Mining in Western Australia places significant economic and environmental responsibility on Government and the mining industry. Groundwater abstraction is regulated by the Department of Water. The Department has recently issued a guideline for Pilbara mines, and this paper focuses on the Pilbara for its examples and studies. The guideline is intended to form the basis for developing a statewide policy, consistent with reporting and assessment policy.With rapid expansion of the mining industry between 2005 and 2008, the groundwater resources in the Pilbara region of the State are under increasing pressure. Significant new management and regulatory issues arising recently include: cumulative impact assessment; disposal of dewatering excess by discharge, sharing or reinjection; life-of-mine approvals and closure planning; closure water quality including metals concentration in pit lakes; and in situ leaching mining methods and their impacts on regional water resources (and change of State Government Policy with respect to uranium mining).

The estimation of the shear stress distribution around an excavation is important to the design of the excavation since shear stresses can generate cracks, loosen grain boundaries or otherwise degrade the mechanical and physical properties of the rock and lead to stability problems. In this study, the distribution of shear stresses in a pillar were back-calculated from the deformation measurements made from the SPDV (Site and Preliminary Design Validation) area at the Waste Isolation Pilot Plant (WIPP) site. A plausible pattern of shear stress around an excavation has been suggested based on the Zero Strain Boundary (ZSB) calculation, computer simulation using FLAC, and back-calculation using measured deformation rates in the pillars.

In a previous paper the author showed that silver considerably delayed the recrystallisation of lead after cold work. The effect of antimony on the rate of recrystallisation of distorted lead was studied next, and the experiments performed, and the results obtained, are described in this paper. Electrolytic lead was used as a standard of comparison.It was also used to make the lead antimony alloys.This electrolytic lead contained 0.0005% total impurities.It was prepared from commercial lead by fire refining, followed by electrolysis and finally by vacuum casting. The process was described in the previous paper and the description need not be repeated here. PREPARATION OF LEAD - ANTIMONY ALLOYS.The steps taken to procure pure antimony are outlined in the appendix. To make the lead antimony alloys a mother alloy was prepared thus:-A quantity of the antimony (it was received in the powdered form) was placed in a pyrex glass tube, which was closed at one end. The antimony was washed with hot hydrochloric acid (1: 1), then with more dilute acid, then with distilled water, and finally with absolute alcohol; it was dried by warming and evacu,ating the tube. Coal mining is recognised globally as a hazardous activity, and as a result operates under high levels of regulatory and public scrutiny while managing a workforce operating in a high-risk environment. Mining companies have developed sophisticated risk assessment procedures, management systems and personnel competency requirements that facilitate the safety and health of employees, and Australia is a world leader in coal mining safety and health.RISKGATE is an Australian Coal Association Research Program funded online platform that delivers broad cross-industry knowledge about current practice in the identification, assessment and management of coal mining risk. Centennial Coal has engaged with the RISKGATE program, managed by the University of Queensland’s Minerals Industry Safety and Health Centre, since its inception in 2010, and contributed topic experts to many modules, including underground topics within the geological and geotechnical domain (strata underground, outburst, coal bumps and bursts, and inrush).In 2013, Centennial Coal experienced significant unexpected strata failure at the Mandalong mine without any personal injury or fatality. This paper presents a case study in the application of RISKGATE to management of this unwanted event, the steps that were implemented, the information that was sourced and the contribution that RISKGATE made to the final outcomes. This paper deals with the application of table flotation to two unusual mineral dressing problems. Both problems involved the removal of interfering minerals at sizes too coarse to normal froth flotation.The first problem was the removal of arsenical minerals from Broken Hill gravity concentrates without further size reduction. Table flotation without grinding of the original concentrates gave almost complete rejection of the arsenic from the concentrates. A typical test result was a reduction of arsenic in jig concentrate from 0.75% arsenic to 0.007% arsenic.The second problem was to develop a method to produce a high grade calcium carbonate concentrate from coastal dune sands containing about 10% silica and about 80% calcium carbonate. The sands were about 30 mesh British Standard Screen (B.S.S.), and for economic and other reasons it was stipulated that the separation be made without grinding. Again, table flotation gave excellent results. A concentrate was produced containing 99.62% acid soluble material, representing a recovery of 98.69% of the calcium carbonate in the feed with a rejection of 96.44% of the silica.The investigations' were carried out at the Kalgoorlie Metallurgical Laboratory, under the Department of Mines...

A computerised cataloguing system for geological specimens is described. The catalogue is designed for use with a compactus-type storage system. The information stored in the catalogue for each specimen includes the type of specimen, locality information in terms of standard ~ap sheets and descriptive location, geological age, stratIgraphy, and specimen descriptions. The catalogue can be interrogated at any level of detail on the basis of any combination of these specimen parameters.Other information stored for each specimen 'is the compactus address, collection date, reference information and the type of analyses performed on that specimen:Any mterrogatlon produces a listing of those specimens which satisfy the search criteria.

WITH the exception of the deposits of the Milburn Cement Co near Dunedin, Wilson's Portland Cement Co., on the Mahurangi River (a short distance north of Auckland), and those of the New Zealand Portland Cement Co., at Limestone Island, the cement. Tesources of New Zealand remain practically undeveloped. The Milburn Company utilizes a mixture of limestone and mud for the manufacture of cement, while Wilson's and the New Zealand Portland Cement companies both have the advantage of a natural cement stock which requires but small additions of highgrade limestone to give the mixture required. The plant and deposits of the New Zealand Portland Cement Co are located in Whangarei Harbour, some six miles from thetownship of Whangarei. The works and dwelling-houses are situated on Limestone Island, which, with an area of 92 acres, and rising to a height of 212 ft., supplies the bulk of the raw material required. In addition to the island, the company possesses a high-grade limestone area of, roughly, four acres, situated on the mainland, 11 miles to the south. Dust sampling is pivotal in estimating the ‘dose’ of dust exposure and in deriving dose-response curves in epidemiological studies. Over the last half century, gravimetric sampling has been the fundamental means for dust exposure monitoring using recognised respirable size-selective standards. In Australia, a gravimetric sampling technique has been followed since 1983 using the Higgins-Dewell (HD) type cyclones (AS2985). The re-emergence of ‘Black Lung’ or Coal Workers Pneumoconiosis (CWP) in Queensland, Australia has re-kindled the need for better understanding of personal dust monitoring, compliance determination, accuracy, timeliness of sampling results and dust control systems. Reporting dust levels in real time empowers miners and operators to take immediate action to avoid being exposed to excessive airborne dust. Two decades of intensive research in the USA has led to the introduction of gravimetric based continuous personal dust monitors (CPDMs) called PDM3700 as compliance tools. The new real-time mass based sensor is a continuous mass based dust monitor using the Tapered Element Oscillating Microbalance (TEOM) principle and is regarded as significantly superior to the current gravimetric sampling methodology.Recently the overall respirable dust standard in USA coalmines has been reduced from the historic 2.0 to 1.5 mg/m3. This paper provides the results of a comparative pairwise study of an existing gravimetric sampler and the PDM3700 carried out in 3 different Australian underground mines. The field results consistently suggest that there is a significant ‘measurement bias’ between the current gravimetric HD sampler and the PDM3700 monitor operated using a similar HD type cyclone. The results show that the currently used cyclone measurements are approximately 59 per cent higher than the ‘auditable’ PDM3700 monitor data at the current compliance limit of 3 mg/m3. Based on a review of the extensive data collected, the differences can in part be attributed to the aerosol size selectivity of the samplers with the current gravimetric sampler used in mines, collecting more larger sized particles (D90 of 15 µm). This finding has significant consequences for historic exposure results and their use in medical surveillance programs, as well as the current approach to non-compliance determination.CITATION:Belle, B, 2017. OK Tedi Mining Ltd. (OTML) is in the process of optimising the concentrator performance. One aspect that has been recently implemented is an upgrade of the existing expert control philosophy on the grinding circuit and this will be the topic of this paper. Ore grinding in SAG mills is a multi-input multi-output (MIMO) process subject to several disturbances, most typical being quick acting disturbances such as changes in ore characteristics like hardness and particle size and slow acting disturbances such as ball charge variations and liner wear. The OTML SAG mills treat ore from diverse ore bodies and receive fresh feed subject to large changes in particle size. These circumstances make these mills particularly challenging to control. In this paper, a comparative analysis is presented between the performance of the OTML SAG mill #2 before and after the commissioning of a hybrid control strategy. The strategy uses Expert Knowledge combined with advanced disturbance rejection to reduce the variability of the main process variables, especially pressure and power. It further optimises the overall operation by driving the SAG mill #2 against process constraints (e.g. high power, high motor temperature and high scats recycle rate) and maintaining the operation at or near this point. This strategy is implemented by a combination of the manipulated variables (i.e. fresh feed tonnage and % solids) at any given time.The paper will present trends and a statistical analysis of the comparative results of the mill operation over a period of months, showing a 30% reduction in mill power / pressure variability and a 12% improvement in average power drawn. An increase in throughput was also observed, but cannot be conclusively attributed to the change in mill control due to other changes that were made to the SAG mill #2 during the period of comparison. An additional benefit includes better acceptance from the operators with improved consistency of the SAG mill #2 operation across shifts.The paper will also discuss further improvements envisaged in the continued optimisation of the grinding control circuit.CITATION:Savage, C, Rodriguez, R and Metzner, G, 2013. "This paper discusses a method to build a calibrated comminution circuit model, using historic operating data and blend information that is useful for forecasting and optimising plant performance, as well as evaluating expansion opportunities. A preferred method for building a calibrated power-based comminution model is discussed and justified based on two case studies, offering low-cost and effective strategies to utilise existing information for the maximum possible benefit.The first example is the Lefa Gold Mine located in Guinea, West Africa operating a semi-autogenous grinding (SAG) and ball milling circuit with recycle crushing (SABC). Daily blend information and operating data was utilised to build and calibrate a power-based model of the comminution circuit. The least squares regression method was used to solve the SAG mill specific energy requirement and the operating work index (Wio) for each individual ore type. The calibrated model was used to evaluate expansion strategies to sustain throughput at higher proportions of fresh ore based on the proposed life-of-mine schedule.The second example is the Ok Tedi Copper-Gold Mine in Papua New Guinea operating a SAG and ball milling circuit (SAB). The circuit limitation would often shift between the SAG mill and the ball mill due to variable ore characteristics and feed blend. Typical SAG mill relief strategies, such as recycle crushing or secondary crushing, required significant capital expenditure and the potential throughput benefit would vary depending on ore type, making economic justification difficult. Daily blend information and operating data was used to build and calibrate a power-based model of the comminution circuit to identify ore types that might benefit from higher blast intensities to increase fines content, thus relieving the SAG mill limitation and increasing overall throughput without a major capital investment.Citation:Zawadski, A L and Putland, B G, 2016. This paper examines the integration of risk management into the design philosophy of a project to produce a æzero baseÆ design, which targets a minimum capital cost without adversely impacting upon the operating costs of the resulting plant. The concept of zero base design is similar to zero base budgeting and the desired outcome is to improve the economy of the design. Design requirements are questioned in an attempt to distinguish preference, prejudice and myth from necessity. Where doubt remains a risk management approach is adopted. The key to risk management is not risk elimination, but risk mitigation. Risks can be managed by designing them out, but often this involves considerable capital cost penalties and it is more attractive to accept the risk and design an operating strategy to deal with it. The paper discusses this with some examples of real world risk mitigation strategies that resulted in substantial capital cost savings. The paper concludes that as much as a quarter of project capital costs can be eliminated by a combination of zero base design and carefully crafted risk mitigation strategies.

In order to be most effective in its application and availability, this information needs to be collected in programmes with defined objectives and deadlines. Applied Geology Associates have established a methodology to facilitate the structured collection of environmental data, which provides for the diverse needs of both engineering design and applications for statutory and non-statutory approvals. Principal aspects of this methodology are the scope, timing and management of the environmental studies within the overall project planning framework.

This paper addresses the question: how can the minerals industry remain viable; viable in the sense that we are able to access land for exploration and discovery, we are able to develop and operate mines (and processing plants) safely and profitably and we are able to close operations in a responsible manner, so that modified landscapes are restored to acceptable community standards?Many of the answers to this question can be addressed through the theme of this conference û that of eco-efficiency. The eco-efficiency concept is very useful, since it does help to translate principles of sustainability into business value at the operational level. To provide some context to how this can be achieved, the paper discusses what is happening at the international level, outlines some key industry initiatives within Australia and then discusses what work is being done within companies.

The main factors which influence disposal of mine waste under New Zealand conditions are identified and discussed: namely, geological conditions which produce soft weather-sensitive waste, wet and cold winters which affect productivity in such waste, elevated seismicity which affects stability and the need for water rights which involve public participation. The waste disposal scheme for the Martha Hill Project is described, thereby illustrating how these factors influence the planning of a current mine strippings and tailings disposal scheme.

During the response to the Moura No 4 disaster, use was made of the New South Wales Mines Rescue Service’s ‘Mineshield’ inertisation equipment. The equipment had to be transported from Newcastle, approximately 1400 kms, and the liquid nitrogen a similar distance. The time taken, and therefore availability of the liquid nitrogen, became a significant problem. Operational issues were also experienced during use. Typically the liquid nitrogen is converted to a gas (vaporised) before being injected into the mine. However, as the propane gas tanker used for the vapourising unit was delayed, an attempt was made to inject the liquid nitrogen directly down uncased boreholes. This proved unsuccessful.Following the Moura No 4 disaster and the Moura No 2 disaster, recommendations were made relating to having inertisation capacity for the Queensland coal mining industry. Today the Queensland industry has multiple options available for inertisation, including the high-volume GAG and smaller volume units such as boilers and membrane separation units. Although it ultimately aided re-entry into Moura No 4, most likely due to the issues associated with supply to Central Queensland, liquid nitrogen has not found favour within the Queensland industry as an inertisation tool.Coregas has commissioned an air separation plant in Mackay, improving the availability of liquid nitrogen to Central Queensland. Based on the availability of this nitrogen, recent sealing operations at Kestrel have trialled using liquid nitrogen and associated vapourising units. In this, the centennial year of The Institute, it is appropriate that the history of the Institute in New Zealand be recorded. I am indebted to John Dew, compiler of the centenary publication æMining People A Century - Highlights of the First Hundred Years of The AusIMM 1893 - 1993Æ, for many of the early historical references in this paper. In July 1892 the Amalgamated Mining Managers' Association of Australasia held its annual conference in Ballarat, Victoria, Australia, when it was suggested by the delegate from Broken Hill that the time had arrived for the establishment of an Australasian Institute of Mining Engineers. Resulting from this meeting at Ballarat, a Provisional Committee was formed at Broken Hill with the object of forming The Australasian Institute of Mining Engineers having the following objectives. To promote the arts and sciences connected with the economic production of the useful minerals and metals, the welfare of those employed in those industries by means of meetings for social intercourse, and the reading and discussion of professional papers with the circulation by means of publications amongst its members and associates the information thus obtained.

Since Jameson Cell flotation technology was first installed in a coal flotation application in 1988/89 at Newlands Coal Handling and Preparation Plant (CHPP) there have been fundamental improvements to its design which has led to its current status as the leading technology in Australia for fine coal flotation. These improvements, which include key hardware modifications, consist of the re-development of the orifice plate to produce considerable increase in wear life and reduction in power consumption for a given air entrainment and a significant increase in the amount of air that is entrained. Modifications to the downcomer allow maximisation of residence time and air entrainment while changes to the feed and air distribution system allows a reduction in installation cost and a reduction of solids ingress into the air line. Additionally, operational improvements such as the use of recycle to maintain constant flow to the cell feed are discussed. The recent installation at Hail Creek in the Bowen Basin, which consists of three B6000/20 Jameson Cells (6 m diameter bottom-fed distributor with 20 downcomers) will be reviewed as a case study. The latest design and operability of the cells are summarised and compared against one of the original designs at Riverside CHPP also in the Bowen Basin.

The Kelian gold mine which was developed in East Kalimantan Indonesia in 1990 - 1992 is scheduled to complete mining and processing operations in 2004. This will have a major impact on the neighbouring communities who have benefited from the jobs, economic activity and infrastructure development which has been generated by the mine. Currently, there are no formal regulations or standards specifying the procedures for relinquishment of mining leases in Indonesia. Furthermore, a move towards regional autonomy, providing greater authority and responsibility to local (regional) areas, has recently been implemented in Indonesia and limited capacity exists in the new regional governments. Consequently, in October 2000, Kelian Equatorial Mining (KEM) initiated a partnership with the local community and government to explore sustainable post-closure options for the mine site and community development programs. The Kelian mine closure strategy seeks full involvement of all stakeholders through the Kelian Mine Closure Steering Committee (MCSC) in the development of sustainable solutions which will enable communities to secure long-term benefits and minimise post-closure risks from the KEM operations. This organisation, jointly chaired by the Head (Bupati) of the regional West Kutai government and the KEM President Director, with representatives from the local communities, governments and NGOs, has developed a Charter, a website and evaluation criteria to ensure accountability and transparency. There are four technical working groups, consisting of representatives from the mine, local community leaders, NGOs, Universities, Local, Provincial and Central Government Departments, which report to the Steering Committee. These working groups have researched, developed and recommended sustainable options to the Steering Committee. The MCSC has met quarterly to examine options in accordance with the criteria set out in the Charter and has endorsed sustainable solutions which have support from Government, Community and the mine. This paper describes the closure risks, sustainable outcomes derived through the Kelian mine closure steering committee process and outlines the methodologies used to develop and endorse sustainable solutions in a society with limited capacity undergoing enormous change and uncertainty.
