"INTRODUCTION The tests described in this publication were planned to provide information on the explosibility of metal-powder dust clouds. This subject has become increasingly important because of the large quantity and variety of metallic powders now used for military and industrial purposes. To provide the increased amounts of metallic powders needed in the manufacture of munitions and to supply the demand created by the rapid growth of powder metallurgy, existing metal-powder plants have been enlarged, production schedules accelerated, and new plants erected. In some cases new methods of producing metal powders have been developed. This increased production and the development of new manufacturing methods have caused an increase in the number of metal-powder fires and explosions, with accompanying heavy loss of life and property. These have emphasized the need for information on methods of providing protection against hazards inherent in the production and handling of powdered metals. This paper gives results of laboratory inflammability and explosibility tests made to April 1, 1943, and is a progress report. Many descriptive details have been omitted purposely; they will supplied in a later publication, expected to be a Bureau of Mines bulletin."

This Bureau of Mines publication is designed primarily to provide mine engineers and production-level mine managers with the following: 1. Information to assist them in making the decision to retreat mine and in selecting the best retreat mining technique for specific mining conditions. 2. Information on mine planning that will enable them to design mine layouts for safe and efficient retreat mining. 3. Information that will enable them to develop a section foreman's handbook. The manual has been organized to gradually increase in level of detail as the reader progresses from beginning to end. Individuals interested in an overview of retreat mining can confine themselves to the first few chapters. Those interested in mine planning, should read the middle chapters as well. Those interested in the development of a foreman's handbook should read the entire manual.

This volume, the first of a six volume final report, provides an executive summary of the research and results carried out under a grant from the U. S. Bureau of Mines on underground coal mine ventilation. Under the project, a mine ventilation simulator was developed. Sensitivity of leakage and friction factors on the total quantity and pressure requirements was studied. The simulator was applied to a new mine under development, and to an operating mine, to demonstrate the usefulness of the simulator in ventilation planning and in evaluating proposed changes to existing ventilation system. This report presents results of a U.S. Bureau of Mines study of longwall gob material. The objective of this work was to determine material stiffness properties of the gob for use in numerical models of rock mass response to longwall mining, Photographs of actual mine gob were digitized to obtain approximate particle size gradations of gob material. The gradation curve was shifted down to a laboratory scale, and 20 uniaxial compression tests were conducted. Varying the maximum particle size was not found to affect the stress-strain behavior, but changing the gradation appeared to influence the stress-strain behavior. The stress-strain relationship of the simulated gob material was nonlinear, the stress-secant-modulus relationship was approximately linear, and the stress-tangent-modulus relationship was approximately a second-order polynomial function. Equations were generated from these curves, providing numerical modelers with a means to estimate gob moduli based on the stress level. In addition, the experimental data were statistically evaluated using multiple regression analyses, producing a series of equations to predict the secant and tangent moduli from the given stress level, bulking factor, rock strength, and thickness-to-width shape ratio of the particles.

A metal diaphragm pressure relay system was constructed to measure vapor pressures of the metal halides, oxyhalides, and other substances at temperatures up to 700° or 800° C. The vapor pressure of arsenic (III) oxide (As2O3) was determined to verify the reliability of the apparatus for such measurements. The data for the liquid AS2 Os (2820 to 4830 C) are represented by the equation, log Pmm = 6.875 - 2,929/T, from which the normal boiling point was calculated to be 461° C. The heat of vaporization calculated from this equation was 13.40 ±0.09 kcal/g mole As4OS and is essentially constant over the interval studied. The melting point of the octahedral arsenic (III) oxide was determined to be 278° C from the inter-section of the solid and liquid vapor pressure curves, A thermal analysis apparatus is also described by which melting and transition temperatures could be checked by a method independent of vapor pressure data. The melting points of the monoclinic and octahedral forms were determined to be 314.4 ±1.4° C and 278 ±5° C, respectively.

Jet is a substance of organic origin and has been defined by the U. S. Geological Survey as a "dense black lignite, taking a good polish, and sometimes used for jewelry". Jet is characterized by the lustrous, intense black surface it displays when polished. It is due to this property that the expression "jet black" is so commonly used to imply intense blackness.

The U.S. Bureau of Mines has been conducting a series of rock mechanics investigations at the Lucky Friday Mime in the Coeur d'Alene Mining District of northern Idaho. In the present study, the energy release rate (ERR) index was used to evaluate three underhand stope backfill parameters--cement content, density, and placement gap-to determine their influence on rock bursts. This index provides a relative measure of the likelihood of rock bursting for a given rock mass. It is known that the elastic idealization of the rock mass inherent in this method causes underestimation of stope closure and hence underestimation of the influence of backfill on rock bursting. However, this evaluation still showed that (1) changing from present practice to one in which backfill was omitted altogether would increase the ERR by 42 pct and (2) perfect placement of backfill would reduce the ERR below present practice levels by 28 pct. The easiest step toward perfect placement would be elimination of the placement gap, which accounted for half of the difference in ERR between present practice and ideal placement conditions. There was no indication that increasing initial fill strength through increased cement content would affect the ERR.

All general measures of the safety record of the coal mining industry worsened appreciably in 1970. Injury experience for the year was 260 fatal and 11,552 nonfatal injuries at respective frequency rates of 1.00 and 44.40 per million man-hours of worktime. The fatality total was 57 higher and the rate of occurrence was 18 percent higher than the corresponding figures of 203 fatal injuries with a frequency rate of 0.85 in 1969. The worsened fatality record in 1970 resulted primarily from a major disaster (a single accident which results in the death of five men or more) on December 30, 1970, that killed 38 men. There were no major disasters in 1969. The total of 11,552 nonfatal injuries in 1970 was the highest annual total since 1960. It was 1,635 higher and the frequency rate was 6 percent higher than the corresponding totals for 1969 of 9,917 nonfatal injuries occurring at a rate of 41.76. The injury severity rate of 8,308 days lost or charged per million man-hours was 13 percent worse than that of 7,359 in 1969. Similarly, the average severity of 183 days lost or charged per injury in 1970 was 10 days or 6 percent higher than in 1969. Aggregate worktime of 260.2 million man-hours and production of 609.8 million tons in 1970 were, respectively, 10 and 7 percent higher than in 1969. An average of 144,480 men were at work on an average of 227 active days in 6,316 mines and 544 mechanical cleaning plants during 1970.

The reaction between calcined dolomite and ferrosilicon has been studies with the aim of developing a continuous process for magnesium production. Small-scale tests were made in vacuum retorts similar to those used in the vacuum retort process as developed by Pidgeon (1)2/ and operated during the period of World War II in several Government-owned plants. Factors investigated with respect to the silicon efficiency were the reaction temperature, reaction time, amount of excess dolomite in the charge, and effect of adding sodium silicate to the charge to serve as a binder. Additional laboratory tests were made to study the reaction at elevated temperature but at atmospheric pressure. Silicon efficiencies exceeding 80 percent were found to result when operating in the temperature range from 1,750° to 1,800° C. for periods of 20 to 30 minutes.

Researchers working for the National Institute for Occupational Safety and Health (NIOSH) at the Pittsburgh Research Laboratory are developing ways to protect the health of miners. Part of that effort is devoted to improving the air quality in underground stone mines by developing ventilation techniques that can be used in these types of operations. The air quality in these large opening nonmetal mines can be significantly improved by using diesel particulate matter (DPM) controls along with sufficient ventilation quantities to remove contaminants. Practical methods of ventilating these underground stone mines can be accomplished by using mine layouts that course and separate ventilation air through the use of stoppings. The design, construction, and maintenance of effective stoppings in large openings have been a real challenge to mine operators. Several different types of stoppings have and can be used for this application. The choice of stopping design, material used, and construction techniques should be dependent upon a number of factors such as the intended life and effectiveness desired.

This report covers the results of a two-phase study to determine the feasibility of underground disposal of retorted oil shale. Two mining methods, chamber and pillar mining and sublevel stoping, were specified for backfilling. Phase I of the study covered the evaluation of hydraulic, mechanical, and pneumatic transport and stowing systems, individually and in various combinations, and the selection of the most feasible methods. Conveyor transport and stowing and a combination conveyor transport and stowing with pneumatic topfilling were selected for detailed study of phase II. Phase II activities included detailed engineering analysis and design of the selected systems, an engineering economic analysis, and a cost comparison with total surface disposal of retorted oil shale. An extensive literature search was conducted and the bibliography is included in the report. Research done under Contract No. J0265052 by the Cleveland-Cliffs Iron Co. For many years the Federal Bureau of Mines has been investigating fires and explosions in mines, tunnels, buildings, and hazardous processes of various kinds. Means and methods for controlling and extinguishing mine fires and preventing explosions and other accidents in many hazardous processes require the collection and analysis of samples of the atmospheres surrounding the sources of ignition. Complex mixtures of gases often encountered in mines, tunnels, and industrial processes may well presage imminent danger from explosions. This report discusses some practicable methods of utilizing the analyses of samples of complex mixtures of gases in their application to the many problems that arise from their presence.

This Bureau of Mines report presents the results of tracer gas studies conducted at three facilities where bagger hoods had been installed several years ago to remove airborne silica dust from the vicinity of the bagging operator. The studies indicated that for optimum benefits makeup air must be evenly dispersed, the hood enclosures and duct systems must be as airtight as possible, the average intake air velocity of each hood should be at least 200 fpm, and the hoods and duct systems must be properly maintained.

A few studies on the relationship of the fusion temperature of the ash on coke to that of the corresponding coal have been made on commercial high-temperature cokes. H. J. Rose3/ in 1921 compared the fusion temperatures of the ashes of 10 coals and the cokes produced from them and concluded that they were in such hose agreement that either figure could be used. More recently, Quarfort4/ found that the ash of coke fused at a somewhat lower temperature than that of the original coal. As the ash of a coal and that off tie coke produced therefrom have the same origin their chemical composition should be identical, provided that carbonization has not altered the inorganic, or ash-forming, constituents of the coal, and such alteration seems highly improbable. However, it has been shown5/ that coke is liable to contamination by iron during crushing and grinding preparatory to sampling. Pieters6/ found that coke ash was contaminated in this manner up to 0.4 percent. Extraneous iron would lower the ash-fusion temperature because such iron may form ferrous silicate, which is readily fusible.7/ These results provide a basis for the prediction that the ash of coke will fuse at a lower temperature than that of the corresponding coal, especially if the fine grinding of the coke was done by rubbing -surfaces of iron, as in a disk pulverizer or bucking plate.

This report concerns cooperative milling investigations of the Central mill of the Eagle-Picher Mining &. Smelting Co, The work carried on at the Central mill and the Rolla, Station shows that: It is possible to reduce the Central mill heavy-medium plant tailings by 0.05 to .15 percent zinc; the 3/16-inch to 10-mesh fraction of the jig feed can be treated by sink-float to obtain a tailing containing only half as much zinc as the jig tailing; Humphreys spiral concentration of the flotation tailing does not recover enough zinc to be economically attractive; and crushing and wet grinding of ferrosilicon for heavy medium are commercially feasible. The Eagle-Picher Co. operates extensive mines in the Tri-State area of Missouri, Kansas, and Oklahoma. The ore is milled at its Central hill, which also accepts custom ores. During the recent war the mill handled about 12,-000 tong- of low-grade ore per day. The company milled about 50 percent of the district tonnage and purchased nearly 90 percent of the custom ore. About 50 percent of the mill feed was from company mines. Zinc is the chief value in the Tri-State ores,-with Varying quantities of lead and cadmium minerals, as well as small amounts of germanium and gallium.

THIS REVIEW contains abstracts of the technical literature and patents dealing with the history, development, and commercial application of the Bergius and related processes for the hydrogenation, under greater than atmospheric pressures, of liquid and solid carbonaceous materials such as coal, lignite, their distillation and extraction products, pitches and tars, and petroleum and its distillation residues. An attempt has been made to include abstracts of all the published information on this process and of as much of the captured foreign documents and reports compiled therefrom as could consistently be reviewed during the time allotted for the work. Contact with the current literature and patents and review of the foreign documents will be continued and the information will appear in Synthetic Liquid Fuels Abstracts, which is being issued bimonthly as a Bureau of Mines publication. The material in this review is divided in two sections-literature (part I) and patents (part II)-and each of these is arranged alphabetically by author or patentee with further chronological arrangement under each author or group of authors. Secondary authors and patentees as well as assignees are cross-indexed to the main entry. In serial articles or reports the complete series appears in the alphabetical arrangement according to the author of the first member of the series. Succeeding members as well as secondary authors are entered as cross references; Titles of the journals are used as the authors in anonymous references. By following such a procedure, an author index is not required. However, a detailed subject index and a numerical patent list by countries are given as part III.

It is interesting to study the noise standards that have been promulgated in the US over the last decade or so. These regulations are likely to have long-lasting impact. The Occupational Safety and Health Administration (OSHA) Hearing Conservation Amendment (March 1983) continues to have influence not only in the workplace but in the debate over new regulations. Both the Mine Safety and Health Administration (MSHA) and Federal Railroad Administration (FRA) regulatory preamble documents state the desire to be consistent with OSHA. An examination of Table 1, which compares the major components of the three regulations and the 1998 NIOSH “best practices” criteria, depicts the extent to which that intent is met. There has been some regulatory activity in the last decade which may give some hope for evolution and updating based on the wealth of science that has occurred during the last quarter of a century since the OSHA regulation was enacted. However there has also been some “back-sliding” toward more lenient standards. The MSHA noise standard made regulatory progress in September 2000 by emphasizing engineering and administrative controls, followed by personal protective equipment, in the hierarchy of noise intervention. MSHA’s requirement for technician certification (today only available from CAOHC) strengthened the training requirements for audiometric testing in hearing conservation programs and MSHA also added the requirement of dual hearing protection at 105 dB TWA. There were many subtle differences between OSHA and MSHA based on comments and a desire to clarify some of the vague aspects of the OSHA noise standard, and meet the needs of the regulated mining industry. One example pertains to the ceiling for exposures. OSHA says, “no exposures >115 dBA,” which is interpreted to mean no unprotected exposures above that level, giving credit for the assumed effectiveness of hearing conservation programs, hearing protection devices and administrative and engineering controls. MSHA specified that a “P” code1 violation be issued for any protected or unprotected exposures >115 dBA. The Federal Railroad Administration (FRA) noise standard for railroad operating employees, which went The Modern Evolution of Hearing Conservation Regulationsinto effect February 26, 2007, was expressly based on the OSHA standard but also uses MSHA for comparison. The preamble states that the FRA defers to OSHA as the “primary regulator of noise in the workplace,” but also acknowledges the need for some departure from the OSHA regulation (FRA Preamble II.B). As an example, FRA requires testing at 8000 Hz “because it will allow employers to identify hearing loss sooner.” The FRA rejected MSHA’s hierarchy of noise controls in favor of requiring specific engineering interventions and focusing on appropriate hearing protection which would still allow communication and audibility, and identification of excessive noise through employee-filed “excessive noise reports.”2 Where OSHA has no specific mandate requiring employees to take advantage of the employer-paid audiogram, it has been traditionally a condition of employment and is generally accepted that OSHA-covered workers require an annual audiogram. MSHA addressed this issue in its preamble; however, they made no significant change. MSHA employers are required to offer annual audiograms but MSHA stopped short of requiring employees to comply with annual audiometric testing. Hydrogen sulphide associated with the gasps and vapors from certain crude oils now produced in the United States has forced a serious health and safety problem upon the petroleum industry. Although the presence of hydrogen sulphide in or occurring with Mexican crudes has been known for some time, it was not until recently that crude oils which give off poisonous amounts of hydrogen sulphide have been produced to any extent in the United State. The injurious effects of this poisonous gas were first recognized by the refiners along; the Atlantic and Gulf Coasts upon receiving shipments of crude petroleum from Mexico. The problem of combating the hazards of the gases and vapors given off by this petroleum become more important as the use of Mexican crude increased. In 1925, the Bureau of Mines and Public Health Service under cooperative agreement with the American Petroleum Institute, studied the causes rend effects of hydrogen sulphide poisoning. Bureau of Mines Bulletin 2312 is report of this investigation, and although written with special reference to refineries, it nevertheless contains much information that is of value to the producer of petroleum.

Tin mining on Seward Peninsula, Alaska, has been intermittently active since the early 1900's. Most of the recorded production (over 2,200 short tons of metallic tin) has been obtained from placer deposits, but recent production also has resulted from development of lode deposits associated with intrusive rocks occurring in the western part of the peninsula. Generally, the lode deposits containing tin minerals (principally cassiterite) are found in dikes, in granite masses, and in silicate zones in limestone overlying the granite. Both the placer and lode deposits have been of considerable strategic interest to the Government because of the almost total absence of a domestic supply of tin. The most important tin-lode deposit discovered to date is in the Cassiterite dike at the Lost River mine, on Cassiterite Creek about 85 miles northwest of Nome. This highly altered, rhyolite porphyry dike averages 12 feet in thickness, strikes N. 75° to 85° E., and dips steeply to the south; it can be traced on the surface for about 8,000 feet. Throughout its explored length of about 2,200 feet the dike everywhere contains some tin and tungsten in veinlets and disseminations; economic concentration of the are minerals, however, is confined to definite shoots. The ore minerals include cassiterite, stannite, hulsite, paigeite, wolframite, scheelite, and base-metal sulfides; gangue minerals include fluorite, boron silicates, and lithium-bearing minerals. Some ore minerals also occur in the numerous other dikes and in the granite and intruded limestone in and adjacent to the mine.
