Gloomy predictions that domestic mineral reserves are approaching exhaustion are unwarranted and may be harmful, this author contends. Specific mineral forecasting errors in the Paley Report are cited to support this contention, and steps that can be taken to insure a progressive mineral industry capable of keeping pace with the major raw material needs of the nation through advancing technology are suggested. Mining is both exciting and rewarding —although at times somewhat frustrating— and we all can have real pride in our industry, in its people, and in its accomplishments. It is, however, with concern that I have noted a deterioration in this Country in what might be called mining's stature and in the growth of a belief in many quarters that our mineral reserves are rapidly approaching exhaustion. In other words, there is a popular image that we are fast becoming a "have not" nation in many respects and that the domestic mining industry can no longer be considered, in the vernacular of Wall Street to offer much in the way of "growth potential." I do not subscribe to this hypothesis, nor do I be-li4ve that the record of the mining industry bears this out. However, let me add that we can, in time, talk ourselves into this frame of mind and we can hasten the day when this very well might come about by unnecessary and unwise legislation or regulation. My remarks today are basically designed to give my reasons for refuting this negative philosophy and to review our record. With your help, I know we can improve our image, and the public's recognition of our industry's peculiar problems. The progress of our civilization over the centuries has been fundamentally based upon proper use of raw materials, both agricultural and mineral, and upon energy, human or otherwise. As the standard of living has progressed century by century, the demands for mineral raw materials have increased in an irregular, but steadily rising progression. Fortunately, those minerals on which we depend most, i.e., iron, coal, petroleum, copper, aluminum, lead, and zinc have been neither too difficult to find nor to process into useful form. Iron, the most useful of all metals, is present in various amounts in most rock types and soils. Gold, seemingly the most generally desired (but certainly not the most useful of all metals), occurs in sea water in a far greater total tonnage than has been won from all of the world's known gold mines. If the latter is true, then why do we not see large installations treating sea water for the recovery of its gold content? The answer, of course, is that even the French, who seem, from their recent actions, to value gold above all else, have not devised a way of doing this at a profit. Theoretically, it is possible, but not with today's technology at a cost which would justify the effort. Man has exploited only those mineral concentrations which accidents of nature have placed within his so far limited means of finding and utilizing. What we geologists and engineers refer to as an orebody is nothing more than a concentration of minerals, exploitable with available knowledge, that will yield a value greater than the value attached to the energy and capital required to produce it. What is "ore" and what is not "ore" is, in the end, a matter of economics. The economic problem stems from the physical and chemical character of mineral deposits. The good Lord stacked the cards heavily in favor of rising costs by limiting the amount of the higher grade ores easily available. As the best and most accessible ores are depleted, it becomes necessary to work harder and with greater ingenuity to produce more from less accessible and lower grade resources. The quantity of mineral raw materials we can have in the future will be determined largely by what we can afford to pay for them in terms of human effort, capital outlay and production energies. We will always have the problem of cost with us and our only real means of keeping ahead of rising costs is by continually improving our technical abilities. We, in this country at least, no longer have open to us large and unexplored virgin wildernesses in which a pick-and-shovel prospector might uncover an untouched mineral bonanza. The rest of the world also has few conventional frontiers left in which the explorer-prospector is free to roam. We do, however, have enormous land areas unexplored, and untouched po-

HE task of measuring the specific gravity of the -*- operating medium in a heavy-media separation system has never presented a particularly difficult problem because the medium is fairly stable and the overflow of the separatory vessel, as well as its underflow, can be sampled easily and accurately and the specific gravity of the suspension determined easily by weighing a known volume. However, while this method is simple and accurate it does require the operator to take the sample by hand and to weigh it and there is considerable temptation to avoid the periodic sampling if everything seems to be going well, or if something is occupying the attention of the operator. Furthermore all operators do not sample in exactly the same manner and considerable practice is required for two operators to be able to "check" each other to the last few hundredths, particularly if the sample is cut underneath the drainage screen where location of the point of sampling and load on the screens tends to influence the determination. While none of the above presents much of a problem, we have all recognized that some mechanical method of continuous measurement and recording would be advantageous since the operator would merely have to glance at the meter to check the gravity and to have an indication of the trend of any changes. Also if the instrument were of the recording type, a permanent record would be available for the guidance of the superintendent. The Eagle-Picher Mining and Smelting Co. was the first heavy-media user to actually install such a recording meter. In 1946 they installed in their Central Mill at Cardin, Okla., a specific gravity recorder manufactured by the Bristol Co. of Water-bury, Conn. R. A. Barnes, of the Bristol Co., working with E. H. Crabtree, Jr. and Elmer Isern, of Eagle-Picher, made the application and worked out the problems of sampling and measuring. Their attempts to measure the specific gravity of the medium in the cone itself were not entirely successful and they resorted to an outside sample tube for actually making the determination. Because of the particular flowsheet used, it was possible to tap off from the medium return pipeline a stream of medium and divert it into the sampling tube, which was provided with a constant level overflow and a spigot underflow, and into which the bubbler tubes dipped. The Eagle-Picher installation was successful and its possibilities were recognized by the Mineral Dressing Laboratory of the American Cyanamid Co. It was decided to install a similar unit in the heavy-media pilot plant to investigate further its possibilities. Chief among these was the continuous record which it was felt would be proof of the steadiness of the gravity in a heavy-media cone, something which is not always appreciated by POtential users. Because the heavy-media pilot plant is required to operate at a wide range of specific gravities, it was realized that the unit would have to record all gravities from 1.25 to 3.50, and do it to the nearest 0.01. It would not be necessary to record all of this wide range on a single chart and the method selected was to have 4 bands, each band range overlapping the other a small amount and calibrated so that with standard charts one division would represent 0.01 sp gr. A shift from one band to another could be arranged without alteration of the instrument itself, being accomplished by a simple change in the bubble-tube lengths, as described later. Accordingly, a recording type instrument was purchased and installed. Because there were some advantages in doing so, the first installation attempted to measure the gravity of the cone proper by placing the bubble tubes in the cone. This was not at all satisfactory and the second scheme utilized a fixed vertical screen at the surface of the cone, and an external sample-tube arrangement. We were particularly anxious to make this work as we felt it would be advantageous to measure the top level of medium where the separation was actually being made, but we were doomed to disappointment because it was impossible to keep the screen clean of float. INTRODUCTION The accurate sampling of coal, as with most minerals, is a difficult task. Coal is a very heterogeneous material made up of different types of coal and varying amounts of mineral matter. The product as mined may contain all of the layers of coal and impurities found in the seam as well as portions of the strata above and below the coal seam. The preparation plant is the device to size, crush and/or remove impurities so that the coal may be shipped as a saleable product. Sampling may be needed at many stages in the preparation process. Although this chapter is mainly concerned with sampling in connection with preparation processes, the principles will apply to all coal sampling. The main reasons for sampling in connection with coal preparation are: 1. To determine the washability characteristics of the raw coal by means of float and sink tests. These may be used for the design of a preparation plant, prediction of results to be obtained or for monitoring raw coal delivered to the plant. 2. To check the performance of various operating units in the plant, either by float and sink tests or chemical analyses. 3. To determine the analytical characteristics of the products produced, such as moisture, ash, Btu, sulfur, etc. HISTORY The earliest accepted methods of sampling coal in the United States were given in U. S. Bureau of Mines publications by J. A. Holmes,1 G. S. Pope2 and A. C. Fieldner.3 The American Society for Testing and Materials more or less adopted the methods proposed by the U.S. Bureau of Mines in their Standard D-21-1916, and it remained a standard for many years. Briefly, the standard called for a 500 pound sample for coals less than. 3/4 -in. in size and a 1,000 pound sample for all coals over ?4 -in. in size. No mention was made of increments but there was an instruction that the sample should spread over the coal to be sampled. Sample preparation was by hand crushing with the alternate shovel method for reduction to 250 pounds followed by coning and quartering below 250 pounds. Obviously, with the amount of work involved, this method of sample preparation was rarely followed. This method of preparation resulted in samples that were practically air dried because of long exposure while crushing, shoveling and quartering. In the late nineteen twenties and early nineteen thirties, studies for more practical methods were begun. Dr. E. S. Anthropological diggings have revealed that the American Indians carried on intertribal trade in flint, obsidian, ochre, and other mineral commodities, indicating that mining was practiced before the arrival of the white man from Europe Carbon datings from the native copper pits on Isle Royal and Keweenaw Peninsula, Michigan, have yielded dates as early as 5555 BC for this mining. As early as Pliocene time, Eolithic-man fashioned artifacts of stones probably found on the surface, but by late Quaternary, Neolithic man was sinking shafts and mining underground for flint. Because placer gold was easily recognized and easily worked, it was used for ornamental purposes by nearly all cultures before other metals were discovered The Chaldeans hammered copper objects approximately 4500 BC and copper was used in India and China about 3000 BC. An ancient trail from the Nile to the Sinai led to the mines of copper and turquoise Paintings and bas-reliefs of Egyptian tombs dating around 3000 BC depict maps, mining, and smelting in this area. It is interesting that despite this widespread and long history of mining, Agricola records that the first mining laws were developed by the Greeks at Laurium about 700 BC. All of the base metals are known to have been produced in small quantities during the Colonial period in America, but perhaps the first commercial production was the iron ore shipped from Virginia to England in 1608, followed by lead in 1621. Among the earliest companies formed in America that still survive (according to the standard reference yearbooks), were: the Jackson Mining Co., predecessor of Cleveland-Cliffs Iron Co. on the Marquette Range, Michigan, in 1844; the Sussex Zinc and Copper Mining & Manufacturing Co., fore-runner of New Jersey Zinc Co. in 1848 (although the Franklin-Sterling body was discovered in 1640); the five companies, Pittsburg and Boston, Quincy Mining, Pewabic, Huron Mining, and Minesota all formed in the decade (1844-1855) that followed the rediscovery of Keweenaw copper, were combined into Calumet and Hecla; and Vermont Copper Mining Co. in 1853 Although southeast Wisconsin lead-zinc was discovered in 1690, Mine La Motte in southeast Missouri in 1720, placer gold in California in 1848, Comstock Lode in 1859, Leadville in 1860, Cripple Creek in 1891, no surviving companies of those early mining periods exist. This paper outlines the geophysical investigation of the area covering the D arrow salt dome, Louisiana. Surveys with the refraction seismograph and torsion balance failed to disclose the dome, but reflection dip shooting was successful and was confirmed by later drilling. Introduction The D arrow salt dome and oil field lies in western Ascension Parish, Louisiana, on the outside of a sharp bend and on the east bank of the Mississippi River. The dome occurs about 30 miles south of Baton Rouge and 80 miles northwest of New Orleans. Its geology, shape and structure have been ably described in detail by Carroll E. Cook' and, except for the general features, will not be repeated here. The purpose of this paper is to record some of the interesting and pertinent geophysical data contributing to the discovery of the dome and eventually the oil field. The salt dome is circular in outliie and comes to within about 4625 it. of the surface. At this depth the diameter of the salt plug is approximately 4800 it. The dome has only a thin cap rock of less than 75 ft. Some oil has been found and is being produced in Miocene sands above the cap rock, but most of the field's production comes from a narrow ring of wells around the east and south flanks of the dome. Producing horizons on the flank are found at 5670 to 5840 ft. in the Miocene and 6890 to 6985 ft., 7028 to 7060 ft. and 8260 to 8270 ft. in the Oligocene. The deepest well that has been drilled is the Humble Oil and Refining Company's Community B-5, on the south flank of the structure, which reached a depth of 10,013 feet. The size and shape of the field and the area of production are indicated on Fig. I. The lie showing the area of production encloses all wells now producing and all abandoned producers, both on the top and flank of the dome. This line of production is shown on all subsequent geophysical maps as a direct means of comparing the early geophysics to later drilling development. Darrow dome occurs on the low, flat flood plain of the Mississippi River; it is protected from flood overflow by high artificial levees. The rich loamy soil supports a high degree of cultivation, principally sugar cane. Drainage is secured by many small canals and the water table of the area is at or near the surface. These particular conditions of topography, drainage and top soil greatly influenced the early geophysical picture, and the influence was always unfavorable.

The oil and gas lease is the basic contract of the oil and gas industry; it is the foundation stone upon which the producing industry, particularly, is based. As the industry is precarious and highly speculative, the foundation contract should be of the utmost integrity and certainty. But right there an anomaly exists; the oil and gas lease is the most obscure, most uncertain, doubtful contract in the realm of law today. That is a condition that must be considered when taking oil and gas leases, and when buying, selling, and holding them. It may fairly be asked why should this industry rest upon so insecure a foundation. Why should not the oil industry rest upon the contract that is the basis of all industry, the warranty deed? There are many contributing reasons, but the principal one is business expediency. The Anglo-Saxon idea of ownership of land is that every land owner owns from the center of the earth to the sky—all that is above and all that is below—consequently the oil and gas are owned by the person who owns the surface. That idea is not exactly true with reference to oil and gas, for many states have adopted the doctrine that oil and gas are like wild animals; they are fugacious and migratory and belong to the man that traps them. But, except for that doctrine, we believe that oil and gas are owned by the owner of the surface, wherein we differ from the Latin-American countries where the mineral rights are owned by the government. The United States was settled largely by homesteading. The owners of land were, in the main, farmers, who did not have the means or the faith to drill for oil or gas. The operators or speculators did not want to buy the land on the mere possibility of finding oil; hence a compromise resulted by which the land owner gave the speculator or the operator what he called an oil and gas lease, or a right to go upon his land and drill for oil and gas. What is supposed to be the first oil lease placed on record reads as follows: Agreed this 4th day of July, a.d. 1853, with J. D. Angier of Cherrytree township in the county of Venango Pennsylvania that he shall repair up and keep in order the old oil springs on land in said Cherrytree township, or dig and make new springs, and the expense to be deducted out of the proceeds of the oil, and the balance, if any, to be

The Getchell mine, a comparatively recent gold discovery, is in the old Potosi mining district, Humboldt County, Nevada. All ore is mined from open pits using Diesel shovels and gasoline trucks. Two types of ore are mined, oxide and sulphide. Oxide ores are siliceous or shaly; sulphide ores either gougy, siliceous or shaly. In mining, the sulphide ore is segregated into hard and gougy ore, because the gouge must be dried before it can be crushed. The oxide ore is not segregated. General Metallurgy The oxide ore is the leached outcrop that overlies the sulphide ore body. All of the iron and arsenic sulphides found in the sulphide ores have been thoroughly oxidized. The sulphur and arsenic have been leached out while the iron is present as hematite and limonite. The oxide ore is amenable to direct cyanidation, and although no visible free gold is present it is released at a comparatively coarse grind. The sulphide ore is more refractory, since the gold is all of micron size and some of it is locked in fine sulphides. It has been established microscopically that the free gold is coated with an impervious shell, which is probably some form of iron compound. The sulphide ores contain from 1.5 to 2 per cent of arsenic, which is present as orpiment and realgar with minor amounts of arsenopyrite. The orpiment and realgar are of a later mineralization than the gold and are barren. Roasting and washing of the sulphide ore prior to cyanidation is necessary to eliminate , the arsenic, to alter the gold coating from an insoluble form to a soluble form, and to release the gold associated with the fine sulphides. Washing the ground calcine in weak sulphuric acid, trona, or hot water are beneficial in the order named, but to date the water is the best from an economic standpoint. Metallurgical tests as well as plant practice indicate that a certain amount of gold cannot be recovered even by going beyond economic practices. On this basis metallurgical results are viewed in the light of an optimum tailing rather than a percentage of extraction. Milling Practice Crushing (Fig. I).—There are three primary ore bins, one each for oxide ore, gougy sulphide ore, and hard sulphide ore. In front of each bin a substantial yard is maintained, which makes it possible to Stockpile 2500 tons of oxidized ore, 1000 tons of hard sulphide ore, and 1000 tons of gougy sulphide ore. Because of the attention that has recently been given to the health and safety of miners by various organizations such as the A.I.M.E., The American Congress, Mining Section, National Safety Council, as well as the Bureau of Mines and various state mining departments, your committee on health and safety deemed it best to call attention this year to the mine-accident cause that is by far the most important; namely, injuries due to falls of ground, rock, roof and coal. Each of several members of the committee contributed a brief outline of the importance of this accident cause in his district. While these papers were brief, it would require too much time and space to give them in full, therefore we present an outline of each and summation of all. Report of M. D. In mechanized mining, there is a tendency toward reduction in this class of accidents because the operator of the machine is usually at a distance of 10 to 20 ft. from the face, whereas in hand load- ing the miner is close to the face during most of the shift. No doubt the use of aluminum and light steel beams supported at regular intervals by jacks, a common practice in mechanical mining, has contributed to the favorable record so far developed. Report of M. H. Fies, De Bardeleben Coal Corporation Milton H. Fies, Vice-President, DeBar-deleben Coal Corporation, Birmingham, Ala., says: With reference to the types of mining, it is suggested that a clear understanding be had as to the character and thickness of the directly overlying strata, with especial consideration to the strength and in some cases an analysis of it. In coal mining, generally speaking, overlying strata higher in silica than others is stronger. In changing from narrow to wide places, the procedure should be experimental, both as to the width and depth of places and as to the nature of the necessary timbering. Since most of the accidents in coal mining particularly are due to falls of roof and coal, this phase of mining should be attacked with vigor There is no substitute for discipline and, in this connection, under present conditions it is important that cooperation by the labor ornanizations- be sought and that a spirit of fairness prevail. Frequent and thorough inspection of all active working places should be made.

No doubt the use of aluminum and light steel beams supported at regular intervals by jacks, a common practice in mechanical mining, has contributed to the favorable record so far developed. Fies, Vice-President, DeBar-deleben Coal Corporation, Birmingham, Ala., says: With reference to the types of mining, it is suggested that a clear understanding be had as to the character and thickness of the directly overlying strata, with especial consideration to the strength and in some cases an analysis of it. In coal mining, generally speaking, overlying strata higher in silica than others is stronger. In changing from narrow to wide places, the procedure should be experimental, both as to the width and depth of places and as to the nature of the necessary timbering. Since most of the accidents in coal mining particularly are due to falls of roof and coal, this phase of mining should be attacked with vigor There is no substitute for discipline and, in this connection, under present conditions it is important that cooperation by the labor ornanizations- be sought and that a spirit of fairness prevail. Frequent and thorough inspection of all active working places should be made.

The Getchell mine, a comparatively recent gold discovery, is in the old Potosi mining district, Humboldt County, Nevada. All ore is mined from open pits using Diesel shovels and gasoline trucks. Two types of ore are mined, oxide and sulphide. Oxide ores are siliceous or shaly; sulphide ores either gougy, siliceous or shaly. In mining, the sulphide ore is segregated into hard and gougy ore, because the gouge must be dried before it can be crushed. The oxide ore is not segregated. General Metallurgy The oxide ore is the leached outcrop that overlies the sulphide ore body. All of the iron and arsenic sulphides found in the sulphide ores have been thoroughly oxidized. The sulphur and arsenic have been leached out while the iron is present as hematite and limonite. The oxide ore is amenable to direct cyanidation, and although no visible free gold is present it is released at a comparatively coarse grind. The sulphide ore is more refractory, since the gold is all of micron size and some of it is locked in fine sulphides. It has been established microscopically that the free gold is coated with an impervious shell, which is probably some form of iron compound. The sulphide ores contain from 1.5 to 2 per cent of arsenic, which is present as orpiment and realgar with minor amounts of arsenopyrite. The orpiment and realgar are of a later mineralization than the gold and are barren. Roasting and washing of the sulphide ore prior to cyanidation is necessary to eliminate , the arsenic, to alter the gold coating from an insoluble form to a soluble form, and to release the gold associated with the fine sulphides. Washing the ground calcine in weak sulphuric acid, trona, or hot water are beneficial in the order named, but to date the water is the best from an economic standpoint. Metallurgical tests as well as plant practice indicate that a certain amount of gold cannot be recovered even by going beyond economic practices. On this basis metallurgical results are viewed in the light of an optimum tailing rather than a percentage of extraction. Milling Practice Crushing (Fig. I).—There are three primary ore bins, one each for oxide ore, gougy sulphide ore, and hard sulphide ore. In front of each bin a substantial yard is maintained, which makes it possible to Stockpile 2500 tons of oxidized ore, 1000 tons of hard sulphide ore, and 1000 tons of gougy sulphide ore. THE oil and gas lease is the basic contract of the oil and gas industry; it is the foundation stone upon which the producing industry, particularly, is based. As the industry is precarious and highly speculative, the foundation contract should be of the utmost integrity and certainty. But right there an anomaly exists; the oil and gas lease is the most obscure, most uncertain, doubtful contract in the realm of law today. That is a condition that must be considered when taking oil and gas leases, and when buying, selling, and holding them. It may fairly be asked why should this industry rest upon so insecure a foundation. Why should not the oil industry rest upon the contract that is the basis of all industry, the warranty deed? There are many contributing reasons, but the principal one is business expediency. The Anglo-Saxon idea of ownership of land is that every land owner owns from the center of the earth to the sky all that is above and all that is below-consequently the oil and gas are owned by the person who owns the surface. That idea is not exactly true with reference to oil and gas, for many states have adopted the doctrine that oil and gas are like wild animals; they are fugacious and migratory and belong to the man that traps them. But, except for that doctrine, we believe that oil and gas are owned by the owner of the surface, wherein we differ from the Latin-American countries where the mineral rights are owned by the government. The United States was settled largely by homesteading. The owners of land were, in the main, farmers, who did not have the means or the faith to drill for oil or gas. The operators or speculators did not want to buy the land on the mere possibility of finding oil; hence a compromise resulted by which the land owner gave the speculator or the operator what he called an oil and gas lease, or a right to go upon his land and drill for oil and gas. What is supposed to be the first oil lease placed on record reads as follows: Agreed this 4th day of July, A.D. 1853, with J. D. Discussion of the paper of B. H. Dunshee, presented at the Butte meeting, August, 1913, and printed in Bulletin No. 30, August, 1913, pp. 1511 to 1531. GEORGE E. MOULTHROP, Butte, Mont.:-The recording for the first time by Mr. Dunshee, in a readily usable form, of the various systems of square-set framing applied in the Butte district is a valuable contribution to mining information. The many different methods of framing employed, due to the individual ideas of superintendents and foremen of segregated companies, have given full opportunity to determine the best framing for the conditions as found in these mines, and the final adoption of a system uniform for all the mines has come about through a study of these various methods and an experience covering a period of many years. The sawed 10 by 10 in. and 12 by 12 in. timbers undoubtedly give the best satisfaction; and the style of framing the sawed timber that under all conditions has given the best practical results is that used in the Anaconda group and other mines, described and recommended by Mr. Dunshee. In this framing the posts have a horn 2 in. high and 6 in. square, the cap end having dimensions of 3 by 6 in. Instead of the framed girt shown in the drawings of the Anaconda group, the 6 by 10 in. girt adopted at some other mines, which fits into the cap and post framing with no other preparation than cutting the timber to the necessary length, fills all the necessary requirements for strength and affects a material saving in timber and labor. This, as Mr. Dunshee states, is without doubt the type of framing which would be adopted as a standard for 10 by 10 in. sawed timbers if sawed timber sets were to be used in the future generally. But saw-timber for the mines was becoming scarce and expensive, and round timber for the square sets furnished an alternative which provided, at greatly reduced cost, material which in every way supplied the requirements of the mining conditions. The use of the round timber with a satisfactory framing makes available a conveniently located and large source of supply which up to this time has served no useful industrial purpose. Particularly is this true of small timber, which is still standing in great quantities in the forests where the trees more desirable for commercial purposes have already been cut and marketed.

An evaluation of the mechanism surrounding the froth flotation of coarse coal and mineral particles as a result of experiments conducted at The Pennsylvania State College. Maximum size ranges for both bituminous and anthracite coals were established as well as the factors affecting the floating of coarse particles. CONSIDERABLE interest is developing in the froth flotation of coal and the maximum particle sizes which can be treated by such method. The economic necessity of recovering extreme coal fines and slurries plus the restrictions being placed upon stream pollution have brought about many new and prospective installations of flotation plants. Most coal slurries or silts have a wide size range, some sizes of which may be unsuitable for effective froth flotation. This paper presents the results of a study of the froth flotation of coal particles in the size range greater than 35 mesh. During the study a "multi-bubble" hypothesis has been developed to explain the various phenomena observed in the behavior of coarse particles in froth flotation of coal. The terms coarse, intermediate, and fine particles as used in this paper are arbitrary and differ for various minerals. For coal alone the term intermediate particles means that the particle size is within the range of 35 and 200 mesh of Tyler sieve sizes. Sizes of coal particles coarser and finer than this size range are termed respectively as coarse and fine particles. Methods of Conducting Flotation Experiments: All of the flotation tests, except those shown in table 1, were carried out in a laboratory Fagergren flotation machine, using 300-a samples of solids for each test. minum bronze. Nearly all copper-base alloys are improved by rolling processes, but the copper-aluminum alloys seem to possess equally good properties when cast or rolled; this is a remarkable metallurgical fact. Another important property of these copper-aluminum alloys is their resistance to alternating stress. Many tests indicate that their resistance is greater in this respect than that of some steels, and I have seen instances when cast aluminum-bronze bolts have outlived five steel bolts in foundation work subject to severe shocks. I mention these various instances to indicate that work originally started as research for substitution of one material for another frequently develops 212 article which has properties not possessed by the original metal or alloy. I have dwelt particularly on the aluminum bronzes because recently I have done more special work on them than on other alloys, but I believe that the use of aluminum itself, in many combinations of metals, is a very important subject for investigation. Undoubtedly, after the war, the cost of aluminum will be reduced from its present price, and considering its low specific gravity it offers a very interesting and important field for research in the non-ferrous business. Naturally, if combinations containing aluminum can be developed in view of a probably increasing supply of metal, the cost will be reduced. This will benefit the industry generally and will immediately conserve tin. Bronzes, Bearing Metals, and Solders G. K. Burgess* and R. W. Woodward,† Washington, D. C.— From a metallurgical standpoint, there are several ways in which a reduction of the tin consumed in commercial non-ferrous and white-metal alloys can be effected. First, a reduction of the tin content of the alloy; second, substitution of part or all of the tin content by some other metal; third, a substitution of a different type of alloy, which in some cases also involves a change in mechanical design. The Bureau of Standards has been studying these methods of conservation for tin alloys, particularly in regard to babbitts and bearing metals, bronzes, and solders. Much of the information sewed by the Bureau was obtained from answers to questionnaires sent to manufacturers and users of these materials, so that, in general, any of the following suggestions or recommendations can be considered as being practical and as having already been thoroughly tried. Gentlemen.-It is pleasant to be able to report that the year just closed has been a prosperous and successful one for the Institute. As is shown by the reports of the Treasurer and the Finance Committee, the business affairs of this organization are in excellent condition. With property valued at more than three-quarters of a million dollars, and with considerable sums in various funds and endowments, it is possible to spend on each member of whatever class $22.65 each year, more than the maxi- mum amount of dues received from any one, and substantially twice the average amount, $10.94, received from all. To do this has required close management and a strict regard for our limitations. In 1926, when the Budget was made up, the estimated expenditures for the work which it was felt the Institute must do exceeded the estimated receipts by some $14,000. At the close of the year, despite a number of unexpected decreases in receipts, it had proved possible to accomplish substantially all the work laid out and close the books with the usual transfer of initiation fees to the General Reserve, and still only reduce the cash balance $2,074.54. This was made possible by the hearty and loyal cooperation of the whole staff of employees and the extremely large amount of gratuitous service rendered by the officers, the members of the Divisions and technical Committees, and the membership generally. Even so it was impossible, because of limitations of funds, to undertake many things it is highly desirable for the Institute to do, and it was necessary to refuse the publication of important papers and committee studies, because of the lack of funds. PUBLICATIONS In an analysis of the income and expenses of the Institute published in the February issue of our Journal, MINING AND METALLURGY, it was pointed out that the largest item of expenditure is, as it should -be, for publications. Printing, binding, and distributing the various technical papers sent to the members cost in 1926 more than all the money received from dues, including the portion allocated as subscription to the magazine. Within the. year, the following volumes were printed and, with the exception of the second volume of TRANSACTIONS, which was mailed in January, were distributed : TRANSACTIONS, Volume 73, 1241 pages, covering papers on non-ferrous metallurgy, milling and concentration, non-metallic minerals, iron and steel, and the Institute of Metals Division papers read at the

The following is a description of the methods used in rescuing men and extinguishing the underground fire at the Pennsylvania mine, Butte, Mont. , This fire, which cost the lives of 21 men, began about 9 p.m., Feb. 14, 1916, at or near a ventilating fan on the 1,200 air-shaft station. This shaft at that time was downcast, while the main hoisting shaft was upcast. Owing to the proximity of the fire to the air shaft, the air in the latter soon became heated, and as the fan on the level was not running— the power having been cut off shortly after the outbreak of the fire—the air shaft became upcast to the 300 level. At this point a blanket of cold air from the surface caused the smoke and gases to be drawn in on that level and carried down again through the workings to the 1,200. A short time after the discovery of the fire, water was turned down the air shaft through a series of pipes around the collar of the shaft, which caused the smoke to recede below the 300, so that within 2 hr. it was possible to search that level for the missing men. From the above it will be apparent why the air shaft was upcast instead of downcast, as under normal conditions, and why men were suffocated at considerable distances from the seat of the fire. The smoke and gases that came up the main hoisting shaft did not diffuse through the workings to any extent. There are doors on all levels in the connections to the main hoisting and air shafts, but in the confusion and running around many of these doors were left open, and this undoubtedly caused the smoke and gases to spread more rapidly than they would otherwise have done. It was necessary for most of the men on the various levels to pass close to the air shaft in going to the hoisting shaft, and when they encountered the smoke and gases in that vicinity a number turned back and climbed down with the direction of the air currents and were then suffocated, while all those who passed through the pall of smoke to the main shaft were saved. There were 220 men in the mine that night, and all but 25 were hoisted to the surface within 30 min. after the discovery of the fire. One manifestation of anelastic properties in solids is the mechanical elastic aftereffect, which may be described briefly as follows: If a stress is applied to a solid body, a deformation or strain is produced. On removal of the stress, this deformation disappears, at least in part. As a first approximation, this appearance or disappearance of deformation usually has been considered instantaneous. Actually, however, for a very wide variety of substances, on application of stress the instantaneous deformation is followed by a further slow yielding, which continues, although at a rapidly diminishing rate, for as long as the stress is applied. Similarly, on removal of the stress, the instantaneous recovery from deformation is followed by a further slow recovery, which continues, although at a rapidly diminishing rate, often for a long time. This latter phenomenon has been called the "elastic after-effect." Experiments upon the elastic after-effect in metals, when properly designed and when properly interpreted, are capable of giving quite precise information regarding the relation between stress and strain in the various constituent parts of the metal. For example, if certain parts of the metal, such as grain boundaries or slip bands, behave in a viscous manner—that is, if therein—the relaxation spectrum will contain lines or bands associated with the relaxation of shear stress within these parts. No attempts have heretofore been made to utilize elastic after-effects for obtaining such detailed information. The purpose of the present paper is to explore the possibilities of properly designed and interpreted experiments on the elastic aftereffect in metals. Since new procedures and principles are employed in this study, an attempt has been made to record each step taken. Elastic after-effect observations are susceptible of simple interpretation only when the stress level employed is so low that all effects are linear with the stress. Just how low the stress level must be can he determined only by experiment. An advnntage, other than simple interpretation, is associated with low stress levels. When all effects are linear, derived quantities, such as the relaxation spectrum, are independent of the stress distribution. It is, furthermore, possible to employ the type of deformation that is most convenient from the experimental standpoint; for example torsion. It appears that in experiments involving both loading and unloading the following would be observed: I. Instantaneous deformation, recoverable instantaneously in whole, or in part. 2. Delayed deformation, recoverable slowly in whole, in part, or not at all. 3. Permanent deformation, the difference between total deformation and total recovery.
