DURING the last winter we have been actively engaged in the School of Mines in search for boracic acid. This has been owing to the fact that Mr. M. W. Iles, assistant in the qualitative laboratory, has discovered a test for that substance which makes its discovery exceedingly simple instead of being, as previously, very difficult. It consists in powdering the mineral, calcining it, then moistening it with sulphuric acid, and heating on a platinum wire until the sulphuric acid is expelled. It is then moistened with glycerin and made to take fire. If boracic acid is present it infallibly gives a green flame. It is not at all surprising, under such circumstances, the test being so easy, that boracic acid has been found by the students in a great many cases where its presence was not previously suspected, and in some where its detection was previously too difficult to warrant looking for it. We were not prepared, however, for its discovery in Lake Superior iron ores, and were disposed at first to think that a mistake had been made. Coal Mine Health and Safety Act in December 1969, the most comprehensive law in the history of the coal mining industry went into effect. Hardly anyone will quarrel with the philosophy that all miners in the United States should be afforded equal protection under the law irrespective of the state in which they reside. Furthermore, it appears contrary to any sound judgment that a competitive advantage should appear to accrue to a mine operator because his operations are located in a state with less stringent (and costly) health and safety laws Yet it is recognized that the quality of state mine laws and inspection agencies has been extremely variable. Why, then, should there be such resentments over the passage of the Act? The Act was written In the highly emotionally charged atmosphere following the Consol No. 9 disaster: the technical expertise within the industry was discredited and largely ignored; and those directly involved in the writing of the Act were non- technical and largely nonmining people. The result was that the law incorporated certain requirements that were impossible to meet (automatic brakes are the classical example) and certain parts that were too ambiguous and consequently open to interpretation.

This paper is presented in the hope that it will be instructive in view of the future large expansion of the mining industry in the west-coast countries of South America. There is a more or less general impression that the Spanish-American workman is inferior to the American, but after some years of experience and observation I doubt the correctne~s of this view. Taking into consideration all the elements which make for efficiency of labor, it has been found, particularly in Chile, that under proper organization native labor yields as much, man for man, and more, dollar for dollar, than in the Western United States. If a manager is willing to accept unreservedly the costum-bres del pais, without combating intelligently and patiently the ones tending to inefficiency, he should expect no better results than he deserves. As the specific gravity of low-carbon steel seems to be attracting considerable attention as a means of détermining the quality and value of the metal, I give here a few of the results of a long series of experiments recently made by me. The object of the experiments not requiring more than approximate correctness in the third place of decimals, the extreme precautions to obtain accuracy which are sometimes used in determining specific gravity were not observed. But each piece of metal was carefully cleaned to remove scale, rust, dirt, etc., thoroughly dried, and then weighed in air, all weighings being carefully repeated. The balance used was one of Troemner's finest, and sensitive to one-tenth of a milligram. Before weighing in distilled water, care was taken to remove, as far as possible, the air enclosed in the pores of the metal. The pieces of metal were suspended by means of fine silk thread, a correction of course being made for the weight of the silk. Care was taken that the water in which they were weighed should he always at the same level, and, as far as possible, at the same temperature.

It is often necessary to calculate the size of a hoisting-plant required to raise a given quantity of material, either as a preliminary to the detail design of the machinery, or to decide whether machinery on hand or offered by a manufacturer is adapted to the work to be done. The first element of the problem to be determined is the load to be raised. In a mine that is already developed, this is limited by the size of car that can be hoisted out of the mine and that will pass through the underground gangways. If these place no limits on the design, the size of the load will depend on the output desired per day, and on the number of hoists that call be made per day. The latter are fixed by the time required per hoist and the number of hours available for hoisting, after deducting from the working-day the time required for raising and lowering men, sending down supplies, and for the many small delays in handling cars. It must also be decided whether the hoisting is to be done in one shift or in all of them.

Both drilling and production in Rumania showed increases in 1934 over 1933. The drilling totaled 1,138,000 ft. and production 63,500,-000 bbl., being increases of 50 and 15 per cent, respectively. During the year production gradually increased from 155,000 bbl. per day in January to 180,000 bbl. in September, and then declined slightly to the end of the year. The increases were largely due to competitive drilling in the Gura Ocnitei field (including west extension to Viforata). Wells completed during the year totaled 238, of which 215 were oil producers. The outstanding development of the year was the discovery by Steaua Romana of what appears to be a major field at Bucsani. Other important discoveries were a three-mile west extension of the Gura Ocnitei fault to Viforata and a five-mile east extension of the Moreni field to Calinesti. Strictly speaking, the latter cannot as yet be called an extension. Oil sands have been corded in the Meotic, and in all probability production will be established in 1935. Activity in the search for oil and gas in Mississippi was greater than it had been for several years. Interest manifested and exploration work in wildcat areas were at an all-time peak. Drilling activity in the state's two proven fields continued to decline; there being only four wells drilled in the Jackson field during the year. At the end of 1937 it seems very likely that 1938 will be a big year in the search for oil in Mississippi. Deilling Activity Jackson Gas Field.—The four wells drilled in the Jackson field during 1937 resulted in three producers and one dry hole. Nine producing gas wells were abandoned during the year because of salt-water encroachment. The total production for 1937 was 14,248,000,000 cu. ft., which was a billion and a quarter increase over 1936, the highest year prior to 1937. The grand total produced from the field is 72,341,000,000 cu. ft. of gas and over 15,000 bbl. of oil. The three wells that had produced oil the past few years were also abandoned during the year because of the small quantity of oil and the large volume of salt water.

THE technique of concentrating valuable minerals from lean ores by flotation depends upon the creation of a finite contact angle at the three-phase contact, mineral-water-air. If the mineral is completely wetted by the water phase, contact angle zero, there is no tendency for air bubbles to attach themselves to the mineral. However, when the contact angle is finite, the surface free energy of the system, water-air bubble-mineral particle, can be diminished by contact between the bubble and the particle, and if not too heavy the mineral will be levitated in the froth. With a few exceptions, all clean minerals are completely wetted by pure water. Thus the art of flotation consists in adding substances to the water to make a finite contact angle with the mineral to be floated, but to leave the other minerals with a zero contact angle. The contact angle concept and experimental measurements of contact angles have played important roles in flotation research for several decades.1-3 Nevertheless, there remain unanswered some basic questions as to the scientific significance of the contact angle and the nature of the processes by which flotation reagents affect contact angles.

J. A. Mathews,* Syracuse, N. Y. (written discussion?).-It is interesting to note how frequently we hear of some process that is going to revolutionize the tool-steel business. I don't know why it is, but every one seems to have it in for us poor tool-steel men. About 15 years ago, a good-sized plant was built in Syracuse for the manufacture of cast tools of malleable iron. The promoter of the scheme claimed to have a secret, process that had been given to him by a tramp to whom he gave a lift along a dusty road. The widows and orphans invested liberally in the securities of the company without consulting the men established in the machine-tool business in Syracuse. About two years later, when the sheriff's sale occurred, the secret, which was carried on the books of the company as an asset valued at $2,000,000, brought $15 at auction. A little later another concern started on the theory of replacing scrap high-speed steel with new high-speed steel tools made therefrom. Ocean miners seem prepared to commit upwards of $50 million, spread over the next 10 years, to develop a deep ocean capability. More and more large companies, Kennecott, Inco and Tenneco, to name a few, singly or through consortia, are spending money, often big money, to obtain a viable and profitable marine mining industry. Much of the current involvement of the mining industry in the oceans is concerned with either exploration for or engineering studies of manganese nodule deposits and most of it is considered highly proprietary. Thus, the scope of the total effort can only be surmised. The following provide a good indication as to the magnitude of the over-all effort: (1) Hughes Tool Co., Oil Tool Division, announced last March it has been performing engineering studies and ocean surveys (in collaboration with Global Marine, a subsidiary of Tenneco Oil) for the purpose of developing deep ocean mining equipment and techniques. As a result of these studies, Global Marine will build a 35,000-ton prototype deep sea mining ship for Hughes. As one of its functions, the U.S. Bureau of Mines gathers and analyzes mine accident data, and then publishes annual reports on work injury experience in the various segments of the minerals industry- coal, nonmetals, rock. These reports contain a wealth of detailed data, with a multitude of analyses and cross-tabulations, all intended to shed as much light as possible on accidents and to suggest possible ways of reducing them. In this article, the terms, "injury" and "accident" will at times be used interchangeably to denote accidents which cause disabling injury. The Bureau bases many of its analyses on American National Standard Z16.1 for recording and measuring work injury data. This document establishes two models for measuring disabling injury experience: (1) the frequency rate, obtained by dividing the number of man hours into the number of injuries multiplied by 1 million, and (2) the severity rate, similarly constructed, with the variable of interest being the number of days lost due to these injuries. Similar computations are performed by the U.S. Bureau of Labor Statistics and the National Safety Council. Additionally, these models are used in many other countries, sometimes with minor changes.

J., and whether there are. any traces of zinc in these Brazilian-deposits. J. T. SINGEWALD, JR.-We did not think of them at all as analogous to the Franklin Furnace deposits and there is no appreciable percentage of zinc present. Requirements concerning determination of geometric characteristics and estimate of reserves and grade may in various mineral deposits significantly differ and by no means can be completely envisaged. Therefore, program writing which would in advance meet all requirements is from a practical point of view impossible. Programming for each particular project is also unacceptable solution, due to many facts, among which is ever growing scope of work and the terms to be met. Therefore, conventional method of programming proved to be ineffective. The team of the Mining Institute experts came to the conclusion that the solution of facing problems lies in the idea of introducing specialized programs, instead of complex ones. Each of them represents a functional entirety. Procedure of complete mineral deposits computer processing is described by a problem-oriented programming language which was designed for that particular application. One or more than one specialized programs are called by one instruction so that the program in that language can have a few hundred time less instructions than an equivalent FORTRAN program. Besides description of the program system and programming language the paper also covers some aspects of its application in solving complex problems.

THE work performed by, the Royal Commission on Mining Subsidence is likely to prove of permanent value, less perhaps for the conclusions it has reached and for the recommendations it has based upon these than for the admirable exposition which it affords of the law concerning mining subsidence and of the legal status of the person who has suffered damage by reason of such subsidence, as also of him whose working has caused the damage. The Commission was appointed by Royal Warrant in the middle of 1925 and delivered its final report in the middle of 1927. The terms of reference to the Commission were as follows: "To consider the operation of the law relating to the support of the surface of the land, and of buildings or works on or under the surface, by underlying or adjacent minerals; to enquire into the extent and gravity of the damage caused by subsidence owing to the extraction of minerals and the incidence of the resulting liability; and to report what steps should be taken, by legislation or otherwise, to remedy, equitably to all persons concerned, any defects or hardships that may be found to arise in existing conditions."

THE Lake Superior blast-furnaces probably represent the maximum economy of fuel possible in this country. They smelt an ore which is very rich and easily reducible, and as the small amount of gangue present is not all silica, but in part a silicate, the amount of limestone required is a minimum. The average yield of the ore treated at six furnaces was 63 per cent., and the average quantity of limestone 179 pounds per ton of pig. The fuel used is charcoal, so burned as to retain most of the combustible volatile part, which, before the utilization of furnace-gas, was burned away. With these conditions it is not surprising that the Lake Superior charcoal practice is extraordinary in almost every respect. In any scientific discussion of American furnace work, the establishments there will be found at the head of the list, and they work under conditions which are extremely favorable for careful study. The Bay Furnace, near Marquette, has the honor of carrying "the broom" for the largest daily make. With a capacity of 1908 cubic feet it has, for months together, produced 29 tons of pig, graded at

When the subject of plant computers is brought up most people visualize the computer's con- trolling the entire plant with very little operator intervention. Actually, this picture is true today in only a limited number of cases and will certainly not be true in the minerals industries for many years to come. There are several ways in which a plant computer can significantly contribute to improving plant operation and closed loop control is only one of these. First of all, for good plant control, two basic requirements must be met. First, the operator must get good information feedback from the process and then he must know what action to take in response to this information. Control information can be obtained through instruments, laboratory analyses, or through simple visual observation. If it is timely and accurate and the operator knows how to use it, then we have the makings of a good plant control system. The computer can be of help in both these areas by getting good data back to the operator and in helping to develop a good control scheme for the plant.

As is well known, practically all the phosphorus of the ironores smelted in the blast-furnace passes into the pig-metal, increasing its fluidity, but diminishing its strength to such an extent that, if phosphorus exceeds a certain amount, the metal is only fit for fine castings, not required to resist strains, and it cannot be used for the ordinary purposes of good foundry-iron. No phosphorus being eliminated in the acid Bessemer process, the quantity admissible in pig-metal destined for that process must be very small, and hence the ores smelted must be strictly Bessemer ores, of which, in many districts, the supply is taxed to the utmost. On the other hand, very highly phosphoric pig, a metal of little or no value by itself, when refined by the Thomas-Gilchrist process in the basic converter, furnishes an excellent steel; but such pig-iron must be made from ores particularly high in phosphorus; and these ores are not everywhere abundant, and are much sought after for this special purpose.
