As part of its goal of maintaining an adequate supply of minerals to meet national economic and strategic needs, the Bureau of Mines devised a processing sequence for recovering uranium from carbonaceous ores. Uranium extractions of 97 pct were obtained by contacting the ore with a solution containing 400 grams of ferric sulfate hydrate in 200 ml water for 3 hr at boiling temperature (96° C). Uranium was recovered from the leaching solution by solvent extraction with tri-issooctyl amine. The barren ferric sulfate solution was recycled to the leaching system. The leaching process resulted in no detectable dissolution of carbonaceous material from the ore. Work on the project was terminated in 1978 because of a transfer of responsibility to the U.S. Department of Energy.

Demand for arsenic exceeded supply, and major domestic and foreign producers allocated available supplies to customers for the fourth consecutive year. Major demand for arsenic was about evenly divided between industrial chemicals and agricultural chemicals. Legislation and Government Programs.-Effective April 1, 1981, taxes were collected from companies producing and importing 42 chemicals and petroleum products designated as hazardous, The revenue was used to begin funding of the 5-year, $1.6 billion "superfund" being established under Public Law 96-510, the Comprehensive Environmental Response, Compensation, and Liability Act, designed to help clean up spills of hazardous substances throughout the United States. As hazardous chemicals, arsenic metal and arsenic trioxide were taxed at the rate of $4.45 and $3.41 per short ton, respectively.

As part of its water-jet assisted rock cutting research, the Bureau of Mines has initiated a study into the mechanism of rock fragmentation by water-jet-assisted mechanical tools. The objective of this research is to increase coal extraction efficiency by seeking an improved understanding of the synergistic relationship between mechanical cutters and water jets, enabling the design of more effective cutterheads. Rock chips collected during laboratory traverse speed jet-assisted cutting tests were analyzed with respect to the size distribution of the chips and the forces measured during cutting. As the water-jet pressure was increased, the size distribution of the product became coarser with V-face type cutting tools producing less fine material than conical cutting tools. Fracture mechanics theory accounted for less than 10 pet of the energy consumed during fragmentation of the rock. The energy consumed by processes other than rock breakage decreased with the use of water jets and increasing advance rate.

"Introduction In the course of the investigations by the Bureau of Mines into the various causes of coal-mine explosions, the fact that several gas explosions had occurred during or very soon after a mine was being un-watered, attracted the attention of the Bureau's engineers. The apparent coincidence was so marked that there appears to be an extra hazard present, whenever water, which has been standing against the face of the coal for some time, is suddenly removed either by natural drainage or by mechanical means.Actual Occurrences Case 1. - A typical illustration of this hazard is shown in a gas explosion which occurred in a mine in Central Pennsylvania. Four main entries, 50 feet apart with an average grade of 6 per cent, had been driven with the dip of the coal, and from these mains 7 pairs of entries, at intervals of 800 feet, had been turned at such an angle that their grade was slightly rising. Prom these latter pairs of entries, rooms were turned practically at right angles.The main entries had been driven for 4,500 feet and at the face there was 400 feet of cover. As far as could be observed, the roof was of sandstone and the floor of clay.The coal bed being mined was the Lower Kittanning, which has a thickness of about 4 feet. Computer-related accidents have caused injuries and fatalities in numerous applications. Normal Accident Theory (NAT) explains that these accidents are inevitable because of system complexity. Complex systems, such as computer-based systems, are highly interconnected, highly interactive, and tightly coupled. We do not have a scientific methodology to identify and quantify these complexities; specifically, NAT has not been operationalized for computer-based systems. Our research addressed this by operationalizing NAT for the system requirements of safety-related computer systems. It was theorized that there are two types of system complexity: external and internal. External complexity was characterized by three variables: system predictability, observability, and usability -the dependent variables; internal complexity was characterized by modeling system requirements with Software Cost Reduction dependency graphs, then quantifying model attributes using 15 graphtheoretical metrics the independent variables. Dependent variable data were obtained by having 32 subjects run simulations of our research test vehicle: the light control system (LCS). The LCS simulation tests used a cross-over design. Subject perceptions of these simulations were obtained by using a questionnaire. Canonical correlation analysis and structure correlations were used to test hypotheses 1 to 3 - the dependent variables predictability, observability, and usability do not correlate with the NAT complexity metrics. Five of 15 metrics proposed for NAT complexity correlated with the dependent data. These 5 metrics had structure correlations exceeding 0.25, standard errors < 0.10, and a 95% confidence interval. Therefore, the null hypotheses were rejected. A Wilcoxon signed ranks test was used to test hypotheses 4 to 6 - increasing NAT complexity increases system predictability, observability, and usability. The results showed that the dependent variables decreased as complexity increased. Therefore, null hypotheses 4 to 6 were rejected. Lastly, this work is a step forward to operationalize NAT for safety-related computer systems; however, limitations exist. Opportunities addressing these limitations and advancing NAT were identified. Lastly, the major contribution of this work is fundamental to scientific research - to gain knowledge through the discovery of relationship between the variables of interest. Specifically, NAT has been advanced by defining and quantifying complexity measures, and showing their inverse relationship to system predictability, observability, and usability.

Synthetic dawsonite [NaAl(OH)2C03] has been prepared with crystallinity similar to that of dawsonite found in oil shale deposits of the Piceance Creek area of Colorado. Optimum experimental conditions were as follows: Na/Al atomic ratio, 43; temperature, 175° to 200° C; pCO2, 15 psig; and reaction time 5 hr. Chemical and spectrographic analysis revealed that the synthetic dawsonite was of high purity and Has essentially stoichwmetric. Similarity of the synthetic to natural dawsonite, demonstrated by X-ray diffraction, infrared spectrophotometry, and electron microscopy, suggests its suitability as a standard.

The National Mining Association and the Mine Safety and Health Administration requested that the National Institute for Occupational Safety and Health (NIOSH) conduct full-scale evaluations of a recently developed carbon fiber-reinforced polymer (CFRP) reinforcement technique for upgrading existing mine ventilation seals to withstand an explosion pressure of 50 psi or greater. The evaluation was conducted in the NIOSH Pittsburgh Research Laboratory’s Lake Lynn Experimental Mine (LLEM) near Fairchance, PA. The purpose of the evaluation was to determine the blast resistance of the CFRP reinforcement technique, designed to increase the strength of two types of existing 20-psi-rated in situ mine ventilation seals. Two candidate ventilation seals were selected to represent the 20-psi alternative seal designs typical of those used in mines prior to July 2006. Installed within the LLEM were (1) a 4-ft-thick pumpable cementitious foam seal using material with a designed 150- to 200-psi average compressive strength at 28 days and (2) a 24-in-thick, low-density cementitious block seal with a center pilaster and keyed to the floor and ribs. The materials necessary for the CFRP reinforcement technique were then installed on the outby (active) side of each seal, and the seals were subjected to explosion overpressures. Both seals with the CFRP reinforcement retrofit successfully withstood explosion pressures of 60 psi or greater during the full-scale evaluations in the LLEM.

The melting, casting, and welding of the Raney nickel alloy (42 pct Ni-58 pct A1), a methanation catalyst useful in coal gasification, were investigated. Melting was done in graphite crucibles by heating aluminum and adding nickel using a cryolite slag cover. Casting conditions were found to be optimum when the melt temperature ranged from 1,125° to 1,200° C and the mold temperature ranged from ambient to 250° C. Suitable mold materials were found to be quartz, heat-resistant glassware, olivine, and zircon. Welding of the alloy can be accomplished using tungsten inert gas process. Tensile strength of the alloy, in the as-cast condition, was found to be 2,000 1b/sq in with an impact strength of less than 1 ft-1b. The coefficient of thermal expansion was determined to be 18.4 x 10-6/° C after heat treatment.

As part of the total metallurgical system to recover metals from secondary resources, the Bureau of Mines conducted froth flotation research, using cationic reagents to recover glass from urban refuse. Batch flotation tests showed that high-quality cullet can be obtained from glass-rich aggregates derived from municipal incinerator residues and unburned refuse. This was confirmed by pilot plant operations treating 350 pounds of flotation feed per hour. Aggregates containing 85 to 90 percent glass were wet-ground to minus 20 mesh, deslimed in two stages, and fed to flotation cells. The glass was selectively floated using an amine collector, usually in an amount under 0.2 pound per ton of solids in the feed. The glass concentrates from the rougher cells were cleaned by refloating two or three times. Over 90 percent of the glass in the deslimed feed was recovered in the cleaned concentrates.

Social and political movements that had been gathering momentum over several years continued in 1993 to dramatically affect and inspire uncertainty on the global mineral industry. Privatization of government-controlled mineral industries continued throughout the world, especially in Africa, Asia, Central Eurasia, Eastern Europe, Latin America, and Western Europe. The reasons for privatization varied among regions and countries, but the trend was universal and was not expected to end soon. Regional trade blocks were being developed and expanded. The European Union (EU), the North American Free Trade Area (NAFTA), the Association of Southeast Asian Nations (ASEAN) , the Asia Pacific Economic Cooperation (APEC) , and the Latin American Southern Cone Common Market (MERCOSUR) were expected to contribute to reduced internal tariffs and increased minerals trade. Minerals consumption within the politically unstable former Soviet Union (FSU) decreased significantly without a simultaneous cutback in production, while its exports flooded the world&apos;s mineral markets. These exports into Western Europe and Japan, still in economic recession, depressed minerals and metals prices worldwide, especially for aluminum, magnesium, nickel, and potash. Increasingly restrictive environmental laws and land-access limitations in Australia, Canada, Western Europe, and the United States tended to discourage mineral resource development. However, the number of undeveloped countries in Latin America and Asia that encouraged exploration and development by revising mining and tax laws and regulations increased, thereby increasing investment opportunities for foreigners.

This report describes a sensitive, proportional temperature controller developed by the Bureau of Mines that is useful in the temperature range from 40 to 400° C with an accuracy of ±0.10 C. A temperature controller of this kind is potentially useful for regulating temperatures in air chambers, liquid baths, furnaces, and reaction vessels, and for other applications. This instrument was developed to control the duration and temperature of the heating cycle of a charcoal-filled adsorber that is part of a special helium analyzer used by the Bureau. The controller was made from commercially available parts, and can be easily modified to provide continuous temperature control. The circuit is solid state and employs no electromechanical devices. Over a 2-year period of use as a component of the special helium analyzer, this temperature controller performed successfully and required no maintenance.

In investigating general problems that relate to the fuel resources of this country, and in testing fuels belonging to or for the use of the Government, the Bureau of Mines has given considerable attention to the efficiency and economic value of producer-gas power plants. Government inquiries during the past eight years not only have shown a very low fuel consumption per horsepower-hour for these plants but have demonstrated conclusively the possibility of utilizing commer- cially low grades of bituminous coal, lignite, and peat in plants prop- erly designed for the use of these fuels. The anthracite plant has been recognized as a commercial possibility for several years, although the cost of the fuel used has in general restricted these plants to com- paratively small units. The commercial development of the producer-gas power plant in the United States has been largely within the past six or eight years. In 1909 the United States Geological Survey published in a bulletin entitled "Recent Development of the Producer-Gas Power Plant in the United States" a list of producer-gas power-plant installations. The data presented in that bulletin showed a strong development in this field and led to much conjecture as to the future of this type of power. Owing to the extensive introduction of the steam turbine, however, many persons predicted the almost immediate doom of the producer-gas plant. In addition to the inroads made by this formida- ble rival, the interest of the gas-engine enthusiasts became centered to such an extent in the oil engine that the gas producer was relegated to second place by many and absolutely abandoned by some. During the past three years the belief of many who were formerly firm be- lievers in the gas producer has been that this type of power has reached its height of development in this country and that from a commercial standpoint it can no longer be regarded as a complete success. Rock mechanics measurements indicate that the present two-bed mine design used at the Big Island trona mine, Green River, Wyo., results in stable workings. Vertical pressure changes in the lower panel pillars and horizontal pressure changes in the lower bed roof and floor indicated negligible upper bed mining influence. Pillar stresses stabilized soon after upper bed mining was completed. Strata movements in the pillar ribs, roof, and floor were also negligible and stabilized soon after completion of upper bed mining. Using tributary area theory, the confined core approach, and studies of model trona pillars it is shown that increased extraction ratio is possible. A program of gradually increased extraction ratio accompanied by simple measurements should result in a mine design that includes both higher recovery and long-term stability.

This report summarizes the results of several field tests conducted by Collins for the Bureau of Mines under contract SO122076 and contract H0232056. The field projects represent a part of Collins continuing effort on a broad study of coal mine communications. These experiments analyze the propagation characteristics of radio signals in a working coal mine environment. The intent of the program is to provide basic propagation loss characteristics by which we may evaluate various approaches to an integrated mine communications system. The goal of such a system is to satisfy both operational and emergency communications needs in the mine. Field testing was conducted during the last week of November 1972, at a coal mine operated by Inland Steel Company, near Sesser, Ill, and in the Robena No. 1 Mine, Waynesburg, Pa, on 12 March 1974. The tests included uhf propagation losses and noise (200 MHz to 1 GHz) in the Sesser, I11 mine location and vlf propagation loss and noise (1 to 200 kHz) in both of the above locations. The basic experimental parameters were frequency, polarization, antenna type/orientation, and distance. The following reports treat the various aspects of the test programs in detail. Since different antenna configurations were used in the two mines, each report contains its own experimental predictions drawn from its corresponding test activities. A test equipment list and block diagrams of typical experimental setups for the tests of section 2 are contained in appendix A.

In 1992, as part of the U.S. Bureau of Mines Idaho Land Assessment Program, the Western Field Operations Center investigated the mineral resources of the 30,300-hectare Elk Summit study area. The area is in the Clearwater National Forest, adjoining the Selway-Bitterroot Wilderness in Idaho County. Idaho. The study area is underlain by granitic and metasedimentary rocks. Associated with these rocks are road metal (stone) resources, black sand mineral placer resources, and thermal water resources. Also present are abundant sand and gravel. Two of the five sites examined during the Bureau study have road metal (stone) resources, one has black sand mineral resources, one has thermal water resources. The fifth site is a black sand mineral placer occurrence. There is no evidence of petroleum or coal resources. Idaho County records indicate that 38 mining claims, mostly black-sand placer, have been located in the study area, Twenty-three of the claims are current. Workings consist of a few pits and trenches at the placer, and two borrow pits. The only mineral commodity produced from the area was about 1,500 tonnes of stone excavated from the Savage Pass and Swamp Creek borrow pits along the Elk Summit road, north of Hoodoo Lake. The stone was used to surface the road; these stone resources will continue to be used as needed.

The Bahamas Oil Refining Co. (BORCO) refinery in Freeport continued to operate at less than half its full 500,000-barrel-per-day capacity. Although owned through subsidiaries by the Carey Energy Corp (65%) and Standard Oil Co. of California (35%), BORCO is ineligible for participation in the Crude Oil Entitlements Program granted to companies operating within the United States proper or its territories. Like some other Caribbean refineries, BORCO has suffered a loss of normal market outlet due to the wt advantage afforded U.S. refineries by the Entitlements Program. Saudi Arabia, Nigeria, and Libya are the major suppliers of crude for the refinery. Its principal products, motor spirits, aviation fuel, distillate fuels, and residual fuel oils, were marketed in the United States and Puerto Rim. The Government-owned Bahamas Development Corp. and Burmah Oil Co. Ltd., held discussions pertaining to a renegotiation of Burmah Oil&apos;s management contract for the Grand Bahama Oil Transshipment terminal. The desired contract modifications were not made public but financial problems have plagued the terminal and its operation since construction started in 1972.

Perform laboratory tests to measure the vibration attenuation characteristics of off-road vehicle operator seats for various types of seat suspensions, cushions, and seat adjustment settings. Background A study was conducted by the U.S. Bureau of Mines to determine the probability of whole-body vibration (WBV) exposure for a large class of off-road machinery operating in surface coal mines. The study determined that mere than 40 pct of off-road equipment operators were exposed to WBV exceeding the standard fatigue-decreased-proficiency (FDP) level defined by the International Standards Organization in its guideline ISO standard 2631. The tire-terrain interaction of a moving vehicle generates vibrations that are transmitted through the ve¬hicle suspension, cab mounting, and seat. The final point of transmission of vehicle vibration to the operator is through the scat. A seat that provides good vibration isolation and allows good vehicle control is of prime importance to operator safety and health.

Coal mine roof failure is categorized according to character, trend, or pattern of occurrence. Two principal categories of failure are proposed--geology related and stress related. Geology-related failure includes both lithology and structure. Each of several subcategories reflects the probable cause of failure and thereby provides a basis for the selection of appropriate techniques for reducing the incidence of failure. These control techniques, depending on local conditions, may include supplementary support, destressing, reduction of mine air humidity, or a change in the customary support methods.

One of the most important considerations in any manufacturing industry is the production of stable material, that is, material which will not change in quality before it reaches the consumer. The manufacturer of gasoline, the refiner of crude petroleum, is handicapped in this respect by the varying nature of his raw material, but as far as it is commercially practicable, he has endeavored to improve his product, and in most cases he has been eminently successful. It sometimes happens, however, that a gasoline that is apparently normal when first made, will In time deposit small quantities of a gummy substance. The present Investigation was undertaken in the hope that it would throw some light on these gums and indicate how their formation might be prevented.
