In 1948 the United States became a net importer of oil. Coupled with an unpre- cedented domestic production of 5,900,000 barrels daily, imports approximating 500,000 barrels made available a total supply of 6,400,000 barrels a day. Thus, by herculean effort, the oil industry was able to meet an extraordinary demand at home and, in addition, to ship abroad almost 400,00 barrels daily of petroleum and products. The country's oil position now differs greatly from that prevailing at the be- ginning of World War II. Then, actual oil production averaged about 4 million bar- rels a day, and productive capacity probably was greater than 5 million barrels a day. As the demand of the military and industrial machine grew with the rising tempo of the drive toward victory, the United States not only met its own needs but pro- duced about two-thirds of the total oil requirements of the Allied Nations, excluding Russia. As a people, we can be deeply grateful that the Nation's petroleum resources were adequate and sufficiently developed to support such a tremendous effort. Even in those critical hours when immediate needs were the paramount issues, a prudent Congress paused to contemplate the importance of an assured long-term supply of liquid fuels. From these deliberations came the Synthetic Liquid Fuels Act of 1944, which authorized research and development work on new sources of oil coal, oil shale, and agricultural and forestry products. ce World War II, a civilian demand for 6 million barrels of petroleum prod- ucts has become the order of the day every day. By drilling as many as 39,000 new wells a year, the production rate has been increased enough to meet domestic require- ments by a bare margin. Some imports were necessary, however, to fill both domestic and foreign demands, and these doubtless will increase. Is this policy of exploration within the United States and the development of oil in foreign countries adequate insurance for the fulfillment of our future national needs? This question has two aspects one purely civilian and economic in character and the other significant from the standpoint of our national defense. There are now approximately 4,000 producing oil fields in this country. At first thought, it would appear that production could decline in a considerable number of these fields without materially affecting the over-all daily output. However, 48 percent of the oil comes from only 111 major fields which contain 50 percent of the total proved domestic reserves. It is apparent, then, that the flow from large fields - having proved reserves of 100 million barrels or more each must be sustained if daily production is to be kept at the present levels. Essentially, this means that new major fields must be discovered about as rapidly or perhaps more rapidly than the older ones lose productive capacity. From 1940 through 1947, only eight major fields with estimated reserves of more than 100 million barrels each, were discovered and proved - an average of one such field a year. The total estimated reserve of these eight fields was less than 1 year's supply at the present rate of use. As drilling continues, some existing fields ultimately will prove reserves larger than those now known. Without a pronounced increase in the num- ber of major discoveries, however, the prospects for increasing our present productive level are not encouraging. Any gap that appears between domestic productive capacity and demand could be filled with supplies from proved oil resources abroad. This report describes Bureau of Mines laboratory test results in electro-kinetic dewatering and consolidation of metal-mine mill tailings from five mines in the Coeur d'Alene, Idaho, district. Classified (coarse) tailings, slimes, and unclassified material were separately tested. Tailings were placed in 0.3 ft3 plexiglass models, and dc potential was applied until dewatering ceased. Time-oriented measurements of water removal, changes in resistivity, and power consumption were recorded during the dewatering process. Moisture content and density of the dewatered material at test end indicated the method to be generally effective for all materials examined, but best results were achieved with well-mixed unclassified tailings.

MINE fires are usually extinguished by constructing seals in the approaches to the areas to exclude air from the fire areas, which smothers the fires in an oxygen-depleted atmosphere. Seals should be substantially constructed and made as nearly airtight as possible and should be provided with a sampling pipe so that samples of the atmospheres behind the seals may be collected at regular intervals. Methods of constructing seals and of sampling and analysing mine atmospheres are fully described in Bureau of Mines publications. (1, 2). Information obtained on the composition of atmospheres behind fire seals is helpful in determining if a fire has been extinguished or if there is any danger of an explosion when a fire area is being sealed or unsealed. The progress of a mine fire can best be determined by studying percentages of carbon dioxide, carbon monoxide, and hydrogen in the atmosphere behind the seals. Hydrogen will be formed in a bituminous- or subbituminous-coal mine when the temperature exceeds 480° F. and in an anthracite mine when the temperature exceeds 660° F. (3). Carbon monoxide and carbon dioxide are both products of combustion of coal, wood, or other organic compounds. The presence of carbon monoxide has long been accepted as an indication of a mine fire. A sealed fire area should not be reopened until the carbon monoxide has disappeared. Trends in the percentage of carbon dioxide are also useful in determining the status of a mine fire. Carbon dioxide is sometimes liberated by rock strata. In this case, carbon dioxide in the atmosphere behind a seal will be from two sources-the rock strata and the fire. When the, fire is extinguished, carbon dioxide will be liberated from only I source, the rock strata, and when the percentages of carbon dioxide are plotted, the slope of the curve will not be as steep as when this gas was being liberated from 2 sources. If the only source is the fire, the percentages of carbon dioxide will gradually decrease after the fire has been extinguished. By studying analyses of a mine-fire atmosphere, it is possible to determine if the atmosphere is explosive; if the mixture is capable of becoming explosive when mixed with air; and if the mixture can be made nonexplosive or be prevented from becoming explosive by being mixed with an inert gas. These factors can be computed mathematically or determined graphically. The mathematical calculations advanced by Ash and Felegy (7) are discussed, and graphical solutions of their equations are presented. It is believed that the graphical solution will be extremely helpful in determining the characteristics of a mine-fire atmosphere when fighting a fire, because the results can be obtained in a matter of minutes, and there is less likelihood of an error being made under the stress incident to control efforts. The experimental and theoretical work upon which the formulas are based have been adequately described and are not discussed at this time (5) (6).

The Anaconda Pintlar Wilderness has a significant mineral resource potential. Five deposits have resources totaling about 180,300 tons (163,600 t) containing silver, copper, lead, gold, and zinc. Another 11, not sufficiently exposed to allow resource estimates, may have additional mineral potential. No placer deposits are indicated. There is little potential for the production of sand, gravel, or stone; alternate sources are closer to markets. No oil, gas, uranium, or geothermal energy sources are known to be present.

A method of error analysis has been applied to the location technique of non-linear least squares iterative inversion in order to evaluate the resolving power of several seismic array configurations with various assumed earth models and errors and inaccuracies in arrival times. The results obtained demonstrate that lateral accuracies of location are improved significantly when the depth of the miner is known. Lateral location to within 100 feet appears achievable in many instances. If it is possible to refine earth models significantly beyond what has normally been assumed in this work by the use of on-site data, or if the mine is shallow (300 feet or less), accuracies of-about 30 feet or so may be attainable. Inaccuracies in earth models of about 5% are found to contribute much more heavily to these location inaccuracies than errors of a few milliseconds in picking arrival times; however, arrival time errors of 15-20 ms or above will dominate these model inaccuracies. The expected accuracy of location is found to fall off very rapidly as the miner moves outside the array. The strength of this effect depends markedly upon the geometry of the array configuration and can be reduced by careful design. Also, as the size of the array is increased, expected location errors within the array are not altered much, but continue to match the error associated with the smaller array over a larger area (assuming that all stations can still pick up the miner's signals). Better location accuracy, especially with respect to depth control is achievable in an earth where the velocity is depth-dependent (increasing with depth) than in one which is homogeneous. "INTRODUCTION The development of methods for determining the total quantity of crude oil that a given pool could be expected to produce in the future and the well-spacing and drilling programs most likely to result in the recovery of the maximum quantity of oil at the minimum cost became problems of acute concern to American oil producers and petroleum engineers during the second decade of the twentieth century, The United States faced what seemed at that time to be a serious shortage of petroleum, and it appeared that the constantly increasing demand for petroleum and its products could not be adequately supplied. Undrilled prospective acreage, which until then had been plentiful, seemed to be getting scarcer, competition was increasing, the margin of profit to the producer was shrinking, and the need for developing constructive policies of conservation appeared paramount. As a result of physical and economic changes then taking place within the petroleum industry prompted by the seemingly uncertain future, accurate knowledge pertaining to the probable future production of oil wells and of oil lands especially was needed and greatly desired. Furthermore, the need for obtaining the maximum quantity of oil from known fields caused technical information - which up to that time had not been deemed essential to the successful and profitable operation of oil lands - to be sought eagerly. The need for technical information, such as methods for determining future reserves of oil and the rate at which the oil could be obtained under a specific program of drilling, was emphasized further with the passage of the Revenue Act of 1918, and oil producers with enough income to place them in the taxable class were compelled, for the first time, to report their taxable income 4/ to the Treasury Department."

Measurements of surface magnetic field noise were made at various locations over the Geneva Coal Mine near Price, Utah, on June 12, 1973. The locations selected were on the surface over emergency locator beacons underground at depths between 350 meters (1150 ft .) and 488 meters (1600 ft .) . The surface terrain where these measurements were made was mountainous, and access was difficult. There were no power lines within several miles, and the weather was clear; therefore, the magnetic noise levels were about as low as will normally occur. Results of measurements of distant sferics indicate rather sharp cutoff frequencies below which broad- band, impulsive noise is attenuated. The mechanism of propagation for this noise above the daytime cutoff frequency of 3500 Hz and the nighttime cutoff frequency of 1700 Hz is deduced to be a waveguide formed by the D or E layers of ionosphere as an upper plane and the earth as a lower plane. The measurement systems used are similar to those used earlier. The technique is to record broadband, analog signals, digitize the data, and use a fast- Fourier transform to obtain spectral plots. This tech- nique is novel in that it can measure simultaneously all magnetic field energy within a limited portion of the spectrum for a limited time, and, after processing, reproduce the events occurring in that time interval in great detail .

Development of the mineral and energy resources of Afghanistan appeared to be a top priority of the Soviet-controlled Government in the country. In the Afghan Government's plan for 1980-81, the largest allocation in the development budget was for mines, industry, and energy (46.7%). In contrast, only 23.1% of the budget was allocated for agricultural development, despite the fact that the great majority of the population was dependent on farming. The mineral industry of Afghanistan consisted of the production of natural gas, cement, coal, fertilizer materials, and rock salt. Production levels for all of these commodities were down an average of 45% from those of 1978, before the Soviet invasion. Prior to the invasion, small quantities of asbestos, barite, and talc had been produced along with about 6,000 to 7,000 kilograms per year of lapis lazuli, a semiprecious gem stone. Afghanistan had supplied about 80% of the world's output of lapis lazuli. Following direct Soviet intervention, production of these minerals declined to near zero.

[Microscopic methods have proved to be valuable assets in the study of low-grade ores. While the chemical assay u a ally discloses tine total content of valuable metals in such an ore, a thorough knowledge of the nature of the ore should form the from which to prepare an efficient means of recovery. In the treatment of low-grade ores, inefficient recovery, as indicated bay the amount of valuable mineral permitted to go to waste in the tailings, is too frequently the rule rather than the exception, As methods of recovery become more efficient, many low-grade 10 mineral A posits suddenly assume o commercial significance, In much of this material the minerals are so finely disseminated and intermixed that identification even by microscopic methods is a difficult matter. The application of microchemical qualitative analysis with the aid of new device described in this paper, will solve many of the problems of identification encountered in the study of low-grade potential ores. In these ores, especially, the limitations of ordinary microscopic methods are liable to become very great. The microchemical tests obtained by applying a standard set of reagents to a polished knoting whether or not a tarnishing action develops, have considerable value but arc far from being infallible. "The Bureau of Mines has repeatedly emphasized the necessity of completely ""rock-dusting all coal mines, except anthracite mines, in every part whether in damp or dry condition."" Every open accessible part of, the, mine without exception should be thoroughly rock-dusted, including parallel entries, air courses, trackless entries, crosscuts, and rooms to within at least 40 feet of every coal face. Very few mines have followed this recommendation and warning, with the result that there have been explosions not only in mines which have not used rock dust but also in so-called rock-dusted mines. Following a number of mine explosions it has been reported that the mine was rock-dusted,"" whereas it is probable that only some of the haulage roads had been given a hurried application of rock dust and in most instances not as much as 5 per cent of the mine was really rock-dusted. That is not rock-dusting.Some conscientious, well-meaning mining men have felt that rock-dusting of haulage roads would effectively stop an explosion; however, when shown, through widespread explosions in mines ""well rock-dusted"" according to the above method, that leaving large areas undusted, furnishes paths through which a violent explosion may travel, these mining men have realized the necessity of thorough rock-dusting and have adopted this explosion-prevention method.The Mather Collieries mine, Pickands, Mather and Co., operators, at Mather, Pa., was the first mine in Pennsylvania to receive, full credit for rock-dusting under the new 'stringent ruling of the Pennsylvania Compensation Rating Bureau, the provisions of which require that:"

In its role of providing technical assistance to the mining industry, the Bureau of Mines' Tuscaloosa Research Center has conducted research to develop trapped miner location systems which would aid in locating miners trapped by underground mining disasters. Efforts to produce electromagnetic systems for the location of trapped miners underground and to communicate with them were surveyed, from the 1920's to 1981. Theoretical studies of through-the-earth electromagnetic transmissions are described as well as studies of the electrical characteristics of various rocks, minerals, and soil. Several trapped miner location systems are reviewed including the Westinghouse systems, the DEVELCO system, and an automated three-dimensional location system, and the phase difference of arrival technique. Tangential research, relevant to trapped miner location systems is described. A comprehensive bibliography covering all aspects of trapped miner, through-the-earth electromagnetic location and communications systems is appended.

The first well that produced commercial quantities of oil in the Cook Inlet Basin of Alaska was completed in 1957. Since that time oil production in the basin has increased rapidly and by the end of 1969 had reached an annual rate of 74 million barrels. Five major oilfields had been developed, and two additional discoveries awaited development. Estimated amounts of recoverable oil by primary and secondary recovery methods total 2.7 billion barrels, or 36 percent of the estimated oil originally in place. Repressurization by injecting gas or water in formations containing undersaturated oil has significantly increased the volume of recoverable oil. All production has been from formations of the Tertiary age; that much of it is from depths of 10,000 feet or more is unusual for Tertiary formations. The oils are low in sulfur and contain low to moderate amounts of asphalt.

This report presents the results of tests conducted by the U.S. Bureau of Mines to determine the transport characteristics of highly concentrated paste backfill mixes made from dewatered total mine tailings. The slurry concentrations of the mixes were all above 78 pct by weight with slumps ranging from 6.4 to 16.5 cm (2.5 to 6.5in). Laboratory material property tests and full-scale pumping tests were conducted using pipe diameters of 102,128, and 154 mm (4, 5, and 6 in) and a positive-displacement pump. The results indicated that the tested backfill mixes can be successfully transported as a stiff paste and identified the influence of and the interaction among the various mix and system variables.

Improved practice resulting from recent changes in the method of supplying compressed air and in pneumatic drilling equipment used in secondary drilling and in development work at the Morenci mine of the Phelps Dodge Corp., has resulted in improved safety conditions, as well as in a reduced cost per foot of drilling. A large stationary compressor installed outside the mining area and the compressed-air pipelines in the mine were replaced by portable compressor units. A self-propelled, self-contained drilling unit was obtained for drilling large footages where short moves were involved. Large wagon-drill units were replaced by faster and lighter drill machines and conventional bits by carbide insert bits. The safe practices employed in air drilling and in the related blasting and scaling operations have contributed to an excellent safety record at this mine. The complete sets of instructions listed in the company codes of safe practice aid materially in training employees.

Water pollution has been an integral part of most mining operations in the past. Most mine planners had designed their mining operations with little or no regard for prevention of water pollution. The main planning element was always the economics of mineral recovery. Quite often the cheapest means of mineral recovery resulted in the largest water pollution problems. Recent water pollution laws have introduced a new economic element - water pollution control costs - to be considered in mine planning. Water pollution control costs can be extremely high. Foresighted planning can minimize these costs and provide better water pollution control. Effective pollution control preplanning can eliminate pollution from active mines and minimize pollution that may occur after completion of mining. Presently available technology can practically eliminate water pollution by treatment of the mine water. Use of water treatment during mining has no effect on the levels of water pollution after treatment ceases and the mine is abandoned. Therefore, this section of the report deals with preplanning to reduce water pollution, both present and future, by using at-source control techniques. Proper planning of mining and pollution control techniques should follow the concept of a complete, comprehensive reclamation plan. This plan should have control measures designed for all phases of mining from initiation through completion. Preplanning involves acquiring complete information concerning the future mine site, defining the reasons why mining could cause pollution from the site, and determination of available techniques to prevent or minimize formation or transportation of pollutants. Location of haulage and access roads and other mine related facilities should be included in preplanning for water pollution control. 2. Preliminary Study - Initial Probing 2. 1 Introduction Initial probing of the mine passage is required prior to the emplacement of the sealant material or deployment of the seal checker system. Factors which are of interest in sealing and checking include a. size and condition of the mine passage b. location of the borehole with respect to the ribs c. the presence of water flows d. the proximity to an intersection The importance of each of these factors depends strongly on the sealant material. Because the sealant material had not been selected at the time of the initial probing study, a broad survey of probing techniques was conducted. The capabilities and limitations of each technique as they applied to probing through the borehole were identified. To facilitate this comparitive evaluation, Table I was prepared which lists all passage conditions which might affect the emplacement of sealant material in the passage. The most satisfactory techniques for observing each condition of interest are listed together with the effects of the observation on the sealing operation. Heats of formation of three crystalline oxides of rhenium (Re02, ReO3 and Re207) have been determined by the method of solution calorimetry, using an aqueous perchloric acid--ceric perchlorate solvent. Copper metal and cupric oxide were utilized as auxiliary substances. Heats were determined at 298' K for the reactions Re + 2CuO = Re02 + 2Cu, Re + 3CuO = ReO3 + 3Cu, and 2Re + 7CuO = Re207 + 7Cu. Standard heats of formation were derived using the value of -37.23 ±0,15 kcal/mole as the heat of formation of CuO. The standard molal heats of formation of the rhenium oxides were determined: Re02, -107.3 ±0.8 kcal; ReO3, -140.8 ±0.9 kcal; and Re207, -301.9 ±1.8 kcal.

Repair costs have been far below industry averages. Mine operations manager Pete Kesl credits the high availability and low repair costs to a succession of Product Support Agreements between RMG and Caterpillar dealer Cashman Equipment. He adds that good equipment and a high level of trust and co­operation between all parties to these agreements have been essential to their success at Round Mountain.

This final report documents the work done by Arthur D. Little, Inc. (ADL) on behalf of the U.S. Bureau of Mines, Pittsburgh Mining and Safety Research Center (PMSRC) , on Contract H0122026 (which began in August of 1971) . Under this contract ADL provided technical assistance to the Bureau on a task basis on virtually all aspects of the Bureau's programs related to present and planned emergency and operational communications and miner location systems for underground coal mines. The work consisted of in- dependent investigations, analyses, experiments, breadboard and prototype hardware development, workshops and technology transfer seminars on mine communications, and on-going evaluations and guidance related to the Bureau's contracted programs on electromagnetic noise, mine communications systems, and trapped miner location. This final report documents the work in two volumes, Volume I, "Emergency and Operational Mine Communications," and Volume II, "seismic Detection and, Location of Isolated Miners." The Tables of Contents of both Volumes are included in each Volume.
