"""A matter of serious concern to the mining industry in British Columbia""; this comment reflects the attitude of the Mining Association of British Columbia toward the proposed new B.C. Mineral Royalties Act. The proposed legislation, introduced by the provincial government in February and now being debated by the legislature, combines a basic 5% royalty on the selling price, less approved p1ocessing and transpo1•tation costs, of minerals produced in B.C. with an ""excess"" royalty of 50% of any price increases over a predetetmined base. Government estimates project annual revenues of $20 million from the new royalty structure. The accuracy of these figures has been contested by the mining industry. Based on current world prices for copper the industry estimates that the provincial revenues from this mineral alone may run as high as $140 million in 1974 and $150 million in 1975. The Mining Association has warned that the new royalties “threaten to become confiscatory""."

"As open-pit operations expanded at Pine Point, hydraulic aquifer evaluation was undertaken to establish the criteria necessary for the design of a feasible dewatering system.The extreme climate of this northern location dictated that the ore zone under extraction be rendered as dry as possible to minimize freezing effects. The design and implementation of such a system necessitated detailed hydraulic evaluation, and the problems that occurred are typical of those inherent in open-pit mining operations in northern areas.The paper describes the problem solution as approached from a mine engineering point of view, with particular reference to the practical aspects of operation and installation. The hydrological analysis used is simple and readily applicable to most open-pit dewatering problems."

"Starting January 1, 1987 employers, employees, and other taxpayers are confronted with a new set of rules dealing with the taxation of travel and housing benefits relating to isolated posts in Canada, and tax deductions relating thereto. The new rules may not be the simplest in the world, but they are reasonably fair and at least offer a hitherto unknown degree of certainty as to how such allowances are to be treated. IntroductionThe first shoe fell on February 26, 1986 when Finance Minister Michael Wilson' s first budget presented the framework for the future tax treatment of travel and housing benefits (so-called ""northern allowances"") provided to residents in remote regions of Canada. The second shoe fell some ten months later on December 22, 1986 when the Minister of Finance filled in the earlier announced framework with detailed rules. We now have a complete picture of the tax treatment of northern allowances. Here is what the picture looks like with effect from January 1, 1987.According to Revenue Canada, the net housing benefit to employees will be equal to the value of the accommodation provided, less any rent they have paid. In major centres such as Yellowknife and Whitehorse, having a developed rental housing market, the benefit amount will be based on the fair market value of the rental accommodation in that location. In other areas, employers will be required to value the housing benefits and, to assist employers, Revenue Canada has provided the following guidelines: Common shelter- $100 per month including the value of subsidized utilities Apartment! duplex-$270 per month excluding the value of subsidized utilities, or $400 per month including the value of subsidized utilities House-$450 per month excluding the value of subsidized utilities, or $650 per month in- c1uding the value of subsidized utilities.The amounts established as the values of accommodation will be adjusted annually after 1987 based on the housing component of the Consumer Price Index."

"Ontario enjoys the advantage of its proximity to the large industrial market of northeastern North America. Together with Quebec and fifteen nearby U.S. states, an industrial base of more than half the total for both countries is provided by a population of 100 million.Mineral fillers such as barite, calcium carbonate, kaolin, mica, silica and talc are of major importance in the manufacture of paper, paint, plastics, rubber, vinyl tile, carpet backing, putty, caulks, sealants and adhesives. Ontario has all of these minerals, but domestic production falls short of demand in some cases, and mica and kaolin are not produced at all.This paper reviews the market and outlines the distribution of the major filler-consuming plants of northeastern North America. It also identifies the principal producers of filler minerals in the United States and Canada.IntroductionOf all the uses for industrial minerals, mineral fillers are probably the least understood. Originally used primarily to add low-cost bulk to a variety of commodities without seriously affecting their properties, filler minerals have become essential components that enhance and extend the properties of their hosts. Hence the term ""extender"" which, for all practical purposes, is synonymous with ""filler"". Today, fillers and extenders are not solely low-cost additives, but ingredients that provide essential characteristics to the products they fill.The major markets for mineral fillers are paint, paper, plastics, rubber, adhesives and floor coverings. But there are many others: putty, pesticides, wire and cable coatings, caulking and asphaltic compounds, oilcloth, wall-paper, joint cements, inks, sealants and many others. Barite, calcium carbonate, kaolin, mica, silica and talc are among the more important filler minerals discussed in this paper, but there are at least a dozen others. And the increasing practice of coating the mineral surfaces with certain coupling agents or metal stearates is constantly expanding the range of characteristics and hence the marketing opportunities.Whiteness, particle shape, fineness of grind and cost are the principal considerations in selecting a filler, but other characteristics such as weight, opacity, hardness and chemical inertness may be dominant considerations in specific applications."

The purpose of an undercut is to undermine a block of ore which will then proceed to cave into draw holes just below the undercut. Undercut-ting is the final and most vital phase in the development of an ore block. Since its purpose is to undermine and induce caving into a block of ore, great care must be exercised to avoid premature caving by removing only enough rock to permit undercut development to proceed. Several undercutting methods, used over a twenty-year period, are re-viewed and their suitability is com-pared with ideal requirements.

"Cyclone separators of different design are being used in increasing numbers in the coal industry of today. One recent addition, the Compound Water Cyclone, is finding application in the North American and Australian coal fields for the beneficiation of coking coals and for the reduction of sulphur and ash in steam coals. In this paper, the combination of specific-gravity separation, thickening, classification and water recovery are discussed. All of these operations can now be accomplished by means of cyclones that are effectively combined in circuits of compact design. In the layout of such integrated plants, three main sections are distinguished, namely: a Main Section for cleaning the plus-28-mesh fractions; an Effluent-Beneficiation Section for treating the minus-28-mesh fractions; and a Water-Recovery Section, where the wash water is reconditioned, and the fine solids are removed in a semi-solid state as slugs or pellets. Depending on the nature of the coal and the specifications of the purchaser, water-cyclone circuits can be flexibly combined with HM Cyclones and froth flotation, as well as with ancillary equipment for dewatering and drying."

Energy requirements for various pelletizing systems are considered from a fuel and power aspect, with the presentation of typical energy heat balance flow sheets. A partial calculation for the firing zone of a straight grate system is shown and a comparison of an actual measured and a theoretical-calculated heat balance for a grate-kiln is presented. The power used for each pelletizing system and future possible energy savings a1•e also reviewed.

ABSTRACT The influence of using different extraction processes (caustic versus non-caustic) on thethixotropic strength of oil sands fine tailings is examined, as is the influence of adding a coagulant tocaustic fine tailings. The thixotropic strength of fine tailings at large void ratios manifests itself as a bonding or gel strength that has been widely noted both in the laboratory and in the field. This gel strength has a significant influence on preventing the initial consolidation or settlement of fine tailings. Differences between the fine tailings’ thixotropic strength development are explained based on their physical and chemical characteristics.

IN preparing this paper on Canadian mine taxation, there has been no attempt to detail the requirements of the various taxing bodies; but rather to consider the matter from the standpoint of its underlying principles and give a general idea of the methods adopted. I have added an Appendix setting forth the principal features of the various Acts, which should be used for general reference only, since new rulings alter minor details from time to time. In current legislation, many important points are left to the discretion of the Ministers and their deputies. We are, indeed, fortunate in having in Canada an able and conscientious body of permanent officials, who bring a sense of justice and courtesy to their work which is most commendable, and which has done much to simplify the working out of general problems. The production of metals may rightly be deemed a form of manufacture, but differs from the average manufacturing business in three important respects: (1) In its early stages, it is wholly speculative, since it is impossible to make any definite appraisal of value or possibilities. (2) The principal asset of any mine, i.e., the ore in the ground, is a wasting asset, and is irreplaceable. (3) Any additional burden by way of taxation cannot be passed on to the public but must be borne entirely by the producer. Having regard to the first of these differences, it is apparent that, since the risk of loss is great, the reward in case of success must be correspondingly great. This fact seems to be constantly overlooked by those who regard the all too few outstanding successes in Canadian mining history as fit prey for predatory legislation. As an illustration of the speculative nature of early mining development, let us consider the Province of Ontario-and I take this illustration simply because I am more familiar with conditions there, and not because I believe it differs greatly from any other province. From 1907 to 1933, 165,243 claims were staked and recorded, from which 43 mines were developed which paid one or more dividends. There was, of course, some duplication through re-staking; also, on some claims very little work was done, and most mines have more than one claim. But, since staking and recording cost real money and effort, each of these claims must have been considered to have had merit.

THE Yukon Consolidated Gold Corporation, Limited, a Canadian company, operates alluvial gold dredges in the Klondike goldfields of Yukon Territory. Its operations are of unique interest to Canadian mining as it is the only large-scale placer mining operation of this type in Canada. Its properties lie in the valley of the Klondike river and its tributaries, Bonanza, Hunker, Bear, Last Chance, and All Gold creeks, and in the valley of Indian river and its tributaries, Dominion, Gold Run, Sulphur, Eureka, Montana, and Quartz creeks. At the end of 1938, they consisted of 1,650 placer mining claims and 9 leases or concessions. They cover a belt with an area of approximately 1,000 square miles. This vast area covers in part claims which have been previously worked by other methods such as 'drift' and 'open-cut' mining, and areas which were too low grade for such methods. The ground held by the Company is not held in freehold but in the form of mining claims and mining leases granted by the Dominion Government under the provisions of the Yukon Placer Mining Act. Full-size creek claims are 500 feet in length by 1,000 feet on either side of the base-line. Hill and bench claims are 500 feet up and clown the valley and 1,000 feet at right angles to the valley. All claims are held on the basis of an annual renewal fee of $10 for each claim plus 'representation work' of an assessed value of $200 per claim per annum. For the purpose of such representation work, claims may be 'grouped'. This means that work done by one dredge is sufficient to 'represent' a comparatively large block of claims. It is only in this way that it becomes possible to consider operations on a large scale over a term of years, for such operations would obviously be impossible on law-grade ground if representation work had to be done separately on each individual claim in each year.

SHERRITT GORDON Mines Limited annually produce 300,-000 pounds of pure cobalt by processing a nickel-cobalt-copper-iron sulphide ore which is mined at Lynn Lake, Manitoba. The ore (containing 0.04 per cent Co) is •concentrated to give a concentrate containing l 1-12 per cent nickel, about 2.0 per cent .copper, and 0.25-0.35 per cent cobalt, which is treated at the Refinery in Fort Saskatchewan, Alberta. The concentrate is leached in an ammoniacal solution of ammonium sulphate using compressed air as the oxidant. After filtration the leach solution contains, besides nickel and cobalt, copper ammines, sulpharnates and salts of various thionic acids. The copper is removed by precipitation as sulphide and the sulphur compounds converted to ammonium sulphate by a combined oxidation and hydrolysis treatment. The purified solution •Containing about 45 gpl of nickel and 1 gpl of cobalt is treated with gaseous hydrogen under pressure at 350°F to precipitate metallic nickel powder, the precipitation 'being terminated when the nickel content of the solution is about 0.8-1 gpl. "Hecla Limited’s No. 4 Shaft at the Lucky Friday Mine is the largest capital expenditure in the corporation’s 128-year history and is considered the deepest shaft in the United States. This paper will discuss the project’s history and lessons learned from the initial conceptual design work in 2007 through project commissioning in 2017. Change management was key for the owner, contractors, and vendors in delivering the operational and organizational success on the project. The No. 4 Shaft has extended the life of the Lucky Friday Mine by 21 years to 2039. INTRODUCTION The Lucky Friday Mine of Hecla Mining Company (Figure 1) is the oldest active (77 years) and deepest mine in the Coeur d’Alene mining district, producing approximately 725 tonnes (800 tons) per day from narrow, vertical, silver, lead, and zinc veins. Primary access into the mine is via the Silver Shaft, a 5.5-m (18-ft) diameter, concrete lined shaft sunk to an original depth of 1,890-m (6,200-ft). Current production is from the Gold Hunter vein system, approximately 1,525-m (5,000-ft) northwest of the Silver Shaft.Cut and fill stoping is currently employed at depths to 2.3 km (7,500 ft) below ground surface, making it one of the deepest mines in the western hemisphere. No. 4 Shaft is a 5.5-metre (18-foot) diameter, concrete lined circular shaft, constructed as a 1.2 km (3,860 feet) deep winze in the Lucky Friday Mine. The 2.4 m (8 ft.) diameter, double drum, double clutch, Siemag hoist and associated headworks are situated at the 4760 level, top station at 4940 and shaft stations at 5900, 6500, 6580, 7500, 7580, 8300, 8380, 8500, and 8620. Shaft stations reference depth below Silver Shaft top station. The 4 Shaft was designed, constructed and commissioned over ten years, between 2007 and 2017. Basic design work was completed by Nordmin Engineering, followed by detailed design completed by Cementation Canada. Shaft construction was awarded to Cementation USA and lateral development was initiated in early 2008. Over the course of the next nine years, the project was suspended and restarted twice, dealt with the loss of a miner, added scope including shaft depth and mine infrastructure facilities, experienced squeezing ground that required liner replacement, changed excavation section, and dealt with a final alignment that was not within design requirement for verticality. Hecla and Cementation were successful in delivering a facility that provides fully functional access from collar at 4940 level to shaft bottom at the 8620 level. Two active mining levels below the collar, 5900 and 6500 are accessed. In addition, the shaft provides access to the future mining level at 7500, skip loading facility at 7580 level, station and loading pocket cutouts at 8300 and 8380 levels, spill pocket at 8500 level, and shaft bottom pumping facility at 8620 level (Figure 2)."

"The continued development in engine technology is leading to an augmentation in power density which steadily elevates the requirements for thermally and thermo-mechanically highly loaded components such as cylinder heads and pistons. Due to these high performance requirements conventionally applied Al-Si alloys have reached their application limits, since their mechanical properties deteriorate quickly under the influence of heat. Improved applicability is given by Al-Cu-based casting alloys which have a superior high-temperature strength than Al-Si alloys. Since Al-Cu alloys exhibit insufficient casting characteristics, especially regarding hot tearing susceptibility and increased tendency for porosity, it is currently not possible to cast geometrically complex components in robust permanent mold casting processes. The further development of Al-Cu alloys is aimed at finding an optimum between improved castability while high-temperature strength and thermal conductivity are not deteriorated. It is known that a high amount of eutectic reduces the hot tearing susceptibility of an alloy, but it reduces thermal conductivity at the same time. In this paper it will be presented how the conflicting objectives – improved high-temperature strength, good thermal conductivity and reduced hot tearing susceptibility – can be brought together to develop an optimized Al-Cu alloy for application in permanent mold casting.INTRODUCTION At the beginning of the 21st century car, engine blocks were primarily made of gray cast iron (GJL). Less than half a decade later, the choice of material had shifted towards lightweight materials. Ever since, the car engine manufacturing is dominated by aluminum-based alloys. The weight of car engine blocks could thus be reduced by around 50% due to the lower specific weight of aluminum alloys compared to gray cast iron. Furthermore, the high thermal conductivity of aluminum alloys allowed a reduction of complex cooling channel systems and thereby promoted the advancement of this material group. The further development in engine technology leads to an augmentation in power density which elevates the requirements for thermally and thermo-mechanically highly loaded components. For example, in diesel-powered car engines the upper required limits can reach an ignition pressure as high as 230 bar and gas temperatures of up to 1000°C. Thereby, thermal loads can cause high alternating thermal stresses (Grzincic, 2003) which can effectively be reduced by providing high thermal conductivity."

"Most underground mines require heating or cooling systems to meet health and safety standards in the working areas. In regions where daily or seasonal fluctuations of environmental conditions exist, these systems tend to be over-sized and operate at low average load factors, which increase both investment and operating costs. One possible approach to reduce the temperature variations of the fresh air supplied to the mine, and so reducing the investment in large heating or cooling systems, is to use rock as a thermal regenerator or thermal storage system. Packed rock beds act as thermal inertial units, damping the atmospheric temperature oscillations to provide a more constant fresh air temperature. However, although regenerators exist in some mines, and packed bed rocks have been studied in detail in solar thermal power applications, there is a lack of tools to design new and sufficiently large storage systems of this kind. This work fills the existing gap by presenting a methodology to design and evaluate the impact on the ventilation systems of these regenerators. The method is validated using existing rock bed systems found in the literature and illustrates possible designs for small and large size regenerators in both hot and cold climates.1 INTRODUCTION “ It is quite amazing how often answers to extremely complicated problems can be obtained in this way, by using greatly simplified models of the real situation for the purpose of calculation.” Whiller, A. in private communication to J. Motivation Most underground mines located in regions with extreme climatic conditions require the thermal pre-treatment of the fresh ventilation airflows, whether for heating or cooling. Heating commonly is needed in sites with sub-zero temperatures and is usually effected by direct or indirect burning of natural gas or propane. Alternatively, cooling is required in areas with hot temperatures, or in mines with high underground thermal loads where the fresh air at ambient temperature cannot provide enough refrigeration. Thus, when the ambient air conditions cannot provide by itself enough thermal power to ensure safe underground working conditions, a heating or cooling plant is required, which involves a considerable equipment and operation cost."

"The Voisey’s Bay mill processes a high-grade pentlandite and chalcopyrite ore in a largely pyrrhotite/troilite matrix. From 1994 to 1997, circuit development focused on making a 14% nickel concentrate. When flowsheet development resumed in 2001, the target grade was raised to 20% ni. initially triethylene tetramine and sulfite pyrrhotite depressants were used in a lime circuit, but by recycling process water and the contained thiosalts, the required nickel grade was made without depressants. construction of the mill was fast-tracked, with start-up in september 2005. ramp-up was faster than other recent nickel installations, with tonnage being limited by concentrate dewatering due to higher-thanexpected ore grades.RÉSUMÉ l’usine de traitement de Voisey’s Bay traite un minerai à teneur élevée en pentlandite et chalcopyrite dans une matrice formée surtout de pyrrhotite/troïlite. The ovoid deposit was subsequently delineated in the winter of 1994–1995. By the end of 1995, the ovoid had been well explored, and at that time was thought to have a reserve of at least 30 million tonnes (Mt), with an average grade of 2.83% ni and 2.0% cu (naldrett, singh, Krstic, & li, 2000). Drilling to the east of the ovoid indicated the presence of significant mineralization. in June 1995, inco limited bought a 25% share in the Voisey’s Bay nickel company (VBnc), which was a subsidiary holding company set up by Diamond Fields. inco also bought 8% of Diamond Fields and negotiated the right to sell all the nickel produced from VBnc for 20 years as part of this agreement. in april 1996, inco bought Diamond Fields and acquired the remaining 75% of VBnc shares."

"Characterizing the spatial distribution of rock stresses is a challenge, especially in the geologically complex environments typically found at most metalliferous mines. Therefore, instead of focusing, specifically, on the task of making stress measurements, the engineer should instead attempt to develop a better understanding of the interaction between stress, mining geometry and rock mass behaviour. This paper demonstrates such an approach using a Canadian Shield hardrock mine case study, in which geomechanical models are used to relate stress, mining geometry, and rock mass properties to observed excavation response, and numerical modelling is used to better quantify this interaction.IntroductionUnderstanding how the mine geometry, field stresses and rock mass interact to produce the observed rock mass response to mining can be a significant challenge. Consider our present ability to quantify the basic geomechanical design input data. Mine geometry is normally quantified in more detail than is required for analysis purposes. Our understanding of rock mass strength and stiffness is far from complete, but established procedures do exist to obtain estimates of these parameters based on index and laboratory testing data and field mapping. Our ability to quantify field stresses is probably the most limited, in part because stress measurements are difficult and expensive to carry out, and in part because the stresses vary to an unknown degree from point to point within the rock mass. The engineer must, therefore, consider whether or not stress measurements are justified and, when they are, where the average stress state needs to be quantified and how many of which type of measurements will be required to determine the average stresses.Such was the case at Ansil mine, a massive sulphide deposit in hard rock located at a depth of more than one kilometre in the northern Québec portion of the Canadian Shield. The Ansil orebody was relatively rich, but small, with the potential for significant stress-related problems. As a result, geomechanical design had to be done carefully from the start – there would be little opportunity to modify the mining strategy once production had begun, and the economic consequences of stope dilution and rock mass instability would be severe. An extensive stress measurement campaign was carried out, but the determined stress magnitudes were unexpectedly low. The designers were, therefore, faced with a dilemma:"

In this paper, the author offers a personal view of what the next 30 years holds for mineral processing. Restating that mineral processing will remain a vibrant industry in raw material production, growth opportunities in waste management are identified. The processing sequence familiar now (mining ?mineral processing ?extraction) will become more interwoven. In situ processing (i.e., milling underground) will evolve from concept to demonstration. Opportunities to exploit physical properties altered in chemical (pyro- and hydro-) processing will present themselves. In primary grinding, the path to AG/SAG milling will progress with little deviation but opportunities in regrinding are wide open. Flotation will see the trend to designing bubble/particle reactors accelerate simultaneously with a vigorous response from mechanical cell suppliers. Gravity separation remains a bastion of the lone inventor but this author anticipates that the new lines will come from the waste management business. This paper presents a case study where Cenozoic age detritals and an ancient buried landslide have been modelled in the final walls of an iron ore pit. Orebody 25 is located in Western Australia’s Pilbara region and is an operating pit where a redesign of the final wall cutback was required. The existing slope design utilised a simplistic geological model of mixed conglomeratic, calcretic and clay –dominated detritals overlying deformed bedrock sequences. This simplicity resulted in a conservative design that was not reflective of the slopes performance to that point. Further field investigation was carried out with the results assessed in conjunction with historic drilling, mapping and laboratory testing. A detailed geotechnical model was developed including three conglomerate and two clay dominated units and laterstage calcrete overprinting. The clay units were of significant importance to the stability assessment and resulting slope design due to the thickness and poor strength conditions indicated by the laboratory and field testing. However, the drilling investigation shed only limited understanding as to the origin of the clays and thereby how they should be treated as a component in the stability analysis. A comparison of the ratio of various geochemical elements measured by assay was made between the clays and 1) shale bedrock and 2) clays of known detrital origin from other nearby sites. This indicated the clays had a strong affinity with weathered bedrock. This and other textural features resulted in the interpretation that the clay units were relic debris preserved following ancient landslides in bedrock shale. Using laboratory testing data and calibration of results for a landslide origin, stability analyses were run, resulting in a steeper slope design being implemented. Excavation of the final cutback is now in progress with the model confirmed as appropriate.

Introduction The importance of coal in our economy is well established, but it may not .be so generally realized how important a part it plays in our daily life. Select a product - any product - and, if it is made in America, bituminous coal has touched it first. Everywhere we will find coal, derivatives of coal, or functions made possible by coal. Apart from the well known major uses of coal for domestic purposes, coking, utilities, railways, and manufacture of steel and cement, there are over 200,000 products derived from coal, from lipstick colours to nylon products and perfumes. An item of interest is the recent action of the Canadian Government in voting $90,000 for development of coal deposits in Yukon Territory to make coal available to the settlers in that area. The value of this move, in case of some emergency, is very evident. Coal in its several stages of formation as peat, lignite, sub-bituminous, bituminous, semi-bituminous, semi-anthracite, and anthracite, has been used for centuries. Coal, as such, was not very well known to the ancients. First reference to "magic stone', or coal, was in 371 BC by Theophrastus, a pupil of Aristotle. This substance was said to burn like wood coal or charcoal and was used by the smiths. The first record we have in modern times was in 852 AD, when sea coal was gathered by the cowled monks of Durham, in Britain, and even at that time a major problem was transportation. Our first record of coal in this continent was near Richmond, Virginia, in 1700. Commercial mining was not under way, however, until 1750. The anthracite fields (presumably in Pennsylvania) were opened in 1793. Even so, there was no extensive mining until about the year 1820. The famous Pocahontas coalfields were opened in 1883. The earliest record of coal mining in Canada is about 1746.

"There are a number of important dates that must be disclosed when a Qualified Person (QP) is preparing a technical report for securities purposes. The dates are discussed in NI43-101 and the Form of the Technical Report, NI43-101F1. •,Effective date of the technical report •,Possible revision date of the report •,Effective date of mineral resources and mineral reserves •,Date of the personal inspection (site visit) •,Signature date of the date report (execution date) •,Date of the certificate of the QP •,Date of the consent of the QP The effective date of the report is basically the cut-off date for the information that is included in the technical report. The effective date should be close to the signature date. If there is too long a period between these dates, the QP runs the risk of new material information becoming available and then the technical report would no longer be current. The effective date is disclosed on the title page of the report and on the signature page. If a technical report needs to be revised to correct problems or disclosure deficiencies identified by the regulators, the QP will normally need to include a revision date on the title page of the report to distinguish the revised version from the original version. In these circumstances, the regulators will request that the original date of the report remain on the title page and the revised date will be below it. When a technical report must be revised, the QP must resign and date the signature page of the report and provide a new certificate and consent."
