Following asmallnumberofpollutionincidents involving the death of cattle from ingestion of cyanide that had escaped from gold processing plants, the Queensland Government undertook to develop competent guidelines addressing this problem. These guidelines, "Queensland Government Guidelines on Prevention of Water Pollution from Cyanide Use in Gold Ore Processing", issued by the Department of Environment and Heritage, Department of Resource Industries and Water Resources Commission, cover hydrology and general house-keeping intended to reduce the likelihood of significant impact from a spill or unintentional dis- charge of contaminated material. There are three major advances for Queensland embodied in this Guideline: ò the use of a design approach that gives site specific standards rather than trying to give a multitude of standards broad enough to cover all situations, ò the use of hazard assessment and a "critical period" hydrologi- cal design technique, and ò new monitoring and reporting requirements. Sparse geochronological data have been combined with data on felsic suites and depositional facies of rocks to provide an overview of the development of the Arunta Block. The study provides a basis for construction of a map showing the distribution of granites and associated felsic extrusive rocks in the Anmta Block. The tectonic evolution can be subdivided into a series of significant time intervals. Only in the initial stage, to about 1880 Ma, was there any subduction-related magmatism. All later felsic magmas were crustal-derived melts. The early, pre-1880 Ma arc-related units in the SE contain small showings of Cu, probably including the small Cu deposit in the Casey Bore Inlier at the edge of the Simpson Desert. The most significant time-interval for formation of mineral deposits was 1820-1760 Ma, when volcanogenic Cu-Pb-Zn deposits formed in the Strangways Metamorphic Complex and also in the Jervois district. Ore and coke of various size fractions (1 to 11 mm) were packed in a column (146 ó) and resistance to air flow measured under a range of conditions. Results have shown that layered charging results in an interface having essentially a directional structure the thickness of which is directly proportional to the coke and ore size ratio and whose flow resistance exceeds that of the coke layer many times its thickness. Friction factor - Reynolds number plots showed large positive departure from the Ergun equation for all components investigated whilst functional analysis and that in terms of bed constants, showed a strong dependency of the pressure gradient on bed properties and the actual particle size as well as the size ratio. It is also shown that pressure gradient in mixed beds follows previously reported behaviour and that a directional interface offers higher resistance to flow than a mixed interface having the same volumetric ore/coke ratio. Significance of results to practice is discussed.

The paper describes a computer model developed within the State Electricity Commis- sion of Victoria for use in open cut planning. The purpose of the model is to simulate all the typical occurrences in, and influences on, the coal supply and overburden disposal systems in order to be able to assess their performance. The model incorporates much of the long term and day-to-day operations planning logic required for the allocation of resources within an open cut. This logic takes account of power station demands, bunker stocks, plant and crew availability, the balance of reserves between dredgers, planned maintenance, etc. The perfor- mance of plant within the system is simulated using random selections from statistical distri- butions of Time to Failure and Time of Failure for each plant item. The application of the model in selecting a suitable bunker capacity in a notional open cut development is described to illustrate the potential of the model in optimising plant selection.

This paper will present a series of examples drawn for a number of Australian and international mining companies showing their recent attempts at optimisation of capital. The results will be compared, contrasted and discussed in the light of six factors that are considered crucial to any analysis of this subject. The factors are: ò the market availability of capital ò the corporate strategy and performance ò the capital structure appropriate to the corporate positioning within the industry ò the parties to the optimisation equation ò the measurement of success of optimisation The factors above are not mutually exclusive and are generally interdependent so their order above is of little consequence. Other papers presented at this conference will dwell in more depth on all these factors, therefore this paper shall focus only on the key elements of each factor. By way of summary this paper will also address the issue of the longevity of optimisation - is it temporary or long term.

The cultural ages of man have been defined in terms of smelting and hence as a prerequisite, mining for example the iron age and the bronze age. There could be no separation of the man from his role as the technologist (miner/ smelter) for his early metal working efforts were to enhance survival. In the millenniums since, the artisan specialist developed and the technologist emerged. The process is a sort of technical natural selection. From the generalist hunter, gatherer, miner, metalworker we advanced over the centuries with great 'steps for mankind' to the series of specialists each largely intent on securing his/her technical functions from the curious assaults of other tribal members. The relevance of all this to the theme, 'Past, present and future of the Victorian mining and metallurgical industries', is simply that people have always, and will always, be the moving force in our industries. It is the effectiveness of people now and in the future that this paper addresses.

Block models generated with all linear interpolation algorithms contain inherent smoothing that typically results in an underestimation of grades and overestimation of tonnes in resource estimates. For mineral deposits that are anticipated to be exploited by underground mining methods excessive smoothing may result in materially misleading estimates of Ore Reserves. To account for smoothing in the open pit mining environment recoverable reserve techniques such as indicator kriging and uniform conditioning are employed to provide non-spatially located proportions of the large blocks above the cut-off grade. These models are not suitable for underground mine planning where the actual location of material above cut-off is required to design its extraction. To correct for excessive smoothing it is proposed to modify the ordinary kriged block estimates a posteriori using an affine correction with a local variance adjustment factor. The proposed methodology is demonstrated for a base metal deposit during a feasibility study.

This data is intended to provide a quantative cost comparison of one 40 800 kg. pull down rotary blast hole drill versus two smalter drills in the 18 100 kg. pull down class. While this cost analysis is affected by blast design, this paper is not intended to be a treatise on blasting theory and therefore places more emphasis on costs than on blast design. All costs, prices and production rates in this paper are estimates and should be used for comparison purposes only. The drills are sized in order to maintain a production rate sufficient to stay ahead of a dragline that is excavating in an average overburden (sandstone and shale). The large drill will use 270mm bit and penetrate at a rate of 0.012 m/s (scheduled basis). The small drill will use 170mm bit and penetrate at a rate of 0.010 m/s (scheduled basis).

Plenary Address Zinc is a trace element in all igneous rocks and its background geological occurrence roughly follows iron but at much lower concentration. Living matter reflects this abundance and zinc is an essential trace element for complex life forms. Thus, environmental issues include zinc deficiency in soils and/or water - and thus in local diets - and zinc toxicity evident in natural or modified ecosystems. Increased knowledge of the role of zinc in plant and animal metabolism emphasises the need to manage, within guidelines based on naturally occurring abundances, the concentrations of zinc in water, spils and in the food chain. Although recognition of the natural variability of zinc concentration provides some basis against which environmental protection standards might be set, the measure of environmental `pollution' is more commonly taken as the degree of change to natural, background levels, attributed to the particular land or water use activity. The proponents of new mining projects always run the risk that their project is deemed to be not in the public interest. Nothing to be done here except to try and pick it earlyùit is, after all, the approvals process that is supposed to screen such projects out. But there is a second risk, about which much can be done: that inadequate or untimely information confuses the formal assessment of a project and the political context within which the decision is ultimately made. This is environmental impact assessment (EIA) process risk and it has become steadily greater in a changing world, where: miners have lost clout; public trust in institutions has declined; governments follow, as authority pyramids give way to spheres of influence; NGOs are asking the questions people want answered; and stakeholders have become the reference point. This new world deals harshly with yesterdayÆs methods. But it needs to be understood if principles and methods for managing EIA Process Risk are to be advanced.

It is self evident that in many cases mining disrupts communities, however, community reaction to mining varies enormously. This is due to a whole host of factors, some physical, some financial, some political and some a direct result of the projected mining company attitude towards the community at large. Physical and political factors are increasingly being dealt with realistically and financial aspects are to a significant extent determined by profit margins. If the acceptable profit margin canÆt accommodate all necessary costs (which now includes a variety of community considerations unheard of even a decade ago), then the project is just not viable. Despite major commitments now made by many mining companies to their affected communities, corporate attitudes, and their projection, remain as the most outstanding factor in mining project development where real gains can still be made in effectively reducing social risk. This paper addresses both international and domestic experience gained in managing this aspect of mining development risk, including initiatives implemented by multilateral institutions.

The paper re-visits an old and proven concept of winzing, a method widely used in the past to gather exploration data for accurate definition of the orebody. It is proposed to use a mobile Supersucker (a giant vacuum cleaner also known as vacuum lift), to carry out winzing activities underground. A brief description of conventional underground winzing used in the past is provided, together with a discussion on other underground bulk exploration methods used in Australia to date. Historical background, principles of the proposed system, Supersucker construction details and productivities, and benefits and advantages of the proposed system in comparison with other exploration methods, are outlined. Other relevant applications of the mobile Supersucker, including surface winzing, are also briefly discussed in the paper. With a view of using the mobile Supersucker to recover all broken ore stocks underground, included are also results of floor sampling conducted recently in the in-stope decline excavated in a coarse gold type, high-grade orebody.

Fleet operational effectiveness is fundamental to any operation, becoming highly topical in mines experiencing less than optimal output from their fleets. It is an all encompassing aim to identify those factors that could be improved within production and suggesting solutions in order to optimise the existing fleet and obtain the highest return on capital expenditure. The fleet operational effectiveness of a large open pit truck and shovel operation in Western Australia was examined and a study was undertaken allowing identification of areas falling below target. The annualised hours and production downtimes were investigated to quantify the potential gains of improvements in these areas. The project aimed to maximise direct working hours through determination of the main issues hindering performance. External and internal factors were considered and a continuous improvement program (CIP) was developed. The CIP aimed at internal site-based improvement teams to identify and implement solutions for improvement on a day-to-day basis. Strategies were then identified for the implementation of the proposed changes.

Disastrous earthquakes are a reality on the Australiancontinent. Unfortunately it has taken the fatal 1989 New-castle earthquake to demonstrate to all Australians that we do not reside on a "stable continent". While the world accepts the potential of plate tectonics and its associated plate margin earthquakes, particularly around the active Pacific Rim, the realisation of devastating intra-plate, or continental, earthquakes is only now beginning to take effect. The 1989 Newcastle earthquake provides many lessons on which to further fundamental earthquake research and the applications to the future welfare of human civilisation. To mitigate the earthquake hazard in relation to the devastation to life, property and industry, research must be undertaken with the resulting informa-tion to be included in the nation's disaster management programs. The earthquake hazard is everpresent in east-ern Australia and the major step in its quantification is a more realistic determination of earthquake risk estimates through an integrated study of seismology, engineering, insurance and sociology.

A Presidential Commission of Enquiry into the conservation of South Africa's coal resources was appointed in 1970. This Commission, in co-operation with the Chamber of Mines of South Africa, established a national inventory of South Africa's in situ and extractable resources and reserves of coal of various types and grades by several mining methods. South Africa's future demand for coal by all market sectors and the specifications of coal required, were also established by means of econometric models. A comparison of potential supply and anticipated demand indicated serious defi- ciencies of certain types of coal and the need for the conservation of others. This paper describes recommendations for alternate strategies for the optimum utilization of available resources. Con- sideration was given to various policies relating to pricing, exports, taxation and incentives, and to the possibility of the substitution of higher grades of coal by lower grades. The steps so far taken to develop a national coal policy in South Africa are described.

The past year has been a difficult one for the mining industry in this country, but an active and successful one for the Branch. Membership has continued to increase, albeit at a slower rate than last year, and with the increase almost all from student membership. I dwelt at some length last year on the continued increase in student membership, which I ascribed largely to deliberate policies adopted by the Branch to foster this area of membership. I don't propose to reiterate these, suffice it to say that as usual, the Otago School of Mines has been a prolific source of student members, and it will be a pity if this source dries up û more on this subject later. In fact, students form just on 29 per cent of the Branch's total membership û a far higher percentage than for any other Branch in the Institute, whose membership as a whole comprises only ten per cent students.

This paper explores tools which have the potential to promote and assess the formation of partnerships between the minerals and energy industries to enhance the economic, environmentally responsible and socially acceptable use of energy. There is a need to look at energy provision and energy services in an integrated manner with key drivers for economic development û both locally and regionally. The minerals sector will remain highly significant to regional economic development in a number of globally significant regions in the medium term. Furthermore, mining, minerals and metalsÆ projects are both consumers and, in some cases (potential), generators of large amounts of energy (electricity included). It is therefore appropriate to focus on the promotion of partnerships between energy providers and the minerals sector which seek to improve resource efficiency within the combined minerals/energy envelope, guided by the tenets of Sustainability.Whilst there has been considerable development of systems analysis tools in recent years to address this sort of æcomplex systemsÆ analysis (Life Cycle Management, Cleaner Production and Industrial Ecology arguments for example), there is no effective roadmap available to decision makers to guide the selection and exploitation of these tools in different contexts. Our previous work developed a Decision Support Framework (DSF) which provides some guidance here, but only within the context of coal-based power generation. The DSF employs the tools of Multi Criteria Decision Analysis (MCDA), within which trade-offs between competing objectives are explored in such a way that alternatives can be compared without necessarily reducing all the different cost and benefits to a common basis (eg a monetary basis). Even if the existing DSF is extended to include all aspects of supply-side management, it is still lacking the necessary tools to analyse energy providers as dynamic network partners within minerals projects (or indeed any resource or manufacturing sector). New models are required for this, which firstly, seek to characterise such network structures, and secondly, enable the application of the necessary analytic tools to exploit these partnerships and networks for optimal performance.This paper explores the development of such an integrated set of network analysis tools, and their relation to the DSF. Due consideration is given to the choice of the attributes needed to characterise partnership linkages and network integrity (eg security of supply of electricity), and the efficiency of material transformations within any node of the network (as a function of energy consumption), and the impact that this has on the viability of other linkages (eg due to reduced availability of raw materials). We discuss how these perspectives help shape the form of objectives to be considered by MCDA.

Mine to mill optimisation is not a recently developed concept. It is one which is finally gaining greater acceptance in the Australian mining industry, possibly as a consequence of the downturn in markets and certainly made possible by the development of tools and techniques to measure and predict performance of mining equipment and milling plants. Fragment size after blasting has a major bearing on the performance of all aspects of mining and a major influence on the economics of the mine and mill. The process to optimise fragmentation consists of identifying the key factors, measuring their sensitivity through a modelling and trialing program and conducting economic evaluations on the changes on both the mine and mill. Management of the Ernest Henry copper-gold mine in Northern Queensland, Australia, has espoused the mine-to-mill concept and is actively pursuing excellence in blasting to drive down the total cost of mining. Ernest Henry has extremely hard, wet and heavily jointed geological conditions, and had high powder factors and a large percentage of oversize material reporting to the crusher or ROM stockpile. A blasting improvement program was undertaken between Ernest Henry Mining, Thiess Contractors and Orica Explosives to optimise the ore size distribution, particularly the oversize component, as a step to reducing production costs. Measures of success included bringing the rock breaker back from double shifts to part-time operation and increasing direct dumping into the crusher from 70 per cent to 92 per cent. Tools and technologies to predict and measure the performance of individual blasts are needed before it is possible to optimise fragmentation or the downstream processes. These include such specialised Orica Explosives tools as SABREX, POWERSIEVE, and POWERLINE and commercially available drill monitors. As important are the more common still and video camera, borehole loggers, measuring tapes, surveying equipment such as face profilers, and a high speed camera if possible. There are many tools which can be applied however it is rarely necessary or possible to use all of them due to time constraints and a point of diminishing returns. The critical point is knowing what the true parameters of the blast were compared to design -only then can the predictive tools be effectively utilised. Stage one of the program has seen gradual improvement as the understanding grew and practices have been implemented resulting in reduced bridging in the crusher, geological mapping with respective blast designs and the oversize component under control. This paper is about a process approach which links tools and technology to understand the fragmentation drivers and then to optimising the size distribution. Opinions vary widely within the community on what are legitimate environmental social respon- sibilities. The extreme conservationists see the responsibility as the total preservation of the natural environment achieved by opposition to all forms of industrial development that would disturb it. The `growth-at-any-price men' consider it more important to stimulate economic growth, develop new industries, and maximize profit letting the environment take care of itself: within this wide spectrum of concern are the middle-of- the-road men, part of the vast majority, fully aware of the need to compromise to achieve a satisfactory economic growth rate whilst pre- serving to the greatest extent practicable the con- ditions upon which we depend for a balanced self-perpetuating existence. Environmental change is not new. It is the inevitable accompaniment of human activity. Plato wrote in the 5th Century B.C.* of the devastating changes wrought by man and his animals on the ancient world of the Mediter- ranean. The potential for major new lenses of Volcanic Hosted Massive Sulphide (VHMS) beneath the existing Rosebery Deposit is extremely high. Recent deep drill hole intersections of massive sulphides, including 22 in true thickness at 24 per cent Zn, may significantly extend the life of the Rosebery Mine. The Rosebery Ore Deposit is located within Australia's most prospective VHMS mining district, the Mount Read Volcanic (MRV) arc of western Tasmania (Figure 1). The MRVs are a 10 - 15 krn wide arcuate belt of lavas, related intrusives and volcaniclastics. Rosebery is a major Cambrian volcanic hosted Zn-Pb-Cu-Ag-Au rich deposit which has been over-printed by Devonian deformation and granitoid alteration resulting in local rcmobilisation of the ore. The Rosebery Mine Sequence is composed of an east dipping and east facing, predominately felsic sequence of rhyo-dacitic volcaniclastics, epiclastics, sediments and shale lenses more than 500 in thick. This sequence is bounded by two, low angle (35 - 40¦), east dipping thrust faults, the Rosebery Fault to the west and the Mount Black Fault to the cast. The Rosebery Mine lithologies are summarised in the following table: Hangingwall (HW) Polymictic, quartz, feldspar-phyric epiclastics. Black Slates Graphitic, pyritic mudstones. Host Rocks Turbiditic mudstones and sandstones. Footwall (FW) Feldspar-phyric, pumiceous, mass-flow breccias. Cambrian, quartz-feldspar, porphyritic sills intrude this sequence at all levels. Thin, Jurassic, dolerite dykes also occur throughout the mine. Widespread quartz, sericite and chlorite alteration occurs in the FW. This alteration is manifested as quartz-augen schists beneath the orebody. The Host Rocks are pervasively altered with silica, sericite, chlorite and pyrite. Intense carbonate alteration occurs within the orebody, whereas chlorite and pyrite alteration is commonly concentrated directly beneath it. Cambrian volcanogenic alteration is over-printed by three major Devonian, granite-derived, assemblages. These are massive to quartz veined tourmaline, pyrrhotite-pyrite and magnetite-chalcopyrite. Though the Devonian granite has not been intersected in deep drill holes or in mine workings, there is good evidence that it exists within a kilometre of the deposit. The Rosebery orebody is structurally complex when compared to many other VHMS deposits. Evidence for Cambrian growth faulting has been found at the North End of the mine (B lens) where displacement of ore lenses occurs without corresponding displacement of the overlying Black Slates. A well defined cleavage exists throughout the mine, dipping at 28 to 50¦E. East dipping shear zones are also obvious in all parts of the mine workings and reverse movement is evident on many of these.
