Between March and June 1962, the privilege of holding a Carnegie Corporation Fellowship enabled R. A. L. Black to travel extensively in the northeastern and western U.S. and in Canada, seeing mining schools, mining research establishments and a cross-section of the American and Canadian mining industry. Visits were paid to 12 university mining schools, 7 research establishments and 19 mining operations. The author had previously spent two months in Britain in a similar manner and eventually returned to his home in South Africa after a short period studying mining problem in Australia. Thus, although the following remarks are mainly concerned with the educational problems of mining in North America, a comparison of impressions of American and Canadian conditions could be made with impressions gained from first-hand experience of other mining centers in the English-speaking world. The conclusion was reached that the problems and conditions of mining, research and mining education are very similar in all areas visited.

The Homestake Mine is situated in the northern portion of the Black Hills of South Dakota in a series of steeply dipping and highly folded Precambrian Rocks. The ore bodies are localized along plunging anticlinal and synclinal folds which are locally called "ledges." The gold bearing ore is confined mainly in the Homestake formation which is an iron-magnesium carbonate series of rocks. The individual ore bodies are pipe or lense-shaped zones which plunge 30º to 75º from the horizontal. These ore bodies range from 10 to 100 feet wide and 50 to 400 feet along the strike. Gold values are erratically distributed in a gangue consisting of cummingtonite schist, sideroplesite schist, quartz, pyrrhotite, arsenopyrite, chlorite schist and ankerite. Usually the ore bodies dip at 70° to 80º and often have folded shapes like "fish hooks" or "troughs." Ore grades must be determined by extensive sampling and all mining is based on assay control.

In this section it is proposed to discuss operating methods considered good practice under the various field conditions commonly encountered. Efficient field direction and types of equipment needed to meet transportation problems are considered only to the extent that the desire to produce the best possible records must sometimes give way to the factor of cost. As in all engineering projects, alternative possible methods of operation must be considered in the light of relative costs as well as of the quality of results obtained, Cost may be in the background of much that is done in the field operations, but only the effect on record quality will be considered here. Record quality at a particular shot point may vary with the various factors of spread character (relative positions of geophones and shot point), shot-hole depth, formations opposite position of shot, size of charge, the effect of repeat shots, surface geology and culture in the immediate vicinity of the geophones, recorder instrument characteristics, particularly filter.

Field experience in uranium has shown it is most economical to ram through a drilling program to obtain maximum footage per drill hour. Drift surveys can then determine the course of the holes. Using this method is generally cheaper than paying the additional cost involved in using the drilling technique and equipment necessary to maintain straight holes. Factors Affecting Direction of Bit Travel: In all rotary-drilled holes there is an interplay of forces or conditions affecting the direction of bit travel. Rarely is a straight vertical hole obtained. One of the major factors is weight on a drill string. In looking at a joint of drill stem it is hard to imagine its being quite flexible, but flexing of the steel increases when many joints are made up together, and even a slight weight added to the upper portion causes a buckling or spiraling effect in the hole. The result is that the bit deviates from the vertical.

The accompanying figures show a jig arranged for separating the middle product or middlings obtained in the concentration of certain ores, minerals, coal, etc. In the preparation for sizing, prior to jigging, of ore-bearing minerals, coal, etc., with their impurities, it is generally desirable to avoid reducing them to unnecessarily small sizes. Where the impurities adhere to the mineral particles or are disseminated through its mass, it is generally necessary to crush to such a fineness as will unlock the minerals from the gangue. If a considerable proportion of the material consists of mixtures of the minerals and gangue, each in large size, and a lesser proportion consists of a mixture of the two, in smaller sizes of various dimensions, it is not always desirable to reduce the whole to such size as would be required to liberate completely the pieces of ore and gangue in the finest mixtures. As the main source of indigineous energy, coal has a big role to play in the development of national economy of India. Nationalization of the coal mining has brought the entire industry under the unit control of the Central Government following which an ambitious plan for increasing the coal production in the next few five year plans has been undertaken. In order to achieve best all round results, economy-mathematical models of Planning the total system, right from the highest to lowest hierarchial levels of decision making, have been proposed through a Global Model which is detailed in Local Models in stages right up to a mine. Optimum obtained by computer solution of the models would provide basis for objective decision making in the fields of selection of optimum plan for developing the industry, the coal fields and the mines with construction and/or reconstruction of mines, capacity optimization of enterprises and mines therein. Different types of Models and the optimization processes are presented.

Uncertain world conditions of the present time require that this country be prepared to meet: 1) all out nuclear war with attack on the U. S.; 2) limited wars; 3) political, economic, and/or pyschological warfare. Our present position as a major world power derives in large measure from our free institutions and great industrial productivity, and this productivity in turn depends on a continuing flow of raw materials-metals, minerals, fuels, and agricultural products. The U. S., with only about 6 pct of the world's population, uses from one to two thirds of the world's annual supplies of most metals and minerals. The U. S. strategic materials stockpiling program is designed to enhance our national security position: as stated in the preamble of the Stock Piling Act, to decrease and prevent wherever possible a dangerous and costly dependence upon foreign nations for supplies of strategic and critical materials in times of national emergency.

IN 1866, Thomas Graham1 called attention to the volume of gases, three times the volume of the sample, evolved from a meteoric iron heated in an evacuated porcelain tube. From that time to this the occurrence and significance of gases in metals have been the subject of investigation by many workers, among whom Sieverts,2 Iwasé3 and 0. W. Ellis4 stand preeminent. Sieverts and Iwasé concerned themselves with the solubility of a number of gases in metals in the liquid and solid states. They determined the absorption coefficients of these gases, and in all cases found a sharp change in solubility at the melting point of the metals. Ellis analyzed the gases evolved by solidifying copper and those occluded by the solidified metal. Lobley and Jepson5 endeavored to determine the effects of hydrogen, carbon monoxide and nitrogen on the porosity of copper that was allowed to solidify in the presence of each gas after 30 min. exposure to it in the

In diamond-drill work, a true sample consists of all the material cut by the bit—both core and cuttings. As the recovery of this sample is the object of diamond drilling, the utmost care should be taken to secure it. Speed of drilling and low costs are of little value if an inaccurate sample is obtained. The engineer in charge must study his material and lay out the plan of sampling, and then see that the drill runner follows his instructions; for the runner may be more interested in obtaining a large footage than in developing accurate methods of sampling. In order to meet the ever-increasing demand by consumers for uniformity of ground talc, a new method of blending its finished product has been developed by Gouverneur Talc Company, Inc., at its plant near Gouverneur, N. Y. The method has been in use for a sufficient length of time to be now judged a success. The Gouverneur district is the leading talc producing area of the world, inasmuch as more tonnage is produced there than from any other state in the U.S. or, so far as is known, from any other locality in the world. Almost all of the output goes into industrial uses, with ceramics and paint being the principal consuming industries. The physical and chemical specifications imposed by these industries are stringent and the trend, as in most industries, is toward ever increasing severity. The blending method described herein has aided Gouverneur Talc to keep up with this trend.

A LUCID, thorough and powerful review of the impact of your tax laws on mining operations has already been presented by Granville S. Borden*. He has brought into focus and relief the pressure-points at which the shoe pinches most, has suggested some remedial measures, and enunciated much sound doctrine about the interrelationship and interplay of taxation policy and mining activity. Under the heading "What Every Lawmaker Should Know", he laid down the fundamental proposition that "the magnitude of our mineral resources varies inversely with the magnitude of the taxes levied upon them." With this, as with his other major premises, all mining men must be in hearty concurrence. There can be no doubt that a flourishing and expansive future for the mining industry in this country, in Canada, or anywhere else will depend on the thoroughness with .which these fundamental propositions are grasped by legislators, by national policy-makers and by public opinion at large.

H OWEVER extensively water-lines may be laid in the mine for fire fighting purposes, there are still, usually, points being worked temporarily, development, stoping or other work of a temporary or incidental nature where it is considered that the expense of laying fire-lines is not warranted. While the laying of water-lines in some sections of the mine may not be warranted, in most metal mines it is necessary to lay an air-line to all working places. In the mine of the United Verde Extension Mining Co., at Jerome, Ariz., advantage has been taken of this fact by providing a means of by-passing the water at the end of the water-line into the air-line in case an emergency arises. By this means the 2-in. air-line can be quickly converted into a water-line for fighting fire which might otherwise be beyond the reach of the water-lines.

ONE of the first mining areas to be developed in Arizona was that in the district centering about Clifton and Morenci. Traces of metals were first noticed by Henry Clifton on an expedition in 1864. Definite copper outcroppings were also reported in the following year by General J. H. Carleton when he led his troops into the district on an Indian raid. Actual mining operations were started in the early seventies. and the first smelter was finished in 1873. Two adequately financed companies acquired most of the property, and both commenced production about 1882. These were the Arizona Copper Co.. owned by a group of Scotch investors, and the Detroit Copper Mining Co., afterwards purchased by the firm of Phelps, Dodge & Co. Later the Shannon Copper Co. acquired and operated a number of claims in the northern part of the district. These three companies all operated underground, mines independently for many years.

The presence of radioactivity in uranium mill wastes has resulted in somewhat unique waste disposal methods. In addition to the common problems of disposing of large quantities of solid wastes, neutralizing acids, minimizing dissolved heavy metals, and clarifying all liquid effluents, the uranium mill operator must sample and analyze liquid effluents for micro-micro-quantities of radio- nuclides such as Ra226, Th230, and Pb210. Special disposal methods or decontamination procedures are required to meet the stringent limitations established by the U.S. Atomic Energy Commission on the concentration of radionuclides in liquid effluents. Routine monitoring of the receiving stream is also normally required. In recent years there has been a growing concern about the radioactivity remaining in uranium mill tailings, particularly at the sites of shut-down or dismantled mills. The State of Colorado, in cooperation with the industry, has adopted regulations for stabilization of inactive uranium mill tailings.

The Library Board of the United Engineering Society is desirous of bringing closer to you the facilities and usefulness of your splendid Library. To that end, they have inaugurated a Service Bureau whose duty it shall be to maintain such a staff of expert searchers and translators as to insure prompt and thoroughly efficient service to those of our members whose absence from New York makes it inconvenient for them to pesronally consult the books and periodicals on our shelves. The Service Bureau is also arranging to keep such members as may desire it, posted on the current publications of any engineering subject in which they may be specially interested. The Charter of the United Engineering Society does not permit the Library to carry on any work of a commercial character and, therefore, the prices charged members for this service have to be kept down to a merely self-supporting basis. All the work done by the Library Service Bureau is strictly confidential.

The next meeting of the Institute, the 113th meeting, will be held in Arizona in the latter part of September, 1916. All papers to be presented, at this meeting must be published in the September Bulletin or previously. Manuscripts must, therefore,' be in the hands of the Secretary of the Institute not later than July 1. In case manuscripts are given by authors to members of technical committees, or others, they must be in the hands of such persons sufficiently in advance so that they may be actually in the hands of the Secretary of the Institute by the date mentioned. In the past, the Secretary has received urgent requests for special consideration regarding manuscripts that come in after the closing date. In view of the obvious unfairness of this, the Committee on Papers and Publications has instructed the Secretary not to accept for presentation at the Arizona Meeting any papers received later than July 1, 1916.
