What is known about manganese nodules and their potential commercial recovery is outlined in terms of economics, legal rights, environmental impacts, and mineral genesis. As a result of 20 years of accomplishments it is clear that nodules comprise a real resource, and that they can be collected in water depths up to 5000 m, for brief periods, and raised to a surface vessel at rates of production appropriate for scale model systems. Based upon information in the public domain at present there is more confidence in the nature and magnitude of the resource than in the ability to recover nodules commercially. A review of the literature suggests that the metallurgical processing of manganese nodules is technically feasible and that the associated costs are well predictable. What is less clear is the market outlook for the products. All "overlapping claim" conflicts have been resolved. Therefore, parties with a historic interest in nodule mining appear now to have the right to mine in the future, assuming they properly complete whatever exploration license obligations they may have.

A shipboard research system capable of operating in waters of up to 2,000 m has been designed and implemented by the Hawaii Undersea Research Laboratory (HURL), University of Hawaii. It uses a remotely-operated ocean bottom survey camera system, ROV, bottom TV grab, the PISCES V submersible, and a submersible emergency recovery system aboard the 225-foot RN KA'IMIKAI-O- KANALOA. All systems are operated from the stern of the KA'IMIKAI with a mounted Caley telearm and articulated A-frame system. The system was designed for multi-purpose use of the telearm for launch and recovery of the PISCES V submersible on a lift recovery line (with or without diver assistance), or night-time operations with an electro-optical cable using either the HURL ocean floor sidescan, or photo and video system operated at 10 m above the ocean floor. The 1.14-inch diameter cable is also used to operate the RCV-150 garage/ROV system. The garage/ROV system has also been designed to act as a submersible rescue system with a submersible lift capability.

Mining is a waste intensive industry, oftentimes producing hundreds of kilograms of waste rock and tailings for every gram of metal recovered. Disposal of mine tailings is a major concern in most mining operations. In Southeast Alaska the steep terrain and high seismic hazard province limits cost effective opportunities for land disposal of tailings. The lack of infrastructure and long travel distances generally limits secondary utilization of tailings, as well. Since the mines are located close to tidewater, submarine tailings disposal is an attractive option for tailings management. At the present time the EPA will not issue a permit that authorized marine tailings disposal from any mining process that includes flotation technology. Upland disposal is the "Best available technology" and must be used. Consideration of submarine disposal is generally precluded because the tailings are contaminated with fluids from the flotation process. However, when developing technological solutions to minimize environmental disturbance, destruction, pollution, and risk, submarine tailings disposal deserves another evaluation. In Southeast Alaska it may be the "Best available technology" based on an assessment of all issues and concerns in these mining projects.

During the last ten years seven applications for nodule-bearing areas of the World Ocean Floor International Region (IR) have been made by national companies of Russia (Yuzhmorgeologiya), France (IFREMER/AFERNOD), Japan (DORD), India (The State Department of Sea Resources Development), China (COMRA), Korea (KORDI) and the Interokeanmetal Joint Organization (IOM) of some East European countries and have been registered by the Preparatory Commission of the United Nations International Seabed Authority (ISA). Besides these groups registered within Resolution 11 of the Final Act of the III United Nations Conference on the Law of the Sea there are four international consortia registered in the USA [Kennecott (KCON), Ocean Mining Associates (DMA), Ocean Management Incorporated (OMI), and Ocean Minerals Company (OMCO)], which have interest in areas in the IR and can be considered as potential applicants. All registered areas (with the exception of the Indian Ocean) including the areas of potential applicants and also 6 areas, reserved for the ISA are located in the Clarion-Clipperton Zone of the Pacific Ocean. If within each area not less than one deposit of polymetallic nodule-bearing ores can be discovered, then, the total number of such deposits, for the present moment, is 20.

Since the mid 1970's, the science of remote sensing has invented and demonstrated sensors that hold unique promise for users that operate in the marine environment. Earlier, visible and infrared sensors provided images and temperature maps of surface conditions, but the 1970's introduced active (radars) and passive (radiometers) microwave sensors capable of penetrating clouds and operating day or night over the world's oceans. Space-based observation satellites permit these systems to span the globe many times each day, providing a view of the world's oceans and Arctic areas consistent with daily and, sometimes, hourly changes in the marine environment. Experimental satellites launched by NASA proved that such systems had great scientific merit, but, even more importantly, they could produce information valuable to marine transportation, fishing, and resource exploration and extraction. This latter subject includes the off-shore search and production of petroleum and natural gas resources and ocean mining as well. Nautilus Minerals, the world?s leader in exploration and development of deep ocean seafloor resources, is today focused on the recovery of high-grade copper and gold in seafloor massive-sulphide mineralization. These targeted mineralized belts, analogous to land-based volcanogenic massive sulphide deposits, are located near plate boundaries in the back arc basins of the Western Pacific. The first deposit to be developed by the company is located at a depth of 1,600 meters at Solwara 1, in the benign waters of the Bismarck Sea. This location lies within the territorial waters of Papua New Guinea. From 2006 to 2009 the company completed detailed environmental and geological studies at Solwara 1, culminating in a number of world firsts, including the first Environmental Permit granted for the extraction of seafloor massive sulphide deposits and the first NI 43-101 compliant seafloor massive sulphide deposit resource statement. Nautilus has relied heavily on proven deepwater technologies from the oil and gas industry in the design of its production system. Pipeline trenching units, workclass ROVs, deepwater production risers and drill cuttings removal systems will be adapted to initiate this new and exciting industry. Key contractors used by Nautilus on this innovative project have all been selected for their deepwater experience (gained in the oil and gas industry), creativity and determination to launch this new industry successfully. Innovation is at the forefront of Nautilus? success to date. This paper summarizes the progress to date of this development which will provide a new source of minerals for the world and which will contribute to sustainable growth for the future.

This is a part of the joint KIGAM-GNS-NIWA 3-year study of ferromanganese nodules on the Campbell Drift, east of Campbell Plateau to determine age distribution, growth rates and geochemical evolution in relation to geographic setting. During the research voyage SAA3 by R/V Tangaroa (TAN 9909) in July-August 1999, seafloor sampling and camera towing were conducted along the two transects across the known flow path of the Deep Western Boundary Current (DWBC) perpendicular to the lowermost margin of the Campbell Plateau and Bollons Seamount. The four major nodule facies, SHH (slope hydrogenetic nodules with high density), AHH (abyssal hydrogenetic nodules with high density), ADH (abyssal diagenetic nodules with high density), and ADL (abyssal diagenetic nodules with low density) were identified. Two additional minor nodule facies, SIB (slope irregular nodules with ice-rafted boulders) and SHB (slope hydrogenetic nodules with boulders and crust), of localized distributions are also identified.

Marginal seas of the Russian Far East constitute the northwestern segment of the Pacific underwater belt distinguished by distinct metallogenic specialization of shelf-extended ore-bearing magmatic complexes and associated polycyclic mineralization. The coastal part of this vast region is known to contain both multiple placer manifestations and deposits, and non-metalliferous minerals. The latter are sedimentary deposits, the products of weathering, which contain re-deposited placer minerals in industrial concentrations developed on the shelf by certain geological processes. The shelf part of the Far Eastern seas is a seawater-filled continental margin. Complex geophysical mapping and drilling from ships of shelf sedimentary thickness and foundation has revealed the units of contemporary and ancient relief accompanied by formation of industrial concentrations of placer gold, cassiterite, titanium-magnetite, zircon, monzonite, and other components at different stages of placer formation. According to the information collected by prospecting by ?Dalmorgeologia? Co. Ltd. and other companies, placer-host structures within trans-placer-concentrating structures (land-shelf) are: shelf-extended river plains, contemporary and ancient shorelines, beaches, drained areas, spits, bars, detritus deficit zones, and terraces and bodies accumulated underwater in the areas where along-shoreline flows unload their detritus. They all could be used as criteria/signs for mapping and targets for placer prospecting.

"Ferromanganese nodules are again of interest because of their high concentrations of Ni, Co, Cu as well as REE. With regards to an operational underwater mining industry, one of the main questions and important requests is to finding a method that can predict the abundance of nodules with high accuracy within reasonable time spans, without many requirements for ground truth data; and all these on an operational scale and ideally automated. In this regard, we present results of a study based on the combination of highresolution multibeam and optical data acquired by an AUV using specific machine learning techniques to reveal a detailed distribution of the Mn-nodules in correlation to the seafloor terrain. The accuracy of the method employed and results gained were validated and approved through comprehensive statistical analysis and by comparison to box-core data.Study AreaOur study area (AUV survey block G77) is located in the Clarion-Clipperton Zone (CCZ) (Eastern Central Pacific Ocean), an area that has been receiving international research and industrial attention for many years already (e.g. McKelvey et al., 1979; Bernhard and Blissenbach, 1988, von Stackelberg and Beiersdorf, 1991, Jeong et al. 1996). Block G77 covers an area of 9.5km2 in a depth between -4478m and -4536m. The area is characterised by gentle slopes 0-5° (0-3° in most of the area and only in the outer parts of the Block slopes can exceed 5°). The seafloor is characterised by moderate to low rugosity, the only exception being a small area in the eastern part, where sub-recent smallscale volcanic activity created 15 cone-shaped morphological features of up to 55m height and 150m width that are clustered in an area of 700 x 380m (Figure 1)."

Diamond production from the reworked beach and river channel gravels along the west coasts of South Africa and Namibia is well known throughout the world, not only for the exceptional quality of the diamonds, but also for the sheer scope of the operations. To date an estimated 140 million carats have been produced from the resource worth some US$40 billion in today's money terms. It is therefore not surprising that it didn't take long before the attention turned towards the possible extension of this valuable diamond resource on similar submerged beaches in the adjacent territorial waters of South Africa and Namibia. This has proved to be a very successful move as the marine production in Namibia today constitutes 48% of that country's total diamond production. Although small scale recovery of diamonds from the sea commenced in the 1950's, the first large scale production came from the operations of the Texan entrepreneur, Sam Collins, in the 1960's. The De Beers Group, which took over Sam Collin's operations in 1969 had all the concession areas, as well as the financial and human resources to tackle the new mining frontier in the correct way by years of data gathering (ie diamond reserves and seafloor terrain studies) before commencing with large scale mining operations in the 1980's. Those who are familiar with the beach mining operations along the South African and Namibian west coasts will have appreciation for the daunting task of surgically removing the payable portion of diamond deposits from the non-payable material on the one hand, and the complex uneven fractured and gullied bed-rock floor of the deposits on the other hand. Not to mention the additional complexities of large boulders and hard calcretised diamond gravel layers (conglomerate) which are sometimes associated with the deposits. It was a natural development that the sea diamond mining operations were approached with the known information of the land operations, attempting to duplicate land mining operations in the sea, but taking cognisance of the variations of the terrain in the different areas. Hydrogenetic Fe-Mn crusts play an important role in marine mineral-deposit research because of their widespread occurrence and high concentrations of valuable and rare metals. Most Fe-Mn crust deposits occur on the tens of thousands of seamounts found in the global ocean as well as on ridges and plateaus. Because of these circumstances, it is essential to clarify a number of outstanding issues with regard to Fe-Mn crust history and development, including controls on metal sources and concentrations. The first-order characteristics of Fe-Mn crusts as potential ore deposits include concentrations of metals (grade) and the thickness of crusts (tonnage), which vary depending on Fe-Mn crust structure and texture. Data on the structure, composition, age, and deposit characteristics will help define which factors are key for the creation of mineral accumulation and which combination of factors leads to the formation of potentially economic concentrations of metals. In this paper, we address the structure and characteristics of Fe-Mn crust stratigraphic sections collected from Central and Western Pacific seamounts. We describe the changes in mineralogical and chemical compositions of crust layers of different ages, the occurrence and regional distribution of these layers that correlate regionally, and reconstruct the paleoceanographic conditions that influenced crust growth.

INTRODUCTION Germany has a long history in marine research in the Indian Ocean. The first German scientific cruise started in 1964, followed by a series of state-sponsored research cruises between 1983 and 1995 leading to the first finding of polymetallic sulfides in the Indian Ocean. The research included regional bathymetric, geological, structural, volcanological, petrological and hydrothermal investigations along the Carlsberg Ridge and the Central Indian Ridge (CIR). Early environmental base line studies covered oceanographic and sedimentology aspects. In 2010, BGR took the initiative for the preparation of a license application for the exploration of polymetallic sulfides with the International Seabed Authority (ISA), and prospecting started in 2011 along the southern Central (CIR) and the northern Southeast Indian Ridge (SEIR) in the southwestern Indian Ocean (cruises INDEX 2011 on board R/V Sonne), INDEX 2012 (R/V Fugro Gauss), INDEX 2013/1-2 (R/V Sonne) and INDEX 2014 (R/V Pelagia). After three years of resource-oriented and environmental base line studies, BGR, in order for the Federal Ministry for Economic Affairs and Energy (BMWi), applied for an exploration license which was approved by and subsequently signed with the ISA in 2015. The license gave permission to start a detailed exclusive resource-oriented exploration program in the license area. The program includes the outline of potential ore deposits and a resource assessment but also extensive and detailed base line studies for the sustainable protection of the marine environment in the license area. The license contract has a fifteen years lifetime and may allow the application for a subsequent mining license. The exploration aims at the identification of inactive polymetallic sulfide deposits, formed below former discharge zones of hot hydrothermal fluids on the ocean floor (“black smoker” systems), by advanced and modern exploration techniques.

KIOST has developed the pilot mining robot, named MineRo ?? from early-2011 to mid- 2012. The robot consists of two unit-modules having an identical mechanical structure and hydraulic system. One unit-module has two track systems, two pick-up devices, two crushers, one lifting pump and one thruster. The pick-up device is fitted on the frame of the track device. All actuators are driven hydraulically, which are manipulated by valves and the controllers. Each unit-module is equipped with one dual HPU of 250kW / 4,000V. PWM-16 (INNOVA AS) as hydraulic valve controller is adopted, which outputs PWM signals of 16 channels and can be used under pressure in oil-filled box. To measure angular velocity or displacement of hydraulic actuator, turbine-type flow-meters are adopted. The flow-meter has RF (Radio Frequency) type pulse detector, which extends the flow range by eliminating drag on the rotor. Two track motors, two crusher motors, lifting pump, one thruster can be controlled their velocities through feedback of the measured flow-rates. As well as the flow-rates, the states of the hydraulic system such as hydraulic pressures, temperatures, leakages are measured through a self-developed flow-pressure canister. In that canister, multi-channel amplifier boards are installed, through which the vast amount of data is acquired and transmitted to the main controller using serial communication.

Internal textures of manganese nodules from Clarion-Clipperton zone of northeastern Pacific Ocean are classified into five textural zones: columnar-textured layered zone, cuspate-textured layered zone, cuspate-textured massive zone, cuspate-textured porous zone and massive- textured massive zone. Vernadite is the main constituent mineral in the columnar- and cuspate-textured layered zone. Buserite sometimes occurs in the cuspate-textured layered zone. The cuspate-textured massive zone is mainly composed of buserite. Todorokite is also associated with buserite in the massive-textured porous zone, where cuspates and globes are partially replaced by massive texture. In the massive-textured massive zone, todorokite, buserite and birnessite occur together. The analyzed elements of all zones are also classified into four elemental groups by the cluster analysis of correlation coefficients: Mn group, Cu-Ni-Mg group, Fe group and Si group. Mn group consists of Mn and K. Cu-Ni-Mg group consists of Cu, Ni, Zn, Mg and/or Ca, Na. Fe group consists of Fe, Co, Ti and/or Ca, P. Si group consists of Si and Al. Each textural zone is composed of three or four elemental groups. These four elemental groups are correlated with mineral composition, such as, Mn group with todorokite, Cu-Ni-Mg group with buserite, Fe group with Co-bearing iron-oxyhydroxide minerals, and Si group with silicates.

Stephen D. Scott Steven Scott is a Professor of Geology, Director of the Marine Geology Research Laboratory and, until May 1997, was Chairman for 9 years of Geological and Mining Engineering, all at the University of Toronto. Steve also holds a cross appointment at the University of Western Brittany's European University Institute of the Sea in Brest, France. He was educated at the University of Western Ontario (B.Sc. and M.Sc.) and at Penn State (Ph.D.). Steve is a geologist/oceanographer specializing in base and precious metal massive sulfide deposits which he and his students have studied on five continents and on the bottom of three oceans. He was the first ore deposits geologist and first Canadian to witness "black smokers" on the ocean floor. Since 1982, he has participated on 21 oceanographic surface and submersible expeditions, many of them as Chief Scientist. His research team is currently carrying out projects in the W and NE Pacific Ocean. Steve has published more than 150 research papers and lectured in more than a dozen counties. Popularized accounts of his work have appeared in various media.. He has been honored by several awards and distinguished lectureships. Steve is President of the Canadian Scientific Submersible Facility, which operates the Canadian ROPOS robotic submersible, and is President of the International Marine Minerals Society.

Activities of Brazil in relation to deep seabed mineral resources development are carried out in the framework of two main national programmes. They are: (1) the Program for the Assessment of Mineral Resources of the Brazilian Continental Shelf (REMPLAC) and (2) the Programme for Prospecting and Exploration of Mineral Resources of the Area in the South Equatorial and Atlantic Ocean (PROAREA). REMPLAC aim to research and increase knowledge of the seabed and sub-soil, as well as to collect the necessary information to allow integrated management of the Brazilian Continental Shelf. Among the various research projects undertaken or planned on the framework of REMPLAC are: geology of the Brazilian continental shelf and adjacent ocean areas, organized in geological information system; digital bathymetric charts of the inner continental shelf at 1:100,000 scale; systematic research for sands, gravels, carbonates; placers, phosphorites, coal, cobalt-rich crusts, polymetallic sulphides and Gas hydrates. The PROAREA was prepared with three initial projects starting in 2010. One of them, the Project Geology of the South Atlantic and Equatorial organized in a Geographic Information System, aims to collect, collate, integrate and make available in a single environment all geo-referenced data and information available in Brazil and abroad on geology and mineral resources of the South Atlantic Ocean. The other two projects are for the research of cobalt-rich crust and polimetallic sulphides. These programme are developed with the participation of various segments of government agencies, research institutions and public enterprises. Marine scientific research and other activities from REMPLAC and PROAREA are carried out in partnership between the Geological Survey of Brazil, national research institutions from several Brazilian universities and the Directorate of Hydrography and Navigation from the Brazilian Navy.

The United Nations Convention on the Law of the Sea (UNCLOS) entered into force, for those nations who had ratified it, on November 16, 1994. The Convention deals with nearly every aspect of ocean affairs, including marine scientific research, fishing zones, freedom of the high seas, protection of the marine environment and deep seabed mining. Article 76 of the Convention defines edge of the continental shelf in a way that many earth scientists find bizarre. Out to this limit, a coastal state has sovereignty over the seabed and sub-seafloor resources. Beyond that limit, the key principle of UNCLOS, that "the resources of the deep seabed represent the common heritage of mankind and should be developed to benefit all nations" is invoked. Establishing that limit and managing development in the different areas of jurisdiction is no small task. Canada's continental shelf as defined by UNCLOS covers an area approximately equal to half the area of the Canadian land mass. Interpretation and application of the convention is therefore highly significant for Canada. For example, the sedimentary basin in which the offshore Hibernia oil field is found, extends beyond the 200 mile limit but lies predominantly within the limits of the (UNCLOS) continental shelf. Responsibility for development of inshore placer deposits rests firmly with the coastal state. However, development of deep sea mining, in which the international community plays a management role under UNCLOS, has raised many concerns. Of particular interest to Canada will be the application of the provisions of the convention to interest in the polymetallic sulfides sampled on the mid-ocean ridges such as the Juan da Fuca Ridge. A further complicating factor for Canada is management of fishing stocks. Canada has sought to resolve this "problem" through multilateral negotiations under the UN. Under its "Oceans Act," currently being debated by Parliament, Canada intends to become a world leader in oceans and marine resource management. Similar activity in most maritime nations is setting the stage for a revolution in the way in which use of the world's oceans is managed. Much of this revolution will be guided by UNCLOS. Coastal states that have ratified the convention have ten years in which to define the limits of their continental shelves the clock is already ticking for them! We have yet to see how their actions will guide, or be guided by, those who have not yet ratified. We also have yet to see how national legislation and aspirations will mesh with international conventions that were drawn up in a previous era of environmental standards. This is a time in which many questions have been raised and few firm answers received. However, we must ensure that everyone is aware of what is happening, with what potential consequences, in order that rational decisions can be made. Canada has taken a few small steps that it is happy to share with the world community.

China, India and South Korea are three developing/newly industrialized countries that can show a very positive economic development in latter years. Moreover the three countries also feature amongst the countries with the highest level of activity in deep seabed mining today. India was the first country to achieve Pioneer Investor status in accordance with the UN Convention on the Law of the Sea. The country has carried out comprehensive exploitation of nodule deposits in the Central Indian Basin. India has an active programme for development of mining technology and internationally, India is probably the leading nation today as far as processing technology is concerned. China for its part has established a central coordination unit for its deep seabed involvement and its exploration and technology development is already well underway. South Korea has applied for Pioneer Investor status and much indicates that it will be allocated its own minesite in the autumn of 1994. The three countries are in mutual contact in the area of the Law of the Sea. Korea contacted both China and India when drawing up its application for pioneer investor status and allocation of minesite. However, no cooperation exists between the three regarding for example technology development, economic analysis or in studies of the environmental consequences. The main purpose of this paper is to focus on why and how the three countries would be well advised to cooperate in the above areas. Economic, technological and organizational aspects all point in that direction.

In a commercial effort to characterize deep seabed manganese deposits in the Clarion-Clipperton region of the northeastern tropical Pacific, Ocean Mineral s Company carried out 16 expeditions to the region between -1978 and 1981. During these cruises OMCO collected substantial data. Activities included acoustic profiling, video and photographic imaging of the seabed, and sampling of the deposits with dredges, box cores and free-fall grab samplers. In 1990 the samples, photographs, technical reports and computer data bases which resulted from this work were archived at the Marine Minerals Technology Center at the University of Hawaii. This preliminary examination of the collection focuses on the biological observations made from almost 10,000 photographs of the seabed and the manganese nodule size distributions and compositional data from the free-fall grab recoveries. Regional trends are evident in all three data types. The biological examinations of the seabed photographs show significant geographical trends, with greater abundances of organisms being noted in the northeastern extreme of the region, decreasing toward the southwest (11.4 to 2.7 observations per 100 m2; 460 to 190 g per 100 m2). The nodule size distributions suggest that the ratio of the nodule burial rates to growth rates systematically decreases over the same range (0.65 to 0.36 nodules buried per 1 cm of growth). The recovery of most minerals, which are amenable to gravity concentration, is standardly determined by accurate sampling and assaying. .With respect to particulate - gold ores, sampling and assaying are still the convention, but the accuracy and reproducibility of these operations are much discussed and debated points. Evaluation of gravity concentrators by conventional sampling and assaying techniques is very time consuming, costly and may introduce a large amount of uncertainty into the results due to the particulate nature of placer gold. These problems are not unique to placer gold ores and apply to any low grade ore with particulate values. A gravity concentrator evaluation process developed by MIRL employs the use of neutron activated gold (198Au) and radiation detection circuits which monitor the concentrator's product pulp streams. Concentrator recovery is determined from the ratio of the number of gold particles detected as passing into the concentrate to the total number of gold particles detected over all monitored pulp streams. This system eliminates the experimental errors introduced by sampling, sample reduction, and assaying and allows recovery to be evaluated for gold particles of specific sizes, shapes, and flatness. This system enjoys its greatest utility where a large number of tests are to be run in order to evaluate a concentrator over a variety of operational settings, i.e. factorial designs, and allows accurate testing of concentrators operated in closed circuit systems. Beginning in 1984, MIRL conducted radiotracer studies of unit processes, which included jigging, static wedge wire screening, elutriation, and concentration with compound water cyclones.
