It is estimated that world consumption of petroleum, its products and related fuels during 1935 will reach an all-time peak of 1,592,000,000 bbl. —about 5.4 per cent higher than in 1934. Demand increased within the United States approximately 6.1 per cent during 1935 and in foreign countries about 4.1 per cent. The figures in Table 1 indicate that during the past five years world's production of crude petroleum and related fuels exceeded demand every year and that the aggregate difference is approximately 239,000,000 bbl. The supply in the United States exceeded consumption by some 134,000,000 bbl. over the same five-year period, while outside the United States the excess over demand is shown to be 105,000,000 bbl. Table 2 combines the excess production in the United States with its favorable balance of exports over imports, showing that the United States has reduced its storage over the five years by about 132,720,000 bbl., and indicates that, including its excess of imports from the United States, the rest of the world may have an unfavorable balance of some 371,000,000 bbl. over the five-year period. Such difference in foreign countries is largely due to increase in stocks, and partly at least remains in our imperfect knowledge of consumption statistics as an unfavorable balance. Table 3

One of the difficulties for many young engineers is the acceptance of responsibility. Even though they start as assistants to older men, they hesitate to offer positive opinions. They often make reports of observations and leave the boss to draw his own conclusions. If they happen to be in a position where they are not reporting to a senior engineer, and it is necessary to take the final responsibility for a decision, they try to get someone to help out and either assume or share such responsibility. Generally this is the result of want of confidence in one's self and fear that something may happen to go wrong and bring about criticism. Frequently diffidence is the principal factor. Young men come to me with reports on work that has been well done and well written up, who are evidently laboring under an intense desire to drop through the floor or to make a rapid' exit in some other way because of want of confidence. In my own early experience a consulting job came in that required considerable investigation. The man who was handing his place over to me mentioned my good fortune and I replied that the work would be interesting and I could handle it all right but feared the responsibility, which seemed considerable. The communication which I hare to lay before my fellow-members of the Institute, is no elaborate paper, nor the statement of any great discovery; it is simply the record of convenient methods of conducting topographical survey?, and of keeping the notes of the same; methods that have grown out of practical experience, and have saved me many a day's labor by facilitating office and field work, and at the same time secured a greater degree of accuracy than is obtained by the methods now in general use. I assume it as granted that no topographical map is worthy of the name, except it represent the elevations and depressions of the surface by means of horizontal or contour lines. In the Ordnance Survey of Great Britain, the contour lines are traced for every fifty feet vertical height, I believe, by running out the line with level and compass through all its meanderings on the surface; this, of course, is a very tedious, though accurate process, but " in the woods," where many of our surveys have to be made, it would be practically impossible. Most mine operations are hampered to varying degrees by excessive inflow of water into mines or scarcity of water for processing the materials. These internal problems are compounded in many cases by such external hydrological problems as lowering of ground-water levels in areas outside the mine properties, subsidence of ground surface, adverse geochemical changes, and pollution. The development of a mine below the water table disturbs the natural ground-water system, causing a convergence in the flow of water from a surrounding area. The mine becomes the apex of a depressed cone in the water table. The fact that mines are commonly located in complex and somewhat anomalous geologic environments prevents an idealized treatment of the mine as a well that would be similar to a water well in a homogeneous aquifer having isotropic conditions. Yet, adherence to some principles of ground-water behavior is helpful when combined with an understanding of the local geology. A program calling for an appraisal of all pertinent hydrological conditions prior to mining and during various stages of development should supply adequate information for mine officials to anticipate difficulties and to allow for corrective measures. Before and during mining operations there should be a mine hydrology framework and plan, in which there is continual upgrading of such considerations as anticipated actions, consequences of actions, remedial plans, and contingencies.

Quantification in recording geologic phenomena and application of well-known geologic principles to engineering works continued at an increasing rate during the year. Highway departments, water resources agencies, private firms and governmental agencies involved in tunnel excavations, dam site locations and construction, consultants and government experts in subsurface liquid-waste disposal, designers of underground storage facilities and city and regional planners all confirmed greater use of applied geology in their planning and implementation of plans. Applications of quantified geologic data to highway locations, slope control of cuts, raw material sources, water sources and water run- off showed a striking increase in number. Environmental geology and geologic hazards became part of the jargon of the geologic profession, and the American public began to realize more fully the significance of where they live, and on what and near what geologic phenomena which might effect their well-being. Tunnel work for water projects of almost dream-like magnitude kept geologic engineers busily engaged in predicting and testing local geologic conditions for construction projects. Disposal of industrial and radioactive liquid wastes continued as problems, but use of stratigraphic data, fluid flow rates and direction of flow helped solve some critical waste disposal problems. Unusual applications of seismic networks, remote sensing methods and X-ray techniques in geological engineering applications added other tools to this increasingly important profession.

THE plastering properties of six representative California drilling muds were studied over a temperature range of 70° to 175° F. at several mud weights, using a high-pressure circulating filter press with full size consolidated cores. In all tests, with untreated as well as with chemically treated muds, the filtration rates at elevated temperature were higher than at low temperatures and in nearly every case this increased filtration rate was notably larger than could be attributed alone to the decreased viscosity of water-the flowing medium-at elevated temperatures. It is concluded that no existing method will permit even an approxi-mate determination of the filtration rate at high temperature from data at room temperature. It is necessary to measure filtration at the tem-perature actually anticipated in the well, or to make a sufficient number of tests at various lower temperatures so that a small extrapolation of these data to the anticipated well temperature may be applied. Such tests should be carried out on the mud as actually used in the well. The viscosity of each of the muds was determined over the same temperature range. While no relationship was observed between mud viscosity and plastering properties, it was found that chemical treatment of the muds for viscosity reduction shifted the temperature of minimum viscosity to appreciably higher values than for untreated muds.

The academic community and the larger and more sophisticated mining companies have largely rejected the older mineral valuation methods such as the Hoskold and Morkill concepts and replaced them with "discounted cash flow" (DCF) techniques. The relevancy and usefulness of the older methods have been questioned primarily on the basis of their underlying assumptions that mining companies do not have numerous alternative investments and must use sinking funds deposited at market or "safe" rates of return to recover the purchase price of mineral reserves. The ability to reinvest in numerous (often nonmining) alternative business ventures, the changing purchasing power of the dollar, corporate income and other taxes, depreciation and depletion allowances, and modern financial management practice all militate against the continued use of the older valuation methods, especially for the larger mining companies. Small mining companies and individuals still use these methods largely out of habit and familiarity. The Hoskold Mineral Reserve Valuation Method The Hoskold method was developed prior to the evolution of modern accounting practices and before the days of the corporate income tax. At the time of its development, annual earnings of the firm were represented by the difference between cash revenues and cash expenses and were not subject to taxation by the government. Thus, earnings at that time were equivalent to what is today known as cash flow.

CANDY,* Pittsburgh, Pa.-According to the tables on page 532, the deposit obtained with Roebling cold-rolled steel, and Toucan electrodes contained considerably less carbon and manganese than the original electrodes; whereas very little carbon is lost in the case of the hot-rolled steel electrode. When using the hot-rolled steel electrodes, the metal apparently has a tendency, probably due to greater surface tension, to pass through the arc in larger particles than the other electrode materials. This affords greater protection against oxidation, and thereby prevents much loss of carbon. The larger globules tend to increase the arc fluctuations due to greater partial short-circuiting of the arc. Actual oscillographic records show that with the hot-rolled steel electrodes the current peaks were 70 per cent. above normal whereas the peaks for the other electrodes were only about 25 per cent. -above normal. Probably due to the larger globules, a greater proportion of slag in the electrode was carried into the weld. Some four or five test pieces made with the hot-rolled steel electrodes were all considerably below the tensile strength of the samples welded with the other electrodes. These facts indicate that an electrode may not be satisfactory even though of approximately the proper chemical composition. For example; the hot-rolled steel and Roebling electrodes are quite similar in chemical analysis.

IN accordance with the custom of recent years, the Institute joined with the Western Division of the American Mining Congress in holding a joint meeting at Joplin on Sept. 28, 29 and 30. Actually the meeting might be said to have begun on the 27th, since the Engineering Education Committee held two sessions on that day, which are reported on another page. In addition to these sessions there were informal gatherings in the Hotel Conner, which was the headquarters, on the golf links and elsewhere of all those who had arrived by Sunday morning. The technical sessions were formally opened on Monday morning by Robert E. Tally who, after suitable preliminary remarks, introduced A. Scott Thompson, of Miami, Okla. Mr. Thompson in welcoming the visitors to the Tri-State district said that it had come to be known as a poor man's country and at the present price of zinc did not find it difficult to live up to its name. He also referred to the work Mr. Tally had done for the stabilization of the mineral industry. H. Foster Bain, in responding to this address for the Institute, said that mining men generally felt at home in Joplin, that the solutions of their problems and the general practice that had been developed in the district were not only of great interest to them, but that visitors could learn much

Computer pit design techniques generally make use of models in which the deposit is represented by a regular array of data. Using a regular system, the number of data points required to represent the air, waste and mineralization in a large deposit become excessive. The number of blocks used to describe the deposit is dependent upon the block size. The quality of the pit wall slope design also is dependent upon the block size used and the method of defining the slope. The error associated with reserve calculations becomes greater with increasing block size. A deposit model consisting of variable sized air and mineralized blocks has been developed at the University of British Columbia and improved upon at Climax for pit design work. The method permits put- ting the entire model in core for rapid data processing. This permits the use of a versatile cone generation technique which allows close adherence to variable slope constraints in all directions. The conical shape is approximated by rectangles on each level which equal the area of the ideal conical intersection. The shape of the intersection may vary from approximately circular to elipsoidal. The approximate cone shape is controlled by the slope constraints applicable at the point of intersection on the bench. The overall modeling technique greatly assists the pit design engineer in developing a high quality pit design.

WHEN mining operations were first instituted in the mines of the Miami Copper Co., at Miami, Ariz., the relatively hard character of the ground in the western section of the property made it seem advisable to use a wide shrinkage stope and pillar system. The system as finally evolved was applied to the mining of 2,300,000 tons of ore by the use of stopes and pillars each 50 ft. in width. Development, mining and extraction of this reserve has been continuously in progress since 1910, and the final stages of extraction are now reached. A complete survey of all phases of this system can therefore be made. Modification in working methods was obviously necessary, and the system to be described is believed to be typical of the best features. DEVELOPMENT The preliminary work had three main objectives: The opening of a haulage level, the construction of a drawing-off level, and the driving of sublevels for use in stoping. In addition to these, some extra sublevel drifting was necessary to determine exactly the boundaries of the orebody, the general outline having been determined by churn drilling. This development was based on the requirements of stopes 50 ft. wide, with pillars 50 ft. wide between each stope. The length of these units varied from 200 to 500 ft.

In the course of the persistent and rapid advance of our country towards the goal she has set for herself, of commercial and manufacturing supremacy, there stand out certain periods or cycles of prosperity or depression, succeeding one another with a comparative regularity as to their ultimate trend, but of varying lengths and intensities. I might compare this course to that of a railroad between two points at different levels, with intervening mountain ranges and valleys, the up-grades climbing towards the final upper terminal of prosperity, while the down-grades retard the ascent, and tend to return to the valleys below. Just at the present time we are evidently at the bottom of one of these valleys, and, before starting to climb the next divide, it may be prudent for us to look into the condition of our rolling-stock, and especially into that of our brakes, and see what the experience of our downward journey has taught us, and whether we are properly equipped for the new upward advance which now lies before us. It must be evident to almost everyone by now that a massive transformation is occurring in our iron ore economy. Its equal has been seen only once before in the entire history of the North American steel industry, and not even once before within the personal memory of anyone now engaged in it. The lone precedent was the beginning of ore shipments from the Mesabi Range in October, 1892, which was before anyone still short of normal retirement age had been born. No younger observer, in the steel industry or in any other, has ever known anything else than that the Lake Superior region-in which the Mesabi is the giant-has supplied all but a small fraction of total North American blast furnace ore for the use of three generations of steelmakers. Directly or indirectly, it was the discovery of the Mesabi which created most of the prime and satellite companies that have since come to prominence in the various ore-consuming phases, and it was the same discovery that had broader effects on the entire spectrum of their technologies than any other single event that has ever happened since, although the advent of byproduct coke is a close runnerup. It affected every sector of the national economy and was a keystone in making our standard of living what it is today.

In practically all rock-excavation problems there is need for a careful study of the rock structure, its fault, cleavage or bedding planes, and even the texture of the rock itself. These studies should form the bases upon which an excavation method is selected and they should be carefully considered in predicting the amount and extent of the excavation. The need for such studies was forcibly illustrated in the problems involved in a cut made in 1929, along and underneath a 200-ft. high rock projection for a State-highway near the City of Easton, Pennsylvania. The rock mass was badly faulted and also contained a number of cleavage planes at approximately right angles to the fault planes. Much of this structure was visible and could have been studied and analyzed before' the work was begun. The State had rigid specifications as to finished grade and slope of cut, which apparently were made without reference to the geologic structure. The contractor complied with the specifications, under the close inspection of the State engineers. A tunnel blast was, placed in the base of the cliff, with the result that 65 per cent more rock was broken than was intended by the specifications. About four years after the blast, the writers of this paper studied the circumstances surrounding the operation, to determine the cause of this excess excavation.

ENGINEERING COUNCIL has passed, not out, but upward! Therefore, its recent wake was conducted by itself as a joyful occasion somewhat in advance of its official demise. Council held its last meeting in Washington, Dec. 16, 1920. Business was transacted with dignified gravity in the forenoon. During the afternoon calls were made upon the chiefs of technical bureaus of the Government: the Chief of Engineers, U. S. Army; Chief of Yards and Docks of the Navy Department; Director of U. S. Reclamation Service; Director of U. S. Geological Survey; Director of Bureau of Mines. The Council pronounced them, each and all, able men and true. But what of the evening? Well, there was a dinner at the Washington Hotel. Twenty-six men gathered around a flower-strewn table-not a casket. As guests, there graced the festive board the hosts of the afternoon calls, and a number of members of the new American Engineering Council. The body about to be apotheosized-otherwise known as Engineering Council-was both jocular and reminiscent. Rewards were bestowed and appreciations expressed. To the man who had for three long years borne the burden of chairmanship and whose financial recklessness made possible the Washington office and the movement for a National Public Works Department, the following "note," duly engrossed and signed, was given, accompanied by "The Song of the Council Crew."

The Raymond Memorial Volume, which the Members of the In-stitute have been so anxiously awaiting since the beloved man's death, is nearly ready for publication. It will contain about 45,000 words and some illustrations and a frontispiece portrait. This book promises to fill every expectation of the contributors to the volume and the host of admirers of the genius who so long guided the destiny of the Institute. It will contain one of Doctor Raymond's best stories, entitled "James and Jim;" his famous article on "Job on Mining;" and one of his poems entitled "The Grand Canyon." A biography of Doctor Raymond has been written by his daughter, who is the wife of a member of the Institute. The memorial addresses delivered by Dr. Henry F. Drinker and T. A. Rickard at the annual meeting in New York in 1919 will be included. There will also be very interesting reminiscences by H. M. Howe, A. S. Dwight, C. W. Goodale, R. W. Hunt, Lyman Abbott, J. F. hemp, T. A. Rickard. The volume has been edited by T. A. Rickard, which promises all that can be wished for the volume from a literary standpoint. The edition will he limited so that it is very desirable that orders for this volume be sent in to the Institute as promptly as possible. The price will be $5.00.

Discussion of the paper of R. H. RICHARDS and BOYD DUDLEY, JR., presented at the New York meeting, February, 1915, and printed in Bulletin No. 97, January, 191.5, pp. 67 to 72. R. H. RICHARDS, Boston, Mass.-I believe that the manner of working for efficiency in almost all lines is to study the conditions of highest efficiency, and then to measure what is being clone. We can then see how near we have approached the highest efficiency. Spigots in practice often use many times the water theoretically needed. There are places where that is necessary for safety reasons. There are, however, places where it is unnecessary, and in these places it seems to me that this work of Mr. Dudley's will be a great help to the mill man to arrive at the greatest economy of water and highest efficiency. The conservation movement, initiated during the time of Gifford Pinchot and Theodore Roosevelt, has gradually taken hold of the popular imagination of the American people; and today, although it is little understood, it is an accepted doctrine. But the subject should not degenerate into cheap and misleading publicity. In the wise development and use of human and material resources lies the answer (Fig. 4). Conservation does not mean the parsimonious and misguided avarice of the miser, but the prudent and intelligent use of all types of resources, and the opening of a way for the use of those potentialities that lie just beyond the horizon and wait for man's constructive efforts to make them available. Conservation consists essentially in not emptying the pools of primary wealth before the minds of men, guided by ingenious research, have found ways to replenish them from sources as yet untapped. To advance successfully along this path, man should be guided by science and by a decent understanding of his obligations to his fellow man and particularly to his children and his children's children. Two pathways branch from this general road. One is the restraining of those spendthrifts who would throw away our national heritage for the sake of a cheap and irresponsible enjoyment of the present.
