Terminal facilities were recently completed at Conneaut, Ohio, on Lake Erie, for the Bessemer and Erie Railroad Co. (a wholly-owned subsidiary of U.S. Steel Corp.) which may become the blue- print for all future coal shipping terminals. Design and engineering of the new facility was by Soros Associates, New York, N. Y. Unlike terminals of conventional design, for example, those at Toledo and Newport News, which load coal directly from the railroad car to the vessel, the new installation passes the coal into temporary storage, loads the vessel from temporary storage and provides alternative reclaiming systems in case of major system failure.

Robert Campbell Gemmell, assistant managing director of the Jackling allied porphyry mining properties in Utah, New Mexico, Arizona and Nevada, died suddenly on Oct. 25, of heart trouble, while traveling from Hurley, N. M., to Los Angeles. To shape justly even an outline of the brilliant career and uniquely charming personality of Mr; Gemmell is well-nigh impossible, and any effort so to do can but demonstrate the inadequacy of language to sound the depths of soul-stirring sentiments. To touch upon his more important work, and afford even a limited conception of his general worth and character, is all I can hope to do.

It took the US coal industry 55 years to increase domestic coal production by about 11%-from 568 million tpy in 1920 to today's level of about 630 million tpy. With such a growth record, it would take a few hundred years to double coal production. FEA planners think that it can be doubled in 10 years. "With all the obstacles continuously imposed on coal, the industry's real problem is not growth but survival," says Ray Albrechtsen, board chairman of Mountain States Resources Corp., and "we should consider ourselves lucky if, by 1985, the coal industry won't have been legislated and regulated out of existence."

In 1978, a multidisciplinary team from the University of Arizona, the Mines Project Group, conducted a study to examine reclamation alternatives for a proposed open-pit copper mine. The cost of a waste dumping plan designed by a mining consulting firm was determined as well as the cost of dumping configuration prepared by the Mines Project Group. The latter dumps were designed to be more socially acceptable and aesthetically pleasing, in addition to serving more creative end land uses than the dumps designed by the mining consultant. One dump configuration designed by the interdisciplinary team was the least expensive plan of all the alternatives considered.

Adopting as a principle the phrase "the mill of yesterday should not be built with the high cost money of today," the authors have designed a hypothetical concentrator which could be built for a typical southwestern United States (or other similar area) copper ore. Many of the design features could also be used for other ores in other climates. Functional design, large equipment, and outdoor type of construction have been combined in a concentrator (which includes all ancilliary facilities such as truck and maintenance shops, offices, warehouse, nominal tailings disposal, and water supply) which could be built today for substantially less than the cost of comparable but conventional plants.

IN the first big blast at Climax, a "loop back" (three-wire system) was used (Fig. I), with the idea of securing a wiring system that would give to all series the same amount of current. Single-phase, 60-cycle, 13,800-volt [ ] power was furnished to the blasting transformers, each of which has a rated capacity of 600 amp. at 480 volts. Two blasting leads were taken from these transformers, giving a blasting current of single phase, 60 cycle, 480 volts, with an instantaneous capacity of more than 600 amp. The blasting switch was on the secondary leads from the transformers, to avoid lag in energizing them.

ONE of the most important developments in the coal industry during 1940 was the continued uptrend in the production of bituminous coal. Estimated production for the year is 450,000,000 tons, with an additional production of anthracite of 50,000,000 tons making a total of approximately 500,000,000 tons. This is an increase of 12.5 per cent over 1939. Despite an estimated decrease of about 3.5 per cent in anthracite production, all of the major coal-producing states had increases in production for 9140. The national defense program, with the consequent increase in industrial activity, undoubtedly had an important effect on the increased demand for coal.

Coal reserves of the Rocky Mountain area are vast and are more than adequate to meet significantly increasing demands in the immediate future. Practically all of the increase in coal demand for the next decade or so will be in the electric power utility sector. All ranks of coal are available in the area, and from a technological viewpoint, all are suitable for electric power generation. Location of economically recoverable coal deposits, location of generating plants with respect to power demand areas and sources of cooling water, and availability and price of other fuels are the major factors which, individually or in combination, will determine the ultimate selection of Western coal deposits to be developed for electric power generation. The low sulfur content of most western coals and the non-urban location of many power plants should tend to minimize problems of air pollution. If projections for nuclear power prove correct, increases in demand for Rocky Mountain area coals beyond about 1980 will depend primarily on the extent of commercial development of synthetic fuel processes. Current research activities on the conversion of coal to liquid and gaseous fuels are promising. Most western coals range in rank from lignite through high-volatile bituminous coals and are particularly amenable to conversion. Vast reserves of Rocky Mountain coals have long lain dormant primarily because of their remoteness from major market areas. Recently, however, innovations in coal transportation and electric power transmission methods, combined with unprecedented demands for electric power in the West, have resulted in large-scale development of some of these coals. In the past few years, announcements of coal mine openings and transportation plans in the Southwest have been filled with superlatives: The Navajo mine in northwest New Mexico is expected to be the largest mine in the country in the near future. The largest single coal agreement ever made provides for coal shipment from northeast Arizona to Nevada via the largest and longest coal-slurry pipeline ever used. An 1100-mile haul of coking coal from northern New Mexico to California by unit train began last year. It is the purpose of this report to evaluate the coal resources of the Rocky Mountain area, and to project their potential utilization. In projecting energy demand levels on a national basis, the Bureau of Mines has developed some rather complex techniques to cope with uncertainties. Using these same techniques, an estimate has been made of consumption of Mountain area coal in 1980. No attempt was made to estimate coal consumption beyond 1980, but new market potentials are discussed briefly. The present and potential coal-producing fields of the Rocky Mountain area are in six states comprising the Mountain Region - Arizona, Colorado, Montana, New Mexico, Utah, and Wyoming. The gravimetric-vacuum distillation method was developed to permit rapid and accurate determinations of the oil-water ratios of small samples or sands containing little oil. In addition, the samples usually are so well cleaned and so little altered by the distillation at reduced pressure that rapid estimations of other physical properties may be made with the evacuated cores. Requiring only elementary glass-blowing technique, the distilling tubes and traps used in determining oil-water ratios were easily fashioned from the usual glassware. A sketch and description are given of the necessary apparatus, including the cylindrical electrical heaters. The procedure, requiring about 40 min., consists in raising the temperature and maintaining it between 675' and 725°F. for at least 10 min. while the pressure is held between I and 2 mm. Hg. The fluids condensed in the trap (cooled by a mixture of kerosine and solid carbon dioxide) are separated in a centrifuge and the volume of water is recorded. Determination of changes in weight with an analytical balance of all parts of the apparatus permits computation of weight of oil distilled and total weight of oil recovered. Introduction In determining the oil-water ratios of core samples, distillation at atmospheric pressurel-5 has proved to be sufficiently reliable for samples containing moderate quantities of oil. Since small samples and sands with little oil are encountered, how- ever, it appeared advisable to develop a method that would be applicable under these circumstances. Thegravimetric-extraction procedure1,6-9 undoubtedly is very reliable and could be used in all tests, but the time consumed in the determination would often delay field operations. This would be especially true when dealing with tight sands or viscous oils, both of which retard the extraction process. Accordingly, the gravimetric-vacuum distillation method was developed in order to combine the good features of both of the older methods; that is, accuracy and speed. By reducing the pressure, it was found possible to perform the distillation at a temperature that permits the use of glass apparatus, all parts of which can be weighed on an analytical balance. Thus, the fluids may be removed quickly from the core, the water is readily trapped and measured, and the loss in weight of the core is easily determined. In addition, the total weight of material condensed in the distilling tube and in the trap provides a method of determining the oil-water ratio that is practically independent of the one involving the loss in weight of the sample. The use of vacuum not only permits as much accuracy as does the gravimetric-extraction process, but it actually allows an increase in speed over the atmospheric-distillation method, because of the time required to cool the metal pots from about 1200°F. between runs. More important yet, the innovation makes possible the almost immediate reporting of permeability, and saturation, which is impossible

Education is for the purpose of developing citizenship, and, if it is pursued for the additional purpose of preparing for a professional career, such as engineering, it is also directed to developing a knowledge of essential science, aptitude for the application of science to practical situations, and a knowledge of the industrial art in which the engineer will be engaged. The process of education required for engineering must of necessity extend beyond the classroom into industry. For that reason, the education of engineers should be divided as between the university and industry. Specialization in engineering should logically come as a result of experience in an industry. The student cannot take the time in a university, and, the university cannot teach the skills required to develop a specialist without sacrifice to the more essential broad purposes of formal education. In addition to talent in science, aptitude in the application of scientific fact, and knowledge of the industrial art, the engineer should possess certain personal qualities which are helpful in the pursuit of a professional career. Those personal qualities are: the ability to work as a partner in an enterprise, the ability to do jobs in a way whereby job performance is a means of gaining experience and increased responsibility, the capacity to write and speak in an understandable manner, and, a Proper regard for the "significance of answers." These pcrsOnal qualities may be of almost equal importance to acabemic accomplishments in the field of science. Development of such personal qualities are an essential part of the student's training in the university and in industry. They can be developed effectively through the leadership of instructors. Compulsory Education Nature played a mean trick On the human race when the evolutionary Process failed to develop in the individual a capacity to inherit knowledge. Were knowledge transmissible in a cumulative manner from generation to generation, mankind would be by inheritance wise beyond measure within a few generations. Then there would be little if any need for a "system of education." As matters stand, however, all must suffer the burden of starting life at the "zero " level of learning from which station each rises depending upon individual capacity to assimilate knowledge left of record by our predecessors and the individual effort exerted to compensate for Nature's failure to endow the offspring with intelligence. In the United States some degree of education is generally regarded as essential and necessary. Therefore, all citizens are subjected by law to an educational process covering the primary school age from six to sixteen years. Beyond the schooling required by law, many attend secondary schools, and beyond that, schools of higher learning. Our standard of living is at a level that permits an increasingly large fraction of the population the opportunity to go through all of the formal educational process. As a result, education in the colleges and universities has almost reached a mass production level. In spite of the high

IN endeavoring to put the art of the steelmaker on a more scientific basis, as a means of securing closer control of the product, we must be severely critical of the basis of any theory we use. In particular, we must be careful to distinguish between factors that are primary and those of only secondary importance. The concentration relations that determine the slag-metal equilibria, which are usually more or less closely attained, are of course of primary significance, but a clear picture of the whole process requires that the actual rates of the several reactions be taken properly into account. At the high temperature of the steelmaking furnace, all reactions might be thought to be very rapid, but some of them in fact are not; the essential causes of this condition are important to a proper understanding of the process. This paper aims to present, and to justify, the viewpoint that the most significant reaction is the oxidation of carbon in the metal, the progress of which determines the oxygen pressure levels in slag and metal and produces stirring effects, all of which influence the course of the process as a whole. REACTION RATES AT STEELMAKING TEMPERATURES General experience in reaction rates makes it almost certain that at steelmaking temperatures equilibrium is attained practically instantaneously when the reactants are well distributed in a single liquid phase -that is, in the so-called homogeneous reactions. The actual slowness of some of the reactions in the open-hearth furnace must therefore be attributed to a relatively slow rate of diffusion within the slag or metal phase, which limits the rate at which the reactants can meet each other in the liquid steel or at its surface. That the reactions can be made to go with great rapidity, by proper mixing and stirring of the reacting phases, is indicated by the following illustrations: I. In the Bessemer process there is intimate contact between air and the whole mass of metal, and the reactions are complete in a few minutes. 2. Perrin1 has demonstrated that by pouring liquid steel into slag contained in a deep ladle, and thereby producing almost a slag-metal emulsion, the phosphorus or oxygen content of the steel is adjusted immediately. 3. Barret, Holbrook and Woods observed a quite rapid rate of desulphurization when powdered calcium carbide was stirred vigorously into liquid iron. 4. When a spoonful of liquid steel is poured into a mold containing aluminum wire, the formation and precipitation of alumina occurs in the fraction of a second required to freeze the surface layer of the tiny ingot. The first three examples all show that any means of increasing the effective surface between slag and metal and promoting intimate mixture of the reacting phases, thereby obviating the limitation imposed by diffusion, will enhance the speed of the steelmaking process.

The textures which are produced by simple shear in poly crystalline samples of copper, brass, aluminum, iron, and zirconium have been determined. For the fcc materials, there are two major textures, both of which are oriented for slip on the usual slip systems. It is shown that each grain will, in general, give rise to both orientations through the production of deformation bands. This is considered a clear demonstration that such bands aye produced by the heterogeneous deformation which takes place instead of the five-slip-system model considered by Taylor. The results on iron and zirconium are more limited but would appear to exhibit certain additional complexities. It is suspected, however, that the general consideration of deformation bands may apply here also. One finds some correlation between the textures produced by this single shear and the conventional textures although it would appear- that additional data and analysis are requived to produce a strong correlation. It is somewhat remarkable that of all the texture investigations only a very few have been concerned with the action of simple shear on polycrystalline aggregates. Of these limited investigations, all used torsional strains and only in Backofen's' and Backofen and Hundy's "ork was sampling carried out so as to derive a texture in terms of the shear direction. Some rather remarkable conclusions re- sulted from Backofens'1,2work: 1) the rate of texture formation in copper is high, being almost complete at a shear strain of unity; 2) the texture does not change if the sample is sheared back, although the surface grains return to their original shape; and 3) the texture is complex in that it has four components, three of which have [110] as a shear direction. These conclusions were based on both qualitative and quantitative data. Shear deformation is intermediate in complexity between simple shear of single crystals and the usual deformation of polycrystals; hence, one might expect to learn considerable from the extension of this work. CONVENTION Deformation in simple shear has the lowest possible symmetr3, less than the other simple modes of deformation (rolling, drawing, and compression); hence, one cannot necessarily expect the textures to have the same degree of symmetry. The geometry of the process is represented by Fig. 1 along with its sltereographic projection. One has the shear plane, the shear direction, the mirror plane normal to the shear plane and containing the shear direction, and a neutral plane normal to both the shear plane and mirror plane. These planes divide the projection into four quadrants. These quadrants are not, however, identical, since all directions within the upper left and lower right are being shortened by the shear process, and the other directions are being lengthened. INTRODUCTION IN general, during all electrowinning processes, large volumes of gas are liberated at the cathodes of the electrolytic cells. Most of this gas escapes from the electrolyte, but much of it may be absorbed or entrapped in the metal being plated. In many cases, this is not objectionable, but since it is liberated when the metal is heated, it is a potential source of trouble where the metal has to be heated or melted. Since this gas is principally hydrogen, in escaping from a melt it may cause minor explosions and scattering of the molten metal, while in other cases it has been reported to make the metal rise in the molds when cast. Therefore such metals would be more generally useful if all or most of the gas were removed before they were used. In an earlier investigation' the gas content of electrolytic manganese was determined and methods found for removing most of it without detrimentally affecting the properties of the metal. In this paper results of a similar investigation on electrolytic chromium are presented. APPARATUS The apparatus used in these investigations is essentially the same as that used in the manganese work' and is shown in Fig I. It consists of sample chamber A, vacuum or pressure gauge B, volume gauge C, vacuum pump D, hydrogen container E, auxiliary gas chamber F, and furnace G. The pressure in the system is measured by the mercury manometer B. Changes in ' gas volume are measured by volume gauge C which is essentially another mercury manometer in which . the volume of the mercury column is large and can be varied by raising or lowering the well H. In this apparatus the tube had a volume of 100 cc for a 61 cm length. Larger changes in gas volume can be accommodated by auxiliary containers attached to the system at F. The sample is heated by furnace G, the temperature of which is regulated within ± 5°C by an automatic controller. The only change in the apparatus was the sample container which was made smaller because of the chromium metal's containing more gas than the manganese metal and a smaller sample was used. METHOD The measurements were made as follows: The complete system when cold was evacuated and refilled with H2 until all the air was removed. It was then refilled with H2 to the desired pressure, as indicated on manometer B. The temperature was then raised to the desired value and as gas was either liberated from or absorbed by the sample, the height of well H was changed to alter the volume of the system so as to keep the pressure constant. In determining rates of liberation of gas, volume readings were taken at convenient time intervals depending on the rapidity with which the gas was liberated. During the second year of America's active ia in the war the inain objectives of the petroleum-refining industry were again to provide the four most important product needs for war: 100-octane aviation gasoline, toluene for T.N.T. production, high-quality lubricating oils for the needs of aviation and the armed forces, and petroleum chemicals for synthetic rubber manufacture. All other materials supplied by the petroleum industry took an inferior priority ranking, depending on the degree of essentiality. To accomplish the above objectives the industry initiated and carried on a building program during 1942 and 1943 which will put those two years down in petroleum-refining history as the greatest construction years of all time, a record which will hold for decades to come. Led by an estimated total of $ 900,000,000 going into 100-octane and contributory plant investment, it is easy to picture a total of two billion dollars and more going into additional refining-industry plant investment during 1942 and 1943, most of it privately paid for, but a substantial part covered by R.F.C. Government money financing. Some of the new plants will not be completed until 1944, but a large proportion of the program was finished and put into operation, adding substantially to the output of the four principal products during 1943- lne most important and spectacuiar activity of the refining industry is of course the 100-octane gasoline program necessitated by the fact that nearly 90 per cent of the requirements of the United Nations is being furnished by the United States. Recent P.A.W. figures mention $goo,-ooo,ooo as the cost of the construction looking to increasing the output of this all-important munition. Thirty-four major plants have been completed, 11 of them during the last quarter of the year. Thirty-eight more will be completed and put into operation during the first four or five months of 1944. Twenty-two additional plants authorized during 1943 are already well under way and scheduled for production late in 1944. Early in 1942 the aim was to treble the capacity for making 100-octane gasoline then existing; later, plans were to make it five times as great, to match the increased warplane building program; and toward the end of the year the sights had been set at a still higher but unannounced target, representing six to seven times the early 1942 figure. Comparative figures issued at the end of 1943 enable one to guess a program by the middle of 1944 of eight to nine times the former production, with an ultimate production in 1944 of eleven or more times the early 1942 output. It became obvious in 1943 that building of new units would be materially slowed because of delay in getting construction materials and that they would reach operation at considerably later dates than

Book Review MEXICO UNDER CARRANZA. By Thomas E. Gibbon, Los Angeles, California. Doubleday Page and Co., New York, 1919, 270 pp., 711/2 X 5 in. $1.50. A vivid, accurate, convincing summing up of the Mexican problem as it confronts us today, devoid of sensationalism or bigotry. A compelling narrative of the relations of the Carranza Government and our own from Oct. 15, 1915, when it was recognized as the de facto government of Mexico, to the present time. It shows the absolute lack of promises kept or lived up to either with its own people or the United States. This is not done by invective or the indiscriminate use of adjectives but by quoting from the instruments on record on both sides of the case. The driving of the Red Cross out of Mexico, which condemned many of the native peons to starvation, and the interference with the Pershing Punitive Expedition are merely mentioned, but the crying crime against the Mexican people, who have sunk to unbelievable depths of misery obscured, but not exceeded, by the sufferings in Europe, is held up in a clarified light. Two illuminating chapters are devoted to the character and treatment of foreign investments in Mexico, Which are a complete refutation of the common statement that Mexico has been exploited remorselessly by the foreign investor. The conces-sions given by Diaz in the days of his regime most condemned are nowise as large nor the land grants as extensive nor the title so absolute as those granted to the railroad builders of our own transcontinental systems and other of our nationally subsidized works. This is not left to further argument but is settled by quoting the various official instruments and not at all in a tedious way. The author's concluding chapter is a picture of the Mexican people from Aztec times, when they had reached a civilization which gave them a better calendar than the Roman Empire ever had until modern times, to their present unhappy and pitiful condition. He concludes, basing his findings on parallel historical downfalls of a once proud people, that present conditions are the natural result of the absolute domination of an alien minority. He grants, of course, that there are many estimable Latin-Mexicans of integrity, ability and charm, but maintains that the dominant minority has continually degraded in fulfillment of the sociological law that the sure revenge of the servile class is found in the corruption of the master class. The book is replete with historical and literary allusions which, added to the pleasing style of the accomplished author, make fascinating the account of one of the world's great tragedies. Mr. Gibbon is a lawyer who has spent much time in Mexico and shows an understanding of the native people not shared by all writers on the Mexican problem. A distinct addition to all literature on the subject. P. E. B.
