Traditionally, surface coal mines in the Western United States have been limited by economics to depths between 150 to 200 feet. Utah International Inc., however, is now planning to strip coal its San Juan Mine in Northwestern New Mexico to depths ranging up to 400 feet while uncovering 20 feet of steam coal. This method is cost-competitive with nearby shallower coal deposits and underground mining of the same property. How trucks and shovels can pre-strip for a dragline, along with results of the planning process, comparison with alternate systems, capital requirements, operating costs and comparisons with other coal sources are all detailed. Also discussed are the major problems anticipated, how they might be corrected, and potential improvements to the concept. Introduction The San Juan Deep Stripping Project will be situated at Utah International's San Jean Mine. The mine is in the Four Corners region, so-called because four states enjoy a common border point about 30 miles to the northwest.(see Figure 1). In the early 1970s, Jim Walter Resources, Inc. (JWR) embarked on a coal mine expansion program that was unparalleled in the history of the United States. With a small nucleus of people then operating two rapidly depleting captive mines, action was initiated to develop four of the deepest mines in the United States. Because of the depth of these mines, operational and technical problems were anticipated. However, because of the high quality of the coal (Blue Creek Seam), the financial risks involved were acceptable. The total investment to get the expansion program completed (to get the new mines to full capacity) would represent an investment of over US$ 500 million.By the end of the decade of the 1970s, the Company had grown to 2100 employees who were producing 1640,000 tonne of saleable coal per year, a productivity rate of 3.9 tonne per man-shift. This productivity rate was not sufficient to maintain a profitable, viable organisation. Therefore, if the operations were going to survive, it would be necessary to improve productivity tremendously, a task which would tax the resources and imagination of all employees.

Most exploratory drilling in the N.S.W. coal fields has been conducted using convent- ional diamond drill rigs of modern design, us- ually truck or trailer mounted. Conventional diamond drill rigs have also been used exten- sively by the Queensland Department of Mines for coal exploration. However almost all of the exploratory drilling of surface mine coal prospects throughout Queensland has been conducted using rotary rigs typified by the Mayhew 1000 truck mounted unit. The rotary rig has proved capable of both rapid non-core drilling and core drilling with high core recoveries when modern core barrels have been used by experienced drillers. For deep or continuous core drilling, wire-line equipment is now in general use. Both wire-line and conventional coring is effected using stationary split inner tube barrels, for minimum core disturbance, maximum core recovery, ease and accuracy of logging and sub-sectional sampling. Diamond core bits are generally required in N.S.W., with water circu- lation. In Queensland, the generally softer coal measures strata can be successfully cored using tungsten carbide bits and air circulation is the preferred method where possible.

Education for the Mineral Industry in Australia developed in an uncoordinated but effective fashion till the mid 1960's, with recognised quality in graduates, with output matching demand, and with industry needs being fulfilled. Then in the space of a further 20 years, as company structures expanded, as the number, complexity, and costs of mineral projects escalated, as educational facilities, costs and politics increased, as community perceptions and aspirations changed, as government control of minerals and education increased, and as mineral sales cycles and markets fluctuated widely, the very fabric of Australian Mineral Education fell in tatters. Extractive Metallurgy Education suffered most in this collapse, and no compre- hensive remedies have been initiated. We are all the losers. In the 1990's, the extraction of Australian minerals and metals will increase in international significance, and the education of Extractive Metallurgists must meet this need. After examining the current situation, a series of management strategies are proposed to enable Extractive Metallurgical Education to survive and prosper in the next two decades and beyond. These strategic proposals involve industry, the government, the educational bodies, and individuals, in a range of short and long term objectives, policies, and actions.

A mine planning system comprises all elements necessary to carry out the full range of mine planning activities from exploration to operations control. The application of computers as part of a mine planning system has great potential for increasing the efficiency and quality of mine planning and reducing its cost. The introduction of computers to mine planning in open cut coal mines has been hindered by the cost of processing the large databases associated with large coal deposits and the inherent inconvenience of performing an interactive process on a time-shared computer. A dedicated computer is ideally suited for the purpose but reasonably priced micro/ mini-computers until recently have not had the capacity to store the volume of data or the processing capability required. Recent hardware developments have cleared the way for the development of truly interactive mine planning software, covering the complete range of activities associated with open cut coal mine planning, incorporating them into a single system using a common database. The MINEMAP System is a hardware and software package tailored specifically for mine planning of open cut coal mines and is an example of such a system.

A research programme sponsored through the Australian Mineral Industries Research Association investigated two aspects of mine aerodynamics on model scale. These were aero- dynamic losses in (a) shaft/airway intersections and (b) losses created by mine cages moving in a combined haulage/ventilation shaft. The shaft/airway intersections studied included base and intermediate levels for both upcast and downcast. shafts, with one to four rectangular airways intersecting a circular shaft. Changes in intersection geometry were limited to the installation of 45¦ conical brow cutoffs of varying size and the addition of simple flow control devices. The relative air- flows between the airways and the downstream shaft were varied over a range employed in Australian mining practice. In general, experiments revealed that a small brow cutoff was significantly better than none at all, and a simple device such as a cone can reduce losses and improve flow stability at an intersection. The mine cage studies determined the effect on aerodynamic loss of cage area blockage, height/length ratio, openings in cage walls and surface roughness due to external structural members. The application of high technology to monitor and control fire life safety, critical functionality in tunnels and underground spaces generally has progressed at an ever accelerating rate over the past decade. Today these systems comprise some of the most complex and little understood aspects of the tunnel/underground facility construction industry, with this area being perceived as high risk comprising impenetrably complex ‘black box’ technology covered in blinking LEDs. This paper will seek to explode some urban myths and common misconceptions associated with such systems, providing its intended audience with a review of what all this technology comprises and where the real risks lie in its delivery lie.The author contends (and looks to support such contention via this paper) that by applying baseline project and risk management processes to the procurement of this widely misunderstood black box technology, the quality of the final outcome can be much improved, driving innovation, reducing both cost and significantly mitigating delivery risk.CITATION:Taylor, G M, 2014. Surface tailings are finely ground waste materials produced in all mines after the mineral or metal has been removed from the metallurgical process. Current methods for disposal of tailings involve constructing dams, dumping into existing waterways, and depositing as backfill underground. Each method has its drawbacks in terms of cost, level of complexity, safety and environmental concerns. Backfilling is the process whereby waste material (generally metallurgical tailings, prepared aggregates or a combination) is placed from the surface back underground into open mine workings via conveyor belts, hydraulic or pneumatic pipes or gravity. In the backfill process common difficulties are expensive placement costs, equipment wear and the ability to meet early and long-term strength requirements. Traditional tailings transportation in pipes involves the use of water as the transport medium. Foam technology involves the introduction of micro-air bubbles that replace the water as the main transport medium. This air can be removed after placement if necessary, by the addition of a defoaming agent. This could produce an under-saturated stable cake. Foam technology has the potential to revolutionise surface tailings disposal and backfilling by providing a less expensive and environmentally safe alternative to those just described.

Skarns typically are zoned and the deposit- or district-scale zonation pattern is an important tool in exploration for skarn deposits. Zonation in individual deposits has been described in many publications, and the general zoning patterns have been summarised by Einaudi, Meinert and Newberry (1981), Meinert (1997), and Meinert, Dipple and Nicolescu (2005). Although zonation is present in most skarns as the result of a basic process of transferring heat and fluids from magmas to wall rocks, the specific zoning pattern in each skarn may vary greatly. For example some zones may be missing entirely or multiple zones may be telescoped. Such variations can be caused by several factors including depth of formation, magma composition, timing of the exsolution of magmatic aqueous fluids, redox state of the magma and redox state of the wall rocks. To use zonation as a predictive tool in skarn exploration, all the controlling factors have to be considered. In this study, we discuss some of the factors that may affect the zoning patterns in Ca skarns. Magnesium skarn has dramatically different mineralogy and is not discussed here. The last two years have seen a rapid change-over from mechanised cut and fill. stoping to the more economic and productive long hole open stoping method, such that today more than 80 per cent of total production is won from open stopes. At first drilling was by sub-level rings and/or parallel up and down holes from inter- mediate sill horizons using conventional exten- sion rod equipment. Sub-levels were developed no more than 40 metres apart to allow accurate drilling. Compact, crawler mounted in-the-hole hammer equipment was introduced as soon as it became available in Australia. Today, all open stope drilling is done with three Atlas Copco ROC306 rigs and two Ingersoll-Rand CMM jumbos. Fans of 115 mm diameter holes, varying from near vertical down holes to horizontal, are drilled with a burden of 3 m. Toe spacing varies from 3.5 m to 4 m. An Atlas Copco DG418 booster compressor is used to boost run-of-mine air from 700 kPa to 1400 kPa in the areas of longest drilling. This has improved overall drilling performance in these areas by 40 percent.

Product stewardship in its most basic form is simply risk management applied to the products we produce. Conceptually it may be considered as a more expansive approach to many existing safety, heath and environmental programs. Key differences include the extension of responsibility beyond the direct control of management, and consideration of the implications your products and processes have on the broader community, as opposed to the confines of an individual mine site or operation. This paper reviews the processes used by Orica Ltd to manage its product stewardship program. OricaÆs product stewardship program is expansive and supports activities and business that range from manufacture and delivery of commercial explosives and sodium cyanide to mines throughout the world, supply and operation of municipal water facilities, and manufacture and distribution of consumer products such as household paints and adhesives. We highlight the development of the program through experience both good and bad, and by use of case studies to illustrate how an active product stewardship program is an effective business risk mitigation strategy.

The paper provides a structured methodology to investigate metallurgical problems within the operating concentrators. The strategy uses classical metallurgical data analysis as well as pulp, solution and surface analysis to determine the reasons for particular behaviours. The approach applies equally to all mineral-processing operations. To demonstrate its effectiveness a case study, based on work conducted at Pasminco Rosebery Mine, is described. In this work, the classical metallurgical analysis indicated that a significant amount of sphalerite reporting to the lead concentrate occurred as liberated particles. A combination of pulp, solution and surface analysis supported the hypothesis that the liberated sphalerite was recovered by inadvertent activation by lead ions. Laboratory studies have indicated that the use of sodium carbonate, by itself and in combination with zinc sulphate and sodium cyanide, when added to the lead regrinding mill can depress sphalerite flotation, resulting in an improvement in the lead grade/recovery curve. When this approach was tested in the plant other more dominant issues masked any positive effect the addition of sodium carbonate may have had. The plant trial highlighted the real need for additional regrinding capacity.

In planning and operating mining projects, managers must take into account economic conditions in foreign markets in addition to Australian conditions. As the manager has little influence over the price or the demand for the product, it is particularly important that close attention is paid to the control of costs to ensure that the mining operation remains competitive with foreign producers. This is not necessarily true for some sectors of the domestic manufacturing industry where foreign competition is restricted and costs can be passed on to consumers because of the protection afforded by tariffs. The effects of protection on the cost structure of Australian industry are more pervasive than is commonly understood. The issue of protection is particularly important to the Australian mining industry management because the cost burdens imposed by local protection must be absorbed within profit margins. Furthermore, because protected industries are effectively subsidised to use scarce resources such as skilled labour, the development of more efficient industries such as mining is inhibited. The mining industry has much to gain from any relaxation in protection policy, and hence the issue is of considerable importance to all managers in the mining industry concerned with costs.

Access roads for haulage, construction or maintenance purposes are discussed with particular attention being given to the un- sealed "all weather" form of construction for Off-Highway applications. The service conditions experienced by the surfaces used in these roads is examined. These conditions are discussed in terms of the conventional engineering properties used for natural gravel material selection. Experience gained during the construction of a pipeline access track is used to illustratE material selection guidelines based on geological input and an understanding of good construction practices. Although the unsealed gravel road is the back-bone of the rural road network in Australia, in general, traffic loadings are relatively low compared to the off-highway unsealed haulage road. The cost of the haulage/access road construction component is one important factor in project planning which needs careful consideration. It is no longer acceptable that the initial rough exploration track be gradually upgraded so that it will eventually carry construction and maintenance traffic safely and efficiently. During a programme of explosive performance evaluation at Hamersley Iron, Mount Tom Price Mining Operations, the relative performances of a range of heavy ANFO explosives were compared during normal production blasting operations. In addition, a number of heavily instrumented single hole blasting trials were conducted with each product type. The blasts were monitored in terms of blasthole velocity of detonation (VOD), measured using multi-point plasma conductivity probes with up to 16 measurements per blasthole. Up to 16 blastholes were monitored in each production blast. The results of measurements show a marked difference in performance of all heavy ANFO products between single blastholes and full production blasts, indicating a significant degree of interaction between blastholes in production blasting. The interaction is shown to result in a loss of detonation pressure of explosive, and considered to lead to a loss of fragmentation. The degree of interaction is seen to increase with increasing emulsion content in the products, and is more pronounced in some explosive types than others. The paper presents the methods of measurement and analysis, and the results of monitoring, together with implications on blast design and application of heavy ANFO products.

Geological heterogeneity is one dimension of complexity in mining. Significant effort is put into developing an understanding of this complexity so it can be used in resource estimation, mine planning and economic modelling. However, over the decadal lifespan of a mining venture, many other dimensions add to the complexity of a mining operation. These include: technological evolution, market fluctuations; investor confidence; social norms; local expectations; and ecosystem functionality. As with geology, these factors are all heterogeneous, uncertain, time varying and represented through sparse and incomplete datasets. Recent work (Valenta et al) is beginning to show us how these risks correlate in different global settings. By analysing data relating to known, but as yet undeveloped copper deposits, this work (the complex ore body database) is demonstrating that it is the combination of issues (both price sensitive and non price-sensitive) that determine the viability of a deposit for extraction in the 21st century.CITATION: Littleboy, A, Plint, N and Valenta, R, 2018. Exploration for uranium in Australia has so far discovered reserves equal to 17.5% of the Western World's. The Australian uranium industry, when fully developed, will be one of the largest producers and possibly the largest exporter in the world. The world's nuclear industry is young, rapidly developing in size and technology and is subject to more social, political and regulatory controls than any other industry. This paper considers the probable development of Australia's uranium industry against a background of normal commercial parameters together with other factors which are peculiar to the nuclear industry. As the theme of this conference is "Australia's role in the World Mineral Indus- try" this paper concentrates on the commercial and practical aspects associated with the development of Australia's uranium resources in a world context.

In May 1991, AZSA commissioned a new conventional Cell House. This paper focuses on the major improvements introduced in the design and the construction of the equipment, machinery and control. An effective control system together with good reporting and routine operation has resulted in quality control of the Cell House at the highest possible level. Consequently the monthly current efficiency consistently averages above 93 per cent with a total energy usage of 3000 AC kWh/t of cathode zinc. The new concept for the year 2000 and beyond is introduced.

This paper examines six sites in Northern Nevada where soils and groundwater have been contaminated with petroleum hydrocarbons and/or organochlorine compounds. All six of the sites studied are located in an arid, highly mineralised area of the Great Basin. As a part of the original geochemical investigation to determine the applicability of biodegradation in the remediation of petroleum impacted soils and aquifers extremely high levels of uranium, vanadium and molybdenum were detected in the anaerobic groundwaters associated with some of the hydrocarbon plumes. Some groundwater uranium concentrations exceeded 7 ppm while vanadium and molybdenum concentrations reached almost one ppm. The bioleaching appeared to be most effective under methanogenic conditions and was noted in both high sulfide and low sulfide environments. Background concentrations of uranium in the formation were measured between 6 ppm and 109 ppm and highly dependent upon depth with the highest levels being found in association with evaporites. Unlike uranium, vanadium tended to concentrate in free-floating organic fractions reaching levels as high as 2000 ppm in the layers of jet fuel floating above the groundwater. Molybdenum was the most resistant of the three metals to bioleaching.

Over 90 per cent of the explosives in Hong Kong are used in civil engineering works. The Hong Kong Government controls all explosives and delivers on a daily basis to each site which it has licensed. Such deliveries need to be arranged the day before actual delivery. With the vagaries of the traffic in Hong Kong, contractors do not necessarily know the time of arrival of explosives. Contractors in general would like to reduce their exposure to these potential delays and the high cost of explosives deliveries. The high population density and urbanisation means that rock blasting has to be carried out in close proximity to other property. In order to protect life, property and utilities, it is not only necessary to employ proper blasting techniques but also to adopt effective safety measures. The Route 3 Advance Earthworks project is located on the north-west corner of Tsing Yi Island, Hong Kong. It is one of the Airport Core Programme projects for the new Chek Lap Kok Airport. Secured by Leighton Contractors (Asia) Ltd in early-1992, the work commenced in May of the same year, with completion and handover to the Hong Kong Government in May 1995.
