Water is becoming an increasingly valuable commodity in Australia and the mining community is finding itself competing with pastoralists, domestic consumers and industry for access to what is an essential but finite resource. This paper will provide an overview of various legislative regimes in Australia governing water resources, and will review some of the fundamental issues which should be considered by mining companies when contracting with other parties for the supply of water. The paper will focus on mechanisms to secure access to water for mining purposes, and will deal with the following issues: Grants of water entitlements under legislation û (navigating the legislative requirements necessary to facilitate the taking and use of water for mining activities) The paper will focus on the key legislative requirements for securing access to water in Queensland, Western Australia, New South Wales, Victoria, South Australia, Tasmania and the Northern Territory, and will examine: compliance with regulatory processes for securing water entitlements through the grant of water allocations, licences and permits, etc; and dealings with water entitlements (ie statutory mechanisms for transferring water entitlements on a temporary or permanent basis). Securing access to water under water entitlements through contractual means. The paper will also review of some of the fundamental issues which should be considered by mining companies when contracting with holders of water entitlements for the supply of water from both groundwater and surface water sources. These issues include (inter alia): securing appropriate rights to take and use water in compliance with relevant legislation, the necessity to protect the validity of underlying water entitlements, ensuring the security of supply for the contract term, access rights affecting water entitlements and other important issues relating to the security of water entitlements for miners.

The Circum-Pacific Map Project is a cooperative international effort to prepare and publish geological, geophysical and mineral resource maps of the Pacific Basin and adjacent land areas. Earth scientists representing 180 organizations from more than 40 Pacific Rim countries are participating in the work. The project is directed by a committee established 14 years ago as an activity of the non-profit Circuin-Pacific Council for Energy and Mineral Resources. Technical and cartographic support is provided by the U.S. Geological Survey. The Circum-Pacific Map Project is organized under five regional panels of experts on the geology and resources of the four quadrants of the Pacific and Antarctica. A series of five 1:10,000,000-scale regional maps and a 1:17,000,000-scale map of the entire Project area, the Pacific Basin Sheet, provide the cartographic base. Forty-eight individual sheets are planned and thirty have been published in eight different series, including base maps, geography, plate tectonics, geology, energy resources, mineral resources, tectonics and geodynamics. Additional special single-sheet thematic maps on the Pacific Basin base have been published and are planned for a total of more than 50 individual sheets.

Drilling has disclosed a sequence of Cainozoic sediments immediately to the west of the Ediacara mineral field containing little or no dolomitic debris in the lower and middle sections, but with gravel beds of dolomite derived from local rocks in the upper part. It is suggested that the lower and middle sequence of Cainozoic strata was deposited over the area of the Ediacara Range, and that this range was uplifted, probably as a horst block, during Quaternary times and was first exposed to subaerial erosion during the upper Pleistocene epoch.Lower Cambrian dolomites with associated stratiform lead mineralization, which formed the target of drilling on the western downthrown block of the Ediacara Fault, were eroded before deposition of Cainozoic sediments.Intense leaching of basal Cambrian dolomites around the periphery of the Ediacara Basin took place during Mesozoic and Tertiary times. This leaching process has resulted in enrichment of copper and lead mineralization in a thick marginal zone of residual clayey material overlain by dolomitic collapse breccia. These zones of leaching and enrichment were preserved under Cainozoic sediments which have subsequently been eroded. The Ediacara Fault appears to have been a major conduit for mineralizing fluids and is the main lineament of the Torrens Hinge Zone. Contemporaneous movements on this fault have controlled rates of depositionand thickness of sediments across the fault during Adelaidean and Cainozoic times. Though latest movements of this fault have been west block down, the predominant movement has been east block down with associated thickening of sediments to the east in the Adelaide Geosync1ine.

The paper describes the methodology and results from a study carried out by Telfer Gold Mine to optimise the materials and costs involved in construction of the pad for their dump leach operations. The investigation involved large-scale field testing of five different types of liner and a number of different cushion and drainage layer configurations. The aim was to identify the most cost effective construction methods to allow the final dump height to be increased from 45 in to 60 in without causing significant damage to the liner. The effects of dump height on permeability were also investigated. These methods are described and results presented. The findings indicated that modifications to the existing liner/cushion layer/drainage layer configuration used previously at Telfer would actually reduce overall construction costs rather than increase them despite an increase in overall dump height. This paper provides a brief fundamental insight regarding the fabric media concept for liquor filtration. The subject matter will be of interest to metallurgists and engineers with professional responsibility for world class design of solid liquid separation processes and efficient lowest cost operation of existing mineral process plant. Avocet Mining commissioned the worldÆs first mineral liquor clarification process incorporating a fabric media liquor filter at their Lanut gold mine in Sulawesi, in 2004 with design consulting provided by the Australian company SLS Technology Pty Ltd. Development of the technology continues with applied research focused on selecting textile parameters to apply filtration to a wider range of particle and contaminant types, higher solids concentrations, and different process liquors. Liquor filtration with the Fabric Media technology offers an array of attractive benefits. For Avocet Mining, filtration of pregnant liquor directly from the heap leach pad has enabled removal of the sediment pond and sand filters from the traditional process flow sheet, thus providing significant cost and installation time savings. Avocet Mining has recently expressed confidence in the technology indicating selection preference of the technology for the expansion at Lanut and for a new project. The application design window for the Fabric Media concept is extremely flexible with the technology now successfully applied to many different liquor chemistries and application objectives around the world. Potential cost savings for solid liquid separation process plant, such as counter current decantation circuits, clarifier vessels and thickener tanks can be calculated from laboratory measurements or pilot plant demonstrations.

During overburden blasting operations in dragline pits, coal edge losses along the lowwall edge of the new pit are often experienced. In tonnage terms, losses can be significant. With the thick seams at Callide Mine, 20,000 tonnes of coal can be lost along a 600 metre pit. In addition to the immediate dollar value of the coal, replacement of this coal (from which overburden has been removed) will be from higher ratio and higher cost pits in the future. Unit costs of production for the remainder of the coal uncovered in the current pit increase. Experiments involving variation of blasthole inclination and/or amount of standoff on the front row of blastholes have given no significant improvement in the coal edge loss control.

In Australia a social impact assessment (SIA) is generally required prior to the approval of a mineral resource extraction or processing projects as a part of the Environmental Impact Assessment (EIA) process. In recent years there has been increased attention on the adequacy of the SIA process applied in major project assessment. Most applications have focused on the impact identification process with little attempt given to the community negotiating power over how impacts will be addressed. The impact assessment tends to occur at a single point in time, with no subsequent re-evaluation or ongoing social impact management and monitoring process. The assessments rarely specify how responsibilities for impacts on communities may be apportioned between project proponents and government, and have been inadequate in dealing with cumulative project impacts. In Queensland, concern about these shortfalls have led to the release of the Sustainable Resource Communities Policy 2008 and requirements for social impact management plans (SIMP) to be developed for each resource development in the State. In this paper a 'pressure-state-response' approach to impact assessment is used to develop an 'impact-response-monitoring-evaluation' (IRME) framework that can be applied to ongoing evaluation and monitoring of social impacts. The framework is applied to coal resource developments in the northern Bowen Basin in Queensland to identify core requirements in a SIMP. The IRME framework is flexible enough to be implemented at various spatial and time scales, for the wellbeing of the local and regional mining and non-mining communities in Australia. The framework can be further examined in other mine developments and could be integrated with the existing mining or environmental protection acts.

Highwall mining is a specialised and largely automated mining method developed in the United States for the extraction of coal left under a shallow overburden cover after cessation of economical open cut mining operations. As the name indicates, coal is extracted from the seam exposed along a highwall by a remotely controlled continuous miner operating in a single unsupported opening and brought to the surface by a string of conveyor segments. The single entries are separated by coal .pillars and driven normal to the highwall, over areas where the thickness of cover and volume of recoverable coal is insufficient to allow or justify conventional underground mining. An additional highwall mining method is augering. The success of high wall mining operations depends significantly on geological features, notably the stability of the working roof, determined by the type and mechanical properties of the immediate roof strata. Stability of the ribs, absence of floor heave, faults and dykes are further important prerequisites for profitable highwall mining. The geometric relationship between the spatial attitudes of existing joint systems, the direction (azimuth) of the single entry opening and its vertical profile determine the unimpeded depth of penetration into the coal and thus its economic success. The mechanical implications of the lithological transition zone from a coal seam to either primary or original roof strata, compared to an interface between the coal seam and overlying strata, characterised by a sharp erosional boundary between coal and a secondary immediate roof stratum, are very significant. The compatibility between the response to mining by the geological system (floor-seam-roof) and the capability of the mining equipment to prevent the development of instability are essential requirements from a mechanical viewpoint. The minimisation of vibrations, very good horizon control, an ability to vary the profile of the opening, and the maintenance of consistently high advance and retreat rates, are also important aspects of profitable highwall mining.

The areas of impact when employing high productivity long wall systems are reviewed and the financial implications of the most significant areas highlighted. A distinction has been made between availability and utilization. The need for more efficient delay recording, together with increasing control and utilization of the systems has been identified and the measurability of the latter discussed. The increased use of electronic delay reporting direct from the operating unit as the basis for operational control and a pre-emptive maintenance philosophy is seen as an important area of achieving higher performances from existing long wall production systems and Configurations.

With the use of 86 rock drills of the jackhammer type at the West Lyell Open Cuts of the Mt. Lyell Mining & Hailway Co., it is of importance to determine the economic as well as the physical life of these machines. With this purpose in mind records have been kept of the footage bored and the cost of new parts placed in each machine, and the following procedure adopted.A graph is plotted for each machine showing the footage bored as a horizontal line and at each 5,000 feet of boring the total cost of new parts noted on this line. (See l"ig. 1.) Thus at a glance it is possible to see... the amount of work done by each machine and the money spent on it in new parts. However, it is difficult to visualise from this graph the increase in the cost of new parts for each machine as its life advances. To obviate this difficulty a curve is plotted with the cost of new parts as the vertical component and the distance bored as the horizontal component. As before the cost of new parts are taken at each 5,000 feet bored. (See Fig. 2.) The curves so obtained are particularly interesting for two reasons:1. Each machine has its characteristic curve.2. The curve always steepens.Some machines are found to have relatively flat curves, others flat curves for approximately 15,000 feet of boring, and others steep gradients from the begining.This demonstrates that it is not always economic to discard a drill after it has been in service for a certain length of time or after it has bored a specified number of feet. Each drill has its own characteristics and so must not be regarded as one of a class, but considered on its own performance.The following use of these curve diagrams has been made to determine whether a machine has reached the end of its economic life. The first geological maps of parts of Australia were produced in the 1830s and 1840s, many being for purely practical purposes, such as indicating the occurrence of coal, iron and other essential materials. Mineral location maps were also first made about the same time.More systematic geological mapping commenced in the 1850s when large parts of New South Wales and Victoria were studied in government-sponsored surveys by geologists such as Samuel Stutchbury, Alfred Selwyn and Reverend William B. Clarke. Their work coincided with the opening up of most of the major goldfields of eastern Australia, which led to the establishment of Departments of Mines in the separate Colonies (later States within the Commonwealth of Australia).A few companies employed consultant geologists at this time, and the mapping by Frederick Odernheimer is particularly notable. Geological study of Australian ore-deposits and mineralisedareas was influenced by the continental European geological ideas of men such as Odernheimer as well as by those from England. Both geological and mineral maps were a feature of Colonialdisplays presented at major international exhibitions during the second half of the nineteenth century. The maps accompanied rock and mineral collections which showed the known and potential mineral wealth of the Colonies. Such displays raised interest in the potential for development amongst government officials, entrepreneurs and investors in Australia and abroad.By the 1880s most of the Colonies had produced basic geological maps, and several maps of the whole continent had been published. Although systematic mapping of the continent become a reality only in the 1950s, the nineteenth century geological and mineral mapping formed the basis for the development of the major coal, artesian water, and metalliferous mining regions of Australia.

As copper reserves deepen, they are becoming increasingly less pure. Penalty elements such as arsenic, antimony and bismuth are occurring in increasing concentrations. Environmental issues with smelters are leading to increases in penalty rates for these elements such that some concentrates may become difficult to sell. Arsenic concentration in Rosebery copper concentrates during 2010 varied between 3000 and 8500 ppm. Arsenic levels above 5000 ppm can preclude import to some customer countries. Optical mineralogy has indicated that arsenic in Rosebery copper concentrates is most commonly associated with tennantite (Cu12As4S13) in solid solution with tetrahedrite (Cu12As4S13). In addition, silver reports to concentrate as freibergite (Cu12As4S13 ). A reduction in arsenic content will therefore lead to a concurrent reduction in the silver content.A literature review by Long, Peng and Bradshaw (2012) indicated that arsenic bearing minerals could be removed using potential controlled flotation. Some success in reducing the amount of arsenic had also been reported using either roasting or chemical depression using reagents such as lime and cyanide. Due to the location of the Rosebery concentrator adjacent to world heritage listed temperate rainforest, the use of a roaster or cyanide was immediately discounted. Lime is already used as a reagent in the Rosebery flow sheet, so could be considered as a potential arsenic depressant.In order to determine a method of separating out the high arsenic bearing minerals, two series of flotation tests were conducted. Production scale experiment study was carried out in a limestone open-pit for testing the theory and method proposed by the author(Zou, 1987). The results of experiments indicate that the mathematical model and computer programs, which include the consideration of both the three dimentional distributions of the weak planes and the energy densities of explosion stress waves, reflect the physical process of rock bench blasting quite well. The predicted fragment distributions coincide well with the practical fragment distributions measured with the photo-image analysis method proposed by the author(Zou,1989). The paper "A Three Dimensional Mathematical Model for Calculating the Rock Fragmentation by Bench Blasting in the Open-pit"(Zou,1987), which was published in some conferences and journals, has interested some scholors and researchers. In order to test and improve the model, a group of production scale experiments were carried out in a limestone open-pit during 1986-1987. The procedure and results of the experiments are illustrated in this paper.

Basicity(aO2−) has been known to affect the physicochemical properties of molten slags in the metallurgical processes. However, because of the impossibility of direct measurement of single-ion activity, various indirect measures such as capacity, redox equilibrium of transition metal ions, activity of basic oxides, and (theoretical) optical basicity have been proposed; but these basicity measures have been restricted within slag systems and the interaction between measuring elements and slag components has affected the quantitative estimation of slag basicity. Recently, since it was reported that solubility of noble metals in molten slags could be an indirect measure of basicity, the influence of slag basicity on the solubility of platinum and silver has been reported. The reaction mechanism of platinum dissolution into basic slags has been reported, whilst that in acidic slags has not (Nakamura and Sano, 1997; Sano and Nakamura, 1997; Nakamura et al, 1998). Richardson reported that the solubility of metals such as cupper, gold, silver, and lead in the CaO-SiO2-Al2O3 slag was presumably dependent on the atomic radius and the accommodation ability of the silicate network (Richardson, 1974). Swinbourne and You measured silver solubility in the Na2O-SiO2 slag over a wide range of oxygen partial pressure and suggested that silver would be present as both Ago and Ag0.5 in the slags (Swinbourne and You, 1999). For brevity, these previous works discussed the dissolution mechanism of silver into the slags based on the existence of silver as a neutral or molecular species. However, because the almost chemical reactions occurring in the slag are affected by the basicity, the reaction formula with O2- ion is required based on the ionic characteristics of the slag such as desulphurisation and dephosphorisation reactions as given in Equations 1 and 2, respectively.

In this paper presented are the criteria used when assessing the harmfulness of shocks affecting the buildings. Those criteria are based on the value of speed or accelerations of building vibrations. Presented is the scale of harmfulness of vibrations of Langefors and Kihlstrom, Bureau of Mines, and SWD contained in the Polish Norm PN-85/B-02170. The parameters of the mining shocks measured by the Lubin coal mine station were compared with the parameters calculated as per the correlations (regression curves). The average acceleration calculated from the correlations for eight measurements is only two per cent higher than the actual one. But the average frequency of vibrations calculated from the correlations for eight measurements is as much as 2.22 times lower than the actual one. In order to analyse whether that takes place in the whole range of the energy of shocks compared were the results of calculations from the correlations for various magnitudes of shocks and various distances from their epicentre with the results of the measurements. From that it follows that only for the shocks of the highest energies the lowering of the frequency of vibrations by two times causes movement from the higher zone of harmfulness to the lower one (for example from the IV to III). In the one-family houses in Lubin there were the damages that are characteristic for not only for the III but also for the IV sphere of harmfulness as per the SWD scale. That should be explained via further research and maybe it would be feasible to draw out a new correlation to determine the frequencies only for high values of energy of shocks and determine the preciseness of the acceleration and frequency correlations used presently.

The epizonal Ag-Pb-Zn vein deposit at San Bartolome is characterised by a base-metal sulphide assemblage containing the spectacular development of interpenetrating, bladed networks of pyrrhotite which have been replaced by marcasite and pyrite. A similar assemblage displaying the same crystal habits and textures are also a diagnostic feature of the Sn and Sn- Ag deposits of Bolivia. On this basis, it is reasonable to conclude that both deposits were formed from fluids of similar nature and origin. Although no economic accumulation of Sn is known in San Bartolomr, further comparison of the geologic setting, age, mineralogy, fluid inclusion data and magmatic association of this deposit with the Bolivian systems has highlighted additional similarities consistent with a hypothesis that more extensive Sn mineralisation might exist in the San Bartolomd area.

Lafayette Mining Limited, a listed Australian company, is developing a polymetallic Project on the island of Rapu Rapu, located to the east of southern Luzon in the Philippines. The Rapu Rapu Project is based on the Ungay deposit, which has proven and probable reserves of 6.0 million tonnes of 2.5 g/t Au, 28 g/t Ag, 1.2 per cent Cu and 2.1 per cent Zn. The Project will produce copper and zinc concentrates from a sulphide flotation plant as well as dore from a CIL gold plant. Average annual metal production over the projected six-year mine life is 9800 tonnes of copper, 14 000 tonnes of zinc, 50 000 ounces of gold and 590 000 ounces of silver. Despite a rich mineral endowment and long mining history, there have not been any significant new mine developments in the Philippines since the early-1990s. The investment climate has been affected by legal challenges to the 1995 mining code, civil unrest in parts of the country, the impeachment of the previous President and community concerns about the industryÆs environmental performance. As a consequence, the Rapu Rapu Project is viewed as a test case û within both the country and the international mining industry û on whether minerals investment in the Philippines is an acceptable business proposition from a risk perspective. Lafayette has faced formidable challenges in managing the development risks of the Project. The major risk areas of the Project for which the company developed strategies include: regulatory, environmental and approvals issues, technical evaluation, project development, social and community issues, land acquisition, and financial and marketing issues. This paper describes the risk management strategies successfully pursued by the company, and which have the Project on track to commence construction in 2003. Dealing with each of the areas in turn, Lafayette sought to develop strategies which either effectively neutralised, minimised or otherwise addressed the key risks most likely to be experienced.

THIS paper is not intended to be more than a mere outline of the economic geology of Tasmania. It is desired to present in a condensed form the present state of our knowledge in regard to the distribution of the ore, coal, and oil-shale deposits of Tasmania in time and space.Tasmania is exceptionally well endowed with mineral wealth, particularly in the north-western and western districts. In the enthusiasm resulting from the first discoveries of mineral deposits at a great number of localities in those districts, it became a generally accepted belief that the whole of that portion of Tasmania constituted a continuous metalliferous province. As geological research in these, areas has progressed, however, it has become increasingly clear that ore-deposition has been confined on an economic scale to definite well-defined areas or belts which have a genetic relationship to certain tectonic and petrologic phases of the general geology. The mining industry is beginning to adopt quality systems based on the requirements of International Standards for quality assurance, such as the ISO 9000 series. Indications from similar industries are that considerable benefits are to be had from their adoption. This paper describes the use of the International Standard ISO 9001 for quality assurance within BUKA Minerals Limited. This provided guidance for the development of a clear statement providing agreement on the processes to be followed and the outputs required when dealing with outside service providers. Discussion focuses on the interaction with BUKAÆs consultants and contractors during the specification stage, resulting from the application of quality assurance techniques. Risk analysis was used to identify and manage the risks associated with the companyÆs contract for geotechnical and mine design services and the tender for a mine development program of work during the feasibility stage of the project. Setting acceptance controls for the deliverables from such contracts is traditionally fraught with difficulty. BUKA used Failure Mode and Effect Analysis for exposing underlying risks that were not effectively being countered. The briefs were reviewed and additional controls were developed to manage the risk. These controls have provided clearer instructions to the consultants and contractors, indicated audit points for the company and defined the deliverables. There exists within the company, and among its outside service providers, a clearer understanding of what is to be achieved and how it will be measured. The process has imparted considerable confidence to both parties on how the work will proceed and what outputs are to be provided. Some discussion is provided on how quality principles are being applied throughout industry and commerce, generally, and how they may apply to the mining industry. The paper argues that, far from being an appendix to the tendering process, Risk Management should be a mandatory step integrated into the definitions of the work.

Alcoa World Alumina AustraliaÆs Huntly and Willowdale bauxite mines are located in the Darling Range of South Western Australia, which places their operations within PerthÆs surface water supply catchments. These catchments supply Perth with its highest quality drinking water. With the decreasing rainfall trend of recent years catchment yields to water supply reservoirs have reduced to such an extent that water use restrictions were necessary in Perth for 2001, 2002 and 2003. Protection of catchment water quality and water use conservation are crucial issues for AlcoaÆs operations within the Darling Range. Alcoa has been conducting bauxite mining activities in water supply catchments since the mid-1960s. During that time Alcoa has worked closely with the relevant State Government water and environmental agencies to ensure that its operations do not adversely impact catchment water yield and water quality. Monitoring and research have shown that Alcoa has the necessary environmental management systems in place to ensure it can continue to operate in a sustainable manner within water supply catchments. AlcoaÆs mines reduced the volume of water taken from public water supply catchments by 24 per cent in 2002, compared with 2000. This success has had an added benefit; Alcoa does not need to develop a new water source for its Huntly Mine. The conservation measures implemented to reduce water use include: increasing water recycling, using chemical additives for haul road dust suppression, conducting water audits, reducing water demand, monitoring water use, promoting water use targets and training staff in water conservation.
