The necessity for getting more water into sands of low permeability in any secondary-recovery water-flood operation in order to recover all the available oil always has been a major problem. In the early days of water-flooding the addition of soda ash and caustic soda to fresh input waters was recommended and tried without success in the Bradford field. The most frequent difficulty was sand plugging. The use of natural and artificial brines often has been suggested for water-flooding, in the belief that laboratory observations of decreasing fresh-water throughput rates in measuring water permeabilities of consolidated sand cores might be partially explained by swelling of clays. A review of available literature bearing on the subject and related laboratory experiments are presented herein, offering an explanation for failure in use of soda ash and caustic soda waters and supporting the recent concept that every water used for input purposes in the secondary recovery of oil should possess such physical and chemical characteristics as to keep the clay content of the producing sands in a permanently flocculated condition. Produced brines meet this requirement. Their use is recommended as a means of increasing intake rates of tight sands and oil recoveries, as a solution to brine-disposal problems, and as a means of conserving a natural resource. Introduction There is a general belief among those engaged in the secondary recovery of oil by water-flooding that one of the most important requirements for the success of any such project is an adequate supply of good, fresh water. Fresh waters have the advantages of being more easily stabilized than salt waters and of being usable about the lease for all purposes. The use of brines for water-flooding never has been given much consideration in the Pennsylvania Grade area. The use of brines in Mid-Continent operations has been considered largely as a substitute for fresh waters, which were economically unobtainable for many operations. Estimated recoveries for some water-drive fields indicate that less of the original oil in place will be left upon abandonment than with the above-average practices used in Pennsylvania Grade water-flood operations. Lower residual oil saturations than 25 pct of the pore space following the water-flooding of Third Bradford sand cores in the laboratory are unusual. In comparison, water-flushed sands surrounding any virgin oil pool are found to be practically devoid of oil. Such lower natural residual oil saturations may be the result of a time factor much longer than economic under artificial water-flood operations, but neither the producer of primary oil nor the producer of oil by secondary recovery can obtain maximum recoveries unless full advantage is taken of all natural forces and

The pressure distribution in a reservoir producing an incompressible fluid by radial flow in a horizontal structure is a simple logarithmic function' used daily by reservoir engineers. The assumption of an incompressible liquid is equivalent to assuming that pressure is maintained constant at the well radius and at some external "radius of drainage," or, in other words, that the entire flow into the well passes across the external radius. In most cases a well is surrounded by other wells draining adjoining areas so that the "radius of drainage" is not a line of constant pressure with flow equal to the flow into the well but rather a contour of zero pressure gradient across which no flow occurs, production being due to the expansion of the liquid within the area. The radial flow steady state pressure distribution for this case does not seem to be extensively used despite the fact that the mathematical analysis has been given in detail' and the results are simple and generally applicable. 'The object of this discussion is to develop this result from a physical rather than a mathematical viewpoint, thereby aiding intuition in judging circumstances to which it may be applicable. If the production rate at a well in an unsaturated reservoir is maintained constant while no flow occurs across the outer radius a steady state will soon be reached in which the flow rate or pressure gradient is constant with time at all points in the reservoir. To preserve such a condition it is necessary that the pressure decline at the same rate at all points in the reservoir, that is, the curves of pressure versus radial distance at successive times are all parallel. Then each unit volume of oil is expanding at the same rate and contributing an equal share to the production. The rate of flow q across any circle r is thus proportional to the volume of the reservoir between r and the external radius re, or q = qw (I-r2/r2e) ......(1) where q, is the production from the well and it is assumed that rw is very small compared with re. Anthony I?. Lucas died suddenly at his home in Washington, D. C., on Sept. 2, 1921. Captain Lucas, as he was known to us, was born in Dalmatia, Austria, in 1855, of Montenegrin ancestry. He was graduated as an engineer at the Polytechnic of Grate and served in the Austrian Navy as second lieutenant. In 1879, he obtained leave of absence and visited an uncle in the United States. After an extension of this leave of absence, in order to undertake an engineering engagement in the lumber district of Michigan, where he resided, he decided to become an American citizen. He was naturalized in May, 1885. His name was Luchich, but as his uncle had adopted the name of Lucas, which was more easily pronounced by Americans, from his entrance to this country, he used this Anglo-Saxon form. Without knowing this fact, upon first meeting him a person was sometimes surprised to note the rather Germanic pronunciation of the Captain. Although he subsequently revisited Austria with Mrs. Lucas, he made his permanent home at Washington, D. C. His son served with distinction in the A. E. F. during the World War. His activities in this country as a mining engineer were at first in Colorado and later in salt mining at Petit Anse and Belle Isle, La. During his salt investigations, his attention was directed toward the possibility of oil in the Gulf Coast region and in January, 1901, his well, the "Lucas Gusher," on Spindle Top, Tex., started a new era in the oil business and his reputation as discoverer made him famous throughout the world. Captain Lucas became a member of the A. I. M. E. in 1895. During 1914, 1915, 1918, and 1919, he was chairman of the Petroleum and Gas Committee of the Institute and was at all times prominent in Institute affairs. As to the personality of Captain Lucas, the lasting impression is of a courteous hospitable gentleman, genial, affable, obliging, and helpful with his advice br assistance to any colleague. He was sincere, honest, firm against all obstacles, backing his judgment with his own hard work along any course which he had determined to be correct. His value in the engineering world lies mainly in the petroleum industry. In the oil business all wild-catters are pioneers that deserve credit and gratitude upon their success. There are, however, names that particularly stand out in our history. Drake conquered such obstacles as ridicule, lack of finances, and started the oil business. In 1901, Captain Lucas had the conviction that Spindle Top, a dome rising about 12 ft. above the coastal prairie south of Beaumont, Tex., contained commercial oil. Hundred-octane aviation gasoiine, toluene for T.N.T. production, high-quality lubricating oils for the needs of aviation and the armed forces, and synthetic chemicals for rubber manufacture again commanded the top priorities of the petroleum refining industry in 1944, the third year of America's active participation in the war. The objective continued to be to produce more and more of these materials—to keep up with increasingly greater requirements. By the end of the year all of the new installations projected before 1944, with the exception of possibly two or three that will tail over into January or February of 1945, had been completed and put into operation. And with the completion and putting into operation of these various units and the consequent lessening of construction responsibilities and problems, the industry was put into position to concentrate on the new operations and devote much more of its time and effort looking toward maximum output, both as to quantity and quality from the new facilities. Aviation Gasoline Making high-octane aviation gasoline continued to be the prime requisite of refining activities during 1944 as it was in the two previous war years, with the sights at the end of the year set to still higher figures than those which had been previously projected. About July I the daily output had been raised to 400,000 bbl., with some few large plant installations still to be completed and put into operation. Indications were that by December production would be up to all requirements, with good inventories. However, although by the end of the year the industry was turning out something over 500,000 bbl. a day, the estimated requirements of the armed services had been raised by a considerable figure, owing to the greatly increased aerial activities both in the European and Far Eastern combat areas. By the end of the year, therefore, the picture had changed, with the prospect for a much longer continuation of the European war, so that even with the completion and putting into operation in the United States by January 1945 of the last two or three 100-octane units authorized prior to 1944, it was evident it would be necessary to make still greater efforts to increase output of existing facilities to keep safely ahead of the game. Efforts of the industry and the Petroleum Administration for War as well as the Technical Advisory Committee and other research and development groups are concentrated therefore on methods and means of further augmenting the produc. tion of all existing refinery facilities engaged in making 100-octane aviation gasoline and components entering into it. Jacob Reese, PittsHukQh, Pa. : I have been very much interested in the reading and discusion of Dr. Dudley's paper. As far as it selates to the data of work performed by the rails, and the determination of their physical and chemical properties, I have nothing but commendation of Dr. Dildley to express, as the investigation covered a greater range, and was performed with more care in detail, than any similar work which has come under my notice. But I beg leave to differ with Dr. Dudley in his conclusions. What are the factors of hardness? Are they not carbon, silicon, phosphorus, and manganese? Now it is an untlisputed fact among iuetallurgiml experts that pure carbon and pure iron make the best steel of all degrees of carburieation, and for all purposes. While carbon hardens, it also strengthens the metal, but silicon, phosphorus, and manganese, in hardening, make the metal also brittle, and are injarious in any amount. Carbon should be called a strengthener; and I claim that a steel rail made hard with carbon, with the other three hardeners absent or reduced to a minimum, will carry a greater tonnage than any of Dr. Dudley's soft rails. But until the basic process is put into operation in this country we cannot expect to produce Bessemer or open-hearth steel without the presence of silicon, phosphorus, and manganese, in consitlerable quautities, aod I greatly donht the possibility of reducing the perceutage of any of them by the prment practice without seriously diminishing the output, and correspondingly increasing the net cost of production; which is an important question, since the increased life of the rail may be more than balanced by its increased cost. I think that the soft rails performed a greater amount of work, because they contained a less amorlllt of silicon, phosphorus, and wangatwe (britlkrcr, if I may so term them), and that carbon does wt reduce the wearing capacity of rails. I believe that a rail made by the baqic process, with silicon, phosphorus, and manganese reduced to a minimum, and containing 0.60 carbon, will be stronger

THE expression "unit process " comes up with increasing frequency in discussions among metallurgists and mineral engineers, especially among those concerned with training the next generation. The unit process approach characterizes a significant advance along the road from metallurgy as an empirical art to metallurgy as a branch of engineering. The purposes of this paper are to define and list the unit processes in specific terms, to indicate the scientific and engineering principles basic to all the unit processes, and finally to show how these ideas have been applied to a reorganization of instruction in chemical metallurgy. UNIT OPERATIONS AND UNIT PROCESSES Metals are extracted from ores and other raw materials by stepwise procedures. In general, each metallic element is extracted by a different procedure. For many of the metals there is a choice of several flowsheets. However, the procedures all have steps in common. In fact, the many different flowsheets are all made up of a relatively small number of steps which are combined in different groups and sequences. For example, crushing, screening, roasting, sintering, melting, and gaseous reduction are steps which each appear in the flowsheets for extracting the majority of the metals. The individual steps or flowsheet units can be designated as unit operations or unit processes. These terms are well established in the field of chemical engineering, as the American Institute of Chemical Engineers' definition of chemical engineering shows: " Chemical engineering is that branch of engineering concerned with the development and application of manufacturing processes in which chemical or certain physical changes of materials are involved. These processes may usually be resolved into a coordinated series of unit physical operations and unit chemical processes. The work of the chemical engineer is concerned primarily with the design, construction, and operation of equipment and plants in which these unit operations and processes are applied. Chemistry, physics, and mathematics are the underlying sciences of chemical engineering, and economics its guide in practice."1a In this definition, the distinction between unit operations and unit processes is that the unit operations are physical while the unit processes are chemical. Table I gives a list of the principal unit operations and unit processes of chemical engineering, taken from Shreve. lb Table 2 lists the principal unit operations and unit processes used for metal extraction. The division between unit operations and unit processes is similar to the chemical engineers' distinction and also corresponds approximately to the division of labor between mineral dressing and chemical metallurgy which has been customary in the past. IN a previous study' of the carbide phase of chromium steels, it was shown that chromium carbide (Cr7C3) is a more stable carbide than cementite (Fe3C) at tempering temperatures above about 500°C. in quenched steels containing from about r1to 7.5 per cent chromium. Below this temperature the carbide phase was found to consist of cementite in all of the steels examined. In the present investigation it was found that a similar change in the carbide phase takes place in molybdenum and in chromium-molybdenum steels at approximately the same tempering temperatures. The approximate ranges of occurrence of the alloy carbides Cr7C3, Cr4C, and Mo2C have been determined in steels containing up to 5 per cent chromium, 1 per cent molybdenum and 0.60 per cent carbon. The experimental steels were made in small high-frequency furnaces from Armco ingot iron, low-carbon ferrochromium and calcium molybdate and were poured into 2-in. ingots, which were forged to 1-in. round bars. Sections of the bars were heated to the carbide-solution temperature and cooled rapidly to induce austenite transformation at relatively low temperatures. The steels were subject to some segregation, therefore comparatively high temperatures were necessary to dissolve all of the carbides. The microstructure of the quenched specimens was examined to verify the belief that the carbides had been dissolved, and also to determine the nature of the nonmartensitic structure of incompletely hardened steels. Ferrite and pseudomartensite were present in some of the specimens, but all specimens were quenched at such a rate that pearlite was not formed, in order to ensure the formation of the carbides at temperatures lower than about 500°C. It had been found previously' that in chromium steels the chromium carbide could be produced by transformation of austenite in the pearlite range above 500°C., and, in order to start the tempering treatment with the carbide present as cementite, the absence of pearlite was considered to be essential. The specimens were tempered for 64 hr. to permit the formation of the stable carbide. After tempering, the specimens were submitted to microscopic and X-ray examination. The carbides were separated either electrolytically in a 5 per cent HCl electrolyte or with an acidified copper-potassium chloride solution. The crystal structure of the carbide phases was determined by the Debye-Scherrer type of X-ray patterns. The X-ray patterns obtained from specimens near the boundaries between two types of carbides were generally weak and diffuse as compared with the other patterns. For this reason, and because the more soluble components may be masked, the boundaries between the phases could not be determined precisely. However, the X-ray analysis of electrolytically separated carbides has given consistently reproducible results

IN general in making such powders, all kinds of gravel, tuff, washed river silt, and similar earths whose grain is fine and lean by nature are good for this operation of casting, either by themselves or in mixture because they are disposed to receive the metals well on account of a certain dryness which they possess. Many kinds are also compounded by means of art. Of these, I shall proceed to tell of all those that experience [119] has taught me to recognize as good. But first I desire that we return to speak of the natural ones because they are real earths and can always be had wherever one may be, and in the necessary quantity. They please me greatly because they are easy to reduce on account of their disposition. A loam is made from these and mixed by beating with wool-cloth cut- tings, spent wash ashes, and horse dung. This is made into cakes and dried. These are then put to bake in a furnace or in some other way and, in fact, are baked very well. Then it is pounded and sifted with a fine sieve, or it is ground in a potter's color mill, or by hand on a porphyry with water, to the fineness that the craftsman desires, or as fine as he can make it. When it has been ground it is again drained free from water and dried out with fire. Then as much magistery of salt is taken as will moisten it. It is dried and pounded again and passed through a sieve. When it has been made as desired in this way it is moistened again before use with water, urine, or vinegar just enough so that it holds together when it is squeezed in the fist. Then, when it has been brought to this point, it is moulded as you will hear. Powders are also made of crushed brick, tripoli, vine ashes, tiles, and glazed drainpipes, or burned emery, calcined tin, straw, and of burned paper and horse dung as well as of young ram's-horn ashes and many other things. The goodness of all these depends on three things; namely, on receiving the metal well, on being so fine as to be almost impalpable, and on their being made .with a magistery that renders them hard and strong when they are dry. Several publications1-7 during the past few years have demonstrated the markedly greater effect of cerium, as compared to all other alloying elements, in enhancing the strength and creep resistance of magnesium at elevated temperature either with or without the presence of other elements. In the work reported in Ref. 1-6, the cerium was added in the form of Mischmetal, which contains all the rare earth elements in essentially the same proportions as they occur in monazite sand, the principal ore of these metals. Mellor and Ridley7 have presented the creep characteristics at 200°C of magnesium alloys prepared both with pure cerium and with Mischmetal. Up to the present time, however, no comprehensive study of the effect of the various component elements of Mischmetal on the properties of sand-cast magnesium has been made. This hiatus in magnesium technology undoubtedly is associated with the difficulty in obtaining the rare earth metals separately. This investigation provides such a survey, the object of which was to determine which of the elements present in Mischmetal contributes the greatest effect in developing high strength and high resistance to creep at elevated temperatures. Toward this end the compositional variation of these properties has been determined as a function of temperature in the following alloy systems: 1. Magnesium-Mischmetal 2. Magnesium-cerium-free Misch- metal 3. Magnesium-didymiuin 4. Magnesium-praseodymium- lanthanum 5. Magnesium-cerium 6. Magnesium-lanthanum This designation, based on the names of the metals as furnished by the producer, is used throughout the paper in order to avoid the complicated system of listing all the elements present in the more complex alloys. The composition of the metals and the alloys is discussed in detail below. Preparation of Alloys ALLOYING INGREDIENTS The chemical composition of each of the six alloying ingredients used to prepare the alloys reported in this paper is given in Table 1. In each case, the percent total rare earths, percent cerium, percent neodymium, percent praseodymium, and percent thorium were determined in addition to the listed impurities. The percent lanthanum was determined by difference from the total rare earth content and consequently includes the other elements (samarium, terbium, yttrium, etc.) present in Mischmetal. These additional elements, however, seldom amount to more than 1 to 2 pet of the total rare earth content of Mischmetal. The iron content of the Mischmetal is considerably lower than that of the other metals. This grade of Mischmetal is now readily available. The metals are listed in the order of decreasing complexity. greatly restricted and every effort is being made to do away with it where possible, and to substitute a lead-base babbitt or a babbitt with 50 per cent,. tin. The amount of solder having the composition 50 lead, 50 tin, used by the Pennsylvania Lines East, during 1917, was approximately 100,000 lb., but there is reason to believe that a large portion of this can be replaced by a 60-lead, 40-tin solder with satisfactory results, and instructions have been issued to this effect. Inregard to the quantity of new tin used, it is not possible to give the amount, except approximately and from calculations based on the 1917 consumption of bearing metals by the Pennsylvania Lines East only, it is estimated that about 770,000 Ib. of new tin were required in a total of about 21,380,000 lb. of all kinds of bearing metals turned out by the foundry or purchased in the market. No change has been made in the specifications for bearing metals for some years, as the metals used have been satisfactory. A large proportion of the bearing metals are made up from old material re-melted and brought to standard composition by some addition of new metal, and every effort is being made to utilize old material to the best advantage and reduce the amount of new metal of all kinds purchased. For a number of years no tin has been used in the lining metal of either passenger or freight car journal-bearings, except such small amounts as come in from re-melting old linings. No change has been made in phosphor bronze used for rod bushings, as we should expect some trouble from bushings pounding out of shape if a phosphor bronze were used which contained less tin or more lead than the present specifications call for. In this, as well as in the case of all other bearing metals, we expect to use our utmost endeavors to economize and to substitute for tin wherever possible. The Tin-plate Industry D. M. In 1925, Harry Howard Stout, then metallurgist for Phelps Dodge Corporation, while investigating the cleaning of cathode copper by various gases at elevated temperatures below the melting point of the metal, observed in the laboratory that particles of pure copper heated in a closed tube filled with hydrogen seemingly "stuck together." By further investigation he found that there was actual crystal growth across the boundaries of the particles of pure metal; in other words, there was a complete new crystal realignment and growth throughout the newly formed copper mass. It was coalescence, not adhesion; the several particles had become one unit. From this discovery has been developed the coalescence process, whereby copper of cathode purity is squirted out in semifabricated form from an extrusion press, by the application of about 3000 tons pressure on a 10-in. piston. Stout decided that cathode copper produced by electrolytic deposition was the logical source of the pure copper required for the coalescence process, but as there was no way of reducing the ordinary tough commercial cathodes to the small particles required he was confronted by a serious problem at the outset. Under his direction, this problem was solved by William H. Osborn and Harry Howard Stout, Jr. They developed the process and technique for producing cathode copper in brittle, friable form, and to them must be given the greater part of the credit for this phase of the development program as well as for that relating to the gas cleaning of the cathode particles. Concurrently, the three metallurgists worked on the problem of effecting a complete union of the cathode particles. Adequate washing was all that was needed to free the particles from electrolyte solution and slimes. A press was designed to produce briquettes of the proper porosity and density, and a method was devised of removing surface oxidation from the particles of cathode, by treatment in an atmosphere of deoxidizing gas at an elevated temperature. The temperature was determined at which the surface cleansing and preheating could be done in one operation, and for this a charging and preheating furnace in which there is maintained a positive pressure of deoxidizing gas atmosphere was designed. And finally, a method of feeding the heated briquettes of deoxidized cathode copper into an extrusion press without contamination from the air was evolved. For the final stage, a press was required because not only heat but pressure was required to obtain complete growth of the new crystals between the cathode particles as well as the elimination of all voids or non-coalesced areas. All essential stages of the process are protected by patents or patent applications in the United States and principal foreign countries, and the copper is produced on a commercial scale.

Several years ago the authors came to the conclusion that if any further progress were to be made in our flotation process, an understanding of the chemical and physical reactions and the control thereof, in the grinding circuit, was essential. It may be stated, at this point, that the preparation of a correct feed for the flotation process is still the number one objective of our grinding studies. This progress report deals with grinding "per se," and not with the chemical and physical reactions as the result of grinding. Prior to this time we had taken the naive position, that since grinding had been practiced by the industry for some fifty years or more, it had been well exploited and developed by a host of investigators. Consequently, we had given the matter only superficial attention. At the start of our study, we were aware of the fact that some difference in opinion existed, but we were not prepared for the controversial evidence that developed nor for the extent to which the experts differed in their viewpoints. There seemed nothing else to do but to tour the continent and decide for ourselves what was right and what was wrong, read all the published literature and visit with anyone who had ideas about the matter. This we did over the next few ensuing years. Since our study has met with some measure of success, we report, herewith, these data that ultimately they may be of help to other investigators. In 1944 it became necessary to increase our grinding capacity and at the same time to grind the sulphide portion a little finer. This provided the impetus to put our ideas into effect. With the recent advances which have been made in science and technology and the increased use of mathematics in this area, the question of the best mathematics courses for a mining engineer to take is of major importance. The question becomes even more difficult to answer due to the recent increase in the number of different mathematics courses in the last two decades offered by the mathematics departments. Therefore, the National Study of Mathematics Requirements for Scientists and Engineers (NSMRSE) was designed to provide some answers to these questions. Approximately 10,000 scientists and engineers were selected for the Study, These individuals were placed in two categories: (1) The Awards Group, recipients of national honors or awards and those recommended by the members of the Board of Advisors as having national and international reputations in their areas of specialization and (2) The Abstracts Group, persons exceptionally productive in their research, based on the number of journal articles listed in the last five years in the Engineering Index, Scientific and Technological Aerospace Reports, Chemical Abstracts, Biological Abstracts, and the Physics Abstracts. The NSMRSE Course Recommendation Form and the Instruction and Course Content Sheet were constructed with the aid of the Board of Advisors and other consultants. For the Study, 40 courses were selected by the mathematical consultants. In order to make sure that the basic content of the mathematics courses was the same for all respondents, a brief resume of each of the 40 courses was given. The NSMRSE Course Recommendation Form consisted of seven sections. These sections were as follows: Section 1, 38 different specializations; Section 2, orientation of work (applied through theoretical); Section 3, highest degree obtained; Section 4, place of employment (academic, nonacademic); Section 5, administrative capacity (administrative or nonadministrative); Section 6, age groups (five-year intervals). Section 7 contained the 40 courses which were to be marked according to five categories: (1) Course Length, 3 to 36 weeks; (2) Applied-Theoretical Orientation, a five-point scale; (3) Course Level, freshman through graduate; (4) Knowledge of Course; and (5) Use of Course Content in Work. The Analysis The report of the data is based on the replies received from 44 mining engineers. This group was part of the Awards and Abstracts Group for all engineers. The resume of the recommended courses is reported in quintiles (upper fifth to lower fifth), since recommendations of this kind are not precise. The results of the Study are based on recommendations of the most active research men in engineering in the U.S. today; therefore, the reader should realize that these course recommendations represent an upper bound of mathematics requirements for the Ph.D. in both undergraduate and graduate work. Conclusions and Recommendations 1) Mining engineering students who plan to be active research specialists should take all those courses which are "very highly recommended" (80-10070) and "highly recommended" (60-79.9%). Those courses in the upper two quintiles and recommended by most mining engineers are: first-year calculus, third-semester calculus, elementary differential equations, applied statistics, and machine computation. Courses of "moderate recommendation" (40-59.9%) are: vectors, intermediate ordinary differential equations, the first course in partial differential equations, elementary probability, and linear programming. 2) The great majority of mining engineers indicated that they prefer a course which is concerned primarily with applications. Only the standard courses such as first-year college mathematics, calculus, differential equations, and advanced calculus received a recommendation for 50% theory and 50% practice. Therefore, all mathematics courses given to mining engineers should contain many applications and little theory. Engineers in both the applied and the combination (ap-plied-theoretical) groups indicated a definite need for applications in all courses. 3) In general, recommendations were for mathematics courses to be given for short intervals of time such as 3, 6, or 12 weeks. Only the standard courses mentioned previously received the usual one-semester or one-year recommendation. Therefore, it is of value to combine several related courses into a one or two-semester course so that the mining engineering student could acquire important mathematical knowledge at an early date in order to prepare him for his research. 4) There was little use for the newer courses in modern mathematics such as the functional analysis sequence, the modern algebra sequence, and the group theory sequence. In addition, there were uniformly very low recommendations (0-19.9%) for multilinear algebra, complex variables, mathematical logic, special functions, integral equations, approximation theory, analytic mechanics, integral transforms, and geometric algebra. Therefore, these courses should be given a low priority. 5a) Comparisons among mining engineers with different backgrounds showed that the combination ap-plied-theoretical group recommended more mathematics than the applied group. 5b) There was little difference in recommendations between the administrative group and the nonadminis-trative group. 5c) Analysis of age groups showed that those in the lower age groups gave significantly higher recommendations to courses such as the first course in partial dif-

The Department of the Interior used to be a quiet, noncontroversial, almost boring agency. It, after all is the fifth oldest of the Departments, and as an old line Federal agency it has studiously performed its preservation and resource management functions in a caretaker mode--though some would say more "undertaker" than "caretaker"--locking up the body and soul of America piece-by-piece. Yes, quiet, serene. That is until Jim Watt showed up. And we have all seen that version of Mt. Vesuvius which resulted--only it was the environmentalists who blew their tops. Ronald Reagan chose Jim Watt as Secretary of this fine old agency to prove that one-third of our Nation's land and over a billion acres on the Outer Continental Shelf can work for this Nation. At the foundation of President Reagan's charge to Secretary Watt is a belief in the tenets of the free enterprise system, and in the individual freedoms upon which this country was founded. There are those who don't share this belief in democracy and free enterprise, and those who believe this 205 year experiment called the United States of America will fail. Nikita Krushchev said "we will bury you"--obviously he didn't agree with our system. An Italian sociologist, Franco Ferrorotti, said bureaucratic stagnation will kill capitalism. Certainly we have all felt the ravages of bloated bureaucracies. Perhaps one indicator in the United States is the Federal Register, that daily compilation of Government's largesse. In 1970, 20,000 pages of the Federal Register were published. A decade later, in 1980, that volume had quadrupled to 80,000 pages. The Federal bureaucracy can stagnate from excessive budgets as well. The Interior Department spent $60 million on administering Federal coal leasing in 1981. That's nearly two bits a ton for every ton of coal leased in 1981. You wouldn't stay in business very long if your administrative overhead on inventory was that outrageous. But the pessimism of our critics is apparent from more than red tape and bloated budgets. For decades America has been fasting--consuming too little of America's wealth of minerals, subsisting instead on a diet heavily reliant upon mid-east oil, with little emphasis or concern for inventorying and developing domestic energy and mineral resources. Economics--yes. But short-term, short-sighted economics. Excessively dependent upon foreign imports, of oil, cobalt, chrome and other strategic minerals, the U.S. measures its time before another embargo--or fallen Shah, or Soviet manipulation, or Saudi shift, or, as we witnessed in Egypt, assassination--an untimely loss to mankind and efforts to bring peace to the troubled mid-east. These disruptions, in addition to their tragic human tolls, impair the free world's security. Huge chunks of the United States have been locked away in dozens of single land use categories in the name of conservation, with only the foggiest idea of what resources might be denied the American people-and this at a time of unacceptable levels of energy and strategic mineral imports. More than half and perhaps two-thirds of all Government-owned lands are totally withdrawn from or severely restricted to development under the mining and leasing laws. We must continue to rid Government of the overly zealous restraints which have been keeping us from drawing upon that which can help restore our economy and national security. When we assumed responsibility, the United States was dependent on foreign sources for about 40 percent of its oil. In 1981, our oil import bill was approximately $83 billion--nearly 17 times what it was in 1972. Our reliance on foreign sources for essential minerals is even more disturbing. We must look to other countries--some unfriendly, some unstable--for 22 of 36 strategically critical minerals. Yet the energy resources on federal lands which are owned by the American people could meet our needs for centuries if properly managed. Eighty-five percent of the crude oil yet to be discovered in America is likely to come from public lands, as will 40 percent of the natural gas, 35 percent of the coal, 80 percent of the oil shale, nearly all of the tar sands, and substantial portions of uranium and geothermal energy. Our vast hardrock-mineral wealth includes untapped deposits of essential elements we now import, such as chromium, copper, platinum, and cobalt. The obvious question is, if these abundant resources can help to revitalize our economic strength and to preserve our national security, why aren't we using them to better advantage? To a large extent, the answer can be found in past decisions to restrict public access to the federal estate, thus deferring to us or our successors the tough decisions that flow from Congress' mandate to provide for environmentally responsible development of America's energy and mineral treasures. Here is the legacy this Administration inherited: In January 1981, 7 years after the onset of the Mideast oil embargo: ---Less than 15 percent of federal onshore lands were under lease for oil and gas development; ---No oil and gas leases had been issued in Alaska for 15 years;

The constitutional diagram presented herein is relatively simple. Complete mutual solid solubility exists for an interval below the solidus line, a continuous curve with a flat minimum near 22 pct Cb and 1740°C. Upon cooling, the solid solution breaks up, except at the columbium-rich side, from two causes: zirconium-rich alloys transform under the influence of the ß-a transformation in zirconium; alloys of intermediate composition decompose into two solid solutions below 1000°C. The combined effect is the formation of a eutectoid at a temperature of 610°C and a composition of 17.5 pct Cb. The eutectoid horizontal extends from 6.5 to 87.0 pct Cb. Some age hardening effects have been observed in the zirconium-rich alloys but the positions of the solvus lines remain uncertain. IN recent years, zirconium has been produced in much larger quantities than were available previously. Correspondingly, the incentive for studying its alloy systems has increased, as the number of recent publications on alloy systems testifies. However, only a partial diagram of the Zr-Cb system has been published and relatively few references have been made to alloys of the two metals. Hodge' investigated the Zr-Cb system up to about 25 pct Cb. His data on melting points were not sufficiently numerous to distinguish with certainty between the alternatives of a narrow eutec-tic horizontal and a wide flat minimum in the solidus curve. Although Hodge considered his results on transformations in the solid state to be only tentative, he suggested that the eutectoid in the zirconium-rich alloys lay at about 625 °C and 10 pct Cb and estimated that the solubility of colum-bium in zirconium at 625 °C was near 6 pct. According to Simcoe and Mudge,2 less than 0.5 pct Cb is soluble in zirconium at 800°C. These authors observed an increased strength in both the 0.5 and I pct Cb alloys made with hafnium-containing zirconium. According to Keeler,3 the strength of zirconium is increased by addition of columbium to a content of at least 3 pct. Keeler' also observed a maximum in hardness at about 10 atomic pct Cb and commented on the brittleness of alloys of this composition. Anderson, Hayes, Rober-son, and Kroll5 investigated the tensile properties of Zr-Cb alloys containing 5.1 and 12.9 pct Cb at room temperature and at 343°C. The 12.9 pct alloy had a high tensile strength at room temperature but also a low percentage of elongation. All alloys had high elongation at 343 °C. Littona measured strength and elongation values of annealed alloys containing up to 27.5 pct Cb and found low elongation values for all of the alloys of high columbium content. Some observations on the resistance of Zr-Cb alloys to corrosion in water at high temperature have been published by Lustman, De Paul, Glatter, and Thomas' who found that additions of columbium up to 1 pct had only a minor effect on the corrosion resistance of zirconium. Preparation of the Alloys Raw Material: Zirconium of a relatively good grade was available for making the alloys. It was obtained as scrap pieces that had been left over from an operation that included production by the iodide process, melting under a protecting atmosphere, and fabrication to plates. The individual pieces had hardness values of 24 to 32 Ra and a typical analysis is shown in Table I. The columbium also was scrap trimmed from sheets. It was furnished by the Fansteel Metallurgical Corp. and had a high ductility but its analysis was known only approximately. The metal probably contained about 0.5 pct Ta, perhaps 0.25 pct C, and a few hundredths percent each of iron, silicon, and titanium. Melting: The alloys were melted in a tungsten-electrode copper-crucible arc furnace similar to units that have been described recently in the metallurgical journals.'.' The crucible of this furnace is provided with a cavity in which a getter charge can be melted before the melting of the alloy charges. Hardness measurements on the ingots indicate that the getter charge takes up a considerable fraction of the oxygen and nitrogen from the helium atmosphere of the furnace. The alloys used in the investigation are given with their intended compositions, hardness, and melting points in Table 11. Fabrication: All alloys of the Zr-Cb system appear to be amenable to fabrication. At least, all of the compositions listed in Table II could be reduced to wires in a rotary swaging machine. The starting material was either slabs cut from ingots and ground by hand to rough cylinders or narrow strips trimmed from sheets made by cold rolling slabs. However, not all of the alloys could be fabricated satisfactorily by the same method. From 0 to 4 pct Cb and from 20 to 30 pct Cb or more, the alloys could be swaged cold from ¼ in. cylinders to 0.80 mm wires with only one intermediate annealing, sometimes with none. From 40 to 90 pct Cb, the alloys were difficult to swage either hot or cold but could
