factors that affect the incidence and severity of CWP. Current efforts of Center researchers involve characterization of:•,size/shape/composition•,surface and functional groups•,particle interactions.Work is underway to prepare and characterize respirable coal dust samples, and to develop and evaluate techniques and procedures for the characterization of respirable dust. A suite of standard samples including anthracite, medium volatile and high volatile bituminous coals, quartz, clay, and rock dust have been prepared and thoroughly characterized with respect to the distributions of particle size and compositions. A comparison of the morphology of the standard dust particles with similar particles collected in an underground coal mine is given in Figure 43. Samples of these characterized (Standard) dusts have been distributed among various research groups associated with the Center.The aerodynamic diameter of a particle is a particularly important characteristic since this parameter determines the point of deposition in the human respiratory tract. A 3-dimensional numerical model for theoretically determining the equivalent aerodynamic diameter of irregular shaped particles has been developed and used to analyze coal dust particles and a particle shadowing technique has been developed for .experimental 3-dimensional shape analysis (Figure 44). In the theoretical technique, the equivalent aerodynamic diameter of the particle is numerically determined from computation of the fluid drag on the particle. This allows the aerodynamic diameter of any regular or irregular shaped particle to be determined as a function of the particle's orientation or as an average over all particle orientations. The technique is quite accurate in that the aerodynamic diameter of several coal dust particles have been numerically determined to be within 5% of experimentally measured values."

Minimize drilling time in roof bolting. Approach The Bureau of Mines conducted a survey of 34 roof bolting machines used in underground coal mines. Results of the survey indicated that drilling time, bit cost, and respirable dust concentrations and be reduced by using the appropriate bits for drilling, To evaluate bits currently used and to find optimum cutting parameters needed to minimize drilling time, the Bureau tested two bits commonly used in most underground mines on both wet and dry systems. These are the dusthog* and shank type. The dusthog has dust ports in the bit body to remove cuttings. With shank bits, holes in the drill steel do this. Cost of each type is roughly equal. Bolters with dry vacuum systems were tested in the laboratory first. The lab tests were verified by underground tests in several mines. Bolters with low-pressure wet drilling systems were also tested under-ground. Tests concentrated on the effect of rpm, water and airflow rates, heating, wear, bit design and bit type. Lab Results -Dry Drilling Holes were drilled during the laboratory tests using a production model bolter drilling 45-inch-deep holes into mixtures of lime stone and sandstone aggregate. All tests started with new shank and dusthog type bits at 225 and 450 rpm. Thrust was about 6,000 lbs in all tests. Each bit was tested at two airflows, 15 and 25 cfm, airflows which are typical on operating roof bolter bits. Eleven styles of bits were evaluated. On the average, dusthog bits drilled 25% faster than shank types and were always cooler after drilling. The effect of RPM was tested with 5 different bit types. When bit rpm was increased from 300 to 400, drilling rates doubled. With used, well-worn bits drilling time and final bit temperature were more than doubled.

Develop and evaluate a mechanical position and heading system (MPHS) that provides information about underground mining machine position and heading to aid in the remote positioning of mining machines during face maneuvers. Background While great improvements have been made in mineworker safety, progressive technology continues to create a safer, better working environment for miners by keeping them away from the dangerous face area. In maintaining such high standards of safety, the Bureau is investigating remote, computer-assisted operation of mining systems for underground, highwall, and surface mining applications. A key component of computer-assisted operation is a guidance system. Since there are no guidance systems on any commercial continuous mining machines, the Bureau itself developed and tested the mechanical position and heading system (MPHS). The MPHS is based on linear position transducers (LPT's), and operates on principles of triangulation to provide machine position (xy coordinate), and orientation in the xy plane (yaw or heading). These data are needed in order to keep the continuous mining machine in proper alignment before and during the cutting cycle. The MPHS theory development is in three parts: characterize the sensors used and their configuration; select and define the navigation reference frames; and derive a closed-form solution for determining the position and beading from sensor information. Application of the MPHS theory required the development of hardware, software, and system interfaces.

"This Bureau of Mines report contains a tabulation of methane emissions during 1980 for all coal mines located in the United States with emissions greater than 0.1 MMcfd. Listed for each mine are methane emission quantity, location, and coalbed. The report also compares records of 1975 and 1980 and describes relationships between emissions in 1980 and the Bureau's coalbed gas content data on 11 mines.INTRODUCTIONMethane gas is a threat to safety in underground coal mines. Research by Government and industry has led to great gains in reducing methane gas ignitions and explosions. The development of advanced methane control techniques is necessary for the safe operation of more gassy mines and the implementation of rapid mining techniques.As part of this research, the Bureau of Mines has surveyed total methane emission data from underground bituminous coal mines in the United States and tabulated emissions from mines producing over 0.1 MMcfd of methane. This report is an update of similar studies previously described in Information Circulars 8733, 8659, and 8558 (2-4).3The data from 1980 were compiled from Mine Safety and Health Administration (MSHA) records of air quality-quantity inspections made quarterly at each mine. The inspections involve measuring airflow and collecting air samples in the main returns. From these data, an average methane emission is calculated and used to represent the daily mine emission for each quarter. The methane emissions given in this report are the averages of the four 1980 quarters and do not include mine emissions from other sources such as degasification projects. Since a previous Bureau study showed that emissions from mines emitting less than 0.1 MMcfd represented only 2 pct of all emissions, 0.1 MMcfd was chosen as a lower limit for data collection (4)."

In August 1984 the U.S. Bureau of Mines conducted a study of the mineral resource development potential of the Badger Canyon-Antelope Creek area, within the Boulder-Pioneer wilderness study area, about 5 miles northeast of Ketchum, 10. The purpose of this study was to investigate in greater detail an area which was designated by the U.S. Geological Survey (USGS) and the Bureau as having a moderate mineral resource potential for zinc, molybdenum, lead, and silver, and a low potential for copper. One hundred twenty-eight soil samples were taken along a 6,2S0-ft traverse on the ridge separating Badger Canyon and Antelope Creek. 5 Five rock samples were collected from old prospect pits and mineralized outcrops. All samples were analyzed for gold. Silver, copper, lead, zinc, molybdenum, arsenic, antimony, vanadium, and mercury. The metal concentrations in the soil samples along the traverse are irregularly distributed. Samples collected near old prospect pits tend to be high in lead and zinc, undoubtedly a reflection of underlying galena-and sphalerite-bearing quartz veins. All of the copper and mercury values in the soils are less than the detection limit, as are most of the lead, molybdenum, and antimony values. Except for lead and zinc values, the metal concentrations in the rock samples are low. Galena and sphalerite were observed in quartz vein samples collected at the old prospects. The results of the study indicate that the galena-sphalerite-bearing quartz veins and veinlets are too narrow, widely-spaced, and low in metal values to be economic. Low concentrations of metals in the soil and rock samples, combined with the lack of major mining activity in the past, indicate that the area has a low likelihood for economic development.

This report, which updates and supersedes the Office of Surface Mining's 10-year progress report published in 1987, deals with the accomplishments of the regulatory and abandoned mine land reclamation programs during the first 15 years of the Surface Mining Control and Reclamation Act of 1977 (SMCRA). Part 1 is an illustrated description of on-the-ground accomplishments; Part 2 presents statistical information for the 15-year period. The data in this statistical report are organized in two sections: national statistics and state statistics. The national statistics provide an overview of coal mining and the implementation of SMCRA since 1977. The information reported for the states presents a brief description of the coal reserves in each area, accompanied by detailed statistics and graphs that relate each state to the nation as a whole. The statistics compiled in this report are from the Office of Surface Mining's files, computer data systems, and annual reports. During the early years of the program, many of the data categories were evolving and changing; therefore, data reported over the 15-year period are not complete for all states for all years, and where data was unavailable or zero, a dash (-) is shown for that item. The data sources used to compile the tables and graphs are listed and described in detail on page 76. Due to the number of requests for this information in the past, statistical information about coal mining and its regulation will be available each year as an appendix to the Office of Surface Mining's Annual Report to Congress. "Fatal accidents at coal mines throughout the United States killed 234 employees during January 1924, according to reports from State mine inspectors to the Bureau of Mines of the Department of the Interior, Included in the number of fatalities are 68 deaths caused by two explosions during the month, one explosion occurring in a mine at Johnson City, Ill., and causing 32 deaths, and the other in a mine at Shanktown, Pa., and causing 36 deaths. The fatality rate for the month was 3.94 per million tons, based on a production of 59,435,000 tons of coals In January 1923 the fatality rate was 3.52, based on 206 deaths and an output of 58,458,000 tons.Bituminous mines in all States reported 202 fatal accidents, the production being 51,170,000 tons., and the fatality rate being 3.92, as compared with 3.28 for January last year, For the anthracite mines in Pennsylvania, the reports covered 32 fatalities, which, on the month's output of 7,955,000 tons, indicated a fatality rate of 4.02 per million tons, as against 4.89 for January 1923.As compared with January 1923, the reports for January of the present year indicated lower fatality rates per million tons for all of the main causes of accidents except explosions. For falls of roof and coal, the fatality rate per million tons declined from 1.85 in January 1923 to 1,68 in January 1924; for haulage accidents the rate declined from 0.62 to 0.42; for explosives, from 0.19 to 0.12; for electricity, from 0.12 to 0.07.
