A distinguished engineer, the active head of a large mining company, has said that surveying attains the dignity of a profession only in the hands of a few men—the few who know how to keep notes that will be understood by even a novice without further word of explanation. Of all mine-records, survey notes are perhaps the most important. The maps made from them serve as a working-guide, and as framework for other data; and when, from any cause, access to underground workings is shut off, the surveyor's record often becomes invaluable. So seldom docs a surveyor have a chance to check underground surveys by making a closure, that he is compelled to rely on the precision of each step of his work for the accuracy of the final result. When data are fully recorded on the spot, the notes, even in the hands of second parties, become evidence of the care and precision with which the surveying was done. It is worth a great deal to be able to pick up the work of a former surveyor where it was left off, and to be able to carry it forward without rctracing from the beginning. The purpose of this paper is to describe the survey-note system of a mine now under my direction, in which underground surveys had to be relied upon entirely for the proper division of rich ore-bodies between neighbors, thereby placing a premium on accurate surveying and permanent records. In survey-work, it soon turns out that paper is the least item of expense, and that little is gained by trying to economize note-book space. For many purposes it is best to record notes on cards or loose-leaves, which may be left in the office at the end of the day's work, and need not be carried into the mine again, there to become smeared with grime and grease. IN international affairs, the great event of June was the meeting of representative bankers at Paris -for consideration of the arrangement of a large loan to Germany. The conference dissolved in futility. Following this abortive conference, the delegates to the parley at the Hague assembled there on June 15. America is not represented at the Hague, any more than at Genoa. The British view the conference seriously and have Leslie Urquhart, the highest authority on Russia, attending in an official capacity. The Irish had their election and voted by strong majority in favor of the treaty with Great Britain, which was happy, but the general situation in Ireland is miserable. In China there were spectacular military and political events. Economically, Japan was in trouble. Conditions are becoming better in India, although no yet settled. Egypt has troubles still. Australia has a better chance for welfare, following the overthrow of its labor govern-ment early in April last. In Europe it is hard to discern any improvement except in Great Britain. Business in Great Britain has been slowly widening. The future of Great Britain, which is chiefly an in-dustrial country, depends on finding employment for its, 1,750,000 idle men. Personalities figured largely in June. Lenin's health was represented as having failed so that the govern-ment of Russia has had to be-turned over to a trium-virate. All of this has been denied. It is clear that some. mighty events are transpiring there. The assassination of Doctor Rathenau in Germany is probably also an occurrence of portent. The murder of Field Marshal Wilson, in London, tended to in-crease anger in England against the Irish. In the United. States the attention of Congress was concentrated on the soldier bonus, the tariff bill and the subsidy for shipping. All of these projects are economically bad and are of the same nature, viz., the allotment of a bounty to some classes of people, without consideration to the general national interest and welfare.

The year 1935 was mostly quiet in West Virginia, and devoted to routine drilling in old pools and extensions. A notable exception to this general rule, however, was the further development and proving of a field of gas discovered in 1930 in the deep Oriskany sand (L. Dev.) in Kanawha County, as later discussed. No new pools of oil were found and little or no attempt was made to search for them. No new pools of gas were recorded but various extensions of old pools were made. There were no new pipe line extensions of consequence, either for oil or gas. Operating technology was much the same as in recent years, there having been some further advances in repressuring oil wells and in the use of acid for treating small wells in calcareous formations, and some change in the technique of shooting gas wells. Financially, there has been a full market for all crude oil produced and a fair market for gas. There have been occasional transfers of producing oil or gas properties, mainly between established companies. Most of the attempts made to finance mergers and new developments have failed largely because of difficulties encountered under the Federal securities act. This situation has prevented the normal turnover of properties by small operators who frequently desire to sell partly developed interests and then step out into new ventures. New Development In 1935 the State issued 569 permits for drilling and records the same number of completions. One trade journal records 533 completions and another 483. A running record kept by the writer accounts for 713 completions, with 156 oil wells, 417 gas wells and 140 dry holes (Table 3). Some of these completions may be old wells drilled to deeper sands. Some, apparently, have been drilled without legal permit. Extensions of Producing Areas Ritchie County has again led all others in new drilling, with 137 completions as compared to 74 in Calhoun and 61 in Cabell. In the early days of the lithium industry most of the production was from lepidolite, zinnwaldite, and amblygonite. Nearly all the early extraction processes described in the literature involve heating the finely ground mineral with sulphuric or hydrochloric acid. On subsequent water leaching most of the bases present in the mineral (especially aluminum) are dissolved as sulphates. As a result, the leach solution required extensive chemical purification before the lithium could be precipitated as carbonate. Following the remarkable growth of the lithium industry to its present size, zinnwaldite and amblygonite ores must be considered of minor importance only. Attention is now focused on spodumene, abundant enough in North America to be a major source of supply, and there are important supplies of lepidolite and petalite in Africa. The extraction processes described below all apply to spodumene, although several will also operate on other lithium minerals, such as petalite. Base Exchange with Alkali Sulphates: A distinct advance was made with the disclosures of Wadman and von Girsewalt. In these methods the finely ground silicate ore (spodumene or lepidolite) is intimately mixed with an excess of alkali sulphate (usually K2S04) in at least a 1 to 1 proportion, and the mixture was heated to a relatively high temperature. Base exchange results, with the formation of lithium sulphate. A water leach dissolves the lithium sulphate, together with the excess potassium sulphate. Successful operation of this type of process requires very thorough grinding and mixing, as well as careful temperature control. The use of K,SO, is objectionable from cost considerations since purification of lithium carbonate re- quires the use of potassium carbonate, if the K2S04 is to be recovered and recycled. The lower solubility of K,SO, as compared with Na,SO, is also objectionable, since it limits the concentration of the Li,SO, solution to be precipitated by K,CO,. Early laboratory-scale investigation of this process by Lithium Corp. was not encouraging

The area discussed herein, commonly known as the North Texas district, embraces the following 10 counties: Archer, Baylor, Clay, Cooke, Foard, Hardeman, Knox, Montague, Wichita and Wilbarger. It is underlain by two major structural features. The northernmost portion of the district, including Cooke, Montague, northern Clay, Wichita, Wilbarger, Foard and Hardeman counties, is underlain by the system of buried mountains known as the Red River uplift, which is parallel to and closely related to the Wichita-Amarillo uplift of Oklahoma and the Texas Panhandle. While the presence of a great majority of the numerous oil fields of the area is traceable to this feature, the production in Archer, southwestern Clay and southeastern Baylor counties is due to the influence of what is known as the Cisco Arch (so called because of its influence on Cisco deposition), the axis of which extends in a north\lest-southeast direction across Archer County. Discussion of Tables Preliminary to discussing developments during the year 1933, it appears advisable to offer a few words of explanation on Tables 1 and 2, included as part of this paper, in which an effort has been made to sumlllarize oil and gas development in North Texas to Jan. 1, 1934. One of the chief objectives of this publication is understood to be to show production by individual pools, and, if possible, by distinct pays in a pool. This the authors haw been unable to do for North Texas. It is a generally recognized fact that there are well over 100 individual pools, which should perhaps be mow properly called "productive spots," in Archer county alone, with perhaps an even greater number in Wichita County. It can be found upon investigation that an apparently continuous productive area covering Many acres consists of a half dozen lenticular sands, all stratigraphically different,, which produce only under portions of the apparently continuous area. It is also a fact that practically all gross production records are carried by the various intcrcsted parties by major districts or by counties. It is obvious therefore

EAKLE, Berkeley, Cal.-At the old Morning Star mine in Alpine County, where large masses of enargite were found some years ago, I looked particularly for evidences of replacement of pyrite by the enargite. While I have not made a particular study of any of the specimens, I judge that the pyrite and enargite were precipitated together. They were both primarily in those rocks. Of course, by using Mr. Graton's method of determination we might possibly find a situation somewhat different, but I should say that the enargite is not replacing the pyrite, but was simply precipitated at the same time. The bodies occurred there within 50 ft. of the surface, so it is probably not a case of secondary enrichment. H. W. TURNER, San Francisco, Cal.-In the case where secondary chalcocite shows a crystalline structure and cleavage lines, what is the evidence of the secondary nature of it? C. F. TOLMAN, Stanford University, Cal.-You can find practically all the evidences we have discovered in the microscopic study of ores. You can find all stages in the process of replacement of earlier minerals, especially bornite, by chalcocite, from a stage, in which the process has but just started with only occasional fragments of chalcocite set in bornite, to a stage where remnants of bornite are set in chalcocite. The replacement may take place along the cleavage lines or along the crystallographic directions of the earlier mineral, or it may take place irregularly. In one type of replacement you may find in one spot a few cross-cutting veins, and in another spot the latter may be so enlarged that there remain only a few individual specks of the replaced mineral.

The township of Cloncurry is situated in the northwestern part of Queensland, about latitude S. 20" 42' 53" and longitude E. 140" 30' 25". Townsville is the port through which all the trade passes and is about 470 miles east-northeast of Cloncurry township. The Cloncurry copper district covers an area about 200 miles long by 40 miles wide. Unfortunately the mines are very scattered over this area, there being no large groups of mines. Mount Elliott mine is situated about 70 miles south from the township of Cloncurry, and Mount Oxide mine about 150 miles north of Cloncurry. The district has been known for the last 35 years, and in the early stages a large amount of capital was expended with little to show for it; but within the last four years the railway has been extended from Townsville to Mount Elliott and about 40 miles north of Cloncurry, which has made possible the treatment of the ores of the mines on this extension. The Mount Elliott company within the last few years has smelted and converted on its mine 169,688 tons of ore for 20,554 tons of blister copper, containing 20,377 tons of copper, 35,642 oz. of gold and 28,841 oz. of silver, at a cost of about 233 per ton of blister copper, f.o.b. Townsville. This cost included all development, wages, salaries, general management, office, agency, legal expenses, freight, etc. The gold and silver contents would practically pay for freight to Europe, refining, realization charges, etc. The costs of supplies are as follows: Firewood, 15s., coke, 75s., mine timber, 54s., and coal, 60s. per long ton; explosives: dynamite and gelignite, 50s., and blasting gelatine, 65s. 6d. per case, Mount Elliott Mine The pay shoot of the orebody outcrops at the surface for about 200 ft., and lies between two slate walls about 40 ft. apart., having a general

IN view of the immense amount of attention that silicosis has received in this country in the past few years, it is timely to review the status of the silicosis problem at present. Who gets silicosis? The individual exposed to the inhalation of free silica dust. The effects upon the individual depend upon the amount of silica inhaled or, in other words, the severity of exposure, rather than upon any special variation or susceptibility among those exposed. A considerable amount of study has been given to determine what may be the role of predisposing causes in the development of silicosis. To mention one instance, at the Picher Clinic careful records were kept of all previous illnesses of the men examined as well as abnormalities present at the time of examination. Examinations of over 27,000 miners were made during the years the clinic was conducted under governmental auspices-a very fair sized sample. The general conclusions from all this work were that the incidence of silicosis is not appreciably influenced by racial, structural, or other inherent qualities; it is influenced by acquired defects-particularly as these affect the lungs. That is to say, the average run of human beings respond similarly to similar exposures to silica dust and those whose lungs are already impaired by tuberculosis or other pulmonary disease acquire silicosis more readily than those with healthy lungs. It may well be, and there is some clinical evidence in support, that negroes acquire silicosis more readily than do whites, but the infection factor has not been so carefully studied among negroes exposed to silica as it has among whites. We know that tubercle infection is more prevalent among negroes than among whites. There may be other factors concerned in the development of silicosis in negroes as compared to whites, but there is not available information upon which to base positive statements. During 1932 the oil industry persistently endeavored to maintain a rate of production that would permit a profitable price structure. Much effort was concentrated on curtailment of both production and drilling. The tendency in curtailment was to shut in reserves where closely held and not subjected to drainage, and to allow town-lot fields such as Long Beach, Santa Fe Springs, Playa Del Rey and Huntington Beach a greater percentage of allotment. Marginal wells were given special consideration; only a small percentage of curtailment wag required, making their operations profitable. Naturally the decline in production of town-lot fields, under slight curtailment, is very rapid, hence production that is restricted in fields controlled by major interests at the present time will profit considerably in the future, as California reserves do not appear adequate to sustain heavy withdrawals over a long period of time. California production during 1932 was much greater than additions to reserves during the year. The state produced 10,701,238 bbl. of crude oil less in 1932 than in 1931, while total stocks (all petroleum commodities) decreased 1,589,524 bbl. Had all operators kept strictly within their allotted 'production, the total crude production decline would have been approximately 20,000,000 bbl. and total stock decrease 3,000,000 barrels. Estimated proven oil reserves for California were 3,965,000,000 bbl. on Jan. 1, 1932, as compared with 3,784,120,000 bbl. as of Jan. 1, 1933, a decrease of 180,880,000 barrels. Approximately 85 per cent of the 178,127,794 bbl. of oil produced during 1932 was withdrawn from old reserves in settled fields and the remaining 15 per cent from new sources such as Kettleman Hills North Dome, Belridge, San Miguelito and Dominguez deep zone. The oil reserves of Kettleman Hills North Dome are estimated to be approximately 50 per cent of the total oil reserves, of California and they may be drawn upon at a much greater rate than the remainder of the state's oil fields.

IN the practice of ore finding the geologist is continually confronted with the question of oreshoot extension, so that the general problem seems worthy of systematic investigation. This problem appears when the reserves are estimated and when the advisability of deepening the shaft comes up. Moreover, there is need for lower development cost to keep pace with cost reductions in other departments, or even to offset a rising cost of ore finding or ore following. This can be gained by close geologic control of the development; and much of the geology involved is that bearing on the downward, upward, and horizontal extensions of shoots. Furthermore, the purchase of a mine or prospect often depends directly on the question of shoot extension; because it is seldom that the ore is fully developed and the purchase price is almost invariably based largely on "possible" and geologically prospective ore. Most current methods for estimating '(possible" and the more nebulous classes of ore are crude and indecisive. In the following pages the extension of oreshoots is the major theme, although the more basic subject, the general art of ore finding, is given some space. (A) Direct Methods of Extension Prediction (I) Extrapolation and Interpolation of Shoots by Use of Conventional Geologic and Assay Plans, Projections and Cross-sections There is little need for stressing the desirability of detailed geologic plans, assay plans, projections, and cross-sections as a basis for the study and extension prediction of shoots. Underground and surface mapping, in most cases, ought to be done in exhaustive detail. All features of obvious bearing should be mapped and it is good practice to record all possible details, some of which may become significant when studied in the ensemble. It should be emphasized that the mapping should be done with an impartial mind, with interpretation reduced to the minimum. The symbols of the map can be made to distinguish observed facts from interpretation.

Limestone replacement and contact metamorphic orebodies are 80 irregular that sampling and estimating are far less. exact than in more regular types of deposits; both the mineralized masses and the lenses of ore within them are extremely irregular. So much development work is required to find the ore that the expense of blocking out great tonnages is prohibitive; furthermore, the rock near these orebodies is so heavy that drifts or raises cannot be kept open for many years without excessive repairs. As a result, few mines in limestone have more than three years supply of ore in sight. As most of the ore, is developed by stoping— not by drifting, raising, or drilling—estimates of ore developed do not indicate the total amount of ore that may be expected; they simply indicate the relative condition of the mines. But even if they are to do this, they must be made according to a fixed plan, intelligently carried out. The estimates of ore in the Calumet & Arizona Copper mines, Warren District, Ariz., have been of much value to those who plan the mining and development work. This paper describes the methods of sampling and estimating used in these mines. Sampling Samples are taken in various ways and depend on the condition of the working and the purpose for which the sample is to be used. Drifts, crosscuts, and raises are sampled by channels or by taking a grab off each mine car as it is filled. Stopes are usually sampled by drill holes or by taking a representative sample off each mine car; the latter, or chute, sample is by far the best sample. All workings are studied periodically by an engineer, who makes graphic and detail notes of the geologic structure, as shown in Fig. 1. The daily car tally and assay of each particular working is added to the same sheet opposite the material it represents. These sheets make a permanent record, showing the exact boundaries as well as the grade of ore in all workings.

It is probable that the first commercial production of coal in Ohio was for the supply of Wheeling, before mines were opened at that place. This coal came from Pipe Creek in Belmont County,l where the seam was exposed a short distance above the river. This movement could not have lasted more than a few years, because coal was being mined at Wheeling in 1818, and probably before that.2 Mining began in Tuscarawas County in 1810 and in Perry County in 1816, and has been followed steadily since then. In the eighteen twenties the Pomeroy field in Meigs County, Jackson County, and the northern Ohio field in Summit County commenced production. All of the early data available are given in Table 57. No early official reports were made, but after 1859 the Secretary of State published statistics of production, admittedly inaccurate, by counties, and under various officials these have been continued to the present day. Ohio has never published statistics about coal in smaller units than the county; no reports of individual properties have ever been collected. The period from 1800 to 1885 includes the opening of practically all of the coal fields of the state, although those of eastern Ohio were not large producers at its end. During this time the use of raw block coal in blast furnaces had begun and ended, and at the end, coke was nearly the universal fuel for this purpose. Much of the coal traffic on the Ohio River and its main tributaries originated in the necessity of a fuel supply for Cincinnati and other down-river cities. This traffic started in 1794, and few records of it are available until many years later; in 1846 records of the movement to Cincinnati began and have been maintained with increasing thoroughness, and represent one of the most complete records of such a traffic extant anywhere. As these data show the originating fields of most of the coals used there, the available figures to 1885 have been collected in Table 16.

In previous classifications of coal, it has been customary to regard moisture eliminated from coal samples between 20 and 100 C. as extraneous matter, rather than as a constituent part of the coal. It seems, however, that the physical character and use properties of the low-rank coals are directly related to the amount of such moisture present, and recent chemical work has shown' that such coals contain unstable groupings which decompose between 20 C. and temperatures somewhat above 100" C., with the splitting off of moisture. According to this view, the moisture eliminated from air-dried coal below boiling point is similar in all essential respects to moisture eliminated above 100" C., and is produced by analogous reactions; and inasmuch as the moisture given off above 100" C. has always been treated as a constituent of the volatile matter of coal, it would seem that consistent usage would include as a part of the volatile matter all moisture present as an essential component of the coal as it occurs in nature. As a matter of experience, it seems clear that the general physical and chemical characteristics of the low-rank coals are largely determined by or related to the moisture, whether chemically or physically combined, present in air-dried coal; it is also demonstrable by trial that the low-rank coals cannot be satisfactorily classified on a purely chemical basis by using the moisture free form of analysis. The low-rank coals of the western United States include numerous well-defined types, many of which were referred to in a classification proposed by Ashley,2 in which the physical and use properties of the coals were made the primary basis for their systematic grouping. When testing this classification by replotting analyses of these type coals according to the Seyler scheme of classification,3 a satisfactory parallelism between use properties and chemical constitution of the dry coal was found among

KARL A. PAULY,* Schenectady, N. Y.-We are deeply indebted to Mr. Hobart for a record of the actual experience of the Lehigh Coal and Navigation Co. with electrification. One of the essential features of this test is that it was made under actual operating conditions. In one of the western mining districts I was once discussing the electrification of a large hoist with a mining operator, who told me that they had made a very thorough test and that the results were such as to indicate that electrification was not warranted. When questioned regarding the test, he said that they had called on the mining college in the Territory for assistance, and one of the instructors and a group of students had made the test. They first cleaned the boilers and then operated them at a' continuous load, using the maker's guaranteed steam consumption per indicated horsepower as a guide in estimating the steam consumption under actual hoisting conditions. Such a test is absolutely valueless. The efficiency of the boilers 'is affected by the intermittent demands on the steam. The standby losses, as indicated by Mr. Hobart's paper, are quite equal to the actual fuel consumption required to do the work; very frequently, also, the cost of repairs is either omitted or underestimated. One noticeable feature of Mr. Hobart's tabulation is that there is no mention of steam consumption. Intentionally or otherwise, the steam-hoist builders have befogged the question by making a great point of the steam consumption of hoists. The operator is not at all concerned in steam consumption; it is the actual cost of operation that he is interested in, and it is a comparison between the cost of operation of the two systems, all factors being considered, that should determine the choice. The steam consumption, or its determination by test, is only one step in the problem of estimating the fuel consumption, which, in an actual installation, can be directly measured much more accurately, as was done by Mr. Hobart.

The 400-ton testing machine, ordered in June, 1875, by the United States Board appointed to test "iron, steel, and other metals," has lately been completed at the Watertown Arsenal, thoroughly proved and accepted by the Board. The excellence of the machine in every respect is more than satisfactory, and its accuracy is at first sight astonishing, although an investigation of its principles must show that if the weighing apparatus will weigh at all, it must do so with perfect accuracy, because all its movements are absolutely without friction. The proof experiments were numerous, and the effects of recoil after sudden ruptures at maximum loads, were watched with great care, but without much anxiety, because the weighing parts affected are by no means delicate in structure, and their motion is almost infinitely small. Among the tests were the following : A forged link of hard, wrought iron, 5 inches in diameter between the eyes, was slowly strained in tension, and broke short off with a loud report at 722,800 pounds. The diameter before breaking at the point of fracture was 5.04 inches; after breaking, 4.98 inches. In order to see if the weighing parts had been disturbed by the recoil, which was obviously near the greatest recoil the machine will ever suffer, a horse-hair was next tested; it was 7-1000ths of an inch in diameter; it stretched 30 per cent., and broke at 1 pound. Other horse-hairs vary in tenacity between 1 and 2 pounds. Of course, the accuracy of the machine on such delicate specimens, and indeed on specimens having some hundreds of pounds tenacity, has been checked and proved by other weighing machines. A 5-inch round bar, turned down to 38 inches diameter along the centre, was pulled apart at 430,200 pounds tension. Then some more horse-hairs were tested ; also copper wires 191/2-1000ths of an inch in diameter, which averaged 25 pounds tenacity..

Beginning the year 1938, the East and East Central Texas district comprised 48 counties, which is equivalent to the Texas Railroad Commission districts 5 and 6. At the close of the year there were 46 oil and gas fields in this district. Eight other fields, seven oil and one gas, have been abandoned. It is estimated that the East and East Central district produced 38.9 per cent of the state's total production for the year, which was 468,781,632 barrels. The decrease in 1938 production, as compared to that of 1937, in this district was partly due to the Saturday and Sunday shutdowns, 71 days for the year, which is equivalent to 19.45 per cent of the year. THE outstanding fact in connection with dust disease in the United States at present is the growing recognition of its seriousness by state officials and by the more progressive operators of mining, metallurgical and allied industrial plants. The same may perhaps be said of labor in some of its better organized centers, but the average independent non-union workman continues, as of yore, to suffer the toll of disability and even of death from dust inhalation without realization of the source of his ill-being. Progress in the betterment of the handling of sufferers from dust disease and of the conditions creating dust hazards in mining and allied industries is pursuing a course similar to that of the now widespread campaign against accidents, in which the risk is more obvious, more severe, and was naturally recognized sooner. The coming on of dust disease is generally relatively slow and its immediate effects not infre-quently masked by or attributed to other diseases. Marked exceptions to this general rule have occurred in districts where the dust is particularly pernicious, such as the Rand and Joplin; yet such exceptions, unhappy in themselves, opened the eyes of medical men, and of those in other localities charged with the responsibility for the welfare of industry, to the much more widespread if less spectacular hazard existing from the inhalation of dust in all rock-excavating operations and all industrial operations creating inorganic dust, whether it be crushing and grinding, sand-blast-ing, granite-cutting, or what not. Advancement to date in the United States in prevention and treat-ment has been slow, yet the record shows that quantitative methods for determining the degree of hazard and means for decreasing it were being developed as far back as 25 years ago; and that more rapid progress may be looked for from now on. Beginning the year 1938, the East and East Central Texas district comprised 48 counties, which is equivalent to the Texas Railroad Commission districts 5 and 6. COAL MINING, as well as all the other major in-dustries of Russia, is controlled by the Soviet Gov-ernment by means of organizations in each dis-trict, known as "Trusts," such as the "Kisel Coal Trust" in the Urals, the "Donugol Trust" in the Ukraine, etc., and each Trust functions as a unit, reporting direct to the chief of the department of the government at Moscow. The responsible head of each Trust is usually a mem-ber of the Communist party and, filtered through his organization, one generally finds a fair proportion of Communists in "key" or important positions, such as purchasing agents and local managers or superinten-dents, but in the majority of places requiring technical or professional knowledge, or trained brains and ex-perience, little or no attention is paid to a man's political opinion provided, of course, he "behaves himself." These different Trusts were authorized or ordered by the Central Committee at Moscow to investigate the methods of mining and type of mines developed in all other coal producing, countries of the world, and after a period of several years of intensive investigation and study reported back to headquarters that the modern American mines were the most efficient, recommending that the program for the rehabilitation of the Russian coal mining industry should follow the lines of American practice. The Trusts were then authorized to negotiate with American engineering firms for technical service for mine designs, and invited Americans to send commis-sions to Russia to prepare and submit to the Technical Council one or more projects for a complete modern American-type operation adapted to the local conditions. A "project" is a preliminary set of designs on the entire mine, top and bottom, with specifications. cost estimates, production costs, schedule of operation, budget of expen-diture, etc., and is quite an elaborate and sizable under-taking-I might say, it took six of us working tooth and nail for over three months to finish our first project.
