The social license to operate (SLO) began as a metaphor for the ability of communities to stop mining projects. Soon people began to speak of levels of social license and the ability of communities to raise costs without completely stopping exploration or mining activities. Today the concept has spread to other industries and is evolving towards becoming a general management perspective on the socio-political rights and responsibilities of the corporation. The business case underpinning the SLO perspective on management is the need to assess and manage socio-political risk. For mining companies, socio-political risk has been steadily rising for several reasons, including the efforts of non-government organisations (NGOs) to pre-empt government policy options; the entry of mining companies into jurisdictions weak in the rule of law; and the weakness of global economic and financial regulation. In this perilous world beyond the comfort zone of effective government, mining companies must build their own socio-political stability by engaging directly with stakeholders to develop a strong SLO. In order to become a practical management perspective, the SLO needs to be measurable, which amounts to measuring the socio-political risks and opportunities presented by stakeholders. We present the results of efforts since 2009 to develop a globally reliable and valid measurement tool at the project and industry levels, validated in studies in Australia, Bolivia, Mexico and the USA. A factor analysis suggested four factors that mine management can address to raise their SLO level. The most chronically neglected factor involves the political right of the corporation to foster more equitable social contracts locally and regionally in both developed and developing countries. During the extensive research which has been conducted in the Metallurgy Department of the University of Melbourne, into the properties of lead and its dilute alloys, the Brinell test has been used for the determination of hardness.The work described herein represents part of an investigation into the influence of various factors on such determinations, particularly when carried out on different qualities of "pure" lead. It is intended to publish the more theoretical and controversial aspects of this research elsewhere.MATERIALS USED AND THEIR PREPARATION FOR TESTINGThe tests to be reported have been conducted on a specially pure electrolytic lead, and several brands of commercially "pure" lead. The analyses of the samples upon which most of the work has been carried out are given in Table 1.Note: Oxygen was not determined, but from the work of H. W. Worner, in the Rosenhain Memorial Laboratory, it appears probable that it was approximately 0-0003% in all samples.

Many policy issues facing the mining industry and affected communities are at a level of complexity that they can be called ‘wicked’ problems. The term ‘wicked’ in this context is used, not in the sense of iniquity, but rather as social and economic issues highly resistant to resolution. For the resource extraction sector and affected communities there are an array of challenges embedded in the industry’s production and profit paradigm, the remoteness of mineral reserves and affected communities’ expectations of economic benefit and a positive legacy. The mining industry as a whole is dominated by economic, political, legislative and market structures that influence and constrain interactions between mine operations and local communities. For communities, with particular reference to regional Western Australia, intractable problems include the uncertainty of, yet increasing dependence on, a mining economy. Questionable outcomes for local communities include the limited realisation of local employment and business development benefits, and low overall outcomes or low multiplier effects. ‘Wicked’ problems, according to the literature, are best addressed via collaboration. In the mid-west region of WA, with mining and infrastructure construction underway, alliances have formed between mining companies, the major port and rail infrastructure project (Oakajee Port and Rail) and regional and local governance stakeholders. The major impetus for these affiliations is to expedite planning and associated infrastructure development taking into account the lessons from other mineral-led regions. What has resulted is an array of innovative approaches to stubborn problems including planning well in advance of full-scale mining; regionally coordinated procurement; ‘mine ready’ local businesses; and strategic investments in social infrastructure; including community trust funds paid in advance of project delivery. This paper examines these innovative approaches/alliances and assesses their effectiveness in addressing long standing mining/community dilemmas.

In the minerals industry allocating capital for setting up a new project or for upgrading an existing facility usually requires that a compromise be found between the initial cost of equipment, its operating performance and on-going operating costs. To maximise the return on the investment usually requires that various possible combinations and layouts of equipment be assessed. This task is both difficult and time consuming. Computer simulation can be used as a means of determining the expected operating performance of a range of alternate equipment configurations. Simulation is a particularly important technique for analysis as it is one of the few approaches that allows the analyst to take into account the variability inherent in a mining process. While computer simulation is a well established technique its use, until recent years, has been limited to large organisations with access to substantial computing facilities. However, with the current availability of low cost computing platforms combined with easily understood animated displays, simulation is now becoming more widely used across the industry.

This paper discusses various issues surrounding the metallurgical control for furnaces, especially focusing on processes with long time-constants and æmetallurgical memoriesÆ. Examples will focus on furnaces accepting particulate and sometimes ill-defined feeds, eg submerged-arc furnaces, blast furnaces, secondary scrap smelting operations, recycling operations, waste incinerators, etc. Generally, because of the usually higher metallurgical time constant of these furnaces, these reactors have to be controlled in a feed-forward manner by the use of a hybrid of æblack boxÆ or empirical and ægrey boxÆ semi-empirical first principles metallurgical modelling and simulation techniques in a supervisory metallurgical control capacity.

The National Economic Viewpoint? Any substantial project undertaken by private enterprise would normally be subjected to a Discounted Cash Flow analysis of its commercial viability, and would proceed only if the rate of return was judged satisfactory. A 'national viewpoint' analysis attempts to do the same but from the viewpoint of the community as a whole. The objective is to ensure that those projects are undertaken which yield the best return, economic and social, to the nation as a whole.

The Morobe Province of central Papua New Guinea (PNG) has been mined for gold for nearly a century, although it is only in the past decade that large-scale modern mining commenced. The Hidden Valley gold-silver project began construction in mid-2006 and production by August 2009, and is located in the mountains above Wau in the headwaters of the Watut River. The mine is owned and operated by the Morobe Mining Joint Venture (MMJV), which also owns the Wafi-Golpu project, comprising the Wafi gold deposit and Golpu copper-gold deposit, situated in the Watut River Valley. Together they represent a potential mine of the scale of Ok Tedi or Bougainville or bigger. The MMJV is owned in equal shares by Newcrest Mining from Australia and Harmony Gold from South Africa. Although Hidden Valley was the first large-scale mine in PNG to engineer and build a tailings storage facility, poor environmental management during construction and early operations led to significant erosion of waste rock and sedimentation impacts throughout the ~200 km length of the Watut River. Since then, substantial efforts have been made to improve environmental management, especially waste rock placement and storage and water quality management. While the impacts from the Hidden Valley project appear to be reducing, the saga has heightened concerns by many along the Watut River and across PNG about ongoing impacts from mining.This paper presents the results of an ongoing project in the Morobe Province conducted by the Mineral Policy Institute examining the historical, current and future impacts of mining, including community views, social and environmental impacts and the monitoring and regulation of mining. Overall, there is a clear need to more fully integrate social and environmental issues into life-of-mine planning and go above and beyond regulatory requirements. Ensuring that diesel particulate matter (DPM) levels in underground metal and non-metal mines are maintained below statutory limits is an essential requirement of mine ventilation systems. However, despite the cost of providing ventilation, air ventilation rates are usually based upon models, assumptions, or measurements integrated over long durations rather than actual need. Real-time measurement of DPM, interpreted in terms of mine activity schedules, can offer better ventilation management to keep DPM within regulated levels while controlling costs. This work presents data from three demonstration sites with in-mine applications of an environmental particulate sensor that measured black carbon (BC) as a surrogate for DPM.Aethalometers are a class of environmental monitors that measure the light absorbance of aerosol particles at several optical wavelengths. A model AE33 Aethalometer was operated in three separate mines for periods of two weeks, three months, and seven-plus months, and the data was reported in real time as a concentration of BC. Concentration of aromatic organic compounds, which can indicate other forms of combustion, was also reported. The data was used to:- measure the relative efficiency of a new scale-model DPM air scrubber- determine if ventilation could be reduced in a shotcrete loading facility without compromising air quality- evaluate diurnal and weekly DPM levels in a large-entry stone mine. Instrument data were displayed locally and stored for later downloading in all cases. In one mine, the instrument was connected to a local controller, and in another it was connected to the mine’s underground network so that DPM data was presented in real time to a display in the mine ventilation engineering office on the surface.The results showed that the air scrubber removes from 82 per cent to 95 per cent of the DPM; that DPM produced during shotcrete loading is only a minor part of overall DPM levels; and that wide variations in DPM levels exist in the limestone operation. The DPM monitor operated continuously for extended periods in these underground environments. The only maintenance required was the routine replacement of filter tape, typically on a two-week schedule. A sample diluter, which is currently being tested, could extend the intervals between filter changes. QMAP (the Quarter Million Mapping Programme, 1:250 000 scale) is a geological mapping programme which will build a digital geological database of the whole country and publish maps and books to document it. The programme was established in 1993, following a recommendation by a review panel appointed by the Ministry of Research, Science & Technology, and is funded by the government, from the Public Good Science Fund. The relevance and fundamental value of QMAP lies in the greatly improved geological knowledge it will provide for researchers and other end-users of geological information.   QMAP research involves assessment of previous work, field and laboratory investigations in key areas, and data storage, manipulation and publication using Geographic Information Systems (GIS) computer technology. The QMAP digital database of New Zealand geology will be completed by 2006, as will the series of 21 full colour printed geological maps and accompanying explanatory texts. Two are already completed and published (Kaitaia and Dunedin), and six other projects are well advanced.   QMAP information will also be available in digital form. Next year we hope to expand the scope of the programme to cover the reconciling and linking of many other earth science databases to QMAP, because we believe this will create a powerful research tool. The intention is to develop internet access to the databases, to make the information publicly available.

This paper presents the near-field rock damage owing to production blasting in limestone quarry in the western region of Japan. The study's purpose is to learn the mechanism of crack development due to blast vibration. In this study, blast vibration's magnitude was expressed with peak particle velocity (PPV) which was obtained based on seismographs recorded database. In attempt to pursue a research's purpose of this study, there were two considerable interests: near-field blast vibration propagation and prediction, and crack observed and prediction. Furthermore, with regards to considerable interest of the study, there were three essential aspects which were challenged, such as: monitoring and interpretation of seismic wave propagation in a rock mass near large explosive charge of production blast scale, measurement of blast rock damage in adjacent to blasthole, and determine critical value of PPV which may produce significant rock damage. In order to determine precision critical PPV, understanding correlation between rock damage with vibration level is firstly important to be done. This paper also discusses how to measure, detect and quantify near-field blast vibration and blast rock damage in adjacent to blasthole.

The conclusions reached by den Tex after a study of the fabric of some rocks from Broken Hill have been used to support the epigenetic hypothesis for the origin of the ore, first by Edwards (1959, p. 70) and then by Stillwell (1962, p. 131) in his criticism of Segnit's (1961) views. Den Tex claimed that the petrofabric study provided "independent evidence that the ore, at least in its present form, post-dates all events of a diastrophic nature in the area concerned".Repetition of this claim by Edwards and by Stillwell and the lack of any criticism of den Tex's work for more than three years implies its general acceptance by geologists in Australia. Therefore it appears necessary to examine parts of den Tex's paper in detail to show that his, conclusions are unwarranted. The major weaknesses in his study are that1. the petrofabric study was inadequate to warrant any major conclusions, and2. the petrofabric data allow alternative conclusions.Den Tex made a single visit to the field, collected six carefully selected specimens and presented quartz and· biotitepetrofabric diagrams for two specimens, quartz-diagrams alone for three more and included three diagrams of the orientation of c-axes and fractures in one specimen. It is not reasonable to come to firm conclusions about the origin of such a complex area as Broken Hill on such inadequate data, despite den Tex's claim (p. 87, lines 22 and 23) that "a thorough investigation of the quartz-fabric of the wall rock was undertaken".Den Tex's interpretation of each diagram is open to criticism, and alternative (and to my mind, preferable) interpretations may be made. The Bega granite at Whipstick, N.S.W., consists of a granite metasomatically altered to leucogranites and a spessartite-granite. The ore occurs in pipes controlled by jointing and shows evidence of post-depositional tectonic forces.The principal ore minerals are molybdenite and bismuthinite, with minor amounts of uraninite, pyrite, gold, bismuth, joseite A, joseite B, tetradymite, chalcopyrite, arsenopyrite, and skutterudite. The gangue minerals are microcline, albite, quartz, muscovite, and spessartite, with fluorite, chlorite, magnetite, and biotite as accessory minerals.The intrusion of granite was followed initially by ascending metasomatic fluids which penetrated along joints to be trapped in the domed roof of the intrusion to form the leucocratic granite. Iron-manganese-rich fluids metasomatically altered the granite to a spessartitegranite which is associated with the later deposited ore.Quartz veins and dykes of varying composition post date the ore deposition.

Ok Tedi Mining Limited has recently completed the first phase of a trial to compare the performance of D26B Krebs cyclones in different configurations to the new Warman 650 mm CAVEX cyclones. From 1992, rougher flotation feed size has increased from the target d80 grind size of 150 ¦m with increasing SAG mill throughput. At high SAG mill throughput, operators have difficulty maintaining the target cyclone feed pressure and must increase the cyclone feed density, thus resulting in a coarsening of the cyclone split. Warman International have developed the CAVEX high capacity cyclone. The new CAVEX cyclones, when compared to the Krebs units appear to:produce a measurable increase in volumetric flow for the same pressure drop; maintain or decrease the proportion of coarse particles reporting to overflow; and lower the overflow density. In all plant trials to-date, the CAVEX cyclones appear to be superior to the standard Ok Tedi Krebs cyclones. Further testwork is planned to evaluate modified Krebs cyclones (with recent design improvements) against the CAVEX cyclones.

The kinetic and practical aspects of the extraction of copper from copper-rich solutions by cementation on iron was investigated. Tests were made on the effect of stirring speed, cupric sulphate concentration, acid concentration, temperature, and ferric sulphate concentration on the reaction rate and excess iron consumption.Most kinetic investigations were conducted under a nitrogen atmosphere to prevent any oxidation of the iron or copper metals. The stirring mechanism for all tests incorporated the use of a rotating impeller above a static disc in the solution. The activation energy for cementation on the steel disc at high stirring speed was 8·6 kcal/mole, indicating a predominant chemical control.Increasing the pH first decreased, then above pH 3, increased the reaction rate. Additions of sodium sulphate also significantly increased the reaction rate.The use of high temperature and high pH under an inert atmosphere has been suggested for increasing the reaction rate and producing a high purity sponge copper product.

Space-based synthetic aperture radar (SAR) data is becoming available over much of the world, includingNew Zealand. Radar imagery has a number of very advantageous features, including all-weather capability; it also has artifacts, such as layover, which require processing before these data may be used to best effect.   This paper gives an outline of SAR, details the image processing required, and discusses the use of the first New Zealand Japan Earth Resources-1 SAR data to aid geological mapping on the Coromandel Peninsula.

The hematite deposits of Quadrilßtero Ferrffero (QF) are hosted by the Proterozoic itabirites of the Itabira iron formation (Harder and Chamberlin, 1915). These deposits are widely distributed at QF and include the hard hematite ore bodies. However, considerable variations in ore structure and texture can be observed. A preserved banding and lamination in the thin bedded, compact hematite ore, apparently reflects the original layering and/or the prominent foliation of the partly or completely replaced itabirite. The structure of the hematite ore deposits varies from almond shaped, rootless, to bedded bodies, both concordant with the main foliation, and to mesoscopic veins and irregular bodies. Hematite ore textures, which depends on the structural characteristics of the deposit, may be grouped into four main types:thin bedded, laminated and banded; micaceous, foliated and schistose; brecciated; and compact/massive. Thin bedded ores occur in the western, central and subordinately eastern portions of QF, while submicaceous, micaceous and schistose ores are predominant at the eastern part. Brecciated ores exist mainly at the western part and subordinately in central QF. Structureless, compact hematite ores may be either related to the brecciated hematite or occur as isolated bodies at central QF. It is suggested that a synkinematic, acid and oxidant, metasomatism during metamorphism, under a ductile regime, was responsible for the hard hematite ores of the types 1 and 2, and a static, subsequent, hydrothermal, regional metasomatism, under brittle regime resulted in the formation of the types 3 and 4. The common texture present in the all ores is the ubiquitous magnetite porphyroclasts replacement by hematite. Quartz and other silicate minerals are also substituted by hematite. Muscovite, tourmaline, talc, chlorite, apatite and kaolinite have been recognised in the hard hematitic ores. Apparently that mineral association denotes different equilibrium conditions of formation.

The ready solubility of gold in dilute aqueous solutions of the cyanides of the alkalies or alkaline earths provides a convenient method for the separation of the precious metal -from the large surplus of associated materia1. The finely ground ore is pulped with a weak solution of cyanide, agitated to dissolve the gold, filtered and washed. The lowgrade filtrate is then clarified and the gold precipitated by some electronegative agent, the most usual being finely divided zinc or zinc dust. The slight precipitate is collectedon some form of filter coated with a filter aid, the filter cake being then known as "gold slime".A typical analysis of this slime is given in Table 1.

Low-enthalpy geothermal groundwater resources occur at relatively shallow depths in the Upper Cretaceous/1'ertiary sedimentary sequence in the on-shore Gippsland Basin. The main stratigraphic unit containing hot groundwater is the Latrobe Group. Groundwater temperatures in the range 30 to 70¦C have been recorded from depths between 500 and 1000 m. The hottest groundwater is in the Latrobe Valley and Lake Wellington depressions. Geothermal gradients in these areas range from less than 2¦C/100 m to over 10¦C/100 m (compared to a world average of about 3¦C/100 m). A number of theories have been advanced to explain the geothermal anomalies including exothermic reaction such as oxidation of coal, mixing with deeper, hotter groundwater and high geothermal fluxes along fault zones. Variations in geothermal gradients can also result from type and thickness (and hence thermal conductivities) of the sedimentary pile, depth to consolidated basement rocks, and influence of groundwater flow patterns including proximity to recharge zones. The hot groundwater in the Gippsland Basin has substantial potential as a source of energy for direct heat applications such as process heating, space and water heating for buildings, and agricultural and aquaculture. Geothermal energy has a number of environmental advantages over traditional sources of energy. It is clean, safe, causes minimal land disturbances and in most cases is naturally renewable.

Explosive properties are typically summarised on manufacturers’ technical data sheets. The values most commonly referred to are the density of the explosive, the energy it is expected to release and its velocity of detonation (VOD). This information is provided so that blasting engineers can make a considered selection of the most appropriate product for a particular blasting application. As an example, a lower VOD and energy product is better suited to blasting in soft, weathered material. In contrast, blasting hard, competent material generally requires a higher energy product which is usually characterised by higher VOD and energy.A review of the technical information supplied by manufacturers shows a wide range of methods of reporting both VOD and energy. A meaningful comparison between products from different suppliers is almost impossible to achieve based on these data. For a similar product, one supplier may have a VOD range of 2800–5800 m/s and a relative bulk strength of 1.34 while a corresponding product from another supplier is quoted with a VOD range of 3100–6300 m/s and a relative bulk strength of 192. In the end, the user has to rely on the level of confidence available from their experience using a certain type of explosive in the type of rock to be blasted at that mine.This paper reviews some of the technical and supporting information that is freely available in the literature and attempts to provide some clarity as to what the numbers that are reported actually mean for the end user.
