"OVER half a million tons of chromite ore is used annually on the North American continent, all of which is imported from overseas. Chromite is essential in the manufacture of stainless steel, armour plate, and tool steel, to mention only three important uses. It is, therefore, a strategic mineral, and every effort should be made to discover a means of utilizing our domestic supplies.Both Canada and the United States possess deposits of chromite, but they are low grade with respect both to their chromium content and to the ratio of chromium to iron. Mechanical concentration can improve the chromium content •by rejecting gangue, but chromium concentrate produced is still lower in chromium than imported chromite and, more important, the ratio of chromium to iron is only about half that in the imported material. At present, a chromium to iron ratio •of 3:1 is desired by industry. To obtain this .ratio in the case of domestic ores, a chemical attack on the chromi'e is necessary."

"THE PRACTISING MINING ENGINEER has little time for the expression of opinion on abstract questions concerning the definition and future of mining engineering. The following comments indicate some of the thoughts and suggestions of those who have found mining engineering a very satisfying field of endeavour. The future of mining engineering has been under discussion for perhaps twenty years. It is significant that the University of Saskatchewan program was in- 88 traduced at the time that some traditional mining schools were questioning the need for mining engineers. One Canadian university, and some American schools, actually abandoned the field at this time, some ten years ago.Five years ago, Mining Magazine sponsored an international debate on training for the future, and concurrently, the CIM undertook a major survey of the mineral industry's manpower needs. The current CIM discussions should prove more fruitful, as they are directed toward mining engineering alone, rather than the broad, and confusing, spectrum of all professionals and semi-professionals of the mineral industry."

It is well known that the performance and carbon emissions associated with the modern gas turbine engine depend critically upon the properties of the nickel-based superalloys, particularly those used in single crystal form. However, the design of all alloys in current use has been essentially empirical, or at best heavily reliant upon regression/neural network analysis of experimental datasets. In this paper, alloy design approaches [1] are described which are able to identify new alloy composition spaces which are worthy of experimental study. It is shown that a large amount of design data can be generated, which can be interpreted in different ways. Of course, the success of the approach depends heavily upon the accuracy of the underlying sub-models. Estimates of the creep resistance, cost, castability, density and oxidation resistance are made. It is demonstrated that these methods allow quantitative trade-offs to be made between the properties of interest.

The past 50 years have been a golden era, not just for the CMP but also for the development and success of Canadian technologies in the field of mineral processing. The CMP has played a critical role of technology transfer agent, and the success of these technologies is also linked to the success of the CMP itself. The presentation will cover, in brief, the growth of the CMP from its origins as the Canadian Gold Metallurgists in 1964, with some 39 attendees, to the present day when the annual meeting sees 500 and more from a dozen countries. Also covered will be selected technology success stories from the 50th anniversary volume to be given to all delegates ‘Canadian Contributions to Mineral Processing Technology 1968-2018’. The volume itself highlights some 40 technologies that have been divided into five categories; process water treatment and minesite environment, technology innovations, innovations in operations, technology providers and university contributions. Some international perspectives will also be shared.

Abstract - Radioactive characteristics of pits drilled in the Al-Sharquieh mine while prospecting for recent phosphatic resources have been investigated. The results indicate that phosphatic layers are characterized generally by high radioactive intensities (more than 800 c.p.s). The lithological section in the study area is very complex sedimentologically, and characterized by high faciological variation in all directions. The Schlumberger geo-electrical configuration with fine separation of AB/2 was successfully applied to determine lithological boundaries, and the resistivities of the layers of the lithological section, especially for thin layers. It was shown that the phosphatic layer resistivities increase or decrease as a function of associated material. As a result, two types of phosphatic layers have been geo-electrically distinguished. The first is characterized by high resistivity and relatively low radioactivity, which could be related to the rock phosphatic layers. The second is characterized by low resistivities and high radioactivity, which could be related to the sandy phosphatic layers.

During the last eight years, the Ventanas electrolytic refinery has been improving its results by applying a series of new operational practices, such as the reduction of electrode spacing from 115 mm to 105 mm., raising the current density to 305 A/m2, modification in the operators shifts to about 70% of the workers, reducing the pulling cycles by two hours, and the erection of a new anode preparation machine. These improvements allowed an increase in the refinery capacity from 323,000 to 382,000 metric tons of electrolytic copper per year. In the same period it has obtained certification under the ISO 9001:2000 and ISO 14001:2004 standards. All of these developments have been achieved using conventional technology with copper starting sheets. The continuous improvement that is covered in this paper has allowed Ventanas to optimize its production, costs, and operational results. For the next years, it is planned to follow the same tendency, bringing the productivity of the plant to higher levels.

"The French Mine (formerly the Oregon) is 4 miles by road south of the Nickel Plate Mine. It lies on the steep eastern slope of the Similkameen River valley at elevation 4,000 feet, between Cahill and Winters Creeks.The property was discovered in .1901 and bought 4 years later by Messrs. French and Deardorf. It was developed in a modest way by the owners and by several companies until 1947, without success. The spectacular showings of bornite and chalcopyrite in the outcrop drew attention to its possibilities for copper rather than gold. Diamond drilling by the owners in 1947 yielded several high-grade gold intersections and created new interest. In 1949 the property was purchased by Kelowna Mines Hedley Limited. Exploration drilling and geological mapping outlined sufficient ore to commence production in 1950. Except for a few months each winter the operation has been continuous, and to the end of 1954 had produced almost 30,000 tons of high grade ore. The ore is crushed at the mine and hauled 8 miles by truck to the Company mill at Hedley, where it is treated together with the ore from Nickel Plate.Regional GeologyThe country rock consists of brown tuff, flows, limestone, and cherty formations belonging to the Nicola group (Rice 1947) of Triassic age. West of and just below the mine is a large mass of granodiorite which is part of the same body that underlies Nickel Plate Mountain. Bedding attitudes in the mine area are locally complicated, but dips are generally less than 45 degrees. To the south and below the mine the beds stand almost vertical, continuing downward with this attitude for 2,000 feet to Winters Creek. The main granodiorite contact is also steep, conforming to the sedimentary formations, whereas northward towards Nickel Plate it dips gently to the northwest, slightly flattter than the thick westerly dipping pile of sediments above it. The interpretation of this structure by Billingsley (1936) is that the French mine lies near the crest of the large northeasterly trending asymmetrical anticline which contains in its gently dipping western limb the Nickel Plate orebodies. The granodiorite body conforming roughly to this shape seems to occupy the core of the anticline. Sill-like prongs of granodiorite extend upward to the east from the main mass, outcropping over wide areas at the head of Winters Creek (Figure 1). There is a possibility that overthrusting from the west, similar to that on Nickel Plate Mountain, occurs not far below the French mine.An interesting feature of the granodiorite-sediment contact is that where it dips gently westward no alteration exists in the sediments, but where it has a steep front pronounced heat effects are indicated by the presence of a thousand-foot-wide zone of reddish garnet skarn."

"The recycling of wastepaper has become an important and common process worldwide. Techniques similar to those used in the mineral processing industry are used to produce high quality recycled fibers for use in newsprint. The mineral processing group at McGill University in conjunction with the Pulp and Paper industry (Mechanical and Chemi-mechanical Wood Pulp Network) has adapted one of these techniques, column flotation, for the purpose of deinking wastepaper. This article describes the typical process of recycling wastepaper from a mineral processing point of view. It also presents results from McGill University's flotation column test work at a Quebec wastepaper recycling facility.IntroductionThe recycling of wastepaper has become an important and common process worldwide, including Canada which is now the world's largest importer of wastepaper (CPPA, 1996). Much of the current drive to increase the utilization rate of recovered paper is a reaction to the solid-waste disposal problem that faces many Canadian and U.S. municipalities. The real problem in the disposal of solid waste is not the absolute amount of garbage that must be disposed of each year but this amount in relation to available disposal capacity.Environmental restrictions on the creation of new landfill sites and incinerators (the two main options for disposal of municipal solid waste) have tightened the demand/supply balance in the solid waste disposal market. This shrinking availability of waste disposal sites in the face of increasing population with greater disposal requirements defines the Developed World's solid waste crisis. Not only are there fewer disposal sites available, but the costs of using them is skyrocketing. These factors have increased government regulations mandating recycled paper content in newsprint. Conservation and environmental issues make the current drive for wastepaper recycling a real issue and business opportunity.A key to the success of producing quality recycled fibers from wastepaper is the deinking technology. The production of tissue papers, paper towels and newsprint requires regenerated fibers which are substantially free of ink particles. Of the various options available, mineral processing techniques can offer the most economical, environmentally acceptable and versatile strategies (Yoon, 1993). Today, it is recognized that flotation is one of the most effective processes for removing ink particles in the production of a high quality product. In a collaborative program with the Pulp and Paper industry, the mineral processing group at McGill University has adapted column flotation technology for this purpose. This article will describe the typical process of deinking from a mineral processing point of view (Part A). It will also present some results from McGill University's flotation column test work at a nearby paper recycling facility (Part 8)."

Electrorefining of low-grade copper alloys containing various amounts of nickel, lead, antimony, bismuth, arsenic, selenium, silver, and gold in sulfamic acid media was demonstrated. The copper concentration of the alloys used as an anode was 70–90 wt%. The electrolyte contained 100 g L-1 of free sulfamic acid and 40 g L-1 of cupric ion. Galvanostatic electrolysis was conducted at 200–300 A m-2 in the electrolyte using a low-grade copper alloy anode and a stainless steel cathode at 25C. The terminal voltage was approximately 0.8 V at the start of the electrolysis, although it increased periodically to approximately 2.0 V and then shortly returned to its initial value. Nickel, lead, and arsenic from the anode dissolved in the electrolyte and were removed. Antimony, bismuth, selenium, and silver were removed as solids. Consequently, a dense copper cathode was obtained, and the concentration of copper was evaluated by inductively coupled plasma – optical emission spectrometry to be 99.82–99.99 wt%. INTRODUCTION Electrorefining of copper is conventionally carried out in a sulfuric acid electrolyte using crude copper assaying at 99.5 wt% Cu as the anode (Biswas & Davenport, 1994). Elements more noble than copper do not react anodically, and consequently, they are distributed in anode slimes. Elements less noble than copper dissolve from the anode. Nickel and arsenic are stabilized as aqueous species. Lead, antimony, and bismuth react with water, sulfuric acid, or arsenic acid to form barely soluble compounds; thus, they are distributed in anode slimes. An emerging issue in the electrolytic refining of copper is an increase of impurities in crude copper used as the anode (Moats et al., 2013). This is due to an increase in the content of impurities in copper concentrates as well as an increase in the types of secondary copper feedstocks (e.g., E-Scraps, automotive shredder residues, and smelting residues) treated in the copper pyrometallurgical process. An extreme case is a copper smelter that does not use copper concentrates as feedstocks. In such a process, copper-bearing feedstocks are smelted in a top submerged lance furnace to prepare low-grade copper alloys assaying at 80– 90 wt% Cu (Sekimoto et al., 2013). Such low-grade copper is not acceptable as an anode in the conventional copper electrolytic refining process because it is easily passivated during electrolysis. Consequently, electrolytic copper is produced by leaching the atomized low-grade copper in a sulfuric acid solution with oxygen, followed by electrowinning. However, electrowinning should be avoided whenever possible because the electrical energy consumed in electrowinning is 5–10 times higher than that consumed in electrorefining. "The carbon-in-pulp (CIP) process has been the dominant gold recovery technology since the 1980s. During all this time carbon measurement, and control of the carbon transfer pumps has been largely manual in nature. Such manual operation inevitably limits process efficiency, potentially resulting in higher gold solution losses, and higher cost of circuit operation. Based on the authors’ experience, average plant solution loss is in the range of 0.02-0.03 ppm Au, as opposed to the general industry target of 0.01 ppm Au or less. Gekko Systems, in conjunction with Curtin University’s Gold Technology Group, has developed a carbon concentration meter, the ‘Carbon Scout’ meter. The meter automatically measures carbon concentration in all tanks, providing more frequent and more precise data. Combined with SIMCIL, a CIP circuit process model which is used to determine the optimum set points for the circuit, the meter should ensure lower gold solution losses, and more efficient operation of the carbon circuit. This paper will review they critical factors for good carbon management, the development of the meter and results from the first plant installation. Additional benefits of the Carbon Scout, including improved health and safety and the opportunity to measure other key variables in the leach/adsorption circuit from one central location will also be described.INTRODUCTION The carbon-in-pulp (CIP) process was first introduced to the gold industry in the early 1950s at the Carlton Mill in the USA (Fast, 1988), with the modern version of CIP becoming fully developed with large scale installations in South Africa in the late 1970s (Laxen, 1982). CIP quickly became the technology of choice for new operations, and for the retrofitting or upgrading of existing operations. In the 1980s the carbon-in-leach (CIL) circuit configuration became the process design of choice due mainly to its lower capital costs. With 40 years of operational experience, CIP/CIL for gold recovery is now mature a technology, whose operations and limitations are well understood. To extract further efficiencies from such technologies, by improving recoveries and/or reducing operating costs, is challenging and may require new approaches to circuit management. Gekko Systems, in association with the Gold Technology Group at Curtin University, has developed the Carbon Scout, an automated carbon measurement device. This device replaces manual measurement of carbon concentration in carbon adsorption tanks, providing more frequent and more accurate data for control of the CIP process. Data from the Carbon Scout can be used to automatically control the carbon forwarding pumps."

The major of Swiss territory is occupied by mountains. Natural events as floods, debris flows, landslides, rockfalls, and avalanches regularly threaten the safety of people and properties. On the one hand, extreme weather events cause great damages, on the other hand, the enhancement of territory’s exploitation increases the risk. The Swiss Government makes many efforts to deal with the prevention of natural hazards, especially through measures of land management. As stated by federal law, Swiss cantons are obliged to establish hazard maps and to take the risk into account in the land management. Hazard maps are based on the hazard matrix, whose abscissa and ordinate are probability and intensity of the event on site. This project focuses on rockfalls. It consists of three main parts: the creation of a database to collect data on site, the creation of a catalog with all type of measures, and the development of a methodology for the analysis of the effectiveness of protective measures. The creation of the database allows us to collect information: about the site, about protective structures implemented on it, and about failures. With many multiple choice fields and few free text fields, it can collect data in a homogeneous way, without redundancy. The catalog has to be a tool that gives a basis to make decisions. It collects information about all types of protective measures implemented on Canton Vaud’s territory or available on the Swiss market. Free text fields allow for data storage of specifics, to give a complete view of structure’s characteristics and potentials. Methodology consists of four steps. The core of the procedure is the structure’s evaluation following a score system; it allows for calculation of reduction factors that have to be applied to intensity and probability parameters of the structure. Then it is necessary to convert the reduced structure’s intensity value into a residual site’s intensity value. Although the first step enables us to choose suitable measure for a specific site, it is not necessary to perform it. Second step allows us to evaluate structures under scenario 0, where structures are in best conditions. Third step allows us to evaluate structures under six scenarios of possible failings. Fourth step allows us to convert structure’s reduced intensity into event’s residual intensity and to establish the new point on hazard matrix. While the procedure has already been defined, details of score system and conversion have to be developed during the second phase of the project.

A Joint Venture between Hope Bay Gold Corporation and Miramar Mining Corporation recently acquired the Hope Bay project in Nunavut, which represents the first discovery of a major new Archean greenstone gold belt in Canada since the discovery of Hemlo in 1982 and the Yellowknife belt in 1938. Located some 685 km North of Yellowknife, the Hope Bay Belt is geologically comparable to the other major gold producing regions of Canada. The initial discovery of gold mineralization in 1992 led BHP to acquire virtually all of the Hope Bay belt. Over the subsequent 6 years, BHP expended C$85 million on exploration, including 180,000 meters of drilling, 2.3km of underground workings and a 27,000 tonne bulk sample, as well as extensive environmental and economic studies. Hope Bay Gold and Miramar acquired the Hope Bay property in December 1999 for a cost of C$27 million, considerably less than the C$85 million spent by BHP in exploring the property. They both hold 50% of the project, and share expenses equally. Hope Bay Gold is the manager of all exploration phases and Miramar will manage feasibility, construction and operations. The Hope Bay Joint Venture controls 1,117 sq. km., covering virtually the entire 80 km long Hope Bay and adjacent Elu greenstone belts. We believe that Hope Bay is one of the best-undeveloped gold projects in Canada. Work to date has defined a global resource in excess of three million ounces of gold in three principal deposits, each of which is open to extension along strike and to depth. A C$17 million work program for year 2000 focused on advancing a significant portion of the gold resource to a measured and indicated category. This will provide the basis for initiation of a feasibility study in 2001. The 2000 drill program was one of the largest undertaken in Canada last year, and is a clear indication of our confidence that Hope Bay will develop into a major gold producing district. The majority of the potential mineable areas known to date lie within 350m of surface and would be accessed through a combination of open pit and declines. Currently, development of a 1,800 to 2,000 tpd gold mine producing in excess of 300,000 ounces of gold per year at cash costs below $US200 per ounce is envisioned. In addition, the exploration potential on the 80 km gold belt at Hope Bay is clearly tremendous.

TWO years ago, at the annual meeting of this Society, the writer presented a paper dealing with various aspects of the water problems existing in the Cape Breton coal-mining area. Much of that paper was of a theoretical nature, in that an attempt was made to get at the fundamental principles underlying the problems, in order to establish a sort of background against which future results could be laid. Up to that time, only Central power plant in Glace Bay had been under observation, and, since the work had been in progress only a year, it was recognized that there were strong possibilities that certain variations in procedure might have to be introduced as w; became better acquainted with our problem. We were by no means certain that we had covered all the facts of the case. The present paper will therefore be of the nature of a progress report, rather than a formal contribution to the Society. Subjects of a theoretical or academic nature will be avoided as far as possible, attention being confined chiefly to the results obtained during the past two years. In looking over the work with low-pressure boilers, there are certain general conclusions that can apparently be safely drawn. Wherever possible, proper operating conditions will be expressed in terms of appropriate units. Absence of corrosion in boilers where the alkalinity has been maintained within the pH range 11.0 to 11.4 forces one to the conclusion that these are safe working limits. Previous experience had shown that corrosion would occur if the alkalinity were much reduced. Higher alkalinities are un-necessary, more expensive, and are said to introduce the possibility of pitting. We made no attempt to obtain quantitative data in respect to pitting. It is said to occur at pH 12.0. Consequently, conditions of alkalinity were main-tained well below this figure. In the above paragraph, the pH range 11.0 to 11.4 applies to boiler waters which have received the lime and soda treatment. The general practice, when this treatment is employed, is to use 1.0 lb. lime to 7.0 lb. washing soda. At Central power plant, soda-ash is at present substituted for washing soda, the equivalent proportions being kept the same. But not all the plants are on the lime and soda treatment. At Waterford Lake, a 1: 1 mixture of soda-ash and trisodium phosphate is satisfactorily employed, and in Sydney Mines and at No. 3 power plant in Sydney, good results are being obtained at a somewhat greater cost with a commercial phosphate treatment.

"By 1994, Inco Limited will lower sulphur dioxide emissions from the Copper Cliffsmelter by 60% to 265 000 tonnes/year, primarily through implementing two key process changes. First, new milling technology will permit economic rejection of additonal pyrrhotite prior to smelting. Second, a bulk coppernickel concentrate will be oxygen flash-smelted, thereby eliminating the existing multi-hearth roasters and reverberatory furnaces . All copper will be recovered in the matte separation plant as a nickeliferous chalcocite, and will be oxygen flash-smelted for blister production. This paper outlines the development of the project and describes the process, including the flash furnaces, new sulphuric acid plant and additional oxygen plant.IntroductionInco 's SO2 Abatement Program will lower sulphur dioxide emissions at Sudbury from the current levels of 685 000 tonnes per year to 265 000 tonnes per year by 1994 as required by Ontario' s countdown on acid rain regulations.It is the high tonnage of sulphur mined that creates the magnitude of the SO2 emission problem at Sudbury. At a production rate of 240 million pounds of nickel per year, Inco mines 12 million tonnes of ore. At 10% sulphur it mines 1.2 million tonnes per year of sulphur. If Inco did not fix any of this sulphur it would be emitting 2.4 million tonnes per year of sulphur dioxide-about as much as all other Canadian emissions. Today, however, Inco is already fixing 70% of the SO2 in ore, in several ways : mostly as sulphur in pyrrhotite rejected to tailings in the milling operations; as acid from the roasting of pyrrhotite and some nickel concentrate at the Iron Ore Recovery Plant (lORP) and some as liquid S02 from the copper flash smelting furnace. By fixing 70% of the sulphur the current allowable SO2 emission levels of 685 000 tonnes per year is met. Total sulphuric acid production is currently 450 000 tonnes per year and in fact, the 10RP operation is being continued only to maintain established acid markets.Historically emissions have been reduced from the 2 000 000 tonne per year level to the current level of 685 000 tonnes per year by rejecting pyrrhotite from the smelter feed, and 70% of the SO2 containment problem at Sudbury has already been addressed.While Inco's profits are large at current nickel prices, most people have forgotten that back in 1982 Inco was losing a million dollars a day. Inco did make a dramatic response to this economic stimulus. The Ontario Division increased productivity by 65% and lowered costs to become the lowest cost nickel producer."

"Place Dome Canada's Detour Lake Mine is a low-grade gold producer located in northeastern Ontario. Production is targeted for 2850 tonnes of ore per day. As reserves and mining areas continued to be found below and far to the west of the shaft (Fig. 1), it became necessary to review and upgrade the materials handling facilities. This paper deals with the selection, design and construction of an underground crusher and conveyor system capable of handling up to 450 tonnes per hour from the lowest existing level in the mine.BackgroundThe Detour Lake mine site is accessed via secondary Highway 652 which runs northeast out of Cochrane, Ontario. The road consists of 200 Ian of hard top followed by 100 Ian of well maintained gravel to the mine site. A 1500 m airstrip is maintained at the mine site for emergency use. Prior to 1991, the workforce was flown to and from the mine site. Crews were now bused to the site from Timmins. Remnants of a winter road exist to the southeast which at one time ended in La Sarre, Quebec. This was the route used to haul bulk items during the construction period and early production years.A town site has not been established at the site for the current operations. Instead, a rotational scheme is being utilized whereby most personnel will work seven days on site followed by seven days off site. For some employees, however, the work week is termed as a four/three schedule where they work 42 hours between Monday at 10:00 a.m. and Thursday at 4:00 p.m. with the following three days off. All surface employees and maintenance employees underground work 12-hour shifts. All underground employees work a lOV2-hour shift. Supervisors work a similar schedule as their crews, however, other staff may overlap their rotation during the week.A five-compartment shaft was sunk in 1984 from surface to the 610 m elevation. Shaft stations were established at the 120 m, 260 m, 360 m, 460 m, and 560 m levels. The cage compartment consists of a single deck, 4O-man cage in balance with a counterweight. The cage hoist is an Ingersoll-Rand 10H and is regulated to travel at 4.1 m/s. Two 9 t skips operate in balance at a travel speed of 7.1 mls. The skip hoist is a 3.05 m drum Nordberg. Both hoists are automated to function without a hoistman during normal skipping and cage service runs."

For some years, the mining industry has been consistently delivering returns below the market average. One of the causes is a disconnect between what is perceived to drive value creation by many industry analysts and senior corporate executives, and what actually drives the intrinsic value of mining operations. The perverse effect is that strategies that should increase value are perceived to have the potential to drive share prices down, and vice versa. This paper challenges common perceptions of what drives a mining company?s value. Anecdotal evidence suggests that the key drivers of value in the market, and hence in many boardrooms, are such things as increasing the reserves and production rate, and reducing unit operating cost. However, while the quoted reserves may satisfy ore reserves reporting code requirements to be economic, this does not imply that they are optimal. Often, a proportion of the quoted reserve reduces the potential value of the operation. Metal price increases, increased production rates, and operating cost reductions are all seen as conditions or actions that can improve value, and lead to cutoff grade reductions, thereby increasing ore reserves. However, modern cutoff theory and studies conducted by the author and his colleagues show clearly that, while breakeven cutoff grades will fall in these circumstances, optimum cutoffs may be much less volatile, and may even increase. Results from case studies indicate that value is maximised by right-sizing, not maximising, the production capacities, and by optimising the cutoff strategy. Values of many existing underground mining operations can be increased significantly by a substantial cutoff grade increase. Also, an increase in downside risk, and hence reduced returns, can occur using typical life-of-mine planning strategies if prices received are lower than predicted. Since this is often the case, low industry returns may be a direct result of typical strategic mine planning processes. Relatively simple cost-effective techniques are available to provide senior decision makers with information needed to assess the tradeoffs between their many conflicting corporate goals, and the balance between risk and reward. Often this information is not being generated at all. If it is, decisions affecting the value of the company are occurring by default at relatively low levels within the hierarchy, with senior executives apparently unaware of them or their potential impact. The paper concludes that without a re-evaluation of the way mining projects are valued, to demand proven value optimisation from mining plans by boards and mining analysts, the industry will continue to deliver below average returns.

THE present demand for men with engineering training exceeds anything in the history of the profession. Recent estimates indicate that mechanization of war has reached such a stage that at least twelve horsepower is required now for every one horsepower needed to run the machines of the first Great War. The scale of operations exceeds anything in the past, while more territory and people are involved than ever before. Many of our allies have inadequate or no facilities for producing the thousand and one articles absolutely necessary to the conduct of modern warfare. Lack of preparedness has made it necessary to produce at an unparalleled rate to gain parity with the enemy, while our losses have been so heavy that replacement, in itself, presents a task which might well stagger less courageous peoples. This means that not only is there an unprecedented demand for engineers to produce the machines, munitions, and supplies of war, but there is a correspondingly large need for men with engineering skill in the uniformed forces to operate and maintain the vast numbers of ships, 'planes, tanks, trucks, radios, and a myriad of other devices to carry on the varied activities of war. This abnormal demand came upon us after almost ten years of stagnation in the engineering industries. During this time many trained engineers drifted into other callings, while the lack of jobs for graduates caused a falling off in the number of men training for this profession. Consequently, the supply of well trained engineers was below normal when the madman of Germany precipitated us into the present turmoil. Added to all this, we in Canada are still suffering from governmental inefficiency in the utilization of the available supply of engineers. In the armed forces, engineers have been assigned to office and other work where their engineering training is not only wasted but for which men with more suitable training could be found. Mining engineers are debarred from service as aeronautical engineers, and students in mining engineering are denied the bursaries provided for aiding students in engineering. Mining and metallurgical engineers are both barred from the Ordnance department of the army. This arises from a misunderstanding in relation to engineering training. In Canadian engineering schools, all engineers are given a sound training in the branches of human knowledge which are fundamental to engineering: mathematics, physics, and chemistry. The basic difference between the several categories of engineers lies in the fact that training in the application of this fundamental knowledge to the solution of engineering problems is given in different subjects.

"RMR geomechanics classification is being used all over the World as a useful tool for tunnel predesign and construction. Bieniawski (1989) provided guidelines for tunnel excavation and support, according RMR numerical values; guidelines which are now included in almost all tunnelling books, regulations, and Internet portals. But in the last 25 years tunnelling techniques have changed and some of the guidelines have become obsolete.. The conditions of tunnels for the 1989 guidelines application were: horseshoe shape; 10 m width; vertical stress < 25MPa; construction by drilling and blasting. Actually a substantial number of tunnels are mechanically excavated. The tunnel themselves are now bigger: a span of 14 m. is very common for transportation tunnels. The guidelines included the following concepts: excavation method, rock bolts (20 mm diameter, fully grouted), shotcrete, steel sets. There is an increasing gap between the 1989 guidelines and the practice: in many tunnels different to-the-case excavation and support requirements are established. Bieniawski himself has published a paper (Lowson & Bieniawski, 2013) with different guidelines based in Lowson’s practice, with no explanations and/or justification.In this paper a new set of RMR tunnelling guidelines is proposed taking account of the actual industry conditions, and increased safety regulations. The 5 classes’ limit RMR:values (80,60,40,20) are no more useful actually: Values of RMR (70, 50, 30) are used in practice to define quite different tunnelling techniques. Consequently a 10 subclasses system is proposed. Each subclass covers a span of 10 RMR points. As the number of mechanically excavated tunnels has increased a new correction factor is necessary, according the excavation method.The proposed 2014 RMR guidelines are for tunnels 10 to 14 meters wide, the world practice for new roads/railways tunnels. Many tunnels for water/ services are smaller with smaller support needs. Wider than 16 m caverns are out of the RMR system.It is not possible, nor desirable, to propose only a value for support in each subclass. The new guidelines propose an interval of values for certain types of support. More pessimistic values must be chosen for wider tunnels, tunnels with lower RMR values in each class and cases when a higher safety factor is asked for. More optimist ones are chosen for narrower tunnels, and higher RMR values. Some alternatives are almost complementary, others are contradictory. Sometimes several different techniques are proposed Guidelines are not automatic options. Good engineering judgment must be used when choosing between the different alternatives. Guidelines are not mandatory suggestions."

Stillwater Mining Company commenced construction and development of the East Boulder underground mine in 1998. This new PGM mine is situated adjacent to the East Boulder River approximately 35 miles south of Big Timber, Montana. Project planning and development incorporated detailed collaboration between the regulatory agencies, concerned citizens and mine personnel. A unique ?good neighbour agreement? was established with a local environmental group who have become actively involved in the review of ongoing site development and the implementation of environmental and compliance monitoring. Environmental management systems allow for integrated management of tailings, waste rock and water in order to minimize surface disturbances and to prevent adverse impacts to the East Boulder River. Long-term site development plans contemplate implementation of comingled waste rock and paste tailings. Water management capabilities allow biological treatment of all excess mine water in order to reduce nitrogen loadings prior to land application disposal by means of spray evaporation, snow making and land application. The comprehensive waste and water management plans have also been integrated with staged mine development and interim reclamation requirements.
