The successful commercial production of helium during the last few years has added greatly to its scientific interest. When the quantity of an element available for experimental purposes increases within a few years by 200,000 per cent., both public and scientific interest in the element are greatly stimulated. Before the war, probably, there was not more than 10 or 15 cu. ft. of helium in existence. The larger part of this was owned by Prof. Kam-merlingh Onnes, and was used by him in connection with his low-temperature work at Leiden. By experimental work during the war and immediately afterwards, the Canadians, under Prof. J. C. McLennan, produced about 60,000 cu. ft. of helium of various grades of purity. Up to Dee. 1, 1921, when the plant at Fort Worth was shut down because of lack of funds, there had been produced during the experimental work by the U. S. Government, during the war and afterwards. 2,300,000 cu ft. of helium averaging between 92 and 95 per cent. purity. After the new appropriation was made in 1922, the production plant was again started and at the time of writing was making about 15,000 cu. ft. of helium a day. Only three of the five units were being operated because of the inability to get sufficient gas to run at full capacity. The gas supply is owned by two companies and on account of a disagreement between them, it has been possible for some time to get gas from only one. It is expected that when all five units are running steadily, the daily production will be between 30,000 and 40,000 cu. ft. of gas averaging from 93 to 95 per cent. purity. This paper gives observations on ground movement and subsidence resulting from pillar drawing in the Lick Run section of Montour No. 10 mine of the Pittsburgh Coal Co. adjacent to solid coal owned by the U. S. Bureau of Mines at its Experimental mine in Snowden Township, Allegheny County, Pennsylvania. The investigation was planned by George S. Rice, chief mining engineer of the Bureau, who arranged the necessary cooperation with Dr. L. E. Young, vice president of the Pittsburgh Coal Co. Engineers of that company placed permanent monuments on the surface to establish the boundaries of the coal owned by the Bureau and to furnish fixed points to which all levels were referred. Engineers of the Experimental mine staff then covered the ground under observation with a checkerwork of monuments made of oak pegs set into the ground at 50-ft. intervals in two directions at right angles to each other. The level of these pegs was determined first from Dec. 16 to 30, 1929; again from May 25 to June 5, 1930, and finally from July 7 to 15, 1931. Observations were then discontinued because work had been stopped temporarily in this part on Montour 10 mine. General Conditions Fig. 1 is a plan of the part of the area under observation with which this paper deals. The mine is developed on a room and pillar system known locally as half advancing and half retreating. As Nos. 35 and 36 butt entries were advanced, rooms were driven from No. 36 and drawing of the room pillars followed their completion. When the entries reached the boundary, rooms were started from No. 35 butt beginning at that point, and all remaining pillars were drawn as rapidly as possible. The rib lines of Jan. 9 and June 13, 1930, were surveyed a week to 10 days after the first and second sets of levels were run, and there was some advance in that period. The opening session was held on Tuesday evening, June 28th. Mr. F. S. Witherbee, of Port Henry, a member of the Local Committee, welcomed the Institute as follows: Mr. President and Gentlemen and (if I my also add) Ladies of the Institute: In the absence of the Chairman of our Local Committee it is my pleasant duty to give you a cordial welcome once more to the shores of Lake Champlain. I think some fourteen years have passed by since we last had the pleasure of receiving you at a meeting in this vicinity ; but the pleasure of that meeting still lingers in our memory; and the profit which we derived from your discussions and from your presence with us has made us heartily desirous to have you here again. If the truth must be known, we were for a time much embarrassed by the difficulty of providing adeqriate and comfortable shelter for the large number of friends whom we hoped (and, as this assembly indicates, had good reason for hoping) to receive. But the liberality and zealous co-operation of the Delaware & Hudson Canal Company and its hotel manager, in offering to open Hotel Champlain, at no little inconvenience, before the usual time, presented a solution of this difficulty, provided the date originally proposed for the meeting could be changed to a week later. THE outstanding fact in connection with dust disease in the United States at present is the growing recognition of its seriousness by state officials and by the more progressive operators of mining, metallurgical and allied industrial plants. The same may perhaps be said of labor in some of its better organized centers, but the average independent non-union workman continues, .as of yore, to suffer the toll of disability and even of death from dust inhalation without realization of the source of his ill-being. Progress in the betterment of the handling of sufferers from dust disease and of the conditions creating dust hazards in mining and allied industries is pursuing a course similar to that of the now widespread campaign against accidents, in which the risk is more obvious, more severe, and was naturally recognized sooner. The coming on of dust disease is generally relatively slow and its immediate effects not infre-quently masked by or attributed to other diseases. Marked exceptions to this general rule have occurred in districts where the dust is particularly pernicious, such as the Rand and Joplin; yet such exceptions, unhappy in themselves, opened the eyes of medical men, and of those in other localities charged with the responsibility for the welfare of industry, to the much more widespread if less spectacular hazard existing from the inhalation of dust in all rock-excavating operations and all industrial operations creating inorganic dust, whether it be crushing and grinding, sand-blast-ing, granite-cutting, or what not. Advancement to date in the United States in prevention and treat-ment has been slow, yet the record shows that quantitative methods for determining the degree of hazard and means for decreasing it were being developed as far back as 25 years ago; and that more rapid progress may be looked for from now on. The lack of a continuous operating balance in petroleum refining, which is analyzed in this paper, is by no means a feature solely of this division of the oil industry. Serious disequilibria of a capital as well as an operating nature exist both in the producing and marketing departments, while problems in the former and to some degree the latter are complicated by political involvements. Attention has previously been directed to the unstabilizing influence of present proration formulas in stimulating unnecessary drilling.' While equilibrium in petroleum refining operations has been fairly well maintained in the past decade, examination of departures may prove fruitful. Economic analysis is the application of time and motion study to the functioning of management, rather than labor. Properly applied it may reveal changes in policies that would increase the utility of the properties and facilities of the industry for stockholders, employees and the public, while contributing a stabilizing influence to the general economy. The study of economic equilibrium is essentially one of measurement and interpretation, requiring adequate data and the development of a technique of analysis that employs statistical and mathematical methods as a supplement to the broad descriptive phase of economics. Economic equilibrium in petroleum refining is a dual concept. It embraces both the over-all balance between total storage and total demand for major products and the internal balance between the demands and inventories of the various products. The latter is the more complex of the two for it is concerned with proportionating the supplies of the several products stemming from the joint source to the demands for the individual products which are subject to wide variations. All the products are essentially nondurable goods, and they are used both by producers and consumers but in varying proportions. Motor fuel is very largely a consumer's good, while residual fuel oil is almost entirely a producer's good, the other products falling between these extremes. The peculiar-

Marked improvement in the serviceability of sucker rods has been effected in the last two years, partly because of the insistent necessity for greater economy in the operating costs of crude oil production growing out of the general industrial depression and partly because many of the recently developed fields have imposed more severe operating conditions upon both surface and underground equipment. The latter is particularly true of Kansas, where practically all of the oil produced is associated with damaging amounts of hydrogen sulfide brine and where the method of establishing potential production demands equipment capable of being operated at maximum capacity without interruptions. The decline of flush production in the Oklahoma City field created new problems in deep-well pumping on a scale heretofore unequaled and the increased proportion of water it has been necessary to produce in the fields of the Greater Seminole area presented conditions that were acutely in need of betterment. The problem in the latter fields was complicated by the shift towards sulfide characteristics, which accompanied water encroachment, and it is probably true that nowhere, at the present time, are pumping conditions generally as severe as in this territory. The Mid-Continent district, therefore, has become the proving ground for the numerous materials that have been proposed for sucker-rod fabrication. The information that ultimately will be obtained from an unprecedented amount of field experimentation will pay ample dividends when the decline of East Texas increases the demand for the vast reserves of sour crude in West Texas. It is a rare occurrence in industry that the use of such a simple piece of equipment as a sucker rod presents so complicated a problem for solution. As proof of this, it is only necessary to consider the numerous types of sucker rods on the market at the present time and contrast this condition with that of less than four years ago, when it was the common aim of manufacturers to develop a single sucker rod for all conditions of

Swedish mining companies are noted for their excellence in underground mining practice, and this classification certainly has to be applied to their design of crushing plants also. All these mines are highly mechanized with either rail or truck haulage, and typical examples of underground crushing plants designed for each of these haulage practices are presented here. Almost all the primary breakers are of the overhead eccentric, single- toggle jaw crusher type with units as large as 55 by 71 in. (1400 by 1800 mm) being used. In contrast to North America, where jaw crushers are almost always preceded by apron or vibrating feeders, many of the. Swedish crushers are choke fed with the dump pocket being located directly above the crusher. This practice results both from excellent knowledge of the ore characteristics and the ability of the overhead eccentric crusher to also act as a feeder. An excellent example of a crushing plant of this design is shown by the sketch of the LKAB Alliansen Crusher No. 64 at Malmberget, Sweden. Forty-six st (42 mt) trucks dump magnetite ore into a 91.6 cu yd (70 m3) dump pocket mounted over a 55 by 71 in (1400 by 1800 mm) Morgards- hammar overhead eccentric crusher using a 180 hp (132 kw) motor and belt drive. Crushed ore at 10 in. (250 mm) size drops onto an air- operated tipping chute which diverts the ore to either of two 1962 cu yd (1500 m3) pockets equipped with 3 ft 11 in. by 7 ft 11 in. (1200 by 2000 mm) Schenk vibrating feeders. Dust is drawn into a wet scrubber and exhaust air is combined with mine exhaust air. Because the crusher must be assembled underground, a 45/5 ton crane is installed over the crushing installation. A crusher above ground such as at Sacaton can easily utilize a smaller crane. Capacity of this 'most interesting crushing installation is 1653 st (1500 mtph) .

In rock- or ore-crushing tests all data, in order to be valuable for study and comparison, should be obtained and tabulated under conditions as uniform as possible. The results of many such tests have no value for comparison, because of incomplete data and the lack of uniform conditiops, screens and scale of sizing, etc. The purpose of this paper is to suggest a form of standard specifications which may be developed by the Milling Committee and approved by the A. I. M. E. for rock-crushing tests. It is not intended to discuss any theories of rock crushing. Reports of rock-crushing tests should include the following details: 1. Description of the machine employed (jaw or gyratory crushers, rolls, stamps,tube mills, Chilean mills, etc.), 2. Method and material (timber, concrete, etc.) of foundation. Much power is dissipated in the vibration of poor foundations. 3. Locality from which the rock or ore was obtaincd, and geological, mineralogical, and physical characters of the material. 4. The power consumption of the machine running with no load and with full load, the unit of power being 1 hp. per 24 hr, 5. The capacity of the machine in tons (of 2000 Ib.) per 24 hr. 6. The duty in tons per horsepower-day. 7. The screen analysis of feed and product by the proposed A. I. M. E. standard screen scale. On the foregoing statement, the following remarlrs are offered. Toughness of Rock Table P shows the relative crushing duty of the same machine on three different characters of rock, all other crushing conditions being the same. This table indicates that the specific resistance of the rock to crushing, may affect the crushing duty of a unit of power as much as 300 per cent. Perhaps this quality may be called toughness. Although the question of the "waste of anthracite coal mining " has been so frequently discussed, and a committee was appointed at the first meeting of this Society to consider and report upon the subject, still but little progress seems to have been made in arriving at a conclusion as to how it ran be reduced. That committee made a preliminary report at the August meeting, 1871, in which it divided the question into three parts, namely: Waste in mining, in preparing for market, and in transportation. I shall not here refer to the first item, as so much depends upon the peculiar features of each separate mine, and the skill of those in charge; but in reference to the second, that of preparing the coal for market in breaker and screens, I wish to make some remarks. There is no use considering the question, whether the coal should be broken up to suit the fancy of consumers; all miners are satisfied that it should not be, but the consumers decide that they want it that way, and the miner must submit, and simply utter his maledictions upon the head of the man who first suggested a breaker or screen, if that is any consolation to him. What is called waste in this process of preparation, is the dust and fine coal, which results from the breaking and screening, and, as we all know, this is a very important percentage of what passes from the slope to the top of the breaker. Now, if this dust and fine coal can be utilized—the slate which is picked out is not to be taken into consideration as waste—then we get rid of this item entirely. There is no question in my mind that this article can and will be used as a steam generator at least, and I think, therefore, that in depositing

EHRENBERG was the first to publish and direct attention to the peculiarities of the diatomaceous deposit of Richmond; but how and by whom he was supplied with the material for his microscopical investigations, is not generally known; but we may presume W. B. Rogers, formerly State Geologist of Virginia, furnished the material, and may have given the geological position or horizon. O£ these facts we have no available evidence, nor have we any estimate of the thickness of this stratum of diatomaceous or infusorial earth. At the request of a member of this Institute, I have investigated the subject, and offer the following facts as the result, derived principally from information supplied by Mr. John Ott, of the Southern Fertilizing Company, Dr. William Taylor, State Chemist, C. Peticolas, microscopist, Captain Robert H. Temple, civil engineer, Major C. M. Bolton and Mr. C. M. Smith, civil engineers, and formerly engaged in constructing the tunnel under Church Hill, in Richmond. The city of Richmond is generally described as being built on seven hills. This is not the fact, geologically speaking. Originally, there was an immense plateau of land, about two hundred feet above tide, in which a deep excavation was made from the west to east by the James River cutting down to the granite. Opening southward and meeting the valley of the James are various ravines and gullies, in the principal of which are Shockoe and Gillies Creeks. The formation is tertiary, subdivided into all the classified divisions, but at the present moment no one has been found to make this section a special study. Rogers's early classifications and diagrams, with all their imperfections, are the only published records, and the printed editions are long since exhausted. At the annual meeting of the Institute in February, 1927, we had a comprehensive discussion of Petroleum Engineering Education. This discussion covered basic training and prerequisites, laboratories and equipment, graduate courses, availability of lecturers, geological engineering, petroleum production engineering, refinery engineering, transportation engineering and economics and management. However, there are several phases of petroleum engineering education, which many members of the Institute felt should be further discussed at this year's meeting. The first was expressed by me in a letter to those participating in the written discussion, from which I quote as follows: "We fell that the question of handling engineering graduates who enter the petroleum industry should be thoroughly discussed. "During the first five years after graduntion from college, how can these young men be best trained to be of the greatest service to the industry and at the same time do work which will be interesting and of a character which will make them feel that they are accomplishing something and making progress leading toward personal advancement?" Both the written and oral discussion would indicate three groups of opinion; first, those who advocate letting the young engineers go into the industry and take care of themselves without any supervision, direction, or guidance; second, those who advocate the taking of young engineers into the industry and letting them go through all the steps that any laborer or any other mian without a technical education would take, but with some supervision, and third, those who advocate that young cngineers should be given special training for several years after entering the industry. Of course all of these different groups are found in rnost of our industries. The Doherty training school of the Empire Gas & Fuel Co., finds its counterpart in the practice of the Gcneral Electric and Westing-house companies in the electrical industry and the Baldwin and Brooks Locomotive works in mechanical engineering.

AN excerpt from the Odessa Isvestia Vechernia, dated April 24, 1927, and translated by P. Routzitzky, summarizes a report by Professor Preobragensky ad-dressed to the Russian Government. Professor Preo-bragensky writes in regard to newly discovered potash deposits in eastern European Russia. Near Solikamsk in the Perm district, about 100 miles east of the Ural mountains and on the Kama river, large deposits have been located and the belt has been traced southward about 25 miles. Subsequently the search for potash salts has been transferred to the Berezovsky district, near Nikolsk, on the Kosva river, about 70 miles north-east-of the city of Perm. Toward the end of March, 1927, at a depth of 800 ft., drilling at the Levensk salt works revealed potash salts in, definite strata. The bed has a thickness which extends from a depth of- 245 to 307 meters (latest data in middle of April, 1927) and has not been bottomed yet. Professor Preobragensky goes on to say that these operations have definitely, developed very large de-posits, the limits of which are still unknown. There is at least an implication that the reserves far exceed those of Stassfurt, Germany. For European use they are, of course, much less accessible, for by through rail they lie 1200 miles east of Petrograd. Further, no particulars are given as to the potash content. It is to be supposed that the salt occurs in the Permian beds that extend north and south along the west flank of the Ural mountains, as the localities mentioned .all lie within the area so mapped on the new geologic map of Russia issued by the Scientific and Technical Di-vision of the All-Russian Council of Soviets in 1922. It is interesting to note that these salt beds are of the same geologic age as those of 'the Stassfurt region and of the west Texas-New Mexico district, in which the U. S. Bureau of Mines is at present drilling.

AN extremely successful meeting, under the joint auspices of the Ohio Section and the Iron and Steel Committee, was held at Cleveland on April 19 and 20, about one-half of those in attendance being from the Cleveland district and the other half from a distance. The morning session on April 19, C. K. Leith presiding, was opened by the presentation of the ad-dress of which an excerpt is printed on the opposite page. In the subsequent discussion R. A. Allen pointed out that the meeting had not been called "to blow the lid off the tariff" since that is only one of the many problems connected with the wisest utilization of man-ganese, and it was the purpose of this meeting to con-sider all those interdependent problems. The purpose of the tariff was to develop an adequate domestic sup-ply, and that result had not been accomplished. An-other important problem, linked with the tariff, is the need for assuring, while we are at peace, an adequate war supply of manganese, and at present this country has no such policy. D. F. Hewett said that his 3-months' trip in Europe last summer had impressed him with the fact that England had once been in the position United States now is in, of being the principal world's producer of all the more important minerals and with a declining reserve had gone on a free-trade basis. No one pointed out that, with the exception of tin, the present relative position of England is due more to an increase in pro-duction in other countries, rather than to a decrease of domestic production. THE mining regulations of British Columbia and Mexico present some features which might well be copied in the United States, if we are to have a complete revision of the laws governing mining titles. 1. First and foremost is the "square" location, which would mean the abolition of extralateral rights. This is a condition in both of the countries above named which has seemed to work no hardship upon any one, and certainly the limitation of underground rights by vertical planes through all lines makes a locator's rights clear. In view of the long and costly litigation which has involved so seriously many of our most important mining districts, it would seem to be the part of wisdom to avoid a repetition of similar trouble on titles of lode mining claims, by the enactment of a law similar to that in force in British Columbia. Objections have been raised by representatives of English companies to the investment of large amounts of money in mining operations in the United States, because of the insecurity of title under the present apex law; and the statement has been made to me personally by one of the largest English operators, that he would never again consent to the purchase of mines in the United States, preferring Mexico with all its revolutionary troubles to the danger of encroachment upon his underground rights by an unscrupulous neighbor. Without going into further argument as to the desirability of the "square location," it should be sufficient to say to those who are inclined to "let well enough alone." and still stick to the "law of the apex" that there have never been any serious objections raised to this feature of the square location in either British Columbia or Mexico. There are well founded and logical reasons for abandoning the doctrine of extralateral rights since it is so difficult of interpretation; the most natural substitute being a law similar to that of British Columbia, giving to each locator an area 1,500 ft. square.

IN attacking the problems of mining and treating large disseminated copper orebodies such as those occurring in the Miami or the Ray district of Arizona, one of the vital questions to be decided is, "What is the value of the orebody per ton in place?", The importance of this question lies in the fact that its answer helps to reach a decision concerning the method of mining to be employed. Let it be assumed for the moment that milling and smelting practice, especially the latter, is more or less standardized; and has a cost incapable of much variation, while the cost of mining has a considerable range owing to the large number of mining methods by which a mine may be exploited. For instance, a method may be adopted whereby all the available ore can be extracted perfectly clean (i.e., unmixed with barren material) at a relatively high cost; or a method may be used involving the necessary dilution of a portion of the ore with waste, in order to recover that portion, thus giving a relatively poorer extraction but nevertheless a lower working cost than the former method. Naturally, between these two extremes there lie intermediate methods. In order to arrive at a solution of a mining method problem that is of any value, it is necessary that accurate and complete estimates of mining, milling, and smelting performances and costs shall be established. By way of illustration is given a, case of mining, by the system of undercutting and caving, a large orebody with an average content of 1.50 per cent. copper supposedly all in sulphide form, to which case has been applied those results in mining operations which one may fairly assume are to be expected when viewed in the light of G. R. Lehman's ore-drawing experiments, which form the subject of a paper to be presented at this meeting. It is assumed that the total. costs will be as shown in the following table:

THE major cause of the deterioration of the open-hearth furnace as its length of service increases, is the melting down, or rather the slagging, of the checker-brick, together with the deposition of dirt in the form of iron oxide, etc., which helps to close the openings, as well as to slag the brick by chemical action. Any construction that will do away with the necessity of having the waste gases come down through the checkers will eliminate the main reason for their deterioration. There are some other well-defined reasons which are subordinate to the main one given above. Some of the defects of the present type of regenerator chambers are as follows: 1. The checkers cannot be cleaned while the furnace is in operation, nor can they be cleaned at the end of the run without taking out all of the checker-brick. This causes high costs for labor and brick. The labor cost is high because all checker-brick have to be handled twice. The brick cost is high because many of the bricks are spalled in the double handling, rendering them useless because a spalled brick will not stand up. 2. The top courses of brick become coated with iron oxide, etc., melt clown, and large amounts of dirt are deposited throughout the checkers, especially at the bottom. The draft of the furnace is decreased by the closing of the top and bottom openings, especially the top ones, and the entire working of the furnace is affected. If an effort is made to clean the checkers the dirt and brick falling down into the holes still further diminish the draft. 3. The distribution of the air or waste gases through the checkers is in many cases uneven, resulting in a lower temperature of pre-heated air and therefore a slower working furnace. Also, the passage of air and waste gases is so crooked that sometimes the chimney is not powerful enough to overcome the friction.
