The Department of Interior, U.S. Bureau of Mines performs the task of estimating the quantity of coal reserves existing in each state on a county by county basis. As a part of Information Circular 8655, the Bureau of Mines established the criteria for the uniform estimations of coal reserves and listed the most recent estimates of coal reserves by county and by seam. At the same time however, the Bureau recognized that these figures represented the upper bound with regard to the estimated actually usable or obtainable reserves. Recovery of these reserves are subject to the mining methods used and to the resolution of such problems as the use of poor quality coal and competition provided by conflicting land use. These problems, in practice restrict the recovery of the estimated quantities of coal reserves listed in IC 8655. Another impact, the subject of this manual, is the impact resulting from previous mining activities. In particular, many of the reserve seams included in the reserve estimates overlie or underlie mined-out coal beds. Portions of these reserve seams may therefore be unmineable or at best may have a reduced quantity of extractable coal. In order to improve the accuracy of the coal reserve base estimates, the Bureau of Mines funded an effort1 to develop a systematic methodology for estimating the coal loss associated with the impact of previous mining activity. The coal loss calculation model (CLCM) described in this manual is a result of that effort and addresses the percentage of coal loss in reserve seams due to previous overmining or undermining.

The Bureau of Mines is investigating a dewatering technique for coal-clay waste that uses a flocculant, polyethylene oxide (PEO). This flocculant forms strong stable flocs that can be dewatered on a static screen. A field test unit (FTU) using this technique was operated at approximately 400 gal/min, using a waste stream from the flotation circuit of a coal preparation plant. Consolidated coal-clay material con-taining 55 to 60 pct solids was produced when the flotation circuit slurries of 2.7 to 8 pct solids were treated with 0.1 to 0.3 Ib PEO per ton of solids. The FTU was also operated at 64.5 and 87.5 gal/min using a portion of the underflow slurry from the preparation plant's thickener. Consolidated coal-clay material containing 55 to 60 pct solids was produced when the thickener underflow slurries of 19 to 24 pct solids were treated with 0.08 to 0.2 Ib PEO per ton of solids. PED-treated materials continued to dewater when placed in a pit.

Research on coal cutting at the Bureau of Mines Twin Cities Research Center (TCRC) has evolved from a purely mechanical approach, specifically to reduce dust or frictional methane ignitions, into an understanding of the complexity of the cutting system relationships. Achieving an understanding of these relationships requires a wide variety of testing techniques and equipment. Laboratory facilities and the associated equipment exist for shallow to deep cutting in both coal and coal-inclusive rock with any desired bit type. Research efforts with this equipment are providing insight for significant advances to help solve the problems of pneumoconiosis and frictional ignition. This effort will ultimately affect both respirable dust and methane ignitions at the face through better bit design and will increase the salable percent of run-of-mine (ROM) coal processed. It will also affect the design of rotary-drum cutting continuous mining machines (CMM) and longwall machines. This report describes the main features of the coal cutting research facilities at TCRC.

Carpenter, professor of metallurgy, Colorado School of Mines. Coal samples from the Northern Colorado field used in the stoker during 3 years of service were supplied through the cooperation of N. C. Brooks, secretary, Northern Colorado Coals, Inc.This report describes the development and practical tests made on a small stoker-fired system for heating service water automatically. The system was designed to take advantage of the favorable reactivity of low-rank fuels, and the objective was to devise a combination of stoker, heat-receiving, and hot-water storage system Which would be automatic for at least 30 days without attention, while heating service water at minimum cost. The system was developed to a point where coal consumption was less than 10 pounds (or less than 100,000 B.t.u.) per day. The total operating cost of hot water for an average-family-was about $1.00 per month, with coal retailing at $6.00 per ton and electric power at 4 cents a kilowatt-hour. The heating system was designed for the utilization of low-rank fuels, but the general features of the double-tank system can be 'employed fuels, either gas or liquid fuels.The Subbituminous Coal and Lignite Section of the Bureau of Mines began investigations on the utilization of low-rank fuels in domestic appliances during 1939. Tests were made on various devices to find out if they were suitable for the low-rank fuels. Most of the available appliances for burning coal have been designed for the higher-rank fuels, and they are not well-suited for burning the lower-rank coals at maximum efficiency, because subbituminous coals and lignite have high bed moisture ranging between 20 and 40 percent by weight, which lowers heating value to the range of 10,000 to 6,500 B.t.u. per pound. They are noncoking, and the ash content ranges between 4 and 6 percent, with a fusion temperature of about 2,0000 F."

Blasting operations are an essential element in the recovery of our Nation?s mineral resources. The mining industry uses billions of pounds of explosives annually. The majority of blasting occurs in surface mining operations. Blasting results in the fragmentation and often the projection of rocks. Frequently, the rocks are thrown beyond the expected limits. Flyrock and failure to secure the blasting area dominate blasting-related accidents in mining, especially in surface mining. Blasting accidents in the mining industry tend to result in critical injuries or fatalities. Accident reports and information collected from the Mine Safety and Health Administration (MSHA) and other government agencies provide supporting evidence. According to the data collected, blasting-related accidents (in mining) were 11 times more severe than all other types of mining accidents. Blasting accidents are not unique to mining operations - the same situation exists in the construction field. In this paper the authors have compiled a list of the primary causes of flyrock and the failure to secure the blast area. In the next phase of this project, typical blasting scenarios will be reviewed which will highlight the main reasons flyrock and/or lack of blast area security occur. This will alert miners and construction workers to the current problems/hazards associated with blasting and to identify other safety measures to protect personnel.

The Malheur-Jordan Resource Areas (MJRA?s) is a tract of approximately 6.5 million acres of federal and non-federal land in the southeast corner of Oregon. This study evaluated the Resource Areas' economically recoverable mineral potential based on geological estimates provided in the USGS report (Smith, 1994). The mineral terranes are believed by geologists to contain undiscovered resources. The geological data is probabilistic; with estimates of the possible number of deposits and their grades and tonnages. Possible future development scenarios range from no development to numerous mines. Based on the analysis performed on these terranes, the most likely (in a statistical sense) future scenario for the resource areas would include the potential for two medium sized, predominately gold, mines. These would supply direct and indirect employment of up to about a thousand workers.

The Bureau of Mines conducted column-leaching tests on 25 domestic Mn ores to determine the feasibility of extracting Mn by in situ or heap leaching with dissolved sulfur dioxide (S02) solutions. The ores tested were obtained from deposits in Arizona, Arkansas, California, Colorado. Maine, Minnesota, Nevada, and South Dakota. Dissolved S02 was found to be effective for leaching Mn; extractions greater than 90 pct were obtained with solution application rates of 1 mL/min from uncalcined, minus 2.5-plus 1.3-cm ore pieces. Leaching these ores with solutions containing only 5-wt-pct S02 and no added H2S04 resulted in Mn being selectively extracted over Fe except when Fe was present as goethite or siderite. Ca solubilization was inhibited by controlling the solution application rate (1 mL/min). The rate of leaching was found to be principally dependent upon the rate at which the leaching solution can penetrate the ore, since the solubilization of Mn upon contact with S02 was observed to be rapid. Despite low water permeabilities of the ores (as low as 10-2 to 10-4 darcy). greater than 90 pct of the Mn was extracted from even the largest ore pieces tested (approximately 10 cm in diameter). It appears, therefore. that leaching Mn opens up the pores, allowing penetration of the leach solution into the ore pieces.

Brief history of photography Silver- based photographic materials are made for many applications that require different photochemical and physical response characteristics and a wide variety of formats and sizes. All of these products are laminates consisting of a surface-treated support and bonded gelatin layers. Two basic types predominate - films and papers. Films have transparent or translucent plastic supports (mostly cellulose tri-acetate and polyester), while papers have mostly a paper core coated with polyethylene resin layers on both sides (RC type). The front layer contains white titanium dioxide to provide high reflectivity and the back layer a matting agent. However, a few so-called fiber base papers are still supplied. These have a high quality paper base coated with a baryta layer ; i.e. a gelatin layer containing white barium sulfate. The manufacture of photographic film and paper supports requires special procedures and equipment, because of the severe requirements for chemical purity, optical integrity and uniformity (see Table 1 on page 10 for a list of the principal makers of film and paper supports).

The U.S. Bureau of Mines (Bureau) is currently conducting a four-year study to assess the mineral resources and the mineral development potential of the 5.7 million acre Valdez Creek Mining District (VCMD) located in southcentral Alaska. The VCMD study is part of the Bureau's ongoing statewide mining district evaluation program. This report is a summary of the 1988 field work. The field work involved collection of reconnaissance placer and rock samples, and also involved sampling and examination of the mines, prospects, and mineral occurrences which were identified by literature research of the geology, exploration history, and mining history of the district. During the 1988 field season, Bureau personnel spent a total of 11 weeks in the field, collected 1,006 rock and placer samples, and located, mapped, and sampled 106 of the known mineral occurrences. The Bureau has visited 243 of the 250 known mineral occurrences during the course of the VCMD project. Reconnaissance sampling for placer occurrences resulted in the identification of 4 previously unreported gold placer occurrences, and identification of 5 occurrences that contain detectable levels of platinum or palladium. Reconnaissance sampling for lode sources of base and precious metals resulted in the identification of 5 new Lode gold-silver occurrences, identification of 2 occurrences that contain elevated quantities of chromium, cobalt, nickel, palladium, and platinum, and identification of one occurrence that contains elevated quantities of copper, molybdenum, anti zinc.

The Bureau of Mines has developed a pallet loading dust control system designed to lower the dust exposure of workers during the bag stacking process at mineral processing facilities. The system makes bag stacking much easier because the pallet height remains constant throughout the entire bag stacking cycle through the use of a hydraulic lift table. The system uses a push-pull ventilation technique to capture the dust generated during bag stacking. A low-volume, high-velocity blower system operating at approximately 150 cfm blows a stream of air over the top layer of bags on the pallet. The blower system is composed of two 3-in air jets (approximately 1,200-ftjmin velocity) directed toward an exhaust system on the opposite side of the pallet. As these air jets travel across the pallet, they entrain the dust generated during bag stacking. The exhaust ventilation system pulls approximately 2,500 cfm of air and dust through the exhaust hood. This exhaust air can then be dumped into a baghouse ventilation system, or filtered before being discharged outside the mill. During a laboratory evaluation, a 70-pct dust reduction was recorded for the bag stacker. The system was then evaluated in an actual working environment. The first field evaluation was performed at a silica sand operation in which one worker performed the entire loading and bag stacking process. This worker's dust exposure was lowered 76 pet when using the new pallet loading system. The second field evaluation showed only moderate dust reduction, but this was mainly attributed to an overriding problem associated with background dust and the cleanliness of the bags. From both the ergonomic and production standpoint, the system was well received by both the workforce and plant management.

This paper is the third of a series recording the results of tests made at various quarries throughout the United States to determine (1) the relation between the size gradation of feed to, and product from, primary crushers, (2) the particle shape of the crushed. product, (3) the differences in gradation and particle shape produced by different types of primary crushers, and (4) the differences in gradation and particle shape caused by crushing different kinds of stone. Progress reports 1 and 2 dealt with comparisons of different types of crushers crushing the same type of stone. This report deals with relation¬ship between feed and product of two different limestones, as to size distribution and particle shape, when crashed in the same crusher.

Reports received by the Bureau of Mines, Department of Commerce, from State mine inspectors, for November, 1930, showed that 219 men were killed in the coal mines of the United States during the month, an increase of 25 over the previous month and 33 over November, 1929. On the other hand the production of coal decreased, the output of 43,329,000 tons in November being 8,397,000 tons less than in October and 9,005,000 tons less than in November a year ago. The larger number of fatalities accompanied by a smaller output of coal resulted in a higher death rate4 per million tons in November than in the same month last year or in October, 1930. The November rate was 5.05, as compared with 3.55 for November, 1929 and 3.75 for October, 1930. The increase in the rate for the industry as a whole was chargeable entirely to bituminous mines,, as the anthracite mines had fewer fatalities in November than in either of the previous months to which reference has been made. Reports for bituminous mines alone 'allowed that accidents at class of mines resulted in a death rate of 5.12, based on 195 fatalities and a production of 38,122,000 tons. This rate indicated an increase of 55 per cent over the rate for October, of the same year, and 72 per cent over the rate for November, 1929. The October record was 146 fatalities and 44,150,000 tons, and that for November a year ago was 138 deaths and a production of 46,514,000 tons. Twenty-four deaths occurred at anthracite mines in November, 1970: the output of coal was 5,207,000 tons, hence the rate was 4.61 per million tons. During the corresponding month a year ago there were 48 deaths and 5,820,000 tons of coal produced, which indicated a death rate of 8.25. In October, 1930, the death rate was o.34; based on 48 deaths and 7,576,000 tons.

This Bureau of Mines report surveys the various methods that have been used to determine enthalpies and gives information on the organizations with such capabilities. The minimum information required for developing an enthalpy diagram is presented, and the relative merits of the various methods are discussed. It is concluded that methods that require no mass flow rate or energy measurements are to be preferred.

"INTRODUCTION During the past few years, the development of millisecond-delay electric blasting caps has made possible a more flexible control over timing the firing of individual charges in blasting, The use of these caps has proved especially productive in quarry blasting and in numerous construction operations, but their use in underground mining is developing more slowly, although in some cases, as the solution to a difficult breaking problem, they have been well-received. When used in metal-mine drifts, the general objection is that the broken rock is thrown too far. In nearly all cases, however, use of millisecond-delay caps results in better fragmentation of the rock and a lower powder consumption per ton of rock broken.Prom 1949 to 1952, several series of experiments were conducted at the Mount Weather, Va., Experimental mine in conjunction with driving a 6- by 10-toot ventilation raise. 3/4/ The raise-round experiments in this 238-foot shaft, using millisecond-delay electric blasting caps in various drill-round patterns, are the subject of this report.SUMMARY AND CONCLUSIONSAll rounds discussed in this report were drilled in the hard rock (epidosite and greenstone) of the ventilation raise at Mount Weather Experimental mine (figs. 1 and 2). The drill-round patterns varied from 28- to 32 holes and from a V-cut design to one having no cut boles at all. With the exception of the first two rounds, all blasting was done with millisecond-delay electric blasting caps. In all rounds 60-percent ammonia gelatin dynamite was used and holes were stemmed with two cartridges of sand stemming."

This Information Circular from the National Institute for Occupational Safety and Health (NIOSH) documents and supplements the information presented in a series of workshops held during 2002 and 2003. The primary intended audience consists of all who are involved in developing and conducting miners' training. According to the Mine Safety and Health Administration (MSHA), mine operators reported 240,000 full-time equivalent workers and independent contractors reported 42,000 full-time equivalent workers working on mine property during the year 2000. Unfortunately, these workers have a relatively high risk of suffering serious work-related injuries and illnesses. The mining industry has the highest rate of occupational fatalities among all U.S. industries. The fatality rate is 30 deaths per 100,000 workers compared to 4.6 for all private industry (Morbidity and Mortality Week Report, 2001; NIOSH, 2002). Compared to workers in other industries, miners also have a relatively high rate of nonfatal lost-time injuries, and their injuries tend to be more severe (Bureau of Labor Statistics, 1999). Many miners are also exposed to significant health hazards, including coal and silica dust, diesel exhaust, and noise. More than 1000 U.S. miners die of lung disease each year (NIOSH, 1999). Mine safety and health professionals have long recognized training as a critical element of an effective safety and health program. Federal regulations (30 CFR, Parts 46 and 48) require mine operators to provide initial safety and health training to all new miners, as well as a minimum of 8 hours of refresher training each year. The time and money being spent to train U.S. miners is substantial, and so there is a strong and steady demand for new and better mine training materials and methods. A growing concern among mine safety professionals regards the training of new workers. A major change in the mining workforce is anticipated within the next decade. In major segments of mining, especially coal, relatively few workers have been hired since the 1970's. Thus, as an entire cohort of miners in the current workforce nears retirement, the replacement of these employees will require an influx of new workers. New miners may be young people who lack the ability to recognize and respond to mining hazards in an appropriate manner. They may also have had different educational experiences than their older counterparts. Many safety professionals believe that these two cohorts require different approaches to training. The papers in this report should help prepare mine trainers for the changes about to occur in the workforce and acquaint them with strategies they can use to enhance the effectiveness of their training. The first three papers present basic principles for teaching adults. The five remaining papers are intended to illustrate how these principles can be applied to the development and imple¬mentation of effective training for miners. Below is an overview of these papers. 1. Kowalski and Vaught review the process and principles of adult learning. The learning model they present includes a discussion of goals, content, delivery, assessment, and remediation. Adults are viewed as active learners, experienced-based, expert in their own right in specific areas, independent, real-life centered, task-centered, problem-centered, solution-driven, skill-seeking, self-directing, and internally and externally motivated. Basic aspects of curriculum development are briefly reviewed. For further information about adult learning, see Camm and Cullen's paper. 2. Mallett and Reinke's first paper discusses issues related to training new miners who have recently or will soon be entering the mining workforce. These new generations of miners have different learning style preferences and training needs than Baby Boomers and other older miners. Even trainers who have been highly effective in the past should reassess their training styles and their classroom materials to determine if they are prepared to meet the needs of these young new workers. This paper provides information that will help mine trainers communicate across the generation gap. 3. Mallett and Reinke's second paper provide an overview of training evaluation. Trainers and decision-makers are given a framework for planning and assessing training evaluation strategies. The authors present Kirkpatrick's (2001) model of evaluation categories and discuss how to start an evaluation plan and various ways to collect data. They do not provide detailed instruction in evaluation methodologies, but give trainers a review of the things they need to consider when developing an evaluation plan. A good evaluation plan can inform revisions to a training course, assess trainee learning, and/or answer managers' questions about program effectiveness. 4. Brnich, Derick, Mallett, and Vaught discuss a technique for incorporating worker participation into fire prevention and safe equipment operation training. This technique involves development of short (5 to 7 minutes) videotapes coupled with toolbox talks that ground the content of the videos within the context of a miner's workplace. An example of one of these training modules is presented, along with the results of an evaluation performed on its effectiveness at improving miners' understanding of what types of information they should be sure to communicate during a mine emergency. 5. Wiehagen, Conrad, Friend, and Rethi discuss on-the-job training (OJT) as a method for teaching miners safety and production skills. Much of the training is done by experienced workers. This paper describes how small investments can help improve the effectiveness of on-the-job training. Effective on-the-job training involves some structure and planning in the transfer of responsibility for task performance from the trainer to the novice. Assisting the trainer could involve helping develop up-to-date job analyses and offering strategies for teaching and evaluating job skills. Noise-induced hearing loss (NIHL) is the most common occupational illness in the United States, with 30 million workers exposed to excessive noise levels [NIOSH 1996] every day. Of particular concern is the mining industry; which has the highest prevalence of hazardous noise exposure of any major industry sector [Tak et al. 2009] and is second only to the railroad industry in prevalence of work-ers reporting hearing difficulty [Tak and Calvert 2008]. This document is for operators, safety personnel, and mechanics in the mining industry who are not specialists in noise control engineering or acoustics. Evaluations of successful and unsuccessful attempts at controlling noise on several large, underground metal mining machines are detailed to illustrate the basic principles of noise control. Once personnel understand the guidelines and principles of noise control, they will be able to ¦evaluate the extent of a noise problem; ¦determine the best approach to the problem; and ¦apply the most appropriate solution. Because of the insidious nature of NIHL, it can go unnoticed until a considerable loss of hearing has occurred. In some cases, diagnosis is delayed because an exposed individual claims to have become accustomed to the noise. In reality, that person may have already suffered irreversible hearing loss. Humans can hear sounds in the frequency range from about 20 to 20,000 Hertz (Hz). Within this range, NIHL usually begins in the frequency region around 4,000?6,000 Hz, the upper levels of the speech region. The first noticeable symp-toms include difficulty understanding higher pitched voices, such as the voices of females and children, and difficulty understanding certain consonant sounds, which are primarily high frequency in nature. The extent of NIHL varies depending on the level and duration of noise exposure and on an individual?s susceptibility; despite having similar noise exposure, individuals can experience differing degrees of hearing loss, or none at all. NIHL is almost always preventable. To reduce or eliminate the possibility of NIHL, an individual?s noise environment must be analyzed and appropriate action taken to reduce noise exposure.

A theoretical study of the heat-transfer characteristics of a dilute gas-solids mixture in an externally heated tube is reported. Detailed equations are developed describing the system, and a numerical method is presented to solve the equations using a digital computer. The methods are applied to a system containing fine coal particles entrained in hydrogen, flowing through a hot tube. Heat-transfer coefficients and several other physical constants are evaluated in detail.

In view of the current interest in the constituents of low-temperature tar, the Synthesis of three known xylenols and their hydroxyacetic acid derivatives has been undertaken by the U. S. Bureau of Mines. One of these xylenols, the 1,3,2 derivative first reported by Steinkopf and Höpner,4 has been described by Brown and Branting.5 The other two derivatives, the 1,3,5 first reported by Schütz6 and the 1,2,3 reported by Steinkopf and Höpner, have now been studied in greater detail. In the present work the synthesis of 1,2,3-xylenol and 1,3,5-xylenol was repeated, with some improvements in the former. The hydroxyacetic acid derivatives were also prepared, and it was found that while the melting point of the 1,2,3 derivative agreed with that of Steinkopf and Höpner. that of the 1,3,5 derivative was found to be 111° instead of 85 to 86° as reported by Schütz, by Steinkopf, and later by Bruckner. The discrepancy between the melting-point figures is doubtless due to differences in the purity of the xylenols used in the synthesis of the acids. Schütz obtained his 1,3,5 acid by recrystallizing an impure sample obtained from a mixture of xylenols. The difficulty of obtaining a pure acid by starting with a mixture is demonstrated by Bruckner, who despite painstaking efforts was unable to obtain the pure 162.5° melting 1,2,4 isomer from a mixture that persistently melted at 138° C. Steinkopf did not repeat Schütz's work but merely used the latter's figures in compiling a table.
