The new environmental legislation of 1986 was left incomplete and to date remains so. The 'missing' process by which environmental consideration should be applied was never embodied in law and has predisposition to a wide interpretation. The Resource Statutes which govern land use and development place demands on the environmental process without that definition. The Resource Statutes are themselves under review by Government. There is a new Government Department of Conservation. It is still in its early days and facing a challenge to compose its role as a steward over large tracts of land holding significant marketable resources, animal, vegetable, mineral, and abstract. It has also taken over numerous consent and advocacy roles in legislation beyond its own empowering Act. Enter the mining company, anxious if not able to get an easy passage for consents to prospect and mine, then at least to have a clear path to tread to get there, within a fixed time period. Whichever options appear available to process environmental approvals, public participation is that being favoured most by the regulatory bodies. Where a public notification of consent applications is mandatory, public participation should lead to the fastest track available.

The value of Raman spectroscopy to undertake mineral and chemical characterisation of iron ores was assessed by applying the technique to representative samples of banded iron-formations (BIF) and a BIF-derived, martite-goethite ore. The common iron oxides haematite, magnetite and goethite as well as gangue minerals such as quartz and carbonates all show distinct Raman spectra that enables these phases to be easily detected and mapped in situ for either samples prepared as polished blocks or unprepared material. Raman spectroscopy also offers the potential of in situ chemical characterisation. Shifts in the excitation bands of carbonate detected in BIF were related to the Mg content of Fe-carbonate and confirmed the first world-wide occurrence of a high Mg-bearing siderite (pistomesite) in BIF.The discriminatory power of Raman spectroscopy coupled with the potential of the technique to offer large-scale (volumetric) characterisation of iron ore will be of great value not only to the existing BID and CID ore types, but also to the newly emerging magnetite iron deposits (MID).

Bendigo Mining operates a 600 000 t/a comminution, gravity, flotation and leaching processing plant for the recovery of gold from their Kangaroo Flat Operation, in the Bendigo goldfields. The free gold and gold bearing sulfi des present are typically coarse grained and hence are highly amenable to gravity recovery. Plant operating data is consistently showing that over 78 per cent of the feed gold is recovered in a circuit, consisting of inline pressure jigs, inline spinners followed by free gold tabling and intensive leaching of tabling tails. The circuit receives coarse crushed product from high pressure grinding rolls and the grinding mill discharge, which allows material to be re-circulated through the gravity process until the particles are small enough to enter the flotation circuit. A plant audit was completed on 26 November 2009 designed to give an indication of the overall operational characteristics of the gravity circuit including single pass efficiencies of associated equipment. The techniques, results and challenges of such a survey are discussed.

Prior to 1972, Peko Mines Limited at Tennant Creek used a central mill at Peko, which consisted of a gravity circuit, flotation and cyanidation of tailings, to treat their gold ore from surrounding mines. The Warrego concentrator, 60km to the west, was built to handle the Warrego and Gecko copper orebodies, which were being developed concurrently with the concentrator construction The Warrego concentrator consisted of a flotation circuit, using autogenous grinding at 100 - 120 tph, compared to the more elaborate Peko circuit employing rod mill - ball mill grinding capable of treating only 18 - 26 tph. During development of the Warrego copper mine a gold rich ore pod was located, because of which the mining plans were adjusted to allow simultaneous, separate extraction of the copper and gold ores. However, the plans for the concentrator were not affected as the gold ore could be carted 60km to the Peko central mill for processing.

In response to the implementation of a new schedule for iron ore fines in the International Maritime OrganizationÆs (IMO) International Maritime Solid Bulk Cargoes (IMSBC) Code, improved measures for the management of moisture have been developed. In particular, prediction of cargo moisture allows management of iron ore fines within the supply?chain to facilitate the safe?shipping of iron ore fines.An ARIMA model, augmented to allow for shipment tonnage, has been developed to predict the moisture level from previous shipments of the same product. The model explains about 60 per cent of the moisture variance. It was found that inclusion of other available information, such as ore composition, train/rake assays and recent rainfall at port and mine, did not add to the predictive power of the model.CITATION:Everett, J E, Linden, D and Maney, P, 2013. The Gameta Gold Deposit is located on the north-eastern corner of Fergusson Island in the D'Entrecasteaux Islands of Milne Bay Province, PNG, at lat. 9¦ 25' 5, long. 150¦ 47' E or AMG co- ordinate 256740 E/8959000 N (Figure 1). The area is covered by the Fergusson (SC56-05) 1:250,000 scale Topographic Map Sheet and the Koitabu (9079)1:100,000 scale Topographic Map Sheet. The property is held 100% by Union Mining NL (UMG) and lies 105 km NNE of Alotau and 33 km to the ESE of UMGs recently developed Wapolu Gold Mine, a Joint Venture between UMO (51%) and Macmin NL (49%). The inferred resource estimated from surface results and 105 RC drill holes, currently stands at 1.89 million tonnes at 2.6 git gold (1.0 g/t Au cut-off) or 155,000 oz. Evaluation of the property is currently proceeding. To date 111 RC holes have been drilled for a total of 4611 m.

This paper presents the results of in-situ and laboratory investigations into a mining method which utilises conventional continuous mining techniques to carry out two passes in thick coal seams, resulting in the development of stable pillars with relatively small width dimensions and heights up to 6 m. Geotechnical investigations included structural mapping, brightness logging and standard laboratory testing. Virgin stress was measured using overcoring techniques. Two approaches to pillar design were used in the study. These were; pillar design based on empirical formulae and laboratory testing, and pillar disign using calibrated mathematical models. A trial panel was developed at 300 m depth to study pillar deformation and stress changes due to mining. The extent of rib deformation was studied using borescopes and extensometers. In-situ geotechnical measurements were used to calibrate displacement discontinuity and finite element mathematical models of the coal seam. These models were then used to predict the behaviour of a small panel of pillars which were to be developed to 6 m height. The mining method was shown to be feasible provided adequate rib support was installed. The benefit of rib support was found to be two-fold, in that it increased confinement of the pillar in zones of low horizontal stress, while reducing horizontal stress relaxation in zones of high horizontal virgin stress. The possiblity of roof control by designing the small pillars to yield on retreat is discussed.

This paper outlines mining practice in the South Alligator valley between 1954 and 1964. The valley is situated in the Northern Territory 130 miles south east of Darwin and trends north west. The centrally located El Sherana camp is 219 miles by road from Darwin via Pine Creek on the Stuart Highway. 64 miles of gravelled road with low level bridges and culverts which were completed in 1959, connect Pine Creek with El Sherana. This road is often impassable during severe wet season conditions. Earliest recorded production was during the years 1956-57 from the El Sherana and Palette miles, by shallow open cut and cut and fill stoping from small shafts. 4600 tons of high grade ore was processed by hand sorting of massive pitchblende followed by gravity concentra- tion. At the same time 627 tons of ore was won from a small open cut at Sliesbeck 35 miles SE of El Sherana. The second and most important phase of production was to fill two small contracts with the United Kingdom Atomic Energy Authority (U.K.A.E.A.) totalling 700 tons of U 08. About 144,000 tons of ore was mined from widely separated smal' orebodies and mining practice varied from small open cuts to gloryholes, open stoping and cut and fill stoping. In some orebodies a combination of several methods was employed to complete production. Final deliveries were made to the U.K.A.E.A. In 1964.

The Mount Morgan eopper-gold orebody is contained within a series of Mid-Devonian volcanics which occurs as a roof pendant within Permian granite. The ore minerals comprise pyrite, chalcopyrite, and local aggregations of magnetite and pyrrhotite. Silver-rich gold (electrum) is disseminated through the ore usually in ultrafine to sub-microscopic dimensions. Accessory minerals include marcasite, digenite, chalcocite, covellite, sphalerite, bismuthinite, molybdenite, calaverite, petzite, and cassiterite.Very minor accessories include cubanite, tetrahedrite, galena, arsenopyrite, hematiIe, goethite, and rutile. The gangue minerals are quartz, predominantly, with minor amounts of chlorite and sericite.Study of microtextures of a representative suite of specimens from Mount Morgan does not reveal any criteria indicative of metasomatic replacement but does show, in the case of pyrite, evidence strongly suggestive of annealing recrystallization. Other textures in pyrite indicate porphyroblastic growth of the iron sulphide.It is inferred that the Mount Morgan orebody is genetically related to the volcanic rocks and was later contact metamorphosed by the intrusive granite or by the series of intermediate to basic dykes that transect inmine area. On this basis the Mount Morgan orebody would be a contact metamorphosed volcanic hydrothermal deposit emplaced, according to recent studies, along a pipe-like zone of brecciation.

Following a pre-feasibility study, Mount Isa Mines commenced a feasibility study on the deposit of the George Fisher Mine in May 1997. Board approval was granted in May 1998 to construct a 2.5 million tonne per annum mine and to upgrade existing concentrator and smelter facilities. The world-class George Fisher zinc-lead-silver deposit is located approximately 22 kilometres north of the city of Mount Isa, in north-west Queensland and is 2.6 kilometres north of the existing Hilton Mine. It will be a large-scale underground mine, sustaining a profitable zinc-lead-silver business in Mount Isa for at least ten years. This paper will outline the details of the mine that was developed during the feasibility and design phase. It will include a description of the mining methods, ventilation, fill, ore handling, services and infrastructure. The utilisation of existing assets and the development of innovative ideas were essential to the successful economic development of the George Fisher Mine.

The transportation of solids by pipeline is not new. In 1891 a United States patent broadly covering a method of pumping coal with water was granted to W. C. Andrews. His pilot plant was constructed on what is now the site of the New- York Public Library in Manhattan. His process was applied to pumping coal mine waste back into the worked out portion of coal mines. On October 26, 1967, the world's first long distance iron ore slurry line was put into service by Savage River Mines. The commissioning of this 5.0 million dollar installation climaxed three years of development, testing, and construction and proved the Company's faith in pioneering' this unique transportation method for iron ore. This paper will discuss some of the more pertinent items in connection with that three-year period. Also to be discussed will be the operation of this line during the past eleven months.

Computation is believed to be a powerful tool in scaling-up chemical processes and in designing materials, however, is being challenged by low predictability and limited scalability. This presentation will discuss the promising future of multi-scale computation in solving these two problems to realise the real-time simulation of industrial processes. Multi-scale structures are a common nature of most chemical systems and the meso-scale phenomena are believed to be the road blocks not only in improving the predictability of physical modeling but also in extending the scalability of computation. Focusing on the meso-scale phenomena, a series of research has been carried out at the Institute of Process Engineering, Chinese Academy of Sciences, for the past three decades. Starting with a simple idea of modeling the meso-scale clusters in gas-solid two phase flows, the so-called EMMS (Energy-Minimisation Multi-Scale) model was established. In verifying the stability condition of the model, the pseudo-particle approach was proposed to explore the micro-mechanisms in particle-fluid systems, and the strategy of the EMMS model was extended to other six different multi-phase systems, resulting in a unified conceptual formulation of multi-phase complex systems expressed by a multi-objective variational problem. In applying this model to different multi-phase systems and to industrial problems, it was recognised that the EMMS model defined a new paradigm of multi-scale computation by realising the structural similarity between software, hardware and the problems to be computed. This paradigm of computation was implemented on a multi-scale supercomputer with a capacity of 1.0 petaflops by integrating CPUs and GPUs (Graphic Processing Units), showing high efficiency and low cost. Running the EMMS model on this computer, the simulation of hydrodynamics of multi-phase systems can be speeded up very much, indicating a promising future of virtual reality of process engineering. The presentation will review this series of work, introduce successful applications in industries, and will be concluded by emphasising the critical importance of the meso-scale phenomena as the bridge between macro-dominants and micro-mechanisms. IN this paper an attempt is made to describe the sluicing operations on the tin fields of north-eastern Tasmania. No claim is made to completeness, for much of the ground has already been covered, and nothing is to be gained by needless repetition. On this account some portions of the subject have obviously received but scanty attention in order that others may be rather more fully dealt with; for instance, figures referring to the accuracy of various methods of valuing alluvial deposits, particulars of efficiencies, and water duties on both overburden and drift; also, the system of recording water distribution, &c.The plans of the tin-streaming shed, sluice and feed·race, and overburden tail-race represent types of the most modern design.The principal alluvial deposits being worked at the present time are situated either in the ancient or modern bed of the Ringarooma river or its tributaries. This river flowed in a north-easterly direction, receiving numerous tributaries on either bank, and finally emptying into Boobyalla harbour. In recent years, Chinese companies have invested billions in Australian mineral exploration, development and processing. In 2008 - 2009 alone, the Foreign Investment Review Board approved $26.4 B of investment. Much of this investment has been by merger and acquisition (M&A) of Australian resources companies. This paper sets out to investigate how Australian CEOs perceive the cultural and institutional challenges in operating Australia mining companies recently acquired by Chinese interests. HofstedeÆs cultural dimensions and institutional theory from management science were used to develop a structured questionnaire, which was subsequently used to conduct telephone interview of the CEOs of six recently acquired mining companies. Analysis of the survey results indicated that, in all cases, few changes were made to the operational management of the Australian companies post-M&A. The three major benefits for Australian companies as a result of the M&A are the ability to; access long-term debt at lower cost; secure finance for growth plans in financially volatile times; and maintain existing management structures. Some perceived negatives involved longer and more convoluted decision-making as a result of Chinese state approval required for investment decisions. The study identified building æGuanxiÆ and an aversion to losing æfaceÆ as important cultural learnings for Australian CEOs. The triazine molecules have not been given much attention and they are potential collectors that may positively impact the mineral processing industry. The adsorption of triazine as collectors such as sodium 2,6-dithio-4-butylamino-1,3,5-triazine (SDTBAT) on pyrite form a basis in design of flotation collectors that may be applicable in a wide range of sulfide minerals. The SDTBAT collector was compared with the sodium normal butyl xanthate (SNBX) and sodium normal butyl dithiocarbamate (SNBDTC). All collectors were adsorbed in their neutral form containing sodium on the pyrite (100) surface. The computational calculations found that the adsorption energies followed the order: SDTBAT (-300.35 kJ/mol) > SNBX (-186.10 kJ/mol) > SNBDTC (-163.78 kJ/mol). It was observed that the SNBX and SNBDTC adsorbed through the S atoms, while the SDTBAT adsorbed through the S atoms and N atoms onto Fe atoms. It is clear that the SDTBAT had a strong binding energy which is attributed to the presence of the triazine group that is electron depositing to the active S atoms compared to the SNBX which possessed the oxygen that is electron withdrawing. Moreover, the SDTBAT collector was found to bind stronger than the xanthate. This was complimented by microflotation tests that showed fast floating and higher recoveries of pyrite when using the SDTBAT collector than the xanthate and DTC. This clearly demonstrated that the SDTBAT is a potential collector to replace the xanthate collector due to its high selectivity and flotation power.

The Bureau of Mines is conducting research to develop blast designs for the control of fragmentation and rock displacement and the reduction of overall mining costs. This Bureau experiment, a program of 25 reduced-scale blasts conducted at the University of Missouri-Rolla's experimental quarry, determined the effects on fragmentation of changes in burden, spacing, explosive diameter, and stemming-explosive length. Combined with previous work at this experimental quarry examining air gap, delay, and decoupling effects, this experiment provided a data base of over 50 shots. The fragmented rock, 1000 to 3000 kg from each 3- to 4-hole blast in the 1 m bench of massive dolomite, was completely screened to assess fragmentation. The explosive used for all the tests was extra dynamite initiated by seismic caps fired from a sequential blasting machine with delays of 5.2- to 13-ms/m of burden. Empirical equations were developed which predicted the effect of shot design parameters on the fragmentation. These formulas predicted the average fragment size of each of the 25-shots to within 13 percent. For spacing to burden ratios of 1, 1.4 and 2, there were optimum burden to explosive diameter ratios (B/de) of 30, 26 and 20, respectively. Decreasing the B/d. ratio beyond these levels resulted in little or no reduction in the average size. For B/de ratios above these levels the average size increased but, at least a 15 percent reduction in the average size results when the shot design parameters are optimized.

A commercial scale strong acid leaching plant was commissioned at the Risdon plant of the Electrolytic Zinc Company of Australasia Limited, a member of the Pasminco group of companies, in February 1988. It was designed to upgrade the lead/silver residue product from 26% to 37% lead, thus improving the realised value and increasing overall zinc recovery. This in turn enables the lead smelter treating the lead residue to improve its productivity. The equipment consists of two 250m3 bricklined leach tanks and two 6.5m diameter stainless steel high rate thickeners operating with counter current washing at 95¦C and 120 g/L H2SO4. The present filtration and drying equipment is also being replaced. Two 35m2 squeeze action filter presses equipped with horizontal plates are being installed, together with ancillary drying equipment to ensure that the final product complies with the transportable moisture limit. The new filtration plant is due to be commissioned in mid-1989.

The Fosterville Goldmine in Victoria employs bacterial oxidation (BIOX« Process) to liberate gold from its flotation concentrate. Gold occurrence is primarily as submicron particles in pyrite and arsenopyrite and has been described as being in æsolid solutionÆ and therefore not amenable to direct cyanidation even with fine grinding. Once liberated by the oxidation process, the gold is then available for cyanide leaching. While the oxidation process is very effective, it has been found that a portion of the liberated gold can become suspended in the liquid phase in what appears to be a colloidal state. This liquid becomes a waste stream during washing of the oxidised solids and the suspended gold is therefore lost. This paper discusses investigations into the causes of the loss and also describes the successful use of quebracho tannin in reducing colloidal gold loss. Laboratory and subsequent plant trials, showed a gain of 2.6 per cent in overall gold recovery based on mill feed and waste stream data.

One wonders whether is will be ever possible to completely protect investors from their reckless gambling instincts, which are so widely encouraged elsewhere in society.
