Zinc is thought of as a cause of accretions in the shaft of the blast furnace, of hot tops, of the formation of "zinc mush" in the crucible and forehearth, of leach rich slags, of viscous slags, and of low capacity in smelting.

The present study was designed to explore the contribution of organizational climate and management practices to the injury experience in underground coal mines. A cross-lagged panel design was used in which miners from 22 mines completed questionnaires assessing 27 organizational climate, structure, and function dimensions on two occasions, The results strongly support the hypothesis that climate and management practice have casual effect on the incidence of disabling injuries.

"INTRODUCTION One of the various phases of the work by the U.S. Bureau of Mines, in its endeavors to minimize the hazards that attend coal mining, is the investigation of electrical motor-driven machinery. The object of this investigation is to foster the development of explosion-proof machines for use in gassy mines. This investigation is conducted under the provisions of Schedule 2C, which prescribes the inspection and tests made upon motors, controllers, and other electrical parts to determine their ability to withstand internal explosion without discharge of any flames. The method of conducting these inspections and tests is described in Bureau of Mines Bulletin 305, Inspection and Testing of Mine-Type Electrical Equipment for Permissibility, published in 1929. Formal approval of a machine for use in gassy mines is not granted by the Bureau of Mines until the machine is found to comply with the requirements, including inspection and test. When it is approved it is entitled to classification as a ""permissible"" machine.The high regard in which machines approved by the U.S. Bureau of Mines are held by engineers of other countries is attested by the growing number of shipments of permissible equipment; to other nations, including Australia, Russia, Norway, Japan, and Manchuria."

The Bureau of Mines evaluated corrosion resistance of Split Set friction rock stabilizer mine roof bolts to aid in better prediction of useful service life. Electrochemical corrosion testing was conducted utilizing an automated corrosion measurement system. Natural and/or synthetic mine waters from four uranium and two copper mines were the test media for the two types of high-strength, low-alloy (HSLA) steels from which Split Set stabilizers are manufactured, and for galvanized steel. Tests were conducted with waters of minimum and maximum dissolved oxygen content at in-mine water temperatures. Retrieved Split Set stabilizers were also evaluated for property changes. Galvanized steel was found to be far superior to the unprotected steel in general corrosion resistance; limited tests indicate little ten.dency to pitting, contrary to behavior for the uncoated steel. Copper-bearing HSLA steel was slightly more corrosion resistant than non-copper-bearing HSLA steel. Statistical analyses resulted in development of equations relating dissolved oxygen, chloride, sulfate, and magnesium contents of mine waters to corrosion rates of the two HSLA steels (nongalvanized). An equation was developed that relates corrosion rates of galvanized steel to mine water temperature and dissolved oxygen content. Variable conditions in mine environments make corrosion damage difficult to predict and emphasize the need for corrosion prevention and control.

"During the year which has passed since the last progress report on reduction of zinc by natural gas,3 the laboratory experiments on this investigation have been completed. In this concluding report, the whole subject will be reviewed and additional data presented.Chemical ReactionsIn a thermodynamic study of zinc smelting, Maier 4 discussed the use of methane for reducing zinc oxide, and predicted equilibria at various temperatures for the sore important reactions. The study has been extended to include the following list.Maier predicted that 870°C. would be the critical temperature above which reaction (1) would take precedence over reaction (2) and that reaction (1) at equilibria would be substantially complete at or above 927°C. A subsequent papers described experimental verification of these predictions and gave data on reaction rates under various conditions.It methane is passed through a heated bed of zinc oxide at a low enough rate reactions (1), (3), and (4) reach an equilibrium which can be expressed by reaction (10). The equilibrium concentrations for the products of this reaction in the temperature range 900° to 1100°C. were calculated by applying the thermodynamic constants to the stoichiometric relations. 6 The results of these calculations are listed in table 1 and shown graphically in figures 1, A and B. These data have major importance, and experimental work has shown that they are subtantially correct."

In 2006, a total of 4,573 stone mining operations reported employment to the Mine Safety and Health Administration (MSHA).1 Stone mines comprised 30.7% of all mining operations. ? Mines producing the primary commodity of limestone (crushed and broken) comprised the largest number of operations (n=2,042; 44.7%). ? Stone mining operations were located in all states and territories except Delaware and North Dakota. ? Pennsylvania had the most stone mines (n=368; 8.0%), followed by Texas (n=342; 7.5%).

The Cuyuna range in central Minnesota has been the source of substantial tonnages of, manganiferous iron ores for almost four decades. To Increase the Nation's self-sufficiency in manganese reserves, the Bureau of Mines initiated a comprehensive investigative program to determine and develop the potential manganese reserves in the region. In the course of compiling all available information on the Cuyuna range, the Scallop-Todd lease appeared to be an area having favorable possibilities for developing substantial reserves of manganese. Early drilling on this lease indicated considerable tonnages of material relatively high in manganese. More recent drilling substantiated the size of the deposit but Indicated lower manganese values. However, beneficiation tests of samples obtained from the recent drilling indicated that the material was amenable to concentration.

The European Union (EU) completed a new directive 2002/44/EC1 called the Physical Agents Directive (PAD) that establishes action and limit values for hand-arm and whole body vibrations. The directive specifies that: “…workers shall not be exposed above the exposure ‘limit value’.” 1 and “…once the exposure action values … are exceeded, the employer shall establish and implement a programme of technical and/or organisational measures intended to reduce to a minimum exposure to mechanical vibration and the attendant risks…” 1 The PAD limit value is effective for new machines starting July 6, 2007 and for used machines by at least July 6, 2010. These requirements apply to the users of machines, but machine manufacturers will be challenged to provide machines and information to help the users comply with the directive. Caterpillar manufactures machines with the goal of enabling our customers to comply with all regulations dealing with health and safety. Caterpillar designs all of our machines to provide a safe, comfortable and productive work environment. This study was to determine if seat suspensions could provide a reduction in the vibration environment experienced by operators of Caterpillar mid sized (<50,000KG) Track Type Tractors Methods Seat manufacturers were asked to provide seat suspensions that provide improved isolation over and above current seat suspension. Each supplier was provided with ride profiles and was asked to demonstrate the vibration reduction on a shaker table. Two suppliers provided suspensions that were compared with the current seat suspension in a field study. Three full factorial experiments were conducted. The first experiment was to evaluate overall suspension performance for four operations. The second experiment was to determine the benefit of the adjustable vertical damper at three different levels and the third experiment was to determine the effect of the fore/aft and side/side isolators. Six operators were used for the study. Acceleration was measured at the seat base and at the operator seat pad. Both the transfer function and the ISO 2631 RMS ride values were used to determine the seat suspension’s effectiveness of isolating the operator from vibration. A structured questionnaire was used to determine the operators’ subjective assessment of the seat suspensions. Results There was significant operator-to-operator variability in the vertical direction (>35%), however there was little variability in the fore/aft and side/side direction based on seat base

It is self-evident that conclusions based upon iron miners, so called, working largely above ground and employed chiefly in open-cut blasting ~perations or the management of steam shovels, etc., can not be made to apply to miners working continuously underground with an exposure of dust and other conditions quite similar to underground mining methods in the extraction of gold, silver, copper, lead, and other ores. The so-called "milling" process as practiced on the Mesabi Range may here be referred to, the same being explained in the report of the Immigration Commission to consist "in the sinking of a shaft on the edge of the ore body from which a tunnel is run in under the ore and connected with a vertical, funnel-shaped hole from under the surface, through which the ore is 'milled' down into the tramcars placed under the opening under the tunnel. After being loaded at the bottom of the funnelshaped hole, the cars are run out to the bottom 0.£ the shaft. where the ore is dumped into skids or elevators and raised to the ~urface and unloaded into the tipple, where it is loaded into thecal'S ready for shipment." It is properly pointed out that the so-called " milling" process employs some of the features of both the open-pit and underground methods of mining. For these and many other reasons it is self-evident that general statistics concerning iron mining are quite likely to be inconclusive and possibly seriously misleading. Aside from the foregoing the problem is seriously complicated by the extensive employment of foreign labor in the iron-mining ind ustries of the Lake Superior districts and of Negro labor in iron mining in Alabama. Within recent years, according to the report of the Immigration Commission, a considerable displacement has occurred in t~e quality of labor employed in iron mining, the displacement bemg referred to as "progressive," in that one race or group of races has entered the region and taken up the work offered in the lower occupations, the race or races already holdinz such positions having. moved up in the scale of occupation leaving the field to the newcomers. This statement is quite suggestive in that it indicates a comparatively short average trade life or trade exposure, quite at variance with the relatively long average ascer- MINES, QUARRIES, ORE REDUCTION, AND SMELTING. 377 tained for the iron mines of New <Tersey. It is said in the report of the Immigration Commission that- The Scandinavians and the other northern European races have given way to the Finns and Slovenians, and in the open-pit mines the Finns and Slovenians have given way to the south Italian, Montenegrins, Croatins, and other southern European races. In the underground mines the common labor and mining is chiefly done bv Finns and Slovenians because the races from the southern countries can not stand the heavy physical work required in this kind of mining. Here, too, is found the same upward movement, for formerly the English (Cornishmen) and Scandinavians' were in the lower occupations in the underground properties, At present the south Italians, Serbians, Montenegrins, and Croatians are performing the most menial work and are the races who are now at the foot of the scale of occupations. It is a matter of conjecture on the ranges as to who will push these races up or whether they will remain the commou laborers of the region. Inquiry was made into the prevalence of diseases OIl the ranges, but more with reference to outside sanitary conditions than to occupational exposure. The most common diseases on the ranges, however, were ascertained to be pulmonary tuberculosis and typhoid fever, and to a lesser extent smallpox and venereal diseases. With -cgard to pulmonary tuberculosis it is said that the disease is most Eevalent among the Finns and the Swedes, and is chiefly imported, I'here is no reference to a possible connection between disease occur- ~ence and occupational conditions, above or below ground, but there .s no evidence that this aspect of the iron-mining industry was made .he subject of a special investigation.

Mine planning for a new reserve is based on information obtained from exploratory coreholes. A critical component of an exploration program is the geotechnical evaluation. Poor assumptions about roof conditions greatly add to the risks of mining. Rock mechanics testing is central to a geotechnical exploration program. Typically, 3 to 5 uniaxial compressive strength (UCS) tests are made to characterize a particular roof unit at a given corehole. The average (mean) of these tests is taken as “The UCS” for that location. Isopach contour maps are then used to show spatial trends in roof strength. Two issues are raised by this traditional approach. The first is due to the large variability in UCS values that is typical even within a single unit from a single hole. The average UCS might be higher at Corehole A than it is at Corehole B, but the difference may not be statistically significant. The second issue is whether widely spaced coreholes can identify valid spatial trends in rock strength. The answer depends upon whether rock strength changes over distances that are longer or shorter than the corehole spacing. This is a classical geostatistical problem. While geostatics have been used to investigate many coal quality parameters, they have seldom been used to evaluate rock strength. This paper describes an extensive investigation of these issues conducted by the National Institute for Occupational Safety and Health (NIOSH) in collaboration with Peabody Energy. The study employed the Peabody Rock Mechanics Data Base which contains more than 10,000 individual test results. Data from four important roof units were subjected to statistical analysis: • Brereton Limestone above the Herrin 6 seam (Illinois) • Turner Mine Shale above the No. 9 Seam (Kentucky) • Sandstone above the Eagle Coal (West Virginia) • Shale above the Eagle Coal (West Virginia) The study did not find significant spatial trends in rock strength in any of the cases. Perhaps there are none, or perhaps the exploration coreholes were just too far apart to see them. These results have valuable implications for the design of geotechical exploration programs.

Crystalline silica (quartz, cristobalite, and tridyrnite) is regulated by the Mine Safety and Health Administration (MSHA) and Occupational Safety and Health Administration (OSHA) because of its potential for causing debilitating but nonmalignant lung diseases. In 1987, the International Agency for Research Against Cancer (IARC) conducted a review of the health literature and concluded that crystalline silica was a probable human carcinogen. As a result of this finding, OSHA was required to regulate crystalline silica under its Hazard Communication Standard (HCS). The standard requires that all materials handled by OSHA-regulated facilities be labeled according to the requirements of RCS and that workers receive proper training on the handling of the material if the crystalline silica content equals or exceeds 0.1 weight percent (0.1 %). MSHA currently is considering enacting its own RCS. This will be similar to OSHA&apos;s RCS. If the standard is enacted, most mineral producers will have to determine the respirable monitor filter and bulk crystalline silica contents of their ores and products so that workers and/or customers will know whether they are in compliance with the 0.1% HCS and/or the OSHA permissible exposure level (PEL) of 50 µg for an 8-hour workday for respirable crystalline silica as determined from monitor samples. Two major concerns with the RCS are the widespread occurrence of crystalline silica in nature and the suitability of current technology for routinely determining crystalline silica concentrations at the 0.1 % RCS level. Most ores are extracted from silica-bearing deposits and it is a common constituent of rocks and soils. OSHA&apos;s RCS will have the greatest impact on the producers of crushed stone, diatomite, dimension stone, gravel, industrial sand, perlite, pumice, pyrophyllite, sand, and talc because these materials frequently are shipped directly from the mill to the customer. MSHA&apos;s RCS would affect nearly all mineral producers. Those producers that have crystalline silica present in concentrations near the 0.1 % cutoff point will have the most difficulty with the analysis. Crystalline silica can be quantified at the 0.1 % level by X-ray diffractometry in simple systems containing one, two, and possibly three minerals if (1) none of the accessory minerals has X-ray diffraction reflections that coincide or overlap with those of crystalline silica and (2) the standard has a particle size distribution and crystallinity similar to those of the sample. In some instances, it may not be possible to determine the crystalline silica content of a sample with any degree of certainty using the recommended regulatory protocol. In all cases, it is recommended that a qualified mineralogist identify the minerals in a sample prior to any regulatory analysis. Additionally, the uncertainty as to whether some silica polymorphs should be classified as crystalline or noncrystalline and the suitability of metastable high-temperature standards, such as cristobalite and tridyrnite, for regulatory analysis at ambient temperatures should be addressed further. This overview is written both to highlight these problems and to serve as a guide for analysts, regulators, and industry personnel who are involved in the crystalline silica issue. It also covers some of the difficulties and/or shortcomings in quantifying crystalline silica, such as the ubiquitous mineral quartz, in the workplace.

Real gross national produce (GNP) grew at a seasonally adjusted annual rate of 2.0% in the fourth quarter (table 1). The restrained quarterly growth rate was the slowest in 2 years, and was substantially slower than the 2.5 % rate of the previous quarter. According to the U.S. Department of Commerce, the summer drought reduced the fourth-quarter growth rate by 1.1 percentage points. A growing trade deficit and a reduction in business investment were the key economic factors curtailing growth. The trade deficit widened by $6.8 billion, reflecting both a surge of imports and a slowing of exports. Business investment declined 3.7%, mainly as a result of a slowdown in computer sales. On a year-to-year basis, the economy grew at an inflation-adjusted rate of 3.8% for 1988, the fastest in 4 years, despite the drought. However, on a fourth-quarter-to-fourth-quarter basis, real growth measured 2.7%. Increased exports and business spending for plant and equipment accounted for much of the 1988 GNP growth. Employment continued to grow as the manufacturing sector added 414,000 new workers (table 2). Of these, the primary metals industry added 26,000 workers, and the clay, glass, and stone industry added 10,000. The civilian unemployment rate remained low throughout 1988, fluctuating between 5.3% and 5.4% during the last quarter.

The Siamese mining lew, which is cited as "The Sian Mining Act, 2461 (1919)," was enacted February 14, B. E. 2461 (A. D. 1919), corresponding to the ninth year of His Majesty's reign. This act replaces the Sian Mining Act of 1901 and repeals all edicts, decrees, laws, rules, and local customs relating to mining the terms of which are inconsistent with the new law. It shall in- clude all subsequent alterations or additions, as well as all rules issued by the Minister (of Land and Agriculture) already in force or to be brought into force publication in the Government Gazette to be deemed sufficient notice of any modifications or alterations. (Art. 1, 2, 5, 83, and 85.) Legislation passed recently amending certain provisions of the mining law for the purpose of controlling the sale of minerals is the mining amendment act, B. E. 2474, given August 21, 1931 (7th year of the present reign), which repeals provisions of the mining act, B. 3. 2461, and also all rules and regula- tions relating to mining that are inconsistent with the amending ect. Under article 25 of the mining amendment act, B. E. 2474, ministeriel regulations (of the Minister of Agriculture) were issued August 21, 1931. Further recent legislation, brought about by the agreement of the Siamese Government to become a party to the international tin restriction scheme (inter- national tin pool), is the tin and tin ore restriction act (Siam), B. E. 2474, which came into force on September 1, 1921, its purpose being to suspend the

Radon emanation coefficients of 0.02 to 0.55 were measured at moisture contents ranging from dry to saturation in eighteen different ores. The emanation coefficients rose from a minimum when dry to a plateau usually starting at 5-20 percent of saturation. A model, using measured pore-size distributions, suggested that the radium mineralization may be confined to annular layers about 0.02 micrometers thick around pores. Radon&apos;s diffusion coefficient was determined as a function of moisture. The techniques involved comparing a disc&apos;s exhalation as a function of time whether or not the disc had a distributed source. The model was free of approximations and included the effects of porosity and adsorption. An increase of diffusion coefficient with moisture for one or two ores was explained in terms of a model&apos;s equation for the diffusion coefficient in terms of both volume and surface diffusion. Radon&apos;s adsorption coefficient was determined on a uranium ore.

THE IMPORTANCE of infrared and ultraviolet-visible spectrometry in studies of the structure of coal and similar substances is described. Special experimental techniques have been developed for these studies. Thin sections of coal are preferred, but halide pellets are easier to prepare. Information obtained from infrared spectra on chemical functional groups has been discussed; the importance of both intensities and wavelengths of absorption bands has been emphasized. Functional groups assigned include aliphatic and aromatic CH, methylene and methyl groups, hydrogen-bonded hydroxyls, hydrogen-bonded and chelated carbonyls, phenolic structures, minerals, and aromatic structures that are benzenoid or polynuclear. Infrared studies of structures of coal extracts, distillates, and reaction products of various processes, both chemical and physical, are discussed. Coallike infrared spectra of chars of model compounds have been utilized extensively in studies of coal structure. Ultraviolet-visible absorption spectra of coals show a lack of fine structure and low spectral intensities. These results have been applied to the questions of the chemical and physical structure of coal, particularly the question of polynuclear aromaticity of coals. The color of coal is also treated. The physical-chemical origin of the color of coal may be due to free radicals, as interesting correlations of ultraviolet-visible spectra with electron paramagnetic resonance have been obtained. The optical color of coal has been explained and simulation of the color changes observed in thin sections has been carried out, The spectra and structure of coal derivatives and other carbonaceous materials are also discussed. Possible sources of error in absorption spectral measurements are pointed out. Limited measurements of the ultraviolet-visible reflectance spectra of coal are described.

High war-time prices stimulated interest n various sources, and domestic production increased rapidly. The year 1986 was not a good year for the world&apos;s mineral industry from several viewpoints. Levels of production, both of crude minerals and processed forms, registered declines in the cases of a greater number of commodities than the number that recorded increases. The overall value of world crude mineral production was estimated to have increased, but only very slightly in terms of constant dollars to nearly $997 billion. Although there were modest increases in the consumption of all major fuels and most major metals, the latter at least apparently resulted more from drawdowns of inventories than from increased production (fuel consumption increases did come from higher output levels), and consumption of most major fertilizer and chemical commodities (nitrogen, phosphate, and sulfur) were at lower levels than those in 1985. Prices for a number of mineral commodities declined, headed by the very substantial drop in world crude petroleum prices, but also including downturns for a number of metals and industrial minerals as well. There was insufficient information to reliably fix the level of the dollar value of world trade in minerals, for while output was up in the case of some large-volume materials such as iron ore, coal, and crude and refined petroleum, suggesting that the volume of trade in physical units may have increased, declining prices may well have offset quantitative gains.

Methods are described for filling underground cavities remotely with dry material pneumatically injected through a borehole to seal openings, prevent air movement, and reduce subsidence; this often brings underground fires under control by limiting the access of air. Large-scale tests were made in the Bureau of Mines Experimental Coal Mine, Bruceton, Pa., in an operating mine, and in an abandoned Pennsylvania mine. Supplemental trials were made aboveground in galleries and in the laboratory. The parameters studied include horizontal and inclined passageways, obstructions in the entry, water leakage into the borehole, dry material, and grout and slurry mixes. The materials studied were fly ash, crushed and pulverized limestone, and sand. Best results were obtained with dry fly ash, though satisfactory seals were obtained with the other materials. When a borehole is dry and ends at an open void, casing is not necessary. If more than 5 gpm of water flows in the borehole, if the void contains loose debris, or if coarse material is injected, a material feedpipe should be inserted through the borehole. Fly ash was most suitable for remote filling because of its low angle of repose (8°) and its good flow characteristics. The depth of borehole through which the fly ash is injected has no appreciable effect on the filling operation.

To be approved for use in underground coal mines in the United States, explosives and blasting devices must pass certain safety tests prescribed by the Federal Bureau of Mines. These tests are described in Schedule 1-G4/ (explosives) and Schedule 26A5/ (blasting devices). An explosive or blasting device that passes the appropriate tests is placed on the active permissible list. As this list is subject to continuous revision, it has been the practice of the Bureau of Mines to publish periodically the names of explosives and blasting devices that have been added to the active list, as well as those that have been transferred to the inactive list; changes in brand names also are reported. The present circular gives all explosives and blasting devices on the active permissible list as of December 31, 1957, and shows all changes, additions, and transfers in that list between December 31, 1951,6/ and December 31, 1957.
