The Australian mining industry isstill labouring under the impression. created by the Fitzgerald Report that it does not pay suffic- ient tax. This would appear to be the raison d'etre of the resource rent tax debate. The authors quantitatively compare the cash flows to the mine and government resulting from a large strip coal mine in central Queensland under a number of Australian and international taxation policies. The Liberal government policies are found to be internationally competitive while the Labor 1975 policy is excessively punitive. The present value of the returns to the public from the Liberal 1977 policy vary between three and six times the net present value to the mine, which belies the necessity for the imposition of a super tax. The levelling of a special royalty, excess rail freight, by Queensland could severely re- strict the development of new mines in the Bowen Basin. The impact of excessive freight rates is analysed on a combined strip-deep mine typical of the new projects nearing development in the region. Otherwise economic mines can be made marginal or even sub economic by this tax. Even with moderate rail freights, the mining tax laws of New South Wales are more favourable to the industry than are Queensland's.

Copper concentrate from Bougainville's copper mine located on the west slope of the Crown Prince Range on Bougainville island, is pumped 27 km to the filter and drying plant at Anewa Bay for preparation and storage prior to shipment to overseas customers. Coal pillar design has been based on generalised formulae of the strength of the coal in a pillar and experience in localised situations. Stress measurements above and in coal pillars indicate that the actual strength and deformation of pillars varies much more than predicted by formulae. This variation is due to failure of strata surrounding coal. The pillar strength and deformation of the adjacent roadways is a function of failure in the coal and the strata about the coal. When the pillar is viewed as a system in which failure also occurs in the strata, rather than the coal only, the wide range of pillar strength characteristics found in the UK, USA, South Africa, Australia, China, Japan and other countries are simply variations due to different strata-coal combinations and not different coal strengths.This paper presents the measured range of pillar strength characteristics and explains the reasons. Methods to design pillar layouts with regard to the potential strength variations due to the strata strength characteristics surrounding the seam are Presented.

Mineral processing is at the hub of the exploration-mining-metals production system. Because of the large volumes of material processed, incremental technology investments can pay off better than for other parts of the system. However, much of mineral processing remains a 'black art', because we are behind in investing in modem technologies. Consequently, we have one of the best opportunities to improve efficiency and competitiveness through the application and transfer of technologies that have already been developed for other industries. The reluctance of minerals companies to place priority in our area is not because we lack new ideas; our senior management has not been convinced, based on our previous results, that such investments will pay off as well as other investment opportunities competing for the same resources. The key is the proper establishment of technology strategy and more effective transfer of technology. The presentation will identify the failure mechanisms of technology transfer and will present a model for improving the success rate, a prerequisite for raising the priority of mineral processing investment. Topics emphasised include strategy formulation, human resources planning, and total quality management principles applied to improving technology transfer.

A major high grade zinc deposit, Dugald River has fine-grained and complex mineral associations which provide considerable metallurgical challenges for both mineral dressers and downstream processors. A long history of metallurgical testing focusing on mineralogy and flotation concentrate production has shown that while separate lead and zinc concentrates can be produced at saleable grades, high levels of iron, and particularly manganese, are likely to place constraints on the marketing of zinc concentrate produced from deeper zones where coincidentally lode development is at its maximum. Testwork has focused on characterising the flotation response of ore types ranging from banded and stringer sulphides to brecciated ores in a variety of sulphide matrices. A high level of variability with lower than expected metal recoveries has been indicated across some of the higher grade brecciated ores. However, the dominant slatey breccia has generally provided the best results. Heavy media preconcentration testwork has been moderately encouraging and at this stage, although value adding downstream of concentrate production on-site is not seen as an economic option processing developments are being monitored on a broad front. Providing satisfactory means can be developed for handling manganese during downstream processing of the concentrate, it is not difficult to see a world-class operation emerging from the resource in the medium-term Future.

Subaqueous water-rock reactions that occur at the pit wall/lake water interface can affect the pH of pit lakes. Many pit lake water chemistry models neglect subaqueous reactions, which may create inaccurate predictions over time. A mineral quantification method is presented that defines the wall rock mineralogy of active open pit mines, using samples collected from the Martha Mine, a low-sulfidation epithermal Au-Ag deposit in Waihi, New Zealand. The mineral quantification method has five components: field observations and sampling, X-ray diffraction analyses, selection of representative samples, geochemical analyses, and mineral accounting. Predicted mineral concentrations closely match observed mineral concentrations visually estimated using petrographic techniques. Results of the method can be incorporated into a geochemical model of long-range pit lake water quality resulting from subaqueous water-rock reactions.

Over the last decade mineral exploration in New South Wales has increased markedly. This is due to various factors including the influx of overseas companies an. capital, increase and stabilization of metal prices and improvements in exploration techniques. The initiation of full-scale petroleum exploration and recent discoveries of large mineral deposits in the west, north-west and north of Australia has increased overseas capital, and brought scientists and technicians into the country. Naturally there has been an overflow into New South Wales, which is less attractive as an area for new and large-scale discoveries. In some fields, rise in metal prices and price stabilization has largely contributed to the intensif- ication of exploration. Increased tin production in New South Wales since 1963 is a direct result of price rise and stabilization, and rise in the price of silver has revived an interest in silver prospecting in recent Years,

Geologists employed by Metals Exploration Pty. Ltd. discovered nickel enrichment at Greenvale, 180 kilometres West of Townsville, in 1967. Subsequent drilling proved an ore body containing 45 million dry tonnes of ore containing an average of 1.5% nickel and 0.11% cobalt. The Freeport Minerals Company, who had experience in treating lateritic nickel ore, were invited to participate in development of the ore body. This resulted in the formation of the operating company Queensland Nickel Pty. Ltd., jointly owned by Freeport Queensland Nickel Inc. and Metals Exploration Queensland Pty. Ltd. With the completion of successful pilot plant testing of Greenvale ore at the Freeport research facilities at Belle Chasse, Louisiana, a treatment plant was constructed at Yabulu, 24 kilometres North West of Townsville. A 225 kilometre railway line was built connecting the Greenvale Mine and Yabulu Treatment Plant. The ore reduction and ammonia/ammonium carbonate leaching flowsheet is similar to that constructed and operated by the Freeport Minerals Company during World War II at Nicaro, Cuba. Modifications to the Nicaro flowsheet implemented at Yabulu include facilities to recover cobalt in a mixed nickel/cobalt sulphide product and the reduction of nickel

This paper describes an investigation of the sampling problems which contributed to erroneous Concentrator production forecasts at the mining operation of Bougainville Copper Ltd (BCL) in the North Solomons province of Papua/New Guinea.Reference figures provided by independently verified commercial shipment data demonstrated the existence of a bias in the calculated Concentrator production; the challenge was to identify systematic errors in each of the contributory measurements (feed tonnage and feed, tailings and concentrate grades).The uncertainty surrounding specific sampling and measurement errors precluded optimum metallurgical control and performance of the milling circuit, encouraged disputes about the difference between Mine versus Concentrator production estimates, and cast some doubt on efforts to follow political guidelines concerning a maximum feed tonnage or recovery oriented mill operating concept.An evaluation of routine results as well as specifically targeted test work identified the sampling errors associated with measured individual parameters.The emphasis in this report is on the procedure for quantitative error assessments.The measured performance of a mineral dressing plant is subject to a systematic error balance which can be derived from the more familiar weight and metal balances such as the two- or three-product formula.The resulting equations are generally valid, and they are applied to the measurements obtained at BCL's Concentrator to illustrate the method.

Early efforts to control the dust necessarily produced during dry crushing operations, took the form of venturis at loading chutes and other places where dust was most evident. These venturis discharged to the atmosphere and for obvious reasons were not very satisfactory.Attempts to collect the dust drawn off by the venturis, using dry cyclones, were not successful, the cyclones catching only the coarser particles. Further, no satisfactory method of continuously discharging the dust catchment was evolved. Water sprays were also used, and will be referred to later.In 1940, a single discharge fan of 3,000-4,000 cu. ft. per minute capacity, was installed to draw the dust-laden air from the Symons crushers and ·screening sections with their attendant conveyors. Suction was through two 15 in. ducts which branched off into 10 off-takes situated over the conveyers at points of discharge from crushers and screens.A dry cyclone was installed in front of the fan, which exhausted into a bag-house.The cyclone suffered from the defects of the smaller units mentioned earlier. When the collected dust reached a certain level in the cone, no more collection would take place until the cone was emptied. This objectionable feature was overcome by introducing a jet of water ahead of the cyclone. The water and dust collected overflowed a weir and were pumped to the mill.

Completely dry or completely wet materials are comparatively easy to screen, but materials with moisture contents between these two extremes can present varying degrees of difficulty. The presence of moisture can impair the performance of a dry screening plant in a number of ways: ò agglomeration of fine undersize particles onto larger oversize particles, resulting in the fine particles being misplaced to the oversize; ò increasing attractive forces between particles that hinder stratification and particle presentation to the screen; and ò blinding of the screen apertures caused by fine moist particles clinging to the screen which reduces the effective aperture size and the open area of the screen. Test work on full-scale screens has shown that the agglomeration of fine particles onto larger particles only occurs once the equilibrium moisture content of the ore is exceeded, and that the quantity of adhering fines present is proportional to the surface area of the larger particles. An -adhering fines screen model has been developed from this work, and by using relationships derived between the model parameters and feed moisture content, the effect of changes in feed moisture on both product quality and operation of iron ore dry screening plants is predicted.

The Perth Mint receives gold and silver from various sources for evaluation and refining. The metals are received in many forms and vary widely in assay. Refining is carried out using the Miller Process and the and the resulting market quality bullion is sold in a range of weights and alloys to suit the international bullion market and public demand. INTRODUCTION The Perth Mint was established in the late nineties as a branch of the Royal Mint, London, to refine the gold from the newly established gold- fields in Western Australia. The branch was opened for business in June, 1899. After refining, the bulk of the gold was used in the manufacture of sovereigns and half-sovereigns. Nowadays, although most of the gold received comes from the W.A. goldfields, some gold is deposited by producers in other states and in Papua-New Guinea, as well as scrap and trade wastes from manufacturing jewellers and old jewellery from the general public. Silver is deposited in the form of old silverware, recoveries from-photographic processes etc. Gold or silver may be lodged at the Mint in person, through a bank or other agency or by registered post. Telegraphic advice is usually given when gold is sent by the latter, so that insurance may be effected.

The flotation circuit handling Peko ore at Peko Mines N.L. was examined in July 1970 with a view to determining simple changes in circuitry or reagents which could improve the grade and recovery of the final copper concentrates. The investigation included sampling over one shift followed by detailed testing of the samples by sizing-assays, sizing-mineralogy and sizing-liberation. Mass balances were carried out over total streams, the component minerals and the copper contents. Some laboratory work was carried out to assess the effect of salinity on flotation. In order to handle the sizing-mineralogy calculations a computer programme was set up. The raw data were corrected for locking factors, then mineral and elemental distributions cal- culated for each screen fraction and the total sample. Calculated assays from grain counting were compared with chemical assays. Recoveries through the size-ranges re- vealed very rapid flotation of copper minerals at sizes below 350 mesh. This pointed to a possible circuit improvement by desliming rougher tailings ahead of the scavenger stage. A strong correlation was found between water in concentrates and gangue recovery for the subsieve sizes. Discounted cash flow (DCF) methods are well suited and recommended as a primary valuation method for mineral assets for which there are at least indicated resources and some form of feasibility study containing engineering, production and capital and operating cost data. DCF methods are also applicable as a secondary or check valuation method for exploration properties for which no technical study has been prepared. For projects where little or no engineering, production and/or cost data is available, the process of formulating a project concept by specialists who do not possess experience and expertise in the relevant technical faculties is totally rejected as a basis for applying DCF techniques as a primary valuation method. Such an approach runs counter to The Australasian Institute of Mining and Metallurgy (AusIMM) requirement to apply relevant expertise to specific aspects of mineral valuation. Technical and commercial inputs to mineral valuation should be reviewed by specialists who have specific expertise in the relevant disciplines, and should be tempered by the quantity and quality of technical evaluation which has been undertaken and the development status of the asset.

Epithermal gold-silver deposits occur in young volcanic terrains where post-mineral cover commonly impedes the search for mineralisation. At the Togi Project in Honshu, Japan, a complex mineralised system is largely covered by post mineral volcaniclastics. A combination of high resolution electrical resistivity surveying and detailed airphoto interpretation has, with close geological control, enabled synthesis of structural and alteration characteristics of the Togi geothermal system, in turn permitting ranking of the prospects for drill testing.

Mount Isa Mines Limited has 25 rod and ball mills of various sizes installed in two Concentrators at Mount Isa. A continuing investigation into installation, design and materials of liners for these mills has been in progress since the early sixties. Both manual and mechanical methods of liner installation are used and described. Materials for the various applications have been evaluated, mainly by field trials. Design of liners has also been evaluated by field trials and the history of trials in No.4 Concentrator is given. The purpose of the investigation has been to reduce the cost of mill lining and the life of many linings has been greatly increased as a result of this work.
