For a large scale open pit mining and concentrating operation, on a low-grade disseminated ore body, it is possible to set an approximate lower bound on economically feasible operating scales and an approximate upper bound on economically desirable scales in a relatively straight forward manner. The optimum scale ofplanned operations, with respect to the objective ofmaximisation ofthe net value ofthe orebody, will have to be arrived at by iterative planning runs, but it may be expected to lie close to this upper bound. The effects of infrastructural costs and of the addition of a risk premium to the cost of capital, to form the discount rate for planning purposes, are considered theoretically and by worked example. It is concluded that a perceived special, unsystematic, risk should not be accounted for by the use of such a risk premium as this is inducive to placing a greater amount of investment capital at risk, for no greater return-rate to investment.

"The common-held view of the future of copper mining is one of declining quality of mineral resources and increasingly limited long-term development options. This decline, in turn, is viewed as inevitably leading to increasing economic, socio-political and environmental costs. As a result, new technologies and innovations will be required to mitigate cost escalation. The future is therefore typically summarised as a battle of a ‘below-ground’ declining quality asset base pushing costs upward versus ‘above-ground’ technology and innovation driving costs downward. The role that high quality new mineral discoveries could play in mitigating industry cost pressures is typically understated, if considered at all. New high quality discoveries can be mined at lower cost than existing assets and potentially if discovered in the right locations within a more amenable contemporary environmental and socio-political setting. Such deposits, once discovered, would improve the overall quality of the industry asset base, as well as benefitting their owners substantially through higher margins. However, to target new high quality deposits explorers need some understanding of the nature of high quality copper mines in the long-term future. Conventional scientific and economic techniques for analysing the future of copper supply, generally by studying the project pipeline, ignore as yet undiscovered resources and also struggle to fully incorporate the multiple internal and external factors that could impact upon copper mining practices in the future.Scenario analysis is specifically designed to consider multiple factors interacting in the future, and is thus more creative than simply looking at the visible project pipeline. The use of scenarios is therefore potentially capable of providing insight into aspects of the future of copper mining about which little is currently known or that remains considerably uncertain. In this study, the Oxford University Scenarios methodology was employed to analyse different plausible futures for copper mining and the consequent implications for exploration targeting strategies. The scenario analysis highlights two key dimensions or axes that serve to map out potential industry futures: firstly the technical and economic optimisation of the existing industry; and secondly the generation of new prospects or ‘search space’ for the copper industry. These two axes in turn frame four different scenarios for the future of the copper mining industry. These copper mining scenarios are then compared to the 20 largest existing copper mines and projects, and their owners, to determine if any represent an appropriately robust exploration targeting proxy: none do. The paper therefore concludes that efforts by industry are required to generate mine concepts that would be viable across all scenarios, and thus act also as exploration targeting proxies. In the interim, companies will have to seek to build portfolios that create an overall robust asset base, out of individually less robust assets. Failure to do this implies that consequential, irreversible strategic decisions lie ahead for the copper mining industry, which may be a threat to both incumbents and the very industry itself. In presenting this paper the author has in view a twofold purpose. In the first place, it is intended to set forth for the benefit of practical mining men some account of the principles underlying the design of tungsten carbide rock bits in the hope that a knowledge of these principles will assist in the successful application of the bits to mine and quarry drilling. Secondly, by evoking discussion, and even controversy, it is hoped that manufacturers and users of these rock bits will be encouraged to contribute to the general knowledge of a subject which to date has been rather lacking in published literature. The author well appreciates that many of the conclusions drawn in this paper are highly controversial, but if the only result is to call forth contradictory testimony from other workers in this field, at least one of his purposes will have been achieved.An attempt will first be made to set forth and examine those characteristics which go to make up an efficient rock bit, and the main factors affecting these characteristics will be discussed. In a paper of this general nature, consideration of any particular aspect must necessarily be rather brief, and there is little opportunity for detailed presentation of test procedures and data. It is proposed that a waste rock dump be constructed on slopes consisting of soft colluvium and weathered Chim Formation mudstone at the Porgera Gold Mine, in Enga Province, Papua New Guinea (PNG). Geolog- ical, geomorphological and geophysical investigations were conducted in support of geotechnical studies to assess the physical character of the 6km2 site. Geomorphological studies focused on the extent and nature of colluvium cover and landslide activity. Detailed ground traverse mapping resulted in classification and delineation of eight terrains and seven material types. Seismic refraction and resistivity profiling, combined with drilling, provided subsurface data. Results were presented as standard profiles, coloured contoured sections and plans. Subsurface features, including deep colluvial channels, buried cliffs, slump blocks and buried alluvial channels, were identified. Results of the combined investigations allowed designers to model the colluvium/ bedrock surface and identify critical areas of deep, mobile colluvium and weak bedrock. A design approach was developed which accounted for the morphology of landslide systems and distribution of colluvium types.

THE Yallourn chimney has aroused interest, as it is, for the time being, the tallest structural erection in Australia. Its height was not decided on, however, with the object of breaking records, but is purely incidental to the purpose which it serves. Theboiler plant at the briquetting works (first instalment) consists of five Babcock and Wilcox land-type water-tube boilers, each of 4510 sq ft. heating su:r£ace and 225 sq. ft. grate area in the form of step grates. Four boilers will normally produce 73,000 lb. of steam per hour at a gauge pressure of 265 lb. and a temperature of 6500 F., the fifth boiler being a reserve. Each boiler will consume about 100 tons of Yallourn coal per 24 hours. Provision is made for future installation of economizers, should it be found desirable. Designing for this condition, and allowing for a waste gas temperature of 3500 F. and an air temperature exceeding 1000 it was found necessary to have a draft of about 1.3 in. (water gauge) at the base of the chimney, and to deal with about 2000 cub. ft. of gases per second. Estimates were made of the cost of providing the necessary draught by means of fans and by means of a tall chill).ney. The annual charges of the two methods differed only slightly, and the tall chimney wasselected as being the more general practice in briquetting factories.Estimates were prepared for brick and concrete chiIlllleys. Yallourn bricks at that time were hand-made, and, while very suitable for domestic work, were not capable of withstanding high compressive stresses. The chimney design to suit these bricks thus required to be on very ample lines, resulting in high cost. In presenting this address I am conscious of the honour that has been paid me in my election to this important office, and I am very aware that I follow, in the position of President, many distinguished men who have led the Institute over the 70 years since its inauguration in Broken Hill in 1893.It is perhaps appropriate tonight that I intend to talk about a metal which recalls the birth-place of the Institute, and is also one with which I have had a direct association throughout the whole of my working career. This metal is Silver.Silver is associated traditionally in everyone's mind with money and silverware, and has always been prized for its natural beauty and elegance. It is today one of the few metals in which world consumption has outstripped production, and the events which have occurred to bring about this situation make an interesting story.In telling this story, I propose firstly to indicate our development as a silver producing country, give an historical review of the metal, trace its use as currency and the factors influencing its price, and then say something of the old and new uses of silver. Operating experience with the pilot Lurgi carbonization plant at Morwell showed that under conventional operating conditions, although the thermal efficiency of the plant was very' high, the physical quality of the char produced was extremely poor. By variation of operating conditions to produce the slow drying rate developed by the laboratory research at the University of Melbourne, an improvement in the size of the char was achieved. A similar approach in the carbonization stage where severe breakage of the briquettes still occurred was not possible due to insufficient control over the heating in this stage. Theoretical analysis of the heat exchange process has shown that severe heating of the briquettes entering the carbonizer is a characteristic of the Lurgi system and cannot be controlled by modified operation. The plant has been closed down for reconstruction of the heating system to enable it to be used to produce hard char.INTRODUCTIONAn experimental carbonization plant was operated at the Morwell Works of the 'Gas and Fuel Corporation from November 1958 until July 1959. This plant was built as a pilot plant by the Corporation to designs supplied by the Lurgi Gesellschaft fur Warmetechnik and had the nominal capacity to carbonize 25 tons of brown coal briquettes and to produce 11 tons of char per day. The briquettes were supplied from the· normal production of the Yallourn briquette factory and the 2t in. This paper describes a mobile laboratory developed specifically for nickel prospecting, and which was designed to be operated by sub-professional staff in remote areas independently of established laboratories. An atomic absorption spectrophotometric procedure was used to determine nickel, cobalt, lead, zinc, and copper ID latentIc and sulphIde samples, with a detection limit better than 25 µg/g for all elements. The procedure was applicable to both soil and drill samples and the accuracy of the procedure, which was ±5 per cent relative at the 1,000 µg/g level was sufficient for the preliminary assessment of mineralized samples and the control of drilling operations. The analytical procedure and the means taken to ensure the necessary reproductibility and accuracy are described. One operator can carry out 400 elemental determinations per 8-hr day at an approximate cdst of 6 cents per elemental determination. The results are returned within a single day, a factor which can contribute materially to the efficiency of drilling operations.

Future metal prices play a direct role in both the economic evaluation and short to medium planning of a mine scheduling sequence. It is difficult to predict with accuracy the future price of volatile metal commodities, however, it is possible to fix some future metal price, outside of long term contracts by the selling of futures contracts through a commodities exchange. The futures contract represents a fixed amount of a specified quality of a commodity for future delivery at a predetermined price. Several different types of hedging are possible, one in particular which is best suited for mining companies. There are relative advantages and disadvantages when trading in futures contracts and particular reference is made to gold contracts on the Sydney Futures Exchange.

A method is described for the rapid and effective production of polished section mounts of ore and mineral particulates to the standards required for automated image analysis. This requires mounting without segregation of particles by mass or density, and it is also preferable to avoid having particles in contact so that they can be recognised as individuals. To achieve this, the particle samples are first split to an appropriate degree in a rotary riffle, and the sub-sample mechanically diluted and thoroughly mixed with an inert filler of the same size range as the particles. Just sufficient epoxy resin is added to make the mixture fluid. During setting, the ore particles are mechanically supported by the inert filler particles, thus maintaining the particles in a random three-dimensional distribution. A rapid two-stage grinding process, based on the successive use of 600 mesh silicon carbide and 1200 mesh (10 um) corundum on cast iron plates, is followed by three stages of mechanical diamond polishing on cloth laps. Hand polishing is entirely avoided, as is the use of papers.

A study was made of zircon powders bonded with phosphoric acid or aluminium orthophosphate. The influence of strength of solution of the phosphatic binders on the modulus of rupture over a temperature range was investigated. Physical properties of three grades of zircon powder bonded with phosphatic binders were studied at various temperatures. Examination of x-ray diffraction data indicated that phosphates ofzirconia are preferentially formed to phosphates of silica. However, zircon in the presence of excess phosphoric acid also forms phosphates of silica upon heating.Resistance to attack by slags from blast and open hearth furnaces was determined on phosphate-bonded zircon mortars in a cup test with industrially made ladle bricks. Zircon powders bonded with phosphates proved to have high P.C.E. values. The first satisfactory results of a plant trial with phosphate-bonded zircon mortar, used in a steel ladle, are now being assessed in larger scale industrial tests prior to accepting the mortar as a steel plant refractory.

Increasing demands on quality of metallurgical grade alumina and for lower production costs led to the development of a new fluid bed calcining process. The process, jointly developed in Germany by Vereinigte Aluminium Werke A. G. and Lurgi Gesellschaften m.b.H., takes advantage of modern chemical engineering methods such as counter-current flow of combustion air and solids, direct heat-exchange between combustion air and fine solids, and near stoichiometric combustion of oil in a fluid bed. Using a two-stage Venturi-type suspension preheater for heat-recovery from combustion flue-gases, the circulating fluid bed technique with internal oil combustion at 220°F for the calcining step and a five-stage fluidized bed cooler for heat-recovery from calcines, the process gives an outstanding heat-efficiency. In a first industrial plant for 560 sh. tons/day of alumina heat consumption figures of less than 1·400 B.T.U./lb Al203 g were achieved.

A description is given of preliminary work done to identify the problems inherent in electrochemical oxidation of metal sulphides, and particularly in the use of powder compacts as anodes in electrolysis. Lead flotation concentrate pressed into a compact can serve as an anode for direct electrowinning of lead according to the reaction PbS -7 Pb2+ +So +2e. No pYrometallurgical step is required, and sulphur is recovered in elemental form.In the experimental work, electrical conductivity of the compacts was achieved by addition of 5·5 per cent of graphite. After compaction at 10-20 tons/sq. in. the anodes were strong and remained intact throughout the electro-oxidation period. Perchlorate electrolyte was used, but fluosilicate electrolyte is also applicable. A sheet of pure lead formed the starting cathode.As anode potential increased above 1·0 V (v. SHE) PbS04 was formed in increasing amount. At 0·90 V, Pb2+ extraction efficiency was 85 per cent. Anode potential was kept low by electrolysing at 60°C and 15 mA/sq. cm., and by improving the porosity of the compact. Other metal sulphides (Zn, Fe, Cu) in the flotation concentrate also oxidize and release metal ions to the electrolyte, which would need to be purified prior to deposition of lead.Power requirement in a laboratory cell was about 0·24 kWh per lb of lead extracted.

The reactions between molten aluminium and cryoIite have been determined from a material balance of all components involved in the process. The interpretation of results were supported by x-ray diffraction studies of the evolved vapours, quenched electrolyte samples, and side-reaction products.The most important reaction involves the formation of both Na2F (sodium subfluoride) and chiolite in the fused electrolyte. The Na2F accelerates vaporization of the melt. Some AIF (aluminium monofluoride) may also be formed but the proportion of this is much less than for the former subvalent compound.

Electricity will play a major part in providing energy services in the 21st century. Ecologically Sustainable Development (ESD), that is accommodating the needs of the present without compromising the needs of future generations, will provide a focus for optimising the use of electrical energy. Environmental externalities may redefine the cost structure of electricity. Strong corporate environmental management will ensure that current environmental objectives are met and that future ones, identified by the ESD process and environmental externalities accounting, can be developed and implemented by receptive business managers. This paper addresses the current environmental issues of electricity production. It outlines a management strategy for the SECV becoming a community leader in protecting the environment. ESD is discussed in terms of using non-renewable resources wisely, extending their availability and putting in place mechanisms which ensure their ultimate substitution by renewable resources and conservation. The paper explores options for dealing with costing environmental externalities, particularly in relation to greenhouse emissions.

Lord (Geological Survey of Western Australia): During the last few days in Kalgoorlie here we have heard on various occasions of the great job the mining engineers have done persisting against rising costs and increasing salaries without a rise in the price of gold. I think it has been somewhat overlooked that it has been difficult to find additional ore as well. I consider that geologists also should be commended on their action in persisting to search for more orebodies. This goes on in any mining community, but in Kalgoorlie in particular, I believe, over the last few years that it has been more difficult all the time to find additional orebodies and the Companies are calling for higher grades to offset the economic condition. I feel that this paper by Mr. Finucane shows that the geologists have persevered on an idea and discovered that they can find additional orebodies in the calc schist where previously it was thought that these did not occur. This has added many tons to the ore reserves, and although it is not very significant at the moment, the significance will probably improve as more work is done.The whole thing has shown us the importance of economic geology. Mr Finucane has had many years of experience here and he has given us a very able exposition of the economics of ore finding, and there are not many questions that one could pose to him, because most of the information he presented is obviously fact borne out by drilling, underground development and lining up the ore channels. The rocks of Waihi and the surrounding district are almost entirely rhyolitic and ande5itic in character. Sedimentary rocks, with the exception of some surface deposits of clay loosely compacted conglomerate, etc., and one or two thin and broken beds of a very poor lignite, occasionally changed by igneous agencies into a bituminous coal, are almost absent. In the shafts sunk by the Waihi and Grand Junction companies outside the outcropping andesitic area of the Martha Hill, more than one old surface or lake bottom has been passed through. At these points layers of sand, consolidated volcanic mud and tuff, accompanied by numerous broken fragments of imperfectly silicified wood have been enccuntered, but these occurrences may, for the purpose of this paper, be neglected.The youngest rock of the district are rhyolites, probably of Pliocene age. At least three distinct classes of rhyolitic lava, each possessing features of unusual interest, may be made out. None of these, however, is gold-bearing. The youngest flow, a light-coloured, fine-grained rock, is remarkable owing to its enclosing at times fragments of carbonised wood, varying in size from mere specks up to quite large pieces of almost pure charcoal. Over half of the molten aluminium produced at the 52,000 tons/ year eapacity plant operated by Comalco Aluminium (Bell Bay) Limited in Tasmania is cast into saleable produets by the direct chill process. Considering the importance of direct chill casting to the aluminium industry it is surprising that so little published literature on the subject is available, although Easton (1947), Smart (1954), and Uppert (1940, 1944, 1945) have contributed much toward lifting the veil of secrecy surrounding the process.The direct chill, or D.C. process as it is commonly called when related to aluminium, consists basically of feeding molten aluminium or its alloys into; water-cooled mould from the bottom of which solid aluminium is continuously extracted. Although the casting procedure is continuous in principle, the equipment is normally operated in an intermittent manner. Castings up to 20 ft long are formed during a cycle. At the end of the cycle casting is stopped and the pit into which thc castings are dropped is cleared before a new cycle commences. Depending on the size of the casting in relation to the cross sectional area of the pit and the support mechanism (commonly a hydraulic ram), 'drops' of up to 15 tons are not uncommon.
