On an average of at least once a year there comes to the attention of the Institute Headquarters the activities of some individual who represents himself as a member of the Institute, and by a hard-luck story or other means secures loans or advances of money which are never returned. On one or two occasions the Institute has been able to secure the arrest and conviction of these frauds. Recently some individual has been operating in California and defrauded several members of the Institute. He is described as a man of 5 ft. 7 or 8 in. height, decidedly slim, and his weight is about 140 lb. His hair and mustache are gray, eyes blue or gray and he claims to be near-sighted. He is also said to have had a keen, furtive, "Hang-dog" look and claims to have been raised in Bethlehem, Pa. He speaks with a German accent. If a man answering this description presents himself before any members and claims to be a member of the Institute it will be to the good of the profession if he can be caught making fraudulent representations and placed where his ability to defraud will be under control. The most effective means of apprehending persons of this character is the very prompt notification to Institute Headquarters of any persons claiming to be members of the Institute in hard luck. If such persons are asked to supply their signature or photograph or both to be, forwarded to Institute Headquarters for identification this will serve as an excellent check on their operations. Reluctance to comply with such a request is in itself a suspicious circumstance.

Mississippi, during the year 1941, experienced the greatest diversity of oil activity since the beginning of oil interest in the state—core tests for exploration, core tests for sulphur, continued drilling at Tinsley for production, and wildcatting, which brought to light two new oil fields and two new salt domes. There were 45 wildcat wells drilled in 1941, which showed greater results and findings geologically than the 85 drilled in 1940. Tinsley Oil Field (Yazoo County).—The Tinsley oil field, with its boundaries fairly well defined now, is 8 miles long and 3 miles wide at its widest point. During the past year 213 producing wells were completed, which brought the total number of producers in the field by the end of 1941 to 325 wells. Seven producing sands have been logged, with a total average thickness of 30 ft. of oil sand. The producing formations are the Selma, Eutaw and Tuscaloosa. The average total depth of the wells is 5012 ft. The average gravity of the oil is 35.4°. Production for 1941 was approximately 15,500,000 bbl. of oil. Vaughan-Pickens Oil Field (Yazoo County).—At the end of 1941 only three wells were Producing in this field, the fourth having been abandoned. The total production for the field for the year was approximately 250,000 bbl. of oil. The producing sand is the Wilburn, in the Eutaw formation. The Tigre Mining Co. of Mexico, owned by the Lucky Tiger Combination Gold Mining Co. of Kansas City, decided early in 1910 to enlarge its mill, which consisted of a concentrator milling 3,000 tons of ore per month. The enlarged plant was designed to crush and concentrate 6,000 of ore and to cyanide 7,500 tons per month. The extra tonnage cyanided was to be obtained from tailings which were stored below the old mill. Power was supplied to the old mill from four boilers; a 150-h-p. Corliss engine and two Weber 60-h-p. gas-engines using producer-gas made from charcoal. The total horse-power required, including 60 h-p. used for machine-drills in the mine, was approximately 275. Cord-wood cost $4.32 per cord, 8 by 4 by 3 ft., and charcoal $15 per ton. The fuel supply in the surrounding country was approaching exhaustion; more than 150 mules and 50 men were engaged in cutting and transporting this fuel, and the unsettled political conditions in Sonora were such that it would be practically impossible to keep an organization of this kind together. The price of fuel was steadily rising and at times it became almost impossible to get sufficient fuel to operate. It was estimated that the enlarged plant, together with the mine, would require 750 h-p., as follows: Horse-Power. The co-operation of the members of the Institute is earnestly sought by the Committee on Nominations, recently appointed by the Board of . Directors, in its work of formulating a ticket for officers and places falling vacant in the Board of Directors in February, 1916. The Committee must present the official ticket of nominations to the Board of Directors at its October meeting. Members are, therefore, urged to send promptly their nominations for officers and Directors in order that the Committee may have an opportunity to give them full consideration. The officers to be elected at the annual meeting in February, 1916, are: One officer, known as Director and President. Two officers, known as Director and Vice-President. G. W. TRAER (author's reply to discussion*).-Prof. Parr's discussion develops two points, upon which it seems desirable to comment. First, as to putting through a large enough tonnage to secure economic operation. At each manipulation of each oven 1500 1b. (680 kg.) of coal will be charged and the resultant coke discharged from a like amount of coal. . Sixteen slabs will be discharged at each manipulation, each approximately 5 ½ in. by 11 in. by 6 ft. (14 cm. by 28 cm. by 1.8 m.). The operating schedule of a commercial plant, based upon our observations and calculations, indicates a "through put" of at least 12 tons of coal per day for each oven. We have made these figures conservatively and feel confident of materially exceeding them in a fully developed operating system. Our oven plant, with containers, will not cost as much as high-temperature plants of the same capacity. They do not require container equipment; but this is much more than offset by the cost of the great basal heat regenerative flues. Our operating requirements are quite susceptible to the application of mechanical devices and we believe our labor cost will be well within the necessary limit. Second, as to Fig. 1 in my paper, showing the specific gravity' of the tar. It Was not intended to show that the specific- gravity of -the tar rises With decreasing heat, since of course the contrary is the fact. One of the curves shows the relation between temperature and specific gravity and the other the relation between temperature and- yield. Our consulting engineer prepared the chart according to his customary method for showing two dimensions.

MUCH information on intermetallic diffusion has been obtained in experiments in which two volumes, initially at different uniform concentrations, are maintained in contact at an interface which is plane, or nearly so. Concentration-distance curves are obtained after suitable times, and analyzed on the basis of a one-dimensional form of Fick's law In early work the linear equation to which Eq. 1 reduces when D is independent of concentration was used. However, when the initial concentrations c, and c, are appreciably different this simplification is often unjustified, and the suggestion by Matanol in 1933 of a way of avoiding it was welcomed. Matano's paper was based on work done as early as 1882 by Boltzmann.2,3 In 1938 Rhines and Meh14 reported an extensive investigation of systems in which the diffusion coefficient depends strongly on concentration, and included a detailed description of the Matano-Boltz-mann method. To a large degree, this description represents the formal method as it is understood and applied today, most later discussions having emphasized thermodynamic and mechanistic aspects of diffusion. Exceptions are the comments of R. V. Churchill, contained in a paper by Ham, Parke and Herzig,5 and the papers by Hall8 and by Kirkaldy.7 More discussion appears necessary since some aspects of the problem remain obscure. Better computational procedures are also needed. The common method, involving graphical determination of slopes and areas, is inconvenient and makes the estimation of errors difficult. The a ad on Connection" For the purpose of this paper, we will concentrate on the ubquitous radon gas as the principle, low-level radiation effect from uranium tailings piles. Standards are also proposed for gamma radiations but, by most accounts, this is much less of a low level problem than is radon. I am also aware of some just completed research at Oak Ridge National Laboratories that suggest polonium may be a major concern in tailings, but those data are preliminary at this time. What is radon gas? In the first place it is not a gas in the accepted sense in that it has no driving pressure head. It might prove a more convenient description to call it radon vapor. Radon vapor, then, is 7-1/2 times heavier than air. Radiologically, it is an alpha emitter which means it spontaneously gives off high ionizing potential but low penetrating power particles. In fact, the alpha particle has such low penetrating power that this sheet of paper will completely shield a person. The problem, though, is breathing the radon decay products, called radon daughters. If radon daughter products are ingested into the lungs, their alpha emissions may cause cancer. The principle carcinoma associated with breathing radon, or more basically, associated with radiological effects is oat cell car- cinoma of the undifferentiated mall cell type. Radon has a 3.8 day half life which means in less than four days half of its initial radioactivity has decayed away. In less than a month it essentially becomes inert or non-radioactive. PROPERTIES of materials containing a hard con-stituent dispersed in a metallic matrix are dependent on the distribution of the hard phase.'-' The grain growth of titanium carbide in liquid nickel was studied in order to understand microstructural development in this and similar systems. Smith" has examined the influence of surface energy on the distribution of phases in alloys. The grain growth of tungsten carbide in cobalt has been the subject of many conflicting theories. Those prior to 1950 have been summarized by Goetzel.' Recently, Gurland and Norton3 and Gurland8 have indicated that growth occurs primarily by diffusion through the liquid phase in order to lower the inter-facial energy between the carbide and the liquid metal. In the development of the Ti-C-Ni ternary phase diagram, Stover and Wulff9 have shown that both eutectiferous dendritic titanium carbide, and primary titanium carbide which had developed crystals of cubic symmetry, were rounded by heating below the solidus, and that if primary carbide was already present the typical eutectic decomposition products were not formed. Experimental Procedure The infiltration technique was used to study the grain growth of titanium carbide in nickel. In contrast to sintering, infiltration more readily assures uniform dispersion of the two phases, and the problems associated with mixing by milling; i.e., mill contamination, breakdown of original carbide size in the operation, development of interfering surface films, etc., are avoided. In addition, the complicating effect of densification by shrinkage is eliminated. The titanium carbides used were commercial grades. The paper gives an account of the factors influencing the stability of coal mining tunnels and goes on to examine various bases of support and lining design of such tunnels in relation to geological and mining conditions. The different types of coal mining tunnels are compared and comments made regarding the factors influencing their choice and basic design features. Foremost amongst design considerations is the design method and special thought has been given to the validity of different formulae as related particularly to UK Carboniferous geological conditions. Emphasis is placed on the role of the stress field in relation to tunnel stability. Shape of mining tunnel has been investigated and conclusions drawn regarding the merits of different commonly excavated geometries from a stability point of view. Detailed design aspects pertaining to determination of tunnel lining strength and resulting stability are critically examined and current design methods are compared. Data from UK mining tunnels are included as the basis for comparison of these design methods.

MANAGEMENT and control of any body of workmen can be effected through various - well-known methods ' though many managers hold certain personal theories of control that range from an absolute dictatorship to what might be called the principle of laissez faire, or the "let alone" method. Managements of many mines, factories, smelters and refineries have been compelled in recent years to accept certain restrictions in hours of labor as well as in methods employed, imposed either by federal or state laws, or by labor agreements. Broadly speaking, regulations of the above character were brought on the industry by managers who failed to recognize fully the rights of their employees to proper sanitary, safe, and compensatory working conditions, as well as working hours that were proper and just. As an example of poor management and worse psychology, we have only to hark back to the days when many bituminous coal operators maintained an inadequate number of pit cars for the number of miners or loaders employed, or if the pit cars were available, the haulage facilities

TWO papers, "Calcium, Strontium, and Barium Metals," by Charles Hardy and Paul M. Tyler, and "The Mining of Gems and Ornamental Stones by American Indians," by Sydney H. Ball, were presented before the Rare Minerals and Metals group at its session Tuesday afternoon in the Auditorium. Donald M. Liddell, chairman, presided. Mr. Tyler summarized the first paper, outlining the uses, history, occurrence, manufacture, production and trade, markets and prices of the three metals. In discussion, in response to the chairman's query on "what are they doing in Russia with calcium, strontium, and barium," Guy C. Riddell replied that nothing is being done on a production basis. The great rare metals plant in Moscow is active, however, on other elements. "They are making radium chloride, uranium oxide, vanadium, cadmium, tungsten, molybdenum, selenium, antimony compounds; and mercury, nickel and arsenic are under production at interior plants. The rare metals plant is busily conducting research on beryllium, rhenium, lithium, bismuth, strontium and zirconium. These are the main rare metal activities. THE 142D MEETING of the Institute is rapidly shaping up with splendid prospects of a strong technical program and the lighter side of this annual occasion amply provided for. The date is February 20 to 23. The technical sessions will be held in the Engineering Societies building; the smoker-dinner, the informal dance, and the annual reception and dinner, at the Commodore Hotel, Monday, Tuesday and Wednesday respectively. The news to date on the technical side is as follows: Mining Methods-Subsidence The Mining Methods Committee has prepared an interesting program which will be divided into two sessions to be held early in the week. At the first there will be papers on mining methods and development, including a description of the "Sinking and Equipment of No. 2 Shaft at Minas de Matahambre," by Dudley D. Homer and R. H. Cromwell. They describe in considerable detail the equipment used and the practice followed in sinking this important shaft, giving detailed costs and performance figures. Hoist¬ing ?arrangements and mining practice at the "Red Ore Mines of the Woodward Iron Co. at Bessemer, Ala.," are described by Tenny C. DeSollar, superintendent of mines, in a second paper. At this session of the Mining Methods Committee, H. M. Roche and R. E. Crockett, of the Committee on Eastern Magnetite Mining and Milling Methods, will present their paper, "Iron Ore Mining at the Scrub Oak Mine." This mine is in the highlands of New Jersey about 40 miles west of New York City. Prof. Robert K. Warner of Yale University will present a paper on "The Selection of a Mining System," which should have an interesting discussion. Pierre R. Hines, of Portland, Ore., will present, with stereopticon slides, his paper on "The Owyhee Tunnels, U. S. Reclamation Project, Owyhee, Oregon," describing one of the recent irrigation undertakings.

PHILIP D. BLOCK, JR., vice president of Inland Steel Co., visualizes a fine future for the Menominee Range of the Upper Peninsula of Michigan. He sees a future unclouded by threat from foreign ore imports or the development of low grade ore processing in Minnesota. The statement was made during the opening of Inland's new Cayia mine near Crystal Falls. Inland, according to the vice president, is planning to use an increased amount of the high phosphorous ores found on the Menominee Range. He said that other steel companies will probably do the same, because the steel industry has learned how to use ores of high phosphorous content. He said: "I do not mean to imply that we can use an unlimited amount of high phosphorous ores or that we can burden our blast, furnaces with 100 pct high phosphorous ores, but we have reached the point where we can absorb a much larger percentage of these ores without any detrimental effects. Foreign ores and lowgrade Minnesota ores cost too much to offer real competition, Block said. Transportation costs from the Menominee range to steel producing centers in Chicago and on Lake Erie are less than for any other range in this country. In the meantime, the American operators of the Bomi Hills iron ore mine in Liberia, have reportedly signed a new agreement with the Government. Several months ago, President Tubman of Liberia expressed a definite dissatisfaction with the original contract. Informants state that the agreement only needs the approval of the Export-Import Bank, which loaned Liberian Mining Co. $4 million to develop the iron ore properties. Majority stockholder of the Liberian Mining is Republic steel, with 61.57 pct of the stock. Under the new contract, the Liberian Government will start to share in the profits when the indebtedness is liquidated and the return of invested capital accomplished, or April 1, 1957, whichever is earlier. Under the old agreement the Liberian Government received a 5 cent per ton royalty and an additional sum based on the price of pig iron. The royalty rate reached more than 17 cents per ton this year. After debt liquidation the Liberian Government will receive 25 pct of net profits for the first five years; 35 pct for the next ten years; and 50 pct thereafter. Until the Government starts to share in profits it will receive a royalty of $1.50 per ton in U. S. currency, in addition to royalties provided for in the old agreement.

There is an accelerating acceptance of change by management of cement companies. Diversity of response is noticeable in efforts across the country to reverse the downward trend in profits that brought margins in 1966 to the lowest point in 20 years. New concepts are emerging among managers as they seek to increase the efficiency in use of the basic corporate resources of men, capital and technology. The shift towards computerized control of cement manufacturing is making new gains as is diversification of cement companies into allied fields such as production and sale of natural and light- weight aggregates, crushed stone and concrete products. Increased interest in special products such as white cement and further moves overseas are also significant. Perhaps the most dramatic event of recent years occurred in Washington at hearings before the Federal Trade Commission where cement producers split on whether there should be FTC guidelines that would prevent ownership of ready-mixed concrete producers by cement companies.
