THE labor policy, of the Standard Oil Co. (New Jersey) is founded. first of all on paying at least the prevailing scale of wages in the community; on, the eight-hour day, with time and one-half for overtime; one day's rest in seven; sanitary and up-to-date working conditions; just treatment assured each employee; payment of accident benefits beyond the amount prescribed by the State compensation law; health supervision by a competent medical staff; payment of sickness benefits after one year's service; cooperation with employee in promoting thrift and better social and housing conditions; and assurance for a generous annuity at the age of 65, guaranteed for life after 20 years of service. Most of these features have been a part of the company's policy for many years, but it is only during the past two years that the cooperation of employees in determining these matters has been definitely assured through industrial representation. Industrial representation, in the Standard Oil Co., is a principle rather than a procedure. It is built upon the belief that personal association of those interested in any problem leads to a mutual understanding and a fair decision as to what is right. Fully believing in this, principle, representatives of employees and representatives of management evolved a simple plan, the basis of which is that it gives every individual employee representation at joint conferences on problems and fundamental principles affecting all those interested in the industry. It is based on cooperation, not antagonism; its operation makes perfectly clear both to management and to employees that their interests are identical, that mutual understanding and cooperation insure progress and success for all. Furthermore, experience has definitely shown that representatives of the employees are not only alert for the employees' interests but are as keen as the representatives of the management in determining and insisting upon fairness to the employer.

AmonG the things that will always remain to the credit of the foundry-industry is the circumstance that nearly all the research-work of practical value in daily routine was done by active foundrymen, and the results were freely given by them to the world. Moreover, while consumers felt that to them was due a more systematic and exact method of work, the foundry-men again were the first to act in the establishment of specifications under which their product should be sold. To come to more recent times, the American Foundrymen's Association has not only made an elaborate series of tests on cast-iron, and adopted tentative specifications based upon them, but, in addition, it has urged the International Association for Testing Materials, through its American representatives, to make the testing and specification of cast-iron a distinct issue. The half-hearted support first granted was greatly augmented by the rapidly-growing recognition accorded to the enormous iron-casting industry; and when the president of the American Society for Testing Materials was instructed to ask for a special commission for this purpose, Europe was ready to cooperate. During the Buda-Pesth congress, at, which America was represented by Prof. Howe, Mr. Wood and myself, it was decided to add five members to the general committee on steel and iron, whose special duty should be to conserve the interests of the cast-iron branch of the industry. America took up the work at once, and enlarged its committee to 67 members, all of whom were actively concerned in the manufacture or study of cast-iron in all of its branches. At the organization-meeting in Philadelphia, April 25, 1903, Mr. Walter Wood was elected chairman, and myself secretary; and, within a week thereafter, the sub-committees were appointed and became active at once. Oil production and activity in northern and central Pennsylvania was slightly less in 1939 than in the previous year, but owing to higher average prices 1939 was undoubtedly a better business year. The last quarter showed markedly increased activities throughout all of the Pennsylvania fields. Production, Stocks and Price Storage of Pennsylvania crude oil at pipe lines and refineries totaled 5,413,000 bbl. on Dec. 31, 1938, and declined during the year 1,124,000 bbl. to a total of 4,319,000 bbl. at the end of 1939. The stocks of crude at the end of the year represent the lowest point reached in Pennsylvania-grade crude storage in recent years. Stocks increased slightly during April, May and June, but decreased during all other months of 1939. The Bradford field production within the state of Pennsylvania averaged 35,340 bbl. per day throughout 1939, which represents a decrease of 1419 bbl. a day from the 1938 average. The production in central and southern Pennsylvania increased 1176 bbl. per day, averaging 12,159 bbl. throughout 1939. Table 1 includes annual production for the part of Bradford field situated within the state of Pennsylvania, for central and southern Pennsylvania, and for the entire state of Pennsylvania. A definite segregation of production between the Bradford field and central and southern Pennsylvania is slightly ambiguous because a portion of the oil from the newly discovered Music Mountain pool is included statistically in each area. In all probability the entire increase and some small addition to the production from southern Pennsylvania can be attributed to oil produced from the Music Mountain pool. Within the Bradford field, six price changes occurred throughout the year. At the beginning of 1939 the price of Bradford crude oil was $1.80 per barrel, whereas by the end of the year it had risen to $2.50. The weighted average price for Bradford crude during 1939 was $2.059 per barrel.

Secretary E. H. Benjamin, of the California Miners' Association, has proposed and begun, in co-operation with the testing laboratory of the University of California, at Berkeley, a series of tests which should prove of great interest and practical use to all persons making extensive application of steel wire cables, and especially to miners who run them in deep mines. Mr. Benjamin is endeavoring to obtain pieces of cable both new, and old and worn, from every deep mine of importance on the Pacific Coast, together with all the data obtainable concerning their manufacture and particular use. Pieces from each sample will be broken ill the laboratory before mentioned: and as far as possible the effects of winding around drums or pulleys ; of sudden starting and stopping when loaded; of heavy shocks, and of the general wear and tear of the cables, will be ascertained by these tests. The Olsen testing-machine of 200,000 pounds capacity will be used to break the cables, and the rupturing force, in different instances, will be applied slowly and also rapidly, in order to make the tests comparable as far as possible with the practical use of the cables themselves. All information and data available should be obtained for each specimen sent to the laboratory, the name of the manufacturer, the date of making, strength of cable when new and unrusted, as well as the circumstances and conditions of the practical use of the cable. Having this information before us, we shall be able to tell, approximately at least, the effects of age, rust, wear and tear, shocks, etc.; and perhaps be enabled to draw the line of limitation beyond which it would be no longer safe to use a cable of known manufacture. Moreover, by means of such tests we may, perhaps, he able to recommend worn cables for other uses, less severe in character, thereby prolonging the life of their effective usefulness. The present paper comprises two parts, which have but little con nection with each other. The first is practically a continuation of the investigation on the specific gravity of gold liberated by means of acids from its alloys, on which subject I had the honor of presenting a brief note to the Institute in 1893 (Trans., xxii., 117); the second describes a series of experiments on the behavior of amorphous gold under the action of heat. By the kindness of Prof. W. C. Roberts-Austen, C.B., F.R.S., chemist to the Royal Mint, I have been permitted to conduct these experiments in the mint assay-office, all the splendid resources of which institution were freely placed at my disposal. I desire at the outset to express my obligations to Prof. Roberts-Austen and to all the staff of the mint assay-office for their kind assistance at all stages of my experiments. I.—The Specific Gravity of Gold in Alloys. In the note already referred to, I published my discovery that the gold left on dissolving out the silver from an alloy of gold and silver (which I shall here term " residual amorphous gold ") has a higher specific gravity than ordinary molten gold. I also pointed out that I had worked on very small quantities of material and with balances and weights on the accuracy of which I could not implicitly rely, and that in so far my numerical data were inconclusive, although I had but little doubt of the correctness of the broad fact. The experiments now recorded were made under the most advantageous circumstances and with various refinements. Particularly, I found that the ordinary form of specific-gravity bottle was responsible for several small sources of error; and I accordingly designed an improved form (Journal of the Society of Chemical Industry, April 30,1894, vol. xiii., p. 322), which I used for this work. The productive area of asphalt-bearing sandstone in Missouri is near the Missouri-Kansas state line near Nevada, the county seat of Vernon County about 100 miles south of Kansas City. While production thus far has been confined to Vernon and Barton counties, there are known deposits in adjacent counties. The area is served by four railroads: the Missouri Pacific, the Kansas City Southern, the Missouri-Kansas & Texas, and the St. Louis & San Francisco. The plant of the Reliance Rock Asphalt Corporation is in Vernon County, about 5 miles west of Nevada, at Ellis, a flag station on the Missouri, Kansas & Texas Railroad. A siding has been built to the plant SO that the finished product can be loaded directly into railroad cars. The property consists of a lease of 240 acres in one block. All portions of the property not required for quarrying or processing the asphalt-bearing sandstone are used for farming by the fee owner. The entire tract is very flat so that there are no transportation difficulties from quarry to plant. Geology The commercial asphalt-bearing sandstones are all of Pennsylvanian age, the major portion of the production coming from the Cherokee formation, the basal member of the Des Moines group. The Cherokee formation includes all beds between the base of the overlying Fort Scott limestone and the Mississippian limestones below. It underlies most of the area, but in the west and northwest townships of Vernon County, and elsewhere in local outliers, the Henrietta limestone, forming mounds, escarpments and high ridges, covers the Cherokee, and is in turn covered by the Pleasanton shale. In the eastern portion of the counties, the Mississippian limestones are exposed. The thickness of the Cherokee varies according to the amount that has been removed by surface erosion. Where fully present under the Henrietta; it is approximately 375 ft. thick, but over most of the county it ranges from 100 to 200 ft. thick.

The results of wear on marked balls, 4, 31/2, 3, and 2 in. diam are given. All balls were forged steel of practically the same chemical analysis and hardness. The results indicate that balls in a given mill for a given length of time will have equal diameter losses, regardless of size.

Edward K. Landis, Philadelphia, Pa.: In studying Mr. Thackray's paper it seemed that a critical comparison of the results from different methods therein reported would he of interest. For this purpose Table I. was constructed by grouping all determinations made by the same method, and the probable errors were calculated. MORTIMER ELWYN COOLEY, dean of the College of Engineering and Architecture of the University of Michigan, has been elected president of the American Engineering Council of the Federated American Engineering Societies. This was announced at a meeting of the Executive Board of the Council held at the Cosmos Club in Washington on Sept. 30. Dean Cooley assumes office at once. The new head of organized engineering is a past president of the American Society of Mechanical Engineers and has a long record of distinguished service in education, under the government and in private capacities. He was born in Canandaigua, N. Y., March 28, 1855, and was graduated from the United States Naval Academy in 1878. With his classmate, Dr. Ira N. Hollis, he was ordered to the U.S.S. "Quinnebaug," then fitting out at the Norfolk Navy Yard preparatory to a cruise in the Mediterranean.

T HE production of pure iron by electrolyzing solutions of its salts has been the object of scientific curiosity and research for about 80 years; and in the last two decades a realization of the unusual physical and chemical qualities of electrolytic iron has turned the attention of chemists and metallurgists toward a commercial application of this accumulated knowledge. Thus Burgess and Hambuechen in America, . Cowper-Coles in England, and Fischer in Germany- devised methods, more or less successful, for the electrolytic refining of iron, but none of these processes has yet attained large-scale operation. During the war some interesting ,work was done in France and England on building up worn or defective machine parts by electrodeposition of iron. It remained for the Société "Le Fern in France to carry on the process commercially. For six years Les Fonderies et Forges. de Sainte-Maire et Gravigny and the works of Bouchayer & Viallet at Grenoble have manufactured pure-iron boiler tubes in competition with established practice. The French process originated in the researches of Anthelme Boucher in 1910, and was, not put into operation until several years of experimentation had passed.

IF it had not been for the testimony of former Secretary of the Interior, Harold L. Ickes, before the Senatorial investigating committee the public would have heard little about the Federal Government's suit against California for the ownership of the tidelands. The Ickes-Pauley dispute brought to public attention that the California tideland oil deposits are the last remaining large Federal oil reserves. Ickes contends that these tideland oil deposits belong to the nation for the benefit of all the people of all the states and not solely to the State of California. Ickes also accused California oil man Ed Pauley of offering to give $330; 000 to the Democratic party fund if Ickes would drop the Federal Government's suit against the State of California for the ownership of said tidelands. The tidelands may be considered as the land bordering the coast line between mean high tide and outward under the ocean for a distance of a marine league, or about three statute miles. This strip of land along the coast of southern California contains large oil deposits which have a present and future prospective value of several billion dollars.

Continuous and accurate analysis of slurries has become a critical requirement in mineral processing. With on-stream assay data, automation procedures can be employed to obtain higher recovery and improved control of production. The Courier system was developed by Outokumpu Oy, taking advantage of mineral processing know-how, to provide means for achieving these objectives in the company's ore concentrator operations. It became evident, based on early experience with on-stream analysis, that the Courier should be a complete system to fulfill all functions of the analysis operation. The system includes equipment and techniques for primary sampling, sample preparation for assaying, and processing of data for final assay results. In addition, the on-line X-ray spectrometer unit was developed specifically for industrial use, incorporating a number of technical advances. A new system for converting spectrometric data to assays is based on a physical model programmed on a digital computer. The Courier system is furnished on a turn-key installation basis incorporating all elements needed for operation including calibration. The experience to date with the Courier system at the Pyhäsalmi concentrator is summarized. Reference is also made to recent results with installations at the Outokumpu and Vihanti concentrators.

The substance of this paper, now amended and altered in form for its present use, was the basis of a private report prepared under professional engagement.* A private report is necessarily objective, and deprived of the scope and technicality of a scieintific treatise—which accounts for the prevalence of drawings and succinct mathematical statements rather than full descriptive details in a paper reproduced from data, of which all the original working-notes have been destroyed. In a practical sense the Hudson river valley clay-deposits owe their present existence to the protection afforded by the rock-formations on which they are supported, and, instead of being uniform in depth or continuity, are subject to the irregularities of the rugged masses which preceded and are now concealed by them. The only available information concerning these deposits contained in previous public reports or maps furnished at best a mere photograph of the surface, and as now apparent this was misleading or unreliable. THE MEMBERS of the Phelps-Dodge, Phelps-James co- partnership differed widely from one another in certain aspects of temperament and personality; but in one thing Anson Phelps, William Dodge, and Daniel James were fundamentally alike. They were all bred in the English Puritan tradition. Their creed, moreover, was the stern, militant, uncompromising creed of John Calvin and John Knox. The present generation, harshly intolerant of such a creed, has little understanding of the authority it exercised on the thinking and conduct of its adherents or of the contributions that those same adherents made to human welfare and social progress. The men who accepted its authority "were characterized by a blend of strong individualism and an equally strong sense of social duty, and they submitted their own souls to the same searching scrutiny that they applied to their business ledgers." To all three of the immediate founders of Phelps Dodge, their religion was the most real and important thing in life. FOREWORD THE A. I. M. E. Subcommittee on Bituminous Mining has been trying for several years to secure the information that was collected by the Marquette Cement Manufacturing Co. on the subsidence of its property caused by mining coal beneath it. The Marquette company was willing to have these data used, but it was impossible to obtain them because the records had been filed away. About two years ago these records became available and the engineering data presented herewith were compiled from them by R. L. Auchmuty, assisted by L. E. Young, who was connected with the collection of the information. On account of the cost, it is impossible to reproduce all of the data here, although the original information is on file with the records of the Committee on Ground Movement and Subsidence. The accompanying charts show representative and average data and give only the engineering information with enough description to tell how it was obtained. All the mining machinery of the Penn Iron Mining Co. has been operated by electric power for several years and when another shovel for stockpile loading was required the advantages of an electric shovel were naturally considered. After considerable study, serious objections suggested themselves the use of a shovel operated directly by electrical apparatus by reason of the complicated control, severe service on the motors and the heavy surges of current required from the line. It was finally decided to construct an electro-hydraulic shovel using water under pressure to perform all the necessary operations except that of propelling, for which a separate motor was best suited. A car body with boom, dipper handle and dipper of late design, but without any of the steam machinery, was purchased. A motor-driven centrifugal pump, a pressure tank, an air tank, a small air compressor and water cylinders with plungers, pistons and valves, were installed in place of the steam equipment. Colcock Jones presiding. Fourteen members were present. The subject announced was Ore Sampling. W. M. Watts opened the discussion by a general outline of the important points to be covered, in sampling a mine and the methods to be used in the various stages of the work. All the members present successively contributed details from their personal experience. The March meeting of the Section was held at its headquarters on Mar. 15. Twelve members were present, with Dr. Theodore B. Comstock in the Chair. The subject announced was Secondary Enrichment and all present took part in the discussion, Frank Robbins contributing a short paper on some observations in Central America. Of the seventeen western states, five-Arizona, Utah, New Mexico, Montana, and Nevada-produce about 90 pct of this country's primary copper. All seventeen of these states occupy 60 pct of the nation's land area but receive only 25 pct of the country's total precipitation. Seventy percent of this precipitation returns directly to the atmosphere through evaporation and transpiration, leaving very little for ground reservoir recharge or immediate domestic, agricultural, or industrial use. With so limited a supply available for all, competition for water rights among users is severe. The result does not always permit using the limited supply to produce the most valuable end product. Most of industry and much of agriculture can shop around for suitable operating locations. Where water is critical to their purposes, they can and do locate in areas where the needed amounts are available. Such is not the ordinary lot of the mining industry, which must locate in the area of the deposit it is planning to mine and concentrate. In the case of copper this happens to be, for the most part, right in the heart of the semi-arid regions of the West.

ALTHOUGH valuable information has been pub-lished on the important problems of slag losses with which every copper metallurgist has to contend, a great deal of money is still being wasted in copper smelters all over the world, through metal being irretrievably lost in reverberatory slags. When smelting a relatively low-grade pyritic concentrate together with a proportion of direct-smelting oxi- dized ore, as is done in Oroya, slag volumes are of necessity high, and even a relatively clean slag, say of 0.5 pct Cu, means a loss of almost 4 pct of all the copper charged, or over $1,000,000 annually at present output and prices. While it is known that such losses can often be reduced by allowing the slag time to settle, with or without addition of a reducing agent such as coal or pyrite, the facilities for such treatment are not always available in a plant of old design working to capacity under severe space limitations.
