THE sixteenth annual meeting of the Woman's Aux¬iliary, A. I. M. E., was held Tuesday morning, Feb. 16, at the Engineering Societies Building. The meeting was well attended, there being 99 registered from the metropolitan area and 78 from the sections throughout the United States. Mrs. Sharpless, the secretary, read the minutes of the annual meeting held a year ago, after which Mrs. Bassett, the president, gave her address of welcome. Mrs. Bassett said in part: "I would like, at this time, to welcome you all to this, our sixteenth annual meeting, and to express my appreciation to all the national officers and members of the board of directors for their loyal support and for the excellent work done by the chairmen of sections and their members. It is with much pleasure that I look back upon my visits with the sections in Washington, Arizona, Northern and Southern California, Chicago, Colorado, Western Pennsylvania and Utah before I assumed the office of president. During the last year I have much enjoyed meeting with the sections in Boston, Washington and New York. It is our duty to see that the achievement for 1932 be equal to that of the year that has just passed."

The State Mining Bureau of California under the direction of Fletcher Hamilton, State Mineralogist, is starting a field campaign to report on the economic minerals of California, which have an important industrial and military bearing on the present war situation. Particular interest and value attaches at the present moment to our available supplies of chrome, coal, iron, magnesite, manganese, molybdenum, quicksilver and tungsten. Trained geologists and engineers of the Bureau's staff are being sent, out to obtain information with relation to the latest developments. Advance notices will be sent to the local newspapers, from time to time, of the arrival of the engineers in the various districts. All persons interested in the minerals mentioned are earnestly urged to cooperate with the State Mining Bureau by meeting the field men while in their districts or by communicating direct with the State Mineralogist at his office in the Ferry Building, San Francisco. The State Mining Bureau has just issued Bulletin No. 72 on The Geologic Formations of California. It was written by Prof. James Perrin Smith of Stanford University, and contains a complete bibliography and resume of all of our present knowledge relative to the geological formations occurring in California. It also contains much previously unpublished data, and six tables showing geologic columns. It covers 41 pages.

The Colorado Society of Engineers, Cooper bldg , Denver, Colo C M Lightburn, Secretary. The official organ of the Colorado Society of Engineers is the Engineers' Bulletin, issued monthly. This magazine contains articles on a wide variety of subjects, as do most technical magazines. Several years ago the engineering societies of Colorado turned over to the Public Library of Denver their technical libraries and the Public Library now has a Technical Department serving engineers This library has been enlarged and is supported by the state as well as the engineering organizations of Colorado A bimonthly New Books List is sent out from the Technical Department to all engineers on the mailing list. Books will be lent for the cost of transportation The Technical Department endeavors to keep a file of all state and some foreign publications on mining, geology and engineering Effort will be made to borrow from other sources, any publications which are not on file. The Technical Department does research, compiles bibliographies and answers reference questions. The Editor, with the full realization of his own forgetfulness of political duties until it is brought to his attention perhaps by some unfavorable election already. consummated, wishes to remind the thinking men who compose the body of the membership of this Institute that never before in the history of the country has it been so important that we should be represented at Washington, and in our State Legislatures, by men of vision, high character, courage, broad experience in the more important affairs of life, and undoubted loyalty. Let us all endeavor to secure the nomination and election of this type of man, and let us, each in his own district (which collectively will represent practically every important locality in the Union) carefully scrutinize all candidates for election and work for the-best one who seems to have any chance of being. successful. Let its place ourselves in communication with political leaders, newspaper men of prominence, and public men generally, strengthening our own appreciation of the importance of the election at this time and cooperating for the purpose of obtaining candidates of the highest character. Upon the men of intellect depends chiefly the burden of wise selections at this time. Congressional elections will occur this Fall in the following states:

Activity with the legislation proposing to liberalize War Minerals Relief Act has now started before the Committee on Mines and Mining of the House. They are considering House Joint Resolution No. 170, which brings out the fact that war minerals claims in excess of $15,000,000 had been filed but that a considerable portion of the claims are being denied because of the Attorney General's. interpretation of the Act. The resolution states that it was the intention. of Congress in passing the War Minerals Relief Act "that all producers of the minerals mentioned should be repaid such sums as they are in equity and good faith entitled." The Attorney General's opinion is that the request or demand must have been made on the claimant direct. The resolution provides. that all claimants "who in response to any personal, written or published request or demand from any of the Government agencies-mentioned-in said Act in good faith expended money in producing or preparing to produce any of the ores or minerals named-therein *-*-* and have heretofore filed their claims within the time and-in the manner prescribed in said Act" are to be reimbursed for the n t-losses-incurred.

Iraq Petroleum Co. together have produced more than 2,000,000 bbl. from all areas since 1927, most has been returned to the reservoir through the wells. Iraq Petroleum Company's small skimming plant at kirkuk supplies its operating requirements. Drilling Operations The Iraq Petroleum Co., since 1930, has discontinued exploratory drilling and concentrated on the exploitation of the Kirkrik field preparatory to filling its 84,000 bbl. pipe line. Drilling operations are on schedule and the I.P.C. expects to have its initial producing wells ready to turn into the line by April of this year. The Mosul Oil Fields Ltd., holding company of all the shares in the British Oil Development Co., after acquiring the "West Tigris Concession" in May, 1932, has completed a geological survey of its 46,000 square miles and is entering upon an exploratory drilling program with three cable-tool rigs. Petroleum in Iraq Transferred Territories in 1933* The Khanaqin Oil Co., which operates the Naft Khaneh field in the so-called Transferred Territories, has continued to supply the Iraq market with petroleum products during the period under review. The question of natural-gas supply is receiving careful consideration in many parts of the country, as in the winter months it is quite a problem to have on hand sufficient gas to satisfy the demand. Increasing the output of wells by the application of vacuum has been tried with various results and large companies have attempted to keep up the supply with gas compressors. The possibility of storing natural gas in the sands of exhausted gas pools has been tried in a few instances with satisfactory results. This method may prove of practical value in solving the problem, especially in the case of towns that formerly obtained gas from their immediate vicinity, but now must search for new pools. In all cases, only part of the available supply is utilized during the warns weather, so that many wells are shut-in, yet during the winter months, the supply is not sufficient even with all the wells on the line; in such cases it would be of great value if a large volume of stored gas were on hand, obtained through wells that would have been standing idle during the summer.

THE other day, I fell into conversation with two gentlemen who desired to improve the condition of the people; so that the talk was semi-political. They seemed to agree that I was inclined to be "con-servative," "reactionary," perhaps an "evolutionist," looking upon "reform" with suspicion. Finally I rejoined somewhat in this manner: "You attach to me phrases that I have heard all my life but which convey no meaning to me. It is quite true that I do not make a fetish of terms like reform, liberty, democracy and so forth; neither do I worship the idea that `things are good enough as they are,' `leave well enough. alone' and so forth. There is more satisfaction in building something up than in tearing something down, or in just maintaining something that is already built. Progress is a popular word; but what is progress? In my opinion it is comprised, so far as public welfare is concerned, of two elements: Improvements in production of goods and knowledge; improvements in keeping order." This substitute for politics, economics, reform, pro-gress, conservatism, radicalism, democracy, socialism, monarchism and all the phrases of public welfare may seem over-simple; perhaps it is, but at least it defines something. It seems to me to be at least worth attention.

SECRETARY'S NOTE.-The complete list of all officers of the Institute will be found on p. iv. of this number of the Bulletin. The following explanation may recall to old members, and convey to new ones, the relations of the two governing bodies, as determined by the, Certificate of Incorporation of the Institute, and the Constitution and By-Laws adopted in accordance therewith. The body legally responsible for the business management is the Board of nine Directors (three elected annually to serve three years), which elects its own officers. This body, for reasons of practical convenience, is composed of well-known members, residing in New York City, and able to attend, without serious inconvenience or expense, the necessary meetings of the Board. The officers of this Board are legally the officers of the Institute. But, apart from business manage-ment, the Board exercises no control over the election of members, or the professional and technical work of the Institute, except that its vote is required to elect honorary members, upon the recommendation of the Council. The Council is a. body, constituted in all respects (except that it has no Treasurer) like the Council existing before the incorporation of the Institute, in January, 1905, and charged with all duties and powers, except those which the Board of Directors must legally perform. It elects members, appoints the times and places of professional meetings, and controls the publication and distribution of papers and volumes, etc. Its members (President, Vice-Presidents and Councilors) are elected by the members of the Institute, voting in person or by proxy, and after publication of the nominations received ; and it is intended to repre¬sent, as far as practicable, both the professional and the geographical distribution of the membership. Consequently, whatever professional honor attaches to official position belongs to membership in the Council, rather than in the legal Board of Directors. This remark implies no disparagement of the members of the latter body, every one of whom has served, or is now serving, as a member of the Council. But it is only fair to explain that their election and continued re-election as Directors is simply a matter of legal convenience.

The large increase in the wages of mine workers makes it imperative that all factors tending to limit production per miner be eliminated, if possible. The trolley and storage-battery locomotive, mining machine, hoisting engine, mining system, etc., have increased the possible output per man. But this output is still limited by the capacity of the hoisting engine and cable and by the size of the mine car. The superiority of skip hoisting in metal mining is shown by its almost universal adoption. By varying the size of skip and the rope speed, any desired tonnage can be secured and, since frequently only one kind of material is handled and breakage is unimportant, the loading of the skips can be easily and cheaply effected from bins into which the cars are dumped. The cars may then be designed to fit the conditions in the mine instead of being a compromise between hoisting and mining conditions, very likely suiting neither. In coal mines, the usual practice has been to hoist the car to the surface, either on platform or self-dumping cages. Of late years the number of skip-hoisting plants in coal mines has been rapidly increasing, but there is more or less inertia to overcome in establishing so radical a change in practice; also the earlier skip operations were not uniformly successful. As a result, it became evident that metal-mining practice would require radical modification before skip hoisting could be successfully used in coal mining. Objections to Skip Hoisting Breakage Except where coal is used for coking, or for other purposes whcre breakage is unimportant, breakage of the coal is vitally important all the way from the face to the railroad car. The average selling price is seriously reduced when the percentage of screenings is increased. Following metal-mining practice exactly, the coal would be dumped into a deep pocket, cut off into a skip load by a measuring hopper or other means, dumped into a deep, narrow skip, and dropped into a bin at the top, all of which would contribute to excessive breakage.

The marketing of nonferrous metals and of the ores and concentrates from which these metals are recovered is a fascinating trade, international in character, sensitive to every change in the economic tide, and complex in its organization. Each individual metal has its own marketing mechanism; no two are exactly alike. The differences sometimes are a matter of tradition rather than of necessity, but usually they have developed because of the very nature of the problems of producing or consuming the individual metal. This description, because of limitations of space, can do no more than indicate the major aspects of the trade and touch lightly on the marketing structure of each metal. The dictionary states that a market is a "meeting of people for selling and buying." In the case of nonferrous metals this meeting may occur on a half-dozen different occasions between the time the ore has been first mined and the time the refined metal is available for use by industry; or it may not occur at all until after the metal itself has been rolled, drawn, stamped, cast, or forged into a useful semifabricated shape. To illustrate: A Chilean miner may sell his small ore production to a custom mill, which produces concentrates that are sold to an ore dealer, who finances the shipments of the concentrates to a United States custom smelter, which buys these' concentrates for conversion into blister, which is subsequently refined into electrolytic copper and sold. Conversely, much of the production of aluminum is in the hands of integrated concerns that mine bauxite, convert bauxite to alumina, smelt the alumina to produce aluminum, and then fabricate the aluminum into semifinished or even finished products before title to the material changes hands for the first time. Some nonferrous ores are not converted into metal at all but are sold by the miners or dealers directly b the ultimate consumers. A good example would be chrome ores used by the chemical industry. And of course a substantial part of the commerce in nonferrous metals is in scrap, which is the reconversion into useful form of metals that have long since been mined and smelted. Gravitational measurements made by means of the Eotvos torsion balance over any area enable a representation to be obtained of the total gravitational effects over the surface of that area arising from the combination of all sources of gravitational disturbance. The investigation of gravitational anomalies occurring in the upper layers of the earth's crust, in this way, has been attended with considerable success, and, especially in areas in which no undesirable disturbing factors were present, it has been possible to locate geological structures and mineral deposits with remarkable accuracy and also to delineate their confines and to indicate their depth below the surface with a certain amount of precision. Before this can be done successfully, however, it is necessary to determine the gravitational effect arising from all other extraneous anomalies in order that these may be satisfactorily eliminated. Disturbing features giving rise to these gravitational anomalies may be divided into two classes, according to whether they are situated at or below the surface. The former are determined readily by a detailed leveling of the ground surface, and may be satisfactorily eliminated provided the specific gravity of the terrain material is known, but the latter are generally unknown, and can only be ascertained with difficulty. When, therefore, the observations obtained by means of the Eotvos torsion balance have been corrected for all surface irregularities, known as terrain and topographical effects, there remain residual gravitational values which are due entirely to subterranean conditions. The. task of interpreting these results consists in disentangling the various subsurface anomalies, and subsequently in computing and recombining the effects of these various masses in order to verify the interpretation. When the gravitational anomalies are due to large and comparatively simple structures it is a matter of little difficulty to arrive at a satisfactory interpretation of the subterranean conditions, but in more complex areas, where the geological conditions are more complicated and several irregular features exist, the process of disentangling the various constituents of the complex mass arrangement is more difficult and requires the expenditure of considerable time and labor. This paper was prepared at the request of Capt. A. F. Lucas, Chairman of the Institute's Committee on Petroleum and Gas, as a preliminary discussion of the fuel oils which are used-in the Southwest, giving their composition, uses, prices, etc. Should it afterward be found desirable, these observations may be extended over a larger area. In this connection, J suggest that samples of all kinds of fuel oils, including various tars, from all over the country, be collected and sent to some testing laboratory for examination. We would be glad to extend the facilities of the laboratory of the Bureau of Economic Geology and Technology, at the University of Texas, for this purpose, and to do the work free of all expenses. After such examinations are made and the results classified and studied, it would be possible to suggest specifications under which fuel oils should be purchased, and to arrive at some conclusions respecting the uniformity of such specifications, with due allowance for climatic and other more or less local conditions. While such specifications do not now depart from a common standard anything like as much as specifications for illuminating oils do, yet there are discrepancies which should not exist. Some of these discrepancies are of lessening importance, due to the pronounced tendency to distill every crude oil that can be distilled with profit, and to send residues into the market for fuel oil. Residues from the refineries are of a more uniform chemical composition and physical nature than many of the crude oils that go direct into the fuel market. The lower flash-point oils are disappearing from the fuel trade and in place of them we are getting oils that do not flash below 220° F., nor burn under 320° F. In the Southwest, it has not been long since we had fuel oils that flashed at as low as 110° F., and the average flash point over a considerable period was 151° F. Now we are using oil that flashes at about 30° lower than the former burning point, which was 256° F. In other words, the flash point has risen, on the average, 100°; and the burning point about 75°.

In reviewing the aerial cameras produced in different countries, it becomes apparent that in nearly all of them an attempt has been made to secure the greatest possible angle of view. This angle, of course, is determined by the objective. The objectives most commonly in use in aerial cameras have a maximum angle of 65". The objective developed for this new Zeiss camera combines freedom from distortion and brilliant definition, with an angle of 95". Aerial mapping, it is claimed, has been placed on a different economic basis, and new possibilities presented, particularly in connection with automatic stereoscopic plotting instruments, to which some short references are made. One way of enlarging the angle of view is to couple several instruments with their axes convergent, thereby producing a multilens camera. Typical of cameras of this sort in the United States is the Bagley four-lens camera, which later was developed into the five-lens camera (T3-A) of the U. S. Air Corps. More recently, in order to get away from the unfavorable Maltese cross image field of the five-lens camera, and to obtain a more practical form, two five-lens cameras were combined. By using them in tandem and rotating them by 45" relatively to each other, a ten-lens camera was produced, covering an octagonal ground area, with a total angle of view of 140". Similar designs have been evolved in other countries. In all of them, however, a number of difficulties have arisen, quite apart from their large weight and high cost. Because of their complex mechanism, numerous shutters and magazines, and the high precision with which these parts must be interadjusted and synchronized, these cameras are far from dependable. Moreover, a multilens camera by itself does not yet constitute a complete outfit for producing pictures suitable for photogrammetric survey. Because all the component pictures, except the central one, are obliques, it is always necessary to employ rectifying apparatus which transforms the marginal views to the perspective of the central one.
