New opportunities for miners are beginning to appear through new discoveries, improved knowledge and access to vast unexplored areas of the deep sea and continental shelf. Recent discoveries of undersea hydrothermal deposits show evidence of high-grade mineralisation, although in many instances the extent of the resource is still unknown. The promise and the difficulties of undersea mining have been evident since attempts were first made to mine manganese nodules in the 1960s. The physical nature of the undersea resource is a key influence on its mining potential; and environmental issues will also become increasingly important. This paper explores these issues and concludes with a description of the immediate to medium term applied research required to develop this industry and the spin off that such research can provide.

The Energy Authority of NSW has wide powers and responsibilities conferred by its Act which are pertinent to the State's coal industry and its development into the next century. With respect to coal, the broad objective is to maximise the benefits to NSW and its people derived from the State's coal resources. The initial focus of the Authority's coal-related activities in the late 70's and early 80's was on petroleum substitutes from coal. Research was supported, especially on hydrogenation, and the Authority participated in the Joint Australia/Federal Republic of Germany coal-to-oil feasibility study. It also co-ordinated a State Government initiative to involve the private sector in examining the possible establishment of a synthetic fuels industry based on Hunter Valley coal. With a short-fall in world-wide petroleum supply now seen as less likely for some years, the Authority is looking also at ways of working towards the broad objective in the field of coal utilisation on both domestic and export markets. Areas of interest include possibilities for using washery rejects, means of making NSW coal more competitive as an energy source, use of coal-seam gas and new or special technologies for burning coal. The future is expected to see renewed interest in producing petroleum substitutes, and coal - as the State's major energy resource - is seen as a strong contender as a basis for such an industry. Developments in coal-based power generation are also expected to have an impact, with advanced technologies having a possible place here as well as Overseas.

By 2045, carbon-neutral mines will be economically producing products that are vital for the world’s transition to renewable energy. After overcoming significant technical challenges (and the investment of significant capital), leaders have successfully eliminated the use of diesel and other fossil fuels by introducing a wide range of new decarbonisation technologies. These leaders will be reaping the benefits of lower production costs (resulting from elimination of diesel), stable and predictable operations, and easier access to capital for their future projects. This paper describes a future scenario of how a net zero carbon and zero-entry mine could operate by taking maximum advantage of technologies in development or already proven in other industries. Some miners have been unsuccessful in their efforts to reach decarbonisation targets. Instead, they have been forced to close or offload their assets to be acquired by operators with better sustainability credentials, or, in some cases, to indigenous or community-based enterprises with vested interest in making operations viable and sustainable. Regardless of ownership structure, all successful mining operations will have fostered strong and positive community relations that bring education, health, security and economic development opportunities to the communities while respecting their traditions, land-uses and culture. As shallow, easy to mine deposits have become scarce, the majority of new mines are underground. Advancements in electric underground technology and the feasibility of ‘zero entry mining’ (with no personnel in active mining zones) has made it increasingly possible to economically operate underground mines, even at shallow depths. The newest mines have a near zero footprint on the surface, produce no harmful by-products, and are employing in-place or in situ methods of extraction that are efficient and low impact. Surface land-uses, such as agriculture and renewable energy generation, continue in the immediate vicinity of the mine, with no significant ground disturbance, community impact or environmental footprint.

There is a Chinese saying-may you live in interesting times. Certainly we do tod.a~our mining professions. We are, of course, totally dependent on a' healthy mining industry for the chance to practice our chosen professions, and for our Institute.Let us look at one of the more interesting facts. The mining industry now accounts for some 50 per cent of Australia's exports.This massive earning of foreign exchange is the key to keeping our increasing overseas debt in check. Furthermore, mineral production..including petroleum, saves us a large amount of foreign currency by providing essential minerals, including energy minerals, for local consumption.With such fundamental inputs to our economy, any primary school student, any child in fact, should be able to see that the mining industry and mining professions are very important to our nation. Yet the average citizen is unaware of this simple fact as they enjoy their high standard'of living and think that we are still living in the lucky country.Therefore, it is most interesting to me that the average citizen, and most of our politicians, seem to hold mining and miners in low esteem. I use the term miners to describe all those important people, like us, who work in the mining professions, and are employed by, or are dependent on, the mining industry.So why are we miners in this paradoxical situation of doing wonderful works, being the backbone of the country, and yet being held in low regard by the very community we underwrite.Truly-it is interesting-or did the Chinese mean intriguing?It is indeed paradoxical that we are the rare people who open up the land, borrow small parts of it for a relatively short time to harvest the mineral crops, then return it to the community for other uses; and when we return the land back to the community at large it should be in better shape than when we started. There will be infrastructure - roads, airstrips, supplies of water and power, parks and housing-all left behind after mining.These benefits to the community are ignored while our critics focus on the small scars on the landscape which sometimes cannot be healed at reasonable cost; and yet, if we allow time, nature usually heals the small scars anyway. Look at New Zealand, particularly the Coromandel Peninsula which was intensively mined and logged; now it is covered with secondary growth and stark pine plantations. Remember that mining scars are infinitesimally small when compared to urban sprawl or clearing of land for farming and grazing, or highways, or the area of most national parks.Thus, miners are important citizens economically, and we are the majority of the few who actually practice the principles of multiple land use.What are the consequences of our image? They are serious in that the poor image we seem to project, discourages many people from becoming involved in, or supportive of, our industry. This brings me to my theme for the year: Students, Education and Communication - the Key to our Future.

Polyurethane resin (PUR) is extensively used in almost all coal producing countries. On the local scene, PUR components suitable for underground application were selected and subsequently, trials were carried out at several coal mines. This paper describes the work at Pikes Gully Colliery (B.P.3Coal), where water flow rates of up to 4.5 m (1000 gallons) per minute, were reduced to 1-1.5 m /minute at the tirst stage of application. Subsequent trials were carried out at West Cliff Colliery (Kembla Coal and Coke). A variety of PUR chemical mixtures were tested in coal ribs and in the roof of intersections and roadways. The trial results are presented with all particular details. Using the PUR injection method, the roof, at the most difficult intersection, was stabilised and 'de-bonded' roof bolts were re-sealed. At Pikes Gully and West Cliff Collieries, 2 tonnes and 3 tonnes of PUR chemicals were injected, respectively. The technique, primarily based on German experience (Bergwerksverband), was used by Delta Control Systems Pty. Ltd. ACIRL was closely associated with the trials, which were monitored by installation of the measuring Stations.

Recycling and decarbonisation current metallurgical processes is key for our planet’s future and in both cases, digital twinning will play an important role. However, the various modelling techniques being used for digital twinning require a lot of input values on variables such as viscosities, diffusion coefficients and surface energies that need to be known as a function of temperature, atmosphere and composition, but which are not widely available, such as in databases, for molten slag phases. The need for more accurate data on physical slag properties is clear and will be extremely relevant for making more realistic and quantitative simulations. Some of these properties are difficult to determine, which is inherent to the very high pyrometallurgical temperatures. Therefore, this work focuses on some aspects related to determining electrical conductivities, viscosities and surface tensions of slags via a combined experimental-modelling method. Besides experimental work, molecular dynamics (MD) simulations can be used to investigate oxidic slag physical properties. With MD simulations, one can follow the time evolution of a system (consisting of atoms or molecules) by integrating Newton’s equation of motion. The input for an MD simulation mainly consists of a force field as well as initial positions, velocities and mass of each atom. The determination of the transport properties in existing literature of MD simulations in oxidic systems, is typically based on incorrect assumptions. For example, to determine the ionic conductivity, the frequently-used Einstein-Stokes equation fails to take into account all ionic types and neglects correlated motion. Furthermore, the viscosity determination via the Einstein-Stokes formula also assumes independent motion of the different ions. This paper gives a brief overview of the opportunities and challenges related to the use of MD simulations for oxidic slag systems.

The ores of the Golden Mile exhibit considerable complexity. As a consequence, the operating company, Kalgoorlie Consolidated Gold Mines (KCGM), considered it important to develop a coherent database of information describing the nature of the many ore lodes in terms of (1) rock properties and mineralogical content, including relative proportions, grain size, associations and deportment of key elements between minerals, (2) the relative behaviour of consituent minerals in various stages of processing and (3) the nature of the final products and key intermediate streams. The paper describes a sequence of metallurgical tests covering comminution, flotation, gravity concentration, leaching and calcining, carried out on three lodes of the Golden Mile. Key samples generated by the testing were subjected to comprehensive size-by-elemental assaying and QEM*SEM mineralogical determinations of sulphide and precious metal associations. Significant differences between lodes were identified, and the impact of these differences on processing is discussed.

Under South Africanncoalmining conditions, in the majority of instances coal is won using the bord and pillar system without pillar extraction. Examples demonstrate that strata control policy has an effect on practically all aspects of mining: (1) the choice of mining method; ((2) degree of coal recovery; (3) effect on productivity; (L}.) integration of'-support techniques with other operations. This is confirmed by use of modern research results and computer simulation. Although the examples are drawn from South African experience, the conclusion is generally valid. Strata control problems cannot be solved in isolation but as an. integral part of overall mining policy.

The Gladstone region, as one of the most industrially intense regions in Australia, uses significant quantities of fresh water. Awoonga Dam, situated on the Boyne River, is the only major source of water in the region. The current typical annual usage is 53 GL (Porteous, 2006) and approximately 80 per cent of the water is used by heavy industry (Gladstone Area Water Board, 2004). Until relatively recently, there has been ready and easy access to raw water for industrial use. The recent drought, which resulted in severe water restrictions in 2002 and 2003, emphasised the importance of water for a dominant industrial region like Gladstone. Although now in the process of changing, the typical contractual arrangements in the past have provided little financial incentive for efficient water use. From research undertaken on potential water reuse opportunities, several key questions have emerged related to water management in an industrial region such as Gladstone. This paper highlights these key questions, presents findings from recent regional strategies and assesses the potential for water reuse. Even though there is no clear-cut financial incentive for reusing water, there could be stronger regional and risk mitigation drivers for doing so. Initiatives to incorporate adaptive capacity through collaborative industrial synergies would allow for robustness and resilience in water security, leading to long-term sustainable water management across the Gladstone region.

"In the 1990s metal prices were trending in a long-term decline and the usual cost-cutting exercises were adopted. Cuts to research and development made innovation difficult and the outlook was grim. But necessity is a strong motivator, and these conditions spurred the Mine to Mill movement that optimised across organisational ‘silos’ and utilised new technology tools, innovative software and increased computing power. Many applications of Mine to Mill exploited the fact that comminution is usually the site processing bottleneck and blasting is more efficient at breaking rock than grinding. This approach sought to: understand and characterise rock breakage from mining to the milldevelop models and simulators for blast design, fragmentation, crusher and mill circuitsdevelop tools to measure in real time the particle size distribution of rocks on run-of-mine (ROM) muck piles, at the primary crusher truck dump pocket and on conveyorsensure effective communication across the silos between geologists, blast design engineers, mining engineers and metallurgists.These methods and the technology tools available in the 1990s were widely adopted at numerous sites around the world with significant benefits. Semi-autogenous grinding (SAG) mill throughput increases of 10–20 per cent were common. This was the advance the industry desperately needed. It was low capital cost; it was obvious. It was here to stay.Except, in too many cases, it didn’t. In the minerals price boom of the 2000s Mine to Mill was no longer necessary to ‘survive’, even though it was still good business. Some operations, including some of the early success stories, slipped back to old habits of optimising within organisation silos instead of across them. Fortunately, other operators still embraced Mine to Mill and developed new techniques. Mine to Mill was still successful, but not as widely adopted as we had expected it to be. Now the boom has ended and operations are again under cost pressure. Since these are the same circumstances that created Mine to Mill, it seems time to achieve the wider adoption. Since the 1990s many new or advanced technology tools are now available for Mine to Mill projects: blasthole sensors, new explosives formulations, new blasting techniques and modelling, ore tracking devices, improved image analysis to determine size, texture and colour of coarse ore, grade sensors, whole-stream simulation tools, and even more powerful computing hardware and data analysis software. If we could achieve so much in the 1990s, how much more can we achieve today when we have the same imperative, the same potential and a larger number of high technology tools?Citation:Cameron, P, Drinkwater, D and Pease, J, 2016. Recent research by CRC LEME from an Australian mineral exploration perspective, has focussed on regolith architecture and mechanisms of geochemical anomaly formation, within transported regolith. Methods have been developed for the rapid production of regolith-landform maps which is the starting point for understanding regolith architecture in the third dimension. Methods for development of 3D regolith models are less well advanced, and require integration of all available geological and geophysical datasets, but still with a heavy reliance on drill-hole information. The base of the transported regolith û the unconformity û remains the most important regolith boundary for geochemical sampling in transported regolith terrains. A new generation portable spectral logger, employing a broader spectrum can interpret important features from drill chips within the regolith. This allows internal architecture, redox fronts and the all-important interface to be objectively identified. Transported lateritic components can provide vectors to mineralisation in depositional regimes. Palaeomagnetic and new radiometric methods which date individual phases of the regolith provide evidence of different episodes, each characterised by different geochemical dispersion patterns in transported regolith. Along with lateritic residuum, calcrete is prime sampling medium. Calcrete is probably enriched in gold through physical and biological processes, rather than straight chemical processes. In South Australia, the lowermost calcrete layer buried within the depositional regime, especially where it lies directly over the silcrete layer at the buried interface, is the desired sampling medium. Certain gum trees, with deep roots in transported regolith have been shown to record anomalous values of gold and basemetals in leaves, twigs and bark. Anomalous metals in acid-sulfate soil seeps can also provide a window through sedimentary cover in respect of mineralisation in the basement. A number of Yilgarn occurrences of gold anomalies in transported cover, strongly infer hydromorphic and biological mobilisation of gold. This inference is supported by micro-analyses of regolith mineral hosts in hardpans and mottled sediments, which show gold and pathfinder elements prefer to reside in goethite and specific types of clay minerals. This creates anomalies in specific mineral phases. However the inference that that these are sites of mobile or labile metal ions remains enigmatic. Similarly there is inconclusive evidence that selective extractions will provide an anomaly not otherwise detected by conventional total dissolution methods. Hydrogeochemistry is a promising exploration tool for basemetal exploration. The importance of microbes in both the dissolution and precipitation of gold in the Australian regolith is demonstrated. We are on the verge of identifying the functional gene sequence of individual active microbes. A consideration of possible mechanisms for creating anomalies in soils above transported regolith, presents difficulties in facilitating upward movement of ions from the watertable to the surface. Perhaps the best avenues of research lies with surrogate soil gases, and biotic transfers.

Mining exploration and development projects in Australia are being negatively affected by the highly complex regulatory and bureaucratic processes at all levels of government. These processes affect mining companies operating in Australia by impacting on timelines and the cost of developing a mining project. It is not uncommon for the granting of project approvals to take in excess of five years, meaning that mining companies struggle with productivity, efficiency, time frame and cost issues in respect to their projects in Australia. As the mining boom in Australia is moving from the investment to the production phase, it is now more important than ever to maintain a regulatory landscape that facilitates rather than discourages new investment.While one of our key arguments is that there is too much burdensome regulation and red tape in Australia, we are also strongly believe that regulatory intervention is necessary to ensure that appropriate checks and balances are in place to serve the public interest and manage environmental, health and safety, social and other development-related impacts that may arise from a mining project. However, the regulatory intervention in Australia has come to a point where it is excessive and starting to discourage valuable investment in mining projects for nominal return to the public. Excessive regulation or ‘red tape’ impedes productivity and competitiveness, deters investment and innovation and costs jobs, all of which ultimately impact on the growth of Australia and the standard of living of all Australians.This paper aims to examine and compare the federal, state and local regulations that govern mining projects in Australia. It will highlight how these regulations are unnecessarily complex, lengthy and duplicated and how they can be streamlined to reduce red tape. In doing so, the paper will evaluate the recommendations proposed by the Productivity Commission Report on Major Project Assessments released in 2013, which include the recommendation to move to a ‘one project, one assessment, one decision’ regulatory model.CITATION:Pope, C and Tannock, M, 2015. This study presents the procedure of mine modelling and reserve evaluation by means of statistics, computer interpolation methods and aerophotography interpretation. All data are from Carbonifera Treviso, Laura Muller City, Santa Catarina State, southernmost Brazil. From 22 bore holes and nine trenches opened in the coal seam outcrops, a data base including level references and thickness of all rock formations was created.Using this information, basic statistic analysis was carried out, showing that there are three different populations (three modal distribution). These populations defined three geological blocks with different characteristics of overburden removal and mining methodology. This mathematical approach for analysing geological data is very important for correct mine planning and complementary prospection.

In July 1994 the Premier, John Fahey MP, announced that the New South Wales Government would make available a total of $40 million over six years in new funding for the Department of Mineral Resources. These funds are to be applied directly to the generation of regional geological and geophysical information. The Government's initiative known as `Discovery 2000', is aimed at providing a major boost to the exploration industry. The Government expects new discoveries to be made and new mines to be developed because of the initiative and, perhaps, the first ever commercial oil or gas production in New South Wales. The Government's return will come from increased economic activity, and from the increased royalty return from higher levels of production. Quality information is the key to successful exploration. In the highly competitive business of mineral and petroleum exploration high quality regional geological and geophysical information improve both the efficiency and effectiveness of the area selection or project generation process. Using the `needle in the hay stack' analogy, Discovery 2000 will vastly improve industry's chances of finding the haystacks. It is up to the mineral and petroleum industries to find their respective `needles'. Careful target area selection is probably the most critical factor in mineral exploration. The ability to select the most prospective areas, or to identify prospectivity that others have failed to recognise, can make all the difference between success and failure. Government geological surveys clearly have a crucial role to play in providing the geoscientific information infrastructure that companies must have if they are to make the discoveries this country needs to pay its way in the world. It is the regional information generated by Governments that sets the scene for efficient exploration. This regional information includes regional aeromagnetics and radiometrics and gravity, regional geological mapping and tectonic analysis, and geoscientific databases. The New South Wales Department of Mineral Resources (by various names) has been providing such information for over 100 years and has led the way in many aspects of the generation and dissemination of geological, geophysical and metallogenic Information.

I am honoured and very pleased to have been given the opportunity this evening to say a few words of thanks not only on behalf of all the guests but especially for the delegates and accompanying persons attending the 13th Congress of the Council of Mining and Metallurgical Institutions. Firstly, I would like to congratulate Sir Hamilton Whyte,KCMG for his most interesting address. In his far ranging talk, when he showed knowledge of widely diverse subjects, I had a brief fear that he was going to be talking about the details of support methods in deep level mines, or how to avoid flotation problems in multi-metal mines. Although he did not go that far, he touched on subjects which have arisen this week - long term planning and secure supply of minerals at acceptable prices. The dire predictions of the Club of Rome have been debunked with a far more elastic supply of minerals having been proved. Combined with the importance of a falling birthrate in some parts of the world, this will lead to many changes in the future, when hopefully governments will take the long term view rather than look at the next budget or the next election. Maybe some of them are not too lazy to do this for all of us. However as a fellow Ukranian, I feel that he might have been called something different if he had been in Australia. Sir Hamilton, thank you for your talk. Once upon a time - and this is not a fairy story - there was a cobbler who had two sons; one very bright who became a professor of mathematics; the other, dim, who became a millionaire shoemaker. Asked for the secret of his success, the millionaire attributed it to a vital piece of economics which his father had imparted, "Be content with small margins on a large turnover." "So", said the millionaire, "I make my shoes for $2 a pair and sell them for $5. I am very happy with the three per cent profit."

The mining industry’s attention has shifted over the last decade with the recovery from the downturn resulting in greater development of innovation and new work methods in a bid to remain competitive and deliver higher productivity. The emphasis on cost reduction to improve profit margins has primarily been the focus of the “work smarter” campaigns embraced within the industry. But is this strategy holistically the best-for-business, or does it place a ceiling on revenue opportunities and inhibit mining companies from truly maximising value? Businesses need to maintain a balance between active cost management and revenue generation often resulting in cost reduction strategies at site level. These strategies have merit, assessing areas of cost wastage across operations and creating space for opportunity. However, this potentially can create distractions from the goal of enabling growth and lead to the sacrifice of quality and delivery. Focusing too heavily on cost reductions without addressing revenue generation is an unprofitable lens to look through, and the relationships between cost, revenue, quality and profit margin can often be overlooked resulting in missed opportunity to maximise value. How these relationships are effectively employed by mining companies to reap the rewards from an overarching corporate perspective down to site level remains a fluid concept depending on the nature, operating market and strategy of the business. A common directive from businesses to their operations is to strive for greater profitability and productivity. The quantification of these requirements, and the nature of the cascading message delivered, impacts the methods employed by the operational team to meet the expectations of the business. Cascaded strategies, if not delivered with appropriate participation and buy-in can often be perceived to be knee-jerk and create frustration for operations who are squeezed to deliver on expectations by slashing site costs. This squeezing is not only felt by the mining operation but at the individual level and can result in increased team stresses. In some cases, this may also steer behaviours towards activities that result in corner cutting and an elevation of operational risk, potentially increasing associated incidents and injury. Driving down costs by any means can create an unhealthy tunnel vision where value is no-longer assessed for best-forbusiness results. By flipping the viewpoint to a value-based approach revenue opportunity may be realised and potentially exceeded, however this opportunity may be missed if value is over shadowed by a cost heavy focus. By analysing a selection of real operational cases (ranging from mining contractors through to in-house mining giants), it becomes apparent that practical revenue maximisation strategies are not only key to an increase in value and cash flow but to a stronger understanding of business drivers for sites and operators alike. In the cases evaluated additional revenue opportunities are foregone in favour of cost reduction strategies resulting in negative impacts on the associated operations and wider businesses. Alignment towards value generation is king. If strategies are not implemented focusing towards value and revenue maximisation, the opportunity loss experienced by mining operations could continue be great and the question should be posed; when the next up-turn hits will operations be ready to reap the rewards or still have a glass ceiling above their heads?

Over a four-hour period of steady plant operation samples were taken at regular intervals from points within the grinding and flotation circuits. Size fractions of each composite sample were analysed for lead and zinc values and a comparison made of the behaviour of the lead, zinc and gangue minerals, size by size throughout the whole circuit. Analysis of the breakage behaviour using dynamic mathematical models gave the rates of breakage of each size fraction of each main component. Simulated grinding experiments showed that the main grinding circuit had sane reserve capacity. In the lead flotation circuit all lead values between 150 mesh (Tyler) and 5 microns had excellent flotation characteristics, and a major proportion had a high rate of flotation which was practically the same for all sizes. Increase in overall lead recovery would require improvement of the flotation behaviour of ultra-fine lead minerals. These were slow floating and were responsible for approximately half the lead losses in the final zinc concentrate and one third of the lead losses in the final tails.

Consultants in the mining industry have the opportunity to visit interesting deposits all over the world. Each deposit has its own set of challenges to face when it comes to defining and understanding the deposit geology and the economics to make it viable for extraction. Some of the challenges can include appropriate data capture, sampling techniques, structural characteristics, geochemistry, geophysics, lithology definition, and economic boundaries. It is essential that the practices used at each deposit (eg drilling, sampling, geological modelling, resource estimation etc) are documented and the results obtained are robust and defensible. The Competent Person is not always aware of instances where their resource estimation practices have not been substantiated. ‘You don’t know what you don’t know’ is a phrase frequently used during a mineral resource audit. Technical work to substantiate drilling, sampling, density, assaying, geological modelling and estimation processes is not always completed. Audited Competent Persons often comment: • ‘I was unaware that this was required.’ • ‘I have not had training in this area and do not know how to complete the checks required.’ • ‘This is how we’ve always done it.’ Examples of audits where it was found that geological practices were not substantiated are examined here. A discussion is included on why substantiation of these practices is important, and potential reasons as to why there are instances of unsubstantiated processes and practices are discussed.

Australia is currently developing and engineering a range of specialised processing options for rare earth (RE) (Lynas, 2011, Alkane, 2005), zirconia (Alkane, 2005), lithium (Galaxy Resources, 2008) and other special minerals and metals required in high-tech applications. The processing of lithium, zirconium and RE minerals is based on complex leaching processes which require extensive liquor clarification, solid liquid separation and solids washing. The filtration properties for those leach liquors, residues and precipitates are not well understood and differ drastically according to the process route applied. Thus, filtration test work is essential for equipment selection, sizing and design. Similar types of slurries are filtered in laterite nickel, TiO2 and other chemical oriented processes, while more experience is available here as those processes are applied widely for a number of decades. The increasing need for dry stacking of tailings requires advanced tailings filtration with properties differing drastically depending on tailings properties. More traditional mineral processes such as flotation commonly apply filtration. All of these and other cases require proper filtration test work particularly evaluation of vacuum versus pressure filtration and the need for cake pressing and/or air blowing for filter presses. Bench scale test work and/or pilot plant operation is common to determine filtration rates, achievable cake moisture and wash efficiencies and sometimes filtrate clarity. While those values are important, there is much more valid information to be obtained by filtration test work.This paper discusses the intricacy of filter selection and sizing based on driving forces (vacuum and pressure air, compression by mechanical means and slurry) and parameters (cake thickness, forces and times) and different processes utilised in common filtration equipment. It will discuss the in’s and out’s of filtration test work design, planning, and in particular data gathering, processing, reporting, evaluation and filter sizing from recent examples of bench and pilot scale filtration test work for above applications together with methods for predicting filtration performance for example where test work is lacking. One focus will be the realistic extrapolation of test work results towards different parameters utilised in full scale equipment and plants. The conclusion of the paper will contain checklist for filtration test work.

This paper presents an overview of recent developments in the Environmental Impact Assessment (EIA) process to provide the background for a more detailed analysis of environmental and social constraints that the Heavy Mineral Mining industry has encountered over the past decade. Four cases studies are reviewed to provide a context for further analysis and identification of cross cutting environmental and social issues that either resulted in the projects not proceeding, or in the Australian case study, places existing operations under significant pressure from anti-mining lobbyists. The Xolobeni project, from the Eastern Cape in South Africa, is presented as the primary case study because it is recent, topical, and accessible; and raised numerous issues related to mining in a sensitive environment. A proposal to mine an area adjacent to the Okefenokee swamps in 1997 was also met with strong opposition from various environmental groups in Georgia, USA. This case study is briefly reviewed to further understand what ultimately resulted in the project not proceeding. Opposition to mining at North Stradbroke Island is reviewed to identify current issues more applicable to a developed country. A further review of a strategic assessment undertaken at Wavecrest, Eastern Cape, South Africa is provided in support of possible solutions to the challenges identified in the case studies. Important common themes were identified, including in some cases unfortunate timing of the environmental studies, but in all cases opposition was due to ecological sensitivity, landscape quality and sense of place. In one case study limitations to the EIA process included inadequate detail in the specialist investigations and insufficient information on mitigation. In all cases public participation was a limitation. It was either insufficient; flawed through possible bias; too ‘top down’ and required engagement with mobilised, motivated lobbyists. There was also insufficient investigation of social impacts, particularly amongst rural communities directly affected by a project. Generally alternatives were inadequately considered, a recognised limitation of project level EIA. It is concluded that the EIA process should be started as early as possible (at prefeasibility), and that investigations should be expanded from a typical fatal flaw assessment to one that applies methodologies used in strategic assessment. In particular, opportunities and constraints of the natural and social environment should be assessed in the context of the mining option as well as other options, to allow for a more meaningful assessment of alternatives. Public participation must form an important part of this initial study, despite the potential risks associated with public engagement at an early stage in the project. The application of the IFC Performance Standards; and expanding the scope of the EIA into an environmental, social and health impact assessment will lead to a more rigorous procedure, and result in more defensible products which could successfully unlock the key to the resources in these sensitive areas.
